I, UM, AM UM, HAPPY TO INTRODUCE A COUPLE OF REPORTS, UH, TO UPDATE YOU ON SOME ITEMS THAT WE HAVE, UH, PREVIOUSLY DISCUSSED.

UM, FOR THE, UM, STAFF REPORT ON THE 36TH INCH UNDERWATER PIPELINE, I WANT TO INTRODUCE JASON CHRISTENSEN FROM WALKER PARTNERS.

HE'S A PROFESSIONAL ENGINEER AND, UM, HE'S THE PROJECT MANAGER OF A LOT OF THESE PROJECTS.

HE'S THE, THE ENGINEER STANDING BEHIND, UM, AARON ARCHER FOR ALMOST EVERYTHING THAT THAT WE DO HERE.

AND HE'S BEEN WITH US FOR A LONG TIME.

HE DES, HE, UM, DESIGNED, UH, PHASE ONE C.

UM, HE'S BEEN INVOLVED IN A LOT OF THESE OTHER PROJECTS AND HE, HE'S GONNA BE MOVING FORWARD AGAIN ON THE PHASE ONE D WATER TREATMENT PLAN EXPANSION.

UM, SO I WILL CALL HIM UP IF WE HAVE ANY QUESTIONS ON THIS ITEM.

UM, THIS ITEM IS, UM, WHAT I HAD PROMISED YOU IS TO UPDATE YOU ON THE FINAL COST OF THE 36 INCH UNDERWATER PIPELINE REPAIR.

UM, THE ORIGINAL, UM, CONTRACT THAT, UM, WE ENTERED INTO WITH FAIL CONSTRUCTION WAS ABOUT 1.6 MILLION.

UM, THEN ULTIMATELY THERE WERE SOME, UH, CHANGES MADE, UM, SOME THINGS THEY RAN INTO DURING THE, UH, DURING CONSTRUCTION AND THAT ADDED, UM, $879,000.

UM, I WANNA BREAK THOSE DOWN FOR YOU AND ANSWER ANY QUESTIONS YOU MIGHT HAVE.

UM, THE FIRST COMPONENT, UH, WAS $385,000, AND THAT WAS FOUR DAYS MORE OF DIVE TIME.

UM, UNDERSTANDING THAT, UM, THE, UM, OBVIOUSLY THE DIVERS TIME WAS, UM, VERY COSTLY.

UM, BUT, UM, HOPEFULLY YOU SAW SOME PICTURES OF WHAT THEIR RIG LOOKED LIKE AND, UM, OF COURSE THEY HAD, UM, TO HAVE A LOT OF DIVERS TO BE ABLE TO WORK DOWN AT THAT LEVEL, UM, IN THE DARK AND BE ABLE TO DO THEIR, UH, DECOMPRESSION.

UM, SO JUST TO BREAK IT DOWN, THE, WE, UM, DURING THE FIRST PIPELINE BREAK, WE HAD A, UM, UH, WHAT WAS CALLED A DOUBLE VALVE, UM, INSTALLED TO, UM, HELP FACILITATE THE, THE, THE REPAIR.

AND WE HAD TO USE ONE THAT WE COULD GET QUICKLY.

AND THEN DURING THE, UH, CONSTRUCTION, THE, UM, UH, THE FINAL REPAIR,

THE DIVERS HAD GONE DOWN AND SAID THEY REALLY FELT LIKE WE NEEDED A MORE APPROPRIATE DOUBLE BALL.

THAT WAS ONE WE HAD ORDERED IN THE INTERIM.

UM, SO, UM, OUR ENGINEERS A AGREED AND RECOMMENDED THAT WE GO AHEAD AND REPLACE THE OLD DOUBLE VALVE AND PUT THE NEW ONE IN, AND THAT WOULD HELP ELIMINATE PIPE MOVEMENT AND, UM, AND LOADS THAT WERE, UM, BEING SEEN BY THAT PIPE.

