RIGHT.

ITEM NUMBER THREE, RECEIVE UPDATE ON FISCAL YEAR 2023, CAPITAL IMPROVEMENT PROJECTS.

WELCOME TO EXECUTIVE DIRECTOR OF INFRASTRUCTURE, GREENSVILLE.

GOOD EVENING, MR. GREENSVILLE.

UH, GOOD EVENING, MAYOR COUNSEL.

DAN GREENSVILLE, EXECUTIVE DIRECTOR OF UH, INFRASTRUCTURE.

AND WE'LL BE TALKING ABOUT THE KIND OF A HIGHER LEVEL, UH, CAPITAL IMPROVEMENT PROGRAM, UM, PROJECTS.

UM, WE'VE TALKED ABOUT IT BEFORE IN PROBABLY MORE DETAIL.

THIS IS GONNA KIND OF BE A LITTLE HIGH AT THE HIGHER LEVEL, MORE WE'RE MORE OF THE IMPORTANT PROJECTS.

UH, YOU CAN SEE THE AGENDA WHERE WE'RE GONNA GO THROUGH, START OFF WITH B, C A AND THEN THROUGH, UH, WATER WASTEWATER ROAD PROJECTS AND THEN FOLLOW UP WITH, UM, KIND OF WHAT WE'RE DOING IN THE OLD TOWN AREA.

AND THEN, UM, A COUPLE FACILITY PROJECTS.

UM, WHOOPS, LEMME GO BACK.

SO HERE'S THE TEAM, UM, WORKING ON MAKING C I P PROJECTS, UM, HAPPEN.

ONE NAME I, I, I SHOULD HAVE PUT ON THERE AND I DIDN'T.

BUT, UH, TONY'S HERE, OUR C I P MANAGER AND HIM AND RUSSELL ARE, ARE, ARE THE DYNAMIC DUE OF GETTING THESE THINGS MOVING OUT.

SO, ALL RIGHT.

B C R U A.

THIS IS, THIS IS AN IMPORTANT, UM, CHART HERE CUZ IT KIND OF SHOWS YOU, UM, FIRST OF ALL, ALL THE PRODUCTS THAT WE HAVE GOING ON, WHICH IS IN AND ITSELF AMAZING.

SO YOU'RE FAMILIAR WITH THEM, BUT I'LL KIND OF GO THROUGH 'EM.

PHASE TWO, UH, PHASE TWO IS THE DEEP WATER INTAKE, UM, WHICH, WHICH IS GONNA PROVIDE RAW WATER TO THE THREE CITIES.

PHASE ONE IS, UM, IS, UH, GONNA GIVE US EXTRA WATER.

UM, AND YOU CAN SEE FOR BOTH PHASE TWO AND PHASE ONE D, THE DESIGNS ARE COMPLETE.

UM, PHASE TWO IS ACTUALLY UNDER CONSTRUCTION.

UM, YOU'VE SEEN SOME PHOTOS OF THAT PHASE ONE D.

UM, WE'RE LOOKING TO, UH, GET THE PROPOSALS BACK IN FEBRUARY AND THEN THE, UH, CONSTRUCTION WILL START SOON AFTER THAT.

AND THEN YOU CAN SEE THAT IT ENDS IN 25.

UM, THEN THE CLEAR WELL IS PRETTY MUCH A, UH, CORP A, UH, A, UM, A UM, LEANERS PROJECT.

WE'RE TAKING THAT ON OURSELVES, BOTH THE DESIGN AND THE CONSTRUCTION OF IT.

AND WE'LL DO AN INTERLOCAL AGREEMENT FOR TRUING UP THAT COST AS THE OTHER CITIES, UM, COME ONLINE WHEN THEY USE MORE WATER.

AND THEN, UH, THE 36 INCH RAW WATER LINE.

UM, THE DESIGN FOR BOTH THE CLEARWELL AND THE RAW WATER LINE SHOULD BE DONE THIS YEAR.

AND THEN, UM, LATER THIS YEAR, THEY'RE GONNA PUT OUT FOR BIDS.

AND THEN AGAIN, THOSE WILL BE DONE IN MID 24 DELIVERY POINTS IS WHERE WE'RE MAKING ALL THE CONNECTIONS THE SAME SO THAT EVERYBODY, UM, CONTRACT AMOUNT OF WATER IS, UM, MANAGED THROUGH YOUR TAKE POINTS.

AND THAT'S WHAT THE DELIVERY POINTS IS ABOUT.

AND THEN, UM, PHASE TWO A, UM, WHICH IS, UH, ONE WHERE IT GETS US TO THE LARGEST AMOUNT OF WATER, 44 MILLION GALLONS PER DAY.

AND YOU CAN SEE BOTH PHASE TWO AND PHASE TWO A, UM, ARE SUPPOSED TO END MID 27.

AND THAT IS AN IMPORTANT DATE.

WE REALLY DO NEED TO MAINTAIN THAT THE CITY OF LEANDER, THOSE DATES.

SO, AND THEN ON THE LAST ONE IS PC'S, UM, PROJECT, WHICH WE ARE INVOLVED WITH, BUT THEY'LL ACTUALLY BE CONSTRUCTING, AND THAT'S THE PERMANENT POWER TO PROVIDE THE PUMP STATION, UM, THE NEEDED, UM, ELECTRICAL TO RUN ALL THE PUMPS.

ALL RIGHT.

SO A LOT GOING ON IN THE NEXT FIVE YEARS, UH, WHICH IS AMAZING.

SO OVER THE PAST COUPLE YEARS, THERE'S BEEN SOME, UM, COST INCREASE ON EVERY, JUST ABOUT EVERY PROJECT.

SO WHAT THIS GRAPH IS SHOWING YOU IS THOSE COSTS INCREASE, BUT THEY'RE ESCALATING.

SO PHASE TWO CAME IN AT 225 MILLION, BUT THERE WAS NO CONTINGENCY MONEY LEFT.

AND SO WE'RE GONNA HAVE TO GO OUT AND CONTINGENCY MONEY WITH THE PERMANENT POWER.

THE COST WENT UP AN ADDITIONAL 6 MILLION.

IT WAS ABOUT, UM, 19 MILLION INITIALLY, AND NOW IT'S AT 25 MILLION.

PHASE ONE D WAS INITIALLY AT, UH, 16 MILLION AND NOW IT'S AT 20 MILLION, AN INCREASE OF 4 MILLION.

SO YOU CAN SEE THE BREAKDOWN OF THE THREE CITIES AND HOW MUCH, UM, ADDITIONAL COST IS GONNA BE ON THOSE THREE PROJECTS.

UM, THAT WAS THE SAME FOR THE REPLACEMENT OF THE, OF THE LINE.

THE GRANT'S GONNA COVER 5 MILLION, UM, BUT IT'S AT ABOUT 7 MILLION.

AND SO AGAIN, AN ADDITIONAL COST, THE REPAIR WAS UNEXPECTED, SO THAT'S 2.7 MILLION.

[00:05:01]

UM, BECAUSE THAT THE LINE, UM, HAD THE ADDITIONAL LEAK AND SO WE HAD TO REPAIR IT.

UM, WE WENT THROUGH THE NO WATERING FOR 14 DAYS.

UM, THE 36 INCH PIPE LINE LAWSUIT IS THAT THEY'RE PUSHING THAT FORWARD TO, UH, SEE WHERE THAT GOES ON, UH, THE BAD DESIGN AND POTENTIALLY, UM, CHANGING IN THE DESIGN AND CONSTRUCTION.

SO THAT'S WHERE THAT IS.

AND THEN THE LAST ONE, A COUPLE, THERE ARE, UM, LEANERS FUNDING TO GET THESE MOVING MORE QUICKLY, THE CLEARWELL AND IN THE DESIGN FOR PHASE TWO A, UH, BECAUSE, UH, WE WANT THAT TO FACILITATE MOVING LIKE TODAY AND WE'RE WORKING ON THAT.

SO THESE ARE THE KIND OF THE INCREASES AND YOU CAN SEE, UM, LEAN ANDER'S AMOUNT FOR EACH OF THE AREAS.

UM, FOR JUST THE B C R U A.

I'M SORRY, MR. MR. GRIMS BOW, I HAVE A COUPLE OF QUESTIONS.

SURE.

UM, SO THE 2023 SWIFT LOANS, ARE WE NOT ANTICIPATING TAKING ANY OUT THIS YEAR? WE ARE NOT GONNA TAKE ANY SWIFT LOANS OUT, AND THE SMARTEST PERSON THAT I KNOW IS ROBERT AND HE CAN EXPLAIN BETTER WHY WE'RE NOT GONNA DO THAT.

THAT'S OKAY.

WE DON'T HAVE TO GET ALL INTO THE WEEDS.

I JUST WANTED TO CHECK.

AND THEN, UM, WELL IT'S JUST INTERESTING BECAUSE, UH, RON ROCK TOOK NONE OUT THE FIRST TIME.

THEY PAID ALL IN CASH AND THEY PAID ABOUT THAT AMOUNT AND NOW THEY'RE GONNA TAKE THAT AMOUNT OUT IN A SWIFT LOAN AND I GUESS KIND OF GET THEIR CASH BACK SO THEY CAN USE IT FOR OTHER THINGS.

UM, I LISTENED TO THE FINANCIAL AND, AND, AND ROBERT'S JUST LOOKING AT OTHER MEANS AND METHODS.

HE'S, HE'S STAYING LOOSE ON WHAT HE WANTS TO BE ABLE TO FINANCE AND HOW HE CAN USE IT, SO.

SOUNDS GOOD.

AND IS HE SHAKING HIS HEAD UP AND DOWN? CUZ I REALLY HOPE HE IS NOW.

NO, NO, HE'S, HE'S, HE'S LOOKING SHY.

YEAH, HE'S LIKE, UH, WHAT'S DAN TALKING ABOUT? I HAVE ONE MORE QUESTION ON THE, THE LEANDER FUNDED.

DID OUR PARTNERS, DID THEY AGREE? ARE WE GOOD? UH, YEAH, THIS IS, THIS IS HAPPENING.

STOP.

YES.

AWESOME.

THANK YOU.

I MEAN, IT'S, IT'S GONNA GONNA BE A CHALLENGE, BUT IT'S, IT'S MOVING FORWARD.

PERFECT.

YEP.

THANK YOU.

THIS, THIS WAS, UM, THE LAST TWO CHARTS WERE PROVIDED BY THE GENERAL MANAGER, THE B C R A TO THE OC AND SHE'S PROBABLY GONNA BE TALKING AND SHE HAS BEFORE, UM, TALKING ABOUT THIS AT THE NEXT BOARD MEETING.

GREAT.

AND SO, YEAH, THANK YOU.

OKAY.

JUST YOUR HONOR, JUST GONNA GO THROUGH THE SLIDES REAL QUICK.

UM, JUST SO YOU'RE FAMILIAR, I'VE SHOWN THESE TO YOU BEFORE, BUT WHERE ARE WE SPENDING ALL THIS MONEY? AND THIS IS WHERE WE'RE SPENDING IT ALL.

THIS IS THE DEEPWATER INTAKE.

UM, THESE ARE THE TUNNELS THAT ARE BEING BUILT TO THE PUMP STATION, UH, FROM THE DEEP WATER PART OF THE LAKE, AND THEN BACK TO THE ACTUAL WATER LINE, UM, TO THE VARIOUS CITIES.

THIS IS WHAT IT LOOKS LIKE.

YOU'VE SEEN, UM, THE PUMP STATION.

WHAT WE'RE BUILDING RIGHT NOW IS THAT 300 FOOT, UM, 30 FOOT DIAMETER, UM, WELL, WE WANNA CALL HER MAIN SHAFT.

AND SO THE PROJECT IS, LIKE I SAID BEFORE, UM, THE INTAKES ARE HERE AT THE LAKE AND THEY GO THROUGH THE, THROUGH THE TUNNEL, THE PUMP STATION PUMPS IT UP, HERE'S THE PUMP STATION AGAIN, AND THEN IT SENDS IT BACK OUT TO THE VARIOUS CITIES.

SO THAT'S THE DEEP WATER INTAKE.

THERE'S THE SHAFT, UM, RIGHT NOW WHERE WE'RE LOOKING AT, IT'S ABOUT 130 FEET DEEP RIGHT NOW AND IT'S GOTTA GO ANOTHER ABOUT 200 FEET.

SO YEAH, THAT'S A 30 STORY BUILDING.

IF YOU THINK ABOUT IT, 300 FEET, YOU KNOW, 10 FOOT OF STORY.

SO ABOUT ABOUT A 30 FOOT STORY THAT'S, THAT'S DOWN THERE FOR SURE.

THAT'S THE PUMPING STATION.

UM, WHAT IT'S GONNA LOOK LIKE, UM, JUST FOR REFERENCE, UM, IT'S A, YEAH, IT'S A BIG BUILDING.

UM, GONNA HAVE MULTIPLE PUMPS IN THERE.

AND THEN THAT'S THE WASTEWATER TREATMENT PLANT FOR CEDAR PARK.

HAPPENS TO BE RIGHT NEXT TO IT.

OR, UH, WATER TREATMENT PLANT.

THIS IS THE PHASE ONE.

UM, AND YOU'LL SEE THE WHOLE OUTLINE OF THE, OF THE PLANT, BUT THIS IS ADDING ANOTHER BASIN.

SO RIGHT NOW WE HAVE A, B, AND C JUST GOT DONE.

AND THEN THIS IS GONNA BE D ADDING THE LAST PART THERE.

UM, THIS IS THE RAW WATER LINE WE'RE FIXING.

UM, YOU CAN SEE THE SECTION OF RAW WATER LINE THAT WE'RE GONNA FIX AND WHERE IT'S LOCATED IN THE LAKE.

AND, UM, AND THAT'S, SO AGAIN, THAT'S WELL UNDERWAY.

AND THEN THIS IS THE WHOLE, THE WHOLE PLANT.

UM, THE B C A PLANT, AGAIN, THERE'S, THAT'S PHASE ONE D.

AND THEN HERE IS PHASE, UM, TWO, TWO A AND TWO B AND THE, AND THE, IN THE GREEN.

AND WHEN THAT'S, UH, DONE, THE, THE, THE PLANT WILL BE, UM, JUST ABOUT BUILT OUT.

SO, UH, KIND OF ONTO THE KIND OF INTERNAL C I P PROJECTS WITHIN THE CITY.

RIGHT NOW WE HAVE 53 ACTIVE PROJECTS AND YOU CAN SEE WHERE THEY'RE AT, UM, IN VARIOUS UH, STAGES.

WHAT'S IMPRESSIVE IS THE LAST TIME I SHOWED YOU WE HAD SIX, NOW WE HAVE 12.

