UM, THE COUNCIL APPROVED THE SECOND READING OF THE BELL TRACT ZONING CASE, AS WELL AS THE UTS ENVIRONMENTAL ZONING CASE.
THESE ARE THE TWO CASES ON CRYSTAL FALLS REQUESTING GENERAL COMMERCIAL.
UM, THEY ALSO APPROVE THE HILLTOP RANCH, COMPREHENSIVE PLAN AMENDMENT AND CONCEPT PLAN.
THIS IS THE ITEM, UM, WHERE THEY WERE PROPOSING TO CHANGE THE ALIGNMENT OF TWO 80.
UM, SO THAT REQUEST IS ALSO APPROVED.
THEY APPROVED THE LC HERO WAY, CONCEPT PLAN, THE CEDAR BROOK PRELIMINARY PLATS, AND, UM, THAT IS IT FOR THE ITEMS FROM THE PLANNING AND ZONING COMMISSION.
UM, AND I HAVE ONE MORE ANNOUNCEMENT, THE IPADS FOR THE COMMISSIONER READY, AND WE'LL BE SETTING UP MEETINGS FOR NEXT WEEK FOR THOSE TO GET PICKED UP AND THAT'S IT FOR MY REPORT.
CAN YOU, UH, AT THIS TIME WE WILL RE PHEW,
[5. Review of meeting protocol.]
THE MEETING PROTOCOL AND MOVE ON TO CITIZEN COMMENTS.I DO NOT HAVE ANYBODY SIGNED UP TO SPEAK.
IS THERE ANYBODY WHO WISHES TO MAKE A COMMENTS ON AN ITEM? NOT ON THE AGENDA.
IF NOT, WE WILL MOVE ON TO THE CONSENT
[ CONSENT AGENDA: ACTION]
AGENDA AS WRITTEN ITEMS. NUMBER SEVEN THROUGH 10 MOTION TO APPROVE.SECOND, WE HAVE A MOTION TO APPROVE BY COMMISSIONER COSGRAVE SEC BY COMMISSIONER.
LANTRIP ALL THOSE IN FAVOR PASSES UNANIMOUSLY.
[11. Discuss and consider action regarding Zoning Case 21-Z-032 to amend the current zoning of Interim SFR-1-B (Single-Family Rural) to SFU-2-A (Single-Family Urban) and SFC-2-A (Single-Family Compact) on one parcel of land approximately 43.995 acres ± in size, more particularly described by Williamson Central Appraisal District Parcel R031542; and generally located to the north of the intersection of Journey Pkwy and Pecan Park Dr, Leander, Williamson County, Texas.]
NUMBER 11, DISCUSS CONSIDER ACTION REGARDING ZONING CASE 21 Z 0 32.TO AMEND THE CURRENT ZONING OF INTERIM S F R ONE DASH B SINGLE SINGLE-FAMILY RURAL TWO S F TWO, A SINGLE FAMILY, URBAN AND S F C TWO DASH A SINGLE-FAMILY COMPACT OR ONE PARCEL OF LAND, APPROXIMATELY 43.995 ACRES, MORE OR LESS THAN SIZE, AND GENERALLY LOCATED TO THE NORTH OF THE INTERSECTION OF JOURNEY PARKWAY AND PECAN PARK.
WE ENTER ONCE IN COUNTY, TEXAS STAFF PRESENTATION, GOOD EVENING COMMISSION.
UH, THIS CASE IS BEING, UH, BEING BROUGHT BACK TO Y'ALL, UM, FROM OUR LAST P AND Z MEETING, UH, WHERE IT WAS, UH, POSTPONED UNTIL THE APPLICANT COULD COMPLETE THE NEIGHBORHOOD OUTREACH AND THE APPLICANT IS AVAILABLE FOR ANY QUESTIONS.
DO WE HAVE AN APPLICANT PRESENTATION? GOOD EVENING COMMISSIONERS, PETER VERDICCHIO AT STC PLANNING.
I WON'T, UH, TAKE YOUR TIME GOING BACK THROUGH ALL THE MATERIAL AND INFORMATION FROM TWO WEEKS AGO, BUT AS YOU MAY RECALL THIS AS A CONSIDERATION REQUEST FOR A ANNEXATION AND ZONING HIS PROPERTY, UM, TO ENABLE THE APPLICANT TO BILL 1560 FOOT LOTS CONSISTENT WITH MATURE, UH, NEIGHBORHOODS AROUND US AND DEVELOPMENT IN THIS GENERAL PART OF TOWN, THE CASE WAS A TABLE FOR TWO WEEKS FOR US TO TAKE SOME TIME TO, TO DO A STRONGER OUTREACH, WHICH WE HAVE DONE.
