THANK YOU SO MUCH FOR THE OPPORTUNITY TO SHARE WITH YOU OUR, OUR VISION OF, UH, TWO IMPORTANT CIVIC SPACES EARLY ON CIVIC SPACES FOR NORTH LINE.

UM, OUR TOWN SQUARE, IT'S OUR NORTHERN HALF OF TOWN SQUARE AND OUR LINE CIRCLE.

AND I WOULD LIKE TO INTRODUCE CLAIRE HEMPEL WITH DESIGN WORKSHOP, WHO, UM, DID THE CREATIVE, UH, UH, ROLE OF, OF DESIGNING THESE SPACES.

AND I'D LIKE TO TURN IT OVER TO CLAIRE AND THEN I'LL BE AROUND TO ANSWER QUESTIONS THAT YOU MIGHT HAVE.

UM, I'M CLAIRE HEMPEL, I'M A PRINCIPAL WITH DESIGN WORKSHOP.

WE'RE A PLANNING LANDSCAPE ARCHITECTURE AND URBAN DESIGN FIRM IN AUSTIN.

AND WE'RE JUST ONE OF MANY TEAM MEMBERS AS YOU CAN SEE HERE ON THE SCREEN.

UM, BUT WE ARE IN CHARGE OF THE LANDSCAPE ARCHITECTURE OF THE PUBLIC SPACES.

AND SO WE'RE GOING TO BE TALKING ABOUT TOWN SQUARE AND NORTHLINE CIRCLE TONIGHT.

SO TO ORIENT YOU WHERE THOSE ARE WITHIN THE NORTHLINE DEVELOPMENT, YOU'LL SEE THE DARKS GREEN, UM, RECTANGLE AND CIRCLE.

SO LEANDER TOWN SQUARE IS LOCATED.

HOW DO I MAKE IT GO FULL SCREEN? ALL RIGHT.

THERE, THAT'S WHAT I WAS TRYING TO DO.

HIGHLIGHT WHERE WE HAVE OUR TOWNS WHERE, UM, ABOUT AN ACRE, UM, PRETTY CENTRAL INTO THE DEVELOPMENT.

UM, AS YOU ARE ENTERING OFF OF SAN GABRIEL TO THE NORTH, YOU'LL COME INTO THE FRONT, THE NORTH HALF OF THE TOWN SQUARE.

THIS IS SURROUNDED AS YOU CAN SEE BY A LOT OF, UM, RETAIL ON THE GROUND FLOOR AND MIXED USE THE OTHER, UM, CIVIC SPACE WE'LL BE GOING OVER TONIGHT IS NORTHLINE CIRCLE, WHICH IS AT THE THRESHOLD OF THE, UM, THE RESIDUE, THE RESIDENTIAL AREA GOING INTO THE MORE COMMERCIAL AREA.

AND THEN THERE'S SEVERAL OTHER CIVIC SPACES THAT WILL COME ONLINE AT A LATER POINT IN DATE.

SO GOING OVER TOWN SQUARE, THIS HAS ALWAYS BEEN ENVISIONED AS THE HEART OF NORTH LINE.

UM, AND EVEN THOUGH IT'S A, A SMALLER SPACE, THERE IS A LOT OF PLANNING AND ACTIVITY THAT, UM, WE ANTICIPATE HAPPENING HERE.

SO THE NORTH HALF OR PLAN RIGHT, IS WHAT IS CURRENTLY UNDER DESIGN AND WILL SOON BE UNDER CONSTRUCTION.

AND THAT AREA HAS AN EVENT LAWN, UM, GENTLY SLOPES TOWARDS THE PAVILION, THE STREETSCAPES, UM, HAVE THIS URBAN GROVE FEEL, UM, THAT, UH, WELCOME PEOPLE INTO THIS SPACE.

AND THEN WE HAVE THIS PROMENADE THAT IS CONNECTING BOTH THE, UH, THE EAST AND WEST SIDES OF THE DEVELOPMENT.

THE, UM, PLAN LEFT SIDE OF TOWN SQUARE WILL COME ALONG AT A LATER POINT AND DATE RIGHT NOW IT'S ANTICIPATED HAVING A POTENTIAL RESTAURANT, UM, GARDENS IN ACTIVITY AREA.

BUT THAT PART PHASE TWO, UM, IS, UM, MORE OF A PLACEHOLDER.

NOW WE'RE GOING TO SEE HOW PEOPLE WANT TO USE THE SPACE.

UM, AS PHASE ONE IS DEVELOPED.

SO SOME IMAGERY OF THE DESIGN INSPIRATION, UM, WE WERE REALLY INSPIRED ABOUT THE CENTRAL TEXAS, UM, ECOLOGY, UM, IN A REFINED, UM, SENSE FOR THIS TOWN SQUARE.

SO IT'S REALLY IMPORTANT THAT IT'S USABLE, NOT JUST FOR EVENTS, BUT DURING ALL TIMES OF THE YEAR, ALL TIMES OF THE DAY, UM, WE WANTED TO CREATE A LAWN THAT'S FLEXIBLE, CAN BE USED FOR EVENTS OR SOMEBODY JUST GOING OUT AND WANTING TO SIT, UM, AND HAVE A PICNIC.

AND, UM, WE HAVE LOTS OF SEATING ALL OVER THE TOWN SQUARE IN DIFFERENT FORMS. SO MOVABLE SEATING, WE HAVE FIXED SEATING, WE'LL HAVE, UM, LAWN SPACES AND PLANTING AREAS WHERE PEOPLE CAN SIT.

I DO WANT TO NOTE, UM, WE HAVE, UH, AN IMAGE OF THIS WATER FEATURE ON THE BOTTOM RIGHT-HAND SIDE.

AND I WASN'T SURE IF I WASN'T SURE IF I COULD JUST SEE THAT, UM, THE WATER FEATURE IS ANTICIPATED AS PART OF PHASE TWO,

SO NOT PHASE ONE OKAY.

SO HERE IS, UM, A PLAN VIEW SHOWING A LITTLE MORE OF THE DETAIL, UH, FOR PHASE ONE, YOU CAN SEE PHASE TWO, WE'RE CALLING A TEMPORARY LOT.

UM, THIS WILL HAVE GRAVEL AND GRASS, REALLY A FLEXIBLE SPACE THAT CAN BE UTILIZED IN ALL KINDS OF CREATIVE WAYS, WHETHER THAT'S FOOD, TRUCKS, EVENTS, UM, SETTING UP FOR DIFFERENT HOLIDAYS.

UM, BUT PHASE ONE, UM, ON THE AGAIN, PLAN RIGHT SIDE HAS THE EVENT LAWN, AND WE HAVE A SERIES OF TIERED WALLS THAT ALLOW FOR SEATING.

SO YOU CAN, UM, OBSERVE AN EVENT, UM, OR, UH, A PERFORMANCE AT THE PAVILION.

THIS IS THE END OF THE SITE, AND I'VE GOT SOME SLIDES THAT GO OVER, UM, WHAT EXACTLY THAT'S GOING TO LOOK LIKE? AND THEN WE HAVE WHAT WE'RE CALLING THE SUPPORT BUILDINGS HERE ON THE EAST AND WEST SIDES OF THE PARK.

