THAT ALL OCCUPATIONS ARE PRESENT, WHICH BRINGS US TO ITEM THREE.[3. Director’s report to the Planning & Zoning Commission on actions taken by the City Council at the January 27, 2017 meeting]
THIS IS GRIFFIN DIRECTOR'S REPORT.UM, I'M REPORTING ON ACTION TAKEN BY THE CITY COUNCIL AT THEIR PREVIOUS MEETING.
UM, THEIR MEETING WAS SCHEDULED FOR FEBRUARY 3RD AND DUE TO INCLEMENT WEATHER.
IT WAS RESCHEDULED TO MONDAY, SO THAT MEANT ALL OF OUR PUBLIC HEARINGS HAD TO BE RESCHEDULED AND WE HAD TO POST A NEW NOTICE.
SO THEY'VE ALL BEEN DELAYED TO MARCH 3RD, SO I'LL HAVE A BETTER REPORT.
UM, NEXT TIME WE ALSO WILL HAVE, UM, ANOTHER MEETING WITH THE, UH, ROADWAY IMPACT FEE CONSULTANT NEXT NEXT MEETING.
UM, AND THEY'RE GOING TO PROVIDE US, UH, SOME MORE FUN INFORMATION TO READ AND LEARN ABOUT.
UM, IT WILL BE STARTING AT SEVEN O'CLOCK AND WE'RE WORKING TO SCHEDULE A STAKEHOLDER MEETING IN MARCH, UM, TO INVITE THE HBA DEVELOPERS, ENGINEERS TO ATTEND.
AND IT'S SOMETHING THAT, UM, WE WOULD LIKE FOR THE COMMISSION TO PARTICIPATE IN AS WELL SINCE Y'ALL ARE THE CAC, BUT IT'S NOT REQUIRED.
[4. Review of meeting protocol.]
REVIEW, THE MEETING PROTOCOL ON THE WALL.THERE IS THE PROTOCOL FOR WISHING TO SPEAK ON AN ITEM THAT IS NOT ON THE AGENDA.
IF YOU WISH TO SPEAK ON AN ITEM, THAT'S NOT ON THE AGENDA.
WELL, THEY ASK YOU TO FILL OUT A CARD AND YOU'LL HAVE THREE MINUTES.
[ CONSENT AGENDA: ACTION]
ITEM SIX, THE CONSENT AGENDA, SIX, SEVEN, AND EIGHT.I WILL ENTERTAIN A MOTION ON THE CONSENT AGENDA AT THIS TIME.
I HAVE A MOTION TO APPROVE FROM VICE CHAIRMAN.
SECOND, I HAVE A SECOND FROM COMMISSIONER CARPENTER WITH HER COMMISSIONER.
OH, IT WAS NOT COMMISSIONER CARTER, COMMISSIONER HAMPTON.
UM, ALL IN FAVOR OPPOSED CARRIES UNANIMOUSLY.

CONDUCT, A PUBLIC HEARING REGARDING SUBDIVISION CASE 21, CPA 0 1 7 TO ADOPT A GREEN LIGHT VILLAGE CONCEPT PLAN ON TWO PARCELS OF LAND, APPROXIMATELY 14.02 PLUS OR MINUS ACRES IN SIZE.MORE PARTICULARLY PARTICULARLY DESCRIBED BY LAMPSON COUNTY.
APPRAISAL DISTRICT ARE 0 3 1 3 8 6 R 0 3 1 3 8 7.
GENERALLY LOCATED ON THE SOUTH SIDE OF HERO WAY WEST EAST OF NORTH BAGHDAD ROAD AND WEST OF BURLEY LANE, LEANDER WILLIAMSON COUNTY, TEXAS STAFF PRESENTATION.
MR. EVENING COMMISSIONERS MICHAEL PLANNING DEPARTMENT.