UH, THERE ARE 70, I WAS KIND OF LOOKING AT THE SCREEN HERE.
SEE IF THIS PROBABLY GIVES A LITTLE DECENT CONTEXT, THERE'S A TOTAL OF 70 PROPERTIES WITHIN 500 FEET OF THE SUBJECT TRACT.
WE SENT 63 LETTERS TO THE 63 OWNERS OF THOSE 70 PROPERTIES.
THAT LETTER WAS VERY DETAILED, UH, EXPLAINED WHAT THE REQUEST IS, WHAT THE, UH, THE GOAL IS FOR THE APPLICANT ON DEVELOPING THIS
[00:05:01]
PROPERTY.WE THEN FOLLOWED THAT UP WITH WHAT I CALL 12 COMMUNICATIONS THAT WAS DIRECT OUTREACH EITHER FROM RECIPIENTS OF THOSE LETTERS, TO US OR US, TO THEM, AN OPPORTUNITY TO JUST SHARE THE VISION, ANSWER QUESTIONS, ANY CONCERNS THAT THERE MAY BE AS I WAS LOOKING AT TODAY, OUR SUMMARY, I DON'T HAVE IT IN A DIGITAL FORMAT, BUT YOU CAN SEE FROM THE HIGHLIGHTED, WE HAVE CONTACT AND COMMUNICATED WITH ALL OF OUR IMMEDIATE FAMILY SURROUNDING ADJOINING PROPERTIES.
AND GIVEN EVERYBODY WITHIN 500 FEET, NOTICE AN OPPORTUNITY TO REACH OUT TO US AS WELL.
AUSTIN EVERS WITH, UM, M I HOMES IS HERE TO ANSWER ANY QUESTIONS YOU MAY HAVE SPECIFIC TO THOSE CONVERSATIONS.
CAUSE HE WAS THE ONE THAT DID REACH OUT AND COMMUNICATE AND HAVE THE VERBAL CONVERSATIONS OR EMAILS WITH FOLKS.
BUT IN SUMMARY, THERE WAS NO OPPOSITION TO THE CASE FROM ANYBODY THAT WE REACHED OUT TO BY EMAIL, BY MAIL, BY PHONE, AND REALLY THE ONLY CONCERNS THAT WE HEARD FROM THOSE IMMEDIATELY SURROUNDING US AND GOOD WAY TO SUM IT UP IS CONCERNS ABOUT BUFFERING, WHICH OF COURSE WE EXPLAINED THAT THE BRUSHY CREEK CORRIDOR WILL BE UNDISTURBED.
SO ANY OF THE VEGETATION THERE THAT PEOPLE ARE ENJOYING WILL STAY AS A SCREENING AND THEN TRANSITION, UM, THE CLASSIC VEGETATION ALONG THE OLD FENCE LINES.
AND SO WE'VE, UH, COMMITTED TO THOSE THAT WE DID TALK TO, TO STAY IN TOUCH WITH THOSE AND COMMITTED TO COMMUNICATION DURING THE PROCESS WITH THEM.
SO I THINK IT WAS GOOD EFFORT, AGAIN, 70 PROPERTY OWNERS AND NOBODY HAS EXPRESSED ANY OPPOSITION TO THE CASE.
I'LL BE AVAILABLE FOR ANY QUESTIONS YOU ALL MAY HAVE.
I DID HAVE ONE PERSON THAT SUBMITTED AN ONLINE, UM, COMMENTS, IT'S NAME, AND I APOLOGIZE IF I MISPRONOUNCED IT IT'S BEST SIM DEN.
UM, HIS POSITION WAS THAT HE WAS AGAINST THIS ITEM.
THIS WILL OPEN WITH DISCUSSION COMMISSIONER CARPENTER OR A COSTCO.
UM, THE, THE, THE CARDS YOU HAVE CHAIR, DO YOU HAVE AN ADDRESS? IS THAT WITHIN THE 500 FEET? UM, IT WAS 2, 4, 2 8 MILLBROOK LOOP.
HE DIDN'T MENTION ANYTHING ABOUT THE, UM, UH, ACTUAL OPPOSITION OF THIS AND HAD TO DEAL MORE WITH SYDNEY INFRASTRUCTURE, WHICH IS BEYOND THE SCOPE OF THE DEVELOPER.
I'M ASSUMING EXECUTIVE DIRECTOR AGREED FROM WHERE WE'RE ALWAYS SATISFIED.
I HAVE NOTHING FURTHER THAN THANK YOU.
COMMISSIONER MOSS, NO COMMENT COMMISSIONER LANTRIP I DON'T HAVE ANYTHING.
COMMISSIONER CARPENTER, JUST A QUICK QUESTION.
