GONNA MOVE ON TO ITEM NUMBER THREE, STRATEGIC PLAN UPDATE WITH MR. RON COX.

WELCOME BACK.

THANK YOU, MS. MAYOR.

IT'S A PLEASURE TO BE HERE AND I WOULD, UH, ASK DARRA THAT IF IT GETS CLOSE TO MY TIME, TELL ME AND I'LL STOP.

I'LL I'LL DO MY BEST TO MAKE IT THROUGH IN LESS THAN THE TIME ALLOTTED, BUT I APPRECIATE THE OPPORTUNITY TO COME BACK HERE AND GIVE YOU A FINAL REPORT ON THE WORK THAT'S BEEN DONE, NOT ONLY BY YOU, BUT BY THE STAFF AND PARTICULARLY THE STAFF SINCE YOU ALL LAST MET.

AND, UM, AND SO AS ALWAYS, I ALWAYS WANT TO TELL YOU THAT I APPRECIATE YOUR STEPPING FORWARD AND WILLINGNESS TO SERVE AND TO, UH, LEAD, UH, BECAUSE THAT'S, THAT'S WHAT, UH, THAT'S WHAT SETTING BEHIND THAT DAY IS ALL ABOUT IT'S LEADERSHIP.

SO I THANK YOU FOR THAT.

AND I THINK THE STAFF FOR THEIR, UH, KEEPING ME ON TRACK AND FOR THE TIME THAT I HAD TO VISIT WITH THEM AND MEET WITH THEM, THERE ARE MANY MORE WHO PARTICIPATED IN THE, IN THE PROCESS THAN JUST THOSE THAT ARE LISTED HERE.

AND, UH, AND WE'LL TALK ABOUT THAT HERE AND JUST, AND TALK ABOUT WHAT THEY DID HERE IN JUST A LITTLE BIT.

SO WE STARTED THIS BACK IN JANUARY, UH, JANUARY THE SIXTH.

UH, WE HAD OUR FIRST SESSION ON JANUARY THE 29TH AND OUR SECOND SESSION ON, UH, FEBRUARY THE 18TH, THE FIRST SESSION YOU ALL FOCUSED INTERNALLY ON THE GOVERNANCE MODEL THAT, THAT YOU WANTED TO HAVE.

AND WE'LL TALK ABOUT THAT IN SOME DETAIL.

AND THEN IN OUR SECOND SESSION, YOU MET WITH THE STAFF, YOU ALL WORK TOGETHER AND, UH, AND LOOKED OUTWARDLY AT WHAT NEEDED TO BE DONE AND THE STRATEGIES AND THE FOCUS AREAS THAT YOU WANTED TO TO FOCUS ON.

I CAME BACK IN MARCH AND MET WITH THE STAFF AND WE DEVELOPED, UH, AN IMPLEMENTATION PLAN.

AND I'LL SHOW YOU THE EXAMPLE OF THAT, AND YOU'LL HAVE COPIES OF THAT AVAILABLE TO YOU.

IT WAS, IT WAS BEING MODIFIED EVEN TODAY, JUST A LITTLE BIT AND ADDED TO, BUT, UM, BUT YOU'LL HAVE COPIES AND BE ABLE TO LOOK AT THE ENTIRE PACKAGE, UH, THAT FROM BEGINNING TO END AND IN THAT PACKAGE, YOU'LL SEE A REPORT THAT I WROTE THAT JUST DOCUMENTS EVERYTHING THAT WE DID OVER, OVER THESE THREE OR FOUR SESSIONS.

AND THEN YOU'LL SEE SORT OF AN ABBREVIATED STRATEGIC PLAN THAT JUST HIGHLIGHTS VISION, MISSION, UH, THE FOCUS AREAS AND THOSE KEY INITIATIVES, UH, OF EACH OF THE FOCUS AREAS.

AND THEN A SEPARATE DOCUMENT WILL BE THE IMPLEMENTATION PLAN.

AND I'LL SHOW YOU AN EXAMPLE OF THAT, UH, TOWARD THE END OF OUR DISCUSSION HERE.

SO TONIGHT THEN, UH, IN MAY HERE IS OUR FINAL REPORT AND, UM, I'M SO GLAD TO BE ABLE TO SEE ALL OF YOU.

I KNOW, UH, AT LEAST ONE OF YOU WON'T BE BACK.

AND SO I'LL, I'LL MISS HIM, UH, AND I'M SURE ALL OF YOU WILL MISS HIM EQUALLY.

SO, UH, AS I SAID, WE, WE TALKED ABOUT GOVERNANCE AND VISIONING AND, UH, AND SOME PROJECT DISCUSSIONS, EVEN IN JANUARY, WE TOOK A BREAK, UH, TOWARD THE END OF OUR DISCUSSION AND, AND, UH, AND RICK, UH, BRIEFED YOU ON SEVERAL PROJECTS AND YOU ALL DEVELOPED A PATH PATHWAY FOR SEVERAL OF THOSE.

AND THEN WE CAME BACK IN FEBRUARY FOR OUR, UH, UH, STRATEGIES, GOALS, AND OBJECTIVE.

SO WITH REGARD TO GOVERNANCE, UH, YOU RECALL, WE TALKED ABOUT LEADERSHIP, COMMUNICATION EXPECTATIONS, AND THEN VISIONING AND PLANNING.

AND, UH, ALWAYS, I LIKE TO KIND OF RESET THE TABLE ABOUT WHAT GREAT LEADERS DO.

THEY, THEY'RE KIND WITH THEIR WORDS.

THEY ENCOURAGE, THEY TREAT PEOPLE WITH RESPECT.

THEY LISTEN TO OTHER'S IDEAS.

THEY LEARN WHAT MOTIVATES IN THE CORRECT WITH GENTLENESS WHEN NEEDED.

THEY TELL PEOPLE THEY APPRECIATE THEM.