UH, THIS REQUEST IS THE FIRST STEP IN THE SUBDIVISION PROCESS AND PURSUANT TO SECTION 2, 1 2 0.005 OF THE TEXAS LOCAL GOVERNMENT CODE APPROVAL BY THE MUNICIPALITY IS REQUIRED.
SINCE THE CONCEPT PLAN SATISFIES THE APPLICABLE REGULATIONS WITHOUT REQUESTING ANY VARIANCES.
AND THE APPLICANT IS HERE TO ANSWER ANY QUESTIONS YOU MAY HAVE, AND I'LL BE AVAILABLE FOR QUESTIONS AS WELL.
THAT BRINGS US TO OPENING THE PUBLIC HEARING RIGHT NOW.
WE'LL OPENING THE POLK HEARING WITH ANYONE WISH TO SPEAK UPON THIS ITEM.
I'LL ASK YOU TO STATE YOUR NAME AND ADDRESS FOR THE RECORD.
AND WHEN WE'RE DONE, I'LL ASK YOU IF I HAVE THE CARD SHUT DOWN.
UH, PTMS LIKE A FIREARMS YOU'D HAVE HAPPEN 3 27.
HE WERE AWAY WEST, UM, THIS PROPERTIES BEYOND THE NOTIFICATION REALM, BUT STILL MY NEXT CLOSEST PROPERTY AS FAR PEOPLE ARE GONNA BE MOVING IN.
UM, IT'S NOT MY PROPERTY, SO THEY'RE GOING TO DO WHAT THEY'RE GONNA DO.
Y'ALL GONNA IMPROVE WHAT YOU'RE GOING TO APPROVE, BUT I JUST A COUPLE OF THINGS I WANT TO TOUCH ON MAY OR MAY NOT THOUGHT ABOUT IT.
UM, THIS PROPERTY BACKS UP TO THE HEADWATERS OF BRUSHY CREEK.
I WANT TO MAKE SURE THOSE LANDS ARE PROTECTED.
I DON'T WANT TO WE'RE IN THE CITY ALREADY HAVE THAT HAS A LOT OF PUBLICITY.
IT DOESN'T NEED A WATER ISSUE DOWN THE STREAM, SOMEBODY GETTING PINK EYE, ET CETERA, ET CETERA.
SO I'M KIND OF WANTING TO FOCUS ON THAT ALSO.
UM, THE CONCERN WAS THE ROAD ITSELF PROPER.
WHAT'S THE FORETHOUGHT ON THAT? AS FAR AS THE INTERSECTION, I FORESEE LIGHTS, STUFF LIKE THAT COMING IN THE FUTURE.
I DON'T KNOW IF THAT'S SOMETHING THAT Y'ALL HAVE THOUGHT ABOUT, I'M SURE IT HAS.
UM, BUT THAT WOULD NECESSARILY LIKE YOU HAVE THE TRAFFIC, THERE WOULD TURN, HE WENT AWAY TO A TWO LANE, RIGHT IN FRONT, ALSO SUBJECT OF, UH, COMMERCIAL VERSUS RESIDENTIAL.
AT ONE POINT, THERE WAS HESITANCE AT THE BEGINNING ABOUT PUTTING COMMERCIAL.
UM, BUT NOW IT'S 100% COMMERCIAL OR SORRY, RESIDENTIAL AT THIS POINT ON PHASE ONE PHASE TWO'S COMMERCIAL.
IT'S GOING TO LOOK EXACTLY LIKE THE PROPERTY ACROSS THE STREET RESIDENTS IN THE BACK OPEN LINE IN THE FRONT, NOTHING GOING ON.
THAT'S NOT THE ISSUE, WHAT WE HAVE RIGHT
[00:05:01]
NOW.WE ALL KNOW WHAT PEOPLE ARE GOING TO BE RUNNING FOR IN THE COUPLE OF NEXT COUPLE OF MONTHS.
DO YOU KNOW, APPROVE WHAT YOU'RE GOING TO APPROVE, BUT JUST KIND OF HAVE SOME FUTURE THOUGHT ON THIS.