AND THIS YEAR WE'RE HOPING TO INCREASE THAT BY

[00:10:01]

A FACTOR OF EIGHT TO 10 MORE PROJECTS.

SO AT SOME POINT THIS YEAR, BY THE END OF THE YEAR, WE SHOULD PROBABLY HAVE ABOUT 20 PROJECTS.

SOME WILL BE FINISHING UP, UM, AND SOME WILL BE ALONG THE WAY.

AND, UM, AND YOU'LL SEE SOME OF THESE, UM, A FEW OF THESE PROJECTS HERE IN THE NEXT FEW SLIDES ON, UM, WHERE THEY'RE AT AND WHAT WE'RE GONNA BE DOING.

SO, SO WHAT WHAT WILL HAPPEN IS WE GOT TWO KIND OF IN THIS, IN THIS POSITION.

THEY'RE OUT FOR BID.

WE HAVE 34 IN DESIGN, BUT REALISTICALLY THIS YEAR THEY'LL KIND OF GO FROM DESIGN, WE'LL GET 'EM OUT FOR BID AND, UM, AND CONTRACTED THROUGH, UM, APPROVAL THROUGH THE COUNCIL.

AND THEN THEY'LL GO RIGHT TO CONSTRUCTION AS QUICK AS WE CAN.

THESE ARE ALL THE PROJECTS, UM, UM, THROUGHOUT THE CITY.

UM, AGAIN, IT'S IMPRESSIVE ALL THE VARIOUS PROJECTS THAT ARE OUT THERE THROUGHOUT THE ENTIRE CITY.

UM, SO, SO WHAT'S SOME OF THE LARGER PROJECTS? UM, WELL WE'RE WORKING ON THE SAN GABRIEL ELEVATED STORAGE TANK.

THE PROPOSALS ARE DUE TOMORROW, NEXT, NEXT THURSDAY.

OKAY.

SO, UM, THEY CLOSE, THEY CLOSE ON JANUARY 19TH, AND WE LOOK AT 'EM.

SO IF THEY COME BACK LAST TIME THEY CAME BACK AT, UH, CAME BACK AT 9 MILLION AND WE'RE LIKE, YEAH, NO.

AND SO WE SEND IT BACK OUT THERE, WE THINK WE'RE GONNA DO MUCH BETTER.

WE GOT A LOT MORE PARTICIPATION.

I THINK WE GOT THREE OR FOUR PEOPLE THAT ARE GONNA BID ON IT.

LAST TIME WE ONLY HAD ONE BIDDER.

AND SO YOU CAN SEE IF, UH, IF THE BIDS GO RIGHT, UM, THE WE'LL START CONSTRUCTION HOPEFULLY IN THE SPRING.

AND BY SUMMER FALL, UM, WE'LL BE COMPLETED AS THE REFERENCE.

HERE'S THE MAP.

THIS IS RONALD REAGAN.

THIS IS THE ACTUAL PUMP STATION THAT'S ACTUALLY COMPLETED.

AND THE ELEVATED STORAGE TANK IS GONNA GO JUST ON THE OUTSIDE OF THE, OF THE PUMP STATION.

THEN THE TOURNAMENT IS HIGH, UH, ZONE PUMP STATION.

UM, THAT'S THE ONE THAT, UM, THAT'S KIND OF OFF BAGHDAD, UM, IN THAT AREA.

AND IT'S THE INTAKE FOR THE B C R A.

AND YOU CAN SEE WHERE WE'RE AT WITH THIS ONE.

AND THEN AGAIN, UM, A, A CONSTRUCTION START, UH, THIS YEAR.

AND SO THAT'S GONNA BE A GOOD PROJECT.

IT'S GONNA HELP US WITH THE, UH, PEAKING FACTOR EFFECT.

SO, UM, I WANTED TO TALK ABOUT THIS ONE, UM, BECAUSE I'M GONNA TALK ABOUT THIS PROJECT IN THE FUTURE, BUT WHY I'M TALKING ABOUT IT HERE.

AND THIS IS SAN GABRIEL PHASE TWO, WHICH IS, IS PRETTY IMPORTANT.

AND IT'S ACTUALLY DESIGNED, IT'S A HUNDRED PERCENT COMPLETE DESIGN AND WE COULD PUT IT OUT FOR BID IN CONSTRUCTION.

SO WHY WE'RE NOT, WE'RE GONNA DELAY IT A YEAR.

THE REASON IS, IS THAT WE'RE BUILDING AN ELEVATED STORAGE TANK RIGHT HERE.

AND IF YOU GO OFF THIS DIRECTION TO RONALD REAGAN, WHICH IS INITIALLY HOW WE GOT UP, UM, WE DID A LOT OF WALKING AROUND OUT THERE, THAT'S A STEEP DROP.

LIKE, YOU KNOW, YOU'D HAVE TO BUILD A SERIOUS WINDY ROAD AND ALL THAT TO GET UP THERE.

SO WHAT WE'RE GONNA ALLOW THEM TO DO INSTEAD TO GET THE TANK BUILT CUZ WE NEED THE WATER SOONER, IS USE THE, THIS PART RIGHT HERE TO GET TO THAT SECTION.

UM, SO IT'S BASICALLY THE RIGHT OF WAY THAT WE HAVE.

AND LET THE CONTRACTOR FOR THE TANK USE THAT AS AN ACCESS TO GET TO THE TANK SITE A WHOLE LOT EASIER AND TRY TO GO UP A VERTICAL SLOPE ON THE OTHER SIDE.

THE OTHER THING IS, IS THAT THIS AREA OF, OF PHASE ONE IS ESSENTIALLY NOT REALLY BEING USED.

AND SO IT'S A REALLY GOOD LAYDOWN AREA FOR THE CONTRACTOR TO USE FOR THE EQUIPMENT AND SO FORTH, UM, FOR THAT PROJECT.

SO WHAT WE'RE, WE'RE, WE'RE GONNA LOOK TO DO, AND I'LL TALK ABOUT IT LATER, IS DELAY THAT ONE.

BUT WE HAVE PHASE THREE MOVING AHEAD QUITE SMARTLY.

AND THEN MAYBE WE CAN PUT 'EM OUT TOGETHER AS A, A SINGLE BID, WHICH WILL GET US ECONOMY OF SCALE AND LARGER CONTRACTORS AND HOPEFULLY BETTER BIDS.

NOT IDEAL, BUT, UM, IT'S, IT'S, IT'S, YOU KNOW, PRUDENT TO YEAH, CUZ OTHERWISE WE THINK SOME OF THE REASONS WHY THE COST CAME UP SO MUCH WAS THAT, UH, AND MAYBE HAD LESS PEOPLE WAS THE IDEA OF TRYING TO GET UP TO THAT VERTICAL SLOPE, UM, TO BUILD THAT TANK.

AND THAT WOULD'VE BEEN CHALLENGING.

THIS OTHER WAY IS, IS, YOU KNOW, MUCH, MUCH MORE ADAPTABLE TO GETTING TO THAT LOCATION.

OKAY, SO THE NEXT BIG ONE WE HAVE GOING ON IS THE SANDY CREEK.

UM, THIS IS PROBABLY MY FAVORITE ONE, UH, BECAUSE WE'RE GONNA GET THE FULL BENEFIT OF THAT PLANT, UM, HERE.

SO YOU CAN SEE WHEN WE'RE STARTING, UM, CONSTRUCTION AND THEN WHEN WE'RE GONNA FINISH, I REALLY WAS HOPING WE COULD GET IT DONE BEFORE THE SUMMER OF 24 AND, BUT THAT'S JUST NOT GONNA HAPPEN.

UM, IT'S PROBABLY GONNA HAPPEN AFTER.

AND DURING THE RETREAT WE'LL PROBABLY TALK A LITTLE BIT MORE ABOUT THAT AND WHAT THAT MEANS, UM, RELATED TO THE, THE WATER USAGE AND SO FORTH.

YOU CAN SEE, UH, PUT THIS IN HERE, YOU KNOW, IT'S A LITTLE TECHNICAL, UM, BUT ESSENTIALLY THIS IS THE BRAND NEW SYSTEM THAT WE'RE PUTTING IN, WHICH ESSENTIALLY TAKES,

[00:15:01]

UH, THE SLUDGE OUT OF THE WATER THAT, YOU KNOW, ESSENTIALLY THE DIRT AND GETS IT AND ESSENTIALLY, UH, TAKES IT OUT MORE SO, AND THEN BELT PRESSES IT TO GET MORE WATER OUT.

SO BASICALLY WE HAVE DIRT THAT WE HAUL AWAY, CUZ RIGHT NOW WE'RE HAULING AWAY, WE DREDGED A LAGOON AND WE'RE HAULING AWAY MOSTLY WATER, SO WE'RE PAYING TO HAUL WATER AWAY INSTEAD OF THE ACTUAL SLUDGE, AND IT'S PRETTY EXPENSIVE.

SO, UM, THIS IS A GREAT PROJECT.

THE NEXT PART OF IT IS THE REDUNDANT TRAIN.

SO SANDY CREEK HAS, UH, SIX 2 MILLION GALLON PER DAY, UH, TRAINS.

AND YOU'VE HEARD ME USE THAT.

THAT'S THE, THE WHOLE IDEA OF THE BASIN AND ALL THE ASSOCIATED EQUIPMENT FOR THAT.

SO WE'RE PUTTING A REDUNDANT ONE IN RIGHT HERE THAT'LL GIVE US SEVEN.

WHAT THAT'LL ALLOW US TO DO IS CONTINUALLY, CONTINUOUSLY OPERATE SIX TO GIVE US THE 12 AND HAVE ONE DOWN FOR MAINTENANCE OR FLUSHING OF THE FILTERS AND SO FORTH.

UM, SO GREAT, ANOTHER GREAT PROJECT.

THOSE TWO COMBINATION WILL, WILL BASICALLY SUPERCHARGE THE PLANT AS I LIKE TO SAY, AND GET IT WHERE IT NEEDS TO BE.

I'M SORRY.

AND WE'VE BEEN DOING QUITE A BIT OF MAINTENANCE ON THE, THE, THE PLANT TOO.

SO IT'S REALLY COME AT THE SPEED TO INCLUDE UPDATING THE SCADA SYSTEM.

AND I WAS JUST WONDERING, ARE THESE ALL UNDER THE SAME PROJECT? ARE THEY BEING DONE IN TANDEM OR ARE THEY SEPARATE? SO THE SLUDGE AND THEN THE, UM, YEAH, IT'S BEING DONE TOGETHER.

IT IS TOGETHER.

OKAY.

RIGHT.

I, THE, THE IDEA IS WE PUT EMPHASIS ON THE SLUDGE FIRST BECAUSE THAT WOULD GET US TO THE 12 MILLION, CLOSER TO THE 12 MILLION.

SO IF WE COULD GET THAT DONE SOONER, WE'LL DO THAT AND THEN DO THE REDUNDANT TRAIN AFTERWARDS.

SO THEY, THE CONTRACTOR KNOWS THAT, THE ENGINEERING CONTRACTOR KNOW THAT.

OKAY.

BUT IT IS ALL UNDER THE SAME PROJECT OR, YEAH, YOU COULD PUT THE TRAIN IN, UM, AT A LATER DAY.

I MEAN, BEHIND A SLUDGE IT'S GONNA HAPPEN AT THE SAME TIME THEY'LL BE DOING IT, BUT I PUT EMPHASIS ON THE SLUDGE BECAUSE, UM, WE CAN'T, EVEN IF I HAD TO REDUNDANT TRAINING, WE CAN'T GET THE PLAN TO GO ANY BETTER THAN ABOUT NINE BECAUSE OF THE LIMITATION OF THE LAGOONS.

OKAY.

THEY'RE WAY UNDERSIZED.

OKAY.

SO WE PUT EMPHASIS ON THE, UH, THE SLUDGE PROCESSING.

SO THE LATE FALL 2024 ESTIMATED COMPLETION IS FOR ALL OF IT? YES.

OKAY, THANK YOU.

YEAH, WE'RE STILL GONNA PUSH TRYING TO GET THE SLEDGE DONE BEFORE THAT.

YEAH, SO WE'LL SEE.

HOPEFULLY, UH, HOPEFULLY, UH, K FREEZE IS WATCHING .

SO THIS IS A PLANT REAL QUICK.

UH, THE LOCATION OF ALL THE EQUIPMENT THAT'S GONNA GO IN HERE, AND THEN THIS ONE RIGHT HERE, WE ASK 'EM TO TAKE A LOOK.

AND, AND WE'VE DISCUSSED THIS, THAT, UM, ONCE THE DEEP WATER INTAKE IS DONE, UM, IN THEORY WE'LL HAVE THE BARGE, UM, AND WE COULD, BECAUSE OF THE, THE DISCHARGE, UH, SIZE OF THE PIPE IS 30 INCHES, IT CAN GO UP TO 16 MILLION GALLONS.

SO IN THEORY, WE COULD PUT FOUR MORE TRAINS AND RUN THOSE FOUR TRAINS, UM, USING THE BARGE AND GET THE PLANT FROM 12 TO 16.

UM, BUT IT DOESN'T MAKE ENGINEERING SENSE TO DO IT BEFORE THE DEEPWATER INTAKE IS IN, OTHERWISE YOU HAVE TO UPSIZE THE, THE BARGE AND THE PIPING AND GETS, GETS EXPENSIVE REALLY QUICK.

UM, SO THAT'S WHY THAT'S THERE.

AND WE ASK 'EM TO TAKE A LOOK AT IT AND KIND OF GIVE US A CALL SO, YOU KNOW, HEY, THAT'S A POTENTIAL.

SO IF, IF YOU'RE LOOKING AT PROPOSED TREATMENT BUILDING, THAT'S WHERE IT WOULD GO WITH THE FOUR ADDITIONAL TRAINS.

ALL RIGHT.

THIS IS A, WE'RE THIS, WE'RE GONNA TALK ABOUT THIS FOR A MINUTE.

THIS IS A REALLY GOOD GRAPH.

SO YOU'RE SEEING, YOU'RE SEEING THAT 259 MILLION DOWN THERE.

I'LL, I'LL POINT THAT OUT FIRST.

THIS IS WHAT WE'VE EITHER SPENT OR GONNA SPEND IN THE NEXT FIVE YEARS TO GET US TO THE 44 MILLION GALLONS PER DAY, UM, FOR THE CITY OF LEANDER TO BE IN A GOLDEN SPOT.

AND EVERYBODY'S GONNA BE ABLE TO GET WATER AS NEEDED.

SO THESE ARE ALL THE PROJECTS THAT WE ARE CURRENTLY WORKING ON, WHICH AGAIN, IS IMPRESSIVE.

AND, AND YOU CAN SEE THE ONES IN BLUE ARE THE PROJECTS THAT ARE ACTUALLY GONNA TAKE US AND PROVIDE US ADDITIONAL WATER TO GET US TO THE 44.

