FORESTRY SERVICE TO FIND THE OLDEST TREES IN TOWN.

WE THOUGHT WE COULD ACTUALLY JUST DIG UP THESE TREES, NOT DIG UP, POOR CHOICE OF WORDS, FIND THE OLDEST TREES IN TOWN, AND ACTUALLY JUST HAVE THEM DATED PROFESSIONALLY BY PEOPLE WHO KNOW WHAT THEY'RE DOING AND JUST FIND A WAY TO CELEBRATE AND, AND JUST, YOU KNOW, HONOR OUR HISTORY, UH, DEVELOP A SENSE OF CONSERVATION AND, AND JUST HAVE US ENJOY THE BEAUTY OF THESE TREES.

SOME OF THESE TREES ARE MAGNIFICENT.

SO WHAT I'M HERE TO TELL YOU IS THAT WE FOUND 10 TREES.

UH, IT TOOK US FOREVER BECAUSE TEXAS A AND M KEPT ASKING US TO GO BACK AND MEASURE IT THIS WAY, MEASURE IT THAT WAY, TAKE UP A CLOSEUP OF THE LEAF.

THEY NEVER BOTHERED TO COME HERE.

THEY HAD US DO ALL THE WORK AND THEN THEY PUT IT INTO THEIR COMPUTER.

BUT ANYWAY, WHAT WE'RE DOING IS NOW ON TUESDAY, NOVEMBER 15TH AT 9:00 AM THERE'S GONNA BE A CEREMONY OF THE UNVEILING WITH A BEAUTIFUL LITTLE PLAQUE.

IT'S 300 YEARS OLD.

IT'S A GIANT LIVE OAK.

IT'S OUTSIDE OF LAKEWOOD PARK.

AND, UH, WE'VE ACTUALLY PARTNERED UP WITH PARKS AND RECREATIONS, HELP THIS WITH THIS ALONG THE WAY.

UH, KEEP TEXAS, YOU KNOW, KEEP LEANDER BEAUTIFUL AS PARTNERED WITH US AS WELL.

AND THAT MORNING WE'RE HAVING A CEREMONY WITH TEXAS A AND M.

UH, PARKS AND RECREATIONS WILL BE THERE AS WELL TO SEE A FEW WORDS.

AND I WOULD REALLY LOVE A, YOU GUYS, ALL OF YOU OR WHOEVER COULD COME AND ACTUALLY DO THE UNVEIL, TAKE THE LITTLE TABLECLOTH OFF THE THING, CELEBRATE IT.

BUT, UM, LEANDER IS, IS, UH, WAS APPROVED LAST YEAR BY THE TEXAS WATER DEVELOPMENT, TEXAS WATER DEVELOPMENT BOARD FOR A, UM, LOW INTEREST LOAN PROGRAM THAT THEY OFFER, UH, FOR 120 MILLION.

AND OUR PLAN, UH, HAS BEEN TO TAKE THAT AMOUNT OUT OVER IN TRANCHES OVER THE, THE LIFE OF THE PROJECT.

LAST YEAR, WE, WE TOOK DOWN THE FIRST INSTALLMENT OF, UM, OF, AGAIN, 40 MILLION LAST YEAR.

SO, UH, WE HAVE, UH, SUBMITTED A REQUEST, UH, WHICH THEY HAVE APPROVED TO TAKE THE SECOND INSTALLMENT OF 40 MILLION, UH, THIS YEAR.

UM, WHAT'S ON THE, ON THE SCREEN IS, UM, JUST A SNAPSHOT OF THE 25 YEAR, UH, DEAD SERVICE THAT'S ROUGHLY 2.4 MILLION A YEAR OVER 20, UH, 25 YEARS.

UH, WHEN YOU GET DOWN TO THE BOTTOM, THAT 40 MILLION PLUS 20 MILLION IN INTEREST TOTALS 60 MILLION OVER 25 YEARS.

UM, I WILL SAY THAT, UH, OR I HATE TO SAY IT, BUT, UH, WE ALL KNOW THAT INTEREST RATES HAVE RISEN.

AND ONE OF THE BOARD MEMBERS, UH, ASKED ME AFTER THE GENERAL MANAGER'S PRESENTATION ABOUT WHY LEANDER IS NOT, WASN'T EXACTLY POSED THIS WAY, BUT BASICALLY WHY LEANDER IS NOT BORROWING MORE MONEY NOW FOR ANTICIPATED COSTS IN THE FUTURE.

SO I WANTED TO SHARE OUR THINKING, UH, WITH YOU.

