SO I WENT UPON MYSELF, TOOK MEASUREMENTS, RIGHT FROM CREDIT HOLE TO CREDIT HOLE.

IT'S LIKE AROUND 19 FEET.

SO YOUR NORMAL CAR IS AROUND SEVEN TO EIGHT FEET.

SO THAT'S NORMAL MATH RIGHT THERE, YOU KNOW, BETWEEN THOSE TWO, TRYING TO SQUEEZE IN DOING, YOU KNOW, THAT 30 MILE AN HOUR ZONE IS OFF, YOU KNOW, THE SCHOOL'S ZONE.

SO LEANDER FFA HAS 269 STUDENTS THAT ARE SERVED IN THE PATHWAYS OF AGRICULTURE, MECHANICS, ANIMAL SCIENCE AND PLANT SCIENCE.

FFA IS A YOUTH ORGANIZATION THAT MAKES A POSITIVE DIFFERENCE IN THE LIVES OF STUDENTS BY DEVELOPING THEIR POTENTIAL FOR PREMIER LEADERSHIP, PERSONAL GROWTH AND CAREER SUCCESS.

THROUGH AGRICULTURAL EDUCATION, THE STUDENTS ARE ACTIVE IN LEADERSHIP ACTIVITIES ON THE LOCAL CHAPTER LEVEL, THROUGH ACTIVITIES ON THE STATE LEVEL, STUDENTS ATTENDED LEADERSHIP CAMPS, LEADERSHIP CONFERENCES, AND WORK TOGETHER TO DEVELOP AND GUIDE THE LEANDER FFA CHAPTER LEANDER FFA STUDENTS PARTICIPATE IN THE LEADERSHIP DEVELOPMENT EVENTS, CONTESTS, CAREER DEVELOPMENT CONTEST, SPEAKING DEVELOPMENT CONTEXTS AND LIVESTOCK SHOWS, PROJECT SHOWS AND AGRISCIENCE FAIRS.

LEANDER FFA OFFERS STUDENTS THE OPPORTUNITY TO ACHIEVE INDUSTRY BASED CERTIFICATIONS FROM THE TEXAS VETERINARY MEDICAL ASSOCIATION AS LEVEL ONE CERTIFIED VETERINARY ASSISTANTS, THE TEXAS STATE FLORAL ASSOCIATION WITH A LEVEL ONE KNOWLEDGE BASE CERTIFICATION AND A LEVEL TWO PRACTICAL HANDS-ON CERTIFICATION AND AN AMERICAN WELDING SENSE.

UM, BUT THE FUTURE LOO USE ALLOWS FARS HOOKAH LOUNGES, LIQUOR STORES, MANUFACTURED HOME SITES, RV TRAILER, AND BOAT STORAGE, CREMATORY AT EVOLVING ANIMAL BOARDING

THE ACREAGE PARCELS THAT ARE ADJACENT TO THESE POSSIBLE USES ARE NOT ESTATE BOTS.

SO, UM, THE NEW COMMUNITY PLANNING, THEY HAVE BUZZWORDS IN IT LIKE WALK, BIKE SCORES, UH, COWORKING SPACES, ZERO COMMUTE, UH, LIVE WORK PLAY.

SO WE HAVE TO FIND DEVELOPMENT ORDINANCES THAT ENCOURAGE US TO DESIGN OUR CITIES, TO HAVE SPRINKLES OF LOCAL SERVICE WITHIN WALKING DISTANCE, TO ENGAGE WITH EACH OTHER AS DANGEROUS IN A CITY.

WE HAVE SMART CODES THAT RECOGNIZE THAT INDUSTRIAL AND RIBS OF RESIDENTIAL USE REQUIRE A TRANSITION THAT TRANSITIONAL LAND USE PROVIDES FOR LOCAL OFFICE AND LOCAL BUSINESSES USE ALONG RESIDENTIAL.

SO WE DIDN'T KNOW THAT THERE WAS A MEETING, UH, WHERE GENERALLY, UH, CONCERN ABOUT THE FUTURE USE MAP AND THE DECISIONS CHANGE THE TRANSITIONAL USE TO NEIGHBORHOOD USED WITHOUT, UH, OUR INVOLVEMENT, OUR KNOWLEDGE RECENTLY, WE FOUND OUT THAT THE PROPERTY NEXT DOOR WAS REZONED AS INDUSTRIAL USE.

