UH, BUT I'VE ALSO SEEN THE RESIDENTS AND COUNCIL STRUGGLE WITH ONE THING AND THAT'S CAP METRO.
UH, I BY TRADE AM A SWIM TEACHER, BUT I'M ALSO AN UBER AND LYFT DRIVER AND I SEE EVERY DAY HOW MUCH TRAFFIC IS ON THE ROADS, HOW MUCH DANGER THE TRAFFIC IS.
I SEE JUST, YOU KNOW, COUNTLESS, UH, DISTRACTED DRIVERS AND, YOU KNOW, PEOPLE WHO ARE DOING OTHER THINGS BESIDES DRIVING A CAR.
UM, AND I'VE ALSO USED THE, UH, CAP METRO SYSTEM, THE TRAIL RAINS RAIL SYSTEM ABOUT SEVEN TIMES SINCE I'VE BEEN HERE.
UM, I THINK THAT WE KIND OF PUT THE CART BEFORE THE HORSE A LITTLE BIT ON THIS 2% SALES TAX.
I THINK, UH, WE NEED TO LET THE VOTERS DECIDE WHETHER THEY WANT TO HAVE CAP METRO FIRST, BEFORE WE SAY, OKAY, LET'S ALREADY ALLOCATE THE MONEY, EVEN THOUGH WE DON'T REALLY HAVE IT.
UM, I BELIEVE THAT THE PEOPLE OF THIS CITY IN THE FUTURE ARE GOING TO LOOK TOWARDS CAP METRO ON THE RAIL LINE TO CONNECT THEM TO THE AIRPORT, TO CONNECT THEM TO DOWNTOWN MORE, TO GET CONNECT THEM TO ALL THE POINTS OF AUSTIN BECAUSE AUSTIN HAS GONE FORWARD WITH PROJECT CONNECT.
I THINK THAT'S GOING TO BENEFIT US IN INCREDIBLY WELL.
UM, I PICKED UP A FARE THIS MORNING AND IT COSTS THEM $60 TO GET TO DOWNTOWN, YOU KNOW, CAP METRO SEVEN 50 A DAY TO RIDE.
AND YES, WE'VE SEEN A DOWN A DOWNTURN IN RIDERSHIP SINCE THE PANDEMIC, BUT WE'VE SEEN A DOWNTURN IN BAR ATTENDANCE.
WE'VE SEEN A DOWNTURN AND UH, SPORTING EVENTS, ATTENDANCE.
WE SENT IT DOWN TO THERE AND EVERYTHING.
AND I DON'T THINK WE CAN GO FORWARD AND USE ONE MONTH OF STUDY DURING THE PANDEMIC TO DECIDE WHETHER WE'RE GOING TO GET RID OF CAP METRO OR NOT, OR WHETHER IT'S VALUABLE.
WE HAVE TO GO FOR, WHAT'S BEEN PREVIOUSLY SEEN IN CAP METRO, WHICH IS A RISE, A STEADY INCREASE IN USAGE.
I JUST BELIEVE THAT IN THE FUTURE, OUR PEOPLE OF LEANDER ARE GOING TO BENEFIT FROM OUR WALK IN OUR WALLETS TO NOT HAVE TO PAY, YOU KNOW, AN AVERAGE OF 37 TO $85 TO GET DOWNTOWN OR 45 TO $101 TO GET TO THE AIRPORT.
I MEAN, YEAH, THIS IS, UH, YOU KNOW, THE, THE, THE PROJECT IS A BIG PROJECT.
IT'S GOING TO TAKE 13 YEARS, BUT THANK YOU.

AND THEN WE'LL HAVE TO RELY ON THE INFORMATIONAL PACKETS AND WEBSITE TO EXPLAIN TO THE VOTERS WHAT THAT MEANS AND WHAT THE OPTIONS WITH THE OPTIONS FOR USE ARE MIAMI ON THE BALLOT LANGUAGE ITSELF.
THERE IS USUALLY A DESCRIPTION THAT'S INCLUDED EVEN WHILE THE VOTER IS VOTING.

