AND ONTO AGENDA ITEM THREE, THE DIRECTOR'S REPORT.

GOOD EVENING.

UM, I'M REPORTING ON ITEMS THAT WERE PRESENTED TO THE CITY COUNCIL DURING THE FEBRUARY 2ND MEETING.

THEY HELD, UH, TWO PUBLIC HEARINGS.

THE FIRST ONE WAS FOR THE COMPREHENSIVE PLAN AMENDMENT FOR THE TRANSPORTATION MASTER PLAN.

THIS IS THE ONE WHERE, UM, WE REMOVED REPUBLIC TRAILS FROM THE PLAN.

UM, THEY DID APPROVE THE REQUEST, AND THEN THEY ALSO REVIEWED THE WINDING OAK PLAN UNIT DEVELOPMENT.

THIS IS THE ONE THAT THE, UM, COMMISSION RECOMMENDED DENIAL BECAUSE OF THE RESIDENTIAL.

SO THE APPLICANT REMOVED THE RESIDENTIAL PORTION, AND SO THEY ONLY MOVED FORWARD WITH THE COMMERCIAL PIECE.

SO THE COUNCIL DID APPROVE THAT REQUEST.

UM, THE BAR W RANCH EAST COMMERCIAL PUD WAS SUPPOSED TO BE, UM, ON FOR A PUBLIC HEARING, BUT THEY REQUESTED TO POSTPONE THE CASE AND THEY'LL BE ON THE AGENDA FOR MARCH 2ND.

AND THAT'S IT FROM OUR REPORT.

UH, THIS REQUEST IS THE FIRST AND SECOND STEP IN THE SUBDIVISION PROCESS, AND PURSUANT TO SECTION TWO 12.005 OF THE TEXAS LOCAL GOVERNMENT CODE, UH, APPROVAL BY THE MUNICIPALITY IS REQUIRED, UH, SINCE THE CONCEPT PAN PLAN AND THE PRELIMINARY PLA, UH, SATISFY THE APPLICABLE REGULATIONS WITHOUT REQUESTING ANY VARIANCES.

UH, THIS PROPOSAL INCLUDES ONE COMMERCIAL LOT.

UM, GOOD EVENING.

SO, UM, THIS ITEM IS AN UPDATE, UM, ON THE STATUS OF THE COMPREHENSIVE PLAN.

SO WHEN THE PLAN WAS ADOPTED, IT INCLUDED AN IMPLEMENTATION SCHEDULE.

AND, UM, WHAT WE'VE DONE IS WE'VE REVIEWED THE SCHEDULE AND UPDATED WHAT HAS HAPPENED SO FAR.

SO WHEN YOU LOOK AT THE ATTACHMENTS, UM, IN THE STATUS SECTION, WE'VE RECEIVED FEEDBACK FROM ALL THE DIFFERENT DEPARTMENTS ABOUT WHAT'S HAPPENED, UM, AND WHERE THEY'RE AT, UH, WHAT'S ONGOING AND WHAT'S COMPLETED.

UM, SO THAT'S THERE FOR Y'ALL'S REVIEW IF YOU HAVE ANY QUESTIONS.

AND THEN, UM, THE SECOND ATTACHMENT, UM, IS THE SUMMARY FROM OUR DISCUSSION ON DECEMBER 8TH, UM, ABOUT THE COMPREHENSIVE PLAN AND THE, THE CONCERNS FROM THE COMMISSION.

SO OUR, OUR PLAN IS TO PROVIDE UPDATES TO THE COMMISSION TO ADDRESS THESE CONCERNS.

SO Y'ALL HAVE ALREADY HAD THE WATER UPDATE FROM, UM, DAN GRIMS BOW.

AND OUR NEXT ITEM IS TO BRING THE C I P MANAGER IN TO KIND OF TALK ABOUT THE DIFFERENT CIP P PROJECTS AND WHERE THEY'RE AT, UM, IN THE CITY.