DO WE KNOW HOW MANY LOTS THAT'S GOING TO PLOT OUT TO BE BY ANY CHANCE, 120 INCH.
IT'S A COMBINATION OF, UM, WELL ACTUALLY DRAWING AND SEE UP ON THE SCREEN, UM, DEFINES THE BOUNDARY OF THE TWO ZONING DISTRICTS, THE SFC TWO A IS FOR THE 50 FOOT LOTS, AND THE SF YOU TWO WAYS FOR THE 60 FOOT LOTS.
SO IT'S MEETING THAT REQUIRED MIX OF PRODUCT WITHIN THE CITY CODE.
JUST WONDERING HOW MANY MORE WE WERE GOING TO PUT IN THERE.
DO YOU GUYS HAVE ANY CONCERNS AT ALL? AND THIS MIGHT NOT REALLY BE WITHIN MY SCOPE OF RESPONSIBILITY, BUT ANY WORRY AT ALL ABOUT THE BRUSH CREEK RUNOFF FROM THEM GOING THROUGH THERE.
UM, HAS IT, DOES IT EVER BACK UP THAT YOU KNOW, WAS GOING TO CAUSE PROBLEMS? SO I GUESS THE SHORT ANSWER IS WE HAVEN'T GOTTEN INTO IT FAR ENOUGH YET TO REALLY, TO REALLY KNOW NO, BUT WE DO UNDERSTAND THERE'S A HUNDRED YEAR FLOOD, PLAIN ALL ALONG THERE.
UM, AM I, IS THE DEVELOPER OF LOSS WOODS PRESERVE, WHICH IS CADDY CORNER ON THE VERY BOTTOM RIGHT OF THE SCREEN.
AND WE'VE BEEN DEALING WITH CITY STAFF OVER THE LAST REALLY COUPLE OF YEARS AND, AND ESPECIALLY IN THE LAST SIX MONTHS OR SO ON THAT VERY QUESTION.
AND SO WE FELT LIKE WE HAVE, WE HAVE KIMBERLY HORN AS OUR ENGINEERING CONSULTANT ON THIS JOB, AND WE FEEL CONFIDENT IN THEIR DRAINAGE EXPERTS THAT WE'LL WE'LL GET IT FIGURED OUT.
BUT NO, I DON'T THINK THERE'S REAL CONCERNS AS FAR AS, YOU KNOW, AS FAR AS FLOODING OR ANYTHING LIKE THAT.
WE'LL, WE'RE, WE'RE OBVIOUSLY GOING TO DESIGN IT TO CITY STANDARDS, WHICH IS, HAS BEEN RECENTLY UPDATED, UH, IN FACT, SO GREAT.
AND I KNOW THAT'S NOT NECESSARILY OUR CONCERN ISN'T WHEREAS I'M SURE YOU GUYS ARE WAITING AND WE'LL GET MORE INTO THAT WHEN WE GET TO THE NEXT STEPS, OBVIOUSLY.
I DON'T HAVE ANYTHING ON THIS.
DO WE HAVE A MOTION, MOTION TO APPROVE?
[00:10:01]
SECOND, WE HAVE A MOTION IMPROVED BY COMMISSIONER COSCO.SECOND BY COMMISSIONER ELANTRA.
ALL THOSE IN FAVOR PASSES, UNANIMOUSLY, MOVE ON TO ITEM
[12. Discuss and consider action regarding Zoning Case 21-Z-033 to amend the current zoning of Interim SFR-1-B (Single-Family Rural) to SFR-2-B (Single-Family Rural) on three parcels of land approximately 10.35 acres ± in size, more particularly described by Travis Central Appraisal District Parcels 354047, 354050, and 354048; and generally located to the south of the intersection of CR 290 and Hidden Mesa, Leander, Travis County, Texas.]
NUMBER 12, DISCUSS AND CONSIDER ACTION REGARDING ZONING CASE 21 Z 0 33, TO AMEND THE CURRENT ZONING OF INTERIM SFR.ONE DASH B SINGLE FAMILY, RURAL TO SFR, TO DSP SINGLE FAMILY, RURAL ON THREE PARCELS OF LAND, APPROXIMATELY 10.3, FIVE ACRES, MORE OR LESS THAN SIZE, AND GENERALLY LOCATED AT THE SOUTH OF THE INTERSECTION OF COUNTY ROAD TWO 90 AND HIDDEN MAY SELL THE ENDER TRAVIS COUNTY, TEXAS STAFF PRESENTATION.
THIS IS ALSO A CASE THAT IS BEING BROUGHT BACK IN FRONT OF Y'ALL.
UM, AFTER OUR LAST P AND Z MEETING, UM, IT WAS POSTPONED.
