KEITH MARSH.

GOOD EVENING.

MR. MARSH.

PLEASE GIVE YOUR NAME AND ADDRESS.

YOU'LL HAVE THREE MINUTES.

NAME IS CHIEF MARSH.

ADDRESS IS 8 25 COYOTE LANE.

I'M ONCE AGAIN HERE ASKING YOU TO CONSIDER CHANGING YOUR ZONING ORDINANCES TO ALLOW CARPORTS OTHER PLACES THAN BESIDE OR THE REAR OF YOUR RESIDENCE.

MY NEIGHBORHOOD, MY LOT IS ONLY 63 FEET WIDE.

ONE SIDE IS WATER AND ELECTRIC, SO IT CAN'T GO THERE.

THE OTHER SIDE, I PROBABLY HAVE A 40 OR 50 YEAR OLD OAK TREE THAT THERE'S NO WAY I'M GONNA CUT DOWN TO PUT IT IN A CARPORT.

SO I ONLY LEFT ONE PLACE FOR IT TO GO.

AND THE CITY HAS CHOSEN NOT TO ALLOW ME.

I WILL CONTINUALLY ADDRESS THE CITY ABOUT THIS.

IF I GOTTA GO BACK THROUGH, UH, A BOARD OF ZONING HEARING OR WHATEVER YOU CALL IT AGAIN, I WILL, ONE OF THESE DAYS I'M GONNA PUT UP THE $5,000 CARPORT THAT IS PAID FOR SITTING ON THE GROUND BECAUSE THE CITY WILL NOT ALLOW ME TO PUT IT OVER PAVED PARKING.

I UNDERSTAND YOU HAVE A RETREAT COMING UP AT THE END OF THE MONTH.

I UNDERSTAND THAT THIS MAY BE ADDRESSED DURING

[00:10:01]

THIS RETREAT, AND I HOPE THE CITY COUNCIL MAKES AMENDMENTS TO ALLOW OLDER NEIGHBORHOODS TO BEND THE WALLS A LITTLE BIT.

MY NEIGHBORHOOD HAS ZERO LOANING ZONING LOT LINES WHERE ONE GARAGE STOPS THE NEXT PERSON PROPERTY STARTS.

THAT'S NOT LEGAL, BUT YET YOU HAVE DONE NOTHING TO CORRECT IT.

I HAVE TWO NEIGHBORS THAT I KNOW OF WITH GARAGES THAT ARE IN FRONT OF THE GARAGE.

THEY HAVE CARPORTS THAT EXTEND THEIR GARAGE, I SHOULD SAY.

SO I DO NOT SEE ANY REASON WHY THE CITY WILL FIGHT ME OVER A COUPLE FEET OF CLEARANCE FROM THE ROAD.

I'VE MOVED IT BACK AS FAR AS I CAN IN THE PLANNING STAGES AND I'M WILLING TO MOVE IT BACK FARTHER IF IT HELP, BUT THERE'S NO WAY I'M GONNA CUT DOWN MY ONLY SOURCE OF SHADE TO PUT IN A CARPORT.

I'M SORRY.

SO PLEASE, WHEN YOU GO TO YOUR RETREAT, DISCUSS IT.

OLDER NEIGHBORHOODS CANNOT CONFORM WITH THE NEWER 80 FOOT LOTS.

I TECHNICALLY HAVE TWO LOCKS.

MY NEIGHBORHOOD A LOT IS 31 FEET BECAUSE IT ORIGINALLY WAS SUPPOSED TO BE A TRAILER PARK, BUT THE US GOVERNMENT CAME IN AND BUILT SUBSIDIZED HOUSING, DID NOT CARE ABOUT LEAN'S LAWS ONE BIT.

SO WHY SHOULD MY NEIGHBORHOOD CARE NOW? THAT'S MY FEELING.

I'M SURE IT'S NOT ALL YOURS, BUT HOPEFULLY I CAN GET ENOUGH VOTES TO SEE IT CHANGE.

THANK YOU.

THANK YOU MR. MARSH.

CHAD MERRIGAN.

GOOD EVENING.

MR. MERRIGAN.

PLEASE GIVE YOUR NAME AND ADDRESS.

YOU'LL HAVE THREE MINUTES.

ALL RIGHT, I'M GONNA TRY KEEPING THIS SHORT.

I ACTUALLY HAVE A DOCUMENT WE EMAILED TO EVERYONE ON THE BOARD.

UH, MY NAME'S CHAD MERRIGAN.

I LIVE AT 7 0 6 RIVER RIDGE.

UH, I'VE OWNED THE PROPERTY A 10 ACRE LOT SINCE 2006.

AND, UH, OUR ROAD, OR OUR DRIVE TO OUR HOUSES WAS INSTALLED PREVIOUSLY BY THE OWNER I BOUGHT THE PROPERTY FROM.

AND THAT PRICE WAS TURNED ONTO ME WHEN I BOUGHT THE PROPERTY, AND I'VE MAINTAINED THAT ROAD WITH MY NEIGHBORS FOR SINCE 2006.

WELL, RECENTLY, UH, BRYSON HOLMES DECIDED THEY WERE GONNA PICK UP THE TRACK OF LAND AT THE END OF OUR STREET, WHICH WAS 10 ACRES, AND THEY STARTED DEVELOPING ON THIS SET OF STAMPED DRAWINGS FROM THE CITY OF LEANDER.

IT STATES BRYSON IS NOT THE USED RIVA RIDGE AS A CONSTRUCTION ENTRANCE.

OKAY, SO IN TWO THOU, UH, SEPTEMBER 28.

WELL, WE NOTICED THEY WERE COMING IN BEFORE THAT AND THEY WERE BRINGING IN SOME TRAILERS THAT HAVE EQUIPMENT ON 'EM THAT WEIGHS 70,000 POUNDS AND IF NOT BIGGER.

SO WITH THE TRAILER, THE EQUIPMENT, THE TRUCK, WHAT THEY'RE LOOKING AT, A HUNDRED THOUSAND POUNDS WORTH OF VEHICLE COMING UP A PRIVATE ROAD THAT IS ONLY AN INCH AND A HALF OF ASPHALT, THESE VEHICLES SHOULD BE STAYING ON THE MAIN ROAD WHERE THEY'RE PERMITTED.

BUT THE BRYSON, THE DEVELOPER AND THE CONTRACTOR, WHICH IS, UH, FIVE STAR CIVIL, THEY'RE CHOOSING TO USE OUR ROAD AS A CONSTRUCTION ENTRANCE.

AND WE'VE BEEN TALKING TO THE CITY ABOUT THIS.

SEP UH, MY FIRST COMMUNICATIONS WITH 'EM WAS SEPTEMBER 28TH.

ON SEPTEMBER 28TH.

I JUST ASKED THEM TO STOP AND THEY'VE COME BACK.

THEY SAID, YES, THEY ARE NOT SUPPOSED TO BE USING THE ROAD.

SINCE THEN, WE'VE GOT HUNDREDS OF PICTURES, HUNDREDS OF VIDEOS, AND THEY CONTINUE TODAY TO USE THE ROAD.

EVERY DAY I GET HOME, THERE'S THREE BY SIX INCH CHUNKS OF, UH, ASPHALT THAT ARE KNOCKED OFF THIS ROAD FROM THE CONSTRUCTION VEHICLES.

THE CITY'S NOT DOING ANYTHING ABOUT IT.

THEY'RE NOT STOPPING THEM, THEY'RE NOT GIVING US A LETTER OF INTENT FOR US.

THE NEIGHBORS SAYING THAT, HEY, YES, WE ARE GONNA REPAIR THE ROAD.

AND THEY'VE ACTUALLY SENT US A LETTER SAYING THEY ACTUALLY CONTACTED YOUR ATTORNEY AND THEY'RE WASHING THEIR HANDS OF THIS.

SO ALLS I'M ASKING FOR IS SOMEONE TO GIVE US A HAND AS THE NEIGHBORS, THERE'S LIKE FIVE OF US THERE.