SO THAT, UM, TOOK A COUPLE DAYS AND THEN WE ALSO, RIGHT AS WE WERE FINISHING UP, UM, AND THEY WERE PUTTING THE WHOLE THING BACK TOGETHER, THE DIVERS FOUND OUT THAT ONE OF THE, UM, THE FLANGES HAD A TORN GASKET AND SO IT WAS REALLY NECESSARY TO, UM, TAKE THE TIME TO PULL THAT OUT AND PUT A NEW GASKET IN.

AND THAT TOOK A COUPLE MORE DAYS.

UM, JASON, YOU WANNA COME UP AND SURE.

UM, YOU KNOW MUCH MORE OF THE DETAILS OF THAT.

IS THERE ANYTHING YOU WOULD WANNA ADD TO THAT? UH, IF THERE'S ANY QUESTIONS THAT HAVE TO ANSWER, WELL, I'LL GO TO THE SECOND ONE AND THEN MAYBE THERE'LL BE QUESTIONS.

THE, UH, SECOND, UM, CHANGE REALLY WAS A MODIFICATION OF THE, UM, SUPPORTS THAT WERE PUT IN PLACE FOR THE PIPELINE.

UM, WE HAD ORIGINALLY PLANNED THAT THEY WERE GOING, THE CONTRACTOR WAS GONNA USE, UM, BASICALLY PILE DRIVE THE SUPPORTS ON EITHER SIDE OF THE PIPELINE, WHICH WASN'T OUR PREFERRED METHOD, BUT THAT WAS THE ONLY CONTRACTOR I GUESS, OUR, UM, THEY COULD GET AT THE TIME.

AND THEN, UM, I GUESS DURING THE, THE CONSTRUCTION, THEY WERE ABLE TO, UH, FIND SOMEONE WHO COULD DO DRILLED PI, WHICH WE FELT WOULD BE A LOT SAFER FOR THE PIPE AND, UM, AND, UH, MORE SECURE LONG TERM.

AND THEN ALSO WE FOUND OUT THAT THE, UH, DOUBLE BALL VALVE THAT I RE REFERENCED BEFORE REALLY WASN'T SUPPORTED WELL.

SO WE ADDED TWO MORE DRILLED PIERS THERE.

AND SO THAT WAS THE ORIGINAL, UH, INCREASE THE COST TO ABOUT, UH, THAT SECTION WAS ABOUT 494,000.

SO THOSE TWO ITEMS REALLY MAKE UP THE BULK OF THE, THE INCREASED COST WE SAW DURING THE CONSTRUCTION, AND THAT'S ALL BEEN PAID FOR AT THIS POINT.

SO, UM, , THAT WAS MY NEXT QUESTION.

UH, JUST A GENERAL QUESTION ON THE, ON THE, THE 3 85 FOR THE FOUR DAYS OF EXTRA DIVE TIME, I MEAN, I, AGAIN, IT'S NOT MY EXPERTISE AT ALL SEEM, SEEMS PRETTY EXPENSIVE, BUT H HOW MANY STAFF ARE ON SITE? I, I REALIZE YOU HAVE TO HAVE DIVE BUDDIES AND SPECIAL EQUIPMENT PLUS EXPERTISE.

SO CAN YOU JUST KIND OF HELP ME UNDERSTAND THAT COST A LITTLE BIT? I DON'T KNOW HOW MANY STAFF THEY ACTUALLY HAD OUT THERE, BUT IT'S JUST EXPENSIVE WORK DIFFICULT ENVIRONMENT ON A SAFETY PRECAUTIONS AND, YOU KNOW, MOBILIZED ON THE LAKE WITH A DIVE TEAM AND THE GENERAL CONTRACTOR OVER THEM.

SO JUST EACH DAY IS EXPENSIVE WORK FOR THEM.

ONE THING I COULD ADD IS THE LAST INVOICE THAT WE HAD WAS 98 PAGES LONG AND JASON AND THE WALKER PARTNERS STAFF WENT THROUGH ALL OF THEM TO MAKE SURE THAT EVERY CHARGE THAT THEY MADE US WAS ACTUALLY, UM, USED ON THE PROJECT.