UM, THIS IS THE TRAFFIC SIGNAL VOLUMES CURRENTLY AT RONALD REAGAN AND HERO WAY.
UM, A LOT OF TRAFFIC ALONG RONALD REAGAN, THE TRAFFIC ALONG HERO WAY IN THE LEFT TURNING MOVEMENT.
TRAFFIC DOES EXPERIENCE A GOOD BIT OF DELAY CURRENTLY BECAUSE OF THE TRAFFIC VOLUME ALONG RONALD REAGAN.
UM, AND WE DO SEE A HISTORY OF CRASHES IN THE AREA.
WE'D LOOKED BACK IN THREE YEARS OF TECH STOCKS, CRASH RECORD DATABASE FOUND ONE FATAL CRASH, 37 IN TOTAL.
UM, I THINK A LITTLE NORTH OF 40% OF THESE CRASHES HAD, UM, SOME POSSIBLE INJURY OR MORE.
UM, AND SO TAKING ALL OF THOSE THINGS INTO CONSIDERATION, WE WANTED TO FIND ALTERNATIVES THAT WOULD IMPROVE SAFETY AND MINIMIZE DELAY IMPACTS ALTERNATIVE.
ONE OF THE THREE THAT WE CONSIDERED WAS A TRAFFIC SIGNAL, A TRADITIONAL TRAFFIC SIGNAL, LIKE YOU DRIVE THROUGH, UM, ALL THE TIME HERE IN THE CITY OF LEANDER.
UM, IT REMOVES A LOT OF THE CONFLICT OR PROTECTS A LOT OF THE CONFLICT SO THAT YOU'RE GOING TO MITIGATE A LOT OF THE ANGLE CRASHES.
A LOT OF THE SEVERE CRASHES THAT HAVE BEEN SEEN IN THE PAST THREE YEARS AT THIS INTERSECTION.
UM, BUT IT DOES, UM, HAVE A BIT MORE DELAY THAN THE OTHER TWO ALTERNATIVES.
AND WE'LL TALK ABOUT HOW WE EVALUATE THOSE ALTOGETHER IN A MOMENT.
UM, THIS IS A VIEW OF THE MODEL THAT WE USE TO SIMULATE THAT TRAFFIC, UM, AND EVALUATE ITS DELAY.
THE SECOND OPTION IS A CONTINUOUS GREEN TEA OPTION.
SO SIM IT'S VERY SIMILAR TO THE TRADITIONAL TRAFFIC SIGNAL, UM, WITH ONE MAJOR DIFFERENCE.
SO IF YOU'RE TRAVELING EASTBOUND ALONG, UM, HERO WAY AND YOU WANT TO TURN LEFT TO GO NORTH ON RONALD REAGAN,

ALTERNATIVE THREE WAS A MICHIGAN LEFT TURN MODEL.
SO SOME PRETTY MAJOR DIFFERENCES HERE FROM YOUR TRADITIONAL TRAFFIC SIGNAL.
UM, SO LOOKING HERE AT YOUR WHERE THE INTERSECTION IS CURRENTLY, THAT WOULD MEDIAN WOULD BE CLOSED ALL TURNING TRAFFIC FROM HERO WAY.
IF YOU WANTED TO TURN LEFT AND GO NORTH ON RONALD REAGAN, YOU WOULD ACTUALLY MAKE A RIGHT TURN, COME DOWN TO ANOTHER MEETING, A NEW MEETING OPENING THAT WOULD NEED TO BE CONSTRUCTED AND MAKE A U-TURN.
SIMILARLY, IF YOU WERE GOING NORTHBOUND ON RONALD REAGAN WANTED TO TURN LEFT ON HERO WAY, YOU WOULD GO PASS THE INTERSECTION, MAKE A U-TURN AT THIS SMALL SIGNAL HERE AND THEN MAKE A RIGHT TURN.
UH, IT'S THE SAFEST OPTION BECAUSE IT REMOVES A LOT OF THOSE LEFT TURN, CONFLICTING POINTS.
THERE'S LESS LIKELIHOOD OF A MISTAKE.
UM, AND IT DOES IMPROVE DELAY, BUT OBVIOUSLY YOU CAN SEE IT HAS A LARGE IMPACT TO, UM, ALL OF THE PAVEMENT IN THE AREA AND WOULD BE MORE OF WHAT THE IMPACT OF RIGHT AWAY, UTILITIES AND THINGS AS WELL.
SO LOOKING AT THE COST BENEFIT ANALYSIS, TAKING A LOOK AT THE PLANNING LEVEL COSTS FOR EACH OF THOSE THREE SCENARIOS, ALTERNATIVE ONE, THE TRADITIONAL TRAFFIC SIGNAL IS $543,000.
THE LEAST OF THE THREE OPTIONS, THE CONTINUOUS SCREEN T IS HIGHER BECAUSE THERE'S MORE PAVEMENT IMPACTS.
UM, AND THEN THE MICHIGAN LEFT ALTERNATIVE IS THE HIGHEST COST BECAUSE A LOT OF DEMOLITION AND RESTORATION, YOU KNOW, NEW MEDIAN CUTS WOULD BE A LARGE PROJECT FOR SURE TO SEE HOW THE DELAY WOULD BE IMPACTED BY THOSE THREE, UM, ALTERNATIVES INTO CAN DO THE BENEFIT SIDE OF THE COST BENEFIT ANALYSIS.
WE PROJECTED 20 YEARS INTO THE FUTURE AND SAID, ALL RIGHT, WHAT WOULD THE DELAYS SAVINGS LOOK LIKE COMPARED TO WHAT THE CURRENT DELAY IS FOR EACH THREE ALTERNATIVES? WE ALSO LOOKED AT THE CRASH BENEFIT FOR THE ANTICIPATED CRASHES THAT WOULD BE MITIGATED BY EACH OF THE ALTERNATIVES AND WEIGHED THOSE IN A SCORECARD WITHIN THIS SCORECARD.
YOU'LL SEE, ALTERNATIVE ONE, THE TRADITIONAL TRAFFIC SIGNAL TWO IS THE GREEN TEA, AND THREE IS THE, UM, MEDIAN OR SORRY, THE MICHIGAN LEFT TURN.
UM, WE LOOKED AT DOING ALL KINDS OF THINGS WITH THE POINTER NOW, BUT IF YOU LOOK AT THE RIGHT OF WAY, IMPACT SCORE, UTILITY IMPACT SCORE, WE LOOKED AT SOME QUALITATIVE KIND OF SCORING METRICS AS WELL TO HOW THOSE WOULD BE IMPACTED BY EACH ALTERNATIVE.

