SO LET'S DIVE IN WITH HOLY WEIRDNESS, FATHER, GOD, MOTHER OF US, ALL TRANS SPIRIT OF FORMATION.

IT'S WEIRD TO PRAY.

THE VERY FIRST PRIDE STARTED OUT AS A RIOT OF TRANS WOMEN AND QUEER PEOPLE, MARCHING THROUGH POLICE OFFICERS WHO WERE HARASSING THEM.

THAT'S WEIRD.

IT'S WEIRD.

STILL THAT IN LANDER PRIDE STARTED AS A WAY, A GAY LED CHURCH.

THAT'S WEIRD SOUGHT TO PROTECT CHILDREN, TRANSPHOBIA AND HOMOPHOBIA KILLED CHILDREN.

AND WE ARE ALL, WE ALL WANT OUR CHILDREN TO BE SAFE.

GOD LEANDER PRIDE CONTINUES WITH THE COMMUNITY WIDE GROUP OF PEOPLE GETTING TOGETHER TO CELEBRATE WHO THEY ARE LED BY SEVERAL PEOPLE IN THIS ROOM.

MAY WE EACH CONSIDER HOW WE ARE DIFFERENT AND IN NEED OF CELEBRATING OUR UNIQUENESS, EVEN IF IT UPSETS OTHER PEOPLE AND THE POLICE WITH A GREAT DEAL OF RESPECT, IT'S WEIRD TO BE A POLICE OFFICER.

IT'S WEIRD TO RISK YOUR LIFE AND WELLBEING TO SERVE PEOPLE.

YOU DON'T KNOW, POLICE OFFICERS.

SOME OF WHOM PROBABLY DISAGREED WITH MY ACTIONS THAT FIRSTLY, INTERPRIDE SURROUNDED MY FAMILY WITH THEIR BODIES AND RAN US INTO A BUILDING THROUGH METAL DETECTORS TO KEEP US SAFE.

THAT'S WEIRD AND I'M IMMEASURABLY GRATEFUL TO THEM FOR IT.

WHILE LOTS OF US HAVE OPINIONS, GREAT POLICE OFFICERS PUT JUSTICE AND PEACEKEEPING PROTECTIONS OF RIGHTS AND SAFETY INTO ACTION.

THAT'S WONDERFULLY WEIRD.

HOW CAN EACH OF US HONOR THEIR EXAMPLES BY PROTECTING EACH OTHER? REGARDLESS OF OUR OPINIONS, IT SOUNDS LIKE WE'RE ALL WEIRD.

PERHAPS OUR WEIRDNESS IS A BLESSING, PERHAPS THE WEIRD COMBINATION OF THOSE THREE THINGS, PRAYER GAZE, AND THE POLICE SHOWS US THAT WE AREN'T SO DIFFERENT TOGETHER.

UM, THIS ITEM IS TO GIVE A COUPLE OF UPDATES ON OUR WATER CONSERVATION, UM, PROGRAM COORDINATOR AND THE HIRING PROCESS THAT WE'RE CURRENTLY GOING THROUGH.

AND THEN ALSO SOME OF OUR OUTREACH EFFORTS, UM, THUS FAR IN THE LAST COUPLE OF WEEKS WITH REGARD TO CONSERVATION.

SO, UM, AS YOU REMEMBER, ABOUT TWO WEEKS AGO, APRIL 22ND, WE POSTED THE POSITION, UM, FOR THE WATER CONSERVATION COORDINATOR, THIS PERSON, ALTHOUGH IT LISTS ENERGY, NATURAL RESOURCES, BUT PRIMARILY WE'LL BE, UM, FOCUSED ON EDUCATIONAL OUTREACH, UM, FOR WATER USAGE AND, UM, CONSERVATION.

SO IN, EVEN SINCE WE CREATED THIS SLIDE, UM, WE'VE HAD ALMOST 800 JOB VIEWS.

UH, WE RECEIVED 22 APPLICATIONS, ACTUALLY NOT 21.

AND, UM, AFTER REVIEW WE FOUND NINE, UH, CANDIDATES THAT WE BELIEVE ARE QUALIFIED AND OF THOSE NINE WE BEGAN KIND OF PAIRED THEM DOWN TO FOUR, I'M SORRY, FIVE NOW

FIVE CANDIDATES THAT WE WILL START SCHEDULING INTERVIEWS FOR NEXT WEEK AND ALSO THE JOB CLOSES TOMORROW.

UH, SOME OF OUR OUTREACH EFFORTS, IF YOU REMEMBER LAST MARCH, WE UPDATED OUR CONSERVATION, OUR, OUR DROUGHT CONTINGENCY PLAN.