UM, AND, AND CONSISTENT WITH INDUSTRY STANDARDS AS FAR AS PRICING AND ALL THE, ALL THOSE THINGS I, I ASSUME CONSISTENT WITH WHAT THEY HAD PERFORMED UP TO THAT POINT.

RIGHT? YEAH.

IT WAS JUST ADDING MORE TIME ON.

OKAY.

OKAY.

YEAH, WE DID FEEL LIKE WE GOT A, UM, MUCH MORE EXPERIENCE.

UM, YES, CONTRACTOR DOING THE DIVE WORK.

UM, THEY HAD, UH, THEY BROUGHT IN EQUIPMENT FROM ALL OVER THE COUNTRY AND THEY, YOU KNOW, HAD A LOT OF, UM, SAFETY MEASURES THAT WE WERE IMPRESSED WITH.

FOR EXAMPLE, THEY, UM, WE WERE SUGGESTING TO THEM THAT THEY USED TWO DIVERS AT A TIME AND THEY SAID THAT ONLY IMPACTS COMMUNICATION AND THEY FEEL THEY'RE MUCH MORE EFFECTIVE WHEN THEY USE ONE AT A TIME.

SO, UM, WE, AND, AND THEY ACTUALLY DID GET THE JOB DONE IN THE MINIMAL TIME.

WE GAVE THEM AND THEY, WE THINK THEY DID A MUCH BETTER JOB TOO.

SO IT'S REALLY, WE'RE FORTUNATE TO HAVE THEM ON THE PHASE TWO TEAM COULD ABLE, THEY COULD JUMP OVER AND TACKLE THIS AND THEY WERE, YOU KNOW, MORE QUALIFIED FOR YEAH.

GOOD.

FOLKS WITH USE IN THE PAST.

AND REMIND ME OF WHAT THE PLAN IS LIKE JUST TO, YOU KNOW, JUST GOING AND INSPECT THAT.

IT'S, I MEAN, OBVIOUSLY WE'RE HERE WE ARE.

IT'S GOING WELL, BUT WHAT'S THE PLAN FOR THAT? WE'RE STILL INSPECTING IT.

YES, WE ARE CONTINUING THE INSPECTIONS THAT DID

ULTIMATELY FIND THAT LEAK, SO, AND THEN, UH, MEANWHILE THEY'RE WORKING HARD ON THE REPLACEMENT PIPELINE.

THE, UM, I GUESS WE'RE 90% DESIGN ON THAT, CORRECT.

IT TURNED IN 90% YESTERDAY FOR REVIEW, LOOKING TO OPEN BIDS IN APRIL, MAYBE IN THAT, UH, LOOKING TO BE FINAL IN MID-FEBRUARY, SO I'M NOT OKAY.

AND THEN, UH, THAT'LL BE ABOUT A YEAR CONSTRUCTION.

SO WE, UH, HOPEFULLY WE'LL GET THAT, UM, PERMANENT SOLUTION DONE AND NOT HAVE TO TALK ABOUT REPAIRS.

AND DEFINITELY, SO ONE OF THE THINGS YOU, YOU SAID WAS, UM, THAT THE ORIGINAL CHOICE FOR ANCHORING THE SUPPORTS WAS PILE DRIVING AND THE PREFERRED METHOD, WHICH YOU WERE ABLE TO ACCOMPLISH WAS USING A, I GUESS I DRILLED OR SCREWED TECHNIQUE.

SO IT'S KIND OF LIKE DIFFERENCE.

WE PUT A NAIL ON THE WALL AND A SCREW IN THE GROUND, THE SCREW HOLDS BETTER, YOU KNOW, I'M JUST THINKING THE SIMPLEST WAY TO DESCRIBE IT FOR CITIZENS THAT MIGHT BE WATCHING.