SO IT PROVIDES A SAFETY BENEFIT UP BASED ON COMPARISON TO ITS CURRENT SITUATION OUT THERE ON THE SIGNALIZED.
UM, IT'S THE LEAST CHALLENGE AND IMPLEMENTS THE LEAST IMPACT TO THE RIGHT OF WAY.
IT'S THE LEAST COST IS GOING TO PROVIDE THE HIGHEST COST BENEFIT RATIO OF THE THREE ALTERNATIVES.

IS THAT THE ONLY ALTERNATIVE ACCOUNTING FOR ALRIGHT, NO.

SO WHAT WE'RE REQUESTING AT THIS POINT IN TIME WITH, UH, UTILIZING FUNDS FROM THE, UH, PARKLAND DEDICATION FUND, APPROXIMATELY $360,333 WOULD BRING US UP TO 840,000.
THIS WOULD ALLOW US TO ENCUMBER THE CONTRACT AMOUNT FOR 750,000 PLUS ALTERNATE NUMBER TO 90,000, WHICH WOULD ALLOW US TO BRING UP THE PUTTING GREENS UP TO LPGA STANDARDS.
AND SO WHAT WE'RE REQUESTING AT THIS POINT IN TIME IS THE APPROVAL FOR US TO, SORRY.
CAN YOU CLARIFY THAT LAST POINT THOUGH? LIKE ALL THE PUTTING GREENS OR THIS IS JUST THE TWO POINTS RIGHT THERE, JASON TO THE CHIPPING GREENS ARE NEXT TO THE DRIVING RANGE.

UM, SO WE DON'T THINK THERE WOULD BE A WHOLE LOT OF DIFFERENCE IN THIS, IN THIS PROJECT.
MIGHT I ADD TO THAT PLEASE? SURE, ABSOLUTELY.
MINDFULNESS IS WHAT I'D LIKE TO ADD IS THAT WITHIN THESE LAST TWO YEARS, WE HAVE SEEN UNPRECEDENTED INCREASES IN CONSTRUCTION, COST OF MATERIALS.
UH, WE HAVE A COUPLE OTHER PROJECTS THAT ARE GOING OUT FOR BID REBATE.
I SHOULD SAY, I DO WORRY ABOUT THESE PROJECTS AND I DON'T WANT TO LISTEN TO DISCUSS THEM HERE AT THIS POINT IN TIME.
BUT IF WE WERE TO REBID, I FEEL STRONGLY THAT WE WOULD ACTUALLY SEE HIGHER NUMBERS AS THIS INFLATION CONTINUES SPECIFICALLY HERE IN CENTRAL TEXAS.
WE FEAR THAT THOSE COSTS WOULD INCREASE.
MAYBE THIS IS A POLISH PROJECT TO WAIT TILL THE MARKET CORRECTION, BECAUSE WE KNOW IT'S NOT GONNA SUSTAIN THIS.
WE KNOW THAT BUBBLE WILL BURST EVENTUALLY.
AND THIS INFLATION, I MEAN, SOMEBODY WILL FIX THE INFLATION.
IT MAY TAKE YEARS, BUT THIS IS ONE OF THE PROJECTS.