I OWN 840 FOOT OF THIS ROAD.

IF I WAS TO PAY OUT OF POCKET EXPENSE TO GET THIS REINSTALL, IT WOULD BE OVER $200,000.

AND ALL THAT MONEY IS GOING RIGHT INTO THE CONTRACTOR'S POCKET AND THEY DON'T CARE.

[00:15:01]

SO THAT'S, I GAVE YOU GUYS ALL MY PAPERWORK THERE AND I APPRECIATE YOUR TIME.

THANK, THANK YOU, MR. MERRIGAN, WILLIAM SCHWARTZ.

GOOD EVENING.

MR. SCHWARTZ, BEFORE YOU GET STARTED, UM, WE HAVE YOU DOWN FOR TWO ITEMS, AND ONE OF THEM IS RELATED TO ITEM NUMBER SEVEN.

SO IF YOU WANT, YOU CAN SPEAK ON YOUR ONE ISSUE ABOUT TREVISO AND THEN THE, UH, FREEZE ISSUE SEPARATELY, OR YOU CAN COMBINE IT ALL RIGHT.

NOW THE CHOICE IS, YOURS SAYS THAT I'M NOT ALLOWED TO TALK, UM, TWO AGENDA ITEMS. IS THAT OKAY? YEAH, YOU CAN DO, YOU CAN DO BOTH OF 'EM IF YOU WANT RIGHT NOW.

WELL, I CAN DO BOTH NOW.

OKAY.

YOU CAN DO BOTH RIGHT NOW IF YOU WANT, OR YOU CAN SPLIT IT UP.

THAT'S FINE.

I'LL DO BOTH NOW.

OKAY.

ALL RIGHT.

PLEASE STATE YOUR NAME AND ADDRESS.

YOU HAVE THREE MINUTES.

SO, UH, MY NAME IS WILLIAM SCHWARTZ.

I LIVE AT, UH, 1 3 0 8 POIT TUNNEL PASS.

UM, UH, I GO BY BILL.

SO, UH, I READ YOUR LETTER.

UM, MAYOR, UM, THANK YOU FOR PUTTING THAT OUT THERE.

UM, KIND OF CUT ME DOWN VERY SHORTLY.

, I DON'T HAVE TO ADD A LOT OF THINGS.

UM, I'M ADDRESSING THE, UM, THE GAS ISSUE, THE, THE FREEZE ISSUE.

UM, THE, SO WE WERE HERE IN 2021 WHEN WE WERE WITHOUT GAS, WITHOUT WATER, AND WITHOUT, UH, UH, CONCURRENT ELECTRICITY.

SO FROZE OUR BUTTS OFF.

UM, AND THEN, UM, YOU KNOW, ATMOS KNEW IT.

THEY, THEY WERE PREPARED OR THEY SAID THEY WERE PREPARED, RIGHT? SO I DON'T WANNA GO INTO THE DETAILS BECAUSE YOU ALREADY CON COVERED THAT IN YOUR LETTER.

UM, HOWEVER, I JUST, YOU KNOW, I, WHEN IN SUMMARIZING YOUR LETTER, IT WAS, I CAN'T DO ANYTHING ABOUT IT.

I, I SO DISAGREE, RIGHT? YOU GUYS CAN BE THE, THE, THE VOICE OF POWER, YOU GUYS CAN BE THE VOICE OF ANGER.

YOU GUYS CAN BE THE, UH, LEADING, UH, PROTEST, RIGHT? SO, YOU KNOW, PARK YOURSELVES UP AT TSO'S, UM, UH, SALES OFFICES, RIGHT? AND LET, SO, YOU KNOW, IF YOU FOLLOW THE MONEY, RIGHT? SO THE PEOPLE THAT CAN DO SOMETHING ABOUT THIS, OR AT LEAST CAN PUSH A LITTLE HARDER TO HAVE A LOT OF MONEY THAT MORE THAN MYSELF AND MORE THAN MY NEIGHBORS, UM, THEY CAN DO SOMETHING ABOUT IT.

THEY CAN ACTUALLY PUSH HARDER.

THEY HAVE, THEY HAVE CONTACTS THERE THAN GOVERNOR.

I MEAN, YOU SAID THAT YOU REACHED OUT AND NOBODY RESPONDED TO YOU, RIGHT? SO, YOU KNOW, SOMEBODY WILL, IF YOU, IF YOU GET TO THE POINT WHERE, YOU KNOW, THEY CARE ABOUT THE MONEY, RIGHT? SO IF SALES GO DOWN, IF YOU DON'T, IF YOU, I KNOW YOU DON'T, YOU CALL, YOU SAY YOU CAN'T DO A MORATORIUM, RIGHT? WELL DO SOMETHING ELSE, RIGHT? BUT I, I THINK YOU CAN DO SOMETHING RIGHT VERSUS DOING NOTHING.

SO THAT'S ALL I WANNA SAY ABOUT THAT.

CAUSE I, I'VE GOT YOUR LETTER.

THANK YOU.

LET ME MOVE TO, UH, ARTIFICIAL TURF.

SO WATER'S A BIG ISSUE HERE, RIGHT? SO, UM, TREVISO HOA HAS BANNED ARTIFICIAL TURF.

SO THEY JUST DID IT RECENTLY, RIGHT? SO I ACTUALLY HAVE SOME ARTIFICIAL TURF IN MY BACKYARD.

I WANTED TO GO DO IT IN THE FRONT YARD, AND THEY SAID, NO, IT'S NOT ALLOWED ANYMORE.

SO THINK OF ALL THE WATER THAT WOULD BE SAVED IF WE WEREN'T WATERING OUR GRASSES, RIGHT? SO IF THERE'S SOME SORT OF A LAW OR SOMETHING THAT CAN BE PASSED THAT SAYS YOU CANNOT STOP AN HOA OR, OR YOU AN HOA CANNOT ENACT A LAW THAT SAYS YOU HAVE TO, YOU CAN STOP, UH, ARTIFICIAL TURF, RIGHT? SO I'D LOVE TO HAVE, THERE'S, I, I INCLUDED IN MY, UH, REQUEST A DOCUMENT OF TURF THAT IS WATER, PERMEABLE WATER JUST FLOWS RIGHT THROUGH IT, RIGHT? SO IT DOESN'T, DOESN'T DO, THERE'S NO ISSUE WITH IT BEING THERE.

SO, UM, THAT'S, THAT'S MY REQUEST.

SO THANK YOU FOR YOUR TIME.

APPRECIATE IT.

THANK YOU SO MUCH MR. SWARTZ.

I DON'T HAVE ANYBODY ELSE SIGNED UP TO SPEAK ON NON AGENDA ITEMS. WAS THERE ANYBODY ELSE WHO WISHED TO SPEAK AT THIS TIME? ALL RIGHT, WE'LL MOVE ON

[7. Staff Update Recent weather event]

TO ITEM NUMBER SEVEN, STAFF UPDATE ON THE RECENT WEATHER EVENT.

UM, AND WE HAVE CITY MANAGER, BEVERLY, I WOULD SAY, OH, FIRST THANK, UH, EVERYBODY FOR THEIR PATIENCE ON THIS.

I KNOW IT WAS NOT FUN.

UM, I KNOW IT, IT WAS KIND OF A INTERRUPTION TO THE HOLIDAYS AND CHRISTMAS AND EVERYTHING, BUT, UM, KIND OF THIS IS A RECAP OF, OF REALLY KIND OF WHAT HAPPENED AND KIND OF THE TIMELINE, WHAT WE KNOW AND INCLUDING OTHER THINGS THAT WE EVEN FOUND OUT RECENTLY THAT COUNSEL PROBABLY WANTS TO KNOW AS WELL, EVEN TODAY.

UH, NOT NECESSARILY ON, UH, GAS.