PROBABLY BE A LITTLE BIT MORE THAN THAT.

YOU CAN SEE THE TIMELINES ASSOCIATED WITH EACH OF THE PROJECTS.

AND THE, THE HARDEST TWO ARE THE DEEP WATER INTAKE AND THE PHASE TWO, WHICH END ACCORDING TO THE, THE, UH, CHART THAT WE RECEIVED FROM THE V C UA MID 2027.

SO ALL THE PROJECTS AHEAD, UM, AS YOU SEE, UM, WE'RE FACILITATING GETTING ALL THOSE PROJECTS DESIGNED, CONSTRUCTED AND PUT ONLINE RIGHT DOWN THE LINE.

AND SO ON THAT RETREAT, WE'LL GO IN A LITTLE BIT MORE IN DETAIL, BUT KIND OF THE BREAKDOWN IS ABOUT 60 MILLION FOR CITY PROJECTS AND ABOUT 200 MILLION FOR THE B C R A PROJECTS.

UM, KIND OF THAT, THAT RATIO OF THAT TWO HUNDRED AND FIFTY, FIFTY, FIFTY $9 MILLION.

SO, UH, THIS IS A GOOD SLIDE TO SEE.

NOW.

PEOPLE ARE PROBABLY ASKING, HOLY SMOKES, THAT'S

[00:20:01]

A LOT IN A SHORT TIME.

WELL, THAT'S TRUE.

IT WOULD'VE BEEN GREAT IF THIS HAD BEEN DONE OVER 15 YEARS INSTEAD OF FIVE YEARS, OR MAYBE SIX.

SO THIS IS THE GROWTH THAT THE LEANERS HAD OVER THE LAST SIX YEARS IS NOW, YOU KNOW, MAKING US GET TO THIS POINT WHERE NOW WE HAVE TO, YOU KNOW, GET THIS, THIS, GET THIS GOING.

AND I WANNA PAUSE ON THAT FOR JUST A SECOND BECAUSE SEEING IT ALL LISTED OUT LIKE THIS IS BREATHTAKING AND WE HEAR ALL THE TIME, WELL, WHAT ARE YOU DOING ABOUT THE WATER? THIS IS AMAZING.

AND I CAN'T IMAGINE ANOTHER CITY DOING SO MUCH ALL AT ONCE.

AND SO I JUST WANTED TO SEND HUGE KUDOS TO YOU AND THE CITY MANAGER AND YOUR TEAM.

UM, THIS IS FANTASTIC, AND PUTTING US IN SUCH A DIFFERENT POSITION THAN WE WERE JUST A COUPLE OF YEARS AGO.

THANK YOU SO MUCH.

WELL, IT'S, UH, IF IT, IF IT ALL STAYS ON TRACK, YEAH, IT'S GONNA BE, IT'S GONNA BE GREAT.

I'M GONNA, I'LL AGREE WITH THAT AND GOT A GOOD TEAM BACK HERE WORKING ON IT, THAT'S FOR SURE.

YEAH.

ALL RIGHT.

SO, SO WITH ALL THAT SAID, THAT WAS JUST WATER.

LET'S, LET'S TALK ABOUT A COUPLE OTHER THINGS THAT WE ACTUALLY HAVE GONE AS WELL.

SO WE HAVE, UM, THESE PROJECTS ARE, ARE, UM, JUST ABOUT WRAPPING UP AND THEY, UM, UH, KINLEY, I WISH HE WAS HERE.

HE'D HAVE A BIG OLD SMILE ON HIS FACE, UH, HOW MUCH BETTER THE WASTEWATER TREATMENT PLANTS OPERATING, I KNOW BECAUSE OF THESE TWO PRODUCTS AND THE, THEIR COMPLETION.

UM, SO, UM, BEEN OUT THERE TO SEE HIM.

THE, THE, UH, WHAT WE CALL BELT PRESSES ARE AMAZING.

UM, THEY, THEY'RE JUST LIKE HIGH SPEED, LOW DRAG, SUPER QUIET, VERY EFFICIENT.

UM, SO TWO GOOD PROJECTS FOR THE WASTEWATER.

UM, WE HAVE A COUPLE MORE GOING ONLINE.

THIS IS ONE THAT'S, UM, KIND OF BASICALLY FIXING AN ERROR OF THE PASS.

UM, YOU CAN SEE HERE WHERE THERE WAS MULTIPLE CONNECTIONS TO ONE LINE AND, UM, WE ARE SEPARATING ALL THOSE BECAUSE THERE WAS CAPACITY ISSUES AND BACKUP ISSUES AND SO FORTH FOR THAT, FOR THAT NEIGHBORHOOD.

SO, UM, SO MAKING THAT, UM, HAPPEN RIGHT NOW.

UM, THIS IS A, A GREAT, UM, WASTEWATER PROJECT.

IT'S THE RECLAIM.

UM, YOU CAN SEE WHERE WE WE AT, AND IT'S ANOTHER PROJECT THAT'S GONNA START THIS YEAR.

UM, WE WERE TALKING ABOUT IT AT THE, UH, NORTHLINE MEETING TODAY EVEN, UM, ABOUT WHEN IT'S GONNA HAPPEN.

AND SO THE BLUE, THE, THE PART THAT'S BLOWN UP HERE IS THE PLANT, AND THEN THIS IS THE FILLING STATION THAT WE'RE GONNA BE BUILDING.

THAT WOULD'VE BEEN THE PHASE ONE PART WHERE TRUCKS CAN GO IN AND GET, UM, RECLAIMED WATER TO USE FOR CONSTRUCTION PROJECT SITES AND LANDSCAPING AND SO FORTH.

AND THEN THIS IS THE 12 INCH WATER OR, UH, RE RECLAIM LINE THAT WE'RE BUILDING ALL THE WAY ESSENTIALLY TO NORTHLINE.

NOW, THAT LINE IS GOING TO POTENTIALLY PROVIDE OTHER CUSTOMERS, AND THERE'S A WHOLE SERVICE AREA, AND WE'RE HOPING THAT SOME POINT WE WILL REDIRECT TREATED WATER FROM ABOUT SIX 600, UM, THOUSAND GALLONS TO A MILLION GALLONS A DAY, UM, BY USING THIS SYSTEM WITH ALL THE CUSTOMERS, STARTING WITH NORTHLINE.

IT'S A GOOD PROJECT.

UM, COUPLE TRANSPORTATION ONES THAT ARE UNDERWAY, AND I KNOW THIS ONE IS A HIGH BIZ ONE, UM, RADAR WAY.

UM, WE, WE DEFINITELY HAVE THAT BACK ON TRACK.

UM, WE'RE LOOKING TO GET, UM, ANOTHER, AGAIN, ANOTHER PROJECT STARTING AGAIN.

YOU CAN SEE THESE PROJECTS WRAPPING UP, YOU KNOW, AT THE EIGHT TO 10.

YOU KNOW, I STATED THIS YEAR THAT WE'RE, WE'RE GETTING MOVING ON.

UM, THIS IS ONE NEAR AND DEAR TO MY HEART TOO BECAUSE AGAIN, IT'S BEEN ON THE BOOKS FOR SEVERAL, SEVERAL YEARS AND, UM, AND IT'S GONNA NOW MOVE OUT.

UM, I THINK WE'RE ACTUALLY DOING THE LAST EASEMENT WE NEED TONIGHT.

DON'T QUOTE ME ON THAT, BUT WE ARE BRINGING AN EASEMENT AND IT SHOULD BE THE LAST ONE FOR THAT ONE.

SO, AND THEN THE HERITAGE GROVE ONE, UM, IS MOVING RIGHT ALONG.

UM, WE MAY COME BACK AND, UH, DISCUSS THAT ONE IN MORE DETAIL, UM, ABOUT, UH, DEVELOPMENT AND, AND WHERE THAT'S GOING.

BUT CURRENTLY IT, IT'S, IT'S ON TRACK TO BE CON STARTED AND COMPLETED AS YOU SEE THERE.

UM, THIS IS THE RIGHT WAY, UH, SCHEDULE JUST KIND OF FOR THE, FOR YOURSELF AND THE PUBLIC TO SEE.

UM, THIS IS WHERE WE'RE AT RIGHT HERE, AND YOU CAN SEE THAT WE'RE GETTING IT, UM, DESIGNED AND, AND HOPEFULLY RIGHT THERE, CONTRACTED OUT DURING FEBRUARY, UH, MARCH TO JUNE TIMEFRAME IS WHEN WE GET THE BIDDING OUT AND THE PROPOSALS AND EVALUATE EM, UH, FOR THE PROJECT.

ALL RIGHT.

SO YEAH, CONSTRUCTION TO HOPEFULLY START IN THE SUMMER AS, AS PER THE, PER THAT SCHEDULE, WHICH WILL BE FANTASTIC.

I THINK IT'S FOUR OR FIVE YEARS IN THE MAKING WE'RE THERE, .

ALL RIGHT, THIS IS THE OTHER TWO.

UM, WHICH I, THIS IS GONNA BE GREAT FOR LEANDER.

UM, FROM, FOR EAST TO WEST AND WEST TO EAST, UM, ACCESS ACROSS THE CITY.

THIS IS THE PHASE ONE THAT'S ALREADY BUILT RIGHT THROUGH HERE.

UM, PEOPLE ARE PROBABLY FAMILIAR WITH THAT, ESPECIALLY THE CIRCLE THERE.

THIS IS PHASE TWO THAT GA THAT CONNECTS FROM PHASE ONE AND GOES DOWN THE HILL TO RONALD REAGAN.

AND

[00:25:01]

THEN PHASE THREE FROM CR TWO 70 BACK TO, UM, PHASE ONE.

AND THAT'LL BE THE SAN GABRIEL PARKWAY THROUGH THERE.

AND YOU KIND OF, KIND OF SEE THE TIMELINE OF WHERE WE'RE AT WITH THAT.

AGAIN, WE'RE AT A HUNDRED PERCENT DESIGN WITH THE PHASE TWO, UM, BUT DUE TO THE CONFLICT WITH THE WATER TANK, WE'RE GONNA DELAY IT.

ALL RIGHT, COUPLE MORE.

UM, THIS ONE'S SUPER GOOD NEWS.

WE, IT'S ACTUALLY, I DROVE THROUGH IT TODAY.

I DID MY STOP AND MADE A COMFORTABLE RIGHT OR LEFT TURN AND LIKE EVERYBODY ELSE.

SO, UM, GREAT JOB BY, UH, THE ENGINEERING TEAM AND THE INSPECTORS.

UH, I'M GONNA SHOUT OUT, LUCK WAS OUT THERE CONSTANTLY, JUST MAKING SURE THAT WAS HAPPENING.

AND, UH, POLICE PORT, POLICE DEPARTMENT SUPPORTED, UH, WITH TRAFFIC CONTROL AND SIGNAGE AND OTHER THINGS.

AND SO, AND THEN THIS ONE IS ON IT'S WAY.

I ALSO DID A DRIVE BY THIS ONE AND IT'S, UM, LOOKING GOOD.

UM, THEY'RE GETTING THE FOUNDATIONS PUT IN FOR THE POLES AND ACTUALLY THE FOUNDATIONS FOR THIS ONE, UH, FOR THE TOP ONE, IT'S ALREADY, THEY'RE ALREADY DONE.

UM, THAT WAS THE ONE WHERE WE DECIDED TO PUT THE TEMPORARY POLES IN, BECAUSE IT'S STILL GONNA BE EIGHT MONTHS TO NINE MONTHS BEFORE WE ACTUALLY GET THE STEEL POLES.

SO EVEN THOUGH THIS PROJECT DOWN HERE, YOU'RE GONNA SEE IT, IT'S LIKE NEW SIDEWALKS AND THERE'LL BE FOUNDATIONS THERE, BUT WE'RE NOT GONNA RECEIVE THE STEEL POLES FOR ABOUT EIGHT MONTHS.

AND SO WHEN WE GET 'EM, WE'LL INSTALL 'EM.

WASN'T AS URGENCY FOR THAT ONE TO PUT IN TEMPORARY POLLS AS IT WAS FOR THE, THE RONALD AND REAGAN.

SO, SO AGAIN, GOOD NEWS.

UM, SO WE ALSO WANTED TO TALK ABOUT THE CAT METRO PROJECTS.

UM, SO THIS IS ONE THAT'S, YOU CAN SEE.

UM, IT'S GONNA GET STARTED.

UM, ACTUALLY BOTH THESE THIS YEAR, UM, THIS ONE IS A, A REALLY GOOD ONE.

I'VE SEEN IT WHERE THE TRAFFIC'S BEEN BACKED UP ALMOST TO THE FIRE STATION BECAUSE THERE'S NO RIGHT HAND TURN THERE, AND YOU HAVE TO WAIT FOR THE PERSON WHO WANTS TO, YOU KNOW, GO THROUGH THE TRAFFIC LIGHT.

AND SO WE'RE PUTTING THAT RIGHT HAND TURN IN THERE.

AND THEN WE'RE WORKING ON THE CORRIDOR STUDY ASSOCIATED WITH 180 3.

YOU KNOW, HOW WE CAN FACILITATE MANAGING TRAFFIC BETTER AND PROBABLY PEDESTRIANS AS WELL AND TIED INTO THE OLD MASTER PLAN.

ALL RIGHT, SO THE OLD DOWNTOWN DISTRICT, UH, THESE ARE ALL THE PROJECTS THAT ARE GONNA START HAPPENING, UM, THIS YEAR, UM, AND KIND OF NEXT YEAR, UH, TIMEFRAME.

SO WE'RE GONNA COORDINATE WITH CITY EVENTS AND SO FORTH.

BUT YOU CAN SEE, YOU KNOW, THE BLUE LINE IS THE, UH, DOWNTOWN, UM, IMPROVEMENT FOR FIRE FLOW.

AND THEN THE RED LINE HERE, IT'S A LITTLE HARD TO SEE, BUT THAT'S THE, UH, ATMOS COMING IN WITH THE GAS LINE, UM, THAT WE'RE, WE'RE SUPPORTING.

AND THEN, UH, THIS ONE IS THE ROAD IMPROVEMENTS WE'RE MAKING, WHICH IS TWO ACTUALLY, UH, THREE PROJECTS, UH, THESE TWO ROADS, AND THEN THE ACTUAL INTERSECTION OF THE, OF THE TWO ROADS, TWO INCLUDE A WATER PROJECT IN THERE.

AND THEN THE LAST ONE IS THE OLD TOWN PARK IS THE OTHER ONE.

UM, THAT'S, UM, IN, IN KIND OF IN THE DESIGN AND PROGRESS, UM, STARTED.

