Discuss and consider action on the First Reading of an Ordinance amending the current zoning Interim SFR-1-B (Single-Family Rural) to HC-5-D (Heavy Commercial); on one (1) parcel of land approximately 9.836 acres ± in size, more particularly described by Williamson Central Appraisal District Parcel R031348; and addressed as 8750 RR 2243, Leander, Williamson County, Texas.

16. Discuss and consider action on the Second Reading of an Ordinance regarding Zoning Case 18-TOD-Z-019, Subdivision Case 18-TOD-CP-011, and Subdivision Case 18-TOD-PP-015 to amend the PUD/TOD (Planned Unit Development / Transit Oriented Development) to establish the base zoning district of GC-4-A (General Commercial) with modifications; and to approve the PAG Leander Concept Plan and Preliminary Plat on one (1) parcel of land approximately 37.25 acres ± in size, more particularly described by Williamson Central Appraisal District Parcel R461858; and generally located to the northeast of the intersection 183A Toll Road and Hero Way, Leander, Williamson County, Texas.

17. Discuss and consider action on the annual appointment of the Tax Increment Reinvestment Zone (TIRZ) No. 1 Board Chair for a term from January 1, 2019 through December 31, 2019.

Discuss and consider approval for the Brushy Creek Regional Utility Authority, Inc., to enter into Contract for Engineering Services with Walker Partners - Freese and Nichols Joint Venture for Phase 2 Raw Water Delivery System in the amount of Thirteen Million Six Hundred Twenty-One Thousand Seven Hundred Ninety-Five ($13,621,795.00) dollars with Leander’s Cost Share of 42.85% or Five Million Eight Hundred Thirty-Six Thousand Nine Hundred Thirty-Nine dollars and Fifteen cents ($5,836,939.15).

19. Discuss and consider action on Binkley & Barfield, Inc. (BBI) Task Order No. BBI-2 for Professional Engineering Services to prioritize, plan, and develop final plans and specifications for filling in the "gaps" in sidewalks, CIP T.34 in the amount of Fifty Thousand ($50,000) dollars; authorizing the City Manager to execute any and all necessary documents.

20. Discuss and consider action on KFA Task Order No. 40 with K Friese and Associates for Professional Engineering Services to design, bid, and provide construction administration services for the replacement of wastewater mains and asphalt street repaving of multiple streets, CIP WW.16 in the amount of One Hundred Fifty- Five Thousand Six Hundred Ten ($155,610.00) dollars; authorizing the City Manager to execute any and all necessary documents.

21. Discuss and consider action on ratifying the Mayor's appointment of Ashley Suker as Director to the Williamson County and Cities Health District Board.