WELL, IF YOU, IF YOU CALL THE DRIVEN PILE A NAIL, IT'S ONLY GONNA GO DOWN TWO BEDROCK WHERE IT'S GONNA STOP.

YOU CAN'T DRIVE THROUGH THE BEDROCK WITH THE DRILL PI THAT ACTUALLY COULD DRILL INTO THE BEDROCK AND CREATE A BETTER SUPPORT FOR THE PIPE SYSTEM.

OKAY.

YEAH, THEY WERE EMBEDDED INTO THE LIMESTONE BEDROCK MM-HMM.

AND, UM, PROVIDING A BETTER FOUNDATION INCLUDING RESISTANCE AGAINST LATERAL FORCES.

THAT WAS THE OTHER THING, BECAUSE THAT SEEMS TO BE WHAT HAD BEEN HAPPENING TO THE PIPELINE.

AND THEN THEY, UM, ALSO, UM, FELT LIKE THAT WOULD TAKE, UM, THEY COULD GET THAT WORK DONE A WEEK, UM, SOONER THAN IF THEY HAD THE PILE DRIVING.

UM, SO THEY WOULD'VE BEEN PRETTY DIFFICULT, UM, WITH ZERO VISIBILITY DOWN THERE.

AND THEY DECIDED TO BE MORE CAREFUL IF THEY WERE GONNA USE DRIVEN PILES, YOU KNOW, WITH ALL THE COMMOTION AROUND THAT SENSITIVE SYSTEM, YOU KNOW, MORE KIND OF INVASIVE THEM CONTROLLABLY DRILLING PEERS ADJACENT TO IT.

OKAY, SO ITEM FIVE B CONSIDERS STAFF REPORT REGARDING THE APPLICATION FOR T W D B SWIFT 2023 FUNDING.

IT CAME VERY QUICKLY.

SO WE HAVE BEEN TALKING ABOUT THIS FOR A WHILE.

THE NEED FOR ADDITIONAL FUNDS FROM THE TEXAS WATER DEVELOPMENT BOARD FOR OUR, UM, PHASE TWO PROJECT, UH, THE DEEPWATER INTAKE AND PHASE ONE D, WHICH IS THE WATER TREATMENT PLAN EXPANSION.

UM, MUCH OF THAT WAS DUE TO THE COST ESCALATIONS THAT WE'VE SEEN.

UH, FORTUNATELY WE HAD, UM, HAD ENOUGH CONTINGENCY IN OUR DEEPWATER INTAKE PROJECT THAT WE WERE ABLE TO AWARD THAT PROJECT EVEN THOUGH IT CAME IN OVER 25 MILLION, UM, MORE THAN WHAT WE HAD PLANNED.

UM, SO WE HAVE BEEN TALKING ABOUT WHAT DO WE NEED TO DO TO REPLENISH THOSE FUNDS TO MAKE SURE WE HAVE ENOUGH, UM, FOR THE OTHER PROJECTS.

UM, THE, UM, WATER TREATMENT PLAN EXPANSION, AND THEN THERE'S, UM, PERMANENT POWER PROJECT, UM, THAT WILL, UH, FOR THE DEEP WATER INTAKE.

UM, SO OUR STAFF HAVE BEEN WORKING TOGETHER TO ESTIMATE WHAT THE COST WOULD BE, UM, HOW, FOR EXAMPLE, WHEN YOU'RE BORROWING MONEY FOR A CONTINGENCY, YOU REALLY DON'T KNOW EXACTLY HOW MUCH, UM, YOU'RE GOING TO NEED.

FORTUNATELY WE HAVEN'T NEEDED ANY TO DATE.

BUT, UM, WE ALSO HAVE A FIVE YEAR PROJECT.

SO, UM, THE DETERMINATION WAS MADE THAT WE WOULD GO AHEAD AND, UM, SET UP A CONTINGENCY FUND FOR ABOUT FOR 20 MILLION, AND THEN IF IT TURNED OUT THAT WE NEEDED MORE, WE WOULD HAVE TIME TO GO BACK IN AND GET, UM, FUTURE LOANS FOR THAT OR DETERMINE OTHER FUNDS.

