[3. Conduct board and commission interviews to fill board vacancies.]
TO ITEM THREE, CONDUCT BOARD AND COMMISSION INTERVIEWS AND FILL BOARD OF VACANCIES.FIRST UP WE HAVE CAROL L SASSER.
SO SORRY IF I BET YOU THAT IS THAT YOU? YES, MA'AM COME ON UP TO THE MICROPHONE.
AND YOU'RE APPLYING FOR ACTIVE ADULT.
UM, CAN YOU PLEASE TELL US HOW TO PRONOUNCE YOUR LAST NAME AND A LITTLE BIT BETTER ASSESSOR ASSESSOR? YES.
AND WHAT HAS YOU INTERESTED IN ACTIVE ADULTS? WHAT GOT ME INTERESTED IN THIS? YES.
WELL, I'M AN ACTIVE ADULT SENIOR, SO I THOUGHT I SAW THAT YOU HAD A COUPLE OPENINGS AND I THOUGHT I'D APPLIED FOR IT.
I DO OTHER VOLUNTEER WORK AND I THOUGHT THIS WOULD BE GOOD, TOO.
IS THERE A WAY THAT YOU FEEL, UM, YOUR INVOLVEMENT WITH IMPROVE THE GROUP AS IT IS SINCE YOU'RE ALREADY INVOLVED WITH THE GROUP RIGHT NOW, I'M INVOLVED WITH A GROUP IN ANOTHER CITY HERE.
AND I DO THE NEWSLETTER FOR THEM.
I'VE BEEN A MEMBER OF THAT ONE FOR THREE YEARS NOW.
AND WHERE WE CAME FROM, I WAS A MEMBER FOR 13 YEARS.
I WAS PRESIDENT VICE PRESIDENT TREASURER.
SO I'VE DONE A LOT OF VOLUNTEERING.
AND I THINK I COULD DO SOMETHING FOR THE CITY.
HAVE YOU BEEN ON ANY OF OUR ACTIVE ADULT TRIPS OR ANY OF THE ACTIVITIES? NO, I HAVEN'T.
I'VE BEEN LOOKING AT IT AND I WOULD LIKE TO TRY GOING ON ONE OF THEM.
IT LOOKS LIKE THEY HAVE SOME NICE THINGS AND YOU JUST MOVED IN, THEY FOX AND RECREATION, I GUESS, MOVED INTO A NEW BUILDING.
SO IT LOOKS LIKE IT'S GOING TO BE VERY NICE.
I DON'T HAVE ANY, I JUST WANT TO SAY IT SOUNDS LIKE YOU HAVE A, QUITE A BIT OF EXPERIENCE THAT YOU CAN HELP US WITH TOO.
WELL, WHEN YOU GET OLD, YOU GET LOTS OF IDEAS.
WE APPRECIATE YOU AND, AND WELCOME.
AND IT SOUNDS LIKE, LIKE YOU BRING A LOT OF EXPERIENCE TO THIS, SO THANK YOU.
GOOD EVENING, MR. OLIVER, GOING TO BE MAYOR COUNCIL.
CAN YOU PLEASE TELL US A LITTLE BIT ABOUT YOUR EXPERIENCE VOLUNTEERING WITH THE CITY AND WHY YOU'RE SEEKING ECONOMIC DEVELOPMENT? YEAH.
UH, JAMES OLIVER, I'VE BEEN LIVING MY FAMILY AND I HAVE BEEN LIVING IN THE CITY FOR OVER EIGHT YEARS.
UH, BOTH MY WIFE AND I WERE ACTIVE, UM, IN THE COMMUNITY.
SHE'S CURRENTLY ON THE BOARD OF A HILL COUNTRY, COMMUNITY MINISTRIES.
I'M AN ACTIVE MEMBER OF LEANDER.
CERT WAS RECENTLY AT THE, UM, THE GRAND OPENING OF THE, UH, THE NEW FIRE STATION, NUMBER FIVE, WHICH IS BEAUTIFUL BY THE WAY, THEY DID A GREAT JOB PUTTING THAT TOGETHER FOR THOSE OF Y'ALL WHO WERE ACTIVELY INVOLVED WITH THAT.
UM, AND I, YOU KNOW, I SERVE CURRENTLY, UH, IN MY CHURCH AS WELL.
SO I'VE JUST BEEN, YOU KNOW, AN ACTIVE MEMBER OF THIS COMMUNITY FOR, YOU KNOW, EIGHT YEARS.
AND I LOVE LEANDER MY WIFE AND I REALLY KIND OF PLANTED OUR ROOTS HERE.
AND IT'S A PLACE THAT WE WANT TO LIVE.
WE WANT TO SEE GROW AND, AND GROW RESPONSIBLY AND, AND WE WANT TO SEE SOME POSITIVE ECONOMIC GROWTH.
AND THAT'S A REALLY IMPORTANT PART OF A COMMUNITY LIKE THIS, ESPECIALLY FROM A FINANCIAL PERSPECTIVE, WE WANT TO MAINTAIN, UM, YOU KNOW, A POSITIVE, YOU KNOW, TAX REVENUES THAT ARE COMING IN DIVERSE TAX REVENUES AND THINGS LIKE THAT.
AND HAVE YOU ATTENDED ANY OF THE ECONOMIC DEVELOPMENT MEETINGS? I HAVE NOT.
NO, I JUST WANT TO SAY THANK YOU FOR APPLYING.
I KNOW YOU APPLIED A COUPLE OF OTHER TIMES OR MAYBE, MAYBE IT WAS JUST ONE OTHER TIME, SO GLAD TO SEE YOU BACK.
I HAVE A BACKGROUND IN, IN, YOU KNOW, GEOGRAPHY FROM TEXAS STATE UNIVERSITY.
MY DEGREE WAS IN URBAN AND REGIONAL DEVELOPMENT.
SO IT'S SOMETHING THAT'S KIND OF NEAR AND DEAR TO MY HEART, YOU KNOW? UM, IT'S DEFINITELY SOMETHING I WOULD HAVE A PASSION FOR AND FEEL LIKE THAT WITH THE EXPERIENCE I HAVE NOT ONLY FOR MY EDUCATIONAL BACKGROUND, BUT EVEN IN MY PROFESSIONAL WORLD, I'M VERY DETAIL ORIENTED, VERY ANALYTICALLY DRIVEN.
AND SO THE HOUSE WILL HAVE FAMILIARITY WITH GIS GEOGRAPHIC INFORMATION SYSTEMS, WHICH IS IN MY OPINION, PROBABLY SOME OF THE MOST CRITICAL TOOLS YOU CAN USE TO UNDERSTAND AND REALLY VERIFY WHERE THE PROPER ECONOMIC DEVELOPMENT SHOULD TAKE PLACE IN THIS CITY.
A LOT OF CORPORATIONS USE IT TO THIS, UH, TODAY PRIMARILY TO HELP, UH, YOU KNOW, MAP OUT, UM, SOME REALLY CRITICAL, UH, DEMOGRAPHIC DATA TO UNDERSTAND WHERE, YOU KNOW, KEY AREAS OF GROWTH ARE HAPPENING AND KIND OF WHERE YOU WANT TO PUT A NEW BUSINESS OR A NEW, YOU KNOW, A RETAIL LOCATION.
ANYTHING ELSE? COUNCIL? THANK YOU SO MUCH FOR YOUR
[00:05:01]
TIME.AND LASTLY, WE HAVE CONSTABLE ANDERSON GOOD EVENING.
AND WILL MAYOR HELLO CITY COUNCIL AND HAVE Y'ALL DONE.
THANKS FOR HAVING ME UP HERE TODAY.
UM, I THINK I CHECKED THREE BOXES ON THE, ON THE SHEETS, SO ACTIVE ADULTS, ECONOMIC DEVELOPMENT AND BOARD OF ADJUSTMENT.
I DIDN'T REALIZE I WAS AN ACTIVE ADULT UNTIL I WAS REMINDED OF IT.
SO CAN YOU TELL US A LITTLE BIT ABOUT YOUR HISTORY, VOLUNTEERING WITH THE CITY AND, UH, WHAT HAS YOU INTERESTED IN THESE THREE BOARDS? UH, I'VE, I'VE BEEN A MEMBER OF THE ECONOMIC DEVELOPMENT COMMITTEE BACK IN 2019 AND THE ETHICS COMMITTEE IN 2020.
AND, AND I FAILED TO SHOW UP FOR ONE OF MY INTERVIEWS, SO I DIDN'T GET TO CONTINUE WHAT I WANTED TO, AND I BELIEVE THAT WE SHOULD ALL OPERATE IN A SERVANT'S HEART.
AND THAT'S WHY I'M HERE TODAY.
AND THAT'S WHY I'VE CHECKED SOME OF THE BOXES, IF YOU WILL.
I JUST WANT TO, UH, BE PLACED SOMEWHERE WHERE I'M HELPFUL, WHERE I'M USEFUL.
I CAN OFFER LEADERSHIP, THAT KIND OF THING.
DO YOU HAVE A PREFERENCE OF BOARDS? NO.
ARE YOU LOOKING TO POTENTIALLY BE ON MULTIPLE BOARDS? ARE YOU OKAY WITH THAT? NO, JUST ONE.
THAT'S IMPORTANT TO KNOW IF I HAVE, I HAVE ENOUGH ON MY PLATE ALREADY AND I STACK THEM AND WHICH ONES IN ORDER.
AND I MEAN, I'M LOOKING AT HOA STUFF TOO, SO YEAH, HE'S ASKING WHICH PREFERENCE, IF YOU, TO STACK THOSE BOARDS IN ORDER OF YOUR PRESIDENT BOARD OF ADJUSTMENT OR ECONOMIC DEVELOPMENT OR ACTIVE ADULT ACTIVE ADULT, AND HAVE YOU ATTENDED ANY OF OUR ACTIVE ADULT PROGRAMS? I HAVE NOT.
UH, I'VE ATTENDED OTHER THINGS LIKE COMMISSIONERS, COURTS, HEARINGS.
I PARTICIPATE IN ALL THE GOVERNMENT FUNCTIONS AND ALL THAT.
SO WE DEFINITELY HAVE SOME RECRUITING TO DO IN THIS ROOM TONIGHT THOUGH.
PICKLEBALL ON FRIDAYS, IT LOOKS FABULOUS.
WE HAVE A LOT OF, WE HAVE A LOT OF NEEDS AROUND LANDER AND SECRET PARK AND THAT, AND ONE OF THEM IS LIKE, WELL, YOU KNOW, WE HAD COVID WE DELIVERED FOOD FOR THOSE, THAT ONE COULDN'T GET OUT AND WE NEED MORE PEOPLE TO DO STUFF LIKE THAT.
YOU'LL HE'LL COME FROM MINISTRIES AND ALL THAT.
I THINK YOU'VE HEARD OF HEARD OF SOME OF THE, THE PROGRAMS. YES.
SO I'VE BEEN INVOLVED IN A COUPLE OF THEM.
SO WHETHER YOU WANTED TO OR NOT, I WANT TO THANK YOU FOR APPLYING.
THANK YOU SO MUCH CONSTANTLY THOUGH.
[4. Quarterly Town Hall meeting.]
ON TO ITEM FOUR, OUR QUARTERLY TOWN HALL MEETING BEFORE WE GET STARTED, I WANTED TO REMIND EVERYONE THAT WHILE THIS FORUM IS MEANT TO ENCOURAGE TWO-WAY COMMUNICATION WITH MEMBERS OF COUNCIL TOPICS WILL BE LIMITED TO ITEMS THAT ARE NOT ON THE CURRENT AGENDA, PLANNED FUTURE AGENDAS OR RELATED TO BALLOT ITEMS ON THE MAY 7TH, GENERAL AND SPECIAL ELECTION.IF YOUR DISCUSSION TOPIC IS LISTED AS AN ITEM ON TONIGHT'S AGENDA, WE ASK THAT YOU PLEASE WAIT UNTIL IT IS PRESENTED FOR COUNCIL CONSIDERATION ON THE REGULAR AGENDA.
SO FIRST UP WE HAVE ANDREW LOWRY.
GOOD EVENING, MR. LOWERY, PLEASE GIVE YOUR NAME AND ADDRESS AND GO RIGHT AHEAD.
MY NAME IS ANDREW LOWERY AND MY ADDRESS IS 9 8 0 1 WEST PARMER LANE, AUSTIN, TEXAS 7 8 7 1 7.
UM, TODAY I WANTED TO, UH, COME BEFORE YOU ALL TO INTRODUCE, UM, BOTH MYSELF AND THEN MY COLLEAGUES WITH DRIVE A SENIOR NORTHWEST.
I THINK YOU ALL HAVE A LITTLE ONE-PAGE HANDOUT FROM US.
UM, BUT WITH ME TODAY IS KARLA YOUNG.
SHE IS OUR EXECUTIVE DIRECTOR AND THEN TO YOUR RIGHT IS DANIELLE LEE.
AND SHE IS OUR BOARD PRESIDENT.
I SERVE AS THE TREASURER FOR DRIVERS SENIOR NORTHWEST.
WE REALLY WANTED TO, UH, TALK WITH YOU ALL, BOTH ABOUT WHAT WE DO AND THEN SEE WHAT A PARTNERSHIP WE COULD HAVE WITH THE CITY OF LEANDER.
UM, SO FIRST AND FOREMOST, DRIVE A SENIOR NORTHWEST, AS YOU MAY BE ABLE TO GUESS FROM THE NAME PRIMARILY WE, UH, SERVE TO DRIVE SENIORS.
SO WE ARE A VOLUNTEER DRIVEN ORGANIZATION.
UM, SO WE HAVE VOLUNTEERS KIND OF SPREAD THROUGHOUT THE NORTHWEST REGION OF AUSTIN, CEDAR PARK AND LEANDER.
WE KIND OF SERVE ALL THREE OF THOSE JURISDICTIONS, UM, BUT WE REALLY ARE OPEN TO RECRUITING VOLUNTEERS FROM ANYWHERE IN EVERYWHERE.
SO IF ANYBODY HERE IS INTERESTED IN VOLUNTEERING, UM, I WOULD DIRECT YOU TO SPEAK WITH CARLA.
UH, SHE DOES A REALLY WONDERFUL JOB LEADING UP OUR, UH, VOLUNTEER TRAININGS, UM, AND GETTING MORE VOLUNTEERS WITH THE ORGANIZATION.
BUT AS I WAS SAYING, PRIMARILY WHAT WE DO IS WE SERVE TO DRIVE SENIORS.
SO I'VE SENIORS NEED A RIDE, UM, YOU KNOW, FROM THEIR RESIDENTS TO A DOCTOR'S APPOINTMENT OR TO, UM, BASICALLY ANY OTHER DESTINATION THEY'RE ABLE TO GET IN
[00:10:01]
TOUCH WITH OUR ORGANIZATION AND HAVE THAT MUCH NEEDED TRANSPORTATION.UM, ESPECIALLY BEING A MORE VULNERABLE POPULATION.
THERE IS REALLY A NEED, ESPECIALLY AS WE SEE THAT POPULATION GROWING FOR ADDITIONAL VOLUNTEERS, ADDITIONAL RIDES.
UM, AND SO THAT'S WHERE WE WANTED TO SEE WHAT COULD BE DONE, UH, WITH THE CITY, UM, BECAUSE WE NEED ONE VOLUNTEERS AND THAT'S JUST GETTING THE NAME OUT AND TALKING TO PEOPLE, UM, BUT ALSO FINANCIAL SUPPORT.
SO I THINK ON THE ONE PAGER, IT KIND OF GIVES YOU A LITTLE BIT OF A GUIDE.
UM, BUT ESSENTIALLY THE, YOU KNOW, THE RIDES ARE NOT FREE.
AND SO WE REALLY WANTED TO OPEN UP, THEY ARE WHILE THEY'RE FREE TO THE SENIORS, BUT NOT FREE FOR US.
UM, AND SO WE REALLY WANTED TO OPEN UP THAT CONVERSATION, POTENTIALLY GETTING ON THE AGENDA FOR A LATER MEETING, IF THAT'S THE BEST ROUTE TO GO.
BUT HONESTLY, Y'ALL ARE GOING TO KNOW THAT BETTER THAN ME AS TO WHAT THE BEST NEXT STEP IS, BUT WE REALLY WANTED TO GET IN FRONT OF YOU ALL TODAY AND JUST SORT OF GIVE YOU A LITTLE BIT MORE INFORMATION SO THAT YOU COULD, YOU KNOW, KNOW A LITTLE BIT ABOUT A SENIOR NORTHWEST SO WE CAN ASK THE QUESTIONS.
UM, SO I, I, I WANT TO THANK YOU ALL.
I DID THE, WENT TO THE PRESENTATION, I GUESS IT WAS TWO, MAYBE THREE YEARS AGO.
AND I HAD NEVER HEARD OF THE ORGANIZATION AND I WAS BLOWN AWAY, HAD NO IDEA AND WAS REALLY IMPRESSED WITH THE SERVICE AND REMIND ME, SO I KNOW IT IS, IT IS FREE TO THE, THE RECIPIENT.
AND IF I RECALL THERE, THE DRIVERS ARE NOT EVEN ALLOWED TO ACCEPT TIPS, IS THAT CORRECT? OKAY, CARLIN.
SO THAT WAS VERY IMPRESSIVE BECAUSE YOU KNOW, PEOPLE WANT, THEY WANT TO TIP, THEY WANT TO SAY THANK YOU.
SO JUST THE, THE, THE FACT THAT YOU EVEN THE PLAYING FIELD LIKE THAT, THAT'S VERY IMPRESSIVE.
AND, UH, I, FOR ONE WOULD LOVE TO SEE THIS WHERE, WHERE WE CAN HELP IN THE FUTURE.
UM, MAYBE I DON'T KNOW IF IT'S GONNA, IF IT NEEDS TO GO IN AN AGENDA ITEM FOR THE NEXT BUDGET, BUT CAN YOU TAKE CARE OF THAT, MR. BEVERLY'S.