WE HAD BEEN ACTIVE IN THE COMPREHENSIVE PLAN AND ATTENDED THE MEETINGS AND, UH, AND VOICED OUR OPINIONS.

SO WE'RE DISAPPOINTED WITH THE RESULTS AFTER REVIEWING THE INDUSTRIAL USE USES ALLOWED ON THIS PARCEL.

I THINK WE KNOW HORIZON PARK HAS 500 NEW HOMES COMING IN ON THE HORIZON LAKE DEVELOPMENT, TRANSITIONAL SUGGEST FUTURE DEVELOPERS WILL HAVE FAVORABLE CONSIDERATION.

WE'RE TRYING TO BUILD, UH, TOWARDS THE TRANSITIONAL CONDOS, TOWN HOMES, UH, AND LIGHT COMMERCIAL ENVIRONMENT.

UM, AND YET WE WILL DEFEND AGAINST THAT CONTINUOUSLY, UH, AT EACH PLANNING AND ZONING AND IT, YOUR, UH, FAVORABLE LISTENING AT THE COUNCIL.

SO IT WILL TAKE A LOT OF TIME OF US AND Y'ALL, UH, AS WE GO THROUGH THIS FOR THE NEXT SEVERAL YEARS.

SO THAT'S ONE BULLET I'D LIKE TO SAY, SECONDLY, UH, I UNDERSTAND THAT THE LANDOWNERS JUST PREVIOUSLY NOTED ABOUT THEIR SITUATION, UH, BUT YOU KNOW, THEY BOUGHT THEIR LAND A LONG TIME AGO AT A FAIRLY LOW VALUE.

AND THEY'RE LOOKING FOR THE INCREASE OF COMMERCIAL DOLLARS THAT FLOW THEIR WAY.

AND I DON'T FIND THIS AS FAVORABLE AS THE PEOPLE THAT HAVE BOUGHT LAST YEAR HOMES ACROSS THE STREET IN THE HALF A MILLION AND MORE RANGE.

AND YET THEY SEE COMMERCIAL COMING ACROSS THE STREET.

SO I GET THAT EVERYBODY WOULD LOVE TO GET THE MOST DOLLARS FOR THEIR MONEY, BUT I'M MORE WORRIED ABOUT THE PEOPLE THAT PUT THEIR MONEY IN LAST YEAR AND THEREFORE, UH, ARE WORRIED ABOUT THEIR VALUE TODAY.

UM, SECOND WINDOW, THE FUTURE LAND USE MAP IS CRITICAL.

IT'S ALWAYS REFERENCED ON THE ZONING GUIDE WHEN WE'RE AT THE PLANNING AND ZONING MEETING AND IN THE PLANNING AND ZONING RESIDENTIAL AREAS.

UM, WE WOULD LIKE TO REQUEST, OF COURSE, IT GOES BACK TO THE 2015 STANDARD, UH, AND JUST FINALLY ON THE, UM, THE MECHANICS OF HOW THIS WORKS.

I ALSO AGREE THAT THE FUTURE LAND USE, UH, PRESENTATION OF A CHANGE WAS NOT SUBMITTED TO ANY NEIGHBORS.

THEY'RE ALSO, UH, BUILDING AN OFF-SITE WASTEWATER MAIN.

THIS ONE'S BEING OVERSIZED FROM AN EIGHT INCH TO A 12 INCH NEST, THE SAME CONCEPT FOR THE ASKING THE CITY TO PARTICIPATE IN THAT.

UM, THEY'LL GET, UH, REBATES AS OTHER PEOPLE TIE INTO THE LINE.

UM, THEY'RE ASKING FOR TEMPORARY OVERHEAD ELECTRIC LINES.

UM, THIS IS SOMETHING THAT, UH, WOULD OCCUR AS THEY DEVELOP.

UM, AT THE END, IT'LL ALL BE UNDERGROUND, BUT IT ALLOWS THEM TO HAVE THEM AS THEY GO THROUGH THE PROCESS.

THEY ARE ADDING MASONRY REQUIREMENTS TO THE HOMES AND, UM, TYPICALLY THEY WOULD HAVE TO PAY A ROADWAY ADEQUACY FEE FOR THE IMPROVEMENTS TO COUNTY ROAD 1 75.

UM, THEY ARE GOING TO UPGRADE A CULVERT CROSSING AND 1 75 IN LIEU OF PAYING THAT.