AND THOSE SERVE AS STORAGE THEY'LL SERVE TO HIDE, UM, THE ELECTRICAL AND SOME OF THAT BACKUP HOUSE THAT YOU DON'T REALLY WANT TO SEE IN A PARK, UM, AS WELL AS, AS BATHROOMS. SO WE'LL, WE'LL HAVE TWO SPACES FOR THOSE.

UM, THESE ARE SOME SHOTS.

SO SHOWING THE CHARACTER OF THE PLANTING, THE STREET TREES, UM, WE ARE PLANNING FOR THOSE STREET TREES TO GO IN AT A GOOD SIZE, MAYBE NOT QUITE THIS SIZE, BUT WITH IRRIGATION IN A FEW YEARS, THEY'LL, THEY'LL FILL IN REALLY NICELY.

THE PLANTING IS GOING TO BE NATIVE AND ADAPTED PLANTINGS, AND YOU CAN SEE THE, UH, PAVILION HERE IN THE BACKGROUND.

SO IN THIS SHOT, WE'RE LOOKING NORTH AND THE, THE THOUGHT BEHIND THE PAVILION IS YES, IT IS GOING TO BE AN AWESOME PLACE TO HAVE A PERFORMANCE.

UM, BUT PEOPLE SHOULD FEEL COMFORTABLE TO GO UP THERE.

AND IF THEY WANT TO SIT DOWN AND HAVE LUNCH UNDER THE PAVILION, UM, ON A, JUST A REGULAR DAY, THEY'RE VERY MUCH WELCOME TO DO THAT.

YOU CAN SEE SOME OF OUR PAVING PATTERNS.

UM, WE WORKED A LONG TIME WITH GETTING THE PAVING PATTERNS AND MATERIALS JUST RIGHT.

THIS IS A SHOT AGAIN, LOOKING NORTH AT THE, THE LAWN AREA.

SO YOU CAN SEE IT'S REALLY NOT THAT LARGE.

UM, BUT YOU COULD HAVE A DECENT SIZED CROWD OF ABOUT 150 TO 200 PEOPLE ON IT, UM, WATCHING A PERFORMANCE.

AND THEN WE HAVE A LOT OF, UM, STONE SEAT BALLS ALONG THE EDGES WHERE, UM, THEY, UM, CAN BE USED DURING THE PERFORMANCES OR DURING A REGULAR DAY, EXCUSE ME.

UM, HERE IS A SHOT AT THAT EAST WEST PROMENADE AREA THAT WE'LL BE CONNECTING THROUGH THE PARK AND YOU CAN SEE THE SUPPORT BUILDING, WHICH WILL HAVE SOME RESTROOMS AND SOME STORAGE, UM, RIGHT HERE IN THE BACKGROUND.

AND THOSE, UM, PUT THE SUPPORT BUILDINGS ARE REALLY INTENDED TO, UM, BLEND INTO THE LANDSCAPE, ALTHOUGH THEY'LL, THEY'RE REALLY BEAUTIFULLY, UM, DETAILED ARCHITECTURALLY.

HERE'S SOME SHOTS OF THE PAVILION THAT WILL BE AT THE NORTH, A VERY FLEXIBLE SPACE.

AND WE'RE MAKING SURE THAT ALL OF THE WIRING AND THE ELECTRIC AND THE LIGHTING IS APPROPRIATE FOR DIFFERENT KINDS OF PERFORMANCES.

THIS IS A RENDERING OF ONE OF THE SUPPORT BUILDINGS ON THE WEST SIDE, BUT THEY'RE VERY SYMMETRICAL.

UM, SO YOU CAN SEE THAT WE INTEND FOR PLANT MATERIAL TO GROW UP ON THE, ON THE OUTSIDE.

AND IT'S TUCKED INTO THOSE LANDSCAPE AREAS.

WE'LL HAVE A KIOSK.

UM, THIS IS AGAIN ON THE EAST WEST, UM, PROMENADE AREA.

UM, THIS IS BEING IMAGINED TO, UM, ANNOUNCE EVENTS THAT ARE HAPPENING BOTH IN NORTH LINE, BUT ALSO IN THE TOWN SQUARE.

UM, OTHER MAYBE ADVERTISING OPPORTUNITIES, UM, MAPS OF, OF THE DEVELOPMENT.

UM, SO THE INTENT OF THE DESIGN IS TO GO WITH THE NORTH LINE, UM, DEVELOPMENT AS A HOME AND FIT NICELY INTO THE TOWN SQUARE.

HERE IS, UH, A HINT OF SOME OF THE, THE PLANT MATERIAL THAT WE INTEND TO USE.

UM, WITHIN TOWN SQUARE AND TOWN SQUARE IS SETTING THE TONE FOR A LOT OF THE PLANT MATERIAL THAT WILL BE USED ON THE STREETSCAPES.

UM, AND IN OTHER CIVIC SPACES THROUGHOUT THE DEVELOPMENT, THIS DIAGRAM SHOWS THE DIFFERENT KINDS OF, UM, HARDSCAPE MATERIALS LIKE PAVERS THAT WE'RE USING.

UM, YOU MAY HAVE ALREADY BEEN OUT THERE.

THE PAVERS THAT ARE BEING BUILT WITHIN THE ROAD ARE ALREADY IN PLACE, AND IT LOOKS REALLY BEAUTIFUL.

SO THIS IS INTENDED TO, UM, COME INTO THE TOWN SQUARE AND CONTINUE THAT WE'RE USING NATIVE TEXAS STONE.

SO LIMESTONE AND A LOT OF PLACES CALLED LOOTERS.

UM, BUT IN INTERESTING PATTERNS.

AND THEN THIS IS THE, THE COLOR FAMILY OF THE PAPERS THAT WE'RE USING WITHIN TOWN SQUARE.

SO MUTED, GRAYS,

AND BROWNS, AND IT REALLY PLAYS WELL WITH THE LUDER LIMESTONE, UH, PAVING AND WALLS.

AND THIS ALLOWS THE PLANTING TO STAND OUT.

SO WE'LL HAVE SOME FLOWERING AND THE GREENS WILL LOOK REALLY BEAUTIFUL AGAINST THESE COLORS, SOME OF THE SITE FURNITURE, UM, WHICH MEANS THE THINGS THAT ARE IN, UM, IN THE DEVELOPMENT OR SORRY, IN THE TOWN SQUARE, UM, LIKE SEATING AND TRASH RECEPTACLES.

THEY'RE IN A CERTAIN FAMILY, THEY'LL GO REALLY WELL WITH THE PAVER COLORS THAT WE CHOSE AND THE COLOR OF THE ARCHITECTURE, UM, SIMPLE AND CLASSIC.

SO, UM, WE WERE REALLY LOOKING FOR TIMELESS HERE AND SOME OF THE MATERIALS FOR THE PAVILION AND THE SUPPORT BUILDINGS YOU CAN SEE HERE, CONCRETE WOOD, UM, THE COPPERY COLOR.

SO THAT'LL BE A REALLY BEAUTIFUL GREEN COLOR IN INDISCREET AMOUNT, IN DISCREET QUANTITIES WITHIN THE ARCHITECTURE.

AND THEN IT'S IMPORTANT THAT THE PLANTING AND THE ARCHITECTURE ARE COMING TOGETHER, WHICH YOU CAN SEE IN THE, UM, THE VINE, THE VINE SHOWN HERE ON THE SCREEN, MORE OF THE ARCHITECTURAL MATERIALS AND PAVING PATTERNS, UM, PATTERNS THAT YOU'LL SEE AS YOU COME INTO THE SUPPORT BUILDINGS, UM, ALONG THE PAVILION FLOOR, UM, AND EVEN COMING UP THE WALLS.

