UH, ITEM THREE IS TO THE SAN COMMUNICATION.

WE'LL MOVE ON TO ITEM FOUR, A CONSIDER APPROVAL OF THE BCR UA MEETING MINUTES FROM OCTOBER 20TH, 2021.

WE'LL MOVE ON TO ITEM FIVE, A CONSIDER A STAFF REPORT REGARDING THE PHASE ONE D RAW WATER DELIVERY SYSTEM EVALUATION.
IT'S BEEN EXACTLY ONE YEAR SINCE THE 36 INCH UNDERWATER PIPELINE FAILED.
AND YOU'VE BEEN HEARING ABOUT IT FOR A YEAR.
UM, WE DID, UM, SEND THE NOTICES OF CLAIM THAT YOU ALL, UM, UM, DISCUSSED AT OUR LAST BOARD MEETING.
UM, BUT TONIGHT WE'RE GOING TO TALK ABOUT THE EVALUATION, UH, THE ENGINEERING EVALUATION, UH, TAKING IN ALL THE INFORMATION THAT WE, UH, ACQUIRED OVER THE YEAR, UM, TO FIGURE OUT WHAT WE WANT TO DO MOVING FORWARD.
AND I BRIEFED YOU IN AUGUST ABOUT THAT AND BASICALLY SAYING THAT THIS EVALUATION WOULD BE HELPFUL IN OUR DISCUSSION OF THE PHASE ONE D WATER TREATMENT, PLANT EXPANSION AND THE TIMING OF THAT.
UM, AND THEN IN SEPTEMBER ERIN, ARCHER OF WALKER PARTNERS BRIEF THE SCOPE OF THE EVALUATION, INCLUDING, UM, THE EVALUATION, UM, REPAIR OR REPLACEMENT ALTERNATIVES AND EVALUATING THE BARGE CAPACITY, UM, FROM THE PHASE ONCE THE EXPANSION JUST COMPLETED.
SO AARON IS HERE TO PRESENT THE RESULTS OF HIS FIRM'S EVALUATION.
UH, SO JUST A BRIEF RECAP CAP FROM THE LAST TIME I SPOKE WITH YOU, UH, THE UNDERWATER PIPELINE IS A 36 INCH DUCTILE IRON LINE.
IT CAME ONLINE IN 2012 AS PART OF PHASE ONE OF THE PROJECT AND IT FAILED IN DECEMBER OF LAST YEAR.
WE THEN SPENT THE NEXT APPROXIMATELY FIVE MONTHS WORKING TO GET THAT REPAIRED AND BACK ONLINE.
AND THE FAILURE WAS DUE TO INADEQUATE PIPE SUPPORT FOR A PORTION OF THAT PIPELINE THAT LED TO ONE OF THE JOINTS BREAKING.
SO WE WENT AND LOOKED AT DIFFERENT REPAIR ALTERNATIVES TO INCLUDE, TO INCREASE THE RELIABILITY OF THAT PIPELINE, BECAUSE WE'RE STILL GOING TO BE RELYING ON THAT PIPELINE UNTIL THE PHASE TWO RAW WATER DELIVERY SYSTEM COMES ONLINE IN 2027, AT WHICH POINT WE NO LONGER LEAD THIS UNDERWATER PIPELINE.
AND WE LOOKED AT TWO PRIMARY DIFFERENT ALTERNATIVES.
THE FIRST WAS TO GO BACK INTO THAT PIPELINE AND FOR THE PORTIONS OF THE PIPELINE THAT HAD INADEQUATE PIPE SUPPORT TO ADD REDUNDANT PIPE SUPPORT, TO ENHANCE AFFORDED THAT PORTION OF THE PIPELINE AND REDUCE THE LIKELIHOOD THAT WE'D HAVE ANOTHER FAILURE.
LIKE THE ONE THAT OCCURRED LAST YEAR, THE SECOND OPTION THAT WE LOOKED AT WAS INSTALLING A NEW PARALLEL PIPELINE AND WE LOOKED AT TWO DIFFERENT PIPE MATERIALS.
WE LOOKED AT A NUMBER OF PIPE MATERIALS, BUT THE TWO MOST ECONOMICAL THAT MADE THE MOST SENSE FOR THIS INSTALLATION WERE HDPE PIPE, WHICH IS A TYPE OF FUSED PLASTIC PIPE AND ALSO DUCTILE IRON PIPE, WHICH THE EXISTING PIPELINE IS, UH, THE DIFFERENCES WHEN WE'RE TALKING ABOUT DUCTILE IRON PIPE FOR THIS OPTION THAT WE EVALUATED, WE'RE LOOKING AT ALL BALL JOINT PIPE, WHICH IS THE TYPE OF JOINT THAT WAS ORIGINALLY DESIGNED FOR THIS PIPELINE THAT THEN GOT REPLACED WITH A DIFFERENT RIGID RESTRAINT, LIKE DURING CONSTRUCTION.