UM, HAVE YOU DONE OFFICIAL PARTNERSHIPS WITH OTHER CITIES? UH, I BELIEVE SO.
CARLA CAN CORRECT ME IF I'M WRONG, BUT I THINK CEDAR PARK, YES.
I THINK CEDAR PARK COME ON UP TO THE MICROPHONE.
I WAS GOING TO SAY SHE'S BETTER FOR Q AND A.
WE LOVE ANDREW BECAUSE HE'S NEW TO OUR BOARD AND HE'S EXCITED.
SO YES, WE HAVE A, FOR THE LAST, I GUESS 15 YEARS, WE'VE HAD A PARTNERSHIP WITH THE CITY CEDAR PARK, UM, BASED ON THE NUMBER OF RIGHTS WE DO FOR CEDAR PARK RESIDENTS IS HOW THEY F THE FIRST COUPLE OF GRANTS WERE JUST A LUMP AMOUNT.
AND THEN AFTER THAT, IT WAS BASED ON WHAT WE ESTIMATED WE WOULD DO FOR THE NEXT YEAR.
AND THAT'S HOW THEY FUNDED US.
OFF AND ON DIFFERENT AMOUNTS KIND OF GO UP.
SO YOU HAVE, DO YOU KEEP A RECORD OF HOW MANY RIDES YOU GIVE? LIKE IN WHICH CITY? OH, YEAH.
WE HAVE A RIDE SCHEDULING DATABASE THAT GIVES US CLIENTS, DESTINATIONS, VOLUNTEERS, MILES, HOURS, EVERYTHING.
SO WHERE DO YOU FIND THE BIGGEST NEED IN THE HINDER? OKAY.
SO, SO RIGHT NOW, OUR BIGGEST NEED FOR VOLUNTEERS, FOR VOLUNTEERS.
SO FOR RECRUITING THOSE UP HERE.
AND HISTORICALLY THE CITY OF LANDER HAS NOT BEEN A PARTNER WITH YOU.
THOSE RIDES GET PAID FOR IT NOW.
UM, WELL THEY'RE PROVIDED BY THE VOLUNTEERS.
SO WE DO EVERYTHING OUT OF OUR BUDGET AND CEDAR PARK HELPS WITH FUNDING FOR JUST THE CEDAR PARK RESIDENTS BASED ON THAT AMOUNT.
THEY DON'T THINK WE'RE A BIG ENOUGH PART OF AUSTIN.
UM, SO EVERYTHING JUST COMES OUT OF OUR BUDGET AND IT'S JUST DIVIDED KIND OF EVENLY TO PAY FOR GAS OR NO, NO.
IT'S FOR STAFF, UH, COORDINATION OF THE RIDES, VOLUNTEER INSURANCE, WHICH IS VERY EXPENSIVE, UM, TRAINING BACKGROUND CHECKS FOR EVERYBODY AND THE VOLUNTEERS PAY FOR THEIR OWN GAS OR IS THAT OKAY? YEAH.
SO SOME OF THAT VOLUNTEER RETENTION, WELL, VOLUNTEER RETENTION IS IN THE BUDGET FOR LIKE GAS CARDS AND APPRECIATION EVENTS AND THINGS.
JUST SO THEY DON'T LEAVE WHEN THE GAS GOES UP TO $4 A GALLON.
DO YOU GUYS HAVE DIFFERENT CAR TYPES? CAUSE I SAW BIG TRUCK OUTSIDE.
SO ARE YOU GUYS ABLE TO DO DISABLED AND WE CAN'T TRANSPORT WHEELCHAIRS, BUT EVERYTHING ELSE IN BETWEEN SOMEBODY TOTALLY MOBILE AND WALKER, OXYGEN TANK, WHATEVER THEY'VE GOT, UH, THE VOLUNTEERS GET TO PICK AND CHOOSE THE RIGHTS THAT FIT BASED ON THEIR OWN CAPABILITIES AND ON THE CLIENT'S NEEDS.
SO THEY USE THEIR OWN VEHICLE.
AND SO THEY, IF THEY HAVE A BIG TRUCK, THEY LOOK AT OUR LIST AND THEY SAY, OH, SHE CAN'T GET INTO TALL TRUCKS.
I'M GOING TO PICK SOMEBODY DIFFERENT.
AND SO PEOPLE WITH SMALL CARS, BIG CARS, SMART CARS, TRUCKS LIKE MINE.
DO ANY OF YOUR STAFF MEMBERS DO THE DRIVING AT ALL? NO, JUST VOLUNTEERS.
NO PAID DRIVERS, IF THAT'S OKAY.
I'M THINKING, YOU KNOW, IF THERE WAS AN OPPORTUNITY FOR, UM, LIKE A WHEELCHAIR LIFT ON A VEHICLE THAT MAYBE Y'ALL OWNED OR SOMETHING AND HAD A STAFF MEMBER TO OPEN THAT UP, IT KIND OF STRAYS AWAY FROM OUR MODEL OF THE NEIGHBOR HELPING NEIGHBOR PROGRAM.
[00:15:01]
EVERYTHING HAS TO BE VOLUNTEER BASED.WHY? WE'RE WHY WE'RE THINKING ABOUT THAT TOO.
I DON'T KNOW IF THIS IS A SEPARATE THING.
THIS WOULD BE FOR MR. NEWMAN, MR. BEVERLY TOO, WHILE WE'RE THINKING ABOUT THINGS FOR OUR NEXT MEETING IS SOMETHING LIKE THIS IN THE CONSIDERATION.
WE DO HAVE ONE QUESTION FOR YOU ON AVERAGE, WHAT'S YOUR OPERATING BUDGET OPERATING RIGHT? THIS YEAR, OUR OPERATING BUDGET IS 190,000.
WE WENT UP CONSIDERABLY FROM LAST YEAR BECAUSE WE TOOK A LEAP AND HIRED A NEW HALF-TIME STAFF PERSON.
AND WE'RE GONNA HOPE THAT THAT WORKS OUT THIS YEAR FOR EXPAND, TRYING TO BUILD CAPACITY A LITTLE BIT.
WE'LL SEE IF THAT WORKS, BUT UNDER A UNDER 200,000.
SO TO HELP THEM FOR THE NEXT STEPS, IS THERE SOMEONE THAT THEY SHOULD REACH OUT TO WITHIN THE CITY? OKAY.
SO MR. NEW, WE'LL GET IN TOUCH WITH YOU AND PROBABLY ASK FOR ALL THE FINANCIALS AND EVERYTHING, AND THEN COME UP WITH A RECOMMENDATION FOR COUNSEL.
IS THAT A FAIR AND ACCURATE STATEMENT? OKAY.
PLEASE GIVE YOUR NAME AND ADDRESS.
HOW DO YOU, UM, TAKE A IN, I LIVE AT 2105 EMERALD I'LL DRIVE IN LEANDER.
UM, I WAS ACTUALLY JUST REFLECTING, LOOKING AT THE DIOCESE AND THAT, UM, ALTHOUGH IT'S NOT PERFECT RIGHT NOW BETWEEN EVERYBODY AND PERSONALITIES, IT IS SO MUCH BETTER THAN IT HAS BEEN IN THE LAST FEW YEARS.
WE HAVE MADE TREMENDOUS PROGRESS AND, UM, I'M SO HAPPY THAT THAT LIKE, PEOPLE ARE JUST HAPPY TO SEE EACH OTHER AND HAPPY TO HELP EACH OTHER OUT.
UM, I FIRST MOVED TO LEANDER IN 2003.
UM, AND, UH, SO I HAVE KIND OF SEEMED LIKE A LONG, A LONG, A LONGER TIME PERIOD.
I THINK OF CITY COUNCILS THAN I THINK MOST PEOPLE.
UM, AND WHAT I REALLY LOVE ABOUT LOCAL POLITICS IS THAT I CAN GET TO KNOW PEOPLE ON THE RIGHT AND I CAN GET TO KNOW PEOPLE ON THE LEFT AND WE CAN PRETTY MUCH ALWAYS FIND SOMETHING THAT WE WANT TO WORK WITH EACH OTHER ON.
UM, AND THAT'S SUCH A BEAUTIFUL THING WITH LOCALS.
UM, AND ONE OF THE WAYS THAT WE DO THAT IS, UM, COMING TO THE CITY COUNCIL MEETINGS AND PEOPLE COME UP FOR CITIZENS COMMENTS, THEY TALK ABOUT THEIR PASSIONS.
AND I CAN'T TELL YOU HOW MANY PEOPLE I'VE SEEN THAT, THAT A CITY COUNCIL MEMBER WILL GO TALK TO ME AFTER THE MEETING.
YOU GUYS COME DOWN, YOU TALK CONNECTIONS ARE FORMED PARTNERSHIPS, GROUPS, COMRADERY.
IT'S A REALLY BEAUTIFUL THING TO SEE PEOPLE GET BROUGHT INTO LOCAL POLITICS BASED ON THEIR PASSION, AND THEN GET HOOKED UP TO THE MOST WONDERFUL PEOPLE.
UM, BUT THAT BEING SAID, THERE IS A DOUBLE STANDARD THAT IS KIND OF IRKSOME TO SEE.
I WANT TO SAY LIKE FOUR OR MAYBE FIVE YEARS AGO, THERE WAS A LOT OF, UM, DISCONTENT BECAUSE THERE WERE SO MANY EXECUTIVE SESSIONS AND, UH, IT WAS FRUSTRATING NOT ONLY BECAUSE WE FELT LIKE THERE WASN'T ENOUGH TRANSPARENCY AND ACCOUNTABILITY TO SEE WHAT EXACTLY WAS HAPPENING IN CITY GOVERNMENT, BUT BECAUSE WE WERE LOSING OUT ON THE ABILITY TO SAY, HEY, CHRISTINE, I HAVE THIS GREAT PROJECT I WANT TO TALK TO YOU ABOUT, CAN I, YOU KNOW, ON THE WAY TO THE CAR? AND SO MANY THINGS GOT BROUGHT UP OUT OF THAT.
UM, SO WHAT'S IRONIC IS, UM, I THINK THAT IN RESPONSE TO PEOPLE SAYING, WE WANT THERE TO BE FEWER EXECUTIVE SESSIONS, WE DID TOWN HALLS.
THAT WAS THE, THAT WAS THE SOLUTION.
AND WHAT'S IRONIC AND SAD IS THAT NOW WE HAVE JUST AS MANY, UM, EXECUTIVE SESSIONS AND IT FEELS LIKE EVERY SINGLE MEETING Y'ALL ARE IN THE BACK AND PEOPLE ARE OUT HERE GOING, LIKE, I WANT TO TELL HER ABOUT MY PROJECT THAT I THINK SHOULD BE REALLY EXCITED ABOUT.
AND SO, YOU KNOW, THINGS GET SENT ON ME, EMAILS AND THINGS GET DONE.
UM, BUT THAT CONNECTION WHERE WE CAN HAVE A BACK AND FORTH AND GET EXCITED ABOUT SOMETHING, WE DON'T HAVE THAT ANYMORE.
UM, SO I'M HOPING THAT I MIGHT BE ABLE TO TALK TO YOU ALL ABOUT HOW TO EITHER, UM, NOT, NOT RESCHEDULE AND MAYBE REDUCE, UM, BUT BRING THAT AFTER THE MEETING BACK WHERE PEOPLE CAN TALK TO Y'ALL AND MAYBE YOU GUYS HAVE JUST AS MANY EXECUTIVE SESSIONS, BECAUSE THERE'S PERFECTLY GOOD REASONABLE EXPLANATIONS FOR EVERY SINGLE ONE, BUT WE WOULD LOVE TO HAVE FACETIME WITH YOU GUYS.
SO THAT'S, THAT'S WHAT I'D LIKE TO ASK YOU ABOUT.
OH, I'LL JUST SHARE ONE THING WITH YOU.
I KNOW YOU ALL APPRECIATE, AND I KNOW EXACTLY WHAT YOU'RE SAYING.
IT DOES SEEM LIKE THERE'S A LOT MORE
[00:20:01]
AND YEARS AGO WHEN I WAS SITTING ON THE BACK ROW, I KNOW I WOULD STAY HERE VERY LATE AND WAIT UNTIL ACCURATE AFTER EXECUTIVE SESSION.AND I HAD SOME REALLY GOOD CONVERSATIONS WITH THE CHIEF AND JUST KIND OF HANGING OUT AND TALKING TO EVERYBODY AND, AND IT WAS, IT WAS A GOOD CONNECTION TIME.
SO IT WAS A GOOD TIME TO CONNECT WITH JUST PEOPLE NOT EVER THINKING THAT I WAS GOING TO BE UP HERE.
SO I UNDERSTAND WHAT IT FEELS LIKE TO SIT THERE AND WAIT, BUT I SAID, YOU CAN STILL WAIT, YOU DON'T HAVE TO GO HOME, BUT I KNOW IT'S REALLY LATE AND IT'S NOT FUN.
BUT I ALSO FEEL GUILTY BECAUSE Y'ALL ARE COMING UP SO LATE THAT I GO, THEY PROBABLY JUST WANT TO GO HOME TO THEIR FAMILIES AND NOT HEAR ABOUT MY CHICKEN STORIES.
AS LONG AS YOU FEEL BAD FOR US, THAT'S ALL THE MATTERS.
IT DOES SEEM LIKE A LOT AND SORRY, THIS CHRISTINE'S FAULT.
I GUESS CHRISTINE IS THE TOP OF THE CHAIN.
AND SO EVERYTHING, UM, UH, ROOSEVELT SAID THE BUCK STOPS HERE.
RIGHT? DIDN'T HE, I DON'T KNOW WHO SAID THAT.
IT WAS THAT I THOUGHT IT WAS ROOSEVELT LIKE A PLACARD ON HIS, ON THE OVAL OFFICE DESK.
SO I WILL GO AHEAD AND RESPOND TO THAT.
UM, THERE ARE A LOT OF EXECUTIVE SESSIONS, BUT WE'RE ALSO THE FASTEST GROWING CITY IN AMERICA.
AND, UM, THE LEGISLATURE HAS SET OUT THE REASONS FOR EXECUTIVE SESSIONS AND WE ADHERE TO THAT.
AND SO IT'S ALWAYS SOME LEGAL REASON TONIGHT.
WE'VE GOT, UM, A LAND ISSUE SOMETIMES IT'S, UM, LITIGATION, SOMETIMES IT'S NEGOTIATIONS WITH A COMPANY.
AND SO THOSE ARE ITEMS THAT WE CAN'T TALK ABOUT OUT HERE UNTIL THEY'RE DONE.
UM, SO I HATE DOING EXECUTIVE SESSION TOO, BUT, UM, CAUSE I LOVE TO HAVE EVERYTHING OUT IN THE OPEN SO THAT LATER I CAN BE LIKE, DID Y'ALL SEE THAT, BUT, UM, BUT IT IS WHAT IT IS.
AND, AND UNFORTUNATELY WE HAVE TO ADHERE TO THAT.
UM, AS FOR TALKING TO US AFTER THE MEETING, UM, I KNOW THAT CAN BE TRICKY, BUT WE'RE ALWAYS HERE BEFORE THE MEETING ALSO, AND YOU CAN REACH OUT OUR PHONE NUMBERS ARE PUBLISHED OR EMAIL IS PUBLISHED AND WE'RE HERE FOR YOU.
UM, BUT YEAH, I KNOW THAT DOESN'T COMPLETELY SOLVE THE ISSUE, BUT COUNCIL I'M JUST, AGAIN, JUST PIGGYBACK OFF THAT THIS IS, THIS IS NOT SOMETHING WE WANT TO BE LOCKED IN THERE BY OURSELVES LATE AT NIGHT EITHER.
I MEAN, HERE'S, YOU KNOW, I'VE, I'VE ONLY BEEN HERE FOR THREE YEARS, BUT I'VE SEEN A BEFORE AND AFTER, AND I APPRECIATE THE COMMENTS ABOUT, YOU KNOW, HOW THIS COUNCIL IS ATTEMPTING TO WORK TOGETHER AND REALLY MOVE THE CITY OF LANDER FORWARD.
AND SO THAT'S REALLY IMPORTANT.
AND TO KNOW THAT THAT, UM, W WHETHER WE WERE TIRED OR NOT, LIKE IT IS PART OF OUR RESPONSIBILITY TO COMMUNICATE.
AND SO, UM, WE DO TAKE THAT SERIOUS AND MAYBE THERE'S TIMES WE WOULD RATHER HAVE THOSE CONVERSATIONS BEING AN EXECUTIVE SESSION, BUT I THINK WE'RE DOING WHAT'S NECESSARY.
AND CHRISTINE SAID BEST WITH, UM, I BELIEVE BECAUSE WE ARE GROWING SO FAST BECAUSE THERE'S SO MANY, SO MUCH STUFF GOING ON THAT IT'S, IT'S, IT'S REQUIRED.
I DON'T, I DON'T, I DON'T KNOW OF ONE THAT WE'VE BEEN INSIDE IN MY 30 YEARS HERE, THAT HASN'T BEEN FOR A REASON.
AND IT'S NOT JUST BECAUSE WE WOULD RATHER TALK ABOUT IT BACK THERE OR SOMETHING ELSE.
SO, UM, SO I'LL JUST SAY THAT, UH, I WOULD ALWAYS BE AVAILABLE.
I KNOW, I THINK I SAW EVERYBODY'S SHAKING THEIR HEAD.
UM, WHEN CHRISTINE WAS SAYING THIS AS WELL, WHICH IS, UM, WE ARE AVAILABLE IN, UH, IN THE, UH, OVER EMAIL AND THEN ALSO ON THE CELL PHONE TO COME AND MEET IN PERSON AS WELL, TOO.
AND SO, MORE THAN HAPPY TO DO THAT, NOT JUST RUN INTO SOMEBODY AT THE STORE, I'VE RUN INTO THE HEAT GROCERY SHOPS.
LOT FOUR TIMES I'VE RUN INTO THAT GUY, STARTED TWO DIFFERENT SPORTS.