THEY GIVE THEM PRAISE WHEN DESERVED, THEY SHARE THE COMMON GOAL.

AND THE COMMON GOAL IS REALLY WHAT WE'VE BEEN WORKING TOWARD IN IT.

AS WE'VE MOVED THROUGH THIS PROCESS, A COMMON SET OF STRATEGIES

AND GOALS THAT ALL, ALL, ALL THE COUNCIL CAN GET BEHIND AND ALL THE STAFF WILL KNOW WHAT THE DIRECTION IS, UH, AND, AND SHOW THEN HOW EVERYONE FITS INTO THAT COMMON GOAL.

IT'S ABOUT SERVICE.

IT'S ABOUT SERVICING THE COMMUNITY.

IT'S ABOUT SERVICE TO EACH OTHER.

IT'S ABOUT SERVANT LEADERSHIP AS WE MOVE THROUGH THIS PROCESS TOGETHER.

AND I I'LL NEVER, I NEVER SHALL FORGET THE WORDS OF, OF, OF LAUREN WOULD, AS HE WAS GIVEN A DEDICATORY PRAYER FOR THE CITY HALL, A BRAND NEW CITY HALL AND IN, UH, IN FRIENDSWOOD.

AND HE SAID, MAY THE DECISIONS MADE IN THIS CITY HALL BE BATHED IN INTEGRITY, HONESTY, AND TRUTH, AND WHAT HIGHER AND GREATER CALLING CAN YOU HAVE THEN THAN TO DO THAT.

SO WE MOVED OUT OF THAT, KIND OF THAT, THAT HIGH LEVEL DISCUSSION OF LEADERSHIP IN GENERAL, INTO A DISCUSSION WITH YOU ABOUT HOW WILL YOU LEAD AS YOU WORK TOGETHER ON THIS COUNCIL AND HOW WILL YOU LEAD IN THIS COMMUNITY? AND I DON'T, I DON'T INTEND TO READ EVERY BULLETED ITEM AND EVERY LIST HERE, I WOULD GO WAY BEYOND MY 30 MINUTES, BUT, BUT I WANT YOU TO SEE WHAT YOU, WHAT YOU SAID, UH, AS, AS YOU REFLECT ON THESE THINGS.

UH, AND I WOULD SUGGEST THAT THAT EVEN AFTER THIS DOCUMENT IS, IS, UH, APPROVED, IF YOU WILL, AND SET ASIDE, I WOULD SUGGEST THAT YOU GO BACK AND LOOK AT IT OCCASIONALLY AND GRADE YOURSELVES AGAINST IT.

HOW WELL ARE WE DOING WHEN WE WORK THROUGH THESE THINGS TO LEAD WITH INTEGRITY AND TRUTHFULNESS, WITH CIVILITY, WITH GRACE, UH, BEING SELFLESS THROUGH LISTENING, BEING ACTIVE LISTENERS, UH, BEING HONEST, BEING HUMBLE, GENUINE AND AUTHENTIC B UH, A LOT OF THIS IS TALKING ABOUT SPECIFICALLY ABOUT HOW CAN WE BE OURSELVES AND HOW CAN WE BE TRUE, TRUE TO OURSELVES AND, AND LEAD IN, IN THE ENVIRONMENT THAT WE'RE IN AND, AND YOUR ENVIRONMENT IS NO INDIFFERENT, NO DIFFERENT THAN ANY OTHER COUNCIL ENVIRONMENT.

EVERYONE HAS.

IT'S.

EVERY COUNCIL HAS A, AS WE TALKED ABOUT THERE, UH, EVERY COUNCIL MEMBER HAS THEIR OWN PERSONALITY, THEIR OWN TEMPERAMENT, AND HOW YOU COMBINE THOSE AND HOW YOU WORK TOGETHER MAKES FOR SUCCESS.

HOW WILL WE LEAD? HOW THEN WILL WE COMMUNICATE WITH EACH OTHER AGAIN, THROUGH ACTIVE LISTENING, BUT BY BEING THOUGHTFUL, BY BEING CONSISTENT, BEING AWARE OF OUR NONVERBAL COMMUNICATION PATTERNS, THOSE ARE REALLY INTERESTING WHEN YOU SIT BACK AND LOOK AND THINK ABOUT HOW YOU COMMUNICATE EVEN WITH, BY THE WAY YOU LOOK, MY WIFE KNOWS EXACTLY WHAT I'M THINKING BY THE WAY I LOOK SOMETIMES.

AND I, AND I, I JUST CAN'T MASK IT.

I JUST CAN'T HIDE IT.

AND SHE KNOWS, UH, HOW WE, UH, KNOWING WHEN THE DISENGAGE FROM AN ISSUE AS OPPOSED, AND, AND KNOWING WHEN TO JUST DISAGREE.

UH ONE-ON-ONE BUT NOT IN PUBLIC BEING FLEXIBLE AND PATIENT EMPATHIC, UH, AND ACCESSIBLE, UH, BEING, BEING ABLE TO ASK THE RIGHT QUESTIONS AND BEING ABLE TO ASK WHY, AND NOT BEING AFRAID TO ASK WHY, BECAUSE THAT'S AN IMPORTANT QUESTION IN, IN, IN EVERY DISCUSSION THAT YOU HAVE, WHY ARE WE DOING THIS? AND WHAT'S IMPORTANT ABOUT IT, AND THEN HAVING THE TOUGH CONVERSATIONS IN THE RIGHT WAY, LEADERSHIP COMMUNICATION, AND THEN EXPECTATIONS, UH, I'M SORRY, YOU ADDED A, YOU ADDED A SEGMENT TO THIS OF HOW DO WE NOT ONLY COMMUNICATE WITH EACH OTHER, BUT HOW DO WE COMMUNICATE WITH OUR STAKEHOLDERS, WITH OUR CUSTOMERS, OUR PARTNERS, OUR CITIZENS, THE CITIZENS, UM, BY ACKNOWLEDGING THE SITUATION THAT WE ARE LISTENING AND THAT WE CARE, UH, FINDING THE GOOD IN EVERY SITUATION.