SO THAT'S KIND OF WHERE WE'RE AT WITH THE OLD, OLD DOWNTOWN PROJECTS, UM, WHERE THEY'RE AT, WHERE THEY'RE HAPPENING, AND UM, AND, UH, THERE WILL BE SOME COORDINATION, UM, NEEDED THERE ALL ALL GOOD PROJECTS.

UM, AND, AND HAPPY TO SEE HIM GO.

AND AGAIN, UM, THE ONE, UM, THIS PROJECT RIGHT HERE, CAT METRO AGAIN, AND THIS ONE IS CAT METRO PROJECT FUNDED.

SO GOOD, GOOD PROJECTS TO BE FUNDED.

IT'S HELPING A DOWNTOWN AREA, WHICH, YOU KNOW, IT'S CONNECTED TO THE, UH, RAIL SYSTEM AND SO FORTH.

DAN, SORRY, GO AHEAD.

I WAS GONNA MENTION IN FEBRUARY, WE'RE ALSO GONNA ISSUE THE 180 3 CORRIDOR STUDY, UH, RFQ, AND THAT'S ALSO FUNDED WITH CAT METRO REBATE MONEY.

AND THAT'S GONNA LOOK AT SIGNALS, UH, CONNECTIVITY BETWEEN ALL THE WAY FROM WHERE 180 3 AND 180 3 A MEET TO THE NORTH ALL THE WAY DOWN TO THE CITY LIMIT LINE.

UH, EVERYTHING FROM SIDEWALK NEEDS, UM, RAISED MEDIANS, SIGNALIZATION, PEDESTRIAN SCALE LIGHTING, SIGNAGE, SENSE OF PLACE, ALL THAT STUFF.

AND IT WAS A QUESTION.

YES.

DO, DO WE HAVE, UM, I'M, THIS IS A START DATE FOR ATMOS.

I'M, I'M ASSUMING FEBRUARY TO MAY.

IS THAT A COMPLETION OF MAY? UM, YEAH.

I'M AS, I MEAN AS FAR AS FROM THEIR, YEAH, IT'S JUST, IT'S, IT'S PROBABLY A PRETTY, PRETTY SIMPLE LINE FOR THEM TO PUT IN.

OKAY.

AND IT'S NOT TOO DEEP.

AND SO, UM, I I'M, I'M, I'M TAKING THAT WE'RE COORDINATING WITH THEM.

YEAH.

YOU KNOW, UM, MY WINGMAN BACK THERE, TONY IS, IS, IS TAKING CARE OF THAT.

SO DO WE KNOW THAT'S GONNA SUPPLY NATURAL GAS TO ALL OF OLD TOWN? IS IS THE PLAN? I'M GONNA LET ROBIN ANSWER THAT.

OKAY.

, OKAY.

I'M ASSUMING RESTAURANTS,

[00:30:01]

IT'S JUST ON THAT END, IT'S ON BROAD AND IT'S GONNA GO, UM, RUSHY DOWN RUSHY FOR THE, YEAH, ALLEY ALONG.

OKAY.

SO IT'S ALL ON THAT END OF TOWN.

YEAH, YOU CAN, YOU CAN LITERALLY SEE THE RED LINE.

IT'S HARD TO, I KNOW WE PROBABLY SHOULD HAVE USED THE COLOR, BUT YOU CAN SEE COMING ACROSS.

YES.

AND THEN, AND IT GOES, UM, STILL DOWN THERE.

AND THEN IT GOES DOWN TO MANY OF THE RESTAURANTS THAT I GUESS ARE, ARE LONG ALONG THERE AT THE FRONTAGE ROAD AREA.

SO RIGHT NOW THERE'S NO PLANS FOR ANY FUTURE, LIKE ON THE OTHER END.

THAT'S IT FOR NOW.

FOR NOW.

OKAY, PERFECT.

THAT'S I'M AWARE OF.

OKAY.

THANK YOU.

ALL RIGHT.

UM, GOOD PROJECTS.

SO A COUPLE FACILITY ONES.

UM, WE, WE, WE RECEIVED SOME, UH, GUIDANCE FROM, UM, COUNCIL IN THE NOVEMBER TIMEFRAME ABOUT THESE TWO PROJECTS.

AND, UH, THE SENIOR CENTER, OOPS, THE SENIOR CENTER, UM, UH, WAS TO, UH, BASICALLY, UH, DESIGN TO KEEP IT IN BUDGET.

AND, AND WE ARE WORKING TOWARDS THAT.

AND THEN JUST A REMINDER, IT WAS ALSO, YEP, THAT'S WHERE WE'RE GONNA PUT IT.

UM, THE, THE SPOT THAT WAS CHOSEN WE'RE, WE'RE STICKING TO THAT, SO WE'RE NOW, WE HAVE GUIDANCE, WE'RE MOVING, WE THAT PROJECT FORWARD AND YOU CAN SEE ANOTHER ONE THAT'S GONNA START THIS SUMMER AGAIN.

IMPRESSIVE.

AND THEN FIRE STATION TWO, WE ARE GIVEN DIRECTION TO GO AHEAD AND, UM, SIMPLIFY THE, THE DESIGN BACK DOWN TO SUPPORT THE EMS FACILITY OR FUNCTION.

AND SO WE'RE IN THE PROCESS OF DOING THAT.

UM, UH, THEY'RE WHATEVER ESSENTIALLY LOOK LIKE IS THE ADDITION HERE, UM, WITH THE EXTRA, UM, GARAGE YOU WANNA SAY.

AND THEN THE EMS FOLKS WILL BE, UM, SLEEPING, UM, OVERHEAD IN THAT AREA.

SO, UM, SO THAT PROJECT'S MOVING OUT AND, AND AGAIN, STAYING WITHIN THE, THE BUDGET OF THE 2.2 MILLION.

ALL RIGHT.

MR. GRIME? YES, SIR.

ON THE SENIOR CENTER, WE WERE APPLYING FOR A GRANT ON THAT ONE.

DO WE KNOW THE STATUS OF THAT OR IT'S MY UNDERSTANDING THAT THE, THE, THE ACTUAL, UM, REQUEST FROM, UH, CONGRESSMAN CARTER'S OFFICE WAS, WAS APPROVED.

SO, WE'LL, WE'LL GO BACK, UM, AND, UH, MEET WITH, UH, WILCO, UM, WHAT'S THE, I ALWAYS FORGET THEIR NAME, CORRECT.

CAC AND, UH, AND REVISIT THAT WITH THEM IN TERMS OF OPERATION, OPERATING COSTS.

ALL RIGHT.

AND SO THE LAST ONE I WANTED TO TALK ABOUT, UM, CUZ LANDER, YOU KNOW, PUT A CHUNK OF MONEY INTO THIS ONE, DUNNO IF YOU WANNA SAY, IS THE HIWAY EXTENSION.

SO YOU CAN SEE, UM, KIND OF, UH, WHERE WE'RE STARTED.

UM, WE MEET MONTHLY, UM, WITH THE, THE COUNTY ON ON ROAD PROJECTS, UH, FOR LEANER.

AND IT'S BEEN VERY HELPFUL.

UM, WE ACTUALLY HAVE AN ILA COMING TONIGHT, UM, WITH THEM, UM, FOR THE NORTH BAGHDAD, UM, RODE, UM, THAT WE'RE WORKING WITH THEM ON.

SO THIS PROJECT IS THE, IS THE, UH, BUILDING OF THE HERO.

UM, AT, AT ONE POINT IT'LL BE LITERALLY, UH, 180 3, AND I'LL EXPLAIN THAT IN A MINUTE, BUT PARKWAY THROUGH HERE, UM, YOU CAN SEE THE LOCATION AND WHAT THEY'RE BUILDING.

THE FIRST PART IS THE THREE LANES, WHICH IS KIND OF THE FRONTAGE ROAD.

THAT'S THEIR PHASE ONE.

YOU CAN SEE THEN THEIR PHASE TWO AT SOME POINT IN THE FUTURE WILL BE THE OTHER PART OF THE FRONTAGE ROAD.

AND THEN THE LAST PART WILL ACTUALLY BE TO BUILD THE CENTER LANES FOR THE, FOR THAT, UM, YOU KNOW, PARKWAY RIGHT THROUGH THERE, UH, OR CONTROLLED ACCESSES WITH THE TERM THAT'S USED.

SO, UM, SO WITH THAT SAID, THEY'VE, THEY'VE ALREADY OF, AND I DON'T KNOW IF IT'S OUR 13.9, BUT I, I ASKED THAT AND I DIDN'T GET TO FOLLOW UP ON IT, BUT THEY'VE BOUGHT, I WANNA SAY, UH, FIVE OR SIX RIGHT OF WAYS, UM, SO FAR AT ABOUT $2.5 MILLION.

AND SO, UM, THEY'RE, THEY'RE ON THEIR WAY AND, UM, I DID GET THE UPDATE ABOUT THE DESIGN AND THE, AND THE START DATE.

AND SO, UM, THAT INFORMATION IS, IS CORRECT NOW WHERE I GOT THIS , UM, THEY, I, I SHOULD, I GUESS ASKED FOR THE TOTAL, BUT THAT ACTUALLY CAME, UM, CREDIT WHERE CREDIT'S DUE FROM THE, UH, IMPACT, UM, NEWSLETTER HAD A PRETTY GOOD ARTICLE ABOUT, UM, THIS PROJECT AND WHERE IT'S GOING.

SO, UM, UM, ANYWAY, THAT'S WHERE WE GOT THE INFORMATION FOR THAT.

AND WITH THAT SAID, IT MIGHT HAVE BEEN A LITTLE QUICK BUT, UM, SOME, SOME GOOD PROJECTS GOING.

THAT WAS GREAT, COUNSEL.

THANK YOU SO MUCH.

I HAVE ONE QUESTION.

SURE.

AND I'M SORRY IF THIS IS BLIND SIDING, IT'S A C I P PROJECT, BUT IT'S NOT IN THE PRESENTATION.

I WAS WONDERING IF, YOU KNOW OFF THE TOP OF YOUR HEAD WHERE WE'RE AT ON COLLABORATIVE WAY AND PUTTING A LIGHT, IT'S IN DESIGN.

IT'S IN DESIGN.

DO WE HAVE AN ESTIMATED TIME WHEN THAT'LL GO TO CONSTRUCTION? UM, I DO NOT.

TONY MIGHT HAVE ONE.

TONY, IS HE COMING UP ? HE'S CONSULTING .

[00:35:01]

NO, COME TO RUSSELL.

YEAH, YEAH, YOU GOTTA COME UP.

SO I KNOW IT'S IN DESIGN AND, AND WE DID HAVE FUNDS FOR THAT THIRD TRAFFIC SIGNAL THROUGH THE, UM, CERTIFICATE OF OBLIGATION THAT, THAT WE PUT OUT FOR TRAFFIC SIGNALS, WHICH WAS $2 MILLION.

OKAY.

I JUST DON'T KNOW HOW FAR ALONG WE ARE WITH THE DESIGN.

WE'RE THANK YOU.

WE'RE AT 60%, UH, COMING UP ON 60% PROBABLY HERE IN THE NEXT TWO OR THREE WEEKS OKAY.

FOR DESIGN.

UH, AND THEN WE'RE GONNA HAVE, UM, I THINK THE BUDGET FOR THE CONSTRUCTIONS, NOT UNTIL NEXT YEAR THOUGH, BUT OKAY.

WE'RE NEXT FISCAL, WHICH WILL BE OCTOBER.

YES.

OKAY.

BUT WE'RE LOOKING AT TRYING TO IMPROVE THAT.

ARE WE ANTICIPATING AT SOMETIME IN CALENDAR YEAR 2023 OR DO YOU THINK THAT'LL BE LATER? OR ARE YOU NOT SURE YET? NOT SURE YET.

OKAY.

YEAH, THE DESIGN SHOULD GO.

YEAH, WE, YEAH, PRETTY QUICK.

YEAH, WE HAVE TO GET SOME ADDITIONAL RIGHT AWAY FROM L I S D.

TAKE THAT CORNER.

OKAY.

SO THAT'S KIND OF THE BIG, UH, QUESTION MARK RIGHT NOW.

GOTCHA.

THANK YOU VERY MUCH.

YOU'RE WELCOME.

COUNSEL, ANYTHING ELSE? THANK YOU SO MUCH MR. GRIMS THOUGH, THIS WAS FANTASTIC.

WE APPRECIATE YOU.

YES MA'AM.

GOOD EVENING, MS. GRIFFIN.

[4. Discuss city regulation of carports.]

WE ARE MOVING ON TO ITEM FOUR.

DISCUSS CITY REGULATION OF CARPORTS.

GOOD EVENING.

UM, SO WE WERE TASKED WITH INVESTIGATING CARPORTS.

UM, MY GROUP DID A LOT OF RESEARCH ON DIFFERENT CITIES AND CENTRAL TEXAS TO KIND OF GET A FEEL FOR EVERYBODY'S, WHAT EVERYBODY'S UP TO.

UM, WE KIND OF MADE A, A PROS AND CONS LIST TO CARPORTS.

UM, THE MAJOR PRO IS IT'S AN AFFORDABLE WAY FOR PEOPLE TO PROTECT THEIR VEHICLE.

UM, IN OUR CONS.

UM, A LOT OF CONCERNS REVOLVED AROUND THE MAINTENANCE OF CARPORTS.

UM, SO THEY, THEY GET INSTALLED AND OVER TIME THE WEAR AND TEAR REALLY BRINGS DOWN THE, THE LOOK.

UM, SO THAT WAS A BIG ONE, WAS AESTHETICS AND THEN, UM, SETBACKS AND PUBLIC UTILITY EASEMENTS.

SO WE DID FIND A FEW IN THE CITY TODAY, AND THE CARPORTS ARE LOCATED IN A WAY WHERE THERE'S NOT, UM, SPACE BETWEEN THE CARPORT AND THE ACTUAL RIGHT OF WAY.

SO IT LIMITS PARKING.

LIKE IF YOU HAVE GUESTS OR SOMETHING COME TO THE PROPERTY, THEY HAVE TO PARK IN THE STREETS AND YOU HAVE RISK OF BEING IN THE SETBACK.

UM, THE OTHER ISSUE WAS FIRE CODE.

SO WHEN THEY ATTACH A CARPORT TO THE BUILDING, SOMETIMES THEY PROVIDE FINS, IT BECOMES AN ENCLOSED SPACE AND THEN IT TRIGGERS FIRE CODE REQUIREMENTS AND BECOMES CONCERNS FOR THE FIRE DEPARTMENT.

EXCUSE ME.

UM, THE OTHER ISSUE IS HOW THEY'RE ACTUALLY INSTALLED.

SO IF YOU DON'T, UM, ANCHOR THE CARPORT PROPERLY, UM, IF THERE'S ENOUGH WIND, IT CAN BE BLOWN INTO THE NEIGHBORING PROPERTY AND CAUSE DAMAGE.