UM, SO WE, UM, THE TOTAL AMOUNT WE ARE REQUESTING FOR COST ESCALATION CONTINGENCY IS 30 MILLION, AND THAT WOULD, IT'S $4 MILLION FOR THE WATER TREATMENT PLANT, PHASE ONE D 6 MILLION FOR THE PERMANENT POWER COST ESCALATION FOR PHASE TWO POWER, AND THEN 20 MILLION FOR CONTINGENCY.

SO THAT IS A PORTION NOW TO EACH OF THE CITIES.

AND, UM, UH, FOR, FOR EXAMPLE, LEANDER DECIDED THAT THEY WANT TO USE THEIR OWN LOCAL FUNDS, UH, FOR THIS, UM, CEDAR PARK HAS, UM, UH, GRANT FUNDS FOR THEIR PORTION OF THE WATER TREATMENT PLAN EXPANSION.

UM, AND THEN, UM,

UH, THE CITY OF ROUND ROCK HAD DETERMINED WHILE THEY HAD USED LOCAL FUNDS FOR THEIR PORTION OF THE PHASE TWO AND ONE D PROJECT INITIALLY, THEY NOW WOULD LIKE TO TAKE ADVANTAGE OF THE WATER DEVELOPMENT BOARD FUNDS FOR THIS PROJECT.

AND, UM, SO THEY WILL BE ASKING FOR, UM, FUNDS TO BASICALLY REPLENISH THE AMOUNT THAT THEY HAD ALREADY SPENT FOR, UM, THE COST SO FAR, BUT ALSO, UM, HAVE LOAN FUNDS FOR THE FUTURE, UM, CONSTRUCTION OF PHASE TWO AND ONE D AND THE PERMANENT POWER PROJECT.

SO IN TOTAL, I'LL SUMMARIZE, UM, CEDAR PARK IS GOING TO, UM, REQUEST FUNDS OF ABOUT 7.6 MILLION AND, UM, THE CITY OF ROUND ROCK WILL BE REQUESTING, UM, ABOUT 90, $90.5 MILLION.

SO THE TOTAL, UM, APPLICATION WILL BE FOR RIGHT ABOUT $98 MILLION.

NOW, RECALL THAT THE WAY THE SWIFT UH, PROGRAM WORKS, WE'RE INITIALLY GOING TO, UM, SUBMIT AN ABRIDGED APPLICATION.

IT DOESN'T NEED BOARD APPROVAL, BUT IT DOES, UM, STATE WHAT, UM, THE MAXIMUM AMOUNT THAT WE THINK WE WILL, WE WILL NEED.

AND SO THAT IS DUE ON FEBRUARY 1ST.

UM, IT'S ALREADY PREPARED.

WE ROUTE IT TO ALL THE THREE CITIES FOR REVIEW.

UM, SO WE'LL GO AHEAD AND PLAN TO SUBMIT THAT FOR THE, THESE AMOUNTS.

UM, ROUND ROCK IS PLANNING TO DO A, UM, UH, A MULTI-YEAR, UH, PRO UM, LOAN.

UH, SO THEY HAVE GIVEN US HOW MUCH THEY THINK THEY WOULD TAKE DOWN OVER EACH YEAR, SO WE'LL PUT THAT IN THE APPLICATION.

BUT THAT CAN BE CHANGED IN THE FINAL APPLICATION.

AND IN FACT, UM, THE, UM, WATER DEVELOPMENT BOARD DOESN'T HOLD YOU TO THOSE NUMBERS FOR MULTI YEARS.

AND, UM, I, THEY WILL, WELL, AS LEAN, PROBABLY ROBERT POWERS COULD EXPLAIN THIS BETTER THAN ANYBODY.