BUT, UM, THESE THREE ITEMS, UM, ARE CONTINGENCY COSTS THAT THE ENGINEER WORKING WITH THE O THE, THE OTHER CITY ENGINEERS AND WORKING WITH THE CONTRACTORS, UH, IS LOOKING AT, UH, POTENTIAL COST INCREASES, UH, OVER THE LIFE OF THIS PROJECT.

UH, SOME MAY BE DUE TO CHANGE ORDERS DURING THE,

THE CONSTRUCTION THAT'S NOW UNDERWAY, BUT THE FIRST TWO OF THESE, UM, LINE ITEMS HAVE NOT BEEN BID YET, SO WE DON'T KNOW WHAT THE BIDS ARE GOING TO BE.

SO, YOU KNOW, THEY'RE ANTICIPATING WITH EVERYTHING GOING ON, UM, THAT THEY'RE, THAT WHAT WAS ESTIMATED, UH, LAST YEAR WILL BE SUFFICIENT.

UH, SO IF WE JUST FOCUS ON, YOU KNOW, THE, THE DESIGN ENGINEERS DESIRE TO HAVE A CONTINGENCY OF 30 MILLION FOR THIS 275 MILLION PROJECT, UM, ROUND ROCKS SHARE, THAT WOULD BE A LITTLE OVER 8 MILLION CEDAR PARK, 8 MILLION AND LEANDER SHARE WOULD BE 13 MILLION.

SO WHAT I WANTED TO SHARE WITH THE COUNCIL, SO YOU UNDERSTOOD WHERE WE WERE, UM, OBVIOUSLY THERE'S EVERY INTENTION AND EVERY COMMITMENT AND OBLIGATION THAT LEANDER WILL PAY ITS FAIR SHARE.

UH, THAT'S DICTATED IN THE CONTRACT AS THESE, UM, CONTINGENCIES ARISE AND THEY GET REVIEWED AND APPROVED BY THE, BY THE, BY THE CITIES.

UM, BUT THERE ARE A NUMBER OF FACTORS THAT WHEN IT COMES TO BAR BORROWING, YOU KNOW, TENS OF MILLIONS OF DOLLARS THAT COME INTO PLAY, ONE OF THOSE FACTORS IS THE CERTAINTY THAT THESE NUMBERS ARE EVEN THE RIGHT NUMBERS.

I MEAN, THESE ARE PROJECTIONS TODAY BASED ON WHAT MAY HAPPEN OVER A FIVE YEAR CONSTRUCTION PROJECT.

SO WE DON'T EVEN KNOW IF THIS IS TOO LITTLE OR TOO, TOO MUCH.

THE NEXT FACTOR IS JUST TIMING.

UM, WITH YOUR APPROVAL THIS EVENING AFTER THE PUBLIC HEARING OF THE ISSUANCE OF 40 MILLION, AND THEN THE WATER DEVELOPMENT BOARD, UH, CLOSES AT THE END OF NOVEMBER, WE'LL HAVE 80 MILLION INVESTED IN THIS PROJECT, AND IT'S JUST NOW STARTED.

AND THEN, SO WE GOT ANOTHER 40 MILLION DOWN THE ROAD TO, TO, TO BORROW.

SO IN MY OPINION, IT'S TOO EARLY TO MAKE A DECISION ON BORROWING MORE.

I MEAN, WE MAY BE TWO YEARS OR THREE YEARS DOWN THE ROAD WHEN WE DECIDE, OKAY, UM, WE, WE NEED TO BORROW SOME MORE MONEY OR WE MAY DECIDE TO PUT CASH INTO THE PROJECT.

BUT THE LAST, UM, FACTOR THAT I THINK IS REALLY IMPORTANT, ESPECIALLY IN LEANER CUR CURRENT CIRCUMSTANCE, IS FLEXIBILITY.

WHEN YOU GO THROUGH THE WATER DEVELOPMENT BOARD FOR A PROJECT, THAT'S WHAT YOU GET A PROJECT AND WHATEVER THAT PROJECT IS DEFINED AS, THAT'S WHAT YOU CAN USE, UH, THEIR MONEY ON.

NOW THE BENEFIT IS IT'S SUBSIDIZED THE LOW LOWER INTEREST RATE, BUT IT'S LIMITED TO THAT PROJECT LEANDER.