UM, WE REMAIN IN THE PHASE TWO, WHICH IS ONCE A WEEK WATERING.

UM, WHEN WE UPDATED THE PLAN, MIKE AND HIS TEAM, THE PIO OFFICE SENT OUT A FLYER TO ALL THE RESIDENTS, YOU KNOW, BRINGING THEM UP TO SPEED OF OUR NEW PHASES AND, AND, AND OUR NEW PLAN.

SO HE'S AGAIN, UH, WORKED TO MAIL THOSE OUT AND THEY'LL GO OUT NEXT WEEK TO ABOUT 26,000, UH, OF OUR CUSTOMER ACCOUNTS.

AND, UM, THEY'VE ALSO DONE SOME OUTREACH WITH THE HOA COMMUNITY MANAGERS, ABOUT 35 OF THEM.

UH, WE'VE ALREADY HAD SOME FEEDBACK AND REQUEST.

WE'RE ACTUALLY MEETING WITH ONE TOMORROW TO LOOK AT THEIR IRRIGATION SYSTEM AND, AND KIND OF HOW OFTEN THEY'RE WATERING IN THE DAYS.

SO WE PLAN TO, YOU KNOW, IF THEY DON'T REACH OUT TO US TO REACH OUT TO THOSE TOP 10 USERS, UM, HOA, COMMERCIAL, AND PHYSICALLY MEET WITH THEM, NOT JUST THROUGH EMAIL OR PHONE CALL, IT'S ACTUALLY MEET THEM ONSITE.

SO THAT'S KIND OF IN THE NEXT COUPLE OF WEEKS, UM, WE'RE GOING TO BEGIN DOING THAT.

UM, MIKE'S OFFICE HAS ALSO, UM, DONE THE FACEBOOK, TWITTER, ALL THE SOCIAL MEDIA OUTREACH.

UM, THEY'VE UPDATED OUR WEBSITE AND IT'S ALSO NOT ONLY ON OUR HOMEPAGE, BUT THE PUBLIC WORKS PAGE AND THE UTILITY PAGE.

UM, SO I MENTIONED AT OUR LAST MEETING, WE MET WITH LSD AND WE'VE SINCE RECEIVED THEIR KIND OF WHERE THEIR FACILITIES FALL IN OUR NEW WATERING SCHEDULE AND ALMOST ALL OF THEM FALL ON TUESDAY AND THURSDAY JUST BASED ON THEIR ADDRESSES.

SO WE'RE DEFINITELY GOING TO WORK WITH THEM IN THE COMING WEEKS TO SEE HOW WE CAN SPREAD THOSE OUT TO DIFFERENT DAYS OF THE WEEK, ESPECIALLY THURSDAY, CAUSE THAT'S TYPICALLY OUR, UM, OUR HIGH USAGE DAYS.

SO, UH, WE'LL CONTINUE TO WORK WITH THEM.

AND THE NEXT TWO KIND OF GO TOGETHER.

UM, WE'VE BEEN WORKING TO DO THAT PILOT PROGRAM FOR THE IRRIGATION ASSESSMENTS FOR THE COMMUNITY IN THAT KIND OF BROUGHT UP THAT, UM, WE WOULD LIKE THEM TO ALSO AUDIT THE CITY, MAKE SURE, YOU KNOW, WE'RE ACCOUNTABLE AS WELL AND WHERE WE'RE DOING EVERYTHING WE NEED TO DO TO WATER WISELY.

UM, SO WE'RE, WE'RE WORKING THAT AS WELL WITH THAT THIRD-PARTY ASSESSOR TO NOT ONLY LOOK AT, UM, THE RESIDENTIAL USERS, BUT ALSO, UM, CITY FACILITIES.

AND LASTLY, EVEN JUST TODAY, WE MET WITH, UH, THE CITY OF GEORGETOWN, THE CONSERVATION FOLKS FROM THEM.

THEY HAVE A REALLY AWESOME TEAM.

THEY'RE DOING, THEY HAVE A VERY LARGE TEAM ACTUALLY IN WHAT MORE, THEY HAVE EIGHT PEOPLE DOING OUTREACH AND THEY HIRE INTERNS IN THE SUMMER.

SO WE LEARNED A LOT OF, KIND OF WHAT THEY'RE DOING.

UM, AND SO ONCE WE GET OUR PERSON ON BOARD, WE'D LIKE TO MEET WITH THEM AGAIN, ROUND ROCK, OTHER PEOPLE THAT HAVE HAD THIS IN PLACE FOR A LITTLE WHILE LONGER.