AND WE WANTED TO NOTE, UM, THAT THIS SPACE REALLY IS INTENDED TO BE USED FOR CIVIC USES, MAYBE IT'S ART FAIRS, FARMERS MARKETS.

UM, SO WE'VE, UM, PLOTTED OUT WHERE 10 BY 10 TENS, WHICH IS TYPICALLY WHAT YOU SEE AT FARMER'S MARKET, UM, AROUND THE, THE AREA.

IT COULD BE, UM, LAID OUT ALONG THIS PROMENADE.

SO IT IS QUITE WIDE.

UM, SO THESE ARE ABOUT 17, 10 BY 10 SQUARES, BUT YOU COULD GET THE SENSE THAT THERE, THERE COULD BE, UH, QUITE A FEW MORE FIT IN HERE.

UM, AND THIS ISN'T EVEN TAKING INTO ACCOUNT THAT PHASE TWO, WHERE THERE'S A LOT OF FLEXIBILITY UNTIL THAT PART OF THE PARK IS BUILT OUT.

UM, WE'VE ALSO DASHED IN SOME FOOD TRUCKS.

UM, SO YOU COULD SEE THERE'S A LOT OF ACTIVITY THAT COULD BE USED HERE, NORTHLINE CIRCLE.

SO TO ORIENT YOU WHERE THIS IS, THIS IS ON THE SOUTHWESTERN PORTION OF THE DEVELOPMENT.

IT'S, UH, A LITTLE BIT SMALLER.

UM, THE INTENT FOR THIS SPACE IS TO BE THE BREATHING SPACE BETWEEN THE URBAN BUILDINGS THAT ARE GOING TO BE UP GOING UP AROUND IT.

AND IT'S ALSO A GATEWAY COMING FROM THE COMMERCIAL INTO THE RESIDENTIAL, UM, OR VICE VERSA.

UM, THIS IS, UH, A MAIN POINT FOR PEOPLE THAT ARE COMING UP FROM THE LIGHT RAIL STOP, UM, INTO NORTH LINE.

SO THIS HAD A LOT OF PROMINENCE, UM, EVEN THOUGH IT'S A SMALLER SPACE AND IT WAS REALLY IMPORTANT AS A SPACE AS OCCUPIABLE.

SO YOU'RE WALKING AROUND HAVING A WALK AROUND, UM, SOME OF THE URBAN DEVELOPMENT AND YOU COULD COME INTO THIS SPACE AND JUST WATCH PEOPLE AS THEY GO ABOUT THEIR DAY.

SO QUITE SIMPLE IN DESIGN, UM, WE'RE WORKING WITH THE, THE CIRCULAR SHAPE AND THE FEATURE IN THE MIDDLE OF THE CIRCLE IS THIS NUMBER ONE.

UM, WE'RE JUST SHOWING A PLACEHOLDER ART PIECE, UM, AND WE'RE WORKING, OR ALEX IS WORKING WITH PUBLIC CITY NOW, UM, WHO HAS DONE THE ART, UM, THE PUBLIC ART MASTER PLAN FOR THE DEVELOPMENT.

UM, THIS WOULD BE ONE OF THOSE PIECES WHERE AN ARTIST, UM, HOPEFULLY A LOCAL ARTIST IS, UM, WILL BE CREATING A BEAUTIFUL PIECE FOR THIS SPACE.

WE HAVE A SERIES OF SEATING, WALLS AND PLANTING, AND, UM, YOU'LL BE ABLE TO ACCESS THE CIRCLE COMING FROM EITHER THE SOUTHEAST OR THE NORTHWEST, UM, TO ORIENT YOU AGAIN, THESE WILL BE TOWNHOMES HERE AND HERE, AND THEN THIS IS A MULTIFAMILY DEVELOPMENT, AND THIS WILL BE, UM, I THINK IT'S MIXED USE.

HERE'S A SHOT AS IF YOU'RE DRIVING IN YOUR CAR ABOUT TO APPROACH THE CIRCLE.

UM, IT IS IMPORTANT TO NOTE THAT THERE IS A FOUR WAY STOP HERE.

SO YOU'LL BE STOPPING.

IT'S NOT A ROUNDABOUT YOU'LL BE STOPPING AS YOU COME IN.

UM, AND YOU'LL, THIS IS, UH, A REALLY, UM, BEAUTIFUL GATEWAY INTO THE DEVELOPMENT.

WE'RE UTILIZING A LOT OF THE SAME MATERIALS FROM TOWN SQUARE BECAUSE WE WANT IT TO ALL FEEL LIKE A FAMILY, AGAIN, A PLACEHOLDER RPS, UM, HERE, UH, WE DON'T KNOW WHAT THAT'S GOING TO LOOK LIKE YET.

UM, BUT WE WANT PEOPLE TO, TO COME AND TAKE PART OF THE ART, BUT ALSO BE ABLE TO SIT AND PEOPLE WATCH AND UNCOMFORTABLE SHADED, UM, SPACE.

WE KNOW HOW OUR SUMMERS GET IN TEXAS.

THIS IS ANOTHER RENDERING A LITTLE BIT EARLIER ON, BUT A GOOD SENSE OF WHAT THE SPACE AS A WHOLE MIGHT LOOK LIKE WITH THE TOWNHOMES IN THE BACKGROUND.

AND, UM, SOME EXAMPLES OF THESE CIRCULAR WOOD BENCHES.

UM, SO SOMETIMES THEY ARE ACCUSTOMED MADE BECAUSE OF THE, UM, THE RADIUS OF THE CIRCLE.

UM, BUT THEY ARE REALLY VERSATILE AND I WILL STOP THERE.

WE, WE CERTAINLY WANTED TO COME AND SHARE THE VISION WITH CITY COUNCIL.

UM, WE GOT UP A PRELIMINARY, UH, BIG THUMBS UP FROM, FROM MARK TILLMAN'S ON, ON THE DESIGN, UM, UH, THOUGHT THAT WOULD BE IMPORTANT TO SHARE.

SO WHAT MARK CAN'T, HE CAN'T DISAGREE WITH WHAT I SAID THEN.

UM, BUT, UH, WE, WE DO PLAN TO ROLL THIS OUT, UH, EARLY NEXT YEAR AND, AND TIME THE, THE, THE, THE BUILD-OUT OF THESE CIVIC SPACES WITH THE OPENING OF, OF NORTHLINE WHEN CERTAIN CONSTRUCTION, YOU KNOW, OCCURS ON THE VERTICAL PROJECTS AND SORT OF TYING THOSE TOGETHER.

SO WHEN THE STREETS OPEN, WE HAVE SOME CIVIC COMPONENTS, WE HAVE SOME RESIDENTIAL COMPONENTS AND WE HAVE SOME COMMERCIAL COMPONENTS.

WE'RE STILL KIND OF SHOOTING UP CITIES THAT HAVE KIND OF PLATEAUED OR KIND OF AT A STASIS, LIKE TO DO THIS BECAUSE THEY DON'T HAVE THAT NEW DEVELOPMENT COMING IN, PAYING FOR SOME OF THE GROWTH AND MAINTENANCE.

