14. Conduct a Public Hearing on authorizing the issuance of Combination Tax and Revenue Certificates of Obligation, Series 2021, in an aggregate principal amount not to exceed $30,000,000.00, for the purpose of paying contractual obligations of the City to be incurred for the construction of improvements to the East Wastewater Treatment Plant of the Brushy Creek Regional Wastewater System; a joint venture of the cities of Austin, Cedar Park, Leander and Round Rock pursuant to the City of Leander’s obligations under an Interlocal Agreement regarding allocation of costs for the expansion to the East Wastewater Treatment Plant of the Brushy Creek Regional Wastewater System effective June 19, 2017, as amended. Discuss and consider action on an Ordinance Authorizing the Issuance of Combination Tax and Revenue Certificates of Obligation, Series 2021; authorizing the sale thereof; and enacting provisions incident and related to the issuance of said Certificates, in an aggregate principal amount not to exceed $30,000,000.00 as described above.

16. Conduct a Public Hearing and consider action regarding Zoning Case 20-TOD-Z-014 to amend the current zoning of PUD/TOD (Planned Unit Development/Transit Oriented Development) to PUD/TOD (Planned Unit Development/Transit Oriented Development) with the following base zoning districts: GC-3-A (General Commercial) and MF-2-A (Multi-Family); on two parcels of land approximately 77.8593 acres ± in size, more particularly described by Williamson Central Appraisal District Parcels R403524 and R051592; and generally located to the southwest of the intersection of RM 2243 and 183A Toll Road, Leander, Williamson County, Texas. Discuss and consider action regarding Zoning Case 20-TOD-Z-014 as described above.

17. Conduct a Public Hearing regarding Subdivision Case 20-CP-007 to adopt the Greatwood South Concept Plan on one parcel of land approximately 119.932 acres ± in size, more particularly described by Williamson Central Appraisal District Parcel R031730; generally located south of CR 280 and east of the future Lakeline Boulevard extension, Leander, Williamson County, Texas. Discuss and consider action regarding Subdivision Case 20-CP-007 as described above.

18. Receive presentation and consider action on request from Bin Dumped, LLC requesting franchise for temporary solid waste services.

19. Discuss and consider action on the Second Reading of Ordinances granting non-exclusive franchises to provide temporary solid waste collection and disposal services within the City of Leander to one (1) or more providers including Arrow Roll Offs, Central Texas Refuse, and Hook-N-Haul Dumpsters.

20. Discuss and consider action on the Second Reading of an Ordinance for Zoning Case 20-Z-024 to amend the current zoning of Interim SFR-1-B (Single-Family Rural) to HC-4-C (Heavy Commercial) and HC-4-D (Heavy Commercial) on two (2) parcels of land approximately 10.613 acres ± in size, more particularly described by Williamson Central Appraisal District Parcels R031290 and R051362; and more commonly known as 2739 Hero Way, Leander, Williamson County, Texas.

21. Discuss and consider action on the proposal from Place Designers, Inc. for professional services for Leander Old Town Park for design and construction phase services in the amount of $97,200.00; and authorizing the City Manager to execute any and all necessary documents.

23. Discuss and consider action on an Ordinance designating certain city-owned facilities as the Early Voting polling location and the Election Day polling location; and related matters.