WHAT IT'S GOING TO LOOK LIKE DESIGN WISE, RESILIENCY WISE, YOU KNOW, IT'S A NICE LITTLE CREEK THAT IT'S A HEADWATERS IT'S WHAT'S THAT? I DON'T REMEMBER THE NAME OF THE TRIBE, BUT SUPPOSEDLY THERE WAS NATIVE AMERICANS IN THIS AREA AND THEY CALLED THIS LAND OF THE GOOD WATER IT'S BECAUSE THIS IS WHERE IT STARTS.
BRUSHY CREEK RUNS TOWARDS THE BRAZOS.
SO THE CLOSED FARMERS FROM HERE, MYSELF INCLUDED ALL THE WAY TO THE COAST, USE THESE WATERS.
SO IT KIND OF IN TO MAKE SURE THAT WE'RE NOT DOING ANYTHING TO DISTURB THIS MORE SO THAN PROJECTS HAVE BEEN IMPROVED IN THE PAST, BUT YEAH, IT'S PRETTY MUCH IT JUST, I LIVE RIGHT THERE.
I WANT TO MAKE SURE THAT ROAD STAYS REALLY THOROUGH.
LET'S KEEP IT A FOUR LANE ROAD.
BUT YOU KNOW, WHEN YOU HAVE THAT METRO RAIL, THE TRAIN FUTURE HIGHWAY COMING IN DOWN HERE AWAY, THAT'S A LOT OF TRAFFIC COMING THERE TO KIND OF NARROW IT DOWN.
SO I SEE WHAT ARE WE, WHAT ARE WE THINKING? THERE IS REALLY WHAT I WANT TO SEE IF Y'ALL CAN ADDRESS IT, KIND OF GIVE SOME FORESIGHT.
ANYBODY ELSE WISHING TO SPEAK ON THIS ITEM? HAVING NOT ARE CLOSE THE PUBLIC HEARING AND OPEN DISCUSSION.
I'M KIND OF DISAPPOINTED THAT THEY'RE STARTING PHASE ONE WITH THE RESIDENTIAL AND COMMERCIAL LEXI AND THE OTHER WAY AROUND.
UM, BUT THAT'S NOT SOMETHING WE COMMISSIONER MAN.
NO, AND IT, AND IT TOOK ME A FEW SECONDS TO, TO WRAP MY HEAD AROUND THE COMMERCIAL VERSUS THE RESIDENTIAL AS WELL, BECAUSE THE COMMERCIAL WAS RIGHT THERE, ALONG HERE AWAY.
AND THE RESIDENTIAL IS IN THE BACK.
SO I'M NOT A DEVELOPER AND KNOW WHICH SHOULD GO FIRST OR NOT.
UM, BUT YOU KNOW, I MEAN IT'S STILL DESIGNED AND PLANTED AS THEY, AS THEY, UM, THE CONCEPT PLAN COMPLIES WITH WHAT THEY CAME THROUGH AND GOT APPROVED FOR THE ZONING.
SO I HAVE NO QUESTIONS, NO ISSUES, COMMISSIONER MOSS.
UM, NEXT QUESTION IS IN REFERENCE TO, UM, WHAT THIS GENTLEMEN WAS JUST TALKING ABOUT, UH, ABOUT THE HAT, WATER, BRUSHY CREEK, UH, WHAT IS GOING TO BE GOING ON WITH THAT? CAUSE THIS WAS PROBABLY VOTED ON BEFORE I GOT ON THE BOARD OR I JUST, NO, IT WASN'T THAT IT WAS SO, SO THAT WOULD BE A QUESTION FOR, FOR STAFF.
UM, SO RIGHT NOW, UH, THIS IS JUST THE CONCEPT PLAN, BUT WHEN WE GET TO THE PRELIMINARY PLAT STAGE, UH, WHICH WOULD BE THE NEXT ONE, THAT'S WHERE THEY'LL HAVE TO IDENTIFY LIKE ANY OF THE DRAINAGE AND THINGS LIKE THAT.