UM, SO IT COMES DOWN TO HOW THEY'RE ACTUALLY, UM, INSTALLED ON THE SITE.

UM, SOME CARPORTS LIMIT THE PARKING AREA WITH THE POST.

IT GETS PULLED IN.

SO YOU CAN ONLY HAVE ONE PARKING SPACE INSTEAD OF TWO IN YOUR DRIVEWAY.

UM, ANOTHER ONE WAS VISIBILITY WHEN IT'S TOO CLOSE TO THE STREET AND THEN MAINTENANCE.

UM, SO OUR CURRENT REGULATIONS, UM, WE REQUIRE OUR CARPORTS TO EITHER BE TO THE SIDE OR TO THE REAR OF THE HOUSE AND BE OVER A PAVED SURFACE.

AND OUR SETBACKS ARE 20 FOOT FRONT, FIVE FOOT SIDE AND FIVE FOOT REAR.

UM, WE FOUND QUITE A FEW IN THE CITY THAT COMPLY WITH THE ORDINANCE REQUIREMENTS IN OLDER NEIGHBORHOODS.

SO WHEN WE REVIEWED THE CENTRAL TEXAS CITIES, WE FOUND THAT UM, THEIR STANDARDS ARE VERY SIMILAR TO OUR STANDARDS.

ONE DIFFERENCE WE DID FOUND IS FIND IS A COUPLE OF CITIES.

THEY DON'T REQUIRE IT TO BE BEHIND THE HOME, BUT IT HAS TO BE 20 FEET FROM THE RIGHT OF WAY.

SO YOU'RE RESERVING THAT PARKING AREA FOR, UH, NON STORAGE VEHICLES AND OTHER THINGS THEY INCLUDED WERE ARCHITECTURAL FEATURES.

UM, WE FEEL LIKE OUR NEXT STEPS WOULD BE TO DO A STUDY, UM, AND KIND OF RESEARCH EXISTING CARPORTS IN THE CITY.

I KIND OF DID A QUICK AERIAL LOOK.

I FOUND A HANDFUL, BUT IT WAS HARD TO KIND OF DETERMINE WHERE ALL THE CARPORTS ARE, HOW THEY'RE COMPLYING.

UM, WE WERE LOOKING FOR AN EVALUATION OF REGULATIONS AND THEN MAYBE SURVEYING THE RESIDENTS, UM, CUZ IT'S, UH, WE WANNA MAKE SURE IT'S WHAT THE COMMUNITY ACTUALLY WANTS IN THE AREA AND THEN PROPOSE UPDATES TO THE ORDINANCE.

UM, SOME QUICK FIXES WE THOUGHT ABOUT WERE, UM, DOING CARPORTS THAT ARE INCORPORATED WITH THE HOUSE OR HAVE ARCHITECTURAL FEATURES.

UM, THERE'S SOME SOME NEAT THINGS YOU CAN DO WITH THE CARPORT THAT IS AESTHETICALLY PLEASING THAT OUR ORDINANCE WOULDN'T CURRENTLY ALLOW.

UM, THIS IS ANOTHER PICTURE THAT ONE'S ACTUALLY IN FRONT OF THE HOME, BUT IT KIND OF FITS IN WITH THE HOUSE INSTEAD OF BEING A METAL CARPORT.

AND THEN THESE ARE EXAMPLES OF CARPORTS IN THE CITY.

THEY'RE IN COMPLIANCE, THEY'RE UM, IN THE OLDER NEIGHBORHOODS WHERE THEY'RE KIND OF SET BACK FURTHER, UM, FROM THE ROAD.

AND THAT IS, UH, IT FROM MY PRESENTATION.

DIANE, I'M SORRY.

YEAH, GO AHEAD.

I HAVE UM, A COUPLE OF QUESTIONS.

THE ONE YOU OF CONCERNS FOR THE FIRE DEPARTMENT, WHAT ARE THOSE CONCERNS? SO WHEN YOU HAVE A CARPORT, IF THEY ATTACH IT TO THE STRUCTURE, PEOPLE TEND TO TRY TO PUT FINS ON IT AND THEN IT BECOMES AN ENCLOSED STRUCTURE AND IT KIND OF SNOWBALLS

[00:40:01]

INTO INCREASING THE SIZE OF THE HOME, WHICH TRIGGERS FIRE SPRINKLERS.

SO IF YOU'RE ADDING ONTO THAT WOULD BE BIG HOME, REALLY? THAT WOULD BE A REALLY BIG HOME SURE.

IN MOST CASES.

YEAH.

YEAH.

YES.

AND WE HAVE 'EM IN LEANDER.

OKAY.

BIG HOMES THAT REQUIRE SPRINKLERS, THIS CASE.

OKAY.

SO THAT, BUT THAT COULD TRIGGER, SO THAT WOULD BE THE ONLY CONCERN FROM THE FIRE DEPARTMENT.

THAT WAS THE, THE MAIN ONE THAT IN THE, THE WIND, UM, IF IT'S NOT ANCHORED PROPERLY BLOWING INTO A NEIGHBOR'S PROPERTY, YOUR HOUSE.

OKAY.

SO I, AND YOU KIND OF ANSWERED THE, THE PICTURES, I WAS GLAD TO SEE THAT I, I'LL PROCESS THIS IN MY HEAD AND, AND I KNOW THAT THIS IS NOT THE EXACT SUBJECT ITEM WE'RE TALKING ABOUT CARPORTS, BUT I'M ALSO LOOKING AT, UM, JUST FOR THE SAKE OF THIS, THIS DISCUSSION, UH, THE PROBLEM THAT WE'RE TRYING TO SOLVE AND LIKE IF IT WAS NOT A CARPORT, WHAT ARE THE OPTIONS? AND YOU, YOU COVERED THAT.

SO I'M, I'M AGAIN GOING BACK TO THE, THE, THE CASE, WE'LL CALL IT THE, THE CASE STUDY , UH, IN, IN A SITUATION LIKE THIS WAS PRESENTED TO US, UM, AN ADD-ON TO THE GARAGE IS AN OPTION.

ABSOLUTELY.

THERE'S ENOUGH STUFF BACK THERE.

SO IT'S JUST THE CARPORT THAT'S THE PROBLEM.

BUT THERE ARE OTHER SOLUTIONS TO SOLVE THAT PROBLEM.

RIGHT.

UM, PART OF THE PART OF THAT WOULD BE ADDING ON AND THEN THE, UM, INSTALLATION OF THE CARPORT JUST BEING UNDER CERTAIN CRITERIA WHICH WERE NOT MET AS PRESENTED.

RIGHT.

OKAY.

OKAY.

THAT HELPS.

THANK YOU.

SO THIS ONE WAS A REALLY, REALLY, UM, HARD ONE FOR US TO EVALUATE, UM, WHEN WE'RE CONSISTENT WITH ALL THE OTHER SURROUNDING CITIES AND THE CURRENT REGULATIONS PEOPLE ARE USING.

SO THAT WAS GONNA BE ONE OF MY QUESTIONS IS WHICH CITIES DO AND DO NOT HAVE AN ORDINANCE? WAS IT LITERALLY ALL OF THEM AROUND US? UM, WELL WE DID ROUND ROCK, GEORGETOWN PFLUGERVILLE, CEDAR PARK, UM, AND THEN WE GOT FRISCO AND THERE WAS ANOTHER DALLAS AREA CITY WE COMPARE TO OFTEN, BUT THEY ALL HAD A VERY, LIKE A 20 FOOT SETBACK FROM THE ROAD CONSISTENTLY.

SOME ALLOWED THE CARPORT IN FRONT OF THE HOME IF IT WAS 20 FEET BACK OR HAD ARCHITECTURAL FEATURES.

OKAY.

OR, AND HAD ARCHITECTURAL FEATURES.

AND WHAT COUNCIL MEMBER PENAL PARKER WAS JUST REFERENCING ABOUT, YOU KNOW, BUILDING ONTO THE GARAGE.

MM-HMM.

DO, DO WE HAVE, I ASSUME WE HAVE REGULATIONS ABOUT SETBACKS FOR THAT TOO, RIGHT? CORRECT.

YEAH, IT'S 18 FEET FROM THE, UM, FRONT PROPERTY LINE.

AND WE'VE ACTUALLY, WE FOUND IT A CASE WHERE, UM, SOMEONE WANTED TO FIT A BOAT IN THEIR GARAGE AND THE HOA WOULDN'T ALLOW IT IN THE FRONT YARD AND THEY ACTUALLY MOVED THE WALL ON THE BACK OF THE GARAGE TO MAKE MORE ROOM FOR THE BOAT.

I JUST THOUGHT THAT WAS INTERESTING.

PROBABLY EXPENSIVE, BUT THEY DID THAT TO KEEP THEIR BASS BOAT.

OKAY.

SO WHEN THIS CAME UP, UM, I WATCHED THE, THE BOARD OF ADJUSTMENT AND APPEALS VIDEO AND THERE WERE UM, A COUPLE OF THINGS THAT STRUCK ME.

UM, ONE WAS THE, THE LIBERTARIAN IN ME FELT LIKE IT'S, IT'S NOT OUR PLACE.

THERE'S HOAS ALL OVER TOWN.

THIS WOULD ONLY APPLY TO LIKE FOUR NEIGHBORHOODS, BUT I COULD GO EITHER WAY ON THAT.

UM, BUT NOW WHEN YOU SAY THAT ABOUT, UM, HOAS, ONE OF THE PROBLEMS YOU HAVE IS IF WE DID REMOVE A REGULATION LIKE THIS, SOMEONE COULD PUT A CARPORT IN A NEIGHBORHOOD WITH AN HOA, THEN THE HOA HAS TO SPEND MONEY ON LEGAL, TAKE PEOPLE TO COURT.

UM, SO IT'S KIND OF HELPFUL TO HOAS TO BE CONSISTENT WITH CITY REGULATIONS.

JUST INTERESTING, SOMETHING WE THOUGHT ABOUT.

UM, BUT THE OTHER THING, UM, THERE WERE TWO OTHER THINGS THAT STRUCK ME ON IT.

AND ONE WAS THAT APPARENTLY IT WOULD HAVE BEEN IN COMPLIANCE FOR, UM, FOR THE APPLICANT TO HAVE CUT DOWN THE TREES ON THE SIDE OF THEIR YARD AND PUT THE, THAT'S WHAT WAS STATED AT AT THE, WHEN I, I MEASURED IT.

UM, WHEN YOU'RE LOOKING AT THE SIDE, UH, LOT LINE VERSUS BUT BY THE HOUSE IT WAS ABOUT EIGHT FEET IN BETWEEN AND YOU HAVE A FIVE FOOT SETBACK, SO, SO YOU CAN CUT THE TREE, IT WOULDN'T, THAT WAS BASED ON AN AERIAL, SO WE DIDN'T GO ON SITES.

OKAY.

AND THEN THE OTHER ONE WAS, THE PROCESS TO BRING IT WAS VERY EXPENSIVE AND I WASN'T SURE.

SURE.

AND I REMEMBER BOA HAD ASKED FOR, UM, SOME INFORMATION ABOUT IF THAT WAS IN LINE WITH, WITH OTHER CITIES AND IT OKAY.

YEAH.

WE EVALUATE THAT, UM, EVERY YEAR WITH OTHER CITIES.

SO WE'RE ALWAYS IN THE MIDDLE EXPENSIVE.

OH MY GOSH.

YEAH.

I MEAN IF UM, IT WAS CHEAPER, WE'D PROBABLY HAVE A LOT OF VARIANCES.

IT WOULD BE A VERY REGULAR OCCURRENCE.

YEAH.

OKAY.

UM, AND I'LL SAY SAY, YOU KNOW, PRIOR TO THIS COMING UP, I DIDN'T EVEN REALIZE WE HAD AN ORDINANCE.

IT MAKES SENSE, BUT I DIDN'T REALIZE THAT WE HAD ONE.

AND SO I WANTED TO MAKE SURE THAT WE BROUGHT IT IN FRONT OF COUNCIL AND SORT OF TOOK EVERYBODY'S PULSE, MADE SURE THAT WE WERE IN LINE WITH WHAT NEIGHBORING CITIES ARE DOING AND UM, AND THAT THIS WAS SOMETHING THAT COUNCIL APPROVED OF OR DIDN'T APPROVE OF.

UM, SO WITH THAT COUNSEL, WE CAN'T DELIBERATE, BUT WE CAN TALK ABOUT OUR THOUGHTS.

IT'S REALLY HARD.

IT IS.

[00:45:01]

YEAH.

DO WE WANT TO BRING THIS BACK AS AN AGENDA ITEM OR ARE WE GOOD WITH WHERE IT'S AT? SO ANOTHER, I THINK WE TALKED ABOUT THIS BEFORE, BUT UM, IF WE WERE TO HAVE SAY A, A VARIANCE IN, IN NEIGHBORHOODS THAT ARE X NUMBER OF YEARS OLD, UM, AND I DON'T KNOW HOW YOU MEASURE THAT, WOULD THAT BE AN OPTION FOR CARPORTS OR WOULD THAT DEFEAT THE WHOLE PURPOSE? BECAUSE WE'RE LOOKING FOR UNIFORMITY REGARDLESS OF THE, THE AGE OF THE, THE SUBDIVISION.

YEAH.

SOMETHING WE'D HAVE TO, UM, TALK TO LEGAL ABOUT AND LOOK INTO.

OKAY.

TO SEE IF LIKE THERE'S A DATE YOU WANTED TO PICK AND WE COULD TRY TO FIGURE OUT HOW MANY NEIGHBORHOODS MM-HMM.

IT AFFECTS.

YEAH.

I GUESS IN OTHER WORDS, LIKE GOING FORWARD, YOU KNOW, WE KNOW WE CAN DO THIS, BUT YOU DON'T GO BACK AND PENALIZE, YOU KNOW, A A HOME THAT'S BEEN THERE FOR TODAY'S STANDARDS GUESS SORT OF LIKE GRANDFATHERING IN THE NEIGHBORHOOD INSTEAD OF JUST THE HOUSES THAT ALREADY HAD ONE.

RIGHT.

YEAH.

I THINK A CONCERN I WOULD HAVE IS, UH, HOW THAT AFFECTS VESTED RIGHTS FOR OTHER ITEMS. CUZ NOW YOU'RE VESTING TO AN ITEM THAT DOESN'T, UM, VEST BY CHAPTER 2 45.

SO DOES THAT OPEN IT UP TO ALL STANDARDS? I DON'T, IT WOULDN'T.

45.

UM, THAT'S THE, THE VESTING, UM, STATUTE.

SO, UM, IT LISTS OUT WHAT PEOPLE CAN AND CANNOT VEST FROM.

