Discuss and consider action on an Ordinance adopting a budget for the fiscal year beginning October 1, 2018 and ending September 30, 2019; appropriating the various amounts thereof, and repealing all Ordinances or parts of Ordinances in conflict therewith; and providing for an effective date.

22. Discuss and consider action on the First Reading of an Ordinance levying ad valorem taxes for the use and support of the municipal government of the City of Leander, Texas, for the Fiscal Year 2019; providing for and apportioning each levy for specific purposes; and providing when taxes shall become due and when the same shall become delinquent if not paid.

23. Discuss and consider action on contributing the cost match in the amount of Eight Hundred Seventy-Five Thousand Five Hundred Fifty-Four Thousand ($875,554.00) Dollars for the approved Staffing for Adequate Fire and Emergency Response (SAFER) Grant; and authorizing the City Manager or his designee to execute any and all necessary documents.

Discuss denying a request to increase the rates of Atmos Energy Corporation, Mid-Tex Division (“Atmos”) and approving a reduction in rates based upon a system-wide cost of service decrease in the amount of Thirty Million Two Hundred Fifty-Seven Thousand Three Hundred Five ($30,257,305.00) Dollars.

25. Discuss and consider action on an Interlocal Agreement with Austin Community College District regarding reimbursement for costs associated with design and construction of drainage facilities.

26. Discuss and consider action on directing Staff to issue an RFQ to select a Transportation Professional to create an Access Management Policy.

28. Discuss and consider directing Staff on the membership and selection process for the Comprehensive Plan Update Steering Committee.

29. Discuss and consider action authorizing Assignment of the Crescent Facilities Agreement for the Leander TODD MUD No. 1 of Williamson County and the Crescent Leander Development and Reimbursement Agreement to Forestar (USA) Real Estate Group, Inc., a Delaware corporation; and authorizing the City Manager to execute any and all necessary documents.

Discuss and consider action on Amendment No. 3 to Task Order No. WAL-1 with Walker Partners Engineering, Inc. for design, bidding, and construction phase Professional Services for Raider Way and E. Woodview Drive Roadway Improvements Project in an amount of One Hundred Eighty-One Thousand Four Hundred ($181,400.00) Dollars; and authorizing the City Manager to execute any and all necessary documents.

33. Discuss and consider action on Award of Construction Contract to Skyblue Utilities, Inc. for the CR 269/Hero Way Waterline Project in the amount of Three Hundred Seventy-Seven Thousand One Hundred Forty-Four Dollars and Nine Cents ($377,144.09); and authorizing the City Manager to execute any and all necessary documents.

34. Discuss and consider action on Noise Variance for construction activities to Cadence McShane Construction to provide for the remainder of the concrete pours for the Hermosa Village Project located on 11680 Hero Way West, between September 11 and November 27, beginning at 2 a.m.; and requiring Cadence McShane Construction to post notifications with both flyers and message boards a minimum of forty-eight (48) hours in advance of the activities.

35. Discuss and consider action regarding scheduling the next Retreat and Joint Meeting with the Planning and Zoning Commission.

36. Receive water use and supply update for the month of July 2018.