I AM WONDERING, UM, NOW THAT YOU, NOW, SOMETHING THAT OCCURRED TO ME, IS IT POSSIBLE TO HAVE A BREAK BETWEEN THE END OF THE CITY COUNCIL MEETING AND 15, 20 MINUTES TO BE ABLE TO TALK TO PEOPLE AND THEN GO TO EXECUTIVE SESSION AFTER THAT? YEAH.
THING TO NOTHING IS PROBABLY LIKE RESPECTING STAFF'S TIME TO THE TULSA HERE.
THAT WOULD BE MY ONLY THING THAT, UH, RIGHT OFF THE TOP.
I DON'T MIND SPENDING THE EXTRA 15 MINUTES, BUT RESPECTING EVERYBODY ELSE, WHO'S NOT, UM, THERE THEY'RE NOT PAID EXTRA TO BE HERE.
THEY'RE NOT GETTING TIME OFF THE NEXT DAY.
SO, UM, I THINK WE ARE VERY MINDFUL OF GETTING OUT OF HERE AT THE END OF THE NIGHT AND NOT PROLONGING THE MEETINGS.
SO THOSE CONVERSATIONS ARE GREAT OUTSIDE.
UM, BUT THAT BEING SAID, DID YOU HAVE AN IDEA YOU WANTED TO BRING TO US? CAUSE YOU'VE GOT US RIGHT NOW.
THERE'S NOBODY SIGNED UP AFTER YOU.
IF NOT, WE'RE GOING TO HAVE 30 MINUTES TO HAVE THOSE CONVERSATIONS.
YOU WANT TO HAVE IT'S ELECTION SEASON.
SO ALL OF THE THINGS THAT I WANT TO TALK ABOUT, SO, BUT ANYWAY, AFTER ELECTION SEASON, I'M SO EXCITED TO TALK TO EVERYBODY, SO AWESOME.
WE APPRECIATE YOUR INVOLVEMENT FOR SURE.
THERE'S NOBODY ELSE SIGNED UP FOR THE TOWN HALL TODAY.
WAS THERE ANYBODY ELSE WHO WANTED TO COME TALK ABOUT AN ISSUE? ALL RIGHT, WITH THAT, OUR BRIEFING WORKSHOP IS A JOURNEY.
PLEASE BE BACK IN YOUR SEATS AT SEVEN O'CLOCK FOR OUR REGULAR MEETING.

SO THANKS FOR HONORING OUR STUDENTS AND OUR FAMILIES AND OUR EDUCATORS MOSTLY, UM, IN THIS WEEK.
WE'LL DO A PHOTO ALL RIGHT UP.

UM, THANK YOU FOR EVERYTHING THAT YOU DO EVERY DAY FOR THE CARE OF OUR ANIMALS.
YOU PERFORM A VITAL SERVICE AND ARE TRULY APPRECIATED.
AND I'D LIKE TO SAY SOMETHING ABOUT OUR ANIMAL SERVICES.
I'M A LITTLE BIASED, BUT I BELIEVE WE HAVE THE BEST ANIMAL SERVICES IN THE STATE BECAUSE THEY FOCUS ON THE ENTIRE CARE OF THE COMMUNITY, NOT JUST ON WRITING TICKETS AND TAKING DOGS TO THE SHELTER.
THEY REALLY FOCUS ON EDUCATION
[00:35:01]
OUTREACH.THEY DO READINGS, PUBLIC READINGS WITH CHILDREN AT THE LIBRARY AND THEIR WHOLE GOAL IS REALLY JUST TO EDUCATE THE PUBLIC SO THAT WE HAVE HAPPY HEALTHY FAMILIES AND HAPPY, HEALTHY PETS.
SO WHEN THEY DO A FANTASTIC JOB AND UM, CURRENTLY WE HAVE THREE AND THEY ALL JUST DO A FANTASTIC JOB.
SO THANK YOU SO MUCH FOR WHAT YOU DO EVERY DAY.
AND, UH, YOU'RE, YOU'RE THE BEST OF THE BEST I DON'T KNOW OF ANY OTHER ANIMAL SERVICES DIVISIONS AROUND THAT HAVE A READING LIZARD.
SO THAT'S PRETTY COOL WOULD ACKNOWLEDGE THE LIZARD TOO.
SO

NOW, THEREFORE LET IT BE RESOLVED THAT THE LAND OR CITY COUNCIL DOES HEREBY PROCLAIM APRIL, 2022 AS CHILD ABUSE PREVENTION AND AWARENESS MONTH IN LEANDER AND URGE ALL CITIZENS TO RECOGNIZE THIS MONTH BY DEDICATING OURSELVES TO THE TASK OF IMPROVING THE QUALITY OF LIFE FOR ALL CHILDREN AND FAMILIES, BY RECOGNIZING AND THERE, AND HEREBY RECOGNIZE THE GO BLUE COMMITTEE FOR ITS OUTSTANDING SERVICE TO PROTECT THE UNPROTECTED, SEEK JUSTICE AGAINST CHILD MALTREATMENT AND ALL CITIZENS TO BE VIGILANT AND RECOGNIZING AND REPORTING CHILD ABUSE IN LEANDER, TEXAS IN WITNESS THEREOF, I HAVE HERE UNTO SET MY HAND AND CAUSED THE SILL OF THE CITY OF LEANDER TO BE A FIXED ON APRIL 7TH, 2020 TO MAYOR CHRISTINE DELILAH.
UM, WE ARE THRILLED TO BE HERE AND REALLY THANKFUL FOR LANDERS INVESTMENT INTO PROTECTING CHILDREN, DEFINITELY SUPPORTING THE CHILDREN'S ADVOCACY CENTER, BUT ALSO ALL OF THOSE PARTNERS THAT HELP US.
SO WHETHER IT'S THE VOLUNTEERS, LAW ENFORCEMENT, UM, ALL OF THOSE GROUPS THAT YOU MENTIONED, THERE'S SO MANY PEOPLE DOING THIS WORK.
SO IT'S REALLY JUST, APRIL'S A GREAT MONTH TO RECOGNIZE ALL OF THOSE PEOPLE.
UM, IT'S, IT'S HARD WORK, BUT IT'S GREAT WORK AND IT'S WHAT WE NEED TO DO.
WE NEED THE COMMUNITY SUPPORTING IT AND RECOGNIZING IT AND REALLY APPRECIATE YOU GUYS TAKING THE TIME TO DO THAT.
WE APPRECIATE WHAT YOU DO NEXT.
WE ALL WOULD LOVE A PICTURE WITH EVERYBODY.
I JUST WANT TO ADD TO WHAT THEY SAID.
UM, THE WHIPS KIND OF TELL ADVOCACY CENTER HAS BEEN SUCH AN ASSET TO OUR COMMUNITY.
AND I CAN TELL YOU JUST WORKING WITH THEM PERSONALLY, WHEN I WAS WORKING WITH THE DETECTIVES,
[00:40:01]
THAT THEY WERE SO GOOD WITH OUR, WITH OUR KIDS AND YOU JUST CAN'T ASK FOR A BETTER RESOURCE IN OUR COMMUNITY.SO I JUST WANT TO SAY THANK YOU TO BOTH OF YOU AND I APPRECIATE ALL YOU DO FOR US.
AND I APPRECIATE OUR RELATIONSHIP BECAUSE HONESTLY YOU COULDN'T MAKE IT ANY EASIER FOR US.
THANK YOU FOR WHAT'D YOU DO IN OUR COMMUNITY.
SO I'LL JUST HOLD THIS WHILE I'M READING THE REST OF IT FROM MY POCKET.
WE'RE GOING TO DO THE PHOTO TOGETHER.
SO JUST ONE MORE TIME GETTING UP.
SO FIRST WE HAVE NATIONAL TELECOMMUNICATIONS WEEK AND COUNCIL MEMBER MACULA GRAY WILL BE PRESENTING THAT ONE, WHEREAS APRIL 10TH THROUGH APRIL 16TH IS DESIGNATED AS NATIONAL PUBLIC SAFETY TELECOMMUNICATIONS WEEK.
AND WHEREAS EMERGENCIES CAN OCCUR AT ANY TIME.
AND THE PROMPT RESPONSE OF POLICE OFFICERS AND EMERGENCY SERVICES IS CRITICAL TO THE PROTECTION OF LIFE AND THE PRESERVATION OF PROPERTY.
WHEREAS THE FIRST AND MOST CRITICAL CONTACT OUR CITIZENS HAVE WITH POLICE SERVICES IS A LAND UNDER POLICE DEPARTMENT COMMUNICATION CENTER AND THE SAFETY OF THE PUBLIC AND THE RESPONDING EMERGENCY PERSONNEL IS DEPENDENT UPON THE QUALITY AND ACCURACY OF INFORMATION OBTAINED AND DISTRIBUTED.
AND WHEREAS TELECOMMUNICATORS PROVIDE A VITAL LINK FOR OUR POLICE OFFICERS BY MONITORING THEIR ACTIVITIES BY RADIO, PROVIDING THEM CRITICAL INFORMATION AND HAVING CONTRIBUTED SUBSTANTIALLY TO THE APPREHENSION OF CRIMINALS, THE PROVISION OF EMERGENCY SERVICES AND GOOD CUSTOMER SERVICES.
AND WHEREAS EACH TELECOMMUNICATOR HAS EXHIBITED COMPASSION, UNDERSTANDING AND PROFESSIONALISM DURING THE PERFORMANCE OF THEIR JOB IN THE PAST YEAR.
NOW, THEREFORE BE IT RESOLVED.
I MAYOR DELISLE CALL UPON ALL CITIZENS OF OUR COMMUNITY TO RECOGNIZE THE WEEK OF APRIL 10TH THROUGH APRIL 16TH, 2022 AS NATIONAL PUBLIC SAFETY TELECOMMUNICATIONS WEEK IN WITNESS THEREOF.
I HAVE HERE ON TO SET MY HAND AND CAUSE THE SEAL OF THE CITY OF LEANDER TO BE AFFIXED ON APRIL 7TH, 2022.
CHRISTINE ROBERTS, ONE OF OUR TELECOMMUNICATORS GOOD EVENING.
THIS YEAR, THE WEEK OF APRIL 10TH, 2022, HONESTLY, THE DEDICATION OF THE MEN AND WOMEN WHO SERVE AS CALL-TAKERS EMERGENCY DISPATCHERS, RADIO AND PHONE TECHNICIANS AND OTHER COMMUNICATIONS EXPERTS.
WHEN IT COMES TO THE WORST MOMENT IN SOMEONE'S LIFE, TELECOMMUNICATORS ARE ALWAYS THERE TO ANSWER THE CALL AND STAY ON THE LINE UNTIL HELP ARRIVES.
THEY'RE ALSO THE LIFELINE FOR THE POLICE FIRE AND EMS PROFESSIONALS.
THIS COULD NOT BE MORE EVIDENT WHEN WE EXPERIENCED AN EMERGENCY OF OUR OWN.
[00:45:01]
ROCK THE VERY CORE OF OUR POLICE DEPARTMENT.MARCH 31ST OF LAST YEAR WAS ONE OF THE HARDEST DAYS OF OUR POLICE DEPARTMENT.
THIS IS THE DAY THAT WE LOST LEANNE OR TELECOMMUNICATOR ROWENA SPIKE TO AN ACT OF SENSELESS VIOLENCE.
THIS WAS A DAY THAT OUR TELECOMMUNICATORS WERE HAVING TO TAKE THE CALL BECAUSE THIS OCCURRED INSIDE OF OUR CITY TO REALIZE THE SITUATION, FIGHT THROUGH THE EMOTIONS AND HANDLE THE SITUATION.
AND I WILL SAY THEY DID IT VERY WELL CONSIDERING THE CIRCUMSTANCES.
SO THIS YEAR'S NATIONAL PUBLIC SAFETY TELECOMMUNICATORS WEEK IS EXTRA SPECIAL TO US BECAUSE IT IS A TIME TO APPRECIATE AND THANK THE DEDICATED PROFESSIONALS WHO STAFFED THE THOUSANDS OF NINE 11 CENTERS THROUGHOUT THE NATION.
THESE DEVOTED PUBLIC SERVANTS WERE QUIETLY ON THE FRONT LINES OF EMERGENCIES SERVING AS THE FIRST OF OUR FIRST RESPONDERS.
PLEASE JOIN ME THIS WEEK IN RECOGNIZING THE MEN AND WOMEN WHO WORKED BEHIND THE SCENES OFTEN WITHOUT RECOGNITION TO ANSWER OUR NINE 11 CALLS DISPATCH OUR FIRST RESPONDERS AND PROTECT OUR LIVES AND PROPERTY.
LIKE I SAID, WE HAD, WE HAD A VERY DIFFICULT YEAR AND I WOULD SAY THAT THIS WHOLE, THIS YEAR HAS BEEN HARDEST ON OUR TELECOMMUNICATORS.
THEY'VE FOUGHT THROUGH A LOT OF MOTIONS THAT WORKED A LOT OF STUFF AND STILL CAME TO WORK EVERY SINGLE DAY TO DO THEIR JOB AND PROVIDE THE BEST SERVICE POSSIBLE TO OUR CITIZENS.
THEY'RE VERY DEDICATED, EVEN BEING SHORTHANDED, HAVING MANDATORY OVERTIME RIGHT NOW, WE'RE, WE'RE A LITTLE OVER HALF STAFF JUST BECAUSE RIGHT NOW EVERYONE'S LOOKING FOR DISPATCHERS AND TELECOMMUNICATORS.
SO THEY DO A FANTASTIC JOB AND THEY DEDICATE AND THEY POUR SO MUCH OF THEMSELVES AND THEIR JOB EVERY SINGLE DAY INTO OUR CITIZENS.
THEY'RE THE ONES THAT WHEN SOMEONE CALLS NINE 11, THEY'RE THE ONES THAT MAKE THE PERSON FEEL SAFE.
THEY'RE THE ONES THAT GET THE OFFICERS THERE SAFELY.
AND THEY'RE THE ONES THAT REALLY THERE, LIKE I SAID, THEY ARE THE FIRST OF THE FIRST RESPONDERS AND THEIR, THEIR ROLE IS SO CRITICAL TO OUR DEPARTMENT AND TO OUR CITIZENS.
SO I JUST WANT TO SAY, THANK YOU, YOU GUYS DO A GREAT JOB AND WE COULDN'T ASK MORE FROM YOU AT ALL.
IT'S BEEN A HARD YEAR AND WE LOVE YOU.
AND THEN WE HAVE ONE MORE THAT GOES WITH THIS.
WHEREAS APRIL 24TH THROUGH APRIL 30TH IS DESIGNATED NATIONAL CRIME VICTIMS WEEK.
AND WHEREAS CRIME AND THE THREAT OF VIOLENCE HAVE PROFOUND AND DEVASTATING EFFECTS ON INDIVIDUALS, FAMILIES, AND COMMUNITIES IN AMERICA.
AND WHEREAS OVER 24 MILLION PEOPLE IN THE UNITED STATES ARE TOUCHED BY CRIME EACH YEAR, RESULTING IN SIGNIFICANT PHYSICAL, PSYCHOLOGICAL, FINANCIAL, AND SPIRITUAL EFFECTS ON COUNTLESS INNOCENT VICTIMS. AND WHEREAS THERE ARE OVER 10,000 COMMUNITY AND SYSTEM-BASED VICTIM SERVICE PROGRAMS ACROSS OUR NATION THAT PROVIDE A WIDE RANGE OF SERVICES AND SUPPORT TO VICTIMS OF CRIME.
AND WHEREAS THE CITY OF LEANDER IS JOINING WITH VICTIM SERVICES, PROGRAMS, CRIMINAL JUSTICE OFFICIALS, AND CONCERNED CITIZENS THROUGH WILLIAMSON COUNTY TO OBSERVE NATIONAL CRIME VICTIMS RIGHTS WEEK.
NOW, THEREFORE BE IT RESOLVED.
I MAYOR CHRISTINE DELISLE CALL UPON ALL CITIZENS OF OUR COMMUNITY TO RECOGNIZE THE WEEK OF APRIL 24TH THROUGH APRIL 30TH, 2022 AS NATIONAL CRIME VICTIMS RIGHTS WEEK AND WITNESS THEREOF.
I HAVE HERE TO SET MY HAND AND CAUSE THE SEAL OF THE CITY OF LEANDER TO BE FIXED ON APRIL 7TH, 2022, MAYOR CHRISTINE DELISLE, CHIEF.
I HAVE TO CALL UP, UH, MARCEL DRYER AND SUSIE F LEE.
SO THESE TWO FINE LADIES ARE PART OF OUR VICTIM ADVOCATE.
SORRY, THERE, THERE ARE VICTIM ADVOCATES THAT WE HAVE.
WE CURRENTLY HAVE A FULL TIME VICTIM SERVICES COORDINATOR AND UM, THEIR VIC VICTIM ADVOCATE HAS A LOT OF AS A MOUTHFUL, UM, VOLUNTEERS.
AND THEY'VE BEEN SERVING OUR, UH, CITY FOR HOW MANY YEARS NOW, FIVE FIVE FOR QUITE A WHILE.
SO THEY, THEY THEY'RE BEHIND THE SCENES WHENEVER THERE'S A DEATH OR THERE'S SOMETHING TRAGIC THAT HAPPENS.
THEY GET CALLED OUT TO PROVIDE SUPPORT AND CARE FOR THE FAMILY.
SO IT IS SO CRITICAL THAT THEY COME OUT TO THOSE SCENES AND PROVIDE THAT CARE OF THAT.
SOMETIMES OFFICERS DON'T HAVE TIME TO DO SO.
[00:50:01]
A WONDERFUL SERVICE THAT WE'RE ABLE TO PROVIDE.SO THANK YOU FOR SPONSORING THIS PROCLAMATION BY HELPING US ON OUR CRIME VICTIMS, BY PROMOTING THE RIGHTS AND THOSE WHO ADVOCATE ON THEIR BEHALF, THE 2022 CRIME VICTIM RIGHTS WEEK THEME IS RIGHTS, ACCESS EQUITY FOR ALL VICTIMS. THE THEME UNDERSCORES THE IMPORTANCE OF HELPING CRIME SURVIVORS FIND THEIR JUSTICE BY ENFORCING VICTIM'S RIGHTS, EXPANDING ACCESS TO SERVICES AND ENSURING EQUITY AND INCLUSION FOR ALL.