BUT, UM, EACH YEAR, UH, YOU CAN CHANGE THE AMOUNT YOU WOULD LIKE, YOU CAN SAY, DECIDE YOU DON'T WANT TO TAKE ANY, BUT YOU ALSO ARE SUBJECT TO WHATEVER THE INTEREST RATES ARE IN THAT FUTURE YEAR.

UM, SO WE, UM, WILL SUBMIT THAT AND THEN IN APRIL IS THE TIMEFRAME WHERE WE WILL HAVE TO SUBMIT OUR FINAL APPLICATION THAT WILL COME TO THE BOARD.

BUT A YEAR AGO WHEN CEDAR PARK AND LEANDER CLOSED ON THE WATER DEVELOPMENT BOARD, UH, IN NOVEMBER OF 2021, UH, LEANDER AND CEDAR PARK TOOK SOME OF THOSE PROCEEDS AND INVESTED IN, IN TBIS AND COMMERCIAL PAPER AT THAT TIME.

UM, SO, UM, THE INTEREST RATES BACK THEN IN, IN, UH, FEBRUARY OF 2022, UM, WE GOT JUST CLOSE TO 1%, WHICH WAS SIGNIFICANT SIGNIFICANTLY MORE THAN THE FED FUNDS RATE AT AT 0.25.

SO BETWEEN A YEAR AGO TO NOW, THE FED FUNDS RATE, WHICH IS, IS A BENCHMARK, HAS GONE UP FROM 0.25 TO NOW IT'S AT 4.5.

SO EVERYONE KNOWS THAT THE INTEREST RATES HAVE THAT SKYROCKETED.

SO, UM, THOSE, UH, THOSE INVESTMENTS THAT WE MADE LAST YEAR, UH, UH, TWO THIRDS OF 'EM MATURE, UH, THIS MONTH AND NEXT MONTH.

AND THEN, UM, THE LAST TRANCHE AT CEDAR PARK FUNDS MATURE, I BELIEVE IN, UM, MARCH.

UM, B C I U A BUDGETED ALMOST 6 MILLION FOR LAND, RIGHT RIGHTS, INCLUDING 2 MILLION FOR LAND COSTS.

AND THROUGH A LOT OF DISCUSSIONS WITH THE RESIDENTS OF NORTHRIM, THE BOARD VOTED TO TAKE A, UM, ALTERNATE ROUTE THAT WOULD, UM, NOT REQUIRE IMPROVEMENTS ALONG THE MAIN CUL-DE-SAC.

AND SO WE CALLED THAT THE SOUTHERN ROUTE.

AND SO THE, WHAT WHAT THIS IS ABOUT IS THE SOUTHERN ROUTE.

AND THE SOUTHERN ROUTE ACTUALLY GOES ACROSS SANDY CREEK ITSELF.

SO IT'S GOT SOME, UH, PRETTY, UM, PRETTY BIG TERRAIN THAT WILL NEED TO BE NAVIGATED.

THEY HAD STARTED WORKING ON THE EASEMENTS AND REALLY HAD GOTTEN TO THE POINT OF, UM, GETTING THOSE EASEMENTS, UH, PROCURED AND DOING SOME PRELIMINARY DESIGN ALONG WITH THAT.

UM, SO THEN WE MET WITH, UM, P C ON, UM, LAST SEPTEMBER, AND WE REVIEWED ALL OF THE ALIGNMENTS, UM, AND TO GET READY TO, UM, GET THE DESIGN GOING FOR THE PERMANENT POWER PROJECT.

AND THEY DECIDED THAT THERE WASN'T ENOUGH INFORMATION, ENOUGH, THE DESIGN WASN'T, UH, ROBUST ENOUGH FOR THEM TO, UH, USE TO START THE FINAL DESIGN.

SO THEY ASKED FOR MORE, UM, MORE DESIGN, WHICH WOULD REQUIRE MORE SURVEYING AND MORE, UM, EASEMENT ACQUISITIONS.