SO THIS, IT STARTED REALLY THURSDAY THE 22ND, AND IT RAN, UM, ACTUALLY THAT SHOULD REALLY SAY, EH, REALLY INTO THE 25TH EVENING OF THE 25TH AND AWAY CUZ WE WERE STILL GETTING A FEW BREAKS AND THINGS WERE, UH, AS THEY WERE THAWING OUT.

UM, IT GOT DOWN, I THINK A FEW PLACES AS COLD AS ACTUALLY DOCUMENTED AS EIGHT OR 10 DEGREES.

UH, I THINK THE HIGHER ELEVATIONS WE INCREASED, UH, READINESS OF THE MERCY MANAGEMENT CENTER, UM, ACTUALLY THAT WEEK, BUT WE ESCALATED IT FURTHER,

[00:20:01]

UH, I BELIEVE UP TO WAS THAT LEVEL TWO, UM, INCREASED READINESS AND ACTUALLY STAFFED IT PHYSICALLY.

SO MYSELF AND SEVERAL OTHER STAFF MEMBERS, UH, THE EMERGENCY MANAGEMENT TEAM WERE IN IT, UH, FIRE AS WELL WHEN POLICE, UH, WE, WE EXECUTED SEVERAL PREVENTATIVE MEASURES PRIOR TO THE EVENT THAT WEEK.

INSPECTED OUR GENERATORS, CHECKED, CHECKED FUEL ON 'EM, CHECKED THE, UM, ACTUALLY CHECKED WITH, UH, P E C, OUR, OUR DUAL FEEDS AT SANDY CREEK.

THOSE ITEMS. UM, ALSO CHECKED WITH OUR PARTNERS LIKE B C R U A, MAKING SURE EVERYTHING WAS RUNNING.

WE REDUCED, REDUCED NON-ESSENTIAL WASTEWATER OPERATIONS LIKE SOME OF THE FLUSHING, UH, THAT DOES NEED TO OCCUR, UH, PER T C Q.

BUT WE PUT THAT SOME OF THOSE THINGS ON HOLD.

UH, WE DID HAD OTHER STAFF ON CALL.

WE FILLED ALL OF OUR TANKS AND WEATHERIZED WHAT WE COULD AND, AND STARTED GETTING MESSAGING OUT BECAUSE IT BECAME APPARENT TO US LIKE SOME OF THE OTHER STORMS OR EVEN THE 21 EVENT, THIS THING WAS GONNA BE A LITTLE BIT COLDER THAN SOME PEOPLE EXPECTED.

UM, THIS KIND OF RECAPS, THE BLAST THAT CAME AND AS, AS FOLKS IN TREVISO AND AND GRAND MESA KNOW THAT YES, IT, IT DID ACTUALLY GET NOT FOR AS LONG, BUT IT DID GET, AND ALSO WE DIDN'T HAVE THE PRECIPITATION, SO THAT WAS THE OTHER UPSIDE.

UH, WHAT DID WE HAVE IN TERMS OF IMPACTS? OH, SORRY, I COMPLETELY BLANKED THAT.

WE HAVE A SPEAKER ON THIS, SO MAYBE BEFORE YOU GET INTO THE IMPACTS, DO YOU MIND IF I BRING HER UP? CERTAINLY.

THANK YOU.

UM, MAGGIE MOORE.

MY APOLOGIES.

NO MINE COMPLETELY.

SORRY ABOUT THAT.

GOOD EVENING.

PLEASE GIVE YOUR NAME AND ADDRESS.

YOU'LL HAVE THREE MINUTES.

SURE.

MY NAME'S MAGGIE MOORE AND MY ADDRESS IS 43 0 5 CORTES WAY.

UM, LET ME PULL UP MY NOTES.

UM, .

HELLO COUNSEL.

UM, I'M HERE SPEAKING AS A RESIDENT OF THE TREVISO COMMUNITY AND I'M SURE, AS YOU CAN GUESS, I'M ALSO HERE TO ADDRESS OUR COMMUNITY'S LACK OF RELIABLE NATURAL GAS SERVICE.

SO BEFORE YOU TAKE THAT DEEP, HERE WE GO AGAIN.

SI.

I'VE ALREADY SUBMITTED MY FORMAL COMPLAINT AGAINST ATMOS TO THE TEXAS RAILROAD COMMISSION AND I READ RA MAYOR CHRISTINE'S RECENT WRITEUP REGARDING THE ISSUE OF A BUILDING MORATORIUM.

WHILE I WOULD FULLY SUPPORT A MORATORIUM WHERE IT LEGAL, I UNDERSTAND THE RED TAPE AND I'M NOT HERE TO MAKE GRANDIOSE DEMANDS.

I'M HERE MISSING BEDTIME FOR MY ONE IN THREE YEAR OLD TO PUT A FACE ON THIS PROBLEM.

WE ARE NOT JUST THE TRUVISO SUBDIVISION, WE ARE FAMILIES, MOMS, DADS KIDS, BABIES, YOUNG PROFESSIONALS, RETIRED INDIVIDUALS AND ELDERS.

AND ON BEHALF OF ALL OF US, I'M HERE TO ASK AND EVEN PLEAD FOR YOUR CONTINUED ASSISTANCE IN ASSURING THAT WE CAN PROVIDE BASIC NECESSITIES SUCH AS WARMTH FOR OUR FAMILIES.

I UNDERSTAND THE CLAIM THAT THE RECENT NATURAL GAS OUTAGE WAS UNRELATED TO THE PREVIOUS GAS TERMINATION IN 2020 ONES.

WINTER STORM AS TRAVI WAS NOT THE ONLY COMMUNITY AFFECTED THIS YEAR, BUT I ASSURE YOU TO THE 600 PLUS TREVISO FAMILIES WHO STILL EXPERIENCE LITERAL TRAUMA FROM SITTING INSIDE THEIR 30 AND 40 DEGREE HOMES WITH NO WAY TO EVACUATE THAT WEEK, THE INCIDENT IS ENTIRELY RELATED.

IT'S HOMES WITHOUT HEAT ADDRESSING SYSTEMS AND REGULATIONS AND ACCOUNTABILITY FOR THE FUTURE ARE GREAT IDEAS, BUT WE STILL HAVE A BIG PROBLEM RIGHT NOW.

DURING THIS PAST DECEMBER FREEZE, WE WERE LUCKY THAT THERE WAS NO PRECIPITATION, UM, THAT WOULD PRECLUDE CONDENSED GAS TRUCKS FROM MAKING IT INTO THE NEIGHBORHOOD.

BUT WITH OVER TWO MONTHS LEFT OF WINTER THIS YEAR, AND UNPRECEDENTED WEATHER EVENTS BECOMING THE NORM WORLDWIDE, THE LIKELIHOOD THAT WE WILL SOON HAVE ANOTHER FREEZE THAT BRINGS WITH IT PRECIPITATION IS REASONABLY HIGH.

WHEN THIS HAPPENS, I CAN ALL BUT PROMISE YOU THAT NEARLY ALL OF THE, ALMOST NOW A THOUSAND HOMES IN TRIVIO THAT EXPERIENCED THEMSELVES OR HEARD TELL OF THE TWO NATURAL GAS FAILURES WILL BE PREEMPTIVELY EVACUATING.

AND IS THIS THE LEANDER THAT WE WANT TO BE WHERE PEOPLE MUST FLEE THEIR HOMES DURING INCLEMENT WEATHER? WE CAN'T FIGHT THIS BATTLE ALONE AS INDIVIDUAL GAS CUSTOMERS.

WE NEED YOU MAYOR CHRISTINE, AND COUNCIL MEMBERS TO SEE OUR FACES AND RECOGNIZE OUR HUMANITY AND SPEAK YOUR INFLUENCE LOUDLY ON OUR BEHALF THAT THIS CONTINUED ISSUE WILL NOT BE TOLERATED IN LEANDER.

I DON'T HAVE THE ANSWER AND I KNOW THAT YOU GUYS MIGHT NOT EITHER RIGHT NOW, BUT I AM ASKING YOU TO FIGHT THIS FIGHT AS THOUGH YOU YOURSELF WERE AFFECTED BECAUSE TO ALL OF THE AFFECTED COMMUNITY MEMBERS, THE QUESTION IS WHEN NOT IF WE WILL FIND OURSELVES IN THIS DANGEROUS PREDICAMENT.