SO, UM, THEY ALSO MENTIONED THAT THERE ARE GROUPS THAT MEET, YOU KNOW, FOR WILLIAMSON COUNTY FOR, UM, FOR, YOU KNOW, REGIONAL, UH, CONSERVATION FOLKS.

SO WE'D LIKE TO GET THEM INVOLVED WITH OUR NEW PERSON.

WE STAND FOR DIFFERENT ISSUES, BUT WHAT DEFINES OUR WONDERFUL COMMUNITY IN LEANDER IS THE CARE AND CONCERN WE HAVE FOR EACH OTHER, AS NEIGHBORS AND ABOVE ALL AS AMERICANS, NO MATTER WHAT SIDE OF PROPOSITION

THAT FUTURE IS INTRINSICALLY CONNECTED WITH THE REST OF THE AUSTIN REGION VIA CAP.

METRO, LET'S NOT WAKE UP THE MORNING OF AFTER SATURDAY'S ELECTION DAY TO FACE A FUTURE WHERE OUR COMMUNITY SENIORS ARE STRANDED OR WHEN MEMBERS OF DISABLED COMMUNITY ARE LEFT BEHIND WITHOUT THEIR FREEDOM AND MOBILITY, WHERE STUDENTS CAN NOT EMPLOY AN ON-DEMAND PICKUP TRIP MADE BY A MOBILE APP WITH THEIR PARENTS TO SHOP OR DINE AND LEANDER OR PARENTS CAN NO LONGER RIDE ON THE TRAIN DIRECTLY TO AUSTIN FOR WORK OR TO TAKE THEIR FAMILY FOR, UH, FOR FUN OUTING.

WE CANNOT LET OUR SENIORS DOWN.

WE CANNOT LEAVE PEOPLE WITH DISABILITIES STRANDED.

WE CANNOT LET PARENTS AND THEIR KIDS, UH, BE WITHOUT SAFE, RELIABLE, AND AFFORDABLE TRANSPORTATION SERVICES THAT THEY HAVE GROWN TO DEPEND UPON FOR THE PAST 37 YEARS.

AND MOST IMPORTANTLY, WE CANNOT UNDO THE WILL OF LEANDER VOTERS WHO HAVE REAFFIRMED THEIR SUPPORT OF BEING INTRINSICALLY CONNECTED WITH THE REST OF THE AUSTIN REGION VIA CAPITAL METRO.

I BELIEVE THE ONLY WAY TO GUARANTEE ALL OF THIS IS TO VOTE YES, ON PROPOSITION A, WHEN WE ALL WAKE UP ON SUNDAY MORNING, LET US REAFFIRM BOTH OUR RESOLVE AND OUR COMMITMENT IN WORDS, BUT MORE IMPORTANTLY, THROUGH OUR ACTIONS ON ALL SIDES OF THIS ISSUE TO TRULY WORK TOGETHER, TO IMPROVE TRANSPORTATION AND MAKE SURE NO ONE IN THE ANDREWS LEFT BEHIND.

I JUST WANTED TO MAKE SOME COMMENTS AND THANK MR. LARSON.

ACTUALLY, HE HAD AN OPINION PIECE IN OUR AUSTIN CHRONICLE TODAY, SO I THOUGHT IT WAS IMPORTANT FOR ME TO EXPLAIN THE KNOW PART OF WHY VOTERS MIGHT WANT TO CONSIDER VOTING AGAINST, UH, KEEPING CAPITAL METRO.

I KNOW, UH, COUNCIL MEMBER LONGORIA SAID THAT SHE RAN TO BRING TRANSPARENCY TO LEANDER.

AND SO I JUST WANTED TO BE HONEST WITH YOU, UM, SPECIFICALLY TITLE SIX OF THE CIVIL RIGHTS ACT OF 1964, PROHIBITS DISCRIMINATION BASED ON RACE, COLOR NATIONAL, BUT IT IS ALSO IMPORTANT TO UNDERSTAND THAT IT JEOPARDIZES YOUR FEDERAL FUNDING.

IT DOESN'T ACTUALLY SPECIFY THAT IN 2019, THE CAPITAL METRO HAD A WORK SESSION AND IT WAS ESTIMATED TO BE ABOUT $9,009 MILLION FOR YOUR RAIL AND LEANDRA PAID $5 MILLION.

AND SO ONCE YOU CALCULATE THAT, IT WAS ABOUT $4.2 MILLION IN DEFICIT.

AND THAT DEFICIT CONTINUED UNTIL YOU FINALLY GOT TO THE $9.8 MILLION NOW.