SOMETIMES IT'S A LITTLE HARD TO DO IN THE HEAT OF THE MOMENT, BUT I, I REALLY LIKED THAT PHRASE, FINDING THE GOOD IN A SENSATION, UH, SITUATION BEING CLEAR AND HONEST, UH, NOT ENGAGING IN TOXIC CONVERSATIONS, BEING FACT-BASED, AND NON-EMOTIONAL BE PROFESSIONAL IN EVERYTHING WE DO.

AND THAT'S THAT THERE'S, THAT LIST IS ALWAYS OBVIOUSLY LONGER THAN, THAN WHAT I REPEATED, BUT EACH ONE OF THESE ARE IMPORTANT WAYS THAT YOU COMMUNICATE AND, AND CONVEY THE MESSAGE IN THE PROPER WAY.

AND THEN WE MOVED TO EXPECTATIONS.

WHAT DO WE EXPECT OF EACH OTHER OF EACH OTHER? WE EXPECT TO BE ABLE TO FIND COMMON GROUND ON ISSUES.

WE EXPECT TO PROVIDE GOOD CUSTOMER SERVICE.

WE EXPECT TO BE SOLUTION ORIENTED.

WE EXPECT THAT WHEN POLICIES ARE APPROVED, WE REPRESENT THEM AS ONE BODY.

WE EXPECT THAT THE PROCESS, THE FINDING THE CHARTER THAT THE CHAIN OF COMMAND WILL BE FOLLOWING.

WE EXPECT THAT WE WILL RECOGNIZE THAT WE ARE

A REFLECTION AND A REPRESENTATIVE OF THE CITY OF LEANDER EACH OTHER, AND, UH, AS COUNCIL AND, AND THE REFLECTION OF STAFF AND, AND, YOU KNOW, WE LIVE IN A GLASS HOUSE NOW WE'VE LOST SOME OF OUR INDIVIDUALITY HAVEN'T WE BY, BY BEING ELECTED TO THIS POSITION.

AND SO WE'RE NO LONGER, WE'RE NO LONGER, WE ARE STILL INDIVIDUALS, BUT WE'RE PERCEIVED NOT AS THE FRIEND THAT WE MIGHT HAVE BEEN AT ONE TIME, BUT, BUT THEN, BUT WE ENDED UP BEING PERCEIVED AS THE COUNCIL MEMBER AND SPEAKING ON BEHALF OF THE ENTIRE COUNCIL, IF WE'RE NOT CAREFUL.

SO WE, WE HAVE TO RECOGNIZE THAT WE ARE REPRESENTING THE CITY OF LEANDER EVERYWHERE WE GO, AND IN WHATEVER CASE WE DO, AND THEN WE EXPECT TO BE RESPECTFUL OF EACH OTHER.

I ALSO ASK YOU, WHAT DO YOU EXPECT OF YOUR STAFF? AGAIN, FOLLOW THE PROCESSES IN THE CHAIN OF COMMAND, FOLLOW THE POLICIES THAT ARE SET OUT BY COUNSEL TREAT WHAT YOU DO FOR LEANDER AS IF IT'S YOUR OWN COMPANY OR YOUR OWN POSSESSION, UH, SHARE YOUR OPINIONS, TELL THE COUNCIL WHAT YOU THINK, WHAT YOU WOULD DO AND WHY SUPPORT THE OPEN ENVIRONMENT, SUPPORT THE OPEN ENVIRONMENT TO BE ABLE TO ASK AND RECOMMEND.

AND AS LONG AS YOU, AS YOU ALL ARE A ROOF, UM, RECEPTIVE TO THAT, THEY WILL BE, UH, ENCOURAGED TO PROVIDE YOU THE KIND OF INFORMATION YOU NEED, TO BE HONEST.

AND, AND TO, UH, TO GIVE YOU THE MESSAGE IN A TIMELY AND RESPECTFUL MANNER, UH, TO BE TRUSTWORTHY EXPECTATIONS OF STAFF, TO BE CONSISTENT, TO TAKE OWNERSHIP OF WHAT'S RIGHT, AND WHAT WENT WRONG AND TO COMMUNICATE, COMMUNICATE, COMMUNICATE.

WE COULD PROBABLY ADD THAT FOUR OR FIVE MORE TIMES ON THE LIST ALWAYS COMMUNICATE.

SO AFTER THAT DISCUSSION, THEN I ASKED YOU, WHAT DO YOU THINK THE CA THE STAFF WOULD EXPECT OF YOU AS A COUNCIL? AND, AND, UH, AND THESE ARE, THESE ARE YOUR WORDS, COUNCIL OUT OF STAY OUT OF OUR WAY AND LET US DO OUR JOB, UM, DO NOT MICROMANAGE THE COUNSEL COUNSEL, DO YOUR HOMEWORK, UH, BE RESPECTFUL OF THE STAFF.

SO JUST AS STAFF SHOULD BE RESPECTFUL OF THE, OF THE COUNCIL, DON'T TRY TO MAKE STAFF CHOOSE SIDES OR, OR IN A SPLIT ISSUE.

AND DON'T PUT STAFF IN A, IN A BAD POSITION, LET THEM KNOW WHAT TO EXPECT IN ADVANCE OF A COUNCIL MEETING.

THE MORE YOU COMMUNICATE WITH THEM, THE, THE MORE INFORMATION YOU ALL WILL HAVE AND BETTER PREPARED YOU TO BE, TO MAKE THE DECISION, UH, BE PROACTIVE, BE DIRECTIVE CORPORATE, BE GIVE DIRECTIVE CORPORATELY, NOT INDIVIDUALLY, UH, PROVIDE THE CLARITY DIRECTION, TOOLS, PEOPLE IN SPACE TO DO THEIR JOB AND GIVE THEM A LEVEL OF COMFORT THAT THEY'RE PART OF THE TEAM AND RECOGNIZE THEIR HUMANITY.

