THIS IS THE SECOND CITY MEETING I'VE EVER ATTENDED SINCE I'VE MOVED HERE, AND IT'S THE SECOND RECOGNITION OF A SIGNIFICANT CULTURAL EVENT IN OUR COMMUNITY.

THE FIRST ONE WAS HISPANIC HERITAGE MONTH RECOGNITION LAST MONTH.

THIS MONTH, I'M EXCITED THAT WE'RE RECOGNIZING THE, UM, EVENT OF DWAI, UM, THAT SUPPORTS PEOPLE IN OUR COMMUNITY.

AND I THINK IT'S GREAT.

LIKE WE ARE, UM, ONE THAT YOU DO THIS THANKLESS JOB, CUZ I'M SURE YOU GET PLENTY OF EARFUL FROM PEOPLE ALL THE TIME.

AND THE FESTIVAL OF DALI, THE FESTIVAL OF LIGHT SYMBOLIZING THE VICTORY OF DHARMA AND GOOD OVER EVIL.

AND WHEREAS DALI IS ONE OF THE MOST CELEBRATED FESTIVALS OF GREAT SIGNIFICANCE OF HINDUS, SIKHS, JANES, AND B BUDDHIST.

UM, IT'S TRULY ABOUT AWARENESS OF ONE'S HEALTH AND, UH, WEALTH, UH, ON THE VALLEY, ONE OF THE COMMON PRACTICES WE USUALLY REMOVE THE JUNK, UH, FROM OUR HOUSES, WHICH IS TRULY SYMBOLIC OF, UH, GETTING RID OF THOUGHTS AND THINGS WHICH ARE REALLY PULLING US DOWN, UH, MENTALLY, UH, THIS IS A FESTIVAL OF SELF DEVELOPMENT, UH, AND WINNING OVER CHALLENGES.

NINE CREWS PERFORM NIGHTLY INSPECTIONS AND SHIFTS FROM EIGHT A 8:00 PM TO 6:00 AM I'M LOOKING FOR FOLKS, UM, USING IRRIGATION SYSTEMS THAT SHOULD NOT BE.

AND MORE IMPORTANTLY, THEY COORDINATED, AND I'LL TALK MORE ABOUT THIS WITH GEORGETOWN AND LIBERTY HILL ON EITHER TRANSFERRING OR REDUCING THE AMOUNT OF WATER THAT BOTH THOSE CITIES WERE USING.

AND FOR US, THEY KEPT UP WITH TCEQ.

AND THEY ALSO RENTED THE, UH, 12 MESSAGE BOARDS THAT WERE LOCATED THROUGHOUT THE CITY WITH, UM, I THOUGHT WERE REALLY GOOD.

UM, CEDAR PARK DID THE SAME THING WITH THEIR, WITH THEIR ROAD SIGNS, UTILITY BUILDING, UM, FIELD STAFF, PATROLLED NEIGHBORHOODS BETWEEN 5:00 AM AND 7:00 AM FOR NON-COMPLIANCE.

AND THEN, UM, LET CODE ENFORCEMENT KNOW, AND THEN THEY PLAY DOOR HANGERS, UH, ON FRONT DOORS TO IDENTIFY ADDRESSES.

AS A REMINDER THAT WE WERE IN PHASE FOUR, UM, THE OFFICE STAFF, UH, UH, FIELDED VARIOUS CALLS WITH QUESTIONS AND CONCERNS RELATED TO PHASE FOUR CONSERVATION PLAN.

UH, CODE ENFORCEMENT CREATED A, WHAT THEY CALLED A WATER CONSERVATION TASK FORCE, PROBABLY SHOULD KEEP THAT HANDY AND UTILIZED A REMOTE APPLICATION FROM ARC GIS ENTERPRISE, UM, TO DOCUMENT EACH VIOLATION ON IDENTIFIED DURING A SURVEY PATROLS.