UH, JUST TO GIVE YOU AN IDEA, HALF CENT SALES TAX FOR A PROPERTY TAX RELIEF WOULD RESULT IN ABOUT $240 PER HOUSEHOLD IN TAX SAVINGS.

BUT AS I MENTIONED, NO NEW REVENUE FOR THE CITY, UH, ECONOMIC DEVELOPMENT CORPORATIONS, I'M GOING TO GO PRETTY IN-DEPTH INTO TYPE A AND TYPE B, UM, JUST CAUSE THERE ARE SOME DIFFERENCES.

UH, ANOTHER EXAMPLE, OLD TOWN PARKING FACILITIES AND STREET ENHANCEMENTS, KIND OF ON BRUSHER STREET.

YOU CAN SEE HOW NICE THE STREET IS HERE.

YOU COULD DO SOMETHING LIKE THAT IN OTHER AREAS OF ALL TOWN TO HELP PROMOTE IT FOR DEVELOPMENT, AND THEN OLD TOWN PARK FOR PARKING.

YOU CAN DO PARKING FACILITIES AS WELL WITH TYPE GAME ANOTHER ONE, WATER AND WASTEWATER IS ALWAYS SOMETHING THAT'S VERY IMPORTANT FOR COMPANIES.

SO IF THERE'S AN ISSUE WITH HAVING CAPACITY FOR WATER OR WASTEWATER, THAT'S PREVENTING A COMPANY FROM COMING IN OR FUTURE OPPORTUNITIES FROM COMING, YOU COULD USE TYPE B TO FUND THOSE.

SO IT'S, I THINK IT'S REALLY TIMELY WITH THE USES.

UM, AND ONE THING I DID WANT TO TOUCH ON QUICKLY IS JUST HOW TYPE B YOU COULD HELP US ACCOMPLISH OUR COMPREHENSIVE PLAN GOALS.

UM, SO YOU CAN SEE THE FIRST ONE THROUGH NINE ARE BOLDED.

UM, BASICALLY EVERY SINGLE ONE OF THOSE GOALS CAN BE TIED BACK TO TYPE B.

SO WHETHER IT'S ECONOMIC GROWTH, BRINGING NEW COMPANIES IN COMMERCIAL DEVELOPMENT AND EMPLOYMENT, HELPING DENSIFY THE TOD AREA THROUGH INVESTMENT, UM, OLD TOWN PARKS WITH OUTDOOR SPACES, EVEN EDUCATION AND COMMUNITY PARTNERSHIPS, YOU CAN GET CREATIVE WITH HOW YOU USE TYPE IN ACCOMPLISHING THOSE GOALS.

SO NEIGHBORING COMMUNITIES AND USE OF SALES SECTIONS TO GIVE YOU AN IDEA OF WHO'S, UH, HOW OTHER CITIES IN OUR AREA ARE USING THEIR DOLLARS.

AND YOU CAN KIND OF SEE CEDAR PARK HAS BASICALLY, EVERYONE'S GOING TO HAVE THAT ONE SET AND GO INTO GENERAL FUND.

UH, EVERYTHING ELSE IS VARIABLE.

SO CEDAR PARK DOES HAVE A TYPE A AND TYPE B, WHICH MAKES THEM COMPETITIVE.

THEY ALSO USE TYPE B TO DIRECT MONEY TOWARDS STORM WATER AND DRAINAGE THAT CAN BE TIED BACK TO JOBS.

UH, GEORGETOWN DOES HAVE THE TYPE B ORGANIZATION.

THEY ALSO HAVE STREET MAINTENANCE.

THEY DO HAVE THE TYPE A, SO THEY DO ABOVE AND PROPERTY TAX RELIEF.

UH, HADOW HAS THE TYPE B AND THAT YOU HAVE PROPER TAX REDUCTION.

LIBERTY HILL IS, UH, GIVING THEIR TYPE B ONE FULL SCENT.

PFLUGERVILLE HAS THE TYPE B, AND THEY HAVE THAT EMERGENCY SERVICE DISTRICT AROUND ROCKETTES TYPE B AND PROPERTY TAX REDUCTION.

AND TAYLOR HAS TYPE A AND PROPERTY TAX REDUCTION.

UM, SO SALES TALKS OPTIONS FOR FURTHER CONSIDERATION.

WE'VE KIND OF HIGHLIGHTED SOME AREAS THAT WE THINK ARE THE TOP THREE, UH, FROM A STAFF PERSPECTIVE, BUT OBVIOUSLY IT'S YOUR DECISION AND WE JUST WANTED TO HIGHLIGHT WHY WE THOUGHT THEY'RE IMPORTANT.

UH, SO THE PRIMARY RECOMMENDATION REALLY IS THE TYPE B, JUST BECAUSE OF HOW FLEXIBLE IT IS THAT BASICALLY IT PAIRS UP VERY WELL WITH THE NEEDS THAT WE'RE SEEING IN OUR COMMUNITY RIGHT NOW.

AND THAT FLEXIBILITY REALLY HELPS US THE GROWTH STAGE THAT WE'RE IN NOW.

UH, THINGS LIKE STREET MAINTENANCE, PROPERTY TAX ARE IMPORTANT.

WE'RE NOT GOING TO DENY THAT, BUT I THINK THERE'S A WAYS TO ACCOMPLISH THOSE GOALS WITH THE TYPE B, IF YOU'RE BRINGING A NEW COMMERCIAL DEVELOPMENT, YOU'RE OFFSETTING THE BURDEN OF THE TAX BASE ON RESIDENTS BY SHIFTING IT TO COMMERCIAL.

SO I THINK YOU ACHIEVED THAT GOAL OF PROPERTY TAX REDUCTION BY DOING THAT AND GROWING THE ECONOMY.

UM, YOU CAN FUND SOME STREET MAINTENANCE WITH TYPE B.

SO IF YOU'RE IMPROVING THINGS FOR A BUSINESS, YOU CAN ACCOMPLISH THAT.

AND YOU'RE SHIFTING NEEDS FROM THE GENERAL FUND TO TYPE EIGHT, WHICH FREES UP MONEY TO, TO ACCOMPLISH THAT TO HIM, UM, BALLOT LANGUAGE SAMPLES, UH, SO JUST VALENTA, UH, HAD A PROPOSITION TO POLITICAL CAPITAL METRO, AND THEY ALSO HAD A, UH, PROPOSITION FOR, UM, STREET MAINTENANCE.

SO THIS KIND OF SHOWS YOU A CONDITIONAL LANGUAGE OF IF WE DO VOTE TO PULL OUT OF CAPITAL METRO, DO YOU VOTE TO USE YOUR MONEY IN THIS WAY? SO THAT'S JUST AN EXAMPLE OF HOW THAT COULD WORK.

UH, AS I MENTIONED FOR B LANGUAGE REQUIREMENTS, THERE ISN'T REALLY A REQUIREMENT SENDING THIS DOWN, BUT I DO GENERALLY TELL YOU TO SPEAK TO AN ATTORNEY.

UH, PAIGE HAS BEEN GREAT AND HAS BEEN WORKING WITH US JUST TO LOOK AT THAT.

UM, ARE WE LOSING OPPORTUNITIES BECAUSE OF NOT HAVING STUFF LIKE THIS, WHEREAS WHEN SURROUNDING CITIES MAY HAVE THAT, I THINK, UM, SPECIFICALLY WHEN IT COMES TO INFRASTRUCTURE, SO THERE'S SOME AREAS OF TOWN WHERE YOU COULD BE A QUARTER MILE, HALF A MILE FROM THE NEAREST WATER LINE.