SO, UM, JUST AS A REFRESHER, UM, WHAT IS THE PURPOSE OF CERTIFICATES OF OBLIGATION? UH, THAT'S A BIG WORD, BUT THEY ARE SIMILAR TO GENERAL OBLIGATIONS.

THE ONLY DIFFERENCE BETWEEN CERTIFICATES VERSUS GENERAL OBLIGATIONS IS THAT CERTIFICATE CERTIFICATES CAN BE ISSUED BY THE CITY COUNCIL WITHOUT VOTER APPROVAL.

THERE'S A CAVEAT.

AND ONE OF THE REASONS WE HAVE THIS, UM, NOTICE TONIGHT, THE CAVEAT IS IF 5% OR MORE OF THE VOTERS PETITION TO PUT THE CERTIFICATES TO A VOTE, THEN THE COUNCIL WOULD BE REQUIRED TO SUBMIT IT TO THE VOTERS.

SO ABSENT A, THE CITY COUNCIL CAN ACT ON CERTIFICATES OF OBLIGATION.

BUT THE PRIMARY PURPOSE IS TO FUND OUR PORTION OF HERE AWAY EAST EXPANSION, UH, PER THE COUNTY AGREEMENT THAT WAS SIGNED BY THE CITY AND THE COUNTY, UH, LATE LAST YEAR, THE CITY'S COMMITMENT IS $13.9 MILLION.

UH, THE COUNTY IS COORDINATING THAT PROJECT.

AND, UM, SO WE, WE ARE, UM, UH, OBLIGATED TO, TO THAT AMOUNT.

SO THAT'S THE PRIMARY REASON FOR BRINGING, UH, THESE CERTIFICATES TO YOU NOW, THE OTHER PROJECTS, UM, INCLUDE HERITAGE GROVE ROAD.

THE ESTIMATED COST IS 3.2 MILLION.

UH, THE BLOCKHOUSE FARM DEVELOPMENT AGREEMENT, WHICH WAS APPROVED AT YOUR LAST MEETING, $870,000 AND A VARIETY OF TRAFFIC, TRAFFIC, SIGNALIZATION PROJECTS.

WE ESTIMATE THAT $2.2 MILLION COULD ACCOMPLISH THREE, UH, UH, INTERSECTIONS THAT COULD BE SIGNALIZED ITEMS. ONE AND THREE WERE TAUGHT IN, UH, TALKED ABOUT AT THE END OF THE BUDGET PROCESS WHEN, WHEN WE WERE DISCUSSING THE CIP THAT, UH, WE, WHEN WE GOT TO THIS POINT, WE WOULD BE COMING BACK TO YOU WITH RECOMMENDATIONS ON POSSIBLY INCLUDING HERITAGE GROVE ROAD AND, UH, SOME TRAFFIC SIGNAL PROJECTS IN WITH THE, UM, UH, THE CEO FOR HERE AWAY EAST SERIES B, WHICH IS YOUR NEXT ITEM.

THAT'S THE WATER AND WASTEWATER PROJECTS.

PRIMARY PURPOSE OF THOSE CERTIFICATES IS WE HAVE FINAL PAYMENT FOR OUR SHARE OF THE REGIONAL WASTEWATER TREATMENT PLANT EXPANSION THAT'S GOING ON IN, UH, IN ROUND ROCK.

OUR SHARE OF THAT PROJECT IS 42.3%.

AND OUR REMAINING PAYMENT IS 12 POINT ROUGHLY $12.5 MILLION.

SO THAT'S THE PRIMARY REASON TO ISSUE THE CEO'S FOR THAT? YOU MAY RECALL THAT, UH, LAST YEAR WE, WE DID A, A SERIES OF, UH, OBLIGATIONS TO FUND, UH, OUR, UM, TWO OF OUR FIRST THREE PAYMENTS.

THE SECONDARY PROJECTS INCLUDE TWO AT SANDY CREEK WATER TREATMENT, PLANT SLUDGE PROCESSING IMPROVEMENTS, WHICH WAS, UH, UH, IN THE CIP PROGRAM.

UH, THE ESTIMATED COSTS NOW IS $10 MILLION.

UH, ITEM TWO IS THE WASTEWATER OR THE WATER TREATMENT PLANT REDUNDANT TREATMENT, UH, THAT'S $5.8 MILLION.