AGAIN, THANK YOU.

AND MARY CHRISTINA, DO WANT TO THANK YOU FOR ALL OF YOUR COMMUNICATION ON THE ISSUE.

IT HAS BEEN VERY REFRESHING.

THANK YOU.

UH, WAS THERE ANYBODY ELSE WHO WISH TO SPEAK ON THIS? ALL RIGHT, THANK YOU MR. BEVERLY.

CAN WE ASK A QUESTION WE CANNOT HAVE BACK AND FORTH.

SORRY.

OKAY, SO IN SUMMARY, WE, WE DID HAVE SEVERAL, UH, PIPE BURSTS IN OUR OWN CITY FACILITIES, UH, MOST CONCERNING BEING, UH, WE HAD A, JUST LIKE THE 21, WE HAD A, A BREAK

[00:25:01]

IN THE POLICE BUILDING IN A SIMILAR AREA.

UH, WE'RE LOOKING TO WHAT EXTENT WE CAN WINTERIZE THAT.

ALSO, KNOWING THAT THAT BUILDING HAS, IS A PATCHWORK OF, UH, OF THINGS AND NEEDS TO BE REPLACED.

ULTIMATELY, UH, CHAMBER COMMERCE BUILDING ACROSS THE STREET THAT WE OWN, THE PUBLIC LIBRARY, UH, I THINK THE ONE OF MOST NOTE TO FOLKS IN THE ROOM WOULD BE THE BOOSTER PUMP STATION FOR TREVISO.

AND THAT'S FAIRLY NEW.

WHAT, WHAT'S THE YEAR CONS, UH, COMPLETION OF THAT.

THAT WAS AFTER I ARRIVED.

SO WHAT, 20 BEFORE? WAS IT BEFORE? OKAY.

YEP.

IT'S STILL RELATIVELY NEW.

SO THEN OF COURSE WE HAD THE ATMOS ISSUE, UM, OH, OH, FIRST ON THE BOOSTER PUMP STATION.

AND THIS IS FOR WATER COMING OUT OF, UH, B C R U A.

TYPICALLY WE REDIRECTED WATER FROM SANDY CREEK.

SO THE UPSIDE OF THIS EVENT AS WE WENT INTO IT WITH BOTH PLANTS RUNNING THE REGIONAL PLANT AND OUR OWN PLANT, UM, NOW ATMOS.

SO PRIOR TO THE EVENT, YES, THEY STAGED TRUCKS, WHICH YOU CAN READ EVERYTHING INTO THAT YOU WANT, BUT THEY, THEY DID STAGE TRUCKS, UH, TOLD US IT WAS A PRECAUTION.

UM, IT WASN'T UNTIL DURING THE EVENT THAT THE DISCUSSION ABOUT, YOU KNOW, HEY, THEY'RE ACTUALLY GONNA START FEEDING, YOU KNOW, ONCE IT, WHEN IS IT STARTED, THEY NEEDED TO ACTUALLY FEED ADDITIONAL C N G INTO THE SYSTEM.

UM, BASICALLY WHAT WAS STATED FROM ATMOS WAS THEY WERE HAVING ISSUES ON, ON SUPPLY.

IT'S THE END OF THE LINE.

UH, THEY DID RELATE, RELATE, CUZ I ASKED, DID ASK THE QUESTION.

I THINK DAVID MAY HAVE BEEN IN THE E OOC AT THE TIME.

I WAS ON THE PHONE WITH ONE OF, ONE OF THEIR FOLKS, ONE OF THEIR VPS FOR OPERATIONS.

AND, YOU KNOW, IT WAS OUR UNDERSTANDING, UH, FOR SOME TIME IT WAS REALLY THE OSAGE LINE WAS THE ONE THING THEY WERE WAITING ON.

AND THAT WAS COMPLETED WITHIN LEANDER, UH, APPARENTLY IS A SERIES OF OTHER PROJECTS OUTSIDE LEANDER THAT ALSO CONTRIBUTING TO COMPLETING, GETTING TO THIS END OF THE LINE THAT HAVE NOT YET BEEN.

SO THAT IS SOMETHING WE'RE ASKING FOR AN ACCOUNTING ON, UH, AT A FUTURE MEETING THAT WE HAVEN'T GOT ANSWERS BACK FROM ATMOS YET.

UM, THE, THE PEAK OF THE NUMBER THAT THEY CONFIRMED WITH ME WAS ABOUT 171 THAT WERE ACTUALLY IN PROCESS GETTING TURNED ON, BUT THEY HAD, THEY DID HAVE ADDITIONAL CUSTOMERS.

SO IT, I'M GUESSING IT SOUNDED LIKE IT WAS A COUPLE OF HUNDRED, POSSIBLY EVEN ABOVE THAT, THAT WERE AT LEAST EXPERIENCING SOME TYPE OF OUTAGE.

THEY MAY NOT HAVE HAD TO HAVE EVERYTHING TURNED BACK ON, BUT BY THE TIME WE GOT INTO, UM, EVEN SUNDAY, EARLY SUNDAY, THEY WERE, THEY WERE STILL WRAPPING UP A FEW OF THE, THE FINAL INSPECTIONS OF THE LAST, YOU KNOW, SUB 100.

UH, WE DID ACTIVATE LIFE CHURCH AS A WARMING CENTER.

UH, BILLY, DID WE HAVE ANY, ANY TAKERS BEFORE IT WAS OVER? OKAY.

I DIDN'T THINK WE DID.

AND LEANDER HIGH SCHOOL AND SOME OF THE OTHER FACILITIES WERE NOT AVAILABLE AT THAT TIME.

THEY HAD JUST HAD THEIR GYM, LET ME REPHRASE IT.

IF WE WOULD'VE NEEDED IT, THEY COULD HAVE USED THEIR FOYER, IF I COULD USE FANCY WORDS LIKE THAT.

UH, SINCE I WENT TO, UH, ST.

THOMPSON COUGAR HIGH IN HOUSTON, AS BEST I CAN COME UP WITH, BUT, UM, THEIR, THEIR FLOORS IN THEIR GYMS HAD JUST, JUST BEEN, ALL OF ALL THE HIGH SCHOOLS HAD JUST BEEN REFINISHED.

SO THAT WAS NOT AN OPTION, BUT THEY DID HAVE A LITTLE SPACE.

SO WE DID GET THAT CONFIRMED AS A BACKUP, BUT LUCKILY WE DIDN'T NEED THAT.

NOW, HERE'S THE KICKER THAT WE'RE ALSO GOING TO ASK BCR B C R U A TO COME TO US, UH, IN THE VERY NEAR FUTURE AND GIVE US A FULL ACCOUNTING ON, ON THIS AS WELL.

I GUESS WE GOT THIS EMAIL, WHAT, EIGHT 15 THIS MORNING? YESTERDAY.

YESTERDAY, OKAY.

I GOT IT THIS MORNING FROM Y'ALL WHEN Y'ALL WERE STILL TRYING TO RUN IT TO GROUND WHAT HAD HAPPENED.

SO B C R UUA APPARENTLY HAD SOME EQUIPMENT FAILURES DURING THE EVENT AND DIDN'T NOTIFY US.

AND I CAN TELL YOU THAT, UH, DAN'S TEAM AND, UH, GINA WERE, I MEAN Y'ALL SAW MY EMAILS, THERE WERE A WHOLE LOT OF COMMUNICATIONS GOING ON AND UH, WE WERE IN THE EOC TOGETHER, UH, MANY OF US.

AND SO THERE WAS MORE THAN AMPLE OPPORTUNITY FOR THAT TO BE KNOWN.

SO THEY'RE STILL UNDER REPAIR.

UH, IT'S REGARDING THE BARGE AND SOME OF THE, UH, VALVES.