UM, SOMETHING ELSE THAT I INCLUDED THIS IN THIS ITEM WAS, UH, SEVERAL UPDATES THAT WE'RE GONNA MOVE FORWARD WITH, UM, UH, FOR ORDINANCES.

UM, A LOT OF THESE ARE IN RESPONSE TO THE COMPREHENSIVE PLAN AND DISCUSSIONS THAT WE'VE HAD.

SO WE'RE LOOKING AT UPDATING THE ZONING ORDINANCE, SUBDIVISION ORDINANCE, NOISE ORDINANCE, SIGN ORDINANCE, AND THE BUILDING CODE.

UM, OF THOSE, THE BUILDING CODE AND THE NOISE ORDINANCE DO NOT TYPICALLY GO BEFORE THE COMMISSION.

UM, BUT IF YOU HAVE CONCERNS ABOUT THAT, LET ME KNOW AND WE COULD PROVIDE YOU A PRESENTATION ABOUT WHAT'S CHANGING.

BUT THE BUILDING CODE, UM, WE HAVE A CODE PACKAGE.

NOW WE'RE ON THE 2018 BUILDING CODE PACKAGE.

THIS IS THE INTERNATIONAL BUILDING CODES, AND WE'RE ON, UM, A CYCLE WHERE YOU ADOPT A NEW CODE.

I THINK IT'S EVERY SIX YEARS, AND WE'RE LOOKING AT ADOPTING THE 2021 CODE PACKAGE.

SO, UM, SO FAR WE'RE NOT GONNA HAVE A LOT OF AMENDMENTS, SO IT'S PRETTY BASIC.

SO I DON'T KNOW IF Y'ALL WOULD BE INTERESTED, BUT IF YOU DECIDE YOU ARE, LET ME KNOW.

I'LL LET YOU KNOW WHEN WE'RE GETTING READY TO SCHEDULE IT.

ARE THERE ANY PLANS TO REQUIRE LIGHTING IN ONE ACRE SUBDIVISIONS? THIS, UM, THIS ITEM WOULD BE, UH, TO ADDRESS CONCERNS WITH LIGHT POLLUTION.

SO WHEN LIGHT SHINES INTO RESIDENTS, WE'RE NOT LOOKING AT ADDING A REQUIREMENT FOR LIGHTING.

UM, I'M SORRY, I HAD A COUPLE MORE JUST TO, UM, NO, THAT'S ALL I HAVE FOR NOW.

COMMISSIONER MAY, THE ONLY THING I HAD WAS ON THE, UM, HIGH SPEED INTERNET.

I WERE NOT QUITE MOVING FORWARD WITH THAT.

I SAW THE GEORGETOWN WAS ADDING FIBER IN A BUNCH OF THEIR NEIGHBORHOODS THAT HAD THE OLD AT AND T DSL MM-HMM.

LIKE WE DO.

AND I DON'T KNOW IF THEY WOULD BE INTERESTED SINCE AT T'S NOT INTERESTED IN PUTTING FIBER IN THOSE NEIGHBORHOODS, MAYBE THIS NEW COMPANY WOULD, I CAN, UM, REACH OUT TO GEORGETOWN AND SEE WHAT THE, THE CITY DID.

WE CAN GET MORE INFORMATION ON THAT COMMISSION.

KORO, JUST, JUST A QUICK QUESTION ON, ON WHAT WE THINK THE TIMELINE IS ON THE SIGN ORDINANCE.

SO YOU COULD PROBABLY SEE AN ORDINANCE AMENDMENT THAT NEXT MONTH, OR IT MAY, IT'LL BE IN THAT TIMEFRAME.

ONE IS, YOU KNOW, AS WE'RE LOOKING AT THE COMPREHENSIVE PLAN, I'D REALLY LOVE TO SEE, UH, DISCUSSION ABOUT HOW WE CONNECT FOLKS INSIDE OF LEANDER.

RIGHT.

WE, WE HAD THIS BIG TALK, IT WAS A PART OF, UM, THE POLITICAL AND THE ELECTION CYCLE A COUPLE YEARS AGO TALKING ABOUT THE CAP METRO VOTE.