AND THEN ITEM THREE IS THE RECLAIMED WATER SYSTEM AT THE 2243 SEWER PLANT PHASE TWO PHASE ONE IS, IS INCLUDED AND FUNDED IN THE CURRENT CITY BUDGET.

UM, PHASE TWO WOULD, UM, EXPAND THAT OUT TO THE, UM, UM, THE DELIVERY SYSTEM OUT TO, UH, POTENTIAL PROPERTIES THAT COULD BENEFIT FROM THAT REUSE WATER.

SO THE NEXT QUESTION IS, CAN WE AFFORD IT, UH, WHENEVER I'M ASKED THAT'S THE TECHNICAL ANSWER, IS IT DEPENDS, YOU KNOW, SO WHAT'S THE QUESTION, WHAT'S THE MEANING BEHIND THE QUESTION? CAN WE AFFORD IT SOMETIMES? WHAT PEOPLE MEAN IS, IS THIS GOING TO CAUSE OUR DEBT, UM, TAX RATE TO GO UP? SOMETIMES IT MEANS HOW DO WE COMPARE TO OUR OTHER NEIGHBOR CITIES? AND OTHER TIMES IT MEANS IF WE DO THIS NOW, IS THIS GOING TO MAKE IT MORE DIFFICULT TO DO, UH, ISSUE DEBT IN THE FUTURE FOR OTHER PROJECTS? SO CAN WE AFFORD IT IS A LOADED QUESTION, BUT TYPICALLY THE WAY WE IN THE FINANCE INDUSTRY, UH, MUNICIPAL FINANCE INDUSTRY ANSWERED THAT IS WE LOOK AT WHAT'S CALLED DEBT CAPACITY, UM, WHICH IS ANOTHER WAY OF SAYING HOW MUCH DEBT CAN THE CITY ISSUE AND STAY WITHIN OUR TARGET TAX RATE.

UM, NOW THE TRICK THERE IS YOU GOT TO DECIDE WHAT YOUR TARGET TAX RATE IS, WHICH IS WHAT, UM, Y'ALL GET TO, UH, TO DO.

SO ONCE THAT'S DETERMINED, THEN WE CAN LOOK AT FUTURE GROWTH ASSUMPTIONS, AND THEN WE CAN DO THE MATH AND COME UP WITH WHAT WE THINK, UM, UH, HOW MUCH DEBT THE CITY CAN ISSUE AND STAY WITHIN THAT TARGET TAX RATE.

SO HOW COME UP, HOW MUCH DEBT CAN WE AFFORD FOR SOME OF YOU THAT HAVE BEEN, UH, ON THE COUNCIL FOR A WHILE, YOU'VE HEARD ME TALK ABOUT OUR TARGET TARGET DEBT RATE WOULD BE ONE THIRD DEBT, TWO THIRDS MAINTENANCE AND OPERATIONS, BUT I WANT TO STRESS, LIKE I ALWAYS DO THAT.

THAT IS HIGHLY SUBJECTIVE.

IT'S NOT IN A TEXTBOOK, IT'S NOT SOME INDUSTRY STANDARD, EVERY CITY IS DIFFERENT.

UM, BUT IT IS, IN MY OPINION, IT'S A GOOD BENCHMARK TO KIND OF CHECK WHERE YOU ARE IN YOUR GROWTH AND DECIDE WHERE YOU WANT TO,

IT'S NEEDED TO BUILD STRONG BONES AND MUSCLE.

UM, ALL THE OTHER FEES, NO OFFENSE TO MY NEIGHBOR DEPARTMENTS, THE SALES TAXES AND, AND THE DEVELOPMENT FEES.

THOSE ARE THE CARBS AND THE SUGARS THAT GIVE YOU A LOT OF ENERGY, BUT THEY DON'T LAST.

SO I'M VERY JEALOUS OF WHERE, UH, THE, THE PROPERTY TAX RATE IS SET IN ORDER TO FUND THE DEBT YOU NEED, BUT ALSO TO HAVE SUFFICIENT FUNDS FOR MAINTENANCE AND OPERATIONS OF, OF THE DEPARTMENTS.

HOW DO WE STAND NEXT TO OUR NEIGHBORS? I LOOKED AT THE, OUR NEIGHBORS HAVE RELATIVELY SIMILAR SIZE, EXCEPT AUSTIN IS A LOT BIGGER, BUT IN THE FOUR COUNTY AREA, AND WE'RE AT 37%.