WE ALL HAVE A PART TO PLAY IN REACHING CRIME VICTIMS, ESPECIALLY THOSE IN MARGINAL COMMUNITIES AND SUPPORTING THEM ON THEIR HEALING JOURNEY TOGETHER.
WE CAN REDUCE BARRIERS FOR VICTIMS BY ENSURING AVAILABILITY OF SERVICES AND A VARIETY OF WAYS.
WE'VE HAD IT FOR SEVEN YEARS NOW AND IT'S GROWN OVER TIME.
IT STARTED OFF WITH A GRANT THAT CITY COUNCIL ACTUALLY APPROVED THROUGH THE STATE OR THROUGH THE FEDERAL GOVERNMENT EXTRA RAN THROUGH THE STATE.
AND WE GOT OUR FIRST FULL-TIME VICTIM SERVICES COORDINATOR.
AND WE'VE, WE'VE BEEN ON THAT GRANT FOR, I GUESS, SIX YEARS NOW.
AND LAST YEAR WAS OUR LAST YEAR FOR THE, FOR THE GRANT.
BUT ONE OF THAT PART OF THEIR ROLE IS TO BRING ON VOLUNTEERS TO HELP BECAUSE THAT'S A LOT, THAT'S A LOT OF WORK FOR ONE PERSON, ESPECIALLY WHEN YOU TALK ABOUT, OR ESPECIALLY WHEN YOU'RE WANTING TO PROVIDE 24 HOUR SERVICES.
AND THAT'S WHERE THE ADVOCATES COME IN, COME AND DO, UH, COME INTO PLAY IS THAT THEY'RE ABLE TO PROVIDE THAT SUPPORT.
AND I MEAN, THESE LADIES HAVE SUCH A HEART TOWARDS OUR, OUR CITIZENS AND THEY'RE SUCH AN ASSET TO JUST OUR CITIZENS EVERY DAY.
UM, WHENEVER WE HAVE CHILD ABUSE, WE'RE BRINGING IT TO THE POLICE DEPARTMENT AND THEY'RE ABLE TO MEET WITH THE FAMILY WHENEVER, LIKE I SAID, WHEN WE HAVE A DEATH INVESTIGATION, THEY'RE ABLE TO PROVIDE SERVICES, THEY'RE ABLE TO PROVIDE INFORMATION ON WHAT THEY NEED, THE NEXT STEPS THAT NEED TO DO.
UM, SO I WANT TO JUST THANK YOU FOR THE WORK YOU DO EVERY DAY.
WE KNOW THAT ANDREA IS A CHILE, BUT SHE WAS A BIG COMPETITOR FOR A WHILE.
SHE DIDN'T SHOW UP LAST YEAR, BUT THAT'S OKAY.
I FORGIVE YOU, BUT UH, GREAT JILLIAN.
YOU ARE AN ASSET TO OUR DEPARTMENT.
ALL RIGHT, MOVING ON TO OUR CONSENT
[ CONSENT AGENDA: ACTION]
AGENDA.ITEM 12 HAS BEEN PULLED FROM THE CONSENT AGENDA AND WILL BE CONSIDERED SEPARATELY.
THE CITY COUNCIL NOW CONSIDER CONSENT AGENDA ITEMS NINE THROUGH 11 AND ITEMS 13 THROUGH 22 COUNCIL MOTION TO APPROVE SECOND MOTION AND A SECOND.
IS THERE ANY DISCUSSION, ALL THOSE IN FAVOR? UH, I DIDN'T SEE YOU.
ALL RIGHT, PASSES UNANIMOUSLY, UH, ITEM 12
[12. Approval of an Ordinance amending Ordinance No. 21-077-00 adopting the annual budget of the City of Leander, Texas for Fiscal Year 2022.]
APPROVAL OF AN ORDINANCE AMENDING ORDINANCE NUMBER 21 DASH 0 7 7 DASH ZERO ZERO.ADOPTING THE ANNUAL BUDGET OF THE CITY OF LEANDER, TEXAS FOR FISCAL YEAR 2022 EXECUTIVE DIRECTOR OF FINANCE POWERS IS HERE AND COUNCIL MEMBER FANTAIL, LIAM PARKER.
YEAH, I, I DID THIS ONCE BEFORE, FAIRLY RECENTLY WHERE WE HAD SOME HIGH DOLLAR BUDGET ITEMS. IT WAS JUST ON THE CONSENT AGENDA.
AND I JUST THINK IF, IF WE'RE GOING TO AMEND THE BUDGET, WE, WE SPEND SO MUCH TIME ON THE BUDGET BECAUSE ROBERT IS SO THOROUGH AND METICULOUS AND IT TAKES A LONG TIME AND WE APPRECIATE IT, UH, THAT WE SHOULD, AT LEAST WHEN WE AMEND IT, LET'S PUT IT ON A REGULAR AGENDA AS OPPOSED TO THE CONSENT AGENDA.
[00:55:01]
IF IT WAS ONE ITEM, THAT'S ONE THING WE'VE GOT SEVERAL ITEMS IN HERE.SO IF YOU COULD JUST GIVE US A RUNDOWN OF WHAT THAT IS.
SO WE'RE NOT JUST HIDING IT ON THE CONSENT.
IT COULD APPEAR THAT WE'RE HIDING IT.
AND WE'RE REALLY NOT BECAUSE I KNOW SOME OF THESE CAN BE APPROVED WITHOUT OUR APPROVAL GREEN, THE CITY MANAGER CAN APPROVE THEM.
SO IF YOU COULD JUST DO A RUN-THROUGH, I WOULD APPRECIATE IT.
COUNCIL MEMBER MEMBERS OF CITY COUNCIL.
UM, JUST TO, UM, PUT THIS ITEM IN PERSPECTIVE ANNUALLY ABOUT THIS TIME OF THE YEAR AFTER WE'VE COMPLETED LAST YEAR'S AUDIT AND PRESENTED TO THE CITY COUNCIL.
ALL OF THE DUST FROM LAST YEAR HAS SETTLED.
UM, BY THE TIME WE GET TO FEBRUARY AND MARCH, WE'RE HALFWAY THROUGH, UH, THE NEW FISCAL YEAR.
SO THE FIRST BUDGET AMENDMENT OF EACH YEAR, AND WE USUALLY HAVE, UM, TWO OR THREE BEFORE THE YEAR, WE'LL BE BLESS YOU BEFORE THE YEAR WILL BE DONE.
SO THE FIRST AMENDMENT, UH, TAKES CARE OF REALLY FOUR CATEGORIES.
AND I'M GOING TO SHOW YOU, UM, THOSE CATEGORIES HERE IN A MINUTE AND HOW THE ITEMS BEFORE YOU TONIGHT, HOW THEY FALL ON EACH OF THOSE CATEGORIES.
BUT ONE CATEGORY ARE PROJECTS THAT WERE BUDGETED LAST YEAR, BUT FOR WHATEVER REASON DID NOT GET COMPLETED.
UM, AND SO WE REAPPROPRIATE THE BALANCE OF THOSE APPROVED FUNDS FOR THE FIFTH, THE NEW FISCAL YEAR THAT'S ONE CATEGORY.
WE CALL THAT A CARRYOVER SECOND CATEGORY ARE ITEMS THAT WERE NOT IN THE BUDGET, BUT HAVE COME BEFORE THE CITY COUNCIL AND, AND, UH, YOU'VE APPROVED WHETHER IT BE A DEVELOPMENT AGREEMENT OR, UM, SOME OTHER CONTRACT.
AND, UM, SO THAT IS THE SECOND CATEGORY, THE THIRD CATEGORY, WHICH I DON'T WANT TO SPEND TOO MUCH TIME ON BECAUSE IT DOESN'T LOOK GOOD ON MY DEPARTMENT, BUT WE MISS SEMESTER MOMENTS DURING THE YEAR.
UM, AND SO THERE'S A NUMBER OF, OF EXPENDITURES WHERE IN THE BUDGET PLANNING LAST YEAR, WE JUST MISSED THE ESTIMATES.
SO IT'S NOTHING NEW, BUT, UM, UH, WE NEED TO, UH, AMEND THE BUDGET.
NOW I WILL SAY ON ALL OF THESE ITEMS, THERE ARE, UH, REVENUES IS TO SUPPORT THE EXPENDITURES.
OBVIOUSLY THOSE THINGS THAT WERE APPROVED LAST YEAR, THAT MONEY IS STILL THERE, BUT LEGALLY WE HAVE TO AMEND THE BUDGET.
UM, UM, THINGS THAT HAVE BEEN BROUGHT TO YOU AND YOU HAVE APPROVED, WE HAVE SUFFICIENT REVENUES IN THE CURRENT YEAR, ABOVE AND BEYOND WHAT WE BUDGETED TO FUND THOSE THINGS.
SO EVEN WHAT THE ESTIMATES THAT WERE SHORT IN THE BUDGET, UH, WE, WE HAVE REVENUES THAT ARE SUPPORTING THOSE EXPENDITURES.
WOULD IT BE WRONG FOR ME TO ASK YOU TO UPDATE COUNCIL ON WHAT THE REAL OVER UNDER IS, OR IS THAT TOO MUCH THE REAL OVER, UNDER, IN THE CURRENT YEAR, ON THE, FROM THE CLOSEOUT OF, UH, LAST YEAR, IT'S SEVERAL MILLION DOLLARS IN ON, UH, I HATE TO PUT YOU ON THE SPOT, BUT I DO THINK IT'S, IT'S RELEVANT THAT TO THE NET.
UM, SO I'M HESITATING BECAUSE I IT'S, IT'S MORE THAN 3 MILLION.
IT'S IN THE THREE TO THREE AND A HALF MILLION DOLLAR RANGE, UM, ABOVE THE FIVE THAT WAS ORIGINALLY ESTIMATED.
SO, UM, AND I'LL, I'LL GET THAT.
I'LL REFRESH MY MEMORY WHEN I GET BACK TO THE OFFICE AND, UH, SEND THAT OUT TO YOU.
BUT, UM, SO THANK YOU FOR PUTTING ME ON THE SPOT, BUT THAT'S A GOOD QUESTION.
I SHOULD HAVE THAT ON WHAT I'M SAYING IS THE F Y 21 CLOSE OUT, WHICH WE THOUGHT WAS GOING TO BE FIVE TO FIVE AND A HALF BILLION IS ABOUT 3 MILLION OVER THAT IN SURPLUS TO CLOSE OUT.
SO WHEN HE SAYS THERE'S THINGS WE MISSED HERE OR THERE, THE REASON I BRING IT UP, WE DID BETTER ON REVENUE THEN AND THE AUDITED CLOSE OUT.
SO, UM, THIS FIRST SLIDE, THESE ARE THE, THE ITEMS IN THE BUDGET AMENDMENT SUMMARIZED THAT FALL INTO THE FIRST CATEGORY, AS FAR AS THEY WERE APPROVED LAST YEAR IN THE BUDGET AND THE PROJECTS WERE NOT SPENT, OR THE PROJECTS WERE NOT COMPLETED.
UH, SO WE'RE CARRYING OVER THE BALANCE OF THOSE FUNDS FROM LAST YEAR, THE W THE LINE ITEM ON THE BOTTOM $2.2 MILLION.
THAT IS THE BALANCE OF THE FUNDS FOR THE CITY'S CONTRIBUTION TO, TOWARDS THE NORTH LINE AGREEMENT.
IT'S NOT ANY NEW SPENDING, UM, BUT IN LAST YEAR'S BUDGET, UM, WE ASSUMED THAT, THAT THIS MONEY WOULD HAVE BEEN, UH, SPENT FASTER.
SO IT'S JUST CARRYING OVER, UM,
[01:00:01]
PREVIOUS COMMITMENTS INTO THE, INTO THE NEW YEAR.SO IT'S NOT ANY NEW, UM, NEW FUNDS, BUT IT MAKES UP THE MAJORITY OF THAT, THE SECOND CATEGORY, UH, AND INCLUDES THINGS THAT HAVE COME BEFORE THE COUNCIL AND YOU HAVE APPROVED NOW THE $28 MILLION, THE 25 MILLION OF THAT IS THE BOND OF THE CERTIFICATES OF OBLIGATIONS THAT YOU HAVE VOTED FOR US TO PREPARE, UH, TO BRING BACK TO YOU IN MAY FOR THE TRANSPORTATION PROJECTS AND THE UTILITY PROJECTS.
SO 25 MILLION OF THAT 28 ARE RELATED TO THE ISSUANCE OF DEBT.
UH, THE FIRST FOUR OR FIVE LINE ITEMS ARE RELATED TO THE NEW, UH, LEANDER ACTIVITY CENTER WITH THE PARKS DEPARTMENT.
SOME OF THE OTHERS ARE DEVELOPMENT AGREEMENTS THAT HAVE A COST PARTICIPATION FACTOR AND NOT ALL OF THESE FUNDS BY ANY MEANS ARE THE GENERAL FUND.
IN FACT, THE MAJORITY OF OUR RN, UH, UTILITY FUNDS OR SPECIAL REVENUE FUNDS, UH, THIS SLIDE SHOWS SOME OF THOSE LINE ITEMS WHERE WE JUST MISSED THE, THE ESTIMATE, BUT FOR EVERY ONE OF THESE LINE ITEMS THERE, WE ALSO UNDERSHOT THE REVENUE ESTIMATE.
SO, UM, BUT WE HAVE TO AMEND THE BUDGET BECAUSE, UH, WE'RE GOING TO EXCEED THESE, THESE LINE ITEMS UP PRETTY SIGNIFICANTLY.
UH, THE LAST CATEGORY, THESE ARE NEW, NOT INCLUDED IN THE CURRENT
UH, THE LARGEST BY FAR OF THE ITEMS ON THIS LIST IS THE ONE IN THE MIDDLE.
AND THAT WILL BE COMING TO YOU.
UH, SOMETIME THIS, THIS YEAR, IT'S RELATED TO, UH, OUR PARTICIPATION IN THE BRIEF, UH, THE BCR UA, UH, THE TRANSMISSION LINE THAT RUNS FROM THE PLANT TO DOWN, UM, NEW HOPE AND EVENTUALLY INTO LEANDER, AND THEN ONTO A ROUND ROCK, UH, THAT WATER LINE HAS CAUSED THAT ROAD TO, TO FAIL.
SO THE PARTNERS ARE HAVING TO, UH, COST SHARE ON THAT, UH, PAYMENT REHAB.
SO, UM, WITH THIS, I'M HAPPY TO ANSWER ANY QUESTIONS, BUT WE TYPICALLY DO THIS IN, UH, FEBRUARY, MARCH OF, OF THE, UH, OR APRIL OF EACH YEAR TO BASICALLY BASICALLY SQUARE UP THE BOOKS FROM LAST YEAR TO THIS YEAR.
I'LL MAKE A MOTION TO APPROVE SECOND MOTION AND A SECOND, ANY FURTHER DISCUSSION, ALL THOSE IN FAVOR PASSES UNANIMOUSLY.
[23. Conduct a public hearing regarding Zoning Case 22-Z-003 to amend the current zoning of PUD/TOD-CD (Planned Unit Development/Transit Oriented Development – Conventional Development Sector) to adopt the San Gabriel Industrial Minor PUD (Planned Unit Development) with the base zoning district GC-5-A (General Commercial) on two (2) parcels of land approximately 86.9312 acres ± in size, more particularly described by Williamson Central Appraisal District Parcels R031599 and R449731; and more commonly known as 9880 183A Toll Road, Leander, Williamson County, Texas. Discuss and consider action regarding Zoning Case 22-Z-003 as described above.]
ITEM.NUMBER 23, CONDUCT A PUBLIC HEARING REGARDING ZONING CASE 22 Z 0 0 3.
TO AMEND THE CURRENT ZONING OF PUD, T O D C D PLANNED UNIT DEVELOPMENT, TRANSIT ORIENTED DEVELOPMENT, CONVENTIONAL DEVELOPMENT SECTOR TO ADOPT THE SAN GABRIEL INDUSTRIAL MINOR PUD PLANNED UNIT DEVELOPMENT WITH THE BASE ZONING DISTRICT OF GC FIVE, A GENERAL COMMERCIAL ON TWO PARCELS OF LAND, APPROXIMATELY 86.9312 ACRES PLUS OR MINUS IN SIZE, AS STATED ON THE POSTED AGENDA EXECUTIVE DIRECTOR OF DEVELOPMENT SERVICES.
UM, THIS IS A PUBLIC HEARING FOR THE SAN GABRIEL INDUSTRIAL MINOR PLANNED UNIT DEVELOPMENT.
UM, THEY'RE REQUESTING THE GC FIVE, A GENERAL COMMERCIAL BASED ZONING DISTRICT, UM, AND ADDING THE USE FOR A DISTRIBUTION CENTER.
UM, THIS DOES COMPLY WITH OUR, UM, FUTURE LAND USE MAP AND COMPREHENSIVE PLAN.
THE PLANNING AND ZONING COMMISSION DID REVIEW THIS REQUEST, UM, AT THEIR MARCH 10TH MEETING, AS WELL AS THE 24TH.
UM, DURING THE 10TH, THEY DELAYED ACTION TO GIVE THE APPLICANT SOME TIME TO TALK TO THE NEIGHBORING PROPERTY OWNERS AND AT THEIR MEETING ON THE 24TH, THEY DID TAKE ACTION AND, UM, APPROVE THE REQUEST.
UM, THE FIRST CONDITION WAS THAT TRUCK ACCESS IS LIMITED TO 180 3 A.
SO THAT MEANS YOU WOULDN'T HAVE ACCESS TO SAN GABRIEL ON THE NORTH OR TO AUTO-PARK DRIVE ON THE SOUTH SIDE.