AND THEY SHOWED SOME OF THE GRAPHICS, UM, WITH THAT, IT WAS, IT WAS REALLY GOOD SHOW THE NEIGHBORHOODS THAT THEY WERE PATROLLING, UH, SYSTEMATICALLY PATROLLED NEIGHBORHOODS, SURVEYING EACH NEIGHBORHOOD THREE TO FOUR TIMES IN A 24 HOUR PERIOD.

UH, WE HAD QUITE THE LARGE MEETING, UM, WITH MANY OF THOSE FOLKS TRYING TO FIGURE OUT THE BEST PATH FORWARD AND, UH, POTENTIAL, UM, CIRCUMSTANCES THAT COULD, UM, HAVE I BEEN CAUSED, IF CONDITIONS HAD GOT WORSE.

THEY ALSO, UH, COLLABORATED WITH GIS AND, UH, CITY CI, UH, PIO OFFICE, UH, TO CREATE UPDATED MAPS, UM, FOR THE REGIONAL NOTIFICATION SYSTEM.

UM, THIS IS A, UM, I THINK A PARTICULARLY GOOD ONE COLLABORATED WITH H HEB, HEADQUARTERS EMERGENCY MANAGEMENT TO INFORMAL, BUT POTENTIAL WATER LOSS.

AND OUR TWO, UM, LOCAL HEB STORES, UM, TOOK THEMSELVES OFF OUR WATER SYSTEMS AND PROVIDED THEIR OWN WATER.

SO THEY, THEY ENSURED THAT THEY COULD KEEP THE STORE RUNNING, AND PARTICULARLY WITH ICE AND OTHER THINGS THAT THEY NEEDED FOR I'M SURE, UM, FROZEN GOODS OR WHATEVER THAT MIGHT BE.

UM, THEY ALSO INFORMED LOCAL STAKEHOLDERS IN ADVANCE OF THE REPAIR OF THE POTENTIAL, BUT UNLIKE THE POTENTIAL ON LOSS OF WATER AND PRESSURE THAT INCLUDED ASSISTED LIVING AND DIALYSIS CENTERS, UM, TO NAME A FEW.

SO THAT WAS KIND OF OUR, OUR, THIS, OUR DEPARTMENT WITHIN THE CITY, UM, OUT THERE TAKING, UM, MULTIPLE ACTIONS, UM, MULTIPLE WAYS ACROSS THE CITY, UM, TRYING TO, UH, EDUCATE AND INFORM THE CITIZENS.

AND, UH, THEY KEEP US WHERE WE WERE, UM, WHICH TURNED IT OUT TO BE GOOD.

THE OTHER ONES ARE, UM, THE CITY OF LIBERTY HILL.

WE OWE THANKS.

UM, THEY REDUCED THEIR USAGE BY ABOUT A THIRD TO UH, A HALF, WHICH IS EQUIVALENT TO ABOUT A LITTLE, A LITTLE LESS THAN A HALF A MILLION GALLONS A DAY FOR THEM.

THAT'S SIGNIFICANT.

UM, GEORGETOWN NOT ONLY SECURED THEIR WATER, UM, THAT THEY WERE CONTRACTED TO USE, UH, THEY TOOK ON TWO OTHER DEVELOPMENTS.

UM, AND THAT TOOK ABOUT, UM, 0.75 OR JUST UNDER A MILLION GALLONS A DAY OF WATER, UM, OFF OF OUR SYSTEM SO WE COULD BETTER MANAGE OUR SYSTEM.

UH, LEANDER ISD, UH, FOLLOWED SUIT.

THEY BASICALLY SECURED, UM, MUCH LIKE THE CITY DID ALL WATERING, UM, DURING THAT PERIOD OF TIME, WHICH WAS HUGE.

AND THEN THE HOMEOWNERS ASSOCIATION, UM, WE'RE RIGHT BEHIND THEM, UM, FACILITATING, UH,

REDUCING WATER, UM, FROM THE BCR TEAM.

UM, THE B C A GENERAL MANAGER AND STAFF WERE THERE.

UM, WE HAD SOME, UM, ISSUES WITH, UH, GETTING THE VALVES OPENED AFTER WE SECURED THEM.

UM, THAT TOOK A PERIOD OF TIME.