UH, THEY ALL HAVE FAMILIES AND RECOGNIZE THAT THERE ARE TIME CONSTRAINTS, GOALS, OR GOALS, TIME, TIME, UM, TIME, TIME GOALS, OR GOALS AS WELL.

BUT, BUT THERE'S ALSO THAT DAILY WORK PRODUCT THAT NEEDS TO BE DONE.

AND SO BE CONSIDERATE OF THE AMOUNT OF TIME THAT, THAT THEY HAVE AND THAT THEY NEED IN ORDER TO GET THE JOB DONE WELL, AND THEN CLEARLY OUTLINE WHAT THE GOAL IS.

AND TRULY, I BELIEVE THAT THE PROCESS THAT WE GO THROUGH, THESE, THIS PROCESS THAT WE'VE BEEN THROUGH HAS GIVEN CLARITY TO THAT, AND YOU'LL BE ABLE TO SEE THE PRODUCT.

SO WE TALKED ABOUT LEADERSHIP, COMMUNICATION AND EXPECTATIONS AT, AT ALL LEVELS.

UM, YOU SAW THIS, UH, SLIDE HERE EARLIER, BUT THIS SAYS IT ALL IN ONE SLIDE COUNCIL, UH, MAYOR, COUNCIL'S RESPONSIBLE FOR POLICY, UH, GOALS, VISION THAT DIRECTION THAT'S SO IMPORTANT TO, TO GIVE.

AND THE STAFF IS RESPONSIBLE TO GET IT DONE AND, AND TO WORK, UH, THROUGH THOSE GOALS AND ACCOMPLISH THOSE GOALS ON A DAILY BASIS, AND THEN REPORT TO YOU, OBVIOUSLY THEIR ACCOMPLISHMENTS.

AND YOU DO THAT THROUGH THE STAFF AND PARTICULARLY THROUGH THE CITY MANAGER IN THE COUNCIL MANAGER FORM AND IN THIS PROCESS.

AND, AND THERE IS DIRECTIONAL FLOW BACK AND FORTH.

AND THERE HAS TO BE IN ORDER FOR, TO, TO GET CLARITY IN ORDER TO GET DIRECTION.

AND SO, UH, I THINK THIS IS A GREAT EXAMPLE OF THAT PROCESS AND THE WAY IT GOES.

AND I THINK YOU WERE THE FIRST CITY THAT I USED THIS SLIDE ON IT.

IT, IT, UH, IT WAS, UH, GIVEN TO ME BY, BY SCOTT SELLERS.

AND MANY OF YOU PROBABLY KNOW HIM, EXCUSE ME, MR. COX, I HAVE A QUESTION ON THAT.

ARE YOU SAYING THAT WE SHOULDN'T HAVE DISCUSSIONS WITH STAFF AT ALL? I THINK THAT THE MOWER, YOU CAN DIRECT YOUR CONVERSATIONS, THE CITY MANAGER, THE BETTER THE PROCESS FLOWS.

UH, JUST LIKE THE BOARD OF THE SCHOOL SYSTEM WOULD TALK WITH THE SUPERINTENDENT AND THEY MAY HAVE, THEY MAY HAVE A TIMES I'LL GET AWAY FROM THE MIC.

OCCASIONALLY.

I WONDER, UH, THEY MAY HAVE TIMES WHERE THEY WANT TO, THEY SAY HELLO TO THEY SPEAK WITH, AND THEY TALK WITH, BUT MY, MY RECOMMENDATION IS THAT YOU KEEP YOUR DIRECT, YOUR DIRECT, UH, CONVERSATIONS WITH AND THROUGH THE CITY MANAGER.

AND THERE ARE PRACTICAL REASONS FOR THAT.

UH, THERE, UM, YOU REMEMBER MY STORY ABOUT THE MOTOR GRADER OPERATOR, WHO, WHO GAVE, WHO SAID, I'LL BE GLAD TO PUT THAT MOTOR GRADER ANYWHERE.

YOU WANT ME TO PUT IT, BUT I NEED MY SUPERVISOR TO TELL ME WHERE TO PUT THAT.

AND SO IT'S BETTER IN MY OPINION, IF YOU, IF YOU CAN DO THAT AND, AND WORK THROUGH THAT, THERE ARE ALWAYS TIMES WHEN YOU RUN INTO A DEPARTMENT DIRECTOR, WHEN YOU, WHEN YOU HAVE A QUESTION AND THE CITY MANAGER'S NOT AVAILABLE.

UM, UH, BUT IF YOU KEEP THAT FOCUSED, I THINK, UH, THE SYSTEM WORKS LIKE IT SHOULD.

THAT'S MY OPINION ABOUT THAT.

AND SO, YOU KNOW, THE SOCIAL TIME THAT YOU HAVE TOGETHER IS, IS SOCIAL TIME.

BUT WHEN YOU START, YOU START FINDING OUT WHAT'S GOING ON, YOU START MAKING, UH, MAKING DIRECTIVES OR GIVING DIRECTIVES WHEN YOU DON'T REALLY INTEND TO IT.

IT REALLY DOES MUDDY THE WATER.

UH, IF YOU'RE NOT CAREFUL.

THEY BUILD UP ON EACH OTHER AND, AND ALSO IT, IT LENDS PREDICTABILITY AND CONSISTENCY TO THE PROCESS.

IF EVERYBODY IS AWARE OF THE MISSION AND THE VISION.