BUT I'D REALLY LIKE TO SEE HOW WE DO THE INTERCONNECTIVITY WITHIN LEANDER ITSELF.

AND IT'S ALWAYS BEEN SOMETHING THAT I'VE KIND OF TALKED ABOUT EVER SINCE I WENT TO MY FIRST PLANNING CONFERENCE BACK IN 2018.

WOW.

IT'S BEEN A WHILE SINCE I'VE BEEN BEEN UP HERE.

AND SO, YOU KNOW, UH, BEING ABLE TO CONNECT OUR CITIZENS TO THE RESOURCES THAT WE HAVE LOCALLY VERSUS A REGIONAL CONNECTION, I GET THE IMPORTANCE OF, OF THE REGIONAL CONNECTION, BUT I ALSO THINK IT'S JUST AN IMPORTANT TO MAKE SURE OUR CITIZENS ARE CONNECTED LOCALLY AS WELL.

UM, AND THEN THE, ARE YOU TALKING, UM, LIKE TRANSIT TYPE CONNECTIVITY? PEDESTRIAN, LIKE BUS STOPS.

GOT IT.

THINGS LIKE THAT, YOU KNOW, THROUGHOUT THE CITY AND HAVING, YOU KNOW, BUSES THAT, THAT ROTATE THROUGHOUT THE CITY.

UH, UM, A FEW YEARS AGO WHEN WE DID THE, THE CITY MANAGER'S PLAN, YOU KNOW, MY, MY SUGGESTION WAS LET'S NOT WAIT ON CAP METRO.

LET'S GET THAT PARTNERSHIP.

LET'S BUILD THESE STOPS.

I KNOW IT ALL COSTS MONEY.

A CIP P WE'LL WE'LL TALK ABOUT THAT.

THERE'S PRIORITIES, BUT THEN WE HAVE THIS SPACES, AND THEN WE HAVE ONE OR TWO BUSES THAT ARE ON A CONSTANT SCHEDULE THAT'S CONNECTED EVERYONE, NOT JUST LOCALLY, BUT ALSO TO THE REGIONAL TRANSPORTATION HUBS THAT WE HAVE.

UH, YOU KNOW, IF WE WANT CITIES THAT ARE WALKABLE, THAT'S THE ONLY WAY TO DO IT.

AND RIGHT NOW, WE'RE NOT A WALKABLE CITY FOR JUST DEPENDING ON WHERE YOU LIVE, UM, ESPECIALLY TO THE REGIONAL TRANSPORTATION PIECES THAT WE HAVE AND WE'RE COMMITTED TO FOR AT LEAST THE NEXT FIVE YEARS.

UM, SO, AND THE CITIZENS HAVE CONSTANTLY COMMITTED US TO THAT.

SO I THINK WE NEED TO, UH, SUPPORT THAT THROUGH OTHER MEANS LOCALLY.

UM, AND THEN THE SECOND THING, WHEN THE, WHEN THE CITY ENGINEERING DEPARTMENT COMES IN AND TALKS TO US ABOUT TRAFFIC SIGNALS, I JUST WOULD ALSO LIKE THEM TO TALK ABOUT RESIDENTIAL SPEED LIMITS.

YOU KNOW, UH, ONE OF THE THINGS THAT I, THAT I WROTE TO THE ENGINEERING DEPARTMENT BACK IN 2016 WHEN I MOVED HERE, WAS THE SPEED LIMITS IN OUR NEIGHBORHOODS.

AND I'VE TALKED ABOUT IT A COUPLE OF TIMES UP HERE, BUT YOU KNOW, THERE'S A DIFFERENCE BETWEEN, UM, UH, UH, UH, COUNTY GLEN, YOU KNOW, AND THAT BEING A 30 MILE AN HOUR SPEED LIMIT VERSUS, UH, SOMETHING LIKE, UM, OH GOSH, I CAN'T EVEN, CAN'T EVEN THINK RIGHT NOW.

UM, SUNNY DRIVE, RIGHT? SUNNY'S A VERY LARGE WIDE STREET.

