BRINGS US TO ITEM THREE DISCUSSION REGARDING THE 2021 COMPREHENSIVE PLAN DIRECTOR GRIFFIN.UM, SO, UH, THIS ITEM IS A DISCUSSION OF THE 2021 COMPREHENSIVE PLAN.
UM, OUR CHARTER CALLS FOR THE PLANNING AND ZONING COMMISSION TO EVALUATE THE PLAN.
THE CHARTER SAYS YOU'RE TO MONITOR AND OVERSEE THE EFFECTIVENESS AND STATUS OF THE COMPREHENSIVE PLAN AND RECOMMEND ANNUALLY TO THE COUNCIL.
ANY CHANGES IN OR AMENDMENTS TO THE COMPREHENSIVE PLAN AS DESIRED OR REQUIRED? UM, DURING OUR JOINT WORK SESSION WITH THE CITY COUNCIL, UM, IN NOVEMBER, THAT WAS ONE OF THE TOPICS THAT CAME UP IS, UH, THE COMMISSION EVALUATING THE PLAN.
UM, WE DID DO A UPDATE, UH, APRIL 8TH, 2022.
UM, I WAS GONNA WAIT TILL, UH, 2023 CAUSE THAT'D BE A YEAR LATER.
BUT, UM, I THINK THEY WANTED US TO DO IT A LITTLE BIT SOONER.
UM, SO THIS IS KIND OF A OPPORTUNITY FOR THE COMMISSION TO TALK ABOUT, UM, ANY CONCERNS THEY MIGHT HAVE ABOUT THE PLAN.
UM, OR ANY CHANGES I THINK ARE WARRANTED BASED ON REQUESTS THAT WE'RE GETTING.
UM, I CAN SHARE WITH THE, THE GROUP FROM A A STAFF PERSPECTIVE, WE'RE GETTING A LOT OF REQUESTS FOR APARTMENTS.

UM, I THINK THERE'S BEEN A LOT OF, UM, DEVELOPMENTS WHEN THEY COME IN.
THE BIGGEST COMPLAINT SEEMS TO BE ROADS, ROADS, ROADS AND MORE ROADS.
UH, WE'VE IDENTIFIED 350 MILLION IN ROADS, UM, AND WE'RE NOT GONNA BE ABLE TO BUILD 'EM TOMORROW, BUT WE NEED TO, UM, ADDRESS THINGS BECAUSE TRAFFIC IS GETTING BAD ALONG SEVERAL OF THE AR AR ARTERIAL ROADS AND EVEN SOME OF THE FEEDER ROADS.
UM, AND ESPECIALLY WITH THE HIGH DENSITY APARTMENTS COMING IN AND EVEN THE HIGH DENSITY NEIGHBORHOODS WHERE THE, YOU KNOW, THE 40 FOOT LOTS, UM, THAT, THAT TAKES ITS TOLL ON THE ROADS AND WE'RE PUTTING MORE AND MORE CARS ON THERE AND WE WANT COMMERCIAL AND WITH COMMERCIALS GONNA BRING CARS
SO I, I REALLY THINK THAT THE ROADWAY, UH, NEED TO BE LOOKED AT AND MAYBE PRIORITIZE SEVERAL OF THE, UM, BIG EXPANSIONS TO HAPPEN SOONER RATHER THAN LATER.
UM, I KNOW IT'S SOUTHEAST OF THE CITY, THE TWO COUNTY ROADS, UH, 1 77 AND 1 75.
I ALWAYS FORGET THE, THE NUMBERS.
YEAH, THAT ONE SEEMS TO BE A BIG ISSUE.
AND UM, WHAT'S THE OTHER ONE? THE WEST OF BAGHDAD, THERE'S A HERITAGE GROVE ROAD THAT'S A BIG DEAL.
AND THEN THERE IS, UM, IT'S THAT COUNTY ROAD TWO 80 THAT, UH, COUNTY ROAD TWO 80 S ANOTHER ONE.
AND WE HAVE, UH, AND THEN LAKELINE INTERSECTS LAKELINE GOING NORTH.
UH, AND WE'RE EVENTUALLY GOING TO HAVE BAGHDAD GOING NORTH AS WELL AS WE'RE ADDING ON MORE UP THERE.
UM, SO WE DID, UM, IN 2021, A MONTH AFTER THE COMPREHENSIVE PLAN, WE ADOPTED THE UPDATED, UH, TRANSPORTATION MASTER PLAN THAT INCLUDED THE THOROUGHFARE MAP AND IT ALSO LISTED, UM, ROAD PROJECTS TO HELP US PRIORITIZE.