AND, UM, THEN THEY HAD TO GET THE ACTUAL PLANT STARTED UP, WHICH THEY STARTED UP IN, UM, JUST ABOUT RECORD TIME, UH, COORDINATED WITH US TO BE ABLE TO USE THE ELEVATED STORAGE TANK, WHICH IS NORMAL OPERATIONS, BUT ALSO KEPT THE, UH, THE CLEAR, WELL, THE 4 MILLION GALLON TANK FULL COMPLETELY IN CASE WE NEEDED SOME ADDITIONAL WATER.

WE DID NOT NEED THAT WATER, WHICH HELPED FACILITATE START THE PLANT UP, UM, MORE QUICKLY.

UH, SO THAT WAS, UM, GOOD ALL THE WAY AROUND, UH, CEDAR PARK, UM, WAS PART OF THAT, UH, FIX THE VALVES.

THEY HAD CREWS OUT THERE FOR LIKE 30 HOURS, AND I'M TRYING TO HELP, UM, UM, MOVE THE VALVES FORWARD.

UM, RON ROCK, UM, AND ALL OF US PARTICIPATED IN THE CROSS ASSOCIATION.

RON ROCK DID THAT.

RON ROCK ALSO, UH, DID NOT TAKE ANY ADDITIONAL WATER FOR AN ADDITIONAL WEEK, UM, WHICH IS ESSENTIALLY THIS WEEK WHERE, LET ME THINK WHEN IT'S ALREADY BEEN ANOTHER WEEK.

UM, AND SO THAT CEDAR PARK AND LEANDER COULD HAVE ADDITIONAL WATER, UM, IN CASE WE NEEDED IT.

THEY KEPT IT ALL COORDINATED, UM, BETWEEN THE, UM, THE CITIES AND THE, THE CONSTRUCTION CREWS OUT THERE.

AND YOU COULD SEE THE EQUIPMENT THAT THEY HAD TO, UM, HELP RETAIN, UM, DALE CONSTRUCTION COMPANY, UM, WAS PART OF GETTING ALL THE EQUIPMENT, UM, IN SHORT ORDER FROM ACROSS THE COUNTRY.

UM, PRETTY, PRETTY, UM, GREAT FEAT IN A, IN A SHORT PERIOD OF TIME TO INCLUDE, UM, CONSTRUCTING THAT, UH, LANDING AREA AND OR TAKEOFF AREA FOR THE BARGE HERE, GET THE, GET THE CRANE ON THERE.

AND THEN LASTLY, GLOBAL, UH, MARINE WERE THE ONES THAT PROVIDED ALL THE DIVERS AND DID ALL THE WORK UNDERWATER, UM, WHICH WAS PRETTY IMPRESSIVE.

YOU SAW THE PICTURES OF HOW LARGE THAT PIECES OF EQUIPMENT WAS, OR THE PIPES WAS THAT THEY HAD TO MOVE AROUND DOWN IN THERE.

SO, UH, PRETTY HEAVY STUFF.

AND THEN LASTLY, UM, AND MOST IMPORTANTLY IS, UM, A BIG TEXAS, THANKS TO THE ANTI RES AND BUSINESSES CONSERVING WATER DURING THIS TIME.

AND YOU CAN SEE THAT FROM THE START TO THE END, THEY KEPT IT BELOW THE 9 MILLION GALLONS PER DAY, WHICH I MEAN, IT'S, IT'S HARD TO EXPLAIN TO THIS GROUP IN THE PUBLIC HOW IMPORTANT THAT WAS AND HOW BADLY AND HOW FAST IT COULD HAVE WENT DOWNHILL TO A BOIL WATER NOTICE OR ACTUALLY LOST OF PRESSURE THROUGH THE, SOME PARTS OF THE CITY.

UM, THIS WAS MON MONUMENTAL FOR MAKING IT HAPPEN.

AND THIS IS A GRAPH THAT JUST KIND OF ILLUSTRATES HOW WELL IT DID, AND IT'S GOT THE SECOND PART.