UM, OVERHEAD DOORS SHALL BE SCREENED FROM VIEW OF THE RIGHT OF WAY.
OUTDOOR STORAGE SHALL BE LIMITED TO FLEET VEHICLES AND BUILDING SHALL BE CONSTRUCTED TO CLASS A STANDARDS.
UM, CAMERON IS ALSO WANTING TO MAKE A PRESENTATION ON THIS ONE.
[01:05:01]
THANK YOU.UH, I JUST WANTED TO TRY, I KNOW I DON'T COME UP AND TALK ABOUT EVERY PROJECT, BUT I DID WANT TO TALK ABOUT THIS ONE.
WE'VE BEEN WORKING WITH CHARLES AND THE SCANDAL GROUPS SINCE AUGUST LAST YEAR.
UH, WE'VE PUT A LOT OF WORK INTO THIS ONE AND WE REALLY THINK THIS IS A GREAT SITE FOR THIS USE, UH, BECAUSE THE HIGHWAY FRONTAGE, YOU KIND OF SEE THE FRONTAGE OF THE PROJECT IS STILL LEFT FIRST COMMERCIAL TO GO IN FRONT OF THAT.
UH, YOU'LL SEE SOME OF THE SCHEMATICS, BUT IT IS A DEEP PROJECT FOR WHERE THAT DISTRIBUTION CENTER WOULD GO.
SO IT'S AWAY FROM A LOT OF THE RESIDENTIAL USES.
SO THERE'S A LOT OF CONSIDERATIONS THAT THEY'VE TAKEN.
UM, AND ANOTHER GOOD THING I JUST WANTED TO KIND OF MENTION IS WHILE THAT IS A DISTRIBUTION CENTER, POTENTIALLY ON THE ONE SIDE, THERE'LL BE SPEC BUILDING ON THE OTHER SIDE.
AND THAT REALLY HELPS US WITH ECONOMIC DEVELOPMENT, UH, ATTRACTION, UH, WHEN THERE'S SUPPLIERS TO SAMSUNG OR TESLA OR OTHER PEOPLE THAT WE'RE WORKING TO RECRUIT, THEY'RE LOOKING FOR MOVING READY BUILDINGS THAT THEY CAN GO INTO.
SCANDALS DEVELOPED OVER 14 MILLION SQUARE FEET OF CLASS, A INDUSTRIAL SPACE ACROSS THE COUNTRIES.
AND I ACTUALLY WENT AND VISITED SOME OF THEIR FACILITIES AND WAS VERY IMPRESSED WITH IT.
UM, SO I THINK THIS WOULD BE A GREAT HELP FOR US TO KIND OF ACCOMPLISH THOSE GOALS, WORKING WITH THEM, AND I'LL BE AVAILABLE FOR QUESTIONS.
THE APPLICANT IS HERE TO MAKE A PRESENTATION TO GREAT.
IT DIDN'T EVEN MATTER EVEN IN COUNCIL.
UM, APPRECIATE THE TIME TO BE HERE TONIGHT.
I WANT TO START OUT WITH JUST A QUICK OVERVIEW.
UM, THE SKIN OLD PROPERTIES, IT'S SKIN, ALL PROPERTIES AS A PRIVATELY HELD REAL ESTATE DEVELOPMENT COMPANY BASED OUT OF INDIANAPOLIS.
UM, WE HAVE EIGHT, EIGHT SATELLITE OFFICES THROUGHOUT THE US, DALLAS, DENVER, LA SAN FRANCISCO, CHICAGO, MINNEAPOLIS, AND DC, UM, OR HIGH FASTBALL AND 98 TO 95% OF OUR BALANCE SHEET IS CLASS A DISTRIBUTION DEVELOPMENT THERE FIVE TO 10% IS MULTI-FAMILY AND DARNESTOWN OFFICE.
UM, I KEEP FORGETTING TO GO THROUGH THIS, THAT SIDE AND THESE MAPS WERE A LITTLE OLD, UM, BUT IT JUST SHOWS WHAT I'VE DONE.
ALL THE STUDENTS SPEC PROJECTS, WE'VE COMPLETED PROJECTS IN 48 OF THE 50 STATES.
AND ALSO I FORGOT TO MENTION WE HAVE FOUR OFFICES IN EUROPE.
UH, THE LAST THING I WANTED TO MENTION ABOUT HILL, UM, IS THAT WE'RE INTERNALLY CAPITALIZED, MEANING WE DON'T GO OUT AND RAISE MONEY OR HAVE PARTNERS ON OUR PR AND OUR PROJECTS AND EVERYTHING IS INTERNALLY FUNDED.
ALL OF OUR EQUITIES, UM, FUNDING FOR HOME FROM OUR OWN BALANCE SHEET.
UM, IT'S IMPORTANT TO US BECAUSE WE DON'T, THERE'S NOT A LOT OF RED TAPE.
WE DON'T HAVE PARTNERS THAT COULD TALK TO YOU AND NEGOTIATE, YOU KNOW, WHICH TENANTS OR WHICH, UH, UH, CLIENTS WE NEED TO BE TALKING TO.
UM, SO IT'S IMPORTANT PART OF OUR COMPANY IS, ARE SOME OF THE CLIENTS WE DO BUSINESS WITH ACROSS THE U S UM, THIS NEXT SLIDE IS OUR PRELIMINARY SITE PLAN.
UM, WHAT YOU SAY HERE IS FOUR DISTRIBUTION BUILDINGS, BIFURCATED BY A HIGH POWER LINE, THE THREE BUILDINGS ON THE WEST SIDE OR THE LEFT SIDE OF THE POWER LINE.
UM, OUR SHALLOW BAY, UM, FRONT PARK, RAILROAD BUILDINGS, MEETING ALL THE OFFICE, UH, GLAZING AND AUTO PARK.
HE'S ON THE FRONT SIDE OF THE BUILDING, ALL THE TRUCK COURT, AND HE CHECK ACTIVITIES IN THE REAR.
UM, TYPICALLY THE TENANTS THAT GO INTO THESE TYPES OF BUILDINGS, UH, OR KS CATERS MORE TOWARDS, YOU KNOW, HIGHER FINANCIAL OFFICE IN THE FRONT SHOWROOM AND THEN STORAGE IN THE BACK.
UH, EACH ALL THREE OF THESE BUILDINGS RANGE AROUND 125,000 SQUARE FEET EACH.
UM, THE BIGGER BUILDING IN THE BACK TOTAL IS ABOUT 335,000 SQUARE FEET.
THEY DIG ON THE BACK SIDE OF THE SITE, WE'RE SHOWING, UH, ADDITIONAL AUTO PARKING, ADDITIONAL PARKING AND THE TRUCK COURT, UH, TO CATER TO POTENTIAL LARGER TENANTS, SINGLE TENANTS THERE CURRENTLY WE'RE SHOWING THREE, THREE ACCESS POINTS OR THREE CURB CUTS.
UM, THIS, THAT THAT'S WHERE OUR PRIMARY ACCESS WILL BE.
AND WE'RE EXPECTING ALL OF OUR, NOT ALL MAJORITY OF OUR, OUR TRAFFIC TO BE GENERATED AD FROM WHAT ANY THREE, GOING BACK TO BACK TO AUSTIN, A COUPLE, ONE BENEFIT I WANTED TO POINT OUT, UM, IS THAT THE ROADWAY IMPROVEMENTS WOULDN'T BE DOING, WE'LL BE EXTENDING AUTO-PARK DERIVED FROM THE EASTERN BOUNDARY OF THE HONDA PENSKE DEALERSHIP, UM, ALL THE WAY TO OUR EASTERN BOUNDARY.
AND THEN WE'RE ALSO BE EXTENDING, UM, POSITIVE PLEASANT HILL RUN TO OUR NORTH.
THE LAST FEW THINGS I WANTED TO POINT OUT, UM, ON THE SITE PLAN IS WHEN I WAS HERE, UH,
[01:10:01]
LAST WITH P AND Z, THEY MADE A RECOMMENDATION, UM, TO NOT ALLOW ANY ACCESS, UM, ANY TRUCK ACCESS OFF SAN GABRIEL.UM, WE UNDERSTAND THEIR CONCERNS AND THIS IS SOMETHING THAT WE REALLY NEED FOR SECONDARY ACCESS, UM, NOT ONLY FOR, FOR FUNCTIONALITY, UH, BUT REALLY FOR, FOR SAFETY AND TRAFFIC REASONS.
IF FOR WHATEVER REASON, THERE'S A WRECK, UM, ON ONE OF THE THREE SERVICE ROAD, IT'S A, IT'S A ONE WAY ROAD AND THERE COULD POTENTIALLY BE NO WAY INTO THE PROPERTY OR NO WAY OUT OF THE PROPERTY AT THAT CERTAIN POINT IN TIME.
UM, THE SAME THING FOR ANY TRAFFIC CONTROL FOR NEW DEVELOPMENT, UH, POSE AN ISSUE, GETTING IN AND OUT, UM, TOOK TO 180 3.
THAT'S THE ONLY PLACE YOU CAN GO.
UM, WE'RE NOT, WE'RE NOT PROPOSING IT TO BE A PRIMARY ACCESS, AGAIN, ALL MAJORA PLAYING FOR THE MAJORITY OF THIS, UM, DEVELOPMENTS, TRAFFIC TO COME FROM 180 3.
UM, BUT WE, WE, WE, WE WOULD LIKE, OR WE DO NEED A SECONDARY ACCESS, UM, FOR, FOR TRAFFIC REASONS.
UM, AND I GUESS ONE LAST THING I'LL SAY ABOUT THAT IS ANY TRUCK TRAFFIC THAT THEY'RE THEIR BAND PRIORITY IS EFFICIENCY AND GETTING TO THE HIGHWAY SYSTEM AS FAST AS POSSIBLE.
SO THAT'S ALSO WHY WE'RE EXPECTING, UM, MINIMAL TRAFFIC ON SAN GABRIEL.
AND THE LAST THING I WANT TO POINT OUT IS, UM, PENSKE, UM, RAISED SOME CONCERNS ABOUT, UM, OUR TRUCK TRAFFIC, UM, POTENTIAL TROUBLE TRUCK TRAFFIC IMPACTING AUTO-PARK DRIVE.
UM, WE, WE POSTPONED OUR PAINS EVEN IN AND MEET WITH THEM.
WE CHANGED UP OUR SITE PLAN AND MADE OUR MAIN 40 FOOT WIDE BOULEVARD, THE BOULEVARD, UM, ENTRY, THE MIDDLE CURB CUT AND NO LONGER THE AUTO PARK DRIVE, AND ALSO ADDED THAT CURB CUT TO THE NORTH, UH, ON 180 3.
UM, SO WE DID WORK WITH THEM, BUT ONE KIND OF JUST QUESTION WE HAD ABOUT NOT ARE RESTRICTING TRUCK TRAFFIC ON A AUTO-PARK DRIVE IS I DON'T UNDERSTAND HOW THEY WOULDN'T ALLOW SOME TRUCKS TO GO THROUGH, BUT NOT OTHER TRUCKS AS THEY HAVE TRUCKS AND DELIVERING THEIR CARS.
UH, THIS LAST COUPLE OF SLIDES ARE JUST RENDERINGS OF BUILDINGS, GET BUILT AND DESIGNED.
THIS IS A GOOD EXAMPLE OF, UH, FROM PARKWAY, A LITTLE BUILDING, UM, THE OFFICE AND PLACING IN THE FRONT OF THE PARKING IN THE FRONT, UM, CHECK BOARD IN THE BACK.
AND HE SAID ON THE NEXT SLIDE, THIS IS A VIEW LOOKING AT THE BACKS BACK OF SOME OF THESE BUILDINGS ARE IN THE REAR OF THE TRUCK COURT.
UM, AS YOU CAN SAY, THERE'S, THERE'S GLAZING GLASS IN THE BACK AS WELL.
ARCHITECTURAL FEATURES IT'S PAINTED TILT WALL.
UH, THE PEOPLE THAT BUY THESE BUILDINGS FROM US ARE GENERALLY, UH, BREEDS A BLACKSTONE OR A PIGEON VINES LIKE CALSTERS, UH, THE ONE OF CLOSE WITH JUST A COUPLE OF ECONOMIC BENEFITS WE'VE BEEN BRINGING WITH THIS DEVELOPMENT.
UM, OUR TOTAL ESTIMATED INVESTMENT IN THE PROJECT IS 75 TO 80 MILLION.
AND OUR ESTIMATED TOTAL PROPERTY TAXES OVER 10 YEARS, UH, IS BETWEEN 17 AND 20 MILLION.
WE LOOK FORWARD TO WORKING WITH YOU GUYS.
THE PUBLIC HEARING IS NOW OPEN.
I WILL CALL ON SPEAKERS WHO HAVE SUBMITTED CARDS, AND I WILL READ ANY POSITIONS THAT HAVE RECEIVED FOR PEOPLE THAT SUBMITTED, BUT DIDN'T WANT TO SPEAK.
SO FIRST UP IS GOING TO BE DEBRA EBNER.
PLEASE STATE YOUR NAME AND ADDRESS.
I LIVE ON TWO PROPERTIES, 1444 COUNTY ROAD, TWO 70 AND 1390 SAN GABRIEL PARKWAY.
I WANTED TO JUST GIVE YOU A VISUAL OF, IF YOU GET ON 180 3, A AND YOU HAD SOUTH AND YOU GO ALL THE WAY TO THE TWO 90 INTERSECTION, THERE'S NOT A SINGLE INDUSTRIAL PARKWAY ON 180 3.
IF YOU GO TO THE DOMAIN, WHICH MY UNDERSTANDING IS NORTH LINE IS ENVISIONED LIKE A DUAL DOMAIN.
IF HE GO TO THE DOMAIN AND YOU DRIVE ALL AROUND THE DOMAIN AND YOU LOOK ACROSS MOPAC, YOU DO NOT SEE AN INDUSTRIAL PARK.
IF YOU GO TO ALL THE HOSPITALS IN AUSTIN AND THE SURROUNDING AREAS, YOU DO NOT SEE AN INDUSTRIAL PARK KITTY CORNER FROM THEM.
YOU DO NOT SEE NEIGHBORHOODS WHERE HOUSES START AT HALF A MILLION DOLLARS AND GO UP ACROSS A TWO LANE ROAD FROM AN INDUSTRIAL PARK.
THE REASON FOR THAT IS OBVIOUS, AND THAT IS THE INDUSTRIAL PARKS DO NOT CONTRIBUTE AND ALLOW NEIGHBORHOODS TO THRIVE.
THEY DO NOT ADD TO THOSE AREAS IN A WAY THAT ALLOWS THOSE AREAS TO GROW AND FLOURISH.
THE OTHER POINT THAT I WOULD LIKE THE COUNCIL AND THE MAYOR TO CONSIDER IS THAT THE ZONING FOR THIS CONSTRUCTION VIOLATES YOUR ZONING
[01:15:01]
ORDINANCES BECAUSE THE FIVE UNDER YOUR ZONING ORDINANCES ARE, SHOULD NOT BE PUT IN MAJOR THREE-WAYS AND NEXT TO NEIGHBORHOODS.AND THAT'S EXACTLY WHAT YOU'RE DOING, PUTTING IT NEXT TO AN APARTMENT COMPLEX AND ACROSS A TWO LANE ROAD FROM A VERY LARGE, BEAUTIFUL NEIGHBORHOOD.
AND THEN YOU HAVE A NOISE ORDINANCE, OR WE HAVE A NOISE ORDINANCE IN LAND, OR THAT IS VIOLATED WITH THIS DEVELOPMENT BECAUSE IT'S GOING TO OPERATE 24 HOURS A DAY, SEVEN DAYS A WEEK.
AND THAT'S THE WHOLE REASON I KNOW ABOUT THIS IS BECAUSE WE WERE NOTIFIED ABOUT THE NOISE AND HOW IT'S GOING TO IMPACT OUR PROPERTY ALL THE TIME.
AND SO I'M NOT SURE HOW THE CITY CAN RECONCILE, ALLOWING A DEVELOPMENT THAT YOU KNOW IS GOING TO IMPACT THE APARTMENT COMPLEX, A LARGE PORTION OF BRYSON AND NOT BE IN COMPLIANCE WITH THE NOISE ORDINANCE YOU CAN'T PICK AND CHOOSE.
SO I REALLY WOULD REQUEST THAT THE CITY NOT ALLOW THIS DEVELOPMENT IN ITS CURRENT PROPOSED FORM TOTALLY FOR DEVELOPMENT.
WHAT THE CITY OF LEANDER IS CREATING SO FAR.
I JUST DO NOT WANT THIS TO BE A LEGACY THAT LOOKS LIKE THE WALMART DISTRIBUTION CENTER ON 35 WHEN YOU'RE GOING FROM AUSTIN TO, AND THAT IS WHAT IT WILL LOOK LIKE.
AND THEN W TERRY BRAY HAS SUBMITTED HIS POSITION THAT HE IS AGAINST THIS ITEM.
I DO NOT HAVE ANYBODY ELSE WHO SIGNED UP TO SPEAK OR SUBMITTED A POSITION TO BE READ INTO THE RECORD.
WAS THERE ANYBODY ELSE WHO WISHED TO SPEAK? ALL RIGHT, THE PUBLIC HEARING IS NOW CLOSED.
WE WILL NOW MOVE INTO THE ACTION.
I GUARDING ZONING CASE 22 Z 0 0 3 AS DESCRIBED PREVIOUSLY COUNSEL.
SO I JUST, I HAVE ONE QUESTION ABOUT THE, THE MAIN ROAD ACCESS.
CAN YOU, CAN YOU POINT THAT OUT? I MEAN, I THINK I KNOW, BUT I JUST, I WANT TO MAKE SURE.
AND THIS IS ACTUALLY AN OLDER SITE AND THEN ALL SHOWING LAST TIME, IT'S THE CENTER DRIVE.
UH, WE'LL BE GOING CENTER DRIVE RIGHT THERE.