SO IF YOU CAME IN AND DEVELOPED, UM, IN 2000 AND GOT A CONCEPT PLAN APPROVED AND IT PROPOSED REMOVING LIKE TREES, YOU VEST FROM CHANGES TO TREE ORDINANCES.

SO IF YOU GOT THAT COMPLETED IN 2000, THEN IN 2001 WE CHANGED THE TREE ORDINANCE.

IT DOESN'T APPLY TO YOU CUZ THAT'S IN THE STATE REGULATIONS IT SAYS YOU CAN VEST TO THAT 2000 DATE.

OKAY.

SO THERE ARE A LIST OF ITEMS THAT ARE EXEMPT YEAH.

INSIDE.

SO AS IT'S APPROVED, LIKE WHEN IT'S APPROVED ANYTHING.

YEAH.

AND THE, BUT A CONCEPT PLAN DOESN'T INCLUDE A TREE SURVEY, SO IT'S JUST KIND OF YOUR FIRST APPLICATION YOU'RE VESTING TO.

OKAY.

UH, CITY MANAGER BEVERLY AND ROBIN'S GONNA CHAST TEST ME FOR SAYING SOMETHING.

WHEN, WHEN THIS CAME UP IN ONE OF OUR STAFF MEETINGS, THE ONE THING I, AND I EVEN POINTED TO A FEW EXAMPLES CLOSER TO THE GULF COAST, YOU KNOW PASADENA, SOME OF THOSE OTHERS, TYPICALLY WHEN YOU WOULD HAVE CARPORTS LIKE THAT IT WOULD BE YOUR POST-WAR OR WAR II HOUSING THROUGH USUALLY SEVENTIES, MAYBE EARLY EIGHTIES.

YEAH.

USUALLY LARGER LOT, OFTEN OPEN DITCH.

IT'S, I MEAN ONE OF MY GRANDFATHERS HAD ONE, OF COURSE THEY WERE ON LIKE TWO LOTS THAT WAS KIND OF, YOU KNOW, YOU EITHER PUT YOUR BOAT UNDER IT OR YOUR PICKUP UNDER IT.

UM, IN AND OF THEMSELVES, YOU KNOW, NOT A BAD THING.

I THINK THE, THE CONCERN WOULD BE IF YOU HAVE THE PROLIFERATION, AGAIN HERE I AM USING BIG WORDS, UM, AND THEN UNINTENDED CONSEQUENCES.

BUT TYPICALLY EVEN IN THAT EXAMPLE WE'RE, THAT'S UP IN, WELL THESE ARE KIND OF NEIGHBORHOODS I THOUGHT MATCHED WHAT YOU WERE TALKING ABOUT CUZ THEY, THIS IS COUNTY GLEN, UM, IT EXISTED BEFORE THE CITY INCORPORATED AND THEY HAVE CARPORTS, IT WORKS CUZ THEIR HOUSES ARE SET BACK SO FAR THEY HAVE BIGGER LOTS AND THAT ACTUALLY MEETS THE, THE ORDINANCE REQUIREMENTS.

SO, SO WHAT I'M MENTIONING IS, I'M NOT SURE IN THIS CASE IF IT IS AS DIRECTLY APPLICABLE, BUT IN AGAIN COUNTY GLEN WOULD BE THE TYPE, KIND OF LIKE THE BASELINE TYPE AND IN SOME OF THE NEIGHBORHOODS WHERE YOU WOULD SEE 'EM BE OLDER THAN THAT.

ONE OF THE REASONS BEING TOO, SOME OF THOSE REALLY OLD POST-WAR HOMES WOULDN'T HAVE A TWO CAR GARAGE.

THEY MIGHT HAVE A SINGLE STALL AND IT'S, YOU KNOW, WOOD FRAMED AND THEN YOU WOULD PUT A, YOU USUALLY HAVE A CHAINLINK FENCE AROUND YOUR YARD ALL THE WAY TO THE FRONT PROPERTY LINE, WHICH YOU ALSO DON'T SEE THAT HERE.

AND THEN YOU'D PARK YOUR CAR UN ONE OF THE CARS UNDERNEATH THE, UH, OR OR TRUCK UNDERNEATH THAT CARPORT.

SO JUST FOR CONTEXT.

UM, BUT AGAIN, THE UNINTENDED CONSEQUENCES, AND AGAIN IF IT, HOW IT WOULD APPLY TO THIS SPECIFIC CASE MAY BE A DIFFERENT ANIMAL.

OKAY.

DID YOU FIND ANY IN COUNTY GLEN THAT WERE, THAT DID NOT, UM, MEET THE CODE AS NOW? I KNOW YOU SAID THOSE DID ACTUALLY MEET THE ORDINANCE.

I DIDN'T, I DIDN'T DRIVE IT.

OKAY.

UM, I WAS LOOKING AT AERIALS AND IT'S HARD TO TELL DRIVEWAYS FROM CARPORTS.

THEY'RE BOTH WHITE.

UM, BUT I DID STREET VIEW A COUPLE STREETS AND THESE ARE WHAT I PULLED.

SO THANK YOU.

AND I'M SURE THERE ARE, AND THEY COULD HAVE BEEN THERE BEFORE THE ORDINANCE WAS ADOPTED.

IT'S AN OLDER AREA.

OKAY.

WHAT DO Y'ALL THINK? ARE YOU ASKING IF WE SHOULD PUT THIS ON A FUTURE AGENDA ITEM TO VOTE ON? IF THERE'S UM, IF THERE'S, IF THERE'S ANY DESIRE FOR THAT FROM ANYBODY OR IF, IF Y'ALL ARE GOOD WITH IT AS IT IS.

WELL IT SEEMS LIKE THERE ARE OPTIONS TO SOLVE THE PROBLEM.

THERE ARE OPTIONS.

I WOULD LIKE TO SOLVE THE PROBLEM, BUT I ALSO

[00:50:01]

DON'T WANT TO MAKE MASSIVE CHANGES.

MM-HMM.

TO THAT COULD IMPACT.

I'M WORRIED, I AM WORRIED ABOUT THAT, UNINTENDED CONSEQUENCES OF THIS CUZ I DON'T THINK THIS IS SOMETHING THAT WE WANT TO HA HAVE GO WILD IN THE CITY MM-HMM.

.

BUT IF THERE WAS ANY WAY FOR US TO FIGURE OUT HOW TO MAKE THIS WORK, IT WOULD BE REALLY NICE.

BUT I'M NOT, BUT I CAN'T SACRIFICE THE REST OF THE CITY FOR IT.

RIGHT? MM-HMM.

AND HIRING OUR THIRD PARTY TO DO A STUDY SEEMS A LITTLE EXCESSIVE.

THAT WAS MY THINKING TOO.

YEAH.

MM-HMM.

, MY ONLY ISSUE WAS I JUST DIDN'T HAVE THE STAFF FOR US TO FIGURE OUT WHAT'S THERE AND WHAT THE BEST PRACTICE IS.

AND WHEN WE LOOKED SURROUNDING COMMUNITIES, WE WERE CONSISTENT.

YEAH.

WELL, AND I GUESS THERE'S, THAT'S REASON WHY EVERYBODY IS DOING IT THIS WAY.

CORRECT.

YEAH.

SO THAT'S, THAT'S VALUABLE INFORMATION, SO THANK YOU FOR THAT.

SO FOR NOW, LEAVE IT AS IT IS.

THAT'S MY THOUGHT BASED ON WHAT WE HAVE THERE, THERE ARE OPTIONS.

YEAH.

AND IT'S NOT A VOTE, SO IT CAN ALWAYS COME UP AGAIN LATER IF ANYBODY THINKS OF SOMETHING.

YEAH.

FAIR ENOUGH.

ALL RIGHT.

THANK YOU.

THANK YOU SO MUCH.

ALL RIGHT.

WITH THAT WE ARE GOING TO ADJOURN THE BRIEFING WORKSHOP AT 6:54 PM PLEASE BE BACK AT SEVEN O'CLOCK FOR THE MEETING.

ANY WRITTEN COMMENTS HAVE BEEN SHARED WITH THE COUNSEL AND WILL BE MADE A PART OF THE OFFICIAL RECORD.

IT'S IMPORTANT TO NOTE THAT PUBLIC COMMENTS IS A TIME FOR YOU TO ADDRESS COUNSEL.

IT IS NOT A TIME FOR OUR BACK

[00:55:01]

AND FORTH DISCUSSION THAT'S CONSIDERED DELIBERATION BY THE STATE OF TEXAS.

SO WITH THAT, I WILL CALL UP KEITH MARSH.

GOOD EVENING MR. MARSH.

PLEASE GIVE YOUR NAME AND ADDRESS.

YOU'LL HAVE THREE MINUTES.

NAME IS KEITH MARSH.

I RESIDE AT 8 25 COYOTE LANE.

AND I WANT TO ADDRESS THE FACT THAT PLANNING DID NOT SURVEY OUR NEIGHBORHOOD.

WE WERE A GOVERNMENT ORGANIZED NEIGHBORHOOD WITH ZERO SETBACKS.

YOU ARE CURRENTLY TEARING UP EVERY ROAD IN OUR NEIGHBORHOOD FOR SEWAGE REPAIRS BECAUSE THE GOVERNMENT DID IT WRONG.

OKAY, MY HOUSE SITS 32 FEET FROM THE EASEMENT.

THERE IS NO WAY I CAN GET A 20 FOOT SETBACK NO MATTER WHAT I DO.

SO I WANT YOU TO CONSIDER THE OLDER HOMES IN YOUR SURVEYS.

NOT SOME RURAL NEIGHBORHOOD THAT'S GOT A 40 FOOT SETBACK.

MY WHOLE LOT IS ONLY 62 FEET WIDE, 63 FEET WIDE.

THE FRONT OF MY HOUSE SITS AT UNDER 30 FEET FROM THE ROAD THAT'S INCLUDING THE PORCH.

OF COURSE, SINCE YOU CONSIDERED PURCHASE COVERAGE, I CONSIDER IT, MY PORCH EXTENDS SIX FEET FROM THE FRONT OF MY HOUSE.

THERE IS NO WAY I CAN EVER COMPLY WITH YOUR ZONING.

THERE'S HOUSES IN MY NEIGHBORHOOD THAT SIT ON THE LOT, LINE WHERE ONE GARAGE STOPS THE NEXT YARD STARTS.

YOUR ZONING SHOULD NOT APPLY TO MY NEIGHBORHOOD.

THE GOVERNMENT DIDN'T TAKE YOUR ZONING LAWS INTO CONSIDERATION.

WHEN THEY PLANNED THAT COMMUNITY, THAT NEIGHBORHOOD.

SO EITHER SHOULD YOU, PERSONAL BELIEF, FEDERAL GOVERNMENT DID IT, YOU ABSORBED IT, IT'S YOUR PROBLEM NOW, INCLUDING FIXING THEIR SEWAGE SYSTEM.

WE HAVE LOTS THAT WATER LINES RUN THROUGH OTHER NEIGHBORS BACKYARDS TO GET TO THEIR HOUSE.

THAT'S NOT COLD.

WHO KNOWS WHAT ELSE RUNS TWO NEIGHBORING YARDS BECAUSE YOU DON'T KNOW.

YOU HAD TO HIRE A COMPANY TO COME OUT AND FIGURE OUT WHAT WAS GOING ON WITH THE SEWAGE SYSTEM AFTER YOU GOT SUED.

OKAY? IT'S BECAUSE THEY USED TWO SEWAGE LINES ON ONE STREET WHERE ONE OF 'EM WAS THE MAIN AND THE OTHER WAS A SUBSIDIARY WHERE THEY PUT CROSSOVERS PERIODICALLY.

THAT'S NOT A WAY TO RUN A SEWAGE SYSTEM.

THE SEWAGE SHOULD GO DOWN THE CENTER OF THE STREET, AND EACH HOUSE SHOULD FEED TO THAT SEWER LINE.

I'M SORRY, BUT YOU GUYS NEED TO GET BACK INTO REALITY.

THANK YOU.

THANK YOU, MR. MARSH.

I DO NOT HAVE ANYBODY ELSE SIGNED UP TO SPEAK.

WAS THERE ANYBODY WHO WISHED TO SPEAK TONIGHT? ALL RIGHT, ITEM

[8. Leander History]

NUMBER EIGHT, LEANDER HISTORY WITH HISTORIC PRESERVATION.

COMMISSIONER KAT HOWELL.

GOOD EVENING, MS. HOWELL.

GOOD EVENING, COUNSEL AND MAYOR.

UM, THIS EVENING I'M GONNA TALK ABOUT, UH, CEMETERIES, THE ONE OF MY FAVORITE SUBJECTS, UH, PARTLY BECAUSE, UM, WE HAD REESE ACROSS AMERICA DAY ON DECEMBER 17TH, AND IT WAS A TERRIFIC DAY.

AND WE ACTUALLY HAD, UM, SOME VOLUNTEERS FROM DELL COME AND CLEAN UP BAGHDAD CEMETERY, SO THAT'S TAKEN CARE OF.

SO I'M A VERY HAPPY CAMPER WITH THAT.

UH, WE ALSO HAVE HAD CEMETERIES IN THE NEWS LATELY THAT, UM, IN AUSTIN, THE, THEIR PARKS AND REC DEPARTMENT HAS KIND OF DROPPED THE BALL ON SOME OF THE CITY CEMETERIES AND, UM, THE CITIZENS IN AUSTIN ARE STARTING TO COMPLAIN.

SO THEY'RE IN THE NEWS ABOUT THAT.

WE ARE LUCKY HERE, HOWEVER, THAT ALL OF OUR CEMETERIES ARE PRIVATE AND, UM, I'M HERE TO TALK ABOUT 'EM.

OUR FIRST CEMETERY HERE IN WAS DAVIS CEMETERY, AND IT WAS CREATED IN 1839 WHEN THE WEBSTER MASSACRE OCCURRED, AND THEY'RE BURIED RIGHT DOWN THE ROAD.

I'VE TALKED ABOUT THE WEBSTER MASSACRE BEFORE.

IT IS ONE OF THE OLDEST CEMETERIES IN THE STATE, UH, BAGHDAD CEMETERY, AND THAT IS COLONEL CC MASON'S, UM, GRAVE THERE.

IT'S THE ONE THAT IS IN THE TEXAS CHAINSAW MASSACRE.

UH, IT WAS STARTED IN 1857, AND AGAIN, IT IS A, A, UH, OLD CEMETERY FOR THE STATE OF TEXAS.

WE HAVE TWO OTHER CEMETERIES, THE UPCHURCH CEMETERY AND THE WELLS CEMETERY.

UM, THE WELLS CEMETERY IN PARTICULAR IS VERY IMPORTANT TO ME.