NOW, IF YOU LOOK AT THE TABLE, WE FURTHER BROKE THAT DOWN.
UM, AND TO TWO OPTIONS EACH FOR THE DUCTILE IRON PIPE IN THE HDPE PIPE OPTION ONE A IS A REPLACEMENT OF THE UNDERWATER PIPELINE WITH A 36 INCH DUCTILE IRON PIPE FOR THE FULL LENGTH OF THE PIPELINE, WHICH IS ABOUT 3000 FEET FROM THE UNDERWATER HEADER TO WHERE WE CONNECT TO THE RAW WATER LINE NEAR TRAILS AND ROAD OPTION.
ONE B WAS TO REDUCE THE LENGTH OF THAT REPLACEMENT LINE JUST FROM THE UNDERWATER HEADER TO A LOCATION ON THAT PIPELINE, WHERE THEY TRANSITIONED TO THE USE OF BALL JOINT PIPE, AND THEY HAVE A MORE ROBUST PIPE SUPPORT SYSTEM THAT, UH, THE PIPELINE FROM THAT POINT DOWNSTREAM, WE DO NOT THINK IS SUBJECT TO THE SAME FAILURE RISK OF THAT FIRST 1500 FEET OF PIPELINE.

PIPE, WE'RE LOOKING AT A FULL REPLACEMENT OF THE PIPELINE OR A PARTIAL REPLACEMENT OF THE FIRST 1500 FEET, ROUGHLY HALF OF THE PIPELINE.AND THEN WE ALSO DID COST OUT, UH, WHAT THE SUPPLEMENTAL SUPPORT WOULD LOOK LIKE TO GO BACK IN AND SUPPORT THE PIPELINE THAT IS THERE TODAY.
AND BEFORE I JUMP TO COST, I DO WANT TO POINT OUT THAT WITH EACH OF THESE OPTIONS, THERE ARE DIFFERENT DELIVERY CAPACITIES THAT WE CAN ANTICIPATE FROM THE EXISTING RAW WATER INTAKE BARGE.
SO FOR THE DUCTILE IRON PIPE ALTERNATIVES, WE WENT AND DID SOME TESTING, SOME HYDRAULIC TESTING OF THE BARGE.
AND WE DETERMINED THAT WHEN THE LAKE IS AT THE DESIGN LOW LAKE LEVEL, WHICH IS ELEVATION 6 23, AND FOR REFERENCE THE LOWEST THAT LAKE TRAVIS HAS FALLEN ON RECORD IS ABOUT 614 FEET.
WELL, YOU CAN SEE THOSE CORRESPONDING CAPACITIES JUST TO THE RIGHT OF THE OPTION.
AND THEN WE ALSO TO BRACKET THAT I INCLUDED IN THE TABLE, THE CAPACITY OF THE RAW WATER INTAKE BARGE WITH THE LAKE OF CONSERVATION POOL WHEN IT'S CONSIDERED FULL.
AND WHAT I WANT YOU TO NOTE ON THAT TABLE IS IT FOR THE DUCTILE IRON PIPE ALTERNATIVES.
WHEN THE LAKE IS FULL, WE CAN DELIVER ABOUT 41.5 MGD, WHICH IS VERY CLOSE TO THE CAPACITY OF THE PHASE ONE D WATER TREATMENT PLANT EXPANSION.
AND THEN THAT CAPACITY REDUCES IS THE LAKE LEVEL FALLS TO ABOUT 37.3 MGD FOR THE HDPE OPTION.
THERE IS A REDUCTION IN CAPACITY.
THERE IS A 36 INCH PIPE, BUT THE HDPE PIPE HAS A VERY THICK WALL TO IT ON THE ORDER OF ABOUT FOUR INCHES THICK.
AND SO THE INTERNAL DIAMETER OF THAT PIPE IS SIGNIFICANTLY LESS THAN 36 INCHES.
IN FACT, IT'S RIGHT AROUND 29 TO 30 INCHES.
AND WITH THAT REDUCED INTERNAL DIAMETER, THERE'S A CORRESPONDING REDUCTION IN CAPACITY OF THE RAW WATER SYSTEM.
SO FOR THE HDPE ALTERNATIVES, UM, WE ENDED UP WITH ABOUT 38.6 MGD WHEN THE LAKE IS FULL FALLING TO 34 AND A HALF MGD WHEN THE LAKE IS LOW AND ON THE PARTIAL REPLACEMENT, BECAUSE WE'RE ONLY REPLACING HALF OF THE LINE.