AND, UH, WHEN WE STARTED SEEING THIS RIGHT HERE, UM, AH, WAS GONNA BE HONEST, UH, UH, CITY STAFF WHO HAD BIG KIND OF SMILES, THEY WERE STILL A LITTLE RELUCTANT, BUT THEY WERE SUPER HAPPY THAT, UM, THAT WAS THE AREA THAT WE COULD MANAGE THE, THE WATER SYSTEM IN.

AND SO, UM, WHAT'S, WHAT'S REMAINING, UM, THEY'RE, THEY'RE IN THE PROCESS OF, UM, DRILLING.

UM, THEY'RE REQUIRED, UM, FOR THE, FOR THE PEER PLACEMENT, AND THAT'S GONNA CREATE A SUPPORT MECHANISM TO HOLD THE PIPE IN PLACE, UM, PERMANENTLY, UM, UNTIL WE ACTUALLY, UH, MAKE THE REAL PERMANENT REPAIR OF THE WHOLE 1500 LINEAR FEET OF, OF PIPELINE.

UM, THEY'RE GONNA, THEY'RE WORKING ON AN ADDITIONAL INSPECTION WHILE WE HAVE THIS CREW ON, AND ESPECIALLY THIS EQUIPMENT, UM, THEY'RE TRYING TO GET AN INSPECTION OF THAT 1500 LINEAR FEET TO SEE IF THERE'S ANY POTENTIAL, UH, UH, POINTS OF FAILURE THAT MAYBE WE SHOULD TAKE CARE OF RIGHT NOW IF THEY, IF THEY'RE EVEN CLOSE.

AND THEN LASTLY, WE, UM, IT'S WELL UNDER DESIGN, BUT THE REPLACEMENT OF THAT 1500 LINEAR FEET WILL OCCUR IN THE WINTER OF 2023.

AND THEN THAT WILL BE THEN, UM, THE LAST, WE HOPEFULLY HEAR ABOUT THE RAW WATER LINE UNTIL WHAT'S TAKEN OFFLINE.

UM, MOST OF THESE ARE BASED UPON THE 2020 COMPREHENSIVE PLAN AS WELL AS RELATED VARIOUS MASTER PLANS.

UM, WHAT WE HAVE WHEN WE'RE BUILDING THE C I P PROGRAM BOOK IS WE HAVE THOSE ITEMS, THOSE PROJECTS THAT WE DETERMINE FROM THE COMPREHENSIVE PLAN AS WELL AS THE MASTER PLANS.

WE PULL THOSE OUT AS WELL AS THE INDIVIDUAL, UH, DEPARTMENT DIRECTORS HAVE THEIR NEEDS THAT THEY IDENTIFY AND PRIORIES AS WELL.

WE COMPILE THESE INTO MY, UM, A LARGER LIST WHICH WE REVIEW, PRIORITIZE BASED UPON NEED, HOW THEY FIT WITHIN THE BUDGET, AND HOW THEY BENEFIT THE CITY.

AND SO EVEN THOUGH THERE'S A LOT OF PROJECT OUT THERE, SOMETIMES THEY JUST DON'T MEET THOSE NEEDS AT THIS POINT IN TIME.

IT'S NOT NECESSARILY THAT WE DON'T RECOGNIZE 'EM, WE JUST DON'T PRIORITIZE 'EM AT THIS POINT.

SO WITH REGARDS TO WHAT WE ALREADY HAVE AS THE ADOPTED ANNUAL OPERATING BUDGET, THE C I P FITS AND MATCHES WITHIN THAT FIRST YEAR OF THE FY 23 SECTION OF THE ANNUAL OPERATING BUDGET.

BUT THEN WE PROJECT OUTWARD ANOTHER ADDITIONAL FOUR YEARS FOR A TOTAL OF FIVE YEARS.

SO I'VE BEEN ASKED THIS MANY TIMES, WHAT IS A CAPITAL IMPROVEMENT? I KNOW THAT CONFUSES A LOT OF PEOPLE.