SO KIND OF IN THE MIDDLE, I'M NOT AT THE LOWEST OF OUR NEIGHBORS, BUT CERTAINLY NOT AT THE HIGHEST.

AND THIS IS THE PERCENTAGE THAT THEIR DEBT RATE OUT OF THE TOTAL TAX RATE, THAT'S WHERE WE ARE TODAY.

UM, SO NOW WE LOOK AT, IF THAT'S, WE GOT TO DECIDE THE TARGET TAX RATE, AND I JUST CAME UP WITH THREE OPTIONS.

IT'S REALLY, UH, COLLECTIVELY THE COUNCIL'S DECISION ONCE YOU, UM, YOU KNOW, DISCUSS HOW FAR YOU WANT TO GO, BUT OPTION A, LET'S SAY THE, UH, WE WANT TO INCREASE OUR TARGET RATIO OF DEBT TO OPERATIONS UP TO 40%.

RIGHT NOW WE'RE AT 37%.

LET'S SAY WE INCH IT UP TO 30 TO 40%, THAT WOULD GIVE US A 19 CENT TAX RATE ON DEBT.

OPTION B IS LET'S STAY WHERE WE'RE AT.

UH, OUR CURRENT DEBT TAX RATE AT 17.70 CENTS.

OPTION C WOULD BE TO LOWER THE TOTAL TAX RATE TO 45 CENTS.

WE'RE CURRENTLY AT JUST UNDER 48.

UM, AND THEN SET OUR TARGET DEBT RATE AT ONE THIRD.

SO THAT'D BE 15 CENTS.

SO, SO WE'RE GOING TO LOOK AT THREE OPTIONS ON HOW MUCH THAT WOULD GENERATE GIVEN SOME PROJECTIONS ON OUR, ON OUR TAX BASE GROWTH OVER THE LAST FIVE YEARS, OUR AVERAGE INCREASE IN OUR TAX BASE HAS BEEN 18.2%.

UH, THAT'S PRETTY, PRETTY TREMENDOUS.

I WILL WE'LL SAY.

UM, SO LOOKING AT THAT AND, AND FORECASTING OUT THE NEXT 10 YEARS, UM, I TOOK 15% FOR THE NEXT TWO YEARS.

THAT'S PRETTY CONSERVATIVE.

WE, WE PRETTY MUCH KNOW W WE'RE GOING TO HIT THAT NEXT YEAR BASED ON WHAT WE'VE ALREADY SEEN, UH, TO DATE.

UM, SO THIS GRAPH SHOWS THE NEXT TWO YEARS INCREASING BY 15%, THE NEXT THREE, 5%, WHICH FOR US HISTORICALLY IN THE LAST 10 YEARS IS, IS LOW AND THEN FLATTENING OUT.

SO RELATIVELY CONSERVATIVE GROWTH ASSUMPTIONS.

UM, I WOULD FOCUS ON THE END HERE, BUT SCENARIO A, WHICH IS LET'S GO UP A LITTLE BIT ON THE, ON THE TAX RATE TO 19 POINT SCENT AT 19 CENTS OVER THE NEXT FIVE YEARS, THE CITY GOOD ISSUE, $156 MILLION IN DEBT STAY WITHIN THAT TARGET TAX RATE, ASSUMING THE VALUES, UM, THE TAX BASE VALUES GROW LIKE, UM, THE ASSUMPTIONS I PUT IN, UH, THE, THESE JUST REPRESENT AT WHAT YEAR YOU COULD ISSUE THAT DEBT.

WE, WE COULD NOT ISSUE $156 MILLION TODAY AND, AND MEET THOSE TARGETS, UM, OPTION B, WHICH IS THE STAY WHERE WE'RE AT, UM, ADDS UP TO $119 MILLION OVER SPREAD OUT OVER OVER FIVE YEARS, OPTION C, WHICH WOULD BE TO DROP THE OVERALL TAX RATE, UH, TO 45 CENTS AND SET YOUR TARGET DEBT RATE TO 15, UM, 15 CENTS THAT THAT CAPACITY WOULD EQUAL $81 MILLION.

PUTTING THAT IN, IN A PIE CHART TO, UH, TO, TO

UH, WHAT WE'RE LOOKING AT IN THE TRANSPORTATION CEO'S IS ASKING FOR, UM, THE AUTHORIZATION TO MOVE FORWARD WITH $22.5 MILLION OUTSTANDING, BUT ON ISSUED PARK BONDS ON THE BOOKS ARE 11.9 MILLION AND AUTHORIZED, BUT ON ISSUED ON THE REC CENTER IS $16.2 MILLION.

