Conduct a Public Hearing regarding Zoning Case 20-Z-009 to amend the current zoning of Interim SFR-1-B (Single-Family Rural) to PUD (Planned Unit Development) with the base zoning district of HC-4-D (Heavy Commercial) on one (1 ) parcel of land approximately 4.84 acres ± in size, more particularly described by Travis Central Appraisal District Parcel 513804; and more commonly known as 17414 FM 1431, Leander, Travis County, Texas. Discuss and consider action regarding Zoning Case 20-Z-009 amending the current zoning Interim SFR-1-B (Single-Family Rural) to PUD (Planned Unit Development) with the base zoning district of HC-4-D (Heavy Commercial); on one (1) parcel of land approximately 4.84 acres ± in size, more particularly described by Travis Central Appraisal District Parcel 513804; and more commonly known as 17414 FM 1431, Leander, Travis County, Texas.

Conduct a Public Hearing and discuss directing staff regarding Ordinance Case 20-OR-003 to amend the SmartCode Ordinance and provide updates to the garage requirements associated with multi-family projects, update the approval procedures, modify the density requirements, and provide for related matters; Williamson & Travis Counties, Texas.

21. Discuss and consider action on an Ordinance regarding Zoning Case 20-Z-015 to amend the current zoning of Interim SFR-1-B (Single-Family Rural) to SFT-2-A (Single-Family Townhouses), SFC-2-A (Single-Family Compact), and SFU-2-A (Single-Family Urban) on one (1) parcel of land approximately 154.1 acres ± in size, more particularly described by Williamson Central Appraisal District Parcel R031685; and to the southwest of the intersection of Bagdad Road and Halsey Drive, on the south side of Bagdad Road; Leander, Williamson County, Texas.

22. Discuss receiving no new revenue and voter-approval tax rate calculations; take action to consider a proposed tax rate; and schedule a public hearing date for the proposed tax rate.

23. Discuss and consider action on a contract with Al Clawson Disposal for solid waste collection and disposal.

Discuss and consider action on an Ordinance authorizing the issuance of the City of Leander, Texas Special Assessment Revenue Refunding Bonds, Series 2020 (Oak Creek Public Improvement District); approving and authorizing an Indenture of Trust, a Bond Purchase Agreement, an Official Statement, a Continuing Disclosure Agreement; and other agreements and documents in connection therewith; making findings with respect to the issuance of such bonds, and providing an effective date.

25. Discuss and consider action on a Professional Services Agreement with Place Designers, Inc. for schematic design for Old Town Park in an amount not to exceed Forty-Two Thousand Thirty ($42,030.00) Dollars, and authorize the City Manager to execute any and all necessary documents.

26. Discuss and consider action on a waiver of Article 8.04, Noise, Section 8.04.001(a) (11) in the hours of construction work to Leander ISD (LISD) to provide for concrete pours at the Elementary #28, Nancy Tarvin Elementary, located at 1280 Logan Del Way between August 2020 and April 2021, with some large pours to begin at 1:00 a.m. and smaller pours to begin at 4:00 a.m. (depending on weather conditions), and requiring LISD to post notifications a minimum of forty-eight (48) hours in advance of the activities.

27. Discuss and consider action on Task Order KFA-46 with K. Friese & Associates, Inc., for professional services for San Gabriel Pump Elevated Storage Tank and San Gabriel Parkway twenty-four (24) inch Water Line Projects in the amount of Four Hundred Twenty-Three Thousand Five Hundred Eighty-One ($423,581.00) Dollars; and authorize the City Manager to execute any and all necessary documents.

28. Discuss and consider award of Solicitation #S20-043 with Kimley-Horn and Associates, Inc. for Task Order KH-02 for professional services for the Transportation Master Plan in an amount not to exceed Two Hundred Fifty Thousand ($250,000.00) Dollars; and authorize the City Manager to negotiate and execute any and all necessary documents; and provide an effective date.

29. Discuss and consider action on Change Order No. 3 to construction contract with DeNucci Constructors, LLC for Northline Phase 1 Street, Drainage & Utility Improvements, increasing contract time by one (1) day and the contract cost by Eleven Thousand Six Hundred Sixty-One Dollars Sixty-Two Cents ($11,661.62); and Change Order No. 3 improvements are City Improvements that are funded by the City's Certificates of Obligation to the Northline Project.

30. Discuss and consider action on Change Order No. 4 of a construction contract with DeNucci Constructors, LLC for Northline Phase 1 Street, Drainage & Utility Improvements to increase the reimbursement eligibility for contracted developer costs by Sixty-Four Thousand Nine Hundred Six Dollars Ten Cents ($64,906.10).

31. Discuss and consider award of Solicitation #S20-026 to Black & Veatch for Task Order BV-01 for professional services for the Long Range Water Supply Study & Water System AWIA Risk and Resiliency Assessment and Emergency Response Plan in an amount not to exceed Three Hundred Fifty-Nine Thousand Eight Hundred Thirty-Seven ($359,837.00) Dollars; authorize the City Manager to negotiate and execute any and all necessary documents; and provide an effective date.

32. Discuss and consider possible action on rescinding Ordinance No. 20-034-00 prohibiting the operation of bicycles and pedestrians on Hero Way.

33. Discuss and consider appointing a sub-committee regarding future uses for the Bryson Farmstead / Davis House.

34.