AND SO $460 THOUSAND DOLLARS TIMES THREE FOR THE PICKUP SERVICE, THAT'S ABOUT $1.4 MILLION.

SO IN YOUR BUDGET, YOU SHOULD HAVE MONEY ALLOCATED FOR WHATEVER ALTERNATIVE SERVICE YOU'RE GOING TO OFFER IF VOTERS VOTE.

I'D LIKE TO SHARE MY WHY, WHY I'M AN ALLY.

WHY I GOT INVOLVED IN LANDER PRIDE AND WHY THIS ORGANIZATION IS SO IMPORTANT TO OUR COMMUNITY.

GROWING UP IN WEST TEXAS AND A TINY TOWN OUTSIDE OF A SMALL TOWN, THERE WASN'T MUCH ROOM FOR ANYONE TO DO ANYTHING BUT CONFORM TO A VERY NARROW SET OF SOCIAL NORMS TO BE DIFFERENT.

DID NOT FEEL SAFE TO BE GAY.

I CAN ONLY IMAGINE, MUST HAVE FELT LIKE A DEATH SENTENCE SO MUCH SO THAT I CAN'T EVEN USE ONE FINGER ON ONE HAND TO COUNT THE NUMBER OF QUEER FOLKS IN OUR COMMUNITY.

BACK THEN FAST FORWARD 20 YEARS, AND I HAVE TO USE ALMOST TWO FULL HANDS TO COUNT.

HOW MANY OF MY PEERS HAVE SINCE COME OUT.

THAT COUNT INCLUDES ONE OF MY BEST FRIENDS.

SINCE FIFTH GRADE SOMEONE I CALL MY SISTER AND MY KIDS CALL THEIR AUNT.

IT BREAKS MY HEART THAT SHE, AND SO MANY LIKE HER HAD TO HIDE HER TRUE SELF, JUST TO BLEND IN JUST TO SURVIVE, JUST TO HANG ON LONG ENOUGH TO FIND A PLACE WHERE SHE COULD LIVE AUTHENTICALLY AND FIND PEACE FOR HERSELF.

HISTORICALLY, LANDER HAS NOT BEEN A PLACE WHERE SOMEONE WITHIN THE QUEER COMMUNITY COULD FIND PEACE OR LIVE AUTHENTICALLY IN 2019, WHEN MUCH OF THE COUNTRY HAD MADE BIG STRIDES TO BEING OPEN AND ACCEPTING OF THEIR LGBTQ FRIENDS AND NEIGHBORS, PEOPLE OF LEANDER DOUBLED DOWN AND PROTESTED A DRAG QUEEN STORY TIME EVENT AT OUR LIBRARY.

SO INTENSELY THAT THE LIBRARY CANCELED THE EVENT, A LOCAL CHURCH THEN GRACIOUSLY HOSTED STORYTIME WHILE ANTI LGBTQ PROTESTERS STOOD OUTSIDE OF THE EVENT TO INTIMIDATE AND HARASS THE ATTENDEES THAT CLOSED MINDEDNESS IN 2019 FELT REMINISCENT OF MY TINY WEST TEXAS HOMETOWN.

I KNEW THOSE ATTITUDES WERE NOT ONES I WANTED TO RAISE MY CHILDREN AROUND.

I TRIED TO CONVINCE MY HUSBAND, WE SHOULD MOVE SOMEWHERE MORE AND ACCEPTING.

LUCKILY HE WAS UNCONVINCED AND WE DIDN'T MOVE THOUGH.

IT WOULDN'T BE UNTIL 2020 THAT I FOUND IDEAL A GROUP PROMOTING INCLUSION, DIVERSITY AND EQUITY FOR ALL LEANDER, AND FINALLY FOUND MY PEOPLE HERE IN LEANDER.

WHEN THE LEADERSHIP OF IDEAL PUT OUT A CALL FOR HELP PLANNING A PRIDE CELEBRATION, I WAS ALL IN AND MORE DETERMINED THAN EVER TO BE A LOUDER VOICE OF LOVE AND ACCEPTANCE THAN THAT, OF THE HATRED AND BIGOTRY STILL BEING SPREAD AROUND THE CITY.

I'M DETERMINED TO MAKE LEANDER A PLACE WHERE KIDS CAN GROW UP ON AFRAID TO BE THEMSELVES.

I WANT THEM TO KNOW THEY'RE LOVED, ACCEPTED, AND VALUED FOR BEING EXACTLY WHO THEY ARE.

