UM, AND A LOT OF MY FRIENDS HAVE TOLD ME THIS TOO.

UH, I DISCOVERED THE JOY OF LOOKING AT THE STARS.

UM, THE STRUGGLE IS REALLY FINDING A GOOD PLACE TO DO THAT WHERE YOU CAN ACTUALLY SEE THE SKY.

UM, YOU CAN GO TO YOUR BACKYARD, BUT THERE ARE ALWAYS POWER LINES AND TREES AND SUCH IN THE WAY.

UM, AND THE BEST PLACE I'VE FOUND SO FAR IS TO GO TO A PARK.

CURRENTLY I'M WORKING WITH THE AUSTIN ASTRONOMICAL SOCIETY TO, UH, HOST THIS EVENT SO THAT IT CAN BE COMPLETELY FREE, UM, WITH VOLUNTEERS FROM THEIR ORGANIZATION.

UM, AND THEY'VE BEEN A GREAT HELP.

UM, THIS WOULD BE A SAFE PLACE FOR TEENAGERS TO GO AND HAVE ENTERTAINMENT.

IT WOULD BE GREAT FOR FAMILIES AND KIDS, UM, AND COUPLES EVEN.

UM, MY CURRENT PLAN IS TO OPEN FROM SEVEN TO NINE WITH JUST STARGAZING, LAYING ON A BLANKET, LOOKING UP AT THE STARS, JUST RELAXING.

AND THEN FROM NINE TO 10, I WANT TO HAVE A SMALL LESSON WITH A TELESCOPE AND, UM, A TEACHER TO COME OUT AND TEACH A LITTLE BIT.

SO PEOPLE CAN KIND OF BRING THAT KNOWLEDGE HOME.

AT THE TIME IT WAS HIGHWAY 29.

THE ROAD ON THE BOTTOM IS ANDERSON MILL ROAD.

THE WHAT APPEARS TO BE A ROAD ON THE TOP IS THE PRECURSOR TO WHAT WAS SIX 20.

THAT'S ACTUALLY THE, UM, DRIVEWAY THAT LED FROM 180 3 OVER TO ANDERSON MILL ROAD TO BUILD THE DAM IN THAT IT'S A NICE WIDE PATH BECAUSE THAT'S WHERE THE FIRST TRANSMISSION LINE IS.

SO STARTING IN 1938, THE CITY OF AUSTIN WAS PLANNING ON ANNEXING ALL THE WAY OUT TO THIS DIRECTION.

AND THEY PAID FOR THE AERIAL PHOTOGRAPHS TO START THAT NXS AND PROCESS IN 1940, THIS IN 1941, THIS PHOTOGRAPH, THE SERIES OF PHOTOGRAPHS ARE THE U S GA FOR SOIL CONSERVATION, BECAUSE WE WERE IN A SERIOUS DROUGHT AT THAT TIME.

AND IF Y'ALL REMEMBER, THAT WAS ALSO THE TIME OF THE DUST BOWL.

NEXT ONE, PLEASE.

UM, THE UP IN THE UPPER LEFT IS THE TOWN OF GEORGETOWN BOTTOM, RIGHT, IS ROUND ROCK IN THE NEXT ONE, PLEASE, TO THE LEFT IS WHAT WE CALL CEDAR PARK.

YOU CAN SEE ON THE FAR LEFT TO THE VERY WEST IS THE QUARRY IN THE DRIVEWAY THAT WENT OVER TO WHAT'S 180 3 SLASH THE RAILROAD AND THERE'S, UM, ROADS IN THAT AREA.

IT WAS FOR LOADING THE GRAVEL FROM THE QUARRY ONTO THE TRAIN CARS.

AND THERE WERE THREE OR FOUR STORES IN 1941.

AND THAT WAS WHAT CONSISTED OF CEDAR PARK ON THE RIGHT-HAND SIDE IS LEANDER.

AND THAT'S WHAT OUR AREA LOOKED LIKE.

SO WHERE WE ARE NOW, THE OLD TOWN, THAT'S THE GRID THAT YOU SEE ON THE RIGHT-HAND SIDE AND YOU CAN SEE ALL AROUND.

THERE IS NOTHING, ABSOLUTELY NOTHING.