SIMPLY STATED, A CAPITAL IMPROVEMENT IS A MAJOR NON-ROUTINE EXPENDITURE, WHICH HAS A LIFELONG EXPECTANCY

AND RESULTS IN THE CREATION OR IMPROVEMENT OF A CITY ASSET.

NOW THAT CAN, UM, I'LL SAY, OOPS, THAT CAN BE ANYTHING FROM NEW CONSTRUCTION STREETS, IMPROVEMENTS TO EXISTING BUILDINGS, PARKS, LAND PURCHASES, FACILITIES, MAJOR EQUIPMENT, WATER WASTEWATER INFRASTRUCTURE, UH, DRY INFRASTRUCTURE, MULTIPLE THINGS.

BUT ANYTHING IS BASED UPON THOSE COSTS OF THE CAPITAL IMPROVEMENT CAN IN INCLUDE THAT IS NECESSARY TO FULFILL AND BRING THAT ASSET INTO SERVICE.

AND AS WE LOOK AT THIS, WE, WE, IN THE PROJECT MANAGEMENT FIELD, LIKE TO CALL THIS THE CONE OF UNCERTAINTY.

AND SO WE START HERE AT THE BOTTOM, WHICH IS THE MOST DEFINITIVE, THAT'S OUR ANNUAL CAPITAL BUDGET, WHICH HAS ALREADY BEEN ADOPTED.

SO WE FIT THAT FY 23 PROJECTS WITHIN TO MEET THAT BUDGET.

I TRIED FOR SEVERAL YEARS TO GET INTO LAW ENFORCEMENT.

THAT WAS DURING 2008 AND SHORTLY AFTER, SO THAT WAS NOT THE TIME TO START A CAREER.

I KIND OF LET MY, SORRY, LET MY DREAMS OF BECOMING A POLICE OFFICER SLIP AWAY, KIND OF WENT THE CAREER ROUTE AND I THOUGHT THAT WAS IT.

ENDED UP TRANSFERRING TO BARTON CREEK AND STARTED WORKING WITH APD AGAIN.

I GOT THE BUG AND I REACHED OUT TO A RECRUITER.

AT THE TIME, APD WAS ONLY HIRING COLLEGE, MILITARY, OR PREVIOUS LAW, LAW ENFORCEMENT EXPERIENCE, NONE

SO THE RECRUITER SUGGESTED THAT I COULD GET HIRED WHEREVER, DO MY TWO OR THREE YEARS, AND THEN LATERAL OVER.

SO THAT'S WHAT I SET OUT TO DO.

I STILL DID MY DUE DILIGENCE AND LOOKED INTO SEVERAL OF THE BEST POLICE DEPARTMENTS IN THE AREA, AND I APPLIED AT LEANDER.

UM, LEANDER GAVE ME MY FIRST SHOT, AND AFTER MEETING WITH CHIEF MITTEN, I WAS SOLD.

I LOVED HIS PHILOSOPHY AND THE NEWLY LAID OUT ROADMAP.

THAT WAS THE FIRST 1, 5, 10 YEAR PLAN, AND THAT SOUNDED VERY EXCITING.

I REMEMBER READING ABOUT ALL THE THINGS THAT WERE IN OUR FUTURE, AND I WANTED TO BE A PART OF IT.

THERE WAS A TRUE SENSE OF FAMILY AROUND THE POLICE DEPARTMENT, WHICH STILL HOLDS TRUE ALL THESE YEARS LATER.

WHEN I WAS FIRST ON PATROL CHIEF MITTEN ALWAYS STOPPED BY THE BREAK ROOM AND HAD OFF, UH, LUNCH WITH OFFICERS, WHOEVER WERE ON DUTY.

AND THEN AFTER A WHILE, WE STARTED PLAYING WORDS WITH FRIENDS, WHICH WAS VERY POPULAR AT THE TIME.

I REMEMBER BRAGGING IN MY LAW ENFORCEMENT FRIENDS BACK HOME THAT I GOT TO EAT LUNCH WITH MY CHIEF AND PLAY WORDS WITH FRIENDS.

