Conduct a Public Hearing regarding Subdivision Case 18-CP-013 to adopt the Hero Way Business Center Concept Plan on two (2) parcels of land approximately 15.60 acres ± in size, more particularly described by Williamson Central Appraisal District Parcels R032149 and R512383; generally located 625 feet to the west of the intersection of Hero Way West and Bagdad Road, on the southside of Hero Way West, Leander, Williamson County, Texas. Discuss and consider action on Subdivision Case 18-CP-013 to adopt the Hero Way Business Center Concept Plan on two (2) parcels of land approximately 15.60 acres ± in size, more particularly described by Williamson Central Appraisal District Parcels R032149 and R512383; generally located 625 feet to the west of the intersection of Hero Way West and Bagdad Road, on the southside of Hero Way West, Leander, Williamson County, Texas.

Conduct a Public Hearing on the adoption of an Ordinance amending the Project Plan for the Reinvestment Zone (TIRZ) Number One, City of Leander, Texas, to incorporate an increase in the Project Plan Budget. 15. Discuss and consider action on award of Solicitation #S19-005 for Traffic Access Management Policy Consulting Services to Kimley Horn in the amount of One Hundred Twenty-Six Thousand ($126,000.00) Dollars; and authorizing City Manager to execute any and all necessary contract documents.

Discuss and consider action on the Second Reading of an Ordinance regarding Zoning Case 19-Z-003 to amend the current zoning of Interim SFR-1-B (Single-Family Rural), Interim SFS-2-B (Single-Family Suburban), and LC-2-B (Local Commercial) to LO-3-B (Local Office) on four (4) parcels of land approximately 14.155 acres ± in size, more particularly described by Williamson Central Appraisal District Parcels R051458, R031202, R432777, and R031203; and more commonly known as 10850 and 10880 E. Crystal Falls Parkway, Leander, Williamson County, Texas.

Discuss and consider action on the First Reading of an Ordinance regarding Zoning Case 18-Z-033 to amend the current zoning of Interim SFR-1-B (Single-Family Rural) to PUD (Planned Unit Development) with the base districts of SFS-2-B (Single-Family Suburban), SFU-2-A (Single-Family Urban), SFC-2-A (Single-Family Compact), LC-2-A (Local Commercial), and LO-2-A (Local Office) on five (5) parcels of land approximately 317.117 acres ± in size, more particularly described by Travis Central Appraisal District Parcels 354727 and 905245; and Williamson Central Appraisal District Parcels R560184, R560185, and R560473; and generally located to the northeast of the intersection of Mesa Vista Drive and CR 280, Leander, Williamson and Travis Counties, Texas.

18. Discuss and consider action on an Ordinance amending portions of the Animal Control Ordinance, Chapter 2, relating to animal control; adopting animal control regulations designed to protect the public health and safety; providing for added and revised definitions; providing regulations and exceptions for online boarding and daycare services; regulating the confinement, breeding and sale of animals; authorizing the investigation of animal welfare concern on private property; amending all parts of the Ordinance in conflict; providing a severability and open meeting clauses; providing a savings clause; and providing for related matters.

19. Discuss and consider possible action on the Amendment to Area Leander 1, LP TIRZ Development and Reimbursement Agreement with RB 270 Partnership.

20. Convene into executive session pursuant to Section 551.071, Texas Government Code, and Section 1.05, Disciplinary Rules of Professional Conduct, to receive legal advice from legal counsel about the social media policy and laws governing use of social media. Reconvene into open session to talk action as determined appropriate in the City Council's discretion regarding the social media policy and use of social media.