SO THOSE THREE MINUS THE TOTAL OF 150 SOMETHING MILLION WOULD LEAVE A HUNDRED.

AND 5 MILLION STILL IN A CAPACITY WITH OPTION A OPTION B YOU WOULD STILL HAVE CAPACITY OF $68 MILLION AND OPTION C YOUR, UH, CAPACITY WOULD BE $30 MILLION.

NOW, EVERYTHING I'VE SET UP TO THIS POINT IS FOR TECH SUPPORTED THAT THE TRANSPORTATION, UM, UM, PROJECTS, UH, THE, THE UTILITY FUND IS, IS IT A SIMILAR BUT DIFFERENT, UH, ANALYSIS? IT'S, THOSE ARE FUNDED BY WATER AND SEWER RATES.

SO DO WE HAVE ANY ALTERNATIVES? UH, WELL, AS YOU KNOW, THAT WHEN YOU'VE BEEN THROUGH THE BUDGET PROCESS, UH, WE FUND, UH, WHERE YOU RECOMMEND IN, IN THE BUDGET PROCESS, UH, FUNDING ONE-TIME PROJECTS WITH, UH, SURPLUS FUNDS FROM THE PRIOR YEAR OVER AND ABOVE OUR RESERVE REQUIREMENTS.

UH, WE, WE USE THAT TO FUND CAPITAL PROJECTS OF, OF A SMALL, TO MEDIUM SIZE NATURE, BUT THAT THE AMOUNT THAT IS AVAILABLE EACH YEAR IS HIGHLY VARIABLE.

UM, THIS PAST YEAR IN THE CURRENT BUDGET, WE WERE ABLE TO, TO TAKE IN $6 MILLION OF SURPLUS ABOVE AND BEYOND OUR RESERVE REQUIREMENT AND, AND RECOMMEND, UH, PROJECTS AND PROJECT, UH, CAPITAL, UM, PROJECTS TO FUND IN THIS YEAR'S BUDGET.

BUT IN PRIOR YEARS, IT'S, IT'S OFTEN IN THE ONE TO $2 MILLION RANGE.

SO, UM, COULD WE USE EXISTING FUNDS? WE COULD, BUT CERTAINLY NOT ENOUGH TO, TO FUND THE PROJECTS THAT WE'RE ASKING YOU TO, UH, TO APPROVE.

UH, CAN WE WAIT, UM, THE PRIMER, THE PRIMARY PURPOSE OF SERIES A IS THE HERO WAY EAST EXPANSION PROJECT.

WE'RE ALREADY COMMITTED TO $13.9 MILLION WITH THE COUNTY.

UH, IN FACT, WE'VE ALREADY MADE OUR FIRST REQUIRED PAYMENT OF ROUGHLY THREE AND A HALF MILLION DOLLARS PER THE CONTRACT.

SO, UM, THESE FUNDS WOULD, UH, REPLENISH OUR RESERVES SO THAT, UH, MADE THAT PAYMENT SERIES B IS THE WASTEWATER IMPROVEMENTS AND 12 AND A HALF MILLION OF THAT TOTAL 34 MILLION IS RELATED TO INTER LOCAL AGREEMENT.

WE HAVE, WE HAVE WITH OUR PARTNER CITIES ON THE REGIONAL WASTEWATER PLANT EXPANSION.

UM, THE, THE INTENT OF TONIGHT'S, UM, REQUEST TO THE COUNCIL IS, UM, THE INTEREST RATE THAT IS IN THE AGREEMENT FOR THE, UH, DEVELOPER CONTRIBUTIONS, THE OWNER FINANCING, SO TO SPEAK IS MUCH HIGHER THAN WHAT WE CAN GET IN THE MARKET TODAY.

SO IF WE, UM, PROCEED WITH ISSUING, UM, SPECIAL ASSESSMENT BONDS, WE'LL GET A LOWER INTEREST RATE.

WE'LL PAY OFF THE OBLIGATION TO THE DEVELOPER AND THE ANTICIPATED SAVINGS OVER THE LIFE OF THE PIT TO THE HOMEOWNERS IS ROUGHLY $450,000, UM, WHICH IS ABOUT 10 TO $15,000 A YEAR IN TOTAL.