THAT'S WHERE MY THIRD GREAT-GRANDFATHER IS

[01:00:01]

BURIED, AND THEY ARE JUST ON THE OTHER SIDE OF, UM, THE SAN GABRIEL RIVER, SOUTH SAN GABRIEL RIVER.

THEY'RE ON PRIVATE PROPERTY, UM, WHICH IS BEING DEVELOPED RIGHT NOW.

AND I HAVE BEEN ASSURED THAT THEY ARE BEING TAKEN CARE OF AND BEING WATCHED AFTER AND ALL CARDED OFF.

I REALLY HOPE SO, BECAUSE RIGHT ACROSS 2 67 IS THE FISH CASHIN, WHICH IS IN LIBERTY HILL.

NOW, THAT DEVELOPER TOOK A BULLDOZER THROUGH THERE AND RAKED ABOUT HALF OF THE HALF OF THE STONES, WHICH MY COUSIN IS NOT VERY HAPPY ABOUT.

UM, WE ALSO HAVE THE MILLER CEMETERY AND THE MILLER TWO CEMETERY.

UM, THE MILLER CEMETERY IS, THE REASON WHY WE HAVE TWO CEMETERIES IS THE MILLER CEMETERY IS COMPLETELY FULL, ALTHOUGH ONLY ABOUT A QUARTER OF THE GRAVES ARE MARKED.

UM, IT'S IN THE JINX BRANCH AREA, AND UNFORTUNATELY, THE PERSON'S THERE, UH, JUST THEY, THEY COULDN'T AFFORD, UH, PERMANENT STONES.

SO THEY USED FIELD STONES, WOODEN CROSSES A LOT OF FLOWER POTS, AND THEY KEPT TRACK OF 'EM.

THE, UM, THEY WOULD GO FROM ONE GENERATION TO THE NEXT GENERATION OF WHO WAS BURIED, WHERE IT WAS AN ORAL HISTORY.

THAT'S HOW MOST OF THE OLDER CEMETERIES ARE.

SO WE ALSO HAVE THE MILLER TWO CEMETERY, WHICH IS ALONG BAGHDAD ROAD, UM, OVER ON, IF YOU'RE HEADED TOWARDS LIBERTY HILL, IT'S ON THE LEFT HAND SIDE, AND IT IS A NEWER CEMETERY AND IT'S, IT'S, UH, WELL MAINTAINED AND LOOKED AFTER.

AND THE PICTURE HERE THAT I HAVE OF THIS GENTLEMAN, UH, FREDERICK D MCCLAIN, HE WAS A PRIVATE IN THE EIGHT 15TH PIONEER INFANTRY.

THIS INFANTRY WAS DURING WORLD WAR I, AND THAT PARTICULAR GROUP OF MEN IS ONE OF THREE GROUP OF MEN, UH, BLACK MEN THAT SERVED IN WORLD WAR I THAT GOT COMBAT TRAINING IN WORLD WAR I AND WORLD WAR II.

UNFORTUNATELY, OUR MILL MILITARY WAS STILL SEGREGATED AT THAT TIME, AND BLACK MEN WERE NOT ALLOWED TO GET COMBAT TRAINING, UH, DURING WORLD WAR I.

HOWEVER, THREE UNITS DID RECEIVE COMBAT TRAINING, AND THE EIGHT 15 WAS ONE OF 'EM.

VERY, VERY SPECIAL.

THEN WE HAVE TWO HUDDLESTON CEMETERIES.

WE HAVE ONE HUDDLESTON CEMETERY, THE SMALLER ONE, THOMAS HUDDLESTON.

I'VE SHOWED Y'ALL A PICTURE OF HIS TOMBSTONE BEFORE THOMAS HUDDLESTON WAS OUR FIRST, UH, POSTMASTER, AND HE'S THE ONE THAT CAME UP WITH THE NAME OF BAGHDAD.

HE NAMED OUR AREA.

AND, UH, HIS CEMETERY IS THE SMALLER, WHERE HE'S BURIED IS SMALLER.

THERE'S ONLY EIGHT GRAVES THERE.

THE OTHER HUDDLESTON CEMETERY, IT'S RIGHT ACROSS THE COUNTY LINE.

AND, UM, IT'S A MUCH LARGER CEMETERY.

THERE'S ABOUT 80 GRAVES THERE.

AND AGAIN, UM, ONLY ABOUT HALF OF THOSE GRAVES ARE MARKED.

UH, AND THAT CEMETERY, UH, BELONGS TO A DISTANT COUSIN, AND THEY, IT'S VERY WELL MAINTAINED.

THE SMALLER ONE ON THE WILLIAMSON COUNTY SIDE, IT, IT DOESN'T HAVE ANY, AN, UH, ANY ANCESTOR OR ANY, UM, DESCENDANTS LEFT THAT TAKE CARE OF IT.

SO IT'S THE HOMEOWNER OR THE LANDOWNER THERE.

UM, THEY, THEY DO KEEP THE CATTLE OUT, BUT THAT'S ABOUT ALL.

THEN WE HAVE CEMETERIES IN OUR E T J AND THEY'RE LISTED HERE.

THE ROUND MOUNTAIN CEMETERY HAS RECENTLY GOTTEN, UM, MORE INTEREST.

TRAVIS COUNTY, UH, ROUND MOUNTAIN NAMELESS, UH, AVERY BRIGGS, BRIGGS ROGERS AND EVANS CEMETERIES ARE ALL IN TRAVIS COUNTY.

WHIT IS IN WILLIAMSON COUNTY.

THE TRAVIS COUNTY COMMISSIONERS, THEY HAVE A NEW PROJECT WHERE THEY WANT TO DO A REGIONAL PROJECT WITH WILLIAMSON COUNTY, TRAVIS COUNTY, AND BASTROP COUNTY TO KEEP TRACK OF ALL THE ORIGINAL SETTLEMENTS.

THEY'RE, THEY'RE DOING A MAP WITH ALL THE ORIGINAL CEMETERIES, THE ORIGINAL SCHOOLS, AND THE ORIGINAL CHURCHES.

AND SO, UM, TRAVIS COUNTY IS GOING TO START SURVEYING ALL OF THOSE CEMETERIES THAT ARE IN OUR E T J.

AND THEN WE HAVE NEW HOPE CEMETERY.

NEW HOPE IS DOWN AT, UM, THE INTERSECTION OF NEW HOPE AND 180 3 NEW HOPE CEMETERY WAS LONG CONSIDERED PART OF LEANDER.

THE ORIGINAL GRAVE THAT WAS THERE WAS IN 1872.

YOU'RE OKAY, SORRY.

OKAY, IT THE, IN 1872, THE NEW HOPE CHURCH WAS IN BAGHDAD, AND THEN THEY MOVED A FEW YEARS LATER TO WHERE THE CEMETERY WAS.

IT WAS A, UM, A, A MEMBER OF THE CONGREGATION.

IT WAS HIS LAND AND HE DONATED THERE.

SO THE CEMETERY WAS FIRST,

[01:05:01]

AND THEN THE CHURCH MOVED FROM BAGHDAD TO WHERE THE CEMETERY AND WHERE THE CHURCH ARE NOW.

SO THANK YOU VERY MUCH.

I HOPE Y'ALL HAVE A GOOD EVENING AND I WILL TALK WITH Y'ALL LATER.

THANK YOU SO MUCH MS. HALL, IT WAS FANTASTIC.

ALL RIGHT,

[9. Staff Reports Public Works update]

WE'RE GONNA MOVE ON TO OUR CONSENT AGENDA.

OH, NO.

ITEM NINE, STAFF UPDATE, PUBLIC WORKS, UPDATE WITH PUBLIC WORKS DIRECTOR ELLISON ALMOST GOT OFF THE HOOK.

I'M SORRY, .

.

ALL RIGHT.

UM, THIS UPDATE IS OUR WATER USE FOR KIND OF THAT LAST END OF 2022, THE FOURTH QUARTER.

SO I'LL, UM, KIND OF REVIEW HOW THE LAKES ARE DOING, WHAT OUR DAILY USAGE LOOK LIKE TOWARDS THE END OF THE YEAR, CONNECTION, GROWTH, AND THEN SOME OF OUR CONSERVATION ACTIVITIES.

SO, UH, WE DID HAVE PRETTY, PRETTY REGULAR RAIN, UM, OCTOBER THROUGH KIND OF THE END OF DECEMBER, UM, ABOUT SEVEN AND A HALF INCHES.

IT'S KIND OF EVERY WEEK WE GET A LITTLE, LITTLE SPRINKLE, NOTHING BIG, BUT, UM, IT WAS ENOUGH TO TAKE US OUT OF THAT, UH, SEVERE STR DROP STAGE.

SO IF YOU LOOK REAL CLOSE, WILLIAMSON, TRAVIS COUNTY RIGHT THERE.

SO YOU CAN SEE KIND OF OUR PORTION OF IT WAS IN THAT DARK RED.

UM, YOU KNOW, WE'VE MOVED OUT OF THAT NOW, BUT ABOUT ACTUALLY MORE THAN HALF THE STATE IS STILL IN, UH, SEVERE OR OR WORSE DROUGHTS.

SO WE'RE, YOU KNOW, GETTING BETTER, BUT REALLY NOT, NOT CLOSE TO GETTING OUT OF IT YET.

UH, THE LAKES HAVE REMAINED EXACTLY THE SAME THE LAST THREE MONTHS, UH, 53%, WHICH IS PRETTY TYPICAL FOR WINTERTIME.

THERE'S, YOU KNOW, NO HEAT, NOT A LOT OF RAIN EITHER.

SO, UM, THEY'VE, THEY'VE KIND OF STAYED STEADY AT THAT 53% MARK.

UM, OUR WATER USAGE, I SHOWED THIS GRAPH, UM, DISTINGUISHING THE TWO PLANTS.

UM, SANDY CREEK PLANT SHOWN IN BLUE.

UM, B C R U A PLANT SHOWN IN GREEN, UH, ABOUT 60 40 SPLIT STILL WITH 60% OF OUR WATER PRODUCED BY B C R U A, UH, AND 40% WAS SANDY CREEK.

SO, UM, YOU CAN SEE THE TEMPERATURE HERE IN RED AND IT VARIED QUITE A BIT.

AND NORMALLY WHEN WE SEE THESE BIG JUMPS LIKE THIS IN THE SUMMERTIME, WE SEE A LOT OF CHANGE IN OUR WATER USAGE, BUT YOU DON'T REALLY SEE THAT IN THE WINTERTIME CUZ YOU KNOW, IT'S GENERALLY PRETTY COOL.

SO OUR OCTOBER AVERAGE WAS ABOUT 10 MILLION GALLONS AND THEN AS YOU WOULD EXPECT, IT GOT A LITTLE LESS IN NOVEMBER AND THEN A LITTLE LESS IN DECEMBER.

SO, SO PRETTY TYPICAL, UM, FOR US.

THEN AS A SUMMARY FOR THE YEAR OF 2022, SANDY CREEK PRODUCED 1.6 BILLION GALLONS OF WATER.

UH, V C R U A WAS AT 2.4, UM, PER A TOTAL OF 4 BILLION GALLONS.

UM, IT'S ABOUT 12,000 ACRE FEET SHOWN DOWN HERE, SO IT'S 4 BILLION.

UH, WE WERE AT ABOUT 3.1 LAST YEAR.

UM, YOU REMEMBER 2020 WAS PRETTY, PRETTY HOT AND DRY.

UH, WE WERE AT ALMOST 3.5.

UH, WE SAW OUR PEAK DAY AT ABOUT 20 AND A HALF AND WE AVERAGED ABOUT 11 MILLION GALLONS FOR THE YEAR.

A MILLION GALLONS A DAY, SORRY.

UH, OUR CONNECTION GROWTH TO ROUND OUT THE YEAR, UM, WHERE WE WERE, YOU KNOW, PREVIOUSLY 10.1 15% GROWTH, 13% GROWTH.

UM, WE SNUCK IN JUST UNDER THAT, THAT DOUBLE DIGIT GROWTH THIS YEAR.

SO, UH, FROM THE END OF THE YEAR, END OF 2021 TO END OF 2022 IS ABOUT 9.7%.

GROWTH IS ABOUT 2,500 CONNECTIONS.

UH, WE'VE BEEN BUSY WITH THE CONSERVATION EVEN THOUGH IT IS WINTERTIME.

UM, WE STARTED OUR IRRIGATION ASSESSMENT, UM, PILOT PROGRAM.

SO WE WERE HOPING FOR A HUNDRED, UH, SIGNUPS AND WE ACTUALLY ENDED UP WITH 165, UM, AS OF THIS WEEK.

SO I HAD A REALLY GOOD, UM, RECEIVED REALLY WELL FROM THE PUBLIC.

UH, WE'VE COMPLETED, NOT WE, BUT THE THIRD PARTY ASSESSOR HAS COMPLETED ABOUT 40, UM, ASSESSMENTS TO THIS POINT.

IT KIND OF CHECKS NOT KIND OF, IT DOES CHECK THE TIMING, THE EFFICIENCY OF, UM, THE CITIZENS WATER SYSTEM, OUR, UM, IRRIGATION SYSTEM, CHECKS FOR BROKEN HEADS, THAT KIND OF THING.

AND THEN PROVIDE SOME RECOMMENDATIONS ON WHAT THEIR TIMING SHOULD BE, HOW MANY OFTENTIMES THEY SHOULD WATER PER WEEK, NOT WATER PER WEEK CUZ WE'RE ON ONCE A WEEK WATERING, BUT, UM, HOW LONG THEY SHOULD WATER AND THEN, UM, KIND OF DIFFERENT TIMES OF YEAR.

SO, YOU KNOW, OBVIOUSLY WINTERTIME IS DIFFERENT.

AND THEN KIND OF GOING INTO SPRING.

SO HE HAS A MONTH BY MONTH HOW YOU SHOULD ADJUST YOUR SYSTEM AND THEN THEY GIVE YOU AN OLD VERSUS A NEW.

SO YOU'RE, YOU KNOW, THE WAY YOU HAD IT RUNNING PREVIOUSLY USES THIS MANY GALLONS.

YOUR NEW NEW SETTINGS WOULD USE, YOU KNOW, LESS GALLONS.

UM, WE'VE STARTED OUR WATER SENSE PROGRAM OUTREACH.

THEY HAVE A THEME, UM, AND KIND OF A TIPS AND TRICKS FOR EVERY MONTH.

UM, AND A CHECKLIST TO BRING THAT AWARENESS TO WATER AND WATER CONSERVATION.

SO JANUARY WAS RINGING THE NEW YEAR WITH SAVINGS, KIND OF A PLEDGE TO SAVE WATER, ENERGY, MONEY, UM, THAT KIND OF THING.

UH, FEBRUARY IS BY FAR THE FUNNIEST AND MY FAVORITE IS OWED TO THE COMMODE .