THE TRUE DEFINITION OF COMMUNITY IS A FEELING OF FELLOWSHIP WITH OTHERS WHO SHARE COMMON INTERESTS AND COMMON GOALS.

UM, SO RECOGNIZING LEANDER PRIDE AND RECOGNIZING PEOPLE LIKE KATE AND SARAH AND JENNIFER AND KELLY AND THE WORK THAT THEY'VE DONE IS VERY IMPORTANT SO THAT WE CAN SHOW KIDS AND TEENS AND THOSE FAMILIES, THE BETTER DAYS WILL COME.

SO, UM, YOU'LL SEE THERE, THERE'S A GRAPH AND IT'S THE TRIPLE AMD, WHICH IS THE MUNICIPAL MARKET DATA, WHICH IS AN INDEX THAT WE USE IN MUNICIPAL INDUSTRY TO, TO PRICE, UM, MUNICIPAL BONDS OFF OF, UM, YOU'LL SEE THERE, UM, THAT GRAPH IS A GRAPH OF WHAT THAT RATE'S BEEN DOING OVER THE LAST 10 YEARS AND THE, THE, THE, UM, DOTTED BOX THERE IS KIND OF WHAT'S HAPPENED BETWEEN, YOU KNOW, JANUARY OF 21 TO TODAY.

SOME OF THE THINGS THAT WERE CITED IN THAT REPORT WERE RAPIDLY GROWING TAX BASE, STRONG RESERVE, LOW LEVELS, WHICH ARE EXPECTED TO BE MAINTAINED STRONG LIQUIDITY AND STRONG FINANCIAL MANAGEMENT.

AND THAT IS A REFLECTION OF YOU AS COUNCIL, UM, UH, DEVELOPING FINANCIAL POLICIES, AND THEN HEARING, UM, TO YOUR STAFF, YOUR MANAGER, UM, AND HELPING YOU WITH BUDGETING AND MAKING THE HARD DECISIONS TO KEEP YOUR FINANCIAL, UM, MANAGEMENT, YOU KNOW, TIGHT NEXT PAGE IS, AS ROBERT MENTIONED, WE ISSUED THIS IN TWO SERIES A SERIES, A WAS THE, THE, UH, OBLIGATIONS THAT WERE GOING TO BE THAT ARE GOING TO BE, UM, UH, PAID FROM TAXES.

UM, AND YOU'LL SEE, WE ISSUED THESE, THESE OBLIGATIONS THAT ARE PREMIUM.

SO WE WERE ABLE TO ISSUE LESS AND GARNER THE PROJECT FUND OF 20,500,000 NEXT, UM, SLIDE THERE SHOWS THE 22 B'S, WHICH IS UTILITY OBLIGATIONS, WHICH WILL BE PAID FROM ONE OR TWO OR RATES, UH, THAT WAS ISSUED AS 20 YEAR NOTES.

AND THE OVERALL, UH, TWO TRUE INTEREST COSTS, WHICH ARE THE OVERALL BORROWING COST IS 3.7%.

SO WITH THAT, I WOULD CERTAINLY RECOMMEND APPROVAL.

AT THE TIME YOU LET A PEAKING FACTOR OF 1.63 TO PROVIDE TOTAL PEAK FLOW HOUR TO ALL CUSTOMERS AT THE SAME TIME, THAT 1.6 WOULD BE WHATEVER YOUR CAPACITY IS AT THAT TIME.

YOU MULTIPLY IT BY THE 1.6 AND THEN THAT'S THE AMOUNT OF CAPACITY YOU HAVE FOR PEAKING HOUR.

AND THAT WOULD HAVE TAKEN CARE OF ALL THREE CITIES IN A WORST CASE SCENARIO.

SO THAT I'LL READ ON USING THIS PEAKING FACTOR, THE RESULT PEAK HOUR FLOW RATE, WHICH IS THINGS THAT WE'RE CONCERNED ABOUT NOT EXCEEDING FROM THE PLANT WOULD BE EQUAL TO A PEAK HOUR DEMAND OF 172.5 MILLION GALLONS PER DAY.

SO THE PLANT WAS WHEN IT'S ENDS, IT'LL BE RATED AT 106 MILLION GALLONS PER DAY TIMES AT 1.6, WOULD IT GIVEN YOU 172 MILLION GALLONS PER DAY FOR A RATE FOR THAT SHORT PERIOD OF TIME, SAY AN HOUR? SO RIGHT FROM THE GET GO, THE POPULATION OF WATER DEMAND AND PROJECTIONS USED TO DEVELOP THE REGIONAL AND STATE WATER PLANS ARE REEVALUATED EVERY FIVE YEARS.
