I'M REPORTING ON ACTION TAKEN BY THE CITY COUNCIL DURING THE APRIL 7TH MEETING, UM, THEY DID CONDUCT A PUBLIC HEARING FOR THE SAN GABRIEL INDUSTRIAL MINOR PUD.

THIS WAS REVIEWED BY THE PLANNING ZONING COMMISSION.

UM, THEY DID APPROVE THE REQUEST WITHOUT THE CONDITION TO REMOVE ACCESS TO SAN GABRIEL, 180 3 A AND AUTO-PARK DRIVE.

THEY DID KEEP ALL THE OTHER CONDITIONS.

UM, THIS'LL BE ON THE AGENDA FOR NEXT WEEK FOR A SECOND READING.

UM, THEY ALSO COMPLETED THE SECOND READING OF THE M RANCH ZONING CASE.

THEY APPROVED THE REQUEST AND, UH, THAT'S IT FOR MY REPORT.

I BELIEVE TO THE SOUTH IS A PUD WITH AN LC BASED ON, UM, TO THE SOUTH IS ALSO ANOTHER GC THREESY.

UH, THE COMMERCIAL OFFICE PARK THAT'S THE FID IS THE OAKS ON CRYSTAL FALLS, OFFICE CONDOS.

UH, AND THEN THE COMMERCIAL DEVELOPMENT IS, UH, ANOTHER, UH, IT LOOKS LIKE LEANDRA DENTAL TO THE WEST IS ANOTHER GC THREESY PROPERTY.

AND CURRENTLY IT IS VACANT ENCOMPASSING.

THE, UH, SUBJECT TRACK IS THE HIGH CHAPARRAL SUBDIVISION, WHICH I MENTIONED EARLIER, WHICH INCLUDES COMMERCIAL LOTS ALONG CRYSTAL FALLS, PARKWAY AND SFU, M H LOTS TO THE SOUTH IS THE OAKS ON CRYSTAL FALLS, OFFICE PARK, A CONDO PUD AND ADDITIONAL COMMERCIAL, WHICH WE DISCUSSED EARLIER.

THE PROPERTY CONTAINS NO FLOOD PLAIN, AND THERE ARE MANY TREES SCATTERED ON THE SITE.

TREE PRESERVATION AND MITIGATION WILL BE ADDRESSED AT TIME OF SITE DEVELOPMENT.

UH, THE PROPERTY HAS ACCESS ONTO CRYSTAL FALLS PARKWAY THERE'S POTENTIAL RIGHT OF WAY, DEDICATION ALONG CRYSTAL FALLS PARKWAY, UH, ALONG WITH AN EIGHT INCH, UH, SIDEWALK PER OUR MASTER PLAN, TRANSPORTATION MASTER PLAN.

IT ALSO INCLUDES AN EAST-WEST TRAIL SEGMENT FOR THE CRYSTAL FALLS PARKWAY TRAIL SYSTEM, EXISTING UTILITIES.

UH, AS USUAL NOTICE WAS MAILED TO ALL PROPERTY OWNERS THAT FELL WITHIN 200 FEET OF THE SUBJECT PROPERTY BY THE CITY STAFF AND THE AGENT, UH, REACHED OUT TO ALL PROPERTY OWNERS WITHIN 500 FEET, UH, PER OUR COMPOSITE ZONING ORDINANCE.

UM, THE PROPERTY OWNERS THAT WERE ZONED SINGLE FAMILY OR ANY PROPERTIES USED AS SINGLE FAMILY, UH, THE APPLICANT INCLUDED THEIR, UM, UH, WORKSHEET AND COMMENT RESPONSES.

UH, SO THE FULL REPORT IS A ATTACHMENT EIGHT IN YOUR PACKET.

UH, THE ABOVE ITEMS BEING SAID, THE ZONING REQUEST IS CONSISTENT WITH THE FUTURE LAND USE MAP, DESIGNATION OF MULTI-USE CORRIDOR AND THE PROPOSED DEVELOPMENT WOULD BE COMPATIBLE AND COMPARABLE TO THE SURROUNDING LOUNGE LAND USES ALONG CRYSTAL FALLS PARKWAY.

THE PROPERTY CONTAINED SIGNIFICANT TREE COVER WHERE THE DEVELOPMENT IS PROPOSED, WHICH IS ATTACHMENT NUMBER FIVE IN YOUR, UH, PACKET.

THE TREES PROPOSED FOR REMOVAL AT THIS TIME INCLUDE THOSE WITHIN THE BUILDING PAD SITES, THE PAVEMENT AND FIRE LANES AND THE DETENTION POND AREA.

THE PROJECT HAS ACCESS ONTO BAGHDAD ROAD.

UH, AGAIN, THE PROJECT INCLUDES TWO TRACKS, WHICH ARE BOTH SITTING, UH, UNDEVELOPED.

THE COMPOSITE ZONING

ORDINANCE INCLUDES THE FOLLOWING TREE MITIGATION REQUIREMENTS.

SO YOU CAN REMOVE UP TO 50% OF THE SIGNIFICANT TREES BETWEEN, UH, THE CALLA BRANCHES OF EIGHT TO 18.

UH, DAVID MAY BE REMOVED WITHOUT A MITIGATION.

AND IF YOU GO OVER THAT, THEN YOU ARE OBLIGATED TO HIT A RATIO OF ONE-TO-ONE REPLACEMENT.