UH, I,

I BELIEVE A LOT OF THIS RESULTED FROM THE FACT THAT THEY HAD JUST CONS FINISHED CONSTRUCTING THE TEMPORARY POWER POWER PROJECT, AND THEY SAW WHAT, UM, IT WAS GOING TO TAKE AS FAR AS, UM, MAYBE HAVING TO PUT IN SOME ACCESS ROADS ALONG THE ALIGNMENT TO BE ABLE TO GET TO, UH, MAINTAIN THEIR, UH, THE PERMANENT PROJECT, WHICH THEY WILL END UP, UM, OWNING AFTER WE'RE DONE.

UH, SO THIS IS A RESULT OF, UM, THE, THE ADDITIONAL SERVICES THAT ARE GOING TO BE NEEDED TO GET THEM THAT INFORMATION.

I THINK THAT IN, WELL, THE ESTIMATE IS, UM, 199,000 $150.

I BELIEVE THAT THIS WILL BE MORE TOWARDS A FINAL DESIGN LEVEL.

AND, AND, AND THE BOARD WAS CREATED.

I THINK WE HAD OUR FIRST, I THINK THEY REALLY, THE ARTICLES WERE STARTED APPROVED IN OH SEVEN AND, AND THEN THE, THE BYLAWS AND, AND THE FIRST MEETING WAS IN OH EIGHT, AND THE REST IS COMMON HISTORY.

PHASE ONE WAS COMPLETED IN 2012, AND HERE WE ARE TODAY.

AND I HAVE TO SAY, UM, AND, AND Y'ALL WILL BE ABLE TO SAY THIS SOMEDAY, BUT, UH, FOR ME PERSONALLY, PROFESSIONALLY, YOU KNOW, THIS OF, OF ALL THE UNBELIEVABLY FANTASTIC PROJECTS I'VE WORKED ON IN 31 YEARS, AND THERE'S BEEN A LOT OF THEM.

YOU, THIS IS, THIS IS DEFINITELY RANKED UP THERE, THE HIGHEST OF THE ONE I'M PROUD TO HAVE BEEN A PART OF.

AND THE BOARD, YOU KNOW, THIS BOARD HAS BEEN, I MEAN, IT'S, IT HAS DONE SO MUCH TO CREATE THE SYSTEM.

AND ANYHOW, UH, I WILL BE PROUD OF THAT FOR, FOR THE REST OF MY LIFE.

AND CHERISH, CHERISH ALL OF THE MOMENTS WITH THE WHOLE TEAM.

AND TO, TO BE A LEAD IN CREATING A WATER SUPPLY THAT'S GONNA SERVE THIS AREA AND MILLIONS OF PEOPLE FOR, FOR, FOR THE, THE HISTORY OF MANKIND, THAT'S, THAT'S A BIG DEAL.

AND, UM, I JUST APPLAUD YOU AND, AND OF COURSE, THE PEOPLE THAT YOU SURROUNDED YOURSELF WITH.

AND ONE OF THE THINGS I CAN SAY ABOUT SAM IS IT DOESN'T MATTER WHO YOU ARE IN THE CITY OR YOUR EDUCATION LEVEL OR YOUR EXPERIENCE WORKING ON PROJECTS OR EVEN UNDERSTANDING HOW GOVERNMENT WORKS.

SAM COULD ALWAYS RELATE AND TALK TO PEOPLE.

HE COULD TALK TO PEOPLE AT THE HOA LEVEL, HE COULD TALK TO PEOPLE WHO WERE GETTING INVOLVED IN THE CITY BOARDS.

HE COULD TALK TO COUNCIL MEMBERS, HE COULD WORK WITH, I MEAN, EVERY EXPERT WE'VE EVER DEALT WITH.

AND I THINK THAT, YOU KNOW, CEDAR PARK ROUND ROCK AND, AND LEANDER ON B A, UM, ARE SUCCESSFUL BECAUSE OF YOUR LEADERSHIP.

AND I'M GONNA MISS YOU CUZ YOU MEANT A LOT TO THIS WHOLE COMMUNITY.

THIS WHOLE REGION IS WHERE IT'S AT BECAUSE OF YOU.