UM, WE ALSO ADOPTED THE ROADWAY IMPACT FEES THAT TAKE EFFECT.
UM, BUT THOSE WILL TAKE EFFECT AND WE CAN START, UH, COLLECTING FUNDS TO HELP IMPROVE THE ROADS.
UM, WHAT I CAN DO IS I CAN TALK TO THE, UH, CIP P MANAGER AND SEE IF HE HAS ANY UPDATES AND

WE HAVE MORE WATER, UH, USAGE THAT COMES UP.
UM, AND I THINK THE OTHER BIG ELEPHANT IS WHEN WE'RE LOOKING AT THE, UM, BIG COMMERCIAL AREAS, THE, UH, MAROON COLORS ON THERE, THEY'RE, WE'RE, WE'RE GETTING GETTING, UH, 30% RESIDENTIAL AND 0%.
I KNOW IT'S NOT ZERO COM PERCENT COMMERCIAL, BUT EVERYBODY WANTS TO PUT THE RESIDENTIAL IN.
AND WHAT WE'RE GOING TO HAVE IS BLOTCHES ALL OVER AND YOU END UP WITH A NEIGHBORHOOD IN HEBS PARKING LOT.
AND I, I DON'T MEAN TO DISPARAGE HEB OR DEVELOPERS, BUT, UM, IF, IF WE WANT THESE BIG, UM, COMMERCIAL CENTERS, UH, WE'RE GONNA END UP WITH, UM, NEIGHBORHOODS LITERALLY IN A COMMERCIAL PARKING LOT.
SO ARE YOU SAYING THAT MAYBE WE NEED TO UPDATE THE PLAN FOR ACTIVITY CENTERS AND REDUCE THE AMOUNT OF RESIDENTIAL ALLOWED? OR IS IT, I I DON'T KNOW THAT IT NEEDS TO BE REDUCED, BUT PUT A DIRECTION WHERE BOTH THE DEVELOPERS AND THE CITY AND EVERYBODY'S ON THE SAME PAGE SO THAT WE DON'T GET THE INFLUX? WELL, I HAVE RIGHT TO GO UP TO 30% IN THAT, IN THAT AREA, YOU KNOW? YEAH.
SO TO TODAY OUR, OUR DIRECTION WHEN THEY COME IN WITH RESIDENTIAL IN THE CENTER, AS WE TELL 'EM, STAFF'S NOT GOING TO SUPPORT IT.
CAUSE WE WANNA SEE COMMERCIAL IN THE CENTER CUZ OF THE WATER CONCERNS.
SO I THINK THAT'S BEEN MADE CLEAR BY THE, THE COUNCIL, THE COUNCIL RESOLUTION KIND OF ADDRESSED WHAT THEY WANNA SEE THERE.
SO, UH, I DON'T KNOW IF WE NEED TO CHANGE IT BECAUSE IT'S, IT'S NOT GONNA BE APPROVED ANYWAY.
IT'S, YOU KNOW, THEY'RE TRYING TO KEEP THAT DOWN BECAUSE OF THE WATER ISSUE.
SO SOMETHING THAT WE ARE GONNA WORK ON IS A TEMPORARY AMENDMENT TO THE COMPREHENSIVE PLAN TO SUPPORT THAT RESOLUTION.
AND I THINK WE'RE GONNA GET MORE DETAILS DURING THE, UM, THE STRATEGIC PLANNING MEETING WITH THE COUNCIL.
UM, BUT THAT'LL BE COMING BEFORE YOU GUYS RIGHT AFTER THAT.
WELL, I WOULDN'T MIND SEEING THE PRESENTATION.
I MEAN, UNLESS, OH, I JUST, I WAS SAYING I HAD, UM, SOME INFORMATION ABOUT THE, THE PLAN.
SO I, I'D BROUGHT, UM, I HAVE A COPY OF THE INITIAL MAP THAT WAS ADOPTED IN 2021, AND THEN WE HAVE A COPY OF THE, THE LATEST MAP TO KIND OF SHOW, UM, SOME OF THE CHANGES.
SO WE, UH, EXPANDED THE EMPLOYMENT CENTER IN THIS AREA.
AND THEN, YEAH, WE ALSO EXPANDED THE EMPLOYMENT CENTER HERE AND ADJUSTED THAT CENTER.
SO BETWEEN 2021 AND 2022, UM, WE INCREASED THE AMOUNT OF, UH, COMMERCIAL AREAS THAT ARE PROPOSED BY THE, THE PLAN.