AND SO, UM, I'M ASSUMING DAN, Y'ALL PROBABLY DIDN'T EVEN KNOW ABOUT THAT OTHER ITEM BEING DOWN BEFORE THE, BEFORE THE EVENT, EITHER THE PHASE ONE, A SURGE RELIEF VALVE.

SO WE WOULD LIKE, UM, IN LIGHT OF ALL THE THINGS THAT HAVE ALREADY HAPPENED, UH, WE WOULD LIKE A FULL ACCOUNTING ON THAT TOO BECAUSE AS THE SPEAKER MENTIONED, WE HAVE TWO MORE MONTHS OF WINTER, UH, OR MAYBE

[00:30:01]

I'LL TALK ABOUT GROUNDHOG DAY OR SOMETHING NEXT.

SO THEN WE HAVE, WHAT ARE WE DOING NEXT? WE WANT AT MOST N B C R U A TO COME AND GET US REALLY A FULL ACCOUNTING ON ON THE SERVICES, ON THE SERVICE ISSUES THAT OCCURRED, HOW MANY WERE REALLY AFFECTED CUZ WE DON'T HAVE A TOTAL NUMBER FROM THEM AND HOW THEY'RE GONNA MITIGATE THIS.

UH, WHAT IS THE STATUS ON THOSE PENDING PROJECTS.

NOW, ONE THING THAT LEGAL IS ALSO OBVIOUSLY MONITORING IS WE, WE ARE AWARE THAT, UH, THE GOVERNOR HAS REQUESTED, UH, AN INVESTIGATION OF, OF WHAT HAPPENED WITH ATMOS IN TERMS OF THEIR SUPPLY AND IF THEY NEEDED ASSISTANCE AND, AND SO FORTH.

UM, AND THE CITIZENS AND THE CITY DESERVES A DOES DESERVE AN ANSWER ON THAT.

AND WE NEED TO GET BASICALLY B C R E WAY ON THE SAME PAGE.

UM, RIGHT NOW WE'RE GONNA, WE'RE DOING OUR FULL ACCOUNTING OF EVERYTHING, STATUS OF, YOU KNOW, COST OF ALL THE DAMAGE THINGS WERE STILL, UM, TOUCHING UP AND WORKING ON OR GETTING CONTRACTORS OUT.

PARDON, PARDON ME, UH, TO GIVE US ESTIMATES ON, UH, I DON'T EVEN KNOW IF Y'ALL HAVE, UH, FINALIZED ESTIMATES ON THINGS LIKE THE REPAIRS AT THE CHAMBER BUILDING AND LIBRARY AND THINGS LIKE THAT.

BUT THAT'S REALLY THE, AND I, I CAN TELL YOU, I GUESS TECHNICALLY, I, I DIDN'T REALIZE TODAY I TECHNICALLY, I GUESS I'D BEEN THE INCIDENT COMMANDER FOR THIS.

SO IT, IT ALL CAME TOGETHER.

WE, WE, WE MADE SURE THAT EVERYTHING WE COULD DO, WE DID AND WE GOT AS PREPARED AS WE COULD LEADING INTO THIS AND, UH, COMMUNICATED WITH OUR PARTNERS, INCLUDING THE COUNTY AND THE STATE AND EVERYONE ELSE.

BUT, UH, YES, WE CAN ALWAYS IMPROVE AND WE WOULD LIKE OUR PARTNERS TO COME ALONG ON THIS AS WELL.

I JUST WANNA SAY, I KNOW THIS WAS DURING THE HOLIDAYS AND A LOT OF OUR STAFF WAS OUT AND, UM, IT WAS SORT OF A SKELETON CREW, BUT I AM SO IMPRESSED WITH THE AMOUNT OF COMMUNICATION AND HOW WELL YOU AND THE REST OF STAFF STEPPED UP WHEN ATMOS LET US DOWN.

AND I'M JUST REALLY PROUD OF EVERYBODY AND I HOPE THAT YOU ALL WILL JOIN ME IN A ROUND OF APPLAUSE FOR OUR STAFF THAT STUCK IT OUT.

WE APPRECIATE YOU GUYS ROLLING WITH IT ALL.

COUNSEL.

THANK Y'ALL.

ALL RIGHT, THANK YOU.

MR. BELIN.

IS ATMOS WILLING TO COME AND TALK TO US OR IS IT GONNA BE A LITTLE MORE TIGHTLIPPED? BECAUSE I GUESS WHAT WAS CONCERNING FOR ME IS I THINK SOMEBODY FROM THE COMMUNITY SAID ATMOS SAID, GO TALK TO YOUR CITY COUNCIL.

SO WHAT DO WE HAVE? WE DON'T HAVE ANY SAY TO THEM.

THEY'RE A PUBLIC UTILITY AND YEAH, WELL THAT IT'S A RAILROAD COMMISSION NOW WE HAVE BEEN IN CONTACT WITH OUR PUBLIC AFFAIRS OFFICE AND I'VE ALSO, UM, THROUGHOUT THE STORM, AGAIN, I WAS COMMUNICATING WITH HER VP OF OPERATIONS FOR THE SOUTH REGION AND DARA, WE, WE EVEN TODAY HAD, DIDN'T SHE ALSO, DID SHE CONFIRM A DATE? WE'RE STILL LOOKING AT FEBRUARY 2ND.

OKAY.

SO HOPEFULLY THIS MONTH, WORST CASE SCENARIO, THE FIRST MEETING IN FEBRUARY, UM, I HAVE READ THAT THEY HAVE TO HAVE A REPORT TO THE STATE BY THE 27TH OF THIS MONTH, AND THAT'LL BE PUBLIC TO ALL OF US.

AND SO I THINK THAT'LL BE, IF THEY DON'T SHOW UP, I HOPE THEY DO, BUT IF THEY DON'T, I THINK THAT'S A GOOD BACKUP.

WE'LL AT LEAST HAVE SOME ANSWERS.

UM, AND I THINK THAT WE ARE IN A BETTER POSITION THIS TIME THAN WE WERE IN 2021 BECAUSE THERE'S STRENGTH IN NUMBERS AND THERE'S SO MANY MORE COMMUNITIES AFFECTED THIS TIME.

UM, IT'S GONNA BE HARD FOR THEM TO NOT LISTEN, I HOPE.

COUNSEL, ANYTHING FURTHER? NO, THANK YOU SO MUCH MR. BELIN.

THANK YOU.

MOVING ON TO THE

[ CONSENT AGENDA: ACTION]

CONSENT AGENDA.

ITEM 16 HAS BEEN PULLED FROM CONSENT AND WILL BE CONSIDERED SEPARATELY.

COUNSEL, YOU'LL BE CONSIDERING CONSENT.

AGENDA ITEMS EIGHT THROUGH 15.

THIS IS A COUNSEL ACTION ITEM, MOTION TO APPROVE SECOND MOTION.

AND A SECOND.

IS THERE ANY DISCUSSION? ALL THOSE IN FAVOR PASSES UNANIMOUSLY.

THANK YOU.

ITEM 16,

[16. Approval of a Second Reading of an Ordinance regarding Zoning Case Z-22-0025 to amend the current zoning of Interim SFR-1-B (Single-Family Rural) to SFS-2-B (Single-Family Suburban) on one (1) parcel of land approximately 21.599 acres ± in size, more particularly described by Williamson Central Appraisal District parcel R031560; and more commonly known as 800 CR 177, Leander, Williamson County, Texas. ]

APPROVAL OF A SECOND READING OF AN ORDINANCE REGARDING ZONING CASE Z 20 2025 TO AMEND THE CURRENT ZONING OF INTERIM SFR ONE B, SINGLE FAMILY RURAL TO SFS TWO B, SINGLE FAMILY SUBURBAN ON ONE PARCEL OF LAND, APPROXIMATELY 21.599 ACRES, PLUS OR MINUS IN SIZE, MORE PARTICULARLY DESCRIBED BY WILLIAMSON CENTRAL APPRAISAL DISTRICT AS PARCEL R 0 3 1 5 6 AND MORE COMMONLY KNOWN AS 800 COUNTY ROAD 1 77 LEANDER WILLIAMSON COUNTY, TEXAS.