WE GET A LITTLE BIT MORE CAPACITY OUT OF THAT PARTIAL REPLACEMENT, CLOSE TO 40 MGD WHEN THE LAKE IS FULL IN 36 MGD WHEN THE LAKE IS LOW.
UM, AND THEN FOR THE SUPPLEMENTAL SUPPORT, THE CAPACITY IS THE SAME AS THE 36 INCH PRODUCTIVE LINE.
THERE'S NO REPLACEMENT OF THE PIPELINE IN THAT ALTERNATIVE COST-WISE, UH, YOU CAN SEE DUCTILE IRON PIPE IS QUITE A BIT MORE EXPENSIVE THAN THE HDPE PIPE OPTIONS AT $10 MILLION FOR A FULL PIPELINE REPLACEMENT AND $6 MILLION FOR THE PARTIAL REPLACEMENT.
HDPE IS 4 MILLION AND 3 MILLION RESPECTIVELY FOR A FULL IMPARTIAL REPLACEMENT.
AND THEN NOT SURPRISINGLY, IF WE GO BACK IN WITH A DIVE TEAM AND WE WORK ON PROVIDING A BUNCH OF ADDITIONAL SUPPORT AT EACH EXISTING JOINT ON THAT PIPELINE, IT COSTS A TREMENDOUS AMOUNT OF MONEY AND THE ORDER OF ABOUT $13 MILLION.
SO OUR RECOMMENDATION GOING THROUGH THIS STUDY IS OPTION TWO P TWO B, WHICH IS THE HDPE PIPELINE WITH A PARTIAL REPLACEMENT, ABOUT 1500 FEET OF PIPELINE THAT WOULD BE REPLACED WITH THE NEW PARALLEL LINE.
UM, WE'RE RECOMMENDING THAT BECAUSE FOR THE DUCTILE IRON PARTIAL REPLACEMENT, IT COSTS ABOUT HALF KEEPING IN MIND THAT WE DO NEED THIS TO OPERATE UNTIL 2027.
BUT AT THAT POINT IT BECOMES OBSOLETE.
AND THE CAPACITY REDUCTION THAT YOU GET FOR THIS ALTERNATIVE IS ABOUT 1.3 MGD, LESS THAN A DUCTILE IRON PIPE.
SO WHAT WE'RE REALLY TALKING ABOUT IS DOUBLING THE COST OF THE PROJECT FOR 1.3 MGD OF CAPACITY.
WE DID GO LOOK AT THE EXISTING EASEMENTS FOR THAT UNDERWATER PIPELINE AND DID DETERMINE THAT THERE'S GOING TO BE SOME EASEMENTS THAT WE NEED TO GO BACK AND OBTAIN ADDITIONAL RIGHTS ON THIS PART OF THAT EFFORT.
UH, THE CURRENT PIPELINE EASEMENT ALLOWS FOR JUST ONE PIPELINE.
AND AT THIS POINT THERE'LL BE TWO PIPELINES ON THE LAKE BED FOR A PORTION OF THAT ALIGNMENT.
THE SCHEDULE MOVING FORWARD IS WE ANTICIPATE DESIGN AND PERMITTING TO BE ABOUT NINE MONTHS.
AND BIDDING IS TYPICALLY ABOUT A THREE MONTH PERIOD.
WHEN WE GO THROUGH THE PROJECTS IN PROCUREMENT FOR BCR UA, THE GOOD NEWS ON CONSTRUCTION IS THAT WITH HDPE PIPE, UH, WE ANTICIPATE IN CONSTRUCTION SCHEDULE CLOSER TO NINE MONTHS, IT WOULD BE ON THE ORDER OF ABOUT THREE MONTHS MORE TO DO A DUCTILE IRON PIPE BECAUSE THE LEAD TIME FOR THAT PIPE IS AROUND SIX MONTHS, FOUR TO SIX MONTHS.
AND IT WOULD ADD SIGNIFICANT TIME TO OUR SCHEDULE TO USE A DUCTILE IRON PIPE OPTION INSTEAD OF HDPE.
THERE'S A PHOTOGRAPH HERE IN CASE YOU'RE WONDERING WHAT AN HDPE SUBMARINE PIPE INSTALLATION LOOKS LIKE.
WE DID INSTALL A 42 INCH DIAMETER PIPE FOR CEDAR PARK AND LANDER JUST DOWNSTREAM OF THIS LOCATION BACK IN 2012.