I CAN SEE 30 MILES AN HOUR ON THAT STREET AND YOU'RE NOT GONNA WORRY ABOUT IT.

BUT WHEN YOU GO DOWN COUNTY, GLEN, NO

SIDEWALKS, NOTHING ELSE.

AND THAT'S 30 MILES AN HOUR AS WELL, OR SOME OF THESE SMALL LITTLE RESIDENTIAL AREAS.

UH, I LIVED IN, UH, IN VISTA RIDGE ESTATE AND YOU KNOW, IT WAS A VERY WHINY ROAD AND LOTS OF KIDS PLAYING 30 MILES AN HOUR.

AND, AND, AND QUITE HONESTLY, THE EXPLANATION I GOT, UM, BEFORE WAS, OH, WELL THE CURVES ARE SUPPOSED TO SLOW PEOPLE DOWN.

THAT'S NOT, YOU KNOW, I'M NOT GONNA TRUST THAT, YOU KNOW, THAT'S GONNA HAPPEN.

SO I'D, I'D REALLY LIKE TO JUST HEAR OUR REASONINGS WHY, YOU KNOW, CUZ THERE'S GOTTA BE, I KNOW THERE'S GOOD REASONINGS BEHIND IT, BUT I'D LIKE TO HEAR A GOOD EXPLANATION ON WHY.

UM, WE HAVEN'T REDUCED SPEED LIMITS IN CERTAIN PARTS OF THE CITY.

CUZ BACK IN 2016 BEFORE I WAS DOING ANY OF THIS, I ACTUALLY REACHED OUT TO THE COUNTY CUZ I THOUGHT IT WAS A COUNTY THING AND SAID, NO, IT'S ACTUALLY A LEANDER CITY.

WE CONTROL THAT.

SO THAT'S IT.

ANYTHING ELSE FROM ANYONE? I HAVE FOUND THE ONE THAT I KNEW I HAD A QUESTION ON, UM, 9.1 0.6.

IT DOESN'T HAVE, UH, MUCH OF AN UPDATE ON, ON THAT ONE.

IT'S THE ONE FOR RESIDENTIAL SCREENING WALLS, GRANT OPPORTUNITIES FOR RESIDENTIAL SCREENING WALLS ASSOCIATED WITH MAJOR STREET EXPANSIONS.

AND I WAS JUST WONDERING IF ANYTHING HAD BEEN, IS THAT STILL JUST DOWN THE ROAD A LITTLE BIT? I WOULD SAY THAT ONE IS DOWN THE ROAD.

UM, SO WE'VE INVESTIGATED SOME GRANT OPTIONS.

I HAVEN'T SEEN ANY GRANTS FOR SCREENING WALLS.

UM, WHEN THIS ITEM WAS ADDED TO THE COMPREHENSIVE PLAN, THEY WERE LOOKING AT OLDER NEIGHBORHOODS THAT ARE ALONG LIKE HERO WAY MM-HMM.

, UM, THAT DON'T HAVE A SCREENING WALL.

AND THEY'VE GOT LIKE, SOMETIMES YOU SEE NO FENCE OR YOU JUST SEE FALLING DOWN WOODEN FENCES, BUT IT WAS LOOKING INTO A MECHANISM TO ADD WALLS THERE.

UM, BUT WE HAVEN'T BEEN ABLE TO FIND ANYTHING YET.

IS IT MAINLY GOING TO BE ALONG MAJOR ROADWAYS OR WOULD IT, UM, BE APPLICABLE TO BETWEEN A RESIDENTIAL AREA AND A COMMERCIAL AREA? SO IT WOULD PROBABLY BE PRIORITIZED, UM, ALONG MAJOR ROADWAYS.

OKAY.

IF IT'S BETWEEN COMMERCIAL AND RESIDENTIAL, IT'S PRIVATE PROPERTY, SO YOU HAVE TO HAVE PERMISSION TO GO IN AND PUT IN A WALL AND ALL OF OUR NEW COMMERCIAL HAS TO PUT IN A WALL RIGHT NOW.