[01:10:01]

IT IS, UH, IF YOU'RE LOOKING TO REPLACE AND, AND GIVES YOU KIND OF THE, THE WATER SAVINGS YOU HAD, BUT IF YOU'RE LOOKING TO REPLACE WATER FAUCETS, TOILETS, THAT KIND OF THING, TO LOOK FOR THAT WATER CENTS PRODUCT, UH, STAMP AND TELLS YOU, YOU KNOW, HOW MANY GALLONS YOU CAN SAVE PER YEAR.

UM, AND THEN MARCH IS FIX A LEAK WEEK.

SO IT GIVES YOU SOME TIPS ON HOW TO CHECK YOUR HOUSE IN 10 MINUTES, HOW YOU CAN FIND, YOU KNOW, IF YOU HAVE A LEAK, LEAKY FLAP ON YOUR TOILET, THAT KIND OF THING.

AND THEN OUR RAIN BARREL SILL IS LOOKING, I'M GONNA CLICK ON THIS REAL QUICK.

IT'S GOING, SO IT'S LOOKING LIKE IT WILL BE MARCH 25TH.

IT'S NOT FOR SURE SET IN STONE YET.

WE'RE STILL, UM, TRYING TO IRON OUT TIMES AND EVERYTHING, BUT THEY'VE BEEN WORKING ON A, UH, WEBPAGE FOR US.

AND, UM, THEY WILL GET THAT KIND OF FINALIZED IN THE COMING WEEKS.

UM, THEY'RE GONNA GIVE US A COUPLE BARRELS TO DISPLAY, UM, AROUND KIND OF PROMINENT PLACES WHERE WE CAN GET PEOPLE TO SIGN UP, UH, AND PEOPLE CAN TAKE A LOOK AT THEM.

LET'S SEE, , UM, THE LAST THING I HAD WAS SOME OF THE COLLABORATIONS THAT THAT BILL'S BEEN WORKING ON.

UH, WE HAVE A, UH, COLLECTION IN THE LIBRARY NOW, LITTLE DISPLAY THAT WE'VE, UH, PURCHASED NUMEROUS TITLES ON WATER AND WATER CONSERVATION.

SO THAT'S, THAT'S UM, ON DISPLAY NOW.

UH, HE'S WORKING WITH THE PARKS DEPARTMENT ON A DROP TOLERANT GARDEN DISPLAY AT ONE OF THE PARKS.

AND THEN HE'S GOING TO BE WORKING WITH L C R A ON A COLLABORATION.

UM, THEY WANNA DO AN IRRIGATION EDUCATION EVENT HERE IN THE SPRING.

AND THEN WE HAD THE AGRILIFE EVENT, I THINK IT WAS THE END OF NOVEMBER, UM, THAT WAS PRETTY POPULAR.

SO WE'RE GONNA LOOK AT, UM, DOING ANOTHER ONE OF THOSE.

SO, AND THAT IS ALL I HAVE.

IF I, ANY QUESTION, I HAVE A QUESTION FOR YOU.

YES, MA'AM.

I KNOW WHEN WE TALKED LAST MONTH MM-HMM.

, UM, ABOUT COMPARISONS OF WATER USAGE MM-HMM.

FOR MONTH TO MONTH, UM, WERE Y'ALL ABLE TO GET THAT INFORMATION? SO WHAT USES, WHAT, WHAT USAGE WAS IN DECEMBER OF 21 COMPARED TO DECEMBER OF 22? SO WE'RE ACTUALLY COMPARING AND IT MAY BE UP THERE, IT'S HARD FOR ME TO READ IT.

NO.

SO I JUST, I, THIS GRAPH IS JUST, UM, THE CURRENT USAGE.

UM, BUT IN YOUR MONTHLY REPORT IT'LL HAVE THE USAGE FROM 2021 IN THERE FOR DECEMBER MM-HMM.

AS WELL.

UM, BUT I KNOW WE'RE WORKING ON A LOT OF INFORMATION OKAY.

UM, FOR THE RETREAT AS WELL ON USAGE AND COMPARISON BECAUSE 2020 WAS ALSO A REALLY HOT SUMMER MM-HMM.

AND 2021 WAS AS WELL.

SO LOOKING AT THAT GALLONS PER CAPITA PER DAY IS, IS KIND OF THE BEST, UM OKAY.

WAY TO TAKE THAT TO THE, SO WE'LL SEE SOMETHING LIKE THAT AT THE RETREAT.

YES MA'AM.

AWESOME.

THANK YOU.

DID YOU HAVE SOMETHING, OH, I'M JUST SITTING HERE CALCULATING IN MY HEAD WONDERING HOW MANY GALLONS THE RAIN BARRELS HOLD AND HOW MANY BARRELS IT WOULD TAKE TO REALLY MAKE A DIFFERENCE IN OUR 400 MILLION GALLONS A DAY WE RIGHT? EVERY DROP MAKES A DIFFERENCE.

WELL, WELL, YES.

AND I MEAN, I, FROM A PERSONAL PERSPECTIVE, I LOOK AT IT, WHAT, WHAT WOULD IT REALLY BE WORTH IT AND CUZ IT WOULD BE TO OTHERS, BUT AGAIN, I'M DOING THE CALCULATIONS.

SURE.

YEAH.

IT'S NOT, YOU KNOW, THEY'RE ONLY 50 GALLON 50.

OKAY.

BUCKET OR THE BARRELS ARE 50 GALLONS.

OKAY.

UM, THE ONES IN THE PICTURE.

SO IF YOU HAD TWO OR THREE ON A HOUSE, CORRECT.

BUT I THINK IT ALSO BRINGS AWARENESS TO HOW MUCH YOUR MM-HMM.

LAWN USES YOUR PLANTS USE, HOW MUCH WHEN YOUR SPRINKLERS RUN, THAT KIND OF THING.

MM-HMM.

.

SO I THINK THAT HELPS.

COUNSEL ANYTHING ELSE? THANK YOU SO MUCH MS. EON.

GREAT UPDATE YOU.

ALL RIGHT NOW FOR

[ CONSENT AGENDA: ACTION]

REALSIES, WE'RE MOVING ON TO THE CONSENT AGENDA.

COUNSEL, YOU'LL BE CONSIDERING CONSENT.

AGENDA ITEMS 10 THROUGH 17, MOTION TO APPROVE, SECOND MOTION.

AND A SECOND.

IS THERE ANY DISCUSSION? ALL THOSE IN FAVOR PASSES UNANIMOUSLY

[18. Discuss and consider action regarding Ordinance Case OR-21-0005 to amend City Code of Ordinances Chapter 13 Utilities to add provisions for development phasing; and to provide for related matters; Williamson & Travis Counties, Texas.]

MOVING INTO OUR REGULAR AGENDA.

ITEM 18, DISCUSS AND CONSIDER ACTION ON TRUE REMOVAL CASE T R P 22 7 REGARDING REMOVAL OF SIGNIFICANT AND HERITAGE TREES ASSOCIATED WITH THE ES ELECTRIC COOPERATIVE HERO WAY SUBSTATION SITE DEVELOPMENT PROJECT LOCATED AT 13 15 1 HIWAY WEST LEANDER, WILLIAMSON COUNTY, TEXAS EXECUTIVE DIRECTOR OF DEVELOPMENT SERVICES.

GRIFFIN, WELCOME BACK.

GOOD EVENING.

UM, THIS IS A TREE REMOVAL PERMIT REQUEST FOR THE P E C SUBSTATION ON HIWAY.

UM, THE CITY COUNCIL DID APPROVE A ZONING REQUEST FOR THIS PROPERTY.

I THINK IT'S BEEN AT LEAST A YEAR AGO.

UM, AS PART OF THAT REQUEST, UH, WE ESTABLISHED A NON DISTURBANCE ZONE AT THE REAR OF THE PROPERTY TO OFFER A BUFFER BETWEEN THE RESIDENTIAL AND THE SUB AND THE SUBDIVISION, I MEAN, AND THE SUBSTATION.

UM, WHEN THEY GO TO DEVELOP THEIR PROPERTY, THEY'RE GONNA PRESERVE ALL OF THOSE TREES, BUT THEN IT REQUIRES US TO REMOVE SOME TREES TO CONSTRUCT THE

[01:15:01]

SUBSTATION.

UM, ON THE EXHIBIT, THE TREES THAT ARE IN RED ARE THE HERITAGE TREES.

SO THEY'RE PROPOSING TO TAKE OUT, UM, FOUR OF THE TREES AND THEN THEY'RE SAVING ALL OF THE TREES IN THE BACK.

UM, THIS REQUEST WAS REVIEWED BY THE PLANNING AND ZONING COMMISSION AND WHILE THEY WERE SAD TO SEE THOSE TREES GO, UM, THEY DID RECOMMEND APPROVAL OF THE REQUEST.

I'M AVAILABLE FOR ANY QUESTIONS.

UM, AND THE APPLICANTS ALSO HERE IF YOU HAVE ANY QUESTIONS.

THANK YOU.

THANK YOU SO MUCH.

COUNSEL.

QUESTIONS MOTIONS.

ANYBODY MOTION TO APPROVE SECOND MOTION.

AND SECOND, IS THERE ANY DISCUSSION? ALL THOSE IN FAVOR PASSES UNANIMOUSLY.

[19. Discuss and consider action on Tree Removal Case TRP-22-0007 regarding removal of Significant and Heritage Trees associated with the Pedernales Electric Cooperative Hero Way Substation Site Development Project located at 13151 Hero Way West, Leander, Williamson County, Texas.]

ITEM 19, DISCUSS AND CONSIDER ACTION REGARDING ORDINANCE CASE OR 21 0 0 5 TO AMEND CITY CODE OF ORDINANCES.

CHAPTER 13, UTILITIES TO ADD PROVISIONS FOR DEVELOPMENT PHASING AND TO PROVIDE FOR RELATED MATTERS.

WILLIAMSON AND TRAVIS COUNTY, TEXAS, EXECUTIVE DIRECTOR OF DEVELOPMENT SERVICES.

GRIFFIN, WELCOME BACK.

GOOD EVENING.

SO, UM, THIS ITEM IS, UH, COVERING THE PHASING ORDINANCE THAT WE ADOPTED LAST YEAR IN JANUARY.

THIS WAS THE ORDINANCE WHERE WE SET UP PHASING FOR RESIDENTIAL PROJECTS.

UM, SO IT BROKE IT UP TO WHERE YOU COULDN'T HAVE CONCURRENT PHASES.

UM, AND PART OF THAT ORDINANCE SAID THAT WE WERE GONNA REVISIT IT ANNUALLY.

SO THIS IS OUR ANNUAL, UM, REVISIT.

UH, I DID PULL OUT THE TWO CONCEPT PLANS THAT HAVE BEEN APPROVED THAT INCLUDE PHASING.

UM, SO FAR WE'RE HAVING SUCCESS WITH THE ORDINANCE AND STAFF DID NOT FEEL LIKE THERE WERE ANY CHANGES THAT WERE NEEDED TODAY.

UM, AND IF THE COUNCIL DOES WANT TO SEE CHANGES, WE CAN MAKE CHANGES AND BRING IT BACK FOR ANOTHER AGENDA ITEM TO REVIEW.

AND I'M AVAILABLE IF YOU HAVE ANY QUESTIONS.

FIRST OF ALL, I CAN'T BELIEVE IT'S BEEN A YEAR.

IT'S WEIRD, RIGHT? MM-HMM.

.

YEAH.

YEAH.

UM, BUT HAVE WE, HAVE WE HAD ANY, HOW DO I SAY IT, REASONABLE PUSHBACK ON THIS.

I HAVE, UM, I HAVE ONE, UM, CASE, THE, I DON'T KNOW IF YOU'LL EVER CALL THE SULLIVAN TRACKED OFF OF BAGHDAD.

MM-HMM.

, UM, THEY WERE RESISTANT TO DOING THE PHASING BECAUSE IT'S LARGE LOT DEVELOPMENT.

AND SO THEY'RE, WHAT, WHAT Y'ALL ARE ACTUALLY GONNA SEE THIS, THEY'RE PROPOSING A DEVELOPMENT AGREEMENT THAT WILL DELAY CONSTRUCTION UNTIL AFTER, UM, THE FIVE YEAR PERIOD FOR THE INFRASTRUCTURE TO BE IN PLACE.

SO IT'S KIND OF LIKE, SO IT WOULDN'T AFFECT THEM.

RIGHT.

OKAY.

SO IN ORDER TO AVOID DOING THE PHASING, THEY SAID THAT'S THEIR TIMELINE ANYWAY.

SO THAT'S PROBABLY THE MOST, UM, DEVELOPERS DON'T WANT TO DO IT, BUT WE ARE ABLE TO COME TO A COMPROMISE AND PHASE THEIR PROJECTS.

OKAY.

AND AS FAR AS THE HBA, UH, HAVE THEY, ARE THEY UNDERSTANDING AND COOPERATIVE AND THEY, THEY'VE BEEN WORKING WITH US.

I, I HAVE NOT TALKED TO THEM ABOUT THIS UPDATE, LIKE REMINDING Y'ALL THAT WE NEED TO TALK ABOUT IT AGAIN.

RIGHT.

BUT WE HAVEN'T HAD PUSHBACK.

I JUST THINK THEY WOULD HAVE GOOD INPUT FOR US TO, TO HELP CUZ IT'S A PARTNERSHIP SURE.

AND WE'RE TRYING TO SOLVE AGREED.

SOLVE IT FOR EVERYONE.

SO I'M JUST CURIOUS WHAT KIND OF INTERACTION IT'S BEEN.

RIGHT? WE HAVEN'T SPOKEN ABOUT THIS RECENTLY, SO, OKAY.

THANK YOU.

MOTION TO APPROVE.

I WILL MOTION TO CONTINUE AND REVIEW AGAIN IN A YEAR AND IF WE DO SEE ISSUES, WE CAN ALWAYS BRING IT BACK SOONER, SO WE'RE OPEN TO THAT TOO.

YEAH.

ANY SUGGESTIONS THAT YOU HAVE THAT NEED TO BE ADJUSTED NOW? UM, RIGHT NOW IT HAS ENOUGH, UM, LEEWAY WHERE WE CAN WORK WITH THE DEVELOPER.

IT'S NOT SUPER STRICT MM-HMM.

.

SO IT'S, IT'S HELPING.

OKAY.

I'LL SECOND.

OKAY.

MOTION A SECOND.

IS THERE ANY DISCUSSION? ALL THOSE IN FAVOR PASS UNANIMOUSLY.

THANK YOU.

SO HUGE SHOUT OUT ALSO TO ALL OF OUR COMMITTEE MEMBERS.

YOU GUYS ARE AWESOME AND WE APPRECIATE YOU AND ALL THAT YOU DO AND YOUR LOVE FOR THE CITY.