THERE MIGHT NEED TO BE A NEED FOR A ROAD TO GO THROUGH BECAUSE OUR FUTURE TRANSPORTATION PLAN AND HOW FAST WE'RE GROWING, AND IF YOU'RE IN A MORE MATURE COMMUNITY, YOU MIGHT NOT NEED TO MAKE THOSE INVESTMENTS IN THE SITES THEY'RE WAITING FOR YOU TO GO IN.

SO THE COST OF ENTRY ENTRANCE COULD BE HIGHER FOR US.

SO I THINK IF WE HAD THIS, WE COULD BALANCE IT OUT AND BE MORE COMPETITIVE TO COMPETE FOR THOSE PROJECTS.

I STILL THINK LANDER'S GREAT AND WE'RE, WE'RE GETTING GOOD PROJECTS, BUT WE COULD BE EVEN MORE COMPETITIVE IF WE HAD THAT.

THE ONLY THING I'LL ADD IS WITH A THREE 80, OBVIOUSLY THAT'S COMING ON THE BACK END.

THAT'S A GOOD POINT.

IN SOME CASES, EVEN CITIES THAT LET'S SAY WE DO A THREE 80 AGREEMENT AND IT'S GOT A MILLION BACK AND SOME CASES I'VE EVEN SEEN WHERE A SMALLER AMOUNT FOR INFRASTRUCTURE UPFRONT, IT MAY BE HALF A MILLION AND IT'S UPFRONT.

AND THAT, THAT SEALS THE DEAL SO THAT IF IT'S TIME SENSITIVE TO GET SOMETHING AND THERE'S UPFRONT MONEY, I THINK THAT IS ONE DIFFERENTIAL THAT AUTOMATICALLY WE DON'T HAVE, BECAUSE WE DO NOT HAVE A SET ASIDE FOR THAT.

AND THAT'S A GREAT POINT.

I'VE HEARD FROM, UH, SEVERAL COMPANIES, JUST, UM, BASICALLY THE TIME VALUE OF MONEY, UPFRONT MONEY, SMALLER AMOUNTS WORTH MORE THAN MORE ON THE BACKEND TO THEM, SO THAT CAN HELP THEM GET THEIR FINANCING AND GET A PROJECT UNDERWAY A LOT FASTER WHEN THEY HAVE A LITTLE BIT UPFRONT.

AND THEY'RE STILL SAFE WAYS TO DO THAT, WHERE THERE'S PERFORMANCE CLAUSES, WHERE IT'S NOT JUST A GUARANTEE OF HERE'S YOUR MONEY, THEY STILL HAVE TO PERFORM, AND THE CITY IS STILL PROTECTED.

AND THEN IN DOING THAT, THE TYPE B GIVES THE MOST FLEXIBILITY TO SIT.

OKAY.

YEAH, I WOULD SAY SO.

IS THERE ANY IMPACT TO STAFF TO SET UP THE, THE, UH, NASA, UM, LIKE CEDAR PARK AND OTHER COMMUNITIES? UM, SO WE'RE GOING TO HAVE THE OFFICE OF ECONOMIC DEVELOPMENT.

YOU NOT SUPPOSING ANYTHING, BUT IF WE DID HAVE AN ORGANIZATION, UH, USUALLY YOU SEE THE DIRECTOR OF ECONOMIC DEVELOPMENT OVER THOSE BOARDS, SO YOU DON'T HAVE TO HAVE, WELL, LET ME, LET ME THROW THIS OUT TOO.

THAT WOULD ALSO MEAN THAT PROBABLY OUR TWO ECONOMIC DEVELOPMENT FOLKS COULD THEN ALSO BE CHARGED TO THAT.

CAUSE I KNOW ABOUT GINA, I SPOKE WITH GINA AND DAN AND THEY WERE GREAT AND PROVIDED ME WITH SOME BACKGROUND INFORMATION FROM THAT 2020 REPORT.

SO I THINK THAT WAS VERY INTERESTING TO SEE THAT $6 MILLION NUMBER FOR WHAT WE NEEDED TO FUND JUST THE CURRENT STATUS OF OUR ROADS RIGHT NOW.

UM, I DO THINK TYPE II KIND OF FREES UP MONEY THAT COULD GO TOWARDS THINGS THAT ARE IN THAT WAY.

SO, UM, SO COULD YOU, LIKE, IF, IF WE NEED TO ADD AN EXISTING ROAD COULD TYPE B ALSO HELP THEM.

I, IF THERE'S A RELATION TO BUSINESS AND I DON'T WANT TO EVER SPEAK TO THAT PAGE WANTS TO CORRECT ME, BUT I THINK IF YOU CAN MAKE A CONNECTION TO IMPROVING THE BUSINESS ENVIRONMENT, THEN THERE MIGHT BE ABILITY TO DO OKAY.

THEY HAVE THE STREETS MAINTENANCE AND THEY'RE PROBABLY THE MOST LIKE A SHORTER CENTER OR THE MOST MATURE ONE ON THERE.

UH, THE ONLY THING THAT MY THOUGHT THIS IS JUST, JUST MY THOUGHT.

I KNOW THAT PROPERTY TAX REDUCTION IS ALSO SOMETHING THAT'S PROBABLY PEOPLE ARE THINKING ABOUT.

UM, AND THEN CAMERON SHOWED THAT ONE OPTION OBVIOUSLY COULD BE, YOU REALLY GIVE THE VOTERS TWO OPTIONS, GIVE THEM IF YOU WERE TO EXIT, THEN DO A FOUR B AS THE CITY MATURES THOUGH.

IT MAY BE AT A CERTAIN POINT THAT AS THAT NUMBER GROWS ON STREET MAINTENANCE, BECAUSE I HAD, I DID HAVE ASKED CAMERON TO PULL THAT WITH, UH, WITH GINA 6 MILLION NOW, UM, THE MAINTENANCE IS ONE ISSUE AND I KNOW WE'RE ALSO TALKING ABOUT IMPACT FEES AND THAT'S A WHOLE OTHER ISSUE AND THAT'S ON NEW NEW ROADS.

SO I THINK OUR OVERALL NEEDS EVENTUALLY ARE GOING TO BE ON BOTH SIDES.

SO THAT IS SOMETHING YOU COULD ALWAYS TAKE BACK TO THE VOTERS LATER ON, ESPECIALLY AS THE CITY GETS A LITTLE OLDER, MOST OF THE ONES, UH, LOCALLY, AS YOU NOTICED, UH, IN TERMS OF CEDAR PARK, THAT'S A GOOD EXAMPLE.

UH, THEY'RE NOT THERE YET WITH IT, BUT I WOULD ANTICIPATE AS MOST CITIES MATURE, UH, THAT WOULD BE ONE THAT THEY'D PUT ON THE TABLE.

YOU WOULD HAVE TO GO BACK THOUGH EVERY FOUR YEARS.

BUT MY QUESTION WAS, IT SOUNDS LIKE WE'RE ALREADY BEHIND ON THE STREET MAINTENANCE.

I MEAN, BY THAT 4 MILLION, RIGHT? WE'RE ANTICIPATING 6 MILLION.

WE'RE ONLY HAVE PLANNED IN OUR BUDGET 2 MILLION EACH YEAR.