YOU CAN USE THIS TO FLASH UP ON THERE AND SHOW.
SO WHERE YOUR PROPERTY TOUCHES ALMOST TOUCHES THE 180 3.
I, THAT, THAT IS PLANNED TO BE THE, THE MAIN ENTRANCE AND EXIT.
AND THEN THE OTHERS WOULD JUST BE EXTRA.
I MEAN, I CAN SEE PASSING THAT BY MISTAKE.
YOU CAN'T TURN AROUND UNLESS YOU GO DOWN AND COME BACK.
AND I DO IT ALL THE TIME I GO TO ALL-STAR PASS IT UP.
YOU GO TO THE NEXT DOOR AND YOU'RE MORE CIRCLE AROUND AND COME BACK.
THAT'S WHEN YOU MISS YOUR TURN, I CAN SEE THAT HAPPENING.
AND I CAN SEE THE NEED OF HAVING ACCESS TO COME BACK IN THERE, BUT NOT BEING THE MAIN, THE MAIN ROAD IN.
SO YOU'RE SAYING THAT WOULD BE THE MAIN ENTRANCE AND EXIT AND THE OTHERS WOULD JUST BE POINTS OF ACCESS, BUT NOT AN OPEN INVITATION, SO, RIGHT.
IF, IF YOU MENTIONED THAT THE EXIT OFFICE SAN GABRIEL WOULD BE A SECONDARY ACCESS, HOW WILL YOU MAINTAIN IT AS SECONDARY, AS OPPOSED TO BEING PRIMARY? ONCE PEOPLE KNOW THAT THEY HAVE ACCESS TO ENTER THAT WAY, AND IT'S EASIER BECAUSE THERE'S A LIGHT AT SAN GABRIEL WOODEN, HOW WILL YOU PLAN TO JUST KEEP IT SECONDARY AS OPPOSED TO HAVING A LOT OF HEAVY TRAFFIC? AND THEN ALSO, WHY WOULD THAT BE THE SECONDARY ENTRANCE, AS OPPOSED TO THE ONE ON AUTOPARK BEING THAT THEY ALREADY HAVE TRUCK ACCESS GOING THERE.
AND I KNOW YOU'VE TALKED TO THEM AND IT WAS AN ISSUE WITH THEM, BUT IS THERE ANY OTHER REASON OTHER THAN IT'S JUST AN ISSUE FOR THEM? UM, THE AUTO PART DRIVE, THIS ISN'T AN ISSUE FOR THEM.
I THINK WE COULD JUST SELLING CARS, MIXING MINGLING, TRAFFIC.
AND THEN ON THE SECONDARY, UM, ACCESS, I WORKED, WE'RE CALLING IT A SECONDARY ACCESS.
IT'S IT GENERALLY WE'LL DO THE WE'LL WE'LL WE'LL DO THE CENTER, UH, KIND OF BOULEVARD 40 FEET WIDE.
AND THEN THERE'S ONE UP ON STANDING FE BOWLBY 30 FEET.
SO IT'LL BE MAINTAINED THE SAME WAY.
BUT, UM, ONE THING I JUST WANTED TO POINT OUT, WHICH I DIDN'T MENTION BEFORE IS THEY DO HAVE TO DEVELOP ALL THE CONNECTING ROADS THAT GO IN BETWEEN, UH, WITH SAINT GABRIEL THROUGH THE SOUTH.
AND THEN YOU HAVE TO FINISH THIS LAST PART OF AUTOMOTIVE, UH, DRIVE AS WELL.
[01:20:01]
UM, THERE'S JUST SOMETHING TO CONSIDER ABOUT IF THEY'RE BUILDING IT, DO THEY GET TO USE IT KIND OF CONSIDERATION? ONE MORE THING I WANTED TO POINT OUT AND YOU CAN'T SEE IT ON THIS ONE, BUT THERE WOULD BE A GUARD SHACK GETTING INTO THAT LARGER BUILDING INSIDE.THAT'S WHY THAT MAIN INSURANCE IT'S IN THE MIDDLE.
SO I'M GOING TO SAY I'M, I'M OKAY WITH THE, THE VARIOUS ACCESS POINTS ON YOUR PLAN.
UM, ESPECIALLY WHEN IT COMES TO AUTO-PARK DRIVE, THAT'S NOT A PRIVATE ROAD.
UM, IT WAS BUILT THERE WITH THE INTENT OF OTHER BUSINESSES COMING ALONG.
IT'S NOT EVEN LIKE THAT WHEN THERE'S NOT EVEN AN ARGUMENT THAT THERE'S RESIDENCES THERE IT'S A BUSINESS ROAD.
UM, SO I, I'M FINE WITH Y'ALL USING THAT.
I'LL MAKE A MOTION TO APPROVE WITH THAT ACCESS.
AND I'LL JUST MAYBE ADD ONE MS. GRIFFIN TALK FIRST AND THEN I'LL HAVE THEM.
I JUST WANTED TO TALK ABOUT THE CONDITIONS AND MAKE SURE I HAD THEM, RIGHT.
ARE YOU NOT, YOU'RE NOT DOING THE CONDITION.
MY EMOTION STANDS AND I THINK AFTER GOING THROUGH, BUT I GOT TO WITHOUT THE CONDITIONS WITHOUT YES, LET'S TALK ABOUT, YEAH, RIGHT NOW IT STANDS, BUT LET ME, LET ME, SO I'M A LITTLE BIT CONCERNED WITH THE, UH, WITH THE, UM, SCREENING, THE OVERHEAD DOORS, WHERE ARE THEY GOING TO BE PLACED? THEY'RE GOING TO BE FACING, SORRY, LET ME, LET ME FINISH MY, WE READ ALL OF THAT.
DON'T WANT THEM TO HAVE TO PUT, SO WE KNOW WHAT HE'S TALKING ABOUT.
I DON'T WANT THEM TO HAVE TO PUT IN 10,000 TREES BECAUSE ONE THAT'S EXPENSIVE.
I'D RATHER PUT THAT INTO THE PRODUCT OF THE BUILDING IN TWO, THAT'S A LOT OF WATER, RIGHT.
SO I KNOW WE'VE DONE THAT IN THE PAST WHERE WE'VE HAD PEOPLE SCREEN OVERHEAD DOORS.
AND SO I JUST WANT TO, I MEAN, IF Y'ALL WANT TO DO IT ALL RIGHT, AS LONG AS THE WATER MODEL IS OKAY, BUT THAT IS A LOT OF WATER FOR A BUNCH OF TREES THAT WOULD HAVE TO GO TO SCREEN IF THERE'S A BUILDING BETWEEN THE STREET AND THE DOOR IT'S SCREENED.
UM, SO WHEN YOU LOOK AT THEIR CONFIGURATION ALMOST FACES, UH, A DRIVE.
SO I WOULDN'T ANTICIPATE A LOT OF SCREEN UNLESS THIS DESIGN CHANGES.
I JUST WANT TO MAKE SURE THAT I PUT THAT OUT THERE BECAUSE THAT'S, I DON'T WANT THAT TO BECOME AN ISSUE.
IT DOESN'T MEAN IT HAS TO BE LANDSCAPING.
YOU COULD HAVE ALTERNATIVE SCREENS.
WE'VE ACCEPTED LIKE THE LIVING VINE, LIKE WHEN THEY DO THE MESH AND VINES, WE HAVE A COUPLE OF ALTERNATIVES.
WE TALKED ABOUT ANYTHING THAT TAKES WATER RIGHT NOW.
LET ME TALK ABOUT MY FOUR CONDITIONS REAL QUICK.
UM, SO I HAVE, I HAVE FOUR CONDITIONS, SO IT SOUNDS LIKE WE'RE STRIKING THE FIRST ONE WHERE IT WAS LIMITING THE TRUCK ACCESS TO ONLY THE TOLL ROAD.
UM, CONDITION TWO WOULD REMAIN ABOUT OVERHEAD DOORS AND SCREENING FROM RIGHT-OF-WAY THREE WOULD REMAIN ABOUT LIMITING OUTDOOR STORAGE TO JUST, UH, THE FLEET VEHICLES.
BUT THE APPLICANT DID REQUEST THAT IT WAS FLEET VEHICLES AND THE ASSOCIATED EQUIPMENT.
UM, PART OF THE POINT WAS TO MAKE SURE WE DIDN'T GIVE THEM UNLIMITED STORAGE.
SO IT BECOMES LIKE A CAR DEALERSHIP OR, YOU KNOW, SOMETHING ELSE WE DIDN'T WANT.
UM, AND THEN THE LAST ITEM WAS BUILDING SHELBY, UM, CLASS A IN THE HEADNOTES, UM, IN THEIR ORIGINAL REQUEST, THEY HAD REDUCED THE NUMBER OF FEATURES ON THE BUILDING.
SO WE JUST STRUCK THAT TO ACHIEVE THAT GOAL.
WELL, I'D LIKE TO KNOW AS THE APPLICANT AGREEABLE TO THESE, JUST, I MEAN, JUST ASK HIM AND WE'RE EDITING THE SECOND ONE, RIGHT? YES.
BECAUSE WE'RE EDITING THE SECOND ONE TO SAY FLEET FLEET VEHICLES, AS WELL AS THEIR ASSOCIATED EQUIPMENT, LIKE WITH THEIR BUSINESS.
I ASSUME YOU MEAN LIKE FORKLIFTS AND STUFF WHEN YOUR STORE IT'S GENERALLY FOR TRAILER PARKING INSTEAD OF THE BACK HALF OF THE 18 WHEELER, THAT ACTUAL CAB IT'S GENERALLY UNHOOKED FROM THE, THE ACTUAL FRONT, UM, WHEN YOU GET IN.
AND SO IT'S TECHNICALLY, I DON'T, IT COULD GET IN A WAY TO BE NOT A VEHICLE.
I'M JUST, I'M JUST MAKING A, LIKE A CORRELATION THAT THERE IS AN AREA KIND OF CLOSE LIKE THIS, AND I'M ONLY BECAUSE WORKING IN HOME SALES, THERE'S, IT'S US OFF SCOTTSDALE CROSSING AND CEDAR PARK, AND IT'S ACTUALLY THE WHOLE INDUSTRIAL AREAS RIGHT THERE.
AND IT'S COST A TWO LANE ROAD AND YOU HAVE A SCOTTSDALE SCOTTSDALE CROSSING, OR IS IT WHATEVER THE, IT WAS LIKE A MERITAGE.
MAYBE IF SOMEBODY IS SOMEBODY'S DEVELOPING OVER THERE, VERY NICE HOMES AND EVERYTHING TOO.
SAME THING HAPPENED WHERE THE HOMES WERE BUILT FIRST.
AND THEN, YOU KNOW, THERE'S THIS, THERE'S THIS EMPLOYMENT AREA IN THIS ACTIVITY AREA WHERE THEY'VE BEEN ABLE TO REALLY CAPITALIZE.
AND I THINK A LOT OF US DRIVE TO GO TO, TO GO DOWN THERE.
SO, UM, THIS WAS AN AREA THAT IS TABBED FOR, FOR, FOR, FOR BUSINESS GROWTH IN THAT AREA TOO.
AND I DON'T, I MEAN, I'LL JUST COME OUT AND SAY, I DON'T KNOW IF I WOULD'VE, IF I WAS ON COUNCIL, WHEN THOSE APARTMENTS WERE ON THE CORNER, I DON'T KNOW IF I WOULD APPROVE THEM BECAUSE OF SOMETHING LIKE THIS.
CAUSE WE WOULD BE LOOKING FOR THESE TYPES OF BUSINESSES IN THAT AREA.
SO, UM, I JUST WANTED TO ACKNOWLEDGE YOUR ALSO YOUR CONCERN THERE, BUT SAY THERE IS AN AREA VERY CLOSE TO THAT, VERY CLOSE
[01:25:01]
TO US.AND SO FOR THAT REASON, I'M STILL AGREEABLE TO IT TOO.
IF THERE'S A MOTION AND A SECOND, ANY FURTHER DISCUSSION, ALL THOSE IN FAVOR PASSES UNANIMOUSLY.
[24. Discuss and consider action on the Second Reading of an Ordinance regarding Comprehensive Plan Case 22-CPA-001 to amend the Comprehensive Plan land use category from Employment Center to Activity Center and consider action regarding Zoning Case 21-Z-044 to amend the current zoning of Interim SFS-2-B (Single-Family Suburban) and Interim SFR-1-B (Single-Family Rural) to SFT-2-B (Single-Family Townhouse) and GC-2-B (General Commercial) on five (5) parcels of land approximately 56.785 acres ± in size, more particularly described by Williamson Central Appraisal District Parcels R031298, R031398, R473651, R473652, and R031397; and generally located west of Ronald W. Reagan Boulevard and north of RM 2243, Leander, Williamson County, Texas. ]
DISCUSSING CONSIDER ACTION ON THE SECOND READING OF AN ORDINANCE REGARDING COMPREHENSIVE PLAN CASE 22 CPA 0 0 1 TO AMEND THE COMPREHENSIVE PLAN LAND USE CATEGORY FROM EMPLOYMENT CENTER TO ACTIVITY CENTER AND CONSIDER ACTION REGARDING ZONING CASE 21 0 4 4 TO AMEND THE CURRENT ZONING OF INTERIM SFS TO BE SINGLE FAMILY SUBURBAN AND INTERIM SFR, ONE B SINGLE FAMILY, RURAL TWO SF T TO BE SINGLE FAMILY TOWNHOUSE AND GC, TO BE GENERAL COMMERCIAL ON FIVE PARCELS OF LAND, APPROXIMATELY 56.785 ACRES PLUS OR MINUS INCISE, AS STATED ON THE POSTED AGENDA EXECUTIVE DIRECTOR OF DEVELOPMENT SERVICES.THIS IS THE SECOND READING OF THE ORDINANCE FOR THE M M RANCH ZONING CASE.
UM, THIS ONE'S ON REGULAR AGENDA BECAUSE THE LAST VOTE WAS NOT UNANIMOUS AND I'M AVAILABLE IF YOU HAVE ANY QUESTIONS.
AND THIS IS NOT A PUBLIC HEARING.
SO COUNSEL, THIS IS ALL YOURS.
SECOND, I THINK TO MAKE A COMMENT BEFORE THIS, BECAUSE I WAS THE DISSENTING VOTE LAST TIME.
UM, AND I'M, I'M STRUGGLING HERE WITH THE RESIDENTIAL PIECE BECAUSE IT'S, IT DOESN'T MEET THE INTENT OF THE COMPREHENSIVE PLAN IN THAT THE RESIDENTIAL IS NOT DISPERSED AND, UM, TRANSITIONS WELL IN, IT'S JUST SORT OF THIS RECTANGLE THAT COULD BE 350 CONDOS.
UM, AND WE'VE TALKED ABOUT WATER AND WE'VE TALKED ABOUT ALL THESE DIFFERENT THINGS.
AND WE ALSO HAVE TALKED ABOUT NOT HAVING RESIDENTIAL ON TWO MAJOR ROADS OR SIGNIFICANT ROADS.
AND SO, UM, I'M JUST STRUGGLING HOW THIS FITS IN WITH EVERYTHING THAT WE'VE WE'VE TALKED ABOUT.
SO I'D LOVE TO HEAR SOME COMMENTS ON THAT IF YOU DON'T WANT, AND I'LL GIVE YOU SOME, I'LL GIVE A LITTLE BIT OF CONTEXT.
AND I THINK, UH, OUR PLANNING AND ZONING COMMISSION, UM, SAID THIS, WELL, I THINK THIS, THIS CAME BEFORE US NOT TOO LONG AGO BEFORE THIS.
AND, YOU KNOW, WE HAD RECOMMENDATIONS THAT THIS THING FIT AND THEN WE HAVE RECOMMENDATIONS NOW THAT SAID IT DOESN'T FIT.
AND I THINK WE WERE CONSIDERING A PLAN ON THIS PROPERTY ALTOGETHER WITH ALL THE DIFFERENT ZONING CHANGES THAT WE HAD.
WE WERE CONSIDERING AT ONE POINT UP TO 3000 APARTMENTS ON THIS PROPERTY AS WELL, TOO.
SO, UM, I'M ONLY GOING TO ANSWER FOR MYSELF HERE, BUT, UM, I SEE THIS AS A LONGTERM OF GOING BACK AND FORTH AND TRYING TO FIND SOME TYPE OF COMPROMISE TO DEVELOP SOMETHING ON THIS PROPERTY.
AND SO, UM, THAT IS PROBABLY THE BIGGEST REASON FOR THAT.
THE COMPREHENSIVE PLAN PORTION WAS EASY.
THE ZONING PLACES IS THE HARDER ONE FOR US, BUT EVEN STILL, UM, I THINK THAT, UH, UM, I'M TRYING TO BALANCE THE WHAT'S BEST IN OUR RECOMMENDATIONS FROM STAFF AND WHAT'S FAIR TO AN APPLICANT BACK AND FORTH AND, AND, AND COMP COMMUNICATIONS THAT HAVE HAPPENED.
I ACTUALLY FEEL LIKE IT'S THE REVERSE.
I WAS OPPOSED TO THE COMPREHENSIVE PLAN AMENDMENT, BUT ONCE THAT PASSED, IT'S LIKE, OKAY, WELL THEN THE ZONING FITS INTO THAT.
UM, BUT I THINK, YOU KNOW, ON THAT COMP PLAN AMENDMENT, I'M, I'M RIGHT THERE WITH YOU.
PRETEND LIKE I, I FELT LIKE, UM, IT WASN'T A PERFECT FIT.
I WOULD'VE LIKED TO HAVE SEEN THIS AS, AS A POD.
LIKE WE SAW A COUPLE OF YEARS AGO WHERE WE CAN KIND OF PUT DIFFERENT CONDITIONS AND GET IT LOCKED IN RATHER THAN THE PIECEMEAL THAT IS COMING TO US, BUT IT IS WHAT IT IS.
AND THE COMP PLAN HAS BEEN, UM, WAS APPROVED.