SO THE APPLICANT COULD COMPLETE A NEIGHBORHOOD OUTREACH IN THE APPLICANT IS HERE.
IF YOU, UH, WANT TO COME UP AND SPEAK THAT THAT'S FINE.
I'M YOU SIGNED UP TO SPEAK? EVERYBODY GETS THEIR THREE MINUTES.
IF YOU'LL STATE YOUR NAME AND ADDRESS WILL HAVE THREE MINUTES.
YOU KNOW, WARD A 9 1, 2 DREAMCATCHER AND ANDREW.
UM, SO LAST WEEK, LAST MEETING WE HAD, UH, SOME NEIGHBORS SHOW UP THERE WERE OUTSIDE THE 700 FEET NOTIFICATION.
AND, UM, WE TALKED TO THEM AFTER THE MEETING AND THEY HAVE, THEY UNDERSTAND WHAT'S GOING ON NOW.
AND THEY THEY'VE, YOU KNOW, NOT, UM, COME TONIGHT TO SPEAK.
WE'RE ACTUALLY WORKING WITH THEM TO MAYBE, UM, HELP THEM WITH THEIR MAINTENANCE ON THE ROAD AND STUFF.
UH, THE ONES WITHIN 700 FEET HAVE ALL BEEN NOTIFIED.
I HAVE SIGNATURES FROM THREE THAT I WENT OUT PERSONALLY.
MOST OF THESE ARE GATED AND SOME HAVE BIG DOGS.
I MEAN, THERE WAS A DOG BIGGER THAN THIS TABLE.
AND, UM, SO I, I DIDN'T GO IN AND I GOT, UM, BUT EVERYBODY I'VE TALKED TO GOT THE NOTICE AND THEY GOT THE DRAWING OF THE, OF THE SUBDIVISION ITSELF TO THIS LITTLE DRAWING HERE.
SO THEY ALL SEEMED, EVERYBODY SAID THEY'RE POSITIVE.
AND, UM, WE'RE SO JUST TO BE SURE, WE SENT, UM, CERTIFIED MAIL BY OUR ENGINEERS, SEND IT ALL OUT AND HADN'T RECEIVED THEM BACK YET.
BUT WHEN WE DO, WE'LL GIVE THEM TO STAFF AND THAT'S ALL WE GOT.
SOUTH ROBINSON, THERE'S FIVE OR SIX PEOPLE THAT SHOWED UP THE LAST, THE MATERIAL AND SAID THEY DIDN'T WANT IT.
ONE THAT RODE ON THE, THE RIGHT SIDE OF THE PURPLE DRAWING.
THERE IS THEIR PRIVATE ROAD AFTER THE FIRST LIKE 600 FEET.
WHEN YOU TURN ONTO IT, THERE A BIG CONCERN.
THERE WAS THE MAIN THING FOR MOST OF THEM.
UH, WE TALKED OUT FRONT FOR LIKE 30 MINUTES.
LET THEM KNOW THAT THERE WILL, WE WON'T BE PUTTING ANY DRIVEWAYS IN OR OUT OF THAT.
THAT'D BE THE BACK OF THE PROPERTY.
AND THEN ONE HOMEOWNER CONCERNED ABOUT HAVING, CAUSE THERE SHOULD BE NINE LOTS HAVING NINE NEW WELLS THEY'RE WORRIED ABOUT.
AND WE TOLD THEM, WELL, YOU KNOW, WE'RE OBVIOUSLY WANTING TO TIE INTO THE CITY WATER.
UM, ROBERT LBS WAS THE ONE WHO SPOKE.
ONE OF THE GENTLEMEN WHO SPOKE.
HE WAS KIND OF LEADING THE NEIGHBORS.
I'M OFFERING TO HELP THEM OUT WITH THEIR PRIVATE ROAD, COUNTER COUNTY ROAD TWO 90.
SO THEY'RE NOT HERE BECAUSE THEY HAVE AN ONGOING DISCUSSION WITH ME, KIND OF WANTING TO TALK TO PUT TOGETHER WHAT THEY WANT TO DO THERE.
SO THANK YOU ON TO DISCUSSION COMMISSIONER CARPENTER.
YOU SAID YOU WILL BE ON CITY, WATER OUT THERE.
WAS YOUR LAND TRIP TO LOSS? NO PROBLEM.
AND UH, THE, THEY DID SATISFY ALL THE, YES, I'M GOOD.
AND WITH IT, WE HAVE A MOTION.
WE HAVE A MOTION TO APPROVE BY COMMISSIONER CARPENTER AND A SECOND BY COMMISSIONER MOSS.
ALL THOSE IN FAVOR PASSES UNANIMOUSLY.
AND WITH THAT, WE ARE ADJOURNED.
