15. Conduct a Public Hearing on granting a franchise to Central Waste & Recycling, LLC for temporary solid waste services. Discuss and consider action on the First Reading of an ordinance relating to a franchise as described above.

16. Conduct a Public Hearing regarding Comprehensive Plan Case 21-CPA-002 to amend the Transportation Master Plan as set forth in the Comprehensive Plan, Leander, Williamson and Travis Counties, Texas. Discuss and consider action regarding Comprehensive Plan Case 21-CPA-002 as described above.

18. Conduct a Public Hearing regarding Subdivision Variance Case 21-VA-001 to request a variance from Article III, Section 42 (b) (2) (iii) of the subdivision ordinance that requires a developer to extend streets and trails to the boundary lines of the tract for eventual extension to the adjacent tract(s) to ensure that block lengths do not, in general, exceed the limits defined by this ordinance and to provide access to adjacent property and Article III, Section 45 (a) (2) of the subdivision ordinance that requires residential blocks not exceed a perimeter length of thirty-five hundred (3,500') feet; 33.107 acres ± in size; more particularly described as the Blockhouse Creek Farm; generally located to the west of Ronald Reagan Boulevard and south of Bowen Street, Leander, Williamson County, Texas. Discuss and consider action regarding Subdivision Variance Case 21-VA-001 as described above.

19. Discuss and consider action on the extension of the application expiration for Subdivision Case 19-PICP-024 Carneros Ranch Section 6 construction plans; more particularly described by Williamson Central Appraisal District Parcel R523829; generally located to the east of the intersection of Lakeline Boulevard and Sauterne Drive, more specifically located to the east of the intersection of Ran Road and Sauterne Drive, Leander, Williamson County, Texas.

Discuss and consider action on the Second Reading of an Ordinance regarding Voluntary Annexation Case 21-A-002 annexing 43.76 acres ±, generally located approximately 550 feet to the north of the intersection of Ronald W. Reagan Boulevard and Vista Heights Drive, on the east side of Ronald W. Reagan Boulevard, and north of the Reagan’s Overlook Subdivision; Williamson County, Texas.

21. Discuss and consider action on the Second Reading of an Ordinance regarding Zoning Case 21-Z-005 to amend the current zoning of SFR-2-B (Single-Family Rural) and interim SFR-1-B to SFR-2-B (Single-Family Rural) and LC-2-B (Local Commercial) on five (5) parcels of land approximately 43.759 acres ± in size, more particularly described by Williamson Central Appraisal District Parcels R324592, R324593, R473796, R594957, R594958; and generally located northeast of Vista Heights Drive and Ronald W. Reagan Boulevard., Leander, Williamson County, Texas.

Discuss and consider action on the Second Reading of an Ordinance regarding Special Use Case 21-SU-002 to consider action on a Special Use Permit to allow for reasonable accommodations from the City’s Composite Zoning Ordinance to allow for the operation of a group home with up to sixteen (16) occupants, up to six (6) supervisory personnel, and one (1) parking space per staff member on one (1) parcel of land approximately 2.5 acres ± in size, more particularly described by Travis Central Appraisal District Parcel 808631; and at 15500 Hero Way West, Leander, Travis County, Texas.

23. Discuss and consider action on the reconsideration of the First Reading of an Ordinance regarding Zoning Case 21-Z-004 to amend the current zoning of SFU/MH-2-B (Single-Family Urban/Manufactured Home) to CH-2-B (Cottage Housing) on one (1) parcel of land approximately 1.45 acres ± in size, more particularly described by Williamson Central Appraisal District Parcel R035604; and more commonly known as 1000 Bonita Verde Drive, Leander, Williamson County, Texas.

24. Discuss and consider action on the proposal from Brown Reynolds Watford Architects, Inc. to perform a Comprehensive Facilities Plan for the City of Leander in the amount of $62,400.00; and authorize the City Manager to execute any and all necessary documents.

25. Discuss and consider action on the revised Water Service Agreement by and between the City of Leander, Williamson County Municipal Utility District No. 12, Nash Rancho Hills, LLC, and Rancho Sienna KC, LP; and authorize the City Manager to execute any and all necessary documents.

26. Discuss FY 2022 City Council Budget priorities.