SO WHEN, UM, MY MOM BEFORE ME AND NOW ME, WHEN, WHEN WE TALK ABOUT HOW THERE WAS VERY LITTLE BETWEEN HERE IN AUSTIN, SPECIFICALLY CEDAR PARK, THERE WAS REALLY NOTHING ABOUT CEDAR PARK.

CEDAR PARK DID NOT COME ABOUT UNTIL THE LATE SIXTIES, EARLY SEVENTIES, BECAUSE THEY WERE TRYING TO STOP THE ANNEXATION PROCESS THAT THE CITY OF AUSTIN BEGAN IN THE 1930S.

NOW, THE REASON WHY CITY OF AUSTIN STARTED THAT IS BECAUSE CITY OF AUSTIN, THEY HAD TO HAVE WATER.

THEY COULD NOT GET TO LIKE TRAVIS FROM WHERE THEY WERE.

THEY LIKE AUSTIN TOWN LAKE OR BOTH CONSTANT LEVEL OF WATER RESERVOIRS LAKE TRAVIS IS THE FIRST ONE THAT THEY HAD A GUARANTEED AMOUNT OF WATER, WHICH WE KNOW NOW IT'S NOT A GUARANTEE.

WE KNOW JUST HOW FAR IT CAN GO.

BUT AT THE TIME THEY BELIEVED THAT LIKE TRAVIS WAS GOING TO BE THEIR WATER RESERVOIR.

SO THEY HAD TO ANNEX ALL THE WAY OUT THERE.

THE CITIZENS OF, UH, PEOPLE JUST SOUTH OF HERE IN THE SIXTIES, THEY SAW THIS AND THEY HAD TO STOP IT.

SO THAT'S WHEN THEY CREATED THE TOWN OF CEDAR PARK, BECAUSE THAT WAS THE CLOSEST TOWN, WHICH WAS JUST LITERALLY A COUPLE OF THREE STORES AND A STOP FOR THE RAILROAD SO THAT THEY COULD GET THE GRAVEL.

AND THEN THAT'S, AS WE KNOW, NOW, CITY OF AUSTIN CAME OUT AND ANNEX AS FAR AS THEY COULD.

AND NOW THEY HAVE THEIR WATER ON LAKE TRAVIS AND CEDAR PARK STOPPED THEM, OR THEY WOULD HAVE KEPT GROWING, GOING AND GROWING.

AND THAT'S A PLAN THAT THEY PUT IN PLACE IN THE THIRTIES.

KEEP IN MIND THAT IN THE THIRTIES, THAT WAS THE DEPRESSION ERA.

SO THE CITY COUNCIL FOUND IT SO IMPORTANT TO PUT IT ON THEIR AGENDA, PUT IT INTO THEIR BUDGET AND PAY FOR THOSE AERIAL PHOTOGRAPHS TO BE DONE DURING THE DEPRESSION.

THAT'S HOW IMPORTANT IT WAS

WELL, WE ARE FINISHING UP PHASE ONE INSTALLATIONS AND, UM, ON NOVEMBER 20TH WE HAVE THE SOFT OPENING DURING HARVEST FEST.

UM, WE ARE CORDIALLY INVITING SLASH ENCOURAGING HIGHLY ALL CITY COUNCIL TO PLEASE JOIN US FOR THE SOFT OPENING.

THOSE TYPES OF SERVICES ARE REQUIRED BY YOUR CITY CHARTER AND STATE LAW TO HAVE A FRANCHISE OR A PERMIT.

AND WHAT WE'RE PROPOSING FOR THE COUNCIL TO CONSIDER ADOPTING IS AN ADMINISTRATIVE PROCESS SO THAT THE CITY MANAGER OR DESIGNEE CAN GRANT THOSE APPLICATIONS AS THEY COME BEFORE YOU FROM TIME TO TIME, AS OPPOSED TO THEM COMING BEFORE COUNCIL.

WHAT THIS ORDINANCE DOES IS IT SETS UP THAT AUTHORIZATION AND IT SETS UP THAT PROCESS.

IT ALSO APPROVES THE FORM OF THE CONTRACT, WHICH IS THE ONE YOU HAVE PROVIDED AND APPROVED FOR, UM, OTHER AGREEMENTS, UM, OTHER FRANCHISES.

AND SO IT ESTABLISHES THAT FORM AND AUTHORIZES THE CITY MANAGER TO, OR DESIGNATE TO ENTER INTO THOSE FRANCHISE AGREEMENTS FROM TIME TO TIME UPON APPLICATION, UM, AND PROPER QUALIFICATION.