AND IF EVERYBODY IS AWARE OF THE STRATEGIC PLAN, THEN WHEN IT COMES TIME TO HAVE YOUR ANNUAL BUDGET, YOU SEE THINGS IN THE BUDGET THAT YOU'VE PUT ON THE PLAN, THAT ALL MAKES SENSE TO THE PROCESS AS YOU MOVE THROUGH IT.

AND SO RATHER THAN WORK ON US VISION STATEMENT, WHICH CAN BE BOILED DOWN TO, TO WHAT WE THINK I LIKE FOR YOU TO FOCUS ON WHAT ARE THE ELEMENTS OF THE VISION THAT YOU HAVE FOR, FOR LEANDER.

EVERYTHING IS IN LEANDRA THAT WE NEED JOBS, FOOD, ENTERTAINMENT, AND SAFE COMMUNITY IS OF THE HIGHEST PRIORITY, A CHARMING QUALITY OF LIFE, A VIBRANT CITY THAT'S ALIVE AND GROWING AND THRIVING AND IS ACTIVE.

AND THEN THE COMMUNITY PURPOSEFULLY EMBRACES DIVERSITY, ALL HAVE A SENSE OF BELONGING WITH A VARIETY OF EVENTS, HOUSING CHOICES FOR ALL, AND A PROMOTE AND ALL WHILE PROMOTING A SENSE OF INCLUSION.

THAT WAS,

UM, UH, THE MISSION OF THE CITY OF LANDER IS TO ENHANCE THE QUALITY OF LIFE FOR ITS RESIDENTS.

AND EACH OF THESE BECAME INITIATIVE STRATEGIES AND GOALS.

SO THESE ARE THE THINGS THAT, THAT THE STAFF HAS NOW BEGUN TO FOCUS ON IN TERMS OF THE IMPLEMENTATION PLAN, UH, STAFFING AND COMMUNICATION UNDERSTAND, UH, SAFETY, SO GROWTH AND PLANNING, PROGRAMMING SERVICES, STAFFING, AND COMMUNICATION, ALL UNDER SAFETY AS A FOCUS AREA.

UH, THEN YOU, THEN YOU HAD COMMUNICATION AS A SEPARATE AND THAT DIVIDED ITSELF INTO MESSAGING AND SERVICES.

SO WHAT SERVICES CAN YOU DO TO BETTER COMMUNICATE WITH, CAN YOU PROVIDE THE BETTER COMMUNICATE FOR EXAMPLE, AND HOW DO YOU MESSAGE THOSE SORTS OF THINGS? UH, AND, UH, AND SO THOSE TO, UH, ESTABLISH SOME INITIATIVES, THOSE INITIATIVES, STRATEGIES, AND GOALS, UH, ALSO PROGRAMS AND PROJECTS UNDER COMMUNICATION.

THESE PROGRAMS AND PROJECTS WERE IDENTIFIED AS COMMUNICATION, PROJECT PROGRAMS AND PROJECTS THAT COULD BE IMPLEMENTED.

THESE WERE IDEAS TO BE IMPLEMENTED INFRASTRUCTURE.

SOME OF IT WAS PHILOSOPHY, BUT OTHER THINGS WERE PROJECT AND ACTION ORIENTED, ESTABLISH A TRUE STRATEGIC 10 TO 20 YEAR CIP, FOR EXAMPLE, BECAME VERY SPECIFIC IN TERMS OF WHAT NEEDED TO BE DONE.

AND YOU ALL IDENTIFIED ALL OF THESE THINGS, INFRASTRUCTURE, PROJECT PLANNING, UH, IN ADDITION TO THAT ESTABLISH, UH, THE FACILITIES MASTER PLAN REVIEW, THE INFRASTRUCTURE PLANS, UH, PLAN FOR CONDUIT

SO THERE WERE THREE SPECIFIC AREAS OF, OF INITIATIVES IN, UH, IN ECONOMIC DEVELOPMENT, UNDER DIVERSITY MESSAGING AND PROGRAMMING.

WHAT'S THE MESSAGE AND ENSURE THAT THAT MESSAGE IS WELCOMING AND INCLUSIVE OF ALL GROUPS BE INTENTIONAL AND BE RELATIONAL, MEET PEOPLE WHERE THEY ARE.

AND THEN IN PROGRAMMING, ENCOURAGED DIVERSITY AMONG BOARDS AND COMMISSIONS IDENTIFY AND ASSIST WITH CITIZEN DRIVEN EVENTS, PARTNER WITH SCHOOLS TO ENGAGE THE COMMUNITY AND ENSURE THAT EVENTS THAT YOU HAVE, AND YOU ACTUALLY LISTED, SOME OF THOSE EVENTS ARE, ARE INCLUSIVE.

AND THEN, AND THEN CONDUCT A SURVEY ABOUT WHAT DIVERSITY NEEDS, UH, AND DESIRES.

THEY'RE ACTUALLY OUR MESSAGING AND PROGRAMMING FOR DIVERSITY, A SENSE OF PLACE MESSAGING AND PROGRAMMING, AS WELL AS YOU SEE THESE ITEMS THAT YOU ALL TALKED ABOUT, UH, MAINTAIN THAT SENSE OF IDENTITY.

AND, UH, AND YOU'LL SEE THAT THE INITIAL GOAL UNDER GROWTH AND PLANNING THE INITIAL OBJECTIVE TAKE A PROACTIVE APPROACH TO PUBLIC SAFETY WHEN PLANNING FOR GROWTH, AND THEN YOU'LL SEE ACTION STEPS.

SO THE STAFF LOOKED AT WHAT WAS PROVIDED AND ADDED DEPTH TO EVERYTHING THAT, THAT YOU ALL TOOK A LOOK AT.

SOME OF THOSE LISTS OF THINGS THAT WE LOOKED AT EARLIER, WHERE IT MIGHT HAVE BEEN AN OBJECTIVE UNDER A LARGER GOAL, OR THEY MIGHT'VE BEEN AN ACTION ITEM, BUT ALL OF THOSE GOT INCLUDED IN HERE IN ONE PLACE OR ANOTHER.