THAT IS, AND WHAT ENDS UP HAPPENING IS AS CITIES GET OLDER, UNFORTUNATELY THEY DEFER MAINTENANCE.

AND I MEAN, DO I THINK THAT WOULD BE GREAT TO HAVE, EVEN IF IT'S AN EIGHTH OF A CENT, I DON'T THINK THAT WOULD BE A BAD THING TO HAVE.

I'LL BE HONEST, AT LEAST YOU WOULD NOT BE BEHIND THE EIGHT BALL LONG-TERM I WAS JUST GOING TO MENTION A COUPLE OF THINGS.

IF YOU, IF THIS IS A DECISION YOU DEFER FOR LATER ELECTIONS, AS FAR AS ADOPTING A STREET MAINTENANCE SALES TAX, OR SOME OTHER FORM OF SALES TAX, IN ADDITION TO A, FOR B, THE LAW HAS CHANGED IN RECENT YEARS TO ALLOW COMBINED BALANCE, YOU PUT THE REDUCTION AND THE ADDITION REDUCTION OF THE FOUR BEING THE ADDITION OF THE STREET SALES TAX IN ONE BALLOT.

SO THAT WAY YOU DON'T HAVE TO WORRY ABOUT AN INCONSISTENT OUTCOME WITH TWO PROPOSITIONS.

SO THAT GIVES YOU SOME ASSURANCE OF YOU DON'T LOSE A PORTION OF YOUR SALES TAX IF PEOPLE JUST VOTE FOR A REDUCTION, BUT NOT IN ADDITION.

SO THAT'S ONE THING TO BE AWARE OF.

AND THEN THE SECOND THING IS THAT, UM, AS FAR AS THE BALLOT LANGUAGE GOES SINCE WE'RE, UM, SINCE THE FOUR B SALES TAX IS NOT BALLOT, LANGUAGE IS NOT DEFINED AND OUR ADOPTION IS KIND OF A CON CONDITIONAL IT'S CONDITIONAL UPON THE, THE OTHER PROPOSITION PASSING.

IF THE COUNCIL CALLS OUT ELECTION, THE WE'VE GOT SOME FLEXIBILITY ON HOW TO DRAFT THAT THE CONTROLLER'S OFFICE WILL REVIEW BALLOT LANGUAGE.

IF WE SUBMIT IT TO THEM, THEY WILL TELL US, YES, WE WILL.

WE WILL COLLECT A FOUR B SALES TAX FOR YOU.

IF THAT BALLOT LANGUAGE IS ADOPTED.

AND SO, UM, WHATEVER DIRECTION THAT WE GET FROM COUNCIL, WE'RE JUST LOOKING FOR A LITTLE BIT OF LEAD TIME ON THAT.

SO WE CAN GET THAT REVIEW AND THAT WHAT WE CAN MAKE SURE THE, THAT THE ELECTION IS SUCCESSFULLY IMPLEMENTED PAGE THERE'S ONE OTHER THING I THINK WE WERE ALL KIND OF FORGETTING ONE REASON.

I THINK WE WERE LOOKING TO SIMPLIFY IT ON FOUR B IS THE TIMING.

SO IT'S FOUR YEARS.

AND IF THERE WAS A MULTI-YEAR PAYBACK FOR CAPITAL METRO EXIT, IT MIGHT MEAN THAT YOU MIGHT BE THREE YEARS INTO THAT AS AN EXAMPLE BEFORE YOU'D, AND THEN NEXT THING, YOU KNOW, A YEAR LATER, YOU'RE GOING BACK IN AND NEEDING TO RE REAPPROVE IT.

SO THAT'S I, FROM WHAT I REMEMBER OUR TURTLE DISCUSSIONS, THAT'S WHY WE WERE TRYING TO SIMPLIFY IT BY JUST HAVING ONE THING.

WE CONTINUE TO DO, UH, WE HOST CAMPS EVERY, EVERY SUMMER FOR THE KIDS.

UM, WE'VE, WE'RE AT EVERY FESTIVAL.

WE'RE VOLUNTEER FOR IT FOR EVERY CITY EVENT THAT WE POSSIBLY CAN.

AND, AND BECAUSE IT'S OUR, BECAUSE WE WANT TO, UH, REPRESENT AND REFLECT, UM, THE POSITIVITY THAT OUR ORGANIZATION CAN CONTINUE TO DO OUR MISSION IS TO CONTINUE TO PROVIDE OPPORTUNITIES FOR YOUNG MEN AND WOMEN, UH, TO EITHER PURSUE OR JUST BE INVOLVED IN A COMMUNITY THAT DOES SOMETHING BIGGER THAN THEMSELVES.

UM, JUST WITHIN THE LAST TWO YEARS, WE'VE, WE'VE HAD 15 PLAYERS AND COACHES GET OPPORTUNITIES AT EITHER COLLEGIATE, UH, PROFESSIONAL, UH, OR HIGH SCHOOL LEVEL FOR COACHING.

UM, SO WE WANT TO CONTINUE TO DO THAT FOR, FOR THE CITY AND THESE, THESE YOUNG HOPE, NOT STUDENT ATHLETES, THEY'RE YOUNG ADULTS.

UM, AND SOME OF THE THINGS THAT WE HAVE GOING ON AT OR UPCOMING IS OUR C WE ARE A SPRING DEVELOPMENT TEAM ARE SEASONED, DOES START IN FEBRUARY, WE'LL PLAY THROUGHOUT THE SPRING, UH, WHICH THE GOOD NEWS IS, IS FOOTBALL YEAR ROUND.

THIS IS CITY OF LANDERS, FIRST MINOR LEAGUE, DEVELOPMENTAL FOOTBALL TEAM FOR ADULT ATHLETES, LANDER WOLF PACK PLAYERS AND COACHES HAVE MADE IT THEIR MISSION TO PROVIDE THE LOCAL COMMUNITY WITH A HIGH QUALITY COMPETITIVE FOOTBALL PROGRAM, WHICH SERVES AS A TESTAMENT TO THE WIDELY HELD BELIEF THAT PARTICIPATION IN TEAM SPORTS HELPS IMPROVE SELF-CONFIDENCE BUILD CHARACTER AND TEACH LIFELONG LESSONS THAT EXTEND FAR BEYOND THE PLAYING FIELD IN SUPPORT OF THE WOLF PACKS, ORGANIZATIONAL ORGANIZATIONS, CORE VALUES, PAC PLAYERS AND COACHES HAVE ALSO PARTICIPATED IN MANY OF LANDERS LOCAL EVENTS, INCLUDING THE OLD TOWN STREET FESTIVAL, OLD TOWN, CHRISTMAS FESTIVAL, AND THE LIVING LAND OR EXPO THE WOLF PACK ALSO AVERAGES A MINIMUM OF TWO YOUTH FOOTBALL CAMPS EACH SEASON IN LEANDER ROUND ROCK GEORGETOWN WAS STRONG COMMUNITY PARTICIPATION.

ALL IN ALL LANDER WOLF PACK SUCCESS ON THE FOOTBALL FIELD HAS RESULTED IN A TOTAL TEAM RECORD OF 35 WINS.