WE HAVE SO MANY WATER AND WASTE WATER PROJECTS THAT ARE, UM, WELL UNDERWAY AND ON THE BOOKS TO BE, YOU KNOW, CONSTRUCTED IN THE NEXT, UH, 2, 3, 4, 5 YEARS, THAT IF WE DECIDE THAT WE DO NEED TO, YOU KNOW, COME UP WITH 10 OR 13 MILLION IN THE FUTURE, WE'LL HAVE MORE FLEXIBILITY POSSIBLY.

I MEAN, THIS IS ALL DECISIONS THAT WILL BE MADE, UH, WHEN THE TIME COMES, BUT WE MAY DECIDE THAT WE ISSUE A LARGER AMOUNT OF MONEY WITH CITY OF LEANDER UTILITY CERTIFICATES OF OBLIGATION, AND THEN WE CAN SPEND THAT MONEY ON THESE PROJECTS OR ON OTHER PROJECTS AND NOT HAVE OUR MONEY TIED UP, UM, UH, AND RESTRICTED TO THAT PROJECT.

SO, UH, I WANTED TO ELABORATE ON THAT BECAUSE IT WAS AT THE, THE BOARD MEETING AND, UM, WANTED TO COMPLETELY DISPEL ANY CONCERN IF, UH, IF THAT WAS THE BOARD MEMBER'S CONCERN THAT LEANDER IS, IS WE'RE NOT WORRIED ABOUT MAKING OUR PAYMENTS BY, BY ANY MEANS.

WE, UH, WE JUST THINK THAT IT'S WAY TOO EARLY TO BORROW ANOTHER $10 MILLION ON TOP OF THE 80 THAT WE ALREADY HAVE IN THE PROJECT.

AND, YOU KNOW, THE WAY THE PROJECT LOOKS, IT, WE MAY NOT BORROW THE THIRD TRANCHE UNTIL, YOU KNOW, 2024.

UH, THIS ITEM IS BEFORE YOU BECAUSE, UM, THE CITY STAFF THAT HAS BEEN INVOLVED IN, UH, ATTEMPTING TO PUSH THIS PROJECT FORWARD, IT'S COME TO THE CONCLUSION THAT, UH, THE SOLICITATION METHOD THAT WE, WE STARTED OUT WITH, WHICH WAS A REQUEST FOR QUALIFICATIONS, UH, TURNS OUT IT'S NOT THE, THE BEST FIT, UH, FOR THE COMPANIES THAT WANT TO DO OUR PROJECT.

UH, WE ISSUED THE REQUEST FOR QUALIFICATIONS, UH, BACK IN, UM, EARLIER THIS YEAR.

AND IN JANUARY WE RECEIVED EIGHT PROPOSALS FROM VARIOUS ENGINEERING FIRMS AND ALSO SOME FIRMS THAT, UH, ACTUALLY DO IN, UH, ARE IN THE METER METER BUSINESS.

UH, WE SELECTED THREE TO INTERVIEW AND THEN WE FURTHER SELECTED TWO TO, TO DRILL DOWN INTO, UM, UH, ATTEMPTED NEGOTIATIONS OF, OF A CONTRACT.

AND WHAT, UM, THE END RESULT WAS THAT THE FIRMS THAT, UM, ARE INTERESTED IN THIS PROJECT WANT TO DO THE WHOLE THING.

THEY DON'T WANT TO JUST DESIGN IT AND PUT IT OUT TO BID.

THEY WANT TO, UM, DESIGN IT AND PUT IT IN FOR US.

WELL, UH, THERE'S NO PROBLEM WITH THAT.

UM, BUT THAT'S NOT THE SOLICITATION METHOD WE STARTED WITH.

AND SO, YOU KNOW, THERE WE HAVE NOT ONLY STATE LAW AND CITY POLICY, BUT WE INTEND TO, TO USE, UH, FEDERAL ARPA FUNDS FOR THIS PROJECT.

SO WE NEED TO MAKE SURE THAT EVERY STEP OF THE WAY, THE SOLICITATION PROCESS, UH, WE HAVE ALL OUR, UM, TS CROSSED AND I ISS DOTTED, SO, UH, TO, WE WANT TO SUSPEND OR TO CANCEL WHAT WE STARTED WITH.

AND THEN WE WILL, UH, PUT OUT WHAT'S CALLED A REQUEST FOR PROPOSALS, WHICH THEN WOULD ALLOW THESE FIRMS THAT ARE IN THE BUSINESS OF, UH, INSTALLING AMI SYSTEMS COULD ACTUALLY, UH, PROPOSE A TURNKEY SOLUTION.

AND, UH, WE'VE LEARNED A LOT.

IT'S TAKEN SOME TIME, BUT THAT'S WHERE WE'RE AT.