AND THEN WHO'S GOING TO TAKE THE LEAD WHO'S WHO AMONG THE STAFF WILL TAKE THE LEAD ON THAT PARTICULAR VISION ELEMENT.

THERE ARE 24 PAGES OF, OF IMPLEMENTATION PLAN BASED ON THE KEY FOCUS AREAS THAT YOU IDENTIFIED STRATEGIES AND GOALS ON.

WE IMMEDIATELY SAW THAT THERE WAS ABOUT SIX VISUALLY IMPAIRED PEOPLE IN OUR AREA.

THERE'S EVEN A SIGN IN ONE OF THE STREETS THAT THERE IS A VISUALLY IMPAIRED PERSON THAT LIVES IN THAT NEIGHBORHOOD.

THAT WAS SIX THAT WE MET IN ONE MONTH.

THEN WE MET MORE AND WE REALIZED THAT THIS AREA WAS A MAGNET FOR THOSE WITH DISABILITIES THAT NEEDED THESE SERVICES.

LEANDER CONTINUES TO BE BECAUSE NOW WE HAVE AN EVEN GREATER COMMUNITY WITH VISUALLY WITH VISUAL AND HEARING IMPAIRMENTS.

WHAT I WANTED TO SAY TO THE COUNCIL IS THAT IN THAT TIME THAT WE CAME TO LIVE HERE, WE DID NOT REALIZE WHAT WE WERE GOING TO FACE.

ALL WE SAW WAS THAT THERE WAS A WONDERFUL COMMUNITY THAT EMBRACED US AND THAT WE COULD EMBRACE THAT WE COULD LIVE SOMEWHERE WHERE THERE WAS THIS PUBLIC TRANSPORTATION.

UM, WHEN THIS WAS PUT UP IN THE BOAT, I REALIZED THAT BASICALLY IT WAS ATTACK ON THE VULNERABLE PEOPLE THAT DEPENDED ON THIS, BUT I'M NOT BE VULNERABLE.

AND I KNEW THAT I WAS CAPABLE OF THIS FIGHT.

I KNEW THAT THIS WOULD BE NOTHING FOR ME.

THERE'S ONE BACK THERE, 102 OF THEM ARE OUT, BUT THE ONES HERE, AMAZING PEOPLE, GREAT SERVANTS AND HEARTS, CHARACTER, JUST, JUST AMAZING INDIVIDUALS THAT GET UP EVERY SINGLE DAY TO, TO WANT TO COME OUT AND HELP AND HELP PEOPLE AND MAKE THIS A SAFE PLACE FOR EVERYBODY TO BE DEFINITELY BLESSED TO HAVE A COUNCIL LIKE YOU UP HERE THAT ARE SUPPORTIVE OF THEIR LAW ENFORCEMENT DEPARTMENT OR THEIR POLICE DEPARTMENT.

WE'RE BLESSED TO HAVE A CITY MANAGER THAT ALSO IS SUPPORTIVE.

AND MOST IMPORTANTLY, WE'RE BLESSED TO HAVE A COMMUNITY BEHIND US TOO, TO SUPPORT THEIR LOCAL LAW ENFORCEMENT BECAUSE THERE'S A LOT OF COMMUNITIES THAT, THAT IT DOESN'T HAPPEN.

WE DON'T SEE THAT IN THOSE PLACES.

AND THAT'S THAT SUPPORT THERE IS JUST LIKE ROCKET FUEL BECAUSE IT JUST FEEDS YOUR HEART GETS YOU BUILT UP TO WANT TO COME OUT AND DO THIS JOB BECAUSE THERE'S SOME, THERE'S SOME DAYS THAT ARE ROUGH AND THERE'S SOME DAYS THAT AREN'T, BUT IT'S JUST HAVING THE SUPPORT THAT, THAT TRIANGLE OF SUPPORT JUST MAKES IT EASIER TO DO SO ON BEHALF OF OUR DEPARTMENT MYSELF.

SO I WANTED TO KIND OF POINT OUT THREE TOPICS THAT ARE PRETTY RECENT OR HAVE, YOU KNOW, BEEN EFFECTED ALL OF US MORE RECENTLY.

UM, NUMBER ONE, IT HAPPENS TO ME EVERY SINGLE TIME I'M ON THE ROAD AND THAT IS A DRIVER GETTING TOO CLOSE TO ME AT A STOPLIGHT.

YOU KNOW, I'M SURE THERE'S BEEN A LOT OF US HAVE BEEN AT A STOPLIGHT AND YOU'RE TOO CLOSE.

AND THE PERSON BEHIND YOU HITS YOU AND YOU HIT THE NEXT PERSON.

IF THAT HAPPENS TO ME OR ANY ONE OF THESE LADIES OR ANYONE ELSE ON A BIKE, IT'S NOT A FENDER BENDER, YOU COULD TAKE A LIFE.

SO IT'S IMPORTANT TO GIVE US A LOT OF SPACE WHEN WE'RE ON THAT ROAD.

UNFORTUNATELY, WE JUST LOST A LOCAL AUSTIN RIDER TO THIS, THIS PAST WEEKEND, THERE WAS A GROUP OF MOTORCYCLISTS.

YOU PROBABLY HAVE ALL SEEN A BIG GROUP OF MOTORCYCLES RIDING DOWN THERE.

FOR SOME REASON, THERE ARE DRIVERS THAT WANT TO SPLIT THAT GROUP UP.

AND I DON'T UNDERSTAND WHY, BUT THAT'S WHAT HAPPENED.

IT TOOK A LIFE.

THIS PAST WEEKEND.

SO IF YOU SEE, UH, YOU KNOW, UH, A GROUP OF WRITERS, OBVIOUSLY DON'T SPLIT THAT GROUP UP, BUT SOMETIMES IT HAPPENS.