GOOD EVENING.

UM, THIS REQUEST WAS REMOVED FROM THE CONSENT AGENDA.

UM, IT WAS PLACED ON THERE BY MISTAKE AT THE FIRST READING.

UM, THE VOTE WAS NOT UNANIMOUS, SO WE'RE SUPPOSED TO PUT IT ON FOR REGULAR AGENDA.

SO, UM, THIS IS THE SECOND READING OF THE CASE AND I'M AVAILABLE IF YOU HAVE ANY QUESTIONS.

THANK YOU.

THANK YOU, COUNSEL.

WELL, I THINK THAT WAS THE ONE NO VOTE ON THAT.

AND I JUST WANT

[00:35:01]

TO REITERATE, IT'S NOT AGAINST ANY HOUSING IN THE AREA, IT'S JUST THE INFRASTRUCTURE IN PLACE AROUND THAT AREA.

THE NUMBER OF DEVELOPMENTS GOING IN ON 1 75 AND THEN PUTTING US ON 1 77.

AND JUST FROM PREVIOUS EXPERIENCE, ANYTIME YOU HAVE A LOT OF CONGESTION IN THE AREA, WE SEE A LOT OF, UH, UNPREDICTABLE DRIVING BEHAVIOR.

SO I JUST THINK THERE'S GONNA BE A LOT OF ISSUES PUTTING ALL THESE HOUSES IN ONE PLACE WITHOUT IMPROVING THE INFRASTRUCTURE PRIOR TO PUTTING THOSE DEVELOPMENTS THERE.

SO THAT'S MY BIGGEST CONCERN.

AND THEN WHO GETS CALLED TO FIX THESE ISSUES? PEOPLE START COMPLAINING TRAFFIC AND ALL THESE VIOLATIONS, UH, LAW ENFORCEMENT THAT'S ALREADY STRETCHED, THEY GET CALLED TO TAKE, TAKE CARE OF THESE ISSUES.

SO THAT'S WHY I DISSENTED.

AND, UM, I JUST WANNA MAKE THOSE ADDITIONAL COMMENTS.

IT'S NOT AGAINST THE DEVELOPMENT, IT'S JUST THE INFRASTRUCTURE IT'S CURRENTLY IN PLACE.

THAT'S FAIR.

AND IT'S ONE OF THOSE CATCH 20 TWOS WHERE IT'S LIKE YOU CAN'T HAVE THE ROAD WIDEN UNTIL YOU HAVE DEVELOPMENT, BUT THE DEVELOPMENT NECESSITATES THE ROAD WIDENING.

IT'S HORRIBLE.

ANYBODY HAVE A MOTION? MOTION TO APPROVE? YEAH.

SECOND MOTION AND A SECOND.

ANY OTHER DISCUSSION? ALL THOSE IN FAVOR OPPOSED? SIX TO ONE.

ALL RIGHT, MOVING INTO OUR PUBLIC

COUNSEL MOTION TO APPROVE.

YEAH, AND I, I JUST WANT, UH, I'LL, I'LL SECOND BUT JUST WANNA BE CLEAR THAT THIS IS, UH, THIS IS JUST PUTTING THE ANNEXATION ON.

THIS IS NOT APPROVING WHATEVER ZONING, WHATEVER PLAN THEY'RE COMING UP WITH.

I JUST WANNA MAKE THAT OPPONENT AND BE CLEAR TO EVERYBODY TOO.

OKAY, AND I SECOND MOTION A SECOND.

IS THERE ANY DISCUSSION? ALL THOSE IN FAVOR PASSES UNANIMOUSLY.

THANK YOU.

ITEM 20, CONDUCT

UM, THIS IS JUST THE ANNEXATION IN THE PUBLIC HEARING.

THERE IS AN ASSOCIATED ZONING CASE.

UM, IT WAS SUPPOSED TO BE ON THE SAME AGENDA, BUT WE HAD A NOTIFICATION ERROR, SO THAT IS BEING DELAYED.

UM, PART OF THIS REQUEST WILL INCLUDE CHANGING THE, THE DATES OF THE ORDINANCE TO MATCH THE ZONING.

SO WE'LL BE DELAYING THE ZONING CASE, UM, AS WELL AS THE ANNEXATION FINAL READING TO FEBRUARY 16TH.

[00:40:02]

PUBLIC HEARING IS NOW CLOSED.

WE'RE NOW DISCUSSING SIR, ACTION REGARDING BAR W RANCH EAST ANNEXATION CASE A 22 0 0 6 AS DESCRIBED PREVIOUSLY.

COUNSEL, SAME AS LAST ONE, ROBIN, BUT THIS ONE, DO YOU NEED ANY OF THAT OTHER INFORMATION FROM US AS FAR AS REVISED DATES AND WHAT'S GOING ON? AND WE, YOU JUST NEED APPROVAL FROM US TO ALLOW THAT TO GO ON, JUST APPROVAL.

OKAY.

CAN I MAKE A MOTION TO APPROVE? SECOND.

A SECOND.

JUST ONE MOTION AND A SECOND.

IS THERE ANY FURTHER DISCUSSION? ALL THOSE IN FAVOR, PASSE UNANIMOUSLY.

THANK YOU.

MOVING ON TO OUR REGULAR AGENDA.

ITEM 21, DISCUSS

[21. Discuss and consider action on an Ordinance amending Article 9.05, Code of Ethics, Section 9.05.009 Financial Disclosure (a)(1) Existing city officials, to reflect employee titles as they appear in the City of Leander Organizational Chart for Executive Director of Development Services, Executive Director of Finance; the addition of Chief of Staff and Executive Director of Infrastructure to the existing staff required to submit the financial disclosure; and related matters.]

AND CONSIDER ACTION ON AN ORDINANCE AMENDING ARTICLE 9.05, CODE OF ETHICS, SECTION 9.05009 FINANCIAL DISCLOSURE.

A ONE EXISTING CITY OFFICIALS TO REFLECT EMPLOYEE TITLES AS THEY APPEAR IN THE CITY OF LEANDER.

ORGANIZATIONAL CHART FOR EXECUTIVE DIRECTOR OF DEVELOPMENT SERVICES, EXECUTIVE DIRECTOR OF FINANCE, AND THE ADDITION OF CHIEF OF STAFF AND EXECUTIVE DIRECTOR OF INFRASTRUCTURE TO THE EXISTING STAFF REQUIRED TO SUBMIT THE FINANCIAL DISCLOSURE AND RELATED MATTERS.

CITY SECRETARY CRABTREE, IS THAT YOU? GOOD EVENING .

I KNOW.

GOOD EVENING.

OUR ETHICS CHAIR IS ILL.

SO SHE IS NOT HERE TONIGHT, SO IT'S ME THAT GETS TO DO THIS.

SO, SORRY.

SO THE ETHICS COMMISSION HAD THEIR ANNUAL MEETING.

THEY REVIEWED EACH SECTION OF THE ORDINANCE AND THE ONLY RECOMMENDATION THEY WERE BRINGING FORWARD IS TO CHANGE THESE TO MAKE IT CONSISTENT WITH OUR ORG CHART.

THAT SOUNDS GREAT.

THANK YOU.

UH, COUNSEL.

MOTION TO APPROVE.

I'LL SECOND MOTION IN A SECOND.

IS THERE ANY FURTHER DISCUSSION? ? I'M SORRY, WE JUST LOOKED AT THE CAMERA AND ALL WE SEE IS YOUR MONITOR ON IT.

SOUNDS LIKE IT WAS LIKE THE MONITOR AND THE DISEMBODIED VOICE.

WE'RE PICKING ON YOUR ID.

UH, I'M SORRY WE HAD A MOTION AND A SECOND, CORRECT? YES.

OKAY.

ANY FURTHER DISCUSSION? MOTION ALL THOSE IN FAVOR PASSES UNANIMOUSLY.