WE ALSO ADDED, UM, SOME COMMERCIAL CORRIDORS.
SO YOU WOULD BE ALLOWED TO HAVE JOURNAL COMMERCIAL ALONG ARTERIALS, UM, OUTSIDE OF JUST MAJOR INTERSECTIONS.
UH, WE ALSO HAVE A ACTION PLAN, SEE IF I'VE GOT, I HAVE A LITTLE EXPLANATION OF IT IN HERE.
I'M GONNA BE PROVIDING AN UPDATE TO THE COMMISSION AT THE FIRST OF THE YEAR TO SHOW YOU GUYS WHERE WE'RE AT IN THE ACTION PLAN AND, UM, WHAT'S, WHAT'S COMING UP.
SO, UM, WE'VE DONE SEVERAL THINGS THAT, UM, WERE GOALS AND STRATEGIES THAT WERE SUPPOSED TO BE, BE DONE IN A YEAR.
UM, SO WE'RE GONNA PROVIDE Y'ALL WITH AN UPDATE AND IT'S, UM, GONNA BE AN OPPORTUNITY TO SAY, WELL, MAYBE WE NEED TO ADJUST THIS ACTION TO DO SOMETHING, UM, DIFFERENTLY.

OF COURSE, WE, WE, SOME OF THAT WAS ALLEVIATED WHEN ONE OF THE ZONING CASES CAME BEFORE US THAT PUT A COMPATIBLE USE RIGHT BEHIND THERE, YOU KNOW, IT WAS MORE LIKE, MORE COMPATIBLE WITH RESIDENTIAL, BUT IT COULD HAVE BEEN SOMETHING ELSE.

WHAT I LIKE TO TAKE A LOOK AT IS WHERE THE ACTIVITY CENTERS HAVE BEEN EXPANDED.YOU KNOW, ARE THEY GONNA IMPACT AN EXISTING RESIDENTIAL NEIGHBORHOOD? I DON'T KNOW WHAT OTHER HOMEOWNERS ARE LIKE, BUT I ALWAYS CHECK THE ZONING BEFORE I BUY PROPERTY.
I ALWAYS SEE WHAT COULD IT BE, WHAT'S WORST CASE SCENARIO AROUND ME, AND I MAKE AN INFORMED DECISION ABOUT THAT.
AND THEN IF IT CHANGES
YOU KNOW, IT'S, I DON'T THINK I'M THE ONLY ONE THAT LIVES EAST OF 180 3 IN THIS ROOM PROBABLY, BUT THERE ARE PEOPLE OVER THERE TOO.
THAT, THAT'S REALLY WAS MY ONLY CONCERN WITH THIS PLAN WAS WHEN THAT EMPLOYMENT CENTER WAS EXPANDED.
UH, YOU KNOW, AND I GUESS THE, THE MAIN IMPACT IS THAT ONE LARGE NEIGHBORHOOD THERE.
ANYBODY ELSE? YEAH, I'M A, A FAN OF, UH, TRAFFIC CONTROL A LITTLE BIT, AND I KNOW THAT WE SEEM TO HAVE A LITTLE BIT OF, UH, AR WE HAVE AREAS WHERE PEOPLE TRAVEL WAY TOO FAST.
AND I KNOW THAT I, I DON'T KNOW WHAT WE NEED TO DO TO TRY TO ENCOURAGE THAT, BUT I MEAN, IF I SEE PEOPLE GOING DOWN BAGHDAD AT 45, I'M AMAZED BECAUSE MOST OF THEM GO 65, 70 AND I'M, BESIDES BEING A POTENTIAL GOOD SOURCE OF REVENUE FOR THE CITY, UM, IT'S REALLY DANGEROUS.
AND THERE'S, YOU KNOW, UM, THERE'S AREAS, UH, CORNERS THAT I THINK SHOULD HAVE TRAFFIC SIGNALS ON.
UH, WE'VE, UH, THE CITY AS A CITY, WE APPROVED A TRAFFIC SIGNAL ON THE CORNER OF HERO AND RONALD REAGAN MM-HMM.
AND THAT'S TRAGIC THAT, YOU KNOW, I MEAN, ROME WASN'T BUILT IN THE DAY, BUT A TRAFFIC SIGNAL CAN GO UP IN A LOT LESS TIME THAN A YEAR.

UM, ITEM NINE IS THE DIRECTOR'S REPORT.COMMISSIONER GRIFF, NO, DIRECTOR GRIFFIN.
HOW YOU DOING TODAY? CONS, GOOD EVENING.