UH, TREES 18 TO 26 INCH CALIBER MAY BE REMOVED WITH THE APPROVAL OF THE PLANNING AND ZONING COMMISSION.

AND THE REPLACEMENT RATIO OF THOSE TREES ARE TWO TO ONE.

HERITAGE TREES, UH, ARE GREATER THAN 26 CALIBER INCHES AND REQUIRE THE APPROVAL OF BOTH THE PLANNING AND ZONING COMMISSION AND CITY COUNCIL.

THEIR REPLACEMENT RATIO IS THREE TO ONE AND A REMOVAL FEE IN THE AMOUNT OF $300.

SO IN THE STAFF REPORT, THERE WAS A, UH, PROPOSED TREE PRESERVATION PLAN THAT FOLLOWS THE SITE PLAN.

UH, THE MITIGATION, THEY ARE OVER THE 50% FOR THE EIGHT TO 18, UH, AND OH 76, UH, CALIBER REPLACEMENT INCHES.

UM, LET'S SEE HOW WE DO THIS, UH, AS PART OF THE MITIGATION PROCESS AND THE DEVELOPER IS PROPOSING TO PAY THE MITIGATION FEES IN THE AMOUNT OF $150 PER CALIPER INCH OF REPLACEMENT TREE IN LIEU OF PLANTING NEW TREES.

SO THERE WAS A BREAKDOWN PROVIDED.

UM, I TOOK THE, THE, UH, TREE PRESERVATION PLAN LIST AND KIND OF BULLETED, UH, SOME OF THE ITEMS. SO THE SIGNIFICANT TREES BEING REMOVED A TOTAL TO BE 213 CALIBER INCHES.

UM, THEY ARE, THEY ARE, UH, UH, ADDING 42 CALIBER INCHES TO THAT.

SO TOOK THE, UH, REPLACEMENT RATIO, THE TWO TO ONE RATIO OF THE 426 SUBTRACTED, AN ADDITIONAL 42, UH, CALIBER INCHES THAT THEY'RE GOING TO PLANT.

SO THEY OWE, UH, 384 CALIBER INCHES.

UH, TIME'S THE $150 RATE, UH, AND THAT CAME OUT TO BE, UH, $57,600, A, THE HERITAGE TREE REMOVAL FOR THE THREE HERITAGE TREES.

AGAIN IS THE 92 CALIBER INCHES.

UH, YOU TIMES THAT 92 CALIBER INCHES, UH, TIMES THE 300, WHICH CAME OUT TO BE 27, UH, 600, IN ADDITION TO THE CALIBER INCHES WERE THE REPLACEMENT, UH, RATIO FOR THE CALIBER INCHES REMOVED, WHICH IS THAT THREE TO ONE RATIO.

AND THAT'S THE 276, UH, CALIBER INCHES.

UM, SO IT CAME OUT TO BE, UH, THE 276 TIMES THE $150 EQUALS 41,400 FOR A GRAND TOTAL OF $126,600, UH, TO GO TO THE TREE, UH, FUND.

SO IT SHOWS US 33,000 SQUARE FEET OF SHOPPING CENTER.

BUT THE NET LEASEABLE IS 26 SOMETHING, 26,000 SOMETHING FOR ME TOO.

AND IT'S GOING TO COST AROUND $250 PER SQUARE FOOT TO BRING THAT KIND OF PROJECT THERE.

THIS IS, UH, A REGULAR AGENDA ITEM FOR THE ORDINANCE CASE FOR A MOBILE FOOD ESTABLISHMENTS.

UM, WE DID REVIEW THESE CHANGES AT THE PREVIOUS MEETING AND THE COMMISSION HAD TWO REQUESTS FOR UPDATES.

UM, WE DID ADD ON PAGE SIX HOURS OF OPERATION FOR THE TEMPORARY USE FOR MOBILE FOOD ESTABLISHMENTS TO MATCH THE LOCAL OFFICE, UM, PER OUR DISCUSSION.

AND THEN THE OTHER ITEM WAS PROVIDING AN INCREASED SETBACK WHEN THE SIZE OF THE ACCESSORY STRUCTURES IS INCREASED OVER THAT ORIGINAL 10%.

UM, WE DID ADD A PROVISION FOR THAT TO THE CODE.

UM, I DID HAVE SOME CONCERNS WHEN WE THOUGHT THROUGH IT.

UM, WE CHANGED IT TO WHERE THE SETBACK WAS INCREASED TO 15 FEET FROM THE, UM, OUR ISSUE IS THIS IS A SMALLER BUILDING THAN THE HOME ITSELF, AND WE'RE ADDING ADDITIONAL FIVE FEET.

IT MAKES IT HARDER TO BUILD AN ACCESSORY STRUCTURE BECAUSE NOW YOU'RE KIND OF CENTERING IT BY BEHIND A HOUSE.

SO WHEN YOU HAVE LIKE A 50 FOOT WIDE LOT, IT KIND OF BECOMES A CONFLICT WITH YOUR BACK PORCH.

UM, AND I DON'T KNOW IF THE FIVE FEET REALLY HELPED, UM, WITH THE ADJACENT USES.

SO THAT WAS OUR ONLY CONCERN WE ADDED IT, BUT IT FELL HAD ANOTHER IDEA OR, OR SOMETHING LIKE THAT.