THANK YOU.

ITEM 22,

[22. Discuss and consider action on an Ordinance amending Article 1.14, Division 2, Public Art Commission, providing for the name to change to Public Art and Culture Commission to be more commonly known as LPAC; expanding the powers and duties to include cultural and diverse events; providing for a definition of culture; and related matters.]

DISCUSS AND CONSIDER ACTION ON AN ORDINANCE AMENDING ARTICLE 1.14, DIVISION TWO PUBLIC ART COMMISSION PROVIDING FOR THE NAME TO CHANGE TO PUBLIC ART AND CULTURE COMMISSION, EXPANDING THE POWERS AND DUTIES TO INCLUDE CULTURAL AND DIVERSE EVENTS, PROVIDING FOR A DEFINITION OF CULTURE AND RELATED MATTERS.

PARKS AND REC DIRECTOR TIMMINS AND ELPAC CHAIR LISA HAYNES.

I HAVE Y'ALL DOWN FOR PRESENTING THIS , BUT MAYOR YOU SAID IT REALLY WELL, SO I'M NOT SURE I HAVE ANYTHING TO REALLY TO ADD IS IF THERE'S ANY QUESTIONS THAT WE CAN, UH, CERTAINLY, UM, ANSWER, WE'D BE GLAD TO DO THAT.

I JUST WANNA MAKE, THIS IS, UM, JUST OVER THE, THE THREE THINGS THAT WE'RE CHANGING HERE.

CHANGE COMMISSION'S NAME, EXPAND THE COMMISSION'S ROLE.

THIS IS ADVISORY, CORRECT? THIS ADVISORY COMMISSION? CORRECT.

WELL, UH, I THINK YOU, THAT'S ALREADY BEEN APPROVED.

NUMBER 17, THE ORDINANCE.

EXCUSE ME.

YEAH, I'M SORRY, GO AHEAD.

I WAS JUST SAYING THOSE CHANGES WERE ALREADY APPROVED.

WHAT THIS IS FOR IS THE ORDINANCE.

WE NEVER GOT THE ORDINANCE UPDATED, JUST IN THE BIGGEST REASON FOR THIS WAS THE NUMBER CHANGES, NUMBER 17 AND NUMBER 18.

YEAH, YEAH.

AND ADDING THE, THE DEFINITION OF CULTURE.

DID THAT ANSWER YOUR QUESTION? YEAH.

AND I'M NOT GONNA TRY TO DEF DEFINE IT.

IT LOOKED LIKE THAT WAS A PRETTY HARD JOB FROM WHOEVER WAS TRYING TO COME UP WITH THAT, SO, OKAY.

I THINK YOU WROTE THAT, DIDN'T YOU? I LISTENED TO YOUR MEETING , I THINK HER CHAIR.

YES.

SHE, SHE, SHE DID, SHE DID.

UM, SHE DID, UH, DRAFT IT AND, UH, OUR COMMISSION DISCUSSED IT AND LOOKED AT IT.

THEY DID.

SO, UM, YEAH.

WONDERFUL.

GLAD.

ANY QUESTIONS AT THIS POINT? NO.

SO, OH, GO AHEAD.

I, I DO HAVE ONE QUESTION ABOUT IT.

UM, NOW I'M, IT'S, IT'S BEEN A FEW DAYS SINCE I READ IT NOW.

I DON'T REMEMBER WHAT THE QUESTION IS, , UM, I'M JUST GONNA READ IT OUT LOUD.

HOW'S THAT? OKAY.

THE COMMISSION DEFINES CULTURE AS WITHIN, SORRY, I'M HEARING MY VOICE SOUNDS WEIRD.

.

THIS ALLERGY STUFF IS NOT FUN.

THE COMMISSION DEFINES CULTURE AS WITHIN PEOPLE AND IS CONTAGIOUSLY AND GLOBALLY SPREAD THROUGHOUT THEIR FOOD, THEIR MUSIC, THEIR LANGUAGE, THEIR ARTS, THEIR SHARED KNOWLEDGE, THEIR RELIGION AND THEIR WAY OF LIFE.

UM, THAT, THAT'S, YES.

UM, CULTURE IS ACTIVELY FOSTERING GROWTH AND UNDERSTANDING IN SHARED SOCIAL PATTERNS OF BEHAVIOR AND INTERACTIONS THAT ARE LEARNED BY SOCIALIZATION THAT WAY.

I, I'M NOT REALLY GRASPING THAT.

IT ALMOST SOUNDS LIKE A,

[00:45:01]

I MEAN, YOU'VE GOT THE WORD ACTIVELY IN THERE.

IT, IT ALMOST SOUNDS LIKE THAT'S THE ACTION TO TAKE TO IMPLEMENT CULTURE, NOT NECESSARILY THE DEFINITION OF CULTURE ITSELF.

SO I'M JUST WONDERING THE THOUGHT BEHIND THAT, THAT SENTENCE, IF THERE, IF THERE IS ONE.

I MEAN, I DON'T WANT TO NITPICK THAT, BUT THAT'S THE ONLY THING OTHER THAN THAT IT SOUNDS GREAT.

I THINK IT WAS MICROPHONE.

YEAH, YOU GET TO HEAR YOURSELF TOO.

IT'S NOT FUN.

.

UM, I THINK THE THOUGHT PROCESS WAS JUST THE SOCIALIZATION OF IT ALL.

UM, AND BEING, UM, SOCIETIES COMING TOGETHER AND PULLING TOGETHER AS ONE TO UNIFY.

OKAY.

BUT THAT IS, THAT'S NOT WHAT CULTURE IS.

IT'S, IT'S ALL, IT'S A SEPARATE, EVERY CULTURE HAS ITS OWN CULTURE.

SO IF WE'RE ALL PULLING THEN, THEN YOU'VE LOST THE CULTURE IF YOU PUT IT ALL TOGETHER.

I DON'T THINK SO.

I THINK I DISAGREE WITH THAT, BUT I THINK WE'RE NOT SUPPOSED TO GO BACK AND FORTH, SO OH NO, THIS, THIS, I'M, I'M ASKING QUESTIONS SO YOU'RE NOT DOING YOUR THREE MINUTES.

YEAH.

SO YOU'RE DOING A PRESENTATION.

THIS IS THE AGENDA ITEM.

SO WE CAN TALK CULTURE IS FOR THE DIFFERENT SOCIETIES.

MM-HMM.

PEOPLE COME IN, THEY, I WASN'T PREPARED FOR THIS.

I'M SORRY.

OH, THAT'S OKAY.

THEY SOCIALIZE.

THEY SOCIALIZE, YES.

AND THEY LEARN ABOUT EACH OTHER'S CULTURE.

AND I THINK THAT'S WHAT CULTURE IS.

IT'S ABOUT PEOPLE COMING IN TO GRASP PART, TO LEARN TO, TO TAKE IN THE FOOD, THE LANGUAGE.

THEN I THINK IT WAS ALL PRETTY PRESENTED IN THERE.

OKAY.

AND SEE THAT'S WHERE I JUST SEE THE, THE, THE ROLE OF THE, THE COMMITTEE, THE IMPLEMENTATION, IT'S THE VERB PART OF IT, NOT THE NOUN.

SO WE'RE ASKING FOR THE NOUN, AND I THINK YOU GAVE US A VERB.

I THINK THE, THAT'S THE DEFINITION WAS BROUGHT TO THE COMMITTEE AND ALL THE COMMITTEE MEMBERS THAT WERE THERE THAT NIGHT.

MM-HMM.

, IF YOU GO BACK AND LISTEN TO THE RECORDING, DID DISCUSS THEIR VIEWPOINTS MM-HMM.

.

AND IT WAS TAKEN IN, SO THAT'S WHAT, AS A COMMITTEE, THEY DECIDED IS THE DEFINITION OF CULTURE.

OKAY.

THAT SHOULD BE USED IN THE ORDINANCE.