AND, UH, WHAT YOU ACTUALLY DO IS YOU FLOAT THE PIPE INTO PLACE, AND THEN THERE'S LARGE CONCRETE,

BALLAST BLOCKS ON TOP OF IT, AND WE LET THE AIR OUT AND SINK IT.SO IT'S, IT REALLY IS A GOOD SOLUTION FOR A SUBMARINE PIPE INSTALLATION.
AND THEN LASTLY I HAVE ON HERE, UH, FUNDING, WHICH IS AN ITEM THAT KAREN IS GOING TO DISCUSS.

AND THEN THE OTHER THING THAT I'D BE INTERESTED IN IS AS YOU'RE PROPOSING A PARTIAL OPTION, I'D BE CURIOUS WHAT THE PERCENTAGE PROBABILITY IS OF FAILURE IN SOME OF THE PART OF THE LINE.
AND I'M, I'M SURE YOU'VE LOOKED AT THAT.
I'D BE CURIOUS WHAT YOUR COMMENTS ARE.
I'LL SPEAK TO THE SECOND QUESTION FIRST.
SO FOR THE REMAINING PORTION OF THE LINE THAT WE WOULD LEAVE IN SERVICE, THIS IS ALL BALL JOINT PIPE THAT HAS BEEN SUPPORTED BY CONCRETE BLOCKS ON THE LIGHT BED THAT HAVE ALSO BEEN ROCK ANCHORED INTO THE LAKE BED.
AND THEN IT DOES TRANSITION FOR A PORTION OF THAT REMAINING PIPE TO RESTRAIN JOINT PIPE THAT WAS BURIED BECAUSE THE LAKE WAS SO LOW.
AT THAT POINT, THEY'RE ABLE TO TRENCH IT AND DO AN OPEN CUT INSTALLATION.
WE BELIEVE THAT THAT BALL JOINT PIPE, AND THEN THE SUBSEQUENT PORTION OF FULL RESTRAINT ON PIPE IS WELL-SUPPORTED BY DIVE INSPECTION AND REVIEWING THE DESIGN AND INSTALLATION OF THAT PORTION OF PIPE.
THE PORTION OF PIPE THAT WAS OF CONCERN IS WHERE THEY WENT IN AND THEY INSTALLED THESE ALTERNATING JOINTS, OR YOU'VE GOT A REALLY FLEXIBLE JOINT.
AND IN BETWEEN THEM A VERY RIGID JOINT, THAT WAS THE LOCATION WHERE THERE'S REALLY NO MARGIN OF ERROR FOR PIPE SUPPORT.
THE PIPE NEEDED TO BE BEARING ON SOMETHING COMPETENT AND IT'S NOT CURRENTLY.
SO WE BELIEVE IF WE REPLACE THAT PORTION OF THE LINE, THAT THE REMAINDER OF THE LINE THAT'LL STAY IN SERVICE IS RELIABLE AND COULD CONTINUE TO OPERATE GOING ON TO THE OTHER QUESTION, THAT'S A LITTLE BIT MORE COMPLICATED PARTIALLY BECAUSE IS LAKE LEVELS FALL, UH, EACH OF THE CITIES IMPLEMENTS THEIR OWN WATER CONSERVATION PLANS, AND THERE ARE TRIGGERS WHERE YOU MOVE INTO DIFFERENT PHASES OF WATER CONSERVATION, DEPENDING ON THE STORAGE AND LIKE TRAVIS.
AND SO WHAT HAPPENS IS ROUGHLY AROUND AN ELEVATION OF 6 37, UH, THOSE CONSERVATION PLANS KICK IN, AND THERE'S SOME REDUCTIONS IN CAPACITY THAT THE THREE CITIES WOULD ANTICIPATE.
NOW, THE LAST TIME THAT SOMETHING LIKE THIS HAPPENED IN THAT DROUGHT FROM 2011 TO 2015, THERE WERE SOME PRETTY SIGNIFICANT REDUCTIONS IN CITY DEMAND BY CHANGING THE FREQUENCY OF WATERING AND IMPLEMENTING A SOME OTHER REQUIREMENTS.
AND SO THE EXPECTATION IS THAT YOU LOSE CAPACITY WHEN THE LAKE FALLS, YOUR DEMAND IS ALSO REDUCING CORRESPONDINGLY.
ONCE YOU GET BELOW 6 37 AND YOUR WATER CONSERVATION PLANS START TO KICK IN.
AND THE BOOK, CONVERSELY THOUGH, IF, IF LAKE LEVELS STAYED AT GOOD LEVELS, RIGHT AT 6 81, OR IN THAT AREA, MAYBE I DIDN'T ASK MY QUESTION CORRECTLY.