IF THEY DO PLAN TO DEVELOP NEAR, UH, THE FLOOD PLAIN, UM, WE HAVE A FLOOD PLAIN DEVELOPMENT PERMIT.
UH, SO THAT WILL BE A SEPARATE REVIEW OR THEY'RE GOING TO HAVE TO, YOU KNOW, UH, COMPLY WITH LIKE ALL OTHER TYPES OF FEMA REQUIREMENTS OR TCE QUICK QUEUE OR SOMETHING, ANYTHING LIKE THAT.
THAT WAS MY QUESTION, MR. HAMPTON, EVEN THOUGH THIS IS A CONCEPT PLAN, I WAS WONDERING FOR THE APPLICANT, IF 50 TOWNHOMES WERE IDEAL OR DO YOU, DO YOU CONSIDER LESS? YEAH, THIS IS AWESOME TODAY.
I'M THE ENGINEER ON THIS JOB? YES, SIR.
THERE, THE, THIS WAS A GRID UNDER THE, DURING THE JOINING APPROVAL.
WE ACTUALLY REDUCE IT FROM THE, WHAT CITY ALLOWED.
SO I THINK, UH, , WE, WE AGREED ON NINE, SO WE ARE, IT'S ALREADY BEEN REDUCED AND UH, REGARDING THE FLOOD PLAIN CONCERN, UH, WE'RE NOT GOING TO TOUCH ANYTHING ON THE FLOOD, PLAIN AS A DEVELOPMENT.
LIKE WE WANT TO LEAVE THAT NATURAL SO THE RESIDENTS CAN ENJOY THAT, UH, THE VIEWS AND GOOD IN BED.
THANK YOU, COMMISSIONER CARPENTER WITH THIS, UH, ZONING LIKE THIS, ARE THEY HELD TO 50 AT THAT POINT OR, OR THERE'S NO WAY THAT THEY CAN BUILD MORE THAN 50? IS THERE, UH, NO, THEY WOULD BE HELD TO 50.
THEY COULD BUILD LESS IF THEY WANT IT TO.
UM, I GUESS I WOULD ECHO COMMISSIONER MAYS.
SO WE, WE WERE DEVELOPING THAT WHOLE AREA ALONG THERE AND EVERYTHING
[00:10:01]
UP ON THE FRONT AND THAT'S FRONTED TO HERO IS EMPTY AND ALL THE BACKS HAVE APARTMENTS ON THEM AND HOUSING ON THEM.AND WE DON'T NOW IN THIS PARTICULAR CASE, WE DON'T EVEN KNOW WHAT KIND OF A ROAD GOING IN OR OUT OF THERE THERE'S GOING TO BE, BUT I'M SURE IT'LL CONFORM AND ALL THAT IT'S HOME.
THAT'S IT COMMISSIONER LYNCH IT.
I WAS GLAD TO HEAR THE APPLICANT SAY HE WAS GOING TO LEAVE THAT AREA NEAR THE CREEK, UH, NATURAL.
SO THAT ADDRESSES THAT CONCERN.
AS FAR AS I'M CONCERNED, THE CONCEPT PLAN MEETS THE REQUIREMENTS OF THE ZONING.
SO I DON'T HAVE ANY OTHER QUESTIONS.
I HAVE NO FURTHER QUESTIONS EITHER.
IT'S WHAT THEY GOT WHEN THEY CAME BEFORE US FOR ZONING.
SO, UM, THIS IS AN ACTION ITEM.
I'LL MOTION TO APPROVE, HAVE A MOTION TO APPROVE THE SECOND MOTION AND MOTION APPROVED BY VICE CHAIRMAN AND A SECOND BY COMMISSIONER MOSS.
ALL THOSE IN FAVOR OPPOSED MOTION CARRIES UNANIMOUSLY WITH THAT.
