REGULAR MEETING – CONVENE AT 8:00 PM

1. Open Meeting, Invocation and Pledges of Allegiance.

2. Roll Call.

CONSENT AGENDA: ACTION

4. Approval of the minutes for meeting held on October 1, 2020.

5. Approval of award of Solicitation #S21-002 to Grande Communications for redundant internet service for citywide network in the amount of $34,200.00 per year for a five (5)- year contract with an amount not to exceed $171,000.00 over the term of the contract; and authorizing the City Manager to execute any and all necessary documents and renewals.

6. Approval of License to Encroach Case 20-LA-009 for the Whataburger project to allow for the installation and maintenance of a sign within the public utility easement located at 150 W. Metro Drive, Leander, Williamson County, Texas.

7. Approval of a contract with Axon Enterprises, Inc for the supply, installation and maintenance of equipment and services associated with five (5) interview room recording systems within the Leander Police Department; for a five (5)- year contract with an amount not to exceed $77,172.50 over the term of the contract; providing for terms and conditions; and authorizing the City Manager to execute any and all necessary documents and renewals.

8. Conduct a Public Hearing regarding Ordinance Case 20-OR-006 to amend the Composite Zoning Ordinance to update the streetscape requirements regarding drive-through service lanes and queuing spaces, provide masonry incentives for single-family homes, and to provide for related matters; Williamson & Travis Counties, Texas. Discuss and consider action regarding Ordinance Case 20-OR-006 as described above.

9. Conduct a Public Hearing regarding the appointment of an applicant to fill the Leander City Council Place 2 unexpired term ending May 2021. Convene into Executive Session pursuant to Section 551.074, to deliberate the appointment of an applicant to fill the Leander City Council Place 2 unexpired term ending May 2021. Reconvene into open session to take any action as deemed appropriate in the City Council's discretion regarding the appointment.

Discuss and consider action on a Resolution directing publication of Notice of Public Hearing on intention to issue Combination Tax and Revenue Certificates of Obligation in amount not to exceed $30,000,000 for purposes of design and construction of wastewater treatment plant and related infrastructure.

11. Convene into executive session pursuant to Section 551.071, Texas Government Code, and Section 1.05, Texas Disciplinary Rules of Professional Conduct to consult with legal counsel regarding jurisdictional boundary matters with Liberty Hill and an Interlocal Agreement related to boundary matters. Reconvene into open session to take action in the City Council’s discretion regarding jurisdictional boundary matters with Liberty Hill and an Interlocal Agreement related to boundary matters