UM, MORE THE DEFINITION OF THE, OF CULTURE FROM IN THE ROLE OF THE COMMITTEE FOR IPAC.

YEAH.

MM-HMM.

.

SO THAT'S ALL, IT'S, IT'S, IT'S MORE OF A, I JUST TRY JUST TRYING TO UNDERSTAND IT.

I'M NOT SUGGESTING TAKING IT OFF OR, UM, BUT IT WAS, IT WAS IT THAT IMPORTANT TO PUT THAT PART ON THERE? THAT IT'S, I'M I'M JUST TRYING TO UNDERSTAND IT.

IT JUST SEEMED LIKE MORE OF THE IMPLEMENTATION, NOT THE, THE DESCRIPTION OF WHAT CULTURE IS.

THAT'S ALL.

OKAY.

IN OTHER WORDS, A MISSION STATEMENT, THIS IS WHAT WE'D LIKE TO DO AND THIS IS HOW WE'D LIKE TO DO IT.

SO THE IMPLEMENTATION OF THE, THE GOAL.

RIGHT.

WE ALSO, UM, AMENDED OUR MISSION STATEMENT TOO.

SO, OKAY.

DID YOU INCLUDE THAT IN THERE? I GAVE INFORMATION TO MISSION STATEMENTS.

IS IT IT'S MISSION STATEMENTS LIE OVER IN THEIR MASTER PLAN, NOT IN THE ORDINANCE.

OKAY, THANK YOU.

UM, I HAD ONE CHANGE THAT I WANTED TO SEE MADE TO IT.

UM, OTHERWISE I THINK IT'S GREAT ON SECTION B THREE OFFICERS.

UM, IT'S, IT'S JUST SOME AREAS THAT ARE REDLINED.

IT ORIGINALLY HAD, UM, THE PART THAT'S REMAINING THE OFFICERS OF THE COMMISSION SHALL BE A CHAIR, A VICE CHAIR, AND A SECRETARY.

AND THEN THE REDLINED AREA IS FROM WHEN THAT WAS FIRST ESTABLISHED.

AND IT TALKS ABOUT HOW, YOU KNOW, COUNSEL WAS APPOINTING THAT AND THEN THEREAFTER THE COMMISSION SHALL ELECT THE OFFICERS OF THE COMMISSION.

UM, I THINK WE SHOULD UNREAD LINE EVERYTHING AFTER THEREAFTER.

COMMISSION SHALL THANK YOU.

OKAY.

SHOULD BE RECORD.

OKAY.

HAVE THAT BACK IN.

SO I WILL MAKE A MOTION TO APPROVE WITH THE CHANGE TO B3 MOTION.

SHALL LET THE OFFICERS NOT REDLINING EVERYTHING AFTER THE WORD THEREAFTER.

SECOND MOTION.

AND SECOND, IS THERE ANY FURTHER DISCUSSION? MAY I, MAY I JUST SHARE A COUPLE THINGS? OF COURSE.

BEFORE, UM, I THINK ONE OF THE IMPORTANT THINGS THAT WE, WE, WE TEND TO, TO LOSE IS, UM, WHERE DO WE GO FROM HERE AND WHERE DO WE SEE LPAC? AND JUST WANTED TO BRING OUT A COUPLE OF REALLY QUICK THINGS.

I, UM, TYPICALLY THE ASSISTANT DIRECTOR HAS BEEN THE STAFF LIAISON AND I'VE BEEN ABLE TO ATTEND THE LAST TWO OR THREE MEETINGS.

AND, UM, SO A COUPLE THINGS I JUST WANTED TO, TO BRING OUT TO EVERYONE.

UM, I, I THINK WE, WE SHOULD CONTINUE THE POSITIVE RESPECTFUL RELATIONSHIP AND WORK ETHIC BETWEEN STAFFING AND THE COMMISSION THAT I'VE SEEN OVER THE LAST TWO OR THREE MONTHS.

UH, IT'S BEEN, IT'S BEEN, IT'S BEEN GOOD.

I THINK THE NEW LPAC MEMBERS THAT WE'VE, WE'VE EXPANDED AND BROUGHT ON HAVE BEEN A POSITIVE SHOT IN THE ARM.

THEIR PASSION AND DEVELOPING A TEAM CULTURE WITHIN THE COMMISSION MEMBERS AND STAFF HAS BEEN ENCOURAGING.

UM, THEY, THEY, THEY ARE WORKING HARD ON A MASTER PLAN TOO,

[00:50:01]

AND I THINK THAT'S REALLY GONNA BE A ABILITY FOR THEM TO, TO COALESCE THEIR FOCUS.

THERE'S, I, I DON'T WANNA SAY THEY'VE BEEN SCATTERED BUT YET THEY HAVE AND THEY'VE REALLY NEEDED TO TAILOR IN AND I THINK THE MASTER PLAN'S GONNA BE EXTREMELY HELPFUL ONCE THEY GET THAT FINISHED IN THE NEXT 30 TO 60 DAYS.

AND, UM, WE'RE GONNA HELP THEM AS WELL.

AND THEN EVENTUALLY, I'M NOT SAYING NEXT YEAR OR EVEN THE YEAR AFTER, BUT WE OUGHT TO LOOK AT EXPLORING THE POSSIBILITY OF, OF ADDING A, A PUBLIC ART COORDINATOR TO OUR STAFF.

AND SO JUST PUT THAT IN YOUR, YOUR MIND AT SOME POINT.

SO THAT'S ALL I HAVE TO SAY.

JUST ONE COMMENT.

I THINK AS YOU GUYS ARE DOING THE MASTER PLAN, MAYBE REACH OUT TO THE CITY OF ROUND ROCK BECAUSE WHEN ALL THIS CULTURE CAME UP, I ACTUALLY GOOGLED AND FOUND THAT THE CITY OF ROUND ROCK CAUSED THEIR PUBLIC ARTS COMMISSION WITH CULTURE AS WELL.

SO THEY MAY HAVE SOME GOOD MISSION STATEMENTS TO PUT IN YOUR MASTER PLAN, MAYBE REACH OUT TO THEM.

AWESOME.

I'LL DO THAT.

THANK YOU.

CAN I MAKE ONE COMMENT? YEAH.

SO I DID LISTEN TO Y'ALLS MEETING AND JUST BEING A NATIVE TEXAN, I HEAR ALL THE THINGS THAT YOU GUYS WANNA BRING IN.

CAN WE BRING IN SOME TEXAS STUFF TOO? CUZ PEOPLE ARE COMING HERE BECAUSE WE'RE TEXAS .

SO, AND EVEN LEANDER, WE HAVE CAT HOWELL PRESENTING EVERY MONTH TALKING ABOUT OUR HISTORY.

WHY ARE PEOPLE COMING TO LEANER? IF WE COULD ALSO INCORPORATE THAT WITHIN OUR CULTURE, CUZ THAT IS OUR CULTURE HERE.

THAT'D BE NICE.

I LIKE THAT.

ALL RIGHT.

MOTION AND SECOND.

ANY FURTHER DISCUSSION? ALL THOSE IN FAVOR PASSES UNANIMOUSLY.

THANK YOU ALL.

THANK YOU.

ITEM 23,

[23. Council Member Future Agenda Items [Any deliberation of or decision about the subject of the inquiry shall be limited to a proposal to place the subject on the agenda for a subsequent meeting.]]

I DON'T THINK IT WAS ON OUR RETREAT AGENDA.

I THOUGHT WE DID PUT IT ON OUR RETREAT.

DID WE PUT IT ON RETREAT? IF IT'S ON RETREAT THEN I WILL WAIT TILL RETREAT, BUT IF NOT, I WAS HOPING WE COULD JUST GET IT IN A MEETING AS AN UPDATED MY BRAIN.

IT'S ON RETREAT, SO.

OKAY.

BUT NOW I'M QUESTIONING IF, BECAUSE YOU EITHER RETREAT OR A MEETING.

AS LONG AS YOU HAVE A BETTER REMEMBERER THAN I DO.