UM, THEY ALLOWED HIM TO SET UP HIS BUSINESS AND WE'VE BEEN FINE.

UM, BUT THEN WHEN HE WENT TO RENEW HIS PERMIT IN AUGUST, IT, UM, IT, UH, EVERY YEAR YOU HAVE TO RENEW IT.

UM, AND THE HEALTH DEPARTMENT KICKED IT BACK AND SAID, UM, HE HAS TO BE UNDER A FARMER'S MARKET COVERING IN ORDER TO OPERATE.

AND THAT THEY JUST SAID IT'S CHANGED.

THEY, THEY DIDN'T OFFER ANY OTHER EXPLANATION OR RESOLUTION OTHER THAN YOU HAVE TO HAVE, HE HAS TO BE UNDER A FARMERS MARKET PERMIT.

AND SO THIS MAN HAS POURED HIS LIVELIHOOD INTO THIS.

HE'S SPENT A FORTUNE ON BUILDING A BUSINESS.

HIS PLAN IS TO EXPAND AND STAY.

UM, THIS IS HIS PASSION.

AND SO HE, HE DOESN'T WANT TO JUST DO THIS ON SATURDAYS.

THEY HAVE REQUESTED PERMITS STATING THAT THEY HAD A PUBLIC RESTROOM.

WHEN IN FACT THEY PROVIDED THE PUBLIC RESTROOM LOCATED TO THE PROPERTY DIRECTLY NEXT DOOR PROPERTY.

THEY DO NOT OWN NOR OCCUPY.

THEY SUBMIT A PAPERWORK, PHOTOS, AND DESCRIPTION TO BOTH MUNICIPALITY ENTITIES IN THE PAST WILDFIRE PARK HAS MADE SOCIAL MEDIA POSTS VIA INSTAGRAM AND PINTEREST USING A PHOTO OF THE PROPERTY NEXT DOOR STATING IT WAS THEIR BUSINESS WILDFIRE PARK AS TO HAVE THE FENCE BETWEEN THE TWO PROPERTIES REMOVED AND WERE TOLD NO, BUT THEY PROCEEDED TO REMOVE THE FENCE.

NOW THE BUSINESS OWNER AND THE PROPERTY OWNER NEXT DOOR MUST INSTALL A NEW FENCE AT THEIR OWN EXPENSE.

IN ADDITION, THE CITY OF LANDER HAS SHUT DOWN WILDFIRES BUSINESS, A NUMBER OF TIMES FOR NOT OBTAINING PERMITS FOR VARIOUS REASONS.

I FULLY AGREE THAT COMPETITION IS GOOD FOR ANY BUSINESS, BUT DISHONESTLY PRESENTING YOUR BUSINESS TO THE PUBLIC IS NOT GOOD FOR OUR COMMUNITY.

THEY HAVE STATED THEY DON'T NEED TO ADVERTISE AND THAT AS THE BUSINESS NEXT DOOR DOES IT FOR THEM.

IN FACT, THEY WOULD NOT HAVE ANY CLIENTELE SATURDAY MORNING, IF IT WAS NOT FOR SMITH VILLAGE NEXT DOOR ON A NUMBER OF OCCASIONS, I'VE HAD PEOPLE STEAKS TO ME.

THEY DID NOT KNOW WILDFIRE WAS A SEPARATE COMPANY OR PROPERTY FROM SMOOTH VILLAGE.

WILDFIRE HAS BROKEN THE TEXAS BUSINESS AND COMMERCE CODE TITLE TWO COMPETITION AND TRADE PRACTICES.

UM, AND THEN, UH, SO THEN WE SEPARATE THOSE RATES AND WE DO A PUBLIC RATE THAT GIVES US A LITTLE BIT MORE OF A BUMP.

AND THE REASON WHY WE'RE ON THE WEEKENDS, WE'RE ANYWHERE FROM 15 TO 30 BUCKS, LESS THAN MOST GOLF COURSES AROUND HERE.

UM, AND WE HAVE A GOOD PRODUCT.

I MEAN, THERE'S NO REASON WHY WE SHOULDN'T BE CHARGING AT LEAST THE GENERAL PUBLIC MORE THAN THAT.