SO EACH HOMEOWNER IS NOT GOING TO SEE A TREMENDOUS SAVINGS, BUT IT'S GOING IN THE RIGHT DIRECTION.

SO DEVELOPERS OR INVESTORS LOOK AT SPECIAL ASSESSMENT BONDS PRETTY CLOSELY TO MAKE SURE THEY FEEL GOOD ABOUT BUYING THAT DEBT.

SO WE WOULD RECOMMEND APPROVAL OF THE AUTHORITY TO MOVE FORWARD.

SO SOME OF THE, THE KEY POINTS OF THAT ARE SHOWN IN THE WHEREAS LANGUAGE.

AND THEN FURTHER DOWN, YOU'LL NOTICE IN THE RESOLUTION LANGUAGE, WE FOCUS ON KIND OF THREE KEY ISSUES.

ONE OF THOSE BEING DEDICATING A SPECIAL REVENUE FUND FOR ECONOMIC DEVELOPMENT, WHICH COUNCIL IN SEVERAL DISCUSSIONS HAS EXPRESSED A DESIRE TO DO.

SO I'M ALSO ABOUT COVERING AND MANAGING, UH, THROUGH ADDITIONAL SALES TAX DOLLARS, UH, TRANSIT SERVICES.

HOWEVER, THAT LOOKS FOR LEANDER, IF LANDER WE'RE NO LONGER, UH, A CAPITAL METRO MEMBER CITY, AND THEN ALSO, UM, MAINTAINING THE FLEXIBILITY OF MANAGING CRITICAL INFRASTRUCTURE PROJECTS WITH ANY ADDITIONAL REVENUE THAT WOULD COME IN, UM, BASED ON THE OUTCOME THAT'S OUTLINED HERE AND, AND WHAT STAFF WILL DO, UH, DEPENDING ON COUNSEL'S ADOPTION OF THIS RESOLUTION IS COMMUNICATE THIS, UH, ON OUR WEBSITE.

AND IN EVERY VEHICLE WE HAVE, INCLUDING OUR VOTER INFORMATION GUIDE AS SOMETHING THAT THIS COUNCIL GROUP DESIRES AND, AND WAS A MOTIVATION FOR, UM, AND, AND THEIR EVALUATION OF THE ELECTIONS, ESPECIALLY WITH OUR, ALL OF OUR PROPOSITIONS COUNSEL, THANK YOU VERY MUCH FOR DOING THIS.

UM, AND I ALSO THINK THAT IT'S NOT THE TOP PRIORITY.

I THINK THE TOP PRIORITIES ARE GOING TO BE B AND C B IS THE TRANSIT NEEDS AND C IS, IS EXPANDING OUR CRITICAL INFRASTRUCTURE.

UM, AND SO I THINK THAT IF WE'RE GOING TO LEAVE ECONOMIC DEVELOPMENT IN THERE, I THINK ECONOMIC DEVELOPMENT SHOULD BE C BECAUSE I FEEL LIKE PEOPLE ARE GOING TO LOOK AT IT AS A PRIORITY LIST.

I DON'T KNOW WHEN WE DRAFTED THIS, THAT WE LOOKED AT A, B AND C AS SORT OF A PRIORITY ONE, TWO AND THREE AS A SORT OF A RANKING.

WE PROBABLY MIGHT'VE USED NUMBERS.

IF WE WERE CONSIDERING THAT THIS WAS MORE OF COLLECTIVELY, WHAT ARE THE THREE KEY ISSUES THAT WE KNOW BASED ON PREVIOUS DISCUSSIONS THAT COUNCIL HAS FOCUSED ON? SO I DON'T KNOW IF WE INTENDED FOR THERE TO BE A SORT OF A RANKING PRIORITY IN THIS.

I THINK THE RESIDENTS WILL READ IT THAT WAY AS A RANKING.

UH, WE WON'T KNOW THAT UNTIL AFTER THE ELECTION, BUT THIS KIND OF TAKES US PAST THAT POINT TO SAY, IF THERE IS SELL SEX WRITER, THAT'S ADDITIONAL SALES TAX REVENUE ALLOCATED AT THAT 2% RATE, WHAT IS THIS COUNCIL'S DESIRE FOR THAT SALE SEX REVENUE? I WAS JUST GOING TO SAY, CAN WE APPROVE MAKING THE CORRECTION THAT IT'S IS LABELED PRIORITY ONE AND THREE? SO IT'S CLEAR TO RESIDENTS.