I'M, I'M REPORTING ON ACTION TAKEN BY THE CITY COUNCIL DURING THE DECEMBER 1ST MEETING ON ITEMS THAT WERE PREVIOUSLY FORWARDED BY THE COMMISSION, THE CITY COUNCIL HELD THREE PUBLIC HEARINGS.
UM, THE FIRST ONE WAS FOR THE HORSESHOE EDITION PLAN UNIT DEVELOPMENT.
UM, THE SECOND ONE WAS FOR THE NORTH POINT PLANNED UNIT DEVELOPMENT.
THEY ALSO APPROVED THAT REQUEST.
AND, UM, THE THIRD ONE WAS THE COMMERCIAL PROPERTY AT THE INTERSECTION OF BAGHDAD AND WEST SAN GABRIEL PARKWAY.
AND THEY ALSO APPROVE THAT REQUEST.
ALL THREE ITEMS WILL BE ON THE AGENDA, UM, FOR A SECOND READING AT COUNCIL NEXT WEEK.
AND THAT'S IT FROM OUR REPORT.
ITEM 10 IS CITIZEN'S COMMENTS.
UM, THIS IS WHERE ANY CITIZEN CAN SPEAK ON AN ITEM, NOT ON THE AGENDA, AND THEY'LL HAVE THREE MINUTES.

ITEM 14 HAS BEEN, UH, WITHDRAWN DUTY WITH NOTIFICATION ERROR.
I BELIEVE IT'S COMING BACK IN JANUARY 2ND.
[15. Discuss and consider action regarding a change to the start time for the Planning & Zoning Commission meeting; Williamson & Travis Counties, Texas. Staff Presentation Discussion Consider Action]
AND THAT BRINGS US TO ITEM 15, DISCUSSING CONSIDER ACTION REGARDING A CHANGE TO THE START TIME FOR THE PLANNING AND ZONING COMMISSION MEETING WILLIAMSON AND TRAVIS COUNTY'S TEXAS STAFF PRESENTATION.SO, UM, THIS ITEM IS GONNA BE ON THE AGENDA EVERY TIME WE GET NEW COMMISSIONERS, AND THIS IS TO GIVE THE COMMISSION THE OPTION TO CHANGE THE TIME FROM SEVEN O'CLOCK TO, UM, SIX O'CLOCK DISCUSSION.
UM, I'VE SAID IT BEFORE, I KNOW THAT THERE'S, I I'M PRETTY FREE AND ABLE TO DO WHATEVER, BUT I KNOW THAT THERE'S SOME COMMISSIONERS THAT WOULD HAVE A HARD TIME GETTING HERE AT SEVEN AND I WOULD HATE TO CHANGE THE TIME AND PRECLUDE FOLKS FROM BEING ABLE TO SERVE ON THIS COMMISSION.
SO I'M AGAINST MOVING IT TO SIX.
COMMISSIONER MAY I HAVE NO PROBLEM WITH IT EITHER WAY.
COMMISSIONER MOS? I HAVE NO PROBLEM EITHER WAY.
I LIKE THE SIX O'CLOCK TIME BETTER.
UM, I GUESS MY, MY MAIN, UH, POINT WOULD BE MOST PEOPLE I THINK I, I'M NOT SURE ABOUT MR. OLIVER BECAUSE I, I DON'T KNOW WHERE, WHERE HE WORKS, BUT I THINK MOST PEOPLE WORK IN TOWN AND BECAUSE STAFF HAS FOUR OF THESE MEETINGS A MONTH, WE USUALLY HAVE AT LEAST FOUR OR FIVE, YOU KNOW, STAFF PEOPLE THAT ARE HAVING TO STAY LATE THE EXTRA TWO NIGHTS AND, YOU KNOW, BECAUSE THERE'S ALL THE USUALLY DIFFERENT ONES PRESENTING THE CASES.
SO IT'D BE MUCH EASIER FOR THEM IF IT WAS AT SIX O'CLOCK.
MY OPINION COMMISSION CARPENTER, THE ONLY, I, I'M FINE WITH SIX OR SEVEN.
THE ONLY ISSUE I HAVE IS DO WE KNOW WHAT COMMISSIONER OLIVER, YOU KNOW, WOULD DO OR COULD DO? AND, AND THAT'S, AND HE'S NOT HERE, SO CAN WE PUSH THIS TO THE NEXT? SO, UM, SO, UM, I'LL MAKE A MOTION THAT WE, UH, POSTPONE, UH, TAKING ACTION ON HIS ITEM UNTIL THE JANUARY MEETING.
SO NOT DECEMBER 20TH, BUT JANUARY 12TH.