SO NOW I'M LIKE, ALL RIGHT, WHATEVER, BUT THE COMP THE COMPLAINT WAS ONLY THIS MUCH.
IF YOU LOOK AT THAT PICTURE, IT WAS ONLY THE BOTTOM SLIVER AT THE END OF THE DAY.
THAT'S WHY, THAT'S WHY I SAID IF IT WAS THE WHOLE THING AND THE WHOLE THING VIOLATED IT, I'D PROBABLY AGREE WITH BOTH OF YOU.
UM, BUT IT REALLY WASN'T A TOUGH PART AS FAR AS THE, IN MY OPINION, THERE ANY FURTHER DISCUSSION, ALL THOSE IN FAVOR, OPPOSED PASSES SIX TO ONE
[25. Discuss and consider action on establishing fees for credit card transactions through the use of Tyler Payments as part of the EnerGov permitting software; and authorize the City Manager to execute any and all necessary documents.]
I'M 25 DISCUSS AND CONSIDER ACTION ON ESTABLISHING FEES FOR CREDIT CARD TRANSACTIONS, THROUGH THE USE OF TYLER PAYMENTS AS PART OF THE INNER GOV PERMITTING SOFTWARE AND AUTHORIZE THE CITY MANAGER TO EXECUTE ANY AND ALL NECESSARY DOCUMENTS, EXECUTIVE DIRECTOR OF DEVELOPMENT SERVICES.UM, WE ARE GETTING READY FOR OUR LAUNCH OF INTERGRAPH.
SO I'VE ADVISED SUPER EXCITED.
UM, WITH THAT LAUNCH, WE'RE GOING TO HAVE A HUGE CHANGE, UM, WITH OUR PROCESSING.
UM, RIGHT NOW WE ACCEPT BUILDING PERMITS THROUGH MY PERMIT.
NOW, WHEN WE GET A LOT OF CREDIT CARD PAYMENTS AND WE'RE ANTICIPATING, WE'RE GOING TO SEE EVEN MORE WHEN WE DO SITE PLANS AND ZONING CASES AND SUBDIVISIONS AND ALL THOSE OTHER THINGS, IT'S GOING TO BE A LOT EASIER FOR THEM TO USE THEIR CREDIT CARD.
UM, THE FINANCE DEPARTMENT HELPED ME WITH SOME RESEARCH AND WE FOUND THAT IN THE LAST FISCAL YEAR FOR JUST BUILDING PERMITS, UM, THE CITY PAID $490,000 FOR THE MERCHANT FEES FOR CREDIT CARDS.
[01:30:01]
SO WE HAVE AN OPPORTUNITY WHEN WE LAUNCH INNER GOV TO USE THEIR PAYMENT PROGRAM, WHERE THOSE MERCHANT FEES ARE ACTUALLY PAID BY THE APPLICANT INSTEAD OF ABSORBED BY THE CITY.THIS DOESN'T MEAN EVERY PROJECT WOULD HAVE TO PAY A FEE.
YOU STILL HAVE THE OPTION TO USE A CHECK OR THE ACH PAYMENT, UM, AND THOSE DON'T COST THE CITY MONEY.
SO WE'RE ASKING TODAY IS, UM, HOW DOES THE COUNCIL FEEL ABOUT THAT? DO WE WANT TO PURSUE IT IF WE DO, WE CAN MOVE FORWARD WITH IT.
IF NOT, WE CAN TALK ABOUT OTHER OPTIONS.
SECOND MOTION AND SECOND, ANY FURTHER DISCUSSION, ALL THOSE IN FAVOR PASSES UNANIMOUSLY.
UH, COUNSEL, DO Y'ALL NEED A BREAK? NOPE, WE'RE GOOD.
[26. Discuss and consider action on Destination Restaurant Incentive Program to assist in recruiting restaurants as well as helping existing Leander restaurants to expand. ]
ITEM 26, DISCUSS AND CONSIDER ACTION ON DESTINATION RESTAURANT INCENTIVE PROGRAM TO ASSIST IN RECRUITING RESTAURANTS AS WELL AS HELPING EXISTING LAND OR RESIDENTS TO EXPAND ECONOMIC DEVELOPMENT DIRECTOR GOODMAN.SO THANK YOU ALL FOR HAVING ME UP HERE.
I KNOW THIS IS SOMETHING WE HAD TALKED ABOUT AS A GROUP, UH, PREVIOUSLY.
SO I REALLY APPRECIATE THE DIRECTION OF, UH, KIND OF RECOGNIZING THAT BRINGING GOOD QUALITY, SIT DOWN, RESTAURANTS AND ENTERTAINMENT USES, UH, THEY'RE A LITTLE BIT DIFFERENT THAN WHAT WE HAVE IN COMMUNITIES A PRIORITY.
SO WE WENT AND LOOKED AT WHAT SOME OTHER CITIES AND TEXAS HAVE DONE THEIR CITIES LIKE KYLE SOUTH LAKE, UH, THAT HAVE BEEN SUCCESSFUL IN DOING THIS.
SO WE TOOK THEIR STRUCTURE, UH, KIND OF LOOKED AT WHAT OUR GAPS WERE HERE IN LEANDER AND HOW WE COULD MAKE THAT WORK.
SO THE REALLY THE BIG GOAL IS RECRUITING A DESTINATION STYLE RESTAURANTS.
AND WHEN I SAY DESTINATION AND IT'S BRINGING PEOPLE IN FROM OUTSIDE THE COMMUNITY, SO IT'S NOT JUST CYCLING THE SAME DOLLARS OF LANDER RESIDENTS AT THE SAME RESTAURANTS.
IT'S HAVING PEOPLE FROM GEORGETOWN LIBERTY HILL, CEDAR PARK, COME IN AND SHOP AT THESE AND DINE IN THESE RESTAURANTS.
UH, SO THE LG ULTRA BILITY CRITERIA FOR THESE NEW RESTAURANTS WITH, UH, THERE'S ABOUT FIVE MAIN ONES.
SO THEY'D HAVE TO HAVE THE CAPABILITY TO ATTRACT NEW CUSTOMERS FROM OUTSIDE THE COMMUNITY.
SO YOU USUALLY BE LOOKING AT, IS THIS SOMETHING THAT'S ALREADY IN NEARBY COMMUNITY? IS IT SOMETHING THAT WE ALREADY HAVE IN LEANDER? UM, DO THEY HAVE ANY EXISTING LOCATION WITHIN FIVE MILES? SO IF THEY ALREADY DO, THEN THERE'S NOT REALLY A CHANCE THAT THOSE PEOPLE ARE GOING TO LEAVE THAT AREA AND COME HERE.
UH, THEY SHOULD FIT WELL INTO THE COMMUNITY TO PROVIDE NEW AND DIFFERENT DINING.
SO IF WE ALREADY HAVE FIVE BARBECUE PLACES, DO WE REALLY NEED A SIX ONE? AND THAT'S SOMETHING THAT WE WOULD KIND OF TALK ABOUT AS A GROUP, UM, PRIORITY WOULD BE GIVEN THE RESTAURANTS ARE AT LEAST 4,000 SQUARE FEET IN SIZE.
WE REALLY WANT TO HAVE LIKE A SUBSTANTIAL RESTAURANT, UH, THAT PEOPLE ARE COMING IN AND, UH, HAS THE SPACE TO BRING IN BIG CROWDS OF PEOPLE.
UH, WE ALSO WANT THEM TO AT LEAST PURCHASE THE PROPERTY OR SIGN A FIVE-YEAR LEASE AGREEMENT.
SO IT'S NOT JUST SOMETHING THAT COULD GO AWAY.
WE WANT TO MAKE SURE THAT THEY'RE COMMITTED TO THE COMMUNITY, UH, AND HELPING EXISTING RESTAURANTS.
SO IF IT'S SOMETHING THAT STARTED HERE IN LEO OR IN LANDER AND THEY'RE LOCAL AND THEY'RE VERY SUCCESSFUL AND THEY WANT TO EXPAND, WE WOULD LIKE TO HELP THEM WITH THAT.
SO IF THEY'RE EXPANDING THEIR FOOTPRINT BY 50%, UH, THEY COULD QUALIFY AS LONG AS THEY MEET THOSE OTHER REQUIREMENTS.
AND I WANT TO REMIND EVERYONE, IT IS A CASE BY CASE THING.
SO WE WOULD GO IN, UH, EXECUTIVE SESSION LIKE WE DO FOR ALL OF OUR AGREEMENTS TO KIND OF TALK ABOUT THIS AND DOES IT MEET THE GOAL OF THE COMMUNITY AND WE'D HAVE METRICS, UH, AS THEY WOULD SUBMIT THEIR INCENTIVE APPLICATION, LIKE ALL PROJECTS DO.
AND WE COULD HAVE THAT FISCAL IMPACT REPORT AND TALK ABOUT ALL THE OTHER QUALITATIVE THINGS.
UM, SO KIND OF JUST WHAT WE JUST TALKED ABOUT, UH, WE'D LOOK AT THE SALES TAX AND PROPERTY TAX DOLLARS THAT WILL BE GENERATED THE TOTAL NUMBER OF JOBS, THE AVERAGE WAGES OF THOSE JOBS AS THEIR COMPETITIVE IMPACT WITH THIS HURTING OUTLANDER OR RESIDENTS BUSINESS OR LOCAL LANDER RESTAURANT.
AND WE CAN ALWAYS ASK FOR ADDITIONAL INFORMATION.
SO IF THERE'S SOMETHING WE WANT TO DIG INTO, WE COULD ALWAYS GO BACK TO THEM AND ASK FOR IT.
UM, ANOTHER QUESTION I HAD, WHICH I THOUGHT I APPRECIATED IT.
UH, SOMEONE SAID, WELL, YOU ALREADY HAVE THE OLD TOWN GRANT PROGRAM.
THAT'S TRUE, BUT IT'S ONLY FOR THE OLD TOWN AREA.
SO IT'S A VERY SMALL DISTRICT WITHIN OUR WHOLE COMMUNITY.
THIS PROGRAM WOULD BE WITHIN ALL OF OUR CITY LIMITS.
SO IT'S NOT JUST, UH, HERE IN OLD TOWN, IT'S EVERYWHERE.
AND I WOULDN'T SAY THIS OLD TOWN INCENTIVE PROGRAM HAS BEEN VERY SUCCESSFUL.
UH, WE'RE SEEING A LOT OF ACTIVITY.
I KNOW WE'VE TALKED ABOUT IT BEFORE, BUT THERE'S A LOT OF PROPERTIES.
IF YOU SEE THE ZONING, UH, SIGNS UP RIGHT NOW, UH, THAT ARE CHANGING HANDS AND HAVING PLANS COME THROUGH TO THE CITY.
SO WE'RE VERY EXCITED ABOUT THAT.
AND I WENT TOO FAR, BUT YEAH, IF THERE'S ANY QUESTIONS ABOUT THE DESTINATION INSTEAD OF PROGRAM, WE'RE HAPPY TO MAKE SOME CHANGES BASED ON ANY OF YOUR COMMENTS.
AND I HAD A GREAT ONE FOR BECKY, UH, WHERE I'M GOING TO CLEAN UP ONE OF MY WEIRD WORDS.
THEY, UM, AND THIS IS FIRST QUESTION IS RELATED TO THE OLD TOWN PROGRAM, JUST FOR RELEVANCE.
SO THAT IS, WE STILL HAVE THAT, BUT THERE'S JUST NO FUNDS AVAILABLE, BUT THERE'S STILL A LITTLE BIT OF FUNDS AVAILABLE.
UM, IT'S ONE OF THOSE THINGS WHERE IT WAS VERY SUCCESSFUL AND WE USED A LOT OF THOSE GRANTS.
AND NOW WE HAVE A LOT OF THINGS IN THE PIPELINE THAT ARE HAPPENING.
THERE'S ABOUT $2,500 LEFT, AND WE ACTUALLY HAVE, UH, SOMEONE WE'RE TALKING TO THEM ABOUT THAT, RIGHT.
AND HOW DO WE GET MORE MONEY IN THERE? SO WE CAN BE COMING TO YOU AT THE BUDGET SESSION TO DO THAT.
AND ONE OF THE OTHER REASONS WHY WE'RE A LITTLE BIT SHORT ON THAT RIGHT NOW IS WE USE THAT FUND FOR THE COVID EMERGENCY BUSINESS GRANTS.
SO WE HAD THAT EXISTING FUNDING WHEN COVID
[01:35:01]
HIT.AND, UM, IT WAS KIND OF AN UNCERTAIN TIME, OR WE DIDN'T KNOW WHAT THE CITY'S FINANCES WOULD BE.
AND THAT WAS A GREAT SOURCE TO USE THAT, TO HELP, UM, OVER 80 DIFFERENT LAND OR BUSINESSES.
SO THAT WE, WE DON'T HAVE A, IT'S NOT A, LIKE, IT'S NOT LIKE TERRORS, THAT'S NOT WHERE THE MONEY COMES FROM.
SO THIS'LL BE A RESTAURANT SPECIFIC.
THE OLD TOWN GRANT IS A ITS OWN BANK ACCOUNT THAT CAN PROVIDE UPFRONT GRANTS.
WHEREAS THIS IS A REBATE BASED PROGRAM THAT THEY WOULD BE GENERATING THEIR OWN NEW TAXES.
AND THEN THAT WOULD COME BACK.
A PORTION OF IT COULD COME BACK TO THE, OKAY, SO BUSINESSES THAT ARE HERE WOULD BE CONTRIBUTING TO THAT FUND, SO TO SPEAK, UH, ONLY.
SO LET'S SAY WE HAVE A REALLY GREAT PIZZA RESTAURANTS THAT'S COMING.
UM, IF THEY GENERATE A HUNDRED THOUSAND DOLLARS OF NEW TAXES THAT COULD POTENTIALLY GET A PORTION OF THAT BACK TO HELP THEM PAY FOR SOME OF THE COSTS THAT COMING TO OKAY.
IT BE LIKE A THREE 80, BUT IT HAS TO BE NEW AND DIFFERENTIATING, RIGHT.
NOT LIKE A BUNCH OF PIZZA COMPANIES.
WELL, IT WOULD HAVE TO BE SOMETHING THAT'S DIFFERENT THAN WE WOULDN'T JUST NORMALLY GET.
UM, ANYWAY, SO ARE YOU GOING TO PRESENT TO US THE CRITERIA FOR PARTICIPATING SO THAT WAY IT'S NOT A, YEAH.
SO THERE ARE, IF IT'S IN YOUR PACKET, THERE'S AN ELIGIBILITY CRITERIA.
SO, UM, THEY HAVE THAT CAPABILITY TO DRAW IN THOSE CUSTOMERS FROM OUTSIDE THE COMMUNITY.
THEY CAN'T HAVE ANOTHER LOCATION WITHIN FIVE MILES, HOW THEY SHOULD FIT WELL INTO THE EXISTING RESTAURANT ECONOMY PROVIDE NEW, DIFFERENT DINING EXPERIENCES.
BUT THAT WILL GO, THAT WILL GO THROUGH YOU BEFORE IT'S PRESENTED TO US AND YOU WILL MAKE THE RIGHT THAT IT COMES THROUGH.
UH, AND THEN WE'LL BRING THAT TO YOU AND EXECUTIVE SESSION AFTER WITH OUR RECOMMENDATION, OKAY.
IS A NEW AND SPECIAL FORM, RIGHT.
THAT THEY NEED TO, THERE'S A SPECIAL SPREADSHEET THAT WE GET TO USE.
THIS IS KIND OF FORMALIZING WHAT WE'VE BEEN DOING, BUT IT GIVES, IT GIVES EVERYBODY, IT SETS PROPER EXPECTATIONS.
AND THAT GIVES EVERYBODY LIKE IN CLEAR WRITING, WHAT, WHAT, WHAT NEEDS TO BE ACCOMPLISHED.
I'M EXCITED ABOUT AS KIND OF LETTING THE WORLD KNOW THAT LANDER WANTS THIS TYPE OF THING.
SO IT'S REALLY HELPFUL FOR US IN OUR CONVERSATIONS WITH RESTAURANTS AND DIFFERENT BROKERS, LET THEM KNOW THAT THIS IS A DESIRE OF THE COUNCIL TO GO OUT AND GET THESE KINDS OF THINGS FOR OUR COMMUNITY.
AND CAMERON, I WAS JUST GOING TO MENTION, THE OTHER THING IS OFTENTIMES WE WILL GET INQUIRIES FOR THINGS THAT YOU TYPICALLY WOULDN'T INCENTIVIZE.
AND THAT ALSO GIVES US A KIND OF A BARRIER FOR THE TYPE OF THINGS THAT YOU WROTE.
Y'ALL PROBABLY DON'T EVEN WANT TO ENTERTAIN.
IT'S KIND OF THOSE GUARDRAILS, RIGHT.
IT'S KIND OF THE BUMPERS THAT HAVE TO KEEP IT IN THERE.
I THINK THIS IS SUPER FANTASTIC AND I'D LIKE TO MAKE A MOTION TO APPROVE MOST SECOND.
MOTION AND A SECOND, ANY FURTHER DISCUSSION, ALL THOSE IN FAVOR PASSES UNANIMOUSLY.
[27. Discuss and consider action on directing the staff to submit a formal complaint to the United States Postal Service Office of Inspector General.]
27 DISCUSS AND CONSIDER ACTION ON DIRECTING THE STAFF TO SUBMIT A FORMAL COMPLAINT TO THE US POSTAL SERVICE OFFICE OF INSPECTOR GENERAL.UM, DID YOU WANT ME TO TAKE THIS ONE? YES, YOU CAN.
UM, SO THIS CAME UP FROM THE CRYSTAL FALLS, UM, MAILBOX THEFT THAT WE ALL SAW ON THE NEWS, AND I'M SURE WE'VE ALL BEEN CONTACTED ABOUT, UM, THE PEOPLE THAT WERE STEALING FROM THE MAILBOXES HAVE THE MASTER KEY THAT LETS YOU INTO EVERY MAILBOX IN LANDER.