AND THE ONLY 10 LOSSES SUCCESS CONTINUED IN 2021 AS PACK PART HOME IN TEXAS UNITED FOOTBALL ASSOCIATION, SUPERBOWL CHAMPIONSHIP WITH AN UNDEFEATED RECORD OF 13 AND OH, FINISHING UP THIS NATIONAL RUNNER-UP AND RECOGNITION OF THESE SIGNIFICANT ACHIEVEMENTS AND TO CONGRATULATE LEANDER, WOLFPACK FOOTBALL FOR ALL THEIR EFFORTS.

THE PROPOSED ZONING FOR YOUR CONSIDERATION IS A MIX OF 50 AND 60 FOOT LOTS ON SINGLE FAMILY COMPACT ON THE SOUTHERN PORTION OF THE PROPERTY AND SINGLE FAMILY URBAN ON THE NORTHERN PORTION.

AND, UH, THE AGREEMENT WITH WILLIAMSON COUNTY LAYS OUT THE PAYMENT SCHEDULE TO WILLIAMSON COUNTY.

THEY WILL BE MANAGING THE PROJECT AND THE CITY OF LEANDRA WILL BE MAKING PERIODIC TWENTY-FIVE PERCENT PAYMENTS.

SO THE AGREEMENT STATES THAT UPON EXECUTION OF THE AGREEMENT, THE FIRST 25% OF THAT $13.9 MILLION IS DUE, THAT'S ROUGHLY $3.4 MILLION.

SO, UM, THE RESOLUTION TONIGHT ALLOWS US THE CITY OF LEANDER.

UM, THE ABILITY TO, UH, REIMBURSE ANY, UM, GENERAL FUNDS USED PRIOR TO ISSUING THAT DEBT AND REIMBURSE OURSELVES WITH THAT, THAT DEBT ISSUANCE IN THE SPRING.

UM, THE IRS REQUIRES, UM, US TO GO ON NOTICE WITH THE PUBLIC, THAT WE HAVE AN INTENT TO ISSUE DEBT IN THE FUTURE, AND WE WANT TO REIMBURSE ANY, UH, EXPENSES MADE PRIOR TO THAT.

IT'S, IT'S PRESERVING, UH, THE FLEXIBILITY FOR US TO REIMBURSE OURSELVES.

SO, UM, IF THIS WERE TO PASS TONIGHT AS IS THAN ENGINEERING WOULD, UM, TAKE THAT AS A GREEN LIGHT TO BRING BACK A DESIGN CONTRACT TO COUNCIL AT, UH, AT ANOTHER MEETING, PERHAPS, UH, THE NEXT MEETING.

I'M NOT SURE HOW QUICKLY ENGINEERING IS READY TO MOVE ON THAT, UM, THAT IS UP TO YOU TO APPROVE OR NOT AT THAT TIME.

BUT, UM, IF YOU CHOOSE AND WE START THAT THOSE EXPENSES, THEN IN THE SPRING, WHEN WE ISSUE DEBT AGAIN, COUNCIL WILL DECIDE ON THE FULL AMOUNT OF THAT DEBT ISSUANCE, BUT WE COULD REIMBURSE ANY EXPENSES MADE ON THAT PROJECT, UH, UP TO THEM COMPLETELY, UH, COUNCIL'S CHOICE.

THE NEXT PROJECT THAT WE'RE READY TO MOVE FORWARD ON PARKS DEPARTMENT IS READY TO MOVE FORWARD WITH THE SAN GABRIEL PARK, UH, DESIGN AGAIN, THAT WAS LISTED IN THE CIP PRESENTATION.

UM, IT'S FUNDING WILL EVENTUALLY

OUR RECOMMENDATION IS THAT IF YOU ARE READY TO BEGIN THE DESIGN THAT WE CASH FLOW, THAT FIRST DO THE DESIGN WORK WITH EXISTING RESERVES.

AND THEN WHEN THE PLANS ARE READY AND THE CITY'S READY TO BID THE PROJECT, WE KNOW THE FULL COST.

WE CAN ISSUE THE DEBT AT THAT TIME AND REIMBURSE THE DESIGN EXPENSES.

SO AGAIN, IF THIS IS APPROVED TONIGHT, THEN PARKS WILL COME BACK AT A, AT A FUTURE COUNCIL MEETING WITH A RECOMMENDED DESIGN ENGINEER, JOHN HAVE THE CHANCE TO DISCUSS THAT AND, AND VOTE YAY OR NAY AT THAT TIME.

UM, THE THIRD PROJECT, AND I REALIZED THAT I DID NOT MENTION THIS IN SOME OF OUR CONVERSATIONS, UH, UH, PREVIOUSLY, BUT, UH, THIS ONE INVOLVES THE FUTURE FIRE STATION.

THE LAST PIECE OF THIS RESOLUTION RELATES TO UTILITY INFRASTRUCTURE, UM, COMPLETELY UNRELATED TO, UM, TAX DEBT.

BUT AS YOU RECALL, WE HAD THE FINAL PAYMENT FOR THE REGIONAL WASTEWATER PLANT.

UM, AND THAT'S BEING UNDER, UH, UNDER CONSTRUCTION NOW IN ROUND ROCK.

THE FOURTH AND FINAL PAYMENT WILL BE DUE SOMETIME IN LATE SPRING OF NEXT YEAR.

UH, WE INCLUDED THAT IN THE RIGHT STUDY, WE'VE INCLUDED IT IN OUR BUDGET.

IT'S NO SURPRISE.

AND WE PLANNED ON ISSUING A DEBT FOR THAT FINAL PAYMENT WHEN THAT TIME CAME TOO.

SO, UM, BUT SINCE THAT TIME, SINCE THE SUMMER TWO UTILITY PROJECTS HAVE RISEN TO, TO, UM, A HIGH PRIORITY PRIORITY OF STAFF, ONE RELATES TO THE SANDY CREEK WATER TREATMENT PLANT.

UM, IT WAS, IT WOULD PROVIDE A, UH, AN ADDITIONAL TREATMENT TRAIN, UM, WHICH WOULD ALLOW THE, THE FULL CAPACITY OF THAT PLANT TO BE UTILIZED DURING, UM, IF ANY OF THE OTHER TREATMENT TRAINS WERE DOWN FOR ANY REASON.

AND I'LL STOP THERE BEFORE I GET INTO TROUBLE WITH ROSS AND DAN AND LET THEM EXPLAIN THAT, BUT ESSENTIALLY IT'S NEEDED TO GET THE FULL, UM, ONE OF THE THINGS NEEDED TO GET TO THE FULL 12 MGD, UH, AT SANDY CREEK.

IT'S A LONG LEAD TIME.

UM, AND THAT, UH, PROJECT IS SIX TO $7 MILLION.

SO DEPENDING ON THE DESIGN, UM, THAT'S UM, IS THAT DESIGN UNDERWAY OR IS THAT IT IS NOT SO, YES.

SO THAT WOULD BE SOMETHING THAT WOULD BE, UM, THAT THAT WOULD BE ISSUED AT THE SAME TIME, POTENTIALLY WHEN WE ISSUE THE DEBT FOR THE WASTEWATER PLANT EXPANSION.

AND ONE SECOND, THE, THE, THE OTHER PROJECT YOU SPEAK TO THIS ONE, TOO, DON'T GO TOO FAR, CAUSE YOU'RE GONNA HAVE TO SPEAK TO THIS ONE TO THE OTHER WASTE.