SO THAT'S 0.2 0.3 IS VERY IMPORTANT.

IT IS WHAT TOOK MY PARTNER IN 2013.

IT IS 30% OF ALL MOTORCYCLE ACCIDENTS HAPPEN BECAUSE OF THIS.

AND THAT IS WHEN A DRIVER FAILS TO YIELD, TO TAKE A LEFT THING TO REMEMBER IS WE, YOU PROBABLY HAVE ALL HEARD LOOK TWICE, BUT IT'S LOOK ONCE, LOOK TWICE AND THEN LOOK DOWN THE ROAD BECAUSE WE'RE SO SMALL.

WE'RE A LOT CLOSER THAN WE APPEAR.

AND IT'S REALLY HARD TO JUDGE OUR DISTANCE.

SO IF YOU SEE A MOTORCYCLE, THAT'S COMING, JUST STOP.

BE PATIENT, JUST WAIT AND LET THAT MOTORCYCLE GO BY.

AND THEN YOU DON'T HAVE TO TAKE A LIFE FOR YOU.

DON'T HAVE TO BE, YOU KNOW, INVOLVED IN AN ACCIDENT.

UM, SOME OF THE OUTREACH THAT WE'VE DONE AS WELL AS THE WATER USAGE FOR THE MONTH OF APRIL, AND THEN DAN IS GOING TO PROVIDE SOME UPDATES ON SOME CIP PROJECTS, AS WELL AS THE VCR BOARD MEETING THAT WAS HELD YESTERDAY.

UH, WE CLOSED THE POSITION FOR THE COORDINATOR ON MAY 6TH, AND WE HAD 956 JOB VIEWS, 25 APPLICATIONS AND FOUR CANDIDATES.

UM, MOVED ON TO THAT INTERVIEW PROCESS.

UH, WE HELD TWO INTERVIEWS TODAY AND WE'LL HAVE ANOTHER TWO NEXT WEEK.

UM, WE'RE HOPING TO OFFER THE JOB NO LATER THAN THE END OF THE MONTH.

UM, BASED ON, ON THESE FOUR INTERVIEWS, SOME OUTREACH UPDATES, UM, MIKE AND HIS TEAM ARE CONTINUING WITH THE SOCIAL MEDIA OUTREACH.

UH, I WANT TO POINT OUT THAT LAST YEAR, UM, WE WERE STILL IN MONITORING RESTRICTIONS.

THERE WAS NO OUTDOOR WATERING WHATSOEVER, UM, BECAUSE THE RAW WATER LINE WAS STILL BROKEN.

SO, UM, BETWEEN THAT AND THE COOLER TEMPERATURES, I THINK, AND THEN ONE MORE POINT IS WE OVER HERE, WE TOOK ON, UM, CITY OF GEORGETOWN.

SO THEY, THEY BEGAN TAKING WATER.

UM, APRIL 1ST THEY TOOK ABOUT 35 MILLION GALLONS IN APRIL.

UM, THIS APRIL COMPARED TO LAST APRIL, WE HAD AN AVERAGE TEMPERATURE OF 85 WHERE APRIL OF 21 WAS ONLY 77 DEGREES.

SO, UM, WE'RE STILL AT ABOUT THAT 60 40 SPLIT BETWEEN THE TWO PLANTS.

THE GREEN IS THE PLANT AND THE BLUE IS OUR SANDY CREEK PLANT.

SO, UM, WE STILL HAVE ABOUT 60% OF THE CITY USING, UH, BCU WATER WITH THE OTHER 40% USING SANDY CREEK, UM, RELATIVE TO THE CAPACITIES OF THE PLANT WE'RE AT ABOUT HALF, UM, SANDY CREEK AVERAGED ABOUT 4.8 MILLION GALLONS A DAY, UM, WITH THE CAPACITY OF THE PLANT BEING AT ABOUT 10.

UM, AND WE AVERAGED ABOUT 8 MILLION A DAY AT BCNA WHERE OUR ALLOTMENT IS 15.

I ALWAYS WANT TO POINT OUT THAT, YOU KNOW, TEMPERATURE WAS STILL HIGH HERE, BUT WE SAW THIS RAIN AND THEN JUST THIS BIG DROP IN USAGE.

SO, UM, AND THEN FINALLY, UH, THIS IS A NEW GRAPH NOW THAT WE HAVE TWO WHOLESALE CUSTOMERS.

THEIR PLANTS HAVE THE CAPACITY, BECAUSE REMEMBER THEY HAVE A 26 MILLION GALLON PLANT CEDAR PARK, AND RON ROCK HAS A 15 MILLION IS WHAT WE'RE USING FROM THE BRC WAY, RIGHT? THIS IS OUR, OUR, WHAT I'M GOING TO CALL OUR PRIMARY PLAN.

NOW WE'RE NOT EXPANDING, WHICH WE ALREADY HAVE THREE TIMES THE SANDY CREEK, UM, BUT LEANDER AND SMARTLY, AND RIGHTLY SO DECIDED, WELL, WE'RE NOT GOING TO EXPAND SANDY CREEK.

AND THERE'S A LOT OF ENGINEERING REASONS WHY THAT WAS A GOOD CHOICE FOOTPRINT WISE SPACE WISE, UM, NOT BEING PART OF THE BARGE, WHICH HAS LIMITATIONS, UH, BEING PART OF THIS PROGRAM, THE AND OUR ULTIMATE GAIN WILL BE 50 MILLION GALLONS PER DAY.

WE ARE THE COLD WATER SIDE.

WE WANT TO GET TO THE HOT WATER SIDE.

SO WE WANT TO GET THE TANKS BUILT.

SO WE HAVE THAT STEADY STATE FLOW.

SO WHEN WE DO HAVE A HIGH DEMAND, THE TANK ACCOUNTS FOR IT, THE WATER PLANT CONTINUES TO GIVE STEADY WATER.