UM, AND SO THE REQUEST WAS MADE BY SOME RESIDENTS TO THE POST OFFICE TO CHANGE OUT THE MASTER KEYS.
AND THE POST OFFICE HAS ESSENTIALLY SO FAR SAID NO.
SO I REACHED OUT TO CONGRESSMAN CARTER'S OFFICE AND ASKED IF THEY COULD ASSIST WITH THAT REQUEST.
AND THEY HAVE SUGGESTED THAT THE CITY FILE A COMPLAINT THROUGH THE CITY MANAGER'S OFFICE WITH A USBS, AND THEN THEY CAN THEN FOLLOW UP WITH IT ONCE WE DO THAT.
UM, AND THEN WE MAY ALSO WANT TO DO, UM, A RESOLUTION ON OUR NEXT AGENDA JUST SAYING THAT, YES, WE SUPPORT THIS.
WE STAND WITH OUR RESIDENTS AND, AND WANT TO HAVE THE MAILBOXES RE KEYED.
UM, BUT IT IS UP TO YOU COUNSEL, IF THIS IS THE DIRECTION WE WANT TO GO TO APPROVE SECOND.
MOTION AND A SECOND, ANY FURTHER DISCUSSION, ALL THOSE IN FAVOR PASSES UNANIMOUSLY.
[28. Discuss and consider action on an Ordinance amending the Project and Financing Plan for the Reinvestment Zone Number One to ratify, confirm, and approve an increase in the maximum reimbursement amount for the Northline Developer projects and to allocate the estimated project costs for the Northline Developer category among project categories; and providing for related matters. ]
DISCUSSING CONSIDER ACTION ON ORDINANCE AMENDING THE PROJECT AND FINANCING PLAN FOR THE REINVESTMENT ZONE.NUMBER ONE TO RATIFY, CONFIRM AND APPROVE AN INCREASE IN THE MAXIMUM REIMBURSEMENT AMOUNT FOR THE NORTH LINE DEVELOPER PROJECTS AND TO ALLOCATE THE ESTIMATED PROJECT COST FOR THE NORTH LINE DEVELOPER CATEGORY AMONG PROJECT CATEGORIES AND PROVIDING FOUR RELATED MATTERS, EXECUTIVE FINANCE DIRECTOR POWERS.
UH, THIS ITEM IS ACTUALLY, UH, AND A LONG TIME IN COMING.
IF YOU RECALL LAST SUMMER, THE NORTH LINE DEVELOPMENT CAME BEFORE THE TERS BOARD IN JULY OF LAST YEAR AND REQUESTED THAT THEIR, UH, EXISTING, UH, REIMBURSEMENT AGREEMENT WITH THE LEANDER TERS BE AMENDED TO IN, UH, INCREASE THE POTENTIAL REIMBURSEMENTS FROM THE 12.5,
[01:40:01]
THEY HAD ALREADY BEEN APPROVED TO $25.2 MILLION, THE TURDS BOARD IN JULY APPROVED THAT.AND THEN IT CAME TO THE CITY COUNCIL IN AUGUST OF LAST YEAR.
UM, ALONG WITH THOSE, WHENEVER THERE'S A, UM, A DEVELOPMENT AGREEMENT THROUGH THE TERRORS, THE PROJECT PLAN NEEDS TO BE UPDATED, UH, DUE TO SCHEDULING DIFFICULTIES THROUGH THE FALL AND EARLY WINTER.
WE WEREN'T ABLE TO PULL THE, UH, THE TOURIST BOARD TOGETHER UNTIL THEIR, UH, UH, SPECIAL CALLED MEETING IN MARCH.
UM, BUT THIS ACTION TONIGHT, UM, RATIFIES THE PROJECT PLAN.
IT DOESN'T MAKE ANY CHANGES TO WHAT HAS PREVIOUSLY BEEN APPROVED.
IT JUST, UH, RECOGNIZES THAT THE, UH, THE BOARD AND THE CITY LAST YEAR APPROVED THE AMENDMENT TO THE NORTH LINE DEVELOPMENT AGREEMENT AND IT, UH, PUTS THOSE, UH, THOSE AMOUNTS IN THE RIGHT BUCKETS.
IN THE, IN THE PROJECT PLAN, A PROJECT PLAN IS CAPPED AT $71 MILLION.
UH, THE CITY COUNCIL CANNOT AMEND THAT, UH, WITHOUT THE COUNTY'S APPROVAL.
SO WITH THE NORTH LINE AGREEMENT BEING AMENDED, THE REMAINING CAPACITY OF THE TERS I, UH, FOR FUTURE, UM, DEVELOPMENT AGREEMENTS OR EXPENDITURES FROM THE TERSE, UH, THE REMAINING CAPACITY IS A LITTLE OVER $5 MILLION.
IT WILL ALL BE SPENT, UM, THAT ALL OF THE PROJECTS THAT HAVE BEEN APPROVED ARE PERFORMANCE-BASED MEANING IF THE, IF THE DEVELOPMENT DOESN'T PRODUCE THE, UH, INCREASED TAX REVENUE, THEN THE DEVELOPER WILL NOT GET PAID.
AND JUST TO REMIND EVERYONE THAT, UM, UH, THE NORTH LINE DEVELOPMENT AGREEMENT, UH, IS IN LINE BEHIND ALL OF THE OTHERS THAT WERE BEFORE IT.
SO IT HAS NOT RECEIVED ANY, UM, PAYMENTS YET, BUT ONCE THE, UM, AGREEMENTS, UH, FRONT OF, IN FRONT OF THEM ARE, UM, MADE WHOLE OR CURRENT, THEN THE NORTH LINE DEVELOPMENT CAN START RECOVERING.
SO, UM, SORRY FOR THE LONG EXPLANATION, BUT I THOUGHT IT WAS IMPORTANT TO LET YOU KNOW THAT THIS IS, UM, UH, IT GOES BACK TO THE SUMMER OF LAST YEAR, JUST TO DIFFICULT TO GET IN THE BOARD, TO, TO MEET THEIR SCHEDULES.
NO, I APPRECIATE THE CLARIFICATION BECAUSE RATHER THAN SOMEBODY JUST READING THIS, IF THEY DIDN'T KNOW WHAT THEY WERE LOOKING AT AND DIDN'T KNOW THE HISTORY, IT LOOKS LIKE, OH, WE'RE GOING TO GO GET MORE MONEY THAT WE HAVEN'T ALREADY TALKED ABOUT.
SECOND MOTION, SECOND, ANY FURTHER DISCUSSION, ALL THOSE IN FAVOR PASSES UNANIMOUSLY.
[29. Discuss and consider action on an Ordinance creating and establishing a Mayor's ad hoc committee to promote beautification, conservation and volunteerism; providing an effective date and open meetings clause; and providing for related matters.]
ITEM 29, DISCUSS AND CONSIDER ACTION ON ORDINANCE CREATING AN ESTABLISHING A MAYOR'S AD HOC COMMITTEE TO PROMOTE BEAUTIFICATION CONSERVATION AND VOLUNTEERISM, PROVIDING AN EFFECTIVE DATE AND OPEN MEETINGS CLAUSE AND PROVIDING FOR RELATED MATTERS.UM, SO THIS IS MY AD HOC COMMITTEE.
EVERY MAYOR GETS ONE, AND I FINALLY HAVE A PURPOSE FOR MINE.
UM, I DO WANT TO MAKE A COUPLE OF CHANGES ON MY APOLOGIES TO STAFF ON THIS.
UM, I WANTED TO ADD TO THE PROMOTE BEAUTIFICATION CONSERVATION AND VOLUNTEERISM ALSO WANT TO ADD COMMUNITY ENGAGEMENT.
AND WITH THAT INCREASE, THE SIZE CURRENTLY SAYS SEVEN MEMBERS.
UM, MS. CRABTREE DO COUNT AS A MEMBER OR NOT.
THEN I WOULD LIKE TO INCREASE THAT TO EIGHT MEMBERS PLEASE.
UM, BUT OTHERWISE EVERYTHING ELSE, UM, STAYS THE SAME.
THE PURPOSE OF THIS IS SORT OF LIKE A CUTE LANDER, BEAUTIFUL, UM, SORT OF COMMITTEE.
WE ARE GOING TO DO BEAUTIFICATION PROJECTS, CLEANUP PROJECTS, CONSERVATION, UM, WE'RE GOING TO UNITE VARIOUS COMMUNITY GROUPS TO GET THINGS DONE AND TO REALLY GET A SENSE OF PLACE AND DO SOME OUTREACH IN THE COMMUNITY.
THIS BOARD IS GOING TO BASICALLY JUST RUN ALL OF THE VOLUNTEERS AND EACH PERSON CAN VOLUNTEER FOR WHAT THEY'RE INTERESTED IN.
IF IT'S DOING OUTREACH IN THE COMMUNITY, IF IT'S DOING, UM, BEAUTIFICATION, WE'VE GOT SOMETHING FOR PRETTY MUCH EVERYBODY.
COUNCIL MOTION TO APPROVE THE SECOND MOTION AND A SECOND, ANY FURTHER DISCUSSION.
I JUST WANT TO SAY THE WORD BEAUTIFICATION IN HERE MAKES ME VERY HAPPY BECAUSE THERE'S, I MEAN, EVERY TIME I GO FOR A RUN IN OUR NEIGHBORHOOD, I WOULDN'T GO HOME AND GET, GET THE BIG TRASH CAN AND GO PICK UP TRASH.
[01:45:01]
THE DRIVE, BUT JOGGING, I SEE IT.AND I'VE SPENT A LOT OF TIME DOING THE DRIVING ANYWHERE, REGARDLESS OF WHAT IT IS.
THERE'S SO MANY THINGS THAT WE CAN AS A COMMUNITY CAN DO AND GETTING IT DONE IS A LOT HARDER THAN PEOPLE REALIZE.
SO, UM, I'M VERY PLEASED THAT YOU'VE TAKEN THAT ON.
I'M SORRY, CAN WE JUST CLARIFY THE MOTION AND THE SECOND THAT IT INCLUDES THE CHANGES THAT YOU REQUESTED? YES.
UM, WHEN I TALK TO KIDS, THE NUMBER ONE THING THAT THEY ALWAYS BRING UP TO ME THAT THEY WANT TO IMPROVE ABOUT THE COMMUNITY IS PICKING UP LITTER.
AND IT'S INTERESTING TO ME THAT THEY SEE IT AND THEY GET IT.
AND THAT WOULD BE SUCH A GREAT PROJECT FOR US TO PROMOTE ONGOING IS LIKE, ALL RIGHT, KIDS, WHEN YOU SEE STUFF IN YOUR NEIGHBORHOOD, GRAB A BAG, GO CLEAN IT UP.
UM, AND THIS IS GOING TO BE A GREAT WAY TO INVOLVE THEM AND THEIR FAMILIES AND JUST HAVE PRIDE AND OWNERSHIP IN THE COMMUNITY.
UM, AND WAIT TILL OUR NEXT MEETING WHEN WE ANNOUNCED WHO'S ON THERE.
BUT THE PERSON THAT I HAVE OVER THE BEAUTIFICATION PART IS AMAZING TO EXPECT.
SO LET ME ASK YOU, AND I KNOW WHAT PEOPLE ARE GOING TO SAY, BUT THE HEAR ME OUT.
SO YOU SAID YOU WANT THIS TO BE PART OF THE OPEN MEETING CALLS.
AND SO WE DON'T HAVE A BUDGET.
SO HERE'S THE THING WITH OBSERVATION, AND IT'S NOT LIKE JORDAN TRIED TO HIDE ANYTHING, BUT IF YOU, IF YOU PUT IT TO THE OPEN MEETINGS ACT, DO YOU NOT NOW HAVE PHONES? LIKE YOUR MEMBERS WILL HAVE TO BE VERY CAREFUL TALKING TO EACH OTHER.
I'M THINKING OF THE EASE OF ACCESS TO EACH OTHER.
AND IF YOU'RE NOT HAVING BUDGET THAT YOU ALL CAN TALK IN GROUPS OF MORE THAN, THAN FOUR.
SO I'M JUST, JUST THINKING THROUGH THAT FOR YOU.
AND IF THAT'S THE FIRST TIME WE HAVE TO WRITE, THANK YOU FOR THAT.
IT COULD SEND ADVISORY ONLY COMMITTEE.
THEN TECHNICALLY THE OPEN MEETINGS ACT IS NOT REQUIRED BY STATE LAW.
THEN COMPLIANCE WITH THE OPEN MEETINGS ACT IS NOT REQUIRED BY STATE LAW.
IT'S WITHIN COUNCIL'S DISCRETION TO REQUIRE COMPLIANCE.
AND I THINK THAT'S BEEN KIND OF A STANDARD THROUGHOUT THE OTHER BOARDS AND COMMISSIONS, BUT THERE'S DISCRETION FOR YOU TO BE FLEXIBLE HERE.
UM, WHAT DO Y'ALL THINK? WHAT ARE Y'ALL COMFORTABLE WITH IS IT'S NOT, WE'RE NOT GOING TO HAVE A BUDGET.
WE'RE NOT GOING TO HIDE ANYTHING.
UM, I THINK THERE'S GOING TO BE MEETINGS AND YOU'LL HAVE TO ME, I THINK IT WOULD, IT WOULD ADD VALIDITY TO IT.
IF YOU HAD A PROCESS AND EVERYBODY KNEW WHAT THE PROCESS ENTAILED, INCLUDING TAKING NOTES AND YOU KNOW, WHERE IT'S NOT SO STRICT, BUT JUST AT LEAST PROVIDE SOMETHING TO SHOW THAT THEY HAD A MEETING.
AND THIS IS WHAT THEY TALKED ABOUT.
AND THESE ARE THE PROJECTS THAT THEY'RE WORKING ON.
AND THEN WE DON'T HAVE TO GET A REPORT ALL THE TIME.
IT'S LIKE, IT'S THERE FOR EVERYONE.
AND YOU STILL HAVE THAT, CATHERINE.
WHAT I'M SAYING IS IF FOUR PEOPLE WANT TO GO OUT AND DO A BEAUTIFICATION OR VOLUNTEER TO TALK ABOUT, THEY CAN'T TALK ABOUT IT.
CAUSE THEY'RE UNDER LIKE A MEETING FOR THEM.
THEN THEY'LL BE WALKING FORWARD.
AND IT'S AN ADVISORY COMMITTEE.
I'M NOT TRYING TO HIDE ANYTHING.
I'M TRYING TO MAKE IT WHERE THESE PEOPLE ARE GOING TO BE VOLUNTEERS IN THE COMMUNITY.
HAVE YOU TALKED TO SO-AND-SO HAVE, YOU DON'T GET SO MUCH, BUT THAT'S AN ADVISORY.
WE DON'T HAVE THAT, BUT MEETINGS.
IF YOU CALL IT OPEN MEETINGS AND IT WOULD APPLY WHERE THE PEOPLE CAN TALK.
MAYBE YOU CAN DO BOTH OPTIONS WHERE IF YOU'RE WANTING TO CONSIDER WHEN THEY HAVE FORMAL MEETINGS, THAT THOSE BE POSTED.
AND I GUESS WE'LL HAVE TO BE CAREFUL HERE, BUT WHEN THEY'RE MEETING TO DISCUSS BUSINESS AND MAKE DECISIONS, PLAN THINGS, AND THAT'S AN AND SUBJECT TO OPEN MEETINGS, BUT WHEN THEY'RE CARRYING OUT THE TASKS, AS FAR AS THE VOLUNTEER AND THOSE TYPES OF THOSE TYPES OF ACTIVITIES, THEN YOU COULD DISTINGUISH THAT.
AND IT, IT'S NOT REQUIRED TO COMPLY WITH OPEN MEETINGS THAT MIGHT BE HARD TO, UM, CARRY OUT.
IT'S HARD TO KIND OF TRY TO THINK OF EVERY SCENARIO, BUT IT'S MAYBE AN OPTION TO CONSIDER.
SO WHAT IF WE STRIKE SECTION FOUR, WHICH IS THE OPEN MEETINGS CLAUSE, BUT STILL, YOU KNOW, JUST DO OUR BEST INTERNALLY TO MAKE SURE THAT WE'RE POSTING, UM, WHEN AND WHERE OUR MEETINGS ARE IN THE MINUTES AND ALL OF THAT.
WOULD THAT BE FAIR? WE'RE COMFORTABLE WITH THAT.
AND YOUR MOTION JUST TO, YEAH.
I WILL AMEND THE MOTION TO AMEND THE MOTION.
THANK YOU SO MUCH FOR BRINGING THAT UP.
COUNCIL MEMBERSHIP NICELY DONE.
IS THERE ANY FURTHER DISCUSSION? ALL RIGHT.
ALL THOSE IN FAVOR PASSES UNANIMOUSLY AND WE WILL BE APPOINTING AT THE NEXT MEETING WHEN WE APPOINT TO THE OTHER BOARDS AND COMMISSIONS.
[01:50:01]

AND YOU WERE SO WELL ORGANIZED TOO.
IT JUST, UM, I'M VERY PROUD OF YOU BOTH.
UM, AND THANK YOU SO MUCH FOR, FOR BEING SO ACCOMMODATING AND KIND, AND THEN, UM, ON THE COMMITTEE THAT WE JUST APPROVED, MS. CRABTREE, UM, HAS BEEN FANTASTIC.

UM, AND THEN WHEN IT COMES TO THIS COMMITTEE, SHE'S BEEN AN INCREDIBLE MENTOR AND HAS HELPED CONNECT ME WITH PEOPLE WHO HAVE DONE THIS BEFORE.
AND SO THANK YOU, CAROLINE, FOR BEING AN AWESOME ASSET.
UM, AND LAST THING I NOTICED LOOKING OUT HERE IN THE AUDIENCE, ALMOST EVERY ONE OF YOU SERVES ON ONE OF OUR COMMISSIONS OR HAS INTERVIEWED A COUPLE OF TIMES.