UM, NOW THAT WHAT ENDS UP HAPPENING IS WE KEEP THE RATES ABOUT THE SAME FOR THE CITY OF LEANDER RESIDENTS.

LIKE I SAID, WITH A FEW ADJUSTMENTS, WE GO UP WITH A MILD BUMP ABOUT FOUR AND A HALF BUCKS ON AVERAGE, UM, ON A GREEN FEE AVERAGE, AND JUST SLOWLY MOVE INTO THAT, UH, FOR GENERAL PUBLIC.

NOW, WHAT THAT DOES IS THAT CREATES AN OPPORTUNITY FOR US TO KEEP MOVING UP OVER TIME, UH, TO, TO GENERAL PUBLIC AND THEN SLOWLY MOVE THINGS FURTHER.

SO THAT WE'RE RIGHT PLACE IN THE MARKET.

BUT IT DOES ALSO CREATE AN ISSUE WHERE THERE MAY BE SOME FOLKS THAT ARE LONGTIME, UH, PLAYERS OF THE COURSE THAT ARE USED TO THOSE LOW RATES, BUT THEY'RE NOT RESIDENTS.

SO PROPOSAL FOR THAT IS TO START, WHAT'S CALLED THE CRYSTAL CLUB AND YOU CAN BUY INTO IT.

YOU CAN GET SOME OF THE SAME, YOU CAN GET THE SAME RATES AS, AS CITY RESIDENTS, BUT NOT ALL THE BENEFITS THAT THEY GET.

UM, SO, AND THEN WE LOOKED INTO THE, UH, MEMBERSHIPS, THERE WAS SOME INEQUITY IN THE MEMBERSHIPS IN THAT, UH, THAT THE AMOUNT OF TIME IT WOULD TAKE THE AMOUNT OF AMOUNT OF ROUNDS IT WOULD TAKE FOR A REGULAR PLAYER, UH, TO ESSENTIALLY GET TO BREAK EVEN ON THEIR INVESTMENT.

AND THE MEMBERSHIP DUES, UH, WAS MUCH SHORTER THAN IT WAS FOR THE SENIOR PLAYER, 60 AND OVER.

SO WE DID, AS WE MADE SOME ADJUSTMENTS THERE, DROPPED THE SENIOR RATE DOWN A LITTLE BIT, BUT THE REGULAR RATE UP A LITTLE BIT, AND THEN, UM, ALSO ENCOMPASSED A, UM, CART BUYOUT PROGRAM THAT WAS DESIGNED FOR THE, THE SENIOR REC, THE SENIOR PLAYERS AND THE REGULAR PLAYERS THAT DON'T OWN THEIR OWN CARTS TO BUY OUT THE CART USAGE FOR A YEAR.

AND THAT WASN'T THERE, BUT IT WAS THERE FOR FOLKS THAT HAVE THEIR OWN CARDS IN TERMS OF TRAIL FEES.

SO WE MADE THOSE ADJUSTMENTS.

UM, LET ME SEE BEYOND THAT.

I THINK IT'S, IT'S, IT'S REALLY A, A UNIQUE OPPORTUNITY.

AND I, I DO THINK THAT, UM, IT'S NOT A BAD IDEA TO HAVE A RULE THAT SAYS THAT YOU CAN'T, YOU CAN'T GIVE AN OPINION FOR, OR AGAINST UNTIL IT'S COMPLETED.

THEY SERVE AT THE PLEASURE OF COUNCIL AND THEY ARE TO ELECTEDS.

AND SO LOOKING AT THE SOCIAL MEDIA PARTICIPATION POLICY THAT, UM, MR. NEW HELPED RIGHT.

A FEW YEARS AGO, UM, THERE'S SOME FANTASTIC STUFF IN HERE THAT I THINK WOULD BE GREAT FOR OUR BOARDS.

SO GOING TO THE PART ABOUT INTENT, THERE'S A SECTION TWO D THAT TALKS ABOUT, UM, CITY STAFF.

YOU CAN POST WHAT YOU WANT ON YOUR PERSONAL, UH, PERSONAL SOCIAL MEDIA, BUT IT ASKS YOU NOT TO PUBLISH CONTENT THAT COULD NEGATIVELY AFFECT PUBLIC CONFIDENCE IN EITHER CITY OPERATIONS OR YOUR CAPACITY TO SERVE AS A CITY EMPLOYEE.