ARE WE TAKING ALL 37? MTDS? I MEAN, ARE WE, YOU KNOW, OR IS IT ALL BEING USED? DOES THAT MAKE SENSE? ARE ESTIMATES BASED ON THE COLLECTIVE DEMAND OF THE THREE CITIES RIGHT NOW, IS THAT WHEN YOU'RE NOT UNDER SOME PHASE OF, UH, WATERING RESTRICTIONS OR CONSERVATION PLANNING FROM LOW LIGHT LEVELS THAT IMPLEMENTING THE PHASE ONE D EXPANSION SHOULD GET YOU UP TO THE 2027 TIMELINE WHEN PHASE TWO COMES ONLINE, WHAT WILL HAPPEN IN 2027? NOT PART OF THE PHASE TWO CONTRACT IS THAT THERE IS A SUBSEQUENT PLANT EXPANSION THAT ALSO COMES ONLINE IS A SEPARATE PROJECT AT THAT SAME TIME THAT WILL BOOST THE OVERALL CAPACITY OF THE B SHARE UAA SYSTEM, BUT INDEPENDENTLY THE THREE CITIES MAINTAIN THEIR WATER DEMAND FORECAST.
AND WHAT IS A LITTLE BIT DIFFICULT ANSWERING THAT QUESTION RIGHT NOW IS THAT I BELIEVE THAT THOSE DEMAND FORECAST ARE REALLY FLUID WITH THE WAY THAT GROWTH IS OCCURRING RIGHT NOW.
SO, UH, UPDATING THOSE, THEY TEND TO CHANGE, UH, NEARLY ON A MONTHLY BASIS, DEPENDING ON HOW THE CITY'S GROWTH IS EACH OF THE THREE CITIES GROWTH, UH, LOOKS PROJECTED FOR.
AND THEN MY LAST QUESTION IS, DO WE HAVE AN YEAR TO DATE WHAT WE HAVE PAID FOR REPAIR OF THE BRAKE? THAT'S BEEN A YEAR OLD.

UM, IT WAS ORIGINALLY PLANNED TO BE COMPLETED AT THE SAME TIME AS THE PHASE TWO DEEP WATER INTAKE IN 2027, BUT BECAUSE OF INCREASING WATER DEMANDS, UH, PARTICULARLY FOR LEANDER, UM, WE ARE, UM, PROPOSING TONIGHT TO GO AHEAD AND MOVE FORWARD WITH THE DESIGN OF THE PHASE ONE D EXPANSION AND THE OPERATING COMMITTEE DELIBERATED ON THIS FOR, UM, UM, A LONG TIME, UH, SEVERAL MONTHS WE'VE TALKED ABOUT THIS AND ALL THE THREE CITIES ARE READY TO RECOMMEND TO THE BOARD THAT WE'VE MOVED FORWARD WITH THE DESIGN.
WE ALREADY HAD THE FUNDING FOR IT, UM, IN THE 2018, UM, SWIFT LOAN THAT WAS APPLIED FOR, AND IT WOULD JUST BE ACCELERATING THAT SCHEDULE.
SO THE BOARD WILL CONSIDER AUTHORIZING A CONTRACT, UH, WITH WALKER PARTNERS TO DESIGN THE WATER TREATMENT PLANT EXPANSION LATER IN THE AGENDA.
HOWEVER, TO PROCEED WITH CONSTRUCTION OF THE PHASE ONE D EXPANSION, THE BOARD IN ALL THREE CITY COUNCILS NEED TO APPROVE, UM, AN AMENDMENT TO THE MASTER CONTRACT.
SO THIS BOARD ITEM, THE SIXTH AMENDMENT ADDS THIS AUTHORIZATION.

I APPRECIATE ALL THE WORK THAT OSI DOES THROUGHOUT THE YEAR, AND CERTAINLY CARING WHAT YOU DO TO HELP US KEEP US UNDER, KEEP US ON IN LINE.

SO THE SUN DIRECTOR, JASON ANDERSON, I JUST WANTED TO SAY HOW MUCH I'VE ENJOYED SERVING THE CITY OF LEANDER OVER THE PAST YEAR.
AND, UH, AND BEFORE THAT, AND APPRECIATE THAT TRUST IN WORKING WITH Y'ALL IS REALLY WONDERFUL.
I THINK THIS IS A REALLY GREAT BOARD OF DIRECTOR DIRECTORS, AND I APPRECIATE ALL THE WORK THAT THE STAFF AND THE THREE CITIES DO FOR BCR UA AND LOOK FORWARD TO NEXT YEAR AND A MERRY CHRISTMAS AND HAPPY NEW YEAR AND ALL THAT.