UH, OTHER UTILITY PROJECT THAT IS REFERENCED IN HERE IS THE PARALLEL PIPELINE WITH THE BRUSHY CREEK, UM, PLANT, UM, AS, YOU KNOW, THE EXISTING

PIPELINE, RAW WATER PIPELINE, IT'S FRAGILE TO SAY THE LEAST IT'S GOING TO BE COMPLETELY REPLACED BY THE DEEP WATER INTAKE, BUT THAT PROJECT IS GOING TO TAKE 5, 6, 7 YEARS TO GET IN PLACE.

UM, DAN AND HIS, UH, UH, PEERS AND THE OTHER PARTNER CITIES HAVE BEEN DISCUSSING AN OPTION OF PUTTING IN A, A PARALLEL PIPELINE.

SO THAT DOES TWO THINGS.

ONE, IT, IT HOPEFULLY IS MORE RELIABLE THAN THE FRAGILE LINE THAT'S THERE NOW, BUT ALSO, AND MAYBE MORE IMPORTANTLY, IT ALLOWS US TO TAKE ADVANTAGE OF THE PLANT EXPANSION, UH, SOONER THAN WAITING FOR THE PIPELINE, THE ULTIMATE PIPELINE TO BE BUILT.

SO I'M GOING TO STOP THERE, LET DAN EXPLAIN THOSE TWO UTILITY PROJECTS, BUT THERE'S A LOT PACKED IN HERE, LIKE TO, UH, STOP AND LET YOU ASK DAN ANY QUESTIONS, BUT WE'RE HAPPY TO ASK ANY OTHER QUESTIONS CAN EVEN COUNCIL MEMBERS, DAN GROSS THE EXECUTIVE DIRECTOR OF INFRASTRUCTURE.

UM, AS FAR AS THE, UH, SANDY CREEK, UM, TREATMENT TRAIN CURRENTLY WE HAVE SIX AND THEY'RE EACH 2 MILLION GALLONS PER DAY, WHICH EQUATES TO 12.

THE REASON WE CAN'T GET THE 12 CURRENTLY IS BECAUSE OF THE SLEDGE PROCESS, BUT WHEN WE'RE AT PEAK CAPACITY AND WE WILL BE PRETTY CLOSE TO SUMMER AND DEFINITELY BY NEXT SUMMER, UM, AS A REMINDER, WE HAVE ESSENTIALLY 10 AT THE SANDY CREEK AND WE HAVE 15, UH, WITH THE BCR UA HAS 25 MILLION.

BUT IF YOU WANT TO GET THAT FULL, UH, 12 MILLION, UM, CONTINUOUS OPERATION FROM SANDY CREEK, WE REALLY NEEDED, WHAT'S CALLED A REDUNDANT TRAIN.

UM, IN CASE ONE OF THEM BREAKS DOWN OR DOES THE ISSUE WITH THE FILTERS OR ANY NUMBER OF THINGS? UM, WE CAN TAKE THAT PARTICULAR ITEM OFFLINE AND ACTUALLY ROTATE THROUGH ALL SIX AND DO REQUIRED MAINTENANCE AND STUFF.

BECAUSE ONE OF THE THINGS MUCH LIKE LAST WINTER WHEN THE PIPE BROKE AND I'LL TALK ABOUT THAT NEXT IS SANDY CREEK HAD TO CONTINUE TO OPERATE AND COULDN'T DO MAINTENANCE BECAUSE IT WAS IN CONTINUOUS OPERATION AND GOING ACTUALLY COULD SHUT DOWN.

SO ONE OF THE THINGS IS REDUNDANT TRAIN WILL DO IS ALLOW US TO SHUT DOWN THE OTHER ONES AND DO REQUIRED MAINTENANCE.

UM, THE SECOND ONE WAS THE RAW WATER LINE.

SURE.

SO JUST WHY, WHY ARE WE DOING REPORTING ALL THIS STUFF TOO? I KEEP SEEING 12 AS THE MGD THAT WE'RE COUNTING ON FOR THAT.

NO, IT'S REALLY 12, REALLY 12 IS 10 RIGHT NOW BECAUSE OF OPERATIONAL LIMITATIONS.

OKAY.

IF WE, IF, IF WE GET IT'S RIGHT, IF WE KNOW IT REALLY MEANS WE CAN GET 12, ONCE WE MAKE THE PROPER, LIKE I'M JUST SAYING, I BOOSTED AND SEEN THAT FOR LIKE A WHILE NOW, WHICH ONE? LIKE, WE ALWAYS, WHAT WE SAY IS IT'S 12, BUT IT'S REALLY 10 AND IT'S 10, AND THEN I CAN GO INTO IT JUST FOR A MOMENT, BUT IT'S 10 BECAUSE THE LAGOONS ARE SIZED IN SUCH A MAGNET THAT ARE TOO SMALL.

AND YOU HAVE TO BACK FLUSH THE FILTERS TO CLEAN THEM OUT OF YOUR AUDIT AT LEAST SO MANY HOURS.

AND WHAT HAPPENS, THE BALLOON FILLS UP AND THEN WE HAVE TO HAVE THE FILTERS, UH, FLUSHED AND, AND THE TIME SEQUENCING DOESN'T ALLOW US TO OPERATE AT FULL.

YEAH.

MY, MY, MY CONCERN IS THAT WE CONTINUE TO LOOK AT THE, ON ALL OF OUR GRAPHS AND ALL THE THINGS THAT SHOW IT.

AND I JUST WANT TO MAKE SURE THAT WE'RE, WE'RE ACCURATELY, UM, UM, WE'RE ACCURATELY.

I DON'T KNOW WHETHER THE WAY I'M TRYING TO SAY THAT SAYING 10.

UM, ACTUALLY THE ENGINEER, WHEN HE WAS GIVING US A VERBAL BRIEFING ON IT KIND OF INDICATED THAT, UM, IT WAS SURPRISED IT HASN'T BROKEN ALREADY, UM, MIGHT BREAK AGAIN.

SO, UM, THE SECOND PART OF THAT IS, UM, IT DOES NEED TO BE REPLACED AND ALL THE CITIES AGREE WITH THAT, BUT THEN WE'RE GOING TO UP-SIZE IT TO A SIZE THAT IT WILL ALLOW US TO TAKE ADVANTAGE OF THE, UM, EXPANSION OF PHASE, WHAT THEY CALL PHASE ONE D UM, WHICH WILL INCREASE THE PLANT CAPACITY 10 MILLION GALLONS

SO THOSE ARE THE TWO MAJOR PROJECTS THAT WE'RE TRYING TO FACILITATE MOVING FORWARD.

AND JUST REAL QUICK, CAN YOU REVIEW THE TIMELINE FOR THAT EVEN? SO THE TIMELINE FOR THE RAW WATER LINE, UM, WOULD BE, UH, PROBABLY ABOUT TWO YEARS HOPE, MAYBE A LITTLE, MAYBE A LITTLE DESK, DEPENDING ON HOW DESIGN AND STUFF GOES AND, AND SO FORTH.

UM, THOSE ACTION, UH, THE PHASE ONE IS ACTUALLY PHASE ONE D IS ACTUALLY GOING TO THE BCRA BOARD AND, UM, THE 15TH, SO THAT ONE WOULD BE MOVING, MOVING FORWARD.

AND, UH, THEN THEY WERE ALL WATER LINE, I THINK, DESIGNS ALREADY MOVED FORWARD.

AND SO WE'RE, WE'RE MOVING ON THOSE TWO ITEMS AND IT WILL BOTH TAKE ABOUT TWO YEARS.