AND THEN WHEN EVERYBODY TURNS THE SPRINKLERS OFF THE TANK FILLS BACK UP AND THEN THE NUMBER OF PUMPS THAT NEED TO RUN SAY IT'S FIVE GOES TO TWO OR MAYBE ONE TO KEEP THAT STEADY STATE GOING.

IF YOU LOOK AT THE FIRST PROJECT, FIRST BULLET, THE OLD TOWN MASTER PLAN IS GOING TO LOOK AT ALL OF THE PEDESTRIAN, UH, TRANSIT ACCESS AND OTHER ACCESS WITHIN WHAT WE CALL OLD TOWN.

SO IMAGINE THE TYPE OF IMPROVEMENTS WE HAVE HERE RIGHT IN FRONT OF CITY HALL, BUT THROUGHOUT OLD TOWN.

SO THAT IS, THAT'S WHAT THAT MASTER PLAN IS GOING TO

LOOK AT IN TERMS OF 180 3, 1 OF THE CHALLENGES.

SO RIGHT NOW OUR FRONT DOOR KIND OF LOOKS LIKE OUR BACK DOOR.

AND THEN WE ALSO HAVE LACK OF ADEQUATE PEDESTRIAN AND TRANSIT ACCESS UP AND DOWN US 180 3.

SO THE CORRIDOR STUDY, THE SECOND ITEM IS GOING TO LOOK FROM 180 3 A TO THE NORTH ALL THE WAY DOWN TO OSAGE RIGHT NOW, YOU KIND OF CAN'T GET THERE FROM HERE.

UH, ADA ACCESS IS EFFECTIVELY IMPOSSIBLE FROM LEANDER STATION BACK TO SAY CITY HALL.

AS WE KNOW HOW CAP METRO HAS DEFINED THE ELIGIBILITY WITHIN THIS CATEGORY, THEY'VE, THEY'VE ALLOWED US TO LOOK AT THE PICKUP ZONES.

AND SO WITHIN THIS, WITHIN THE PICKUP ZONES, WE DO HAVE SOME STREETS THAT ARE TRAVERSED BY THOSE COMING TO CITY HALL, OLD TOWN, THE SCHOOL DISTRICT THAT ARE NOT IN GREAT SHAPE.

AND THEY'RE ALSO USED ON A DAILY BASIS BY THE PICKUP SERVICE.

SO WE HAVE FROM THE CIP BOTH SOUTH AND WEST STREET DRIVE IMPROVEMENTS.

SO THAT'S, THAT'S A LITTLE OVER HALF OF ALL THE FUNDS WITHIN THIS FIRST ROUND OF FUNDING.

UH, THE 9.2 THAT WE'RE PROPOSING, AND I BELIEVE WE WILL ABSORB THE WHOLE 9.3.

ONCE YOU GET TO A FINAL DESIGN AND THOSE TYPES OF THINGS, AND THEN DOWNTOWN FIRE IMPROVEMENTS, THE NECESSITY OF HITTING THE DOWNTOWN FIRE IMPROVEMENTS IS TO MAKE SURE THAT YOU ACTUALLY CAN BUILD THE DENSITY AND DO SOME OF THE OTHER PEDESTRIAN TRANSIT ACCESS IMPROVEMENTS WITHIN THE OLD TOWN AREA.

AND THAT'S REALLY GOING TO BE A SERIES OF WATER LINE IMPROVEMENTS, MAKING SURE THAT THE FIRE FLOWS ARE THERE THROUGHOUT THE DISTRICT.

IT'S KIND OF HARD TO LET'S, LET'S JUST SAY THIS, YOU DEVELOP THE OLD TOWN MASTER PLAN, BUT IF YOU DON'T DO THE FIRE IMPROVEMENTS, UH, ON THE FRONT END AND YOU PUT SIDEWALKS IN, YOU'RE GOING TO GO BACK TO DO THEM LATER, AS IT DENSIFIES WITH NEW BUSINESSES.

AND THEN THE LAST ONE IS SAN GABRIEL PARKWAY, RIGHT? TURN, THIS IS A GENERAL MOBILITY ITEM.

THIS IS WHEN YOU'RE GOING EASTBOUND ON SAN GABRIEL AND YOU ARE GOING TO TURN SOUTHBOUND AND DON'T HAVE A DEDICATED RIGHT TURN LANE TO DO SO.

AND WE BELIEVE THAT THAT IS A, THE ENGINEERING'S LOOKED AT THAT WITHIN THE CIP AS WELL.

THERE ARE TONS OF YOU, UM, AND HUGE HUGS AND LOVE TO ALL OF YOUR PARENTS AND GUARDIANS WHO ARE HAVING A ROUGH TIME RIGHT NOW.

IF YOU KNOW SOMEBODY WITH A GRADUATE, WE NEED HUGS.

THIS IS TOUGH.

UH, AND THEN, UM, FINALLY I SIT UP HERE ALL THE TIME AND I PROMOTE PARKS PROGRAMS AND, UM, AND, AND ALWAYS SAY, YOU KNOW, GO OUT TO THIS EVENT OR THAT EVENT.

THANKS SO MUCH TO PARKS FOR WHAT THEY DO ON, ON A SMALL STAFF.

WE DON'T HAVE ANY EVENTS THAT I CAN THINK OF BETWEEN NOW AND OUR NEXT MEETING, BUT IN THE MEANTIME, Y'ALL THE PARKS DEPARTMENT NEEDS LOVE.

IF YOU HAVE BEEN A PART OF A PROGRAM, IF YOUR KID WAS IN LITTLE LEAGUE, IF YOU SHOW UP TO THE SENIOR EVENTS, CALL UP WHOEVER YOUR COORDINATOR WAS AND JUST GIVE THEM SOME LOVE AND A SHOUT OUT AND LET THEM KNOW THAT THEY'RE APPRECIATED.
