9. Approval of the minutes for the meetings held on January 3, 2019.

10. Approval of dedication and acceptance of Subdivision Infrastructure Improvements for Bluffs at Crystal Falls Section 3, Phase 3N.

11. Approval of the extension of the expiration for Subdivision Case 16-FP-033 Palmera Bluff Section 1 Final Plat; Williamson Central Appraisal District Parcel R032201; generally located to the northeast of the intersection of CR 270 and the future extension of San Gabriel Parkway; Leander, Williamson County, Texas.

Discuss and consider action on an Ordinance closing, vacating and abandoning a portion of a street right-of-way known as Goodnight Trail; authorizing conveyance of right-of-way; providing findings of fact; providing severability, effective date and open meeting clauses; and providing for related matters.

13. Discuss and consider action regarding a heritage tree removal request 18-TRP-001 to remove a 31” heritage live oak tree within the Crystal Springs Subdivision, Phase 2, Section 2, as permitted by Article VI, Section 1, (c)(5)(i) of the Composite Zoning Ordinance.

14. Discuss and consider action on Binkley & Barfield, Inc. (BBI) Task Order No. BBI-2 for Professional Engineering Services to design, bid, and provide construction administration services for completing gaps in sidewalks (CIP Project T.34) along Crystal Falls Parkway between Glass Drive and Overland Drive in the amount of Thirty-Six Thousand ($36,000.00) Dollars; and authorizing the City Manager to execute any and all necessary documents.

15. Discuss and consider action on the award of construction contract to Austin Underground, Inc. for small transportation projects: Capital Improvements Projects T.7, T.9, T.18, and T.19 in the amount of Nine Hundred Twenty-Six Thousand Nine Hundred Sixty Dollars and Thirty-One Cents ($926,960.31); authorizing the Mayor to execute any and all necessary documents; and providing an effective date.

16. Discuss and consider action on an Ordinance establishing a "No Through Trucks Zone" on Hero Way from CR 269 to Ronald Reagan Boulevard.

17. Discuss and consider action on increasing the Tax Increment Reinvestment Zone (TIRZ) No. 1 Project Plan Budget by twenty (20%) percent. (Sponsor Mayor Hill)

18. Discuss and consider action on buffers in the Lake Travis watershed should be calculated according to Option 1 and 2 of the Highland Lakes Watershed Ordinance standards. For areas not draining to Lake Travis sixty-four (64) acres is the starting point, or twenty-five (25) feet from the engineering floodplain to be used in instances where steep slopes clearly contain the riparian area to the creek bed. 19. Convene into Executive Session pursuant to: (a) Section 551.087, Texas Local Government Code, to discuss or deliberate proposed economic development incentives for a business prospect that the governmental body seeks to have locate, stay, or expand in or near the territory of the governmental body and with which the governmental body is conducting economic development negotiations; and (b) Section 551.071, Texas Local Government Code, and Section 1.05, Texas Disciplinary Rules of Professional Conduct, consultation with legal counsel regarding Social Media Policy. Take any action as deemed appropriate in the City Council's discretion regarding the Executive Session.