THEY ALL WORKED FOR HUGE AGENCIES, AND THEY TOLD ME THEY WOULD BE TERRIFIED IF THEIR CHIEF KNEW WHAT THEIR NAMES WERE.

AND I WAS LIKE, THAT SOUNDS TERRIBLE.

UH, DURING MY FIRST FEW YEARS, I MET AND WORKED WITH SEVERAL TENURED APD OFFICERS AND ALL THEY COULD TALK ABOUT WHICH, HOW MUCH LONGER THEY HAD LEFT UNTIL THEY COULD RETIRE.

I DIDN'T WANT TO GO WORK SOMEWHERE WHERE I WAS GONNA BE COUNTING DOWN THE DAYS UNTIL I COULD LEAVE.

I WAS IN LOVE WITH THE CITY, I WAS IN LOVE WITH THE DEPARTMENT.

I SAW CHIEF MITTEN'S VISION FOR THE DEPARTMENT AND KNEW I WAS GONNA BE PART OF SOMETHING GREAT.

I SLAMMED THE DOOR ON THE IDEA OF, UH, GOING TO APD AND FOREVER DEDICATED MYSELF TO THE CITY OF LAND.

SO THAT'S WHY I'M NOT SUPPOSED TO BE HERE TODAY.

BUT I'M GRATEFUL THAT I AM.

I WANT TO ENSURE THAT THE FOUNDATION THAT CHIEF MITTON HAS SET CONTINUES TO THRIVE LONG AFTER WE'RE ALL GONE.

I WANT WHAT'S BEST FOR THE DEPARTMENT AND FOR OUR CITY, DESPITE WHAT MANY OTHERS MAY SAY, ASKING FOR MEET AND FUR IS NOT OUR ATTEMPT TO SET UP A MULTI-CLASS SOCIETY WITHIN THE DEPARTMENT IS TO ENSURE THAT ALL WE'VE ACCOMPLISHED SO FAR AND ALL THAT WE'RE GOING TO ACCOMPLISH IN THE FUTURE CANNOT BE SO EASILY UNDONE.

HAVING BEEN CONFER WILL HELP US BECOME MORE COMPETITIVE AND OUR RECRUITING OF RETENTION EFFORTS.

CURRENTLY, WE HAVE 17 SWORN OFFICER VACANCIES TO FILL.

OUR PATROL DIVISION IS RUNNING ON FUMES AND DOING MORE WITH LESS THESE DAYS.

THIS IS DISSERVICE TO OUR COMMUNITY AND PUTS AN UNNECESSARY BURDEN ON OUR STAFF.

BUT MO MOSTLY IT COMPROMISES OUR OFFICER'S SAFETY AND THAT I WILL NOT STAND FOR.

WE ARE NOT ONLY, WE'RE NOT THE ONLY DEPARTMENT IN THE AREA CURRENTLY FACING STAFFING ISSUES, BUT SIMILAR SIZE DEPARTMENTS ALL HAVE, ALL OF WHICH HAVE GREATER OR EQUAL PAY THAN US ALSO HAVE CIVIL SERVICE AND OR MEAN AND CONFER.

WE'RE ASKING TO HELP ENSURE THAT WE REMAIN AS COMPETITIVE AS POSSIBLE TO FILL ALL THESE POSITIONS WITH THE BEST POSSIBLE CANDIDATES AND TO MAKE SURE WE DON'T CREATE ANY OPENINGS ALONG THE WAY.

I WENT TO NATIONAL NIGHT OUT AND I CAME HOME AND I PACKED AND I DROVE TO SAN ANTONIO, AND I GOT THERE ABOUT 1245 IN THE MORNING.

AND I HAVE TO SAY, THAT WAS THE BEST DRIVE TO SAN ANTONIO I'VE EVER HAD , EXCEPT FOR WHATEVER WAS GOING ON IN, IN SAN MARCOS THAT I THINK LASTED FOR HOURS AND HOURS.

I LEARNED WAS, WAS THERE EARLIER.

UM, BUT WITH THAT, I, I WANNA THANK THE, THE NEIGHBOR NEIGHBORHOODS THAT, UH, PARTICIPATED.
