WHEREAS THE CITY OF LEANDER ENCOURAGES AND PROMOTES STRONG AND INCLUSIVE COMMUNITIES THAT RECOGNIZE AND CELEBRATE EFFORTS TO BRING PEOPLE TOGETHER FOR A GREATER GOOD AND HIGHLIGHT THE MANY THREADS IN OUR FABRIC THAT MAKE IT STRONG AND WHOLE.
AND WHEREAS WOMEN'S HISTORY MONTH HAS ITS ORIGINS AS A NATIONAL CELEBRATION.
IN 1981 WHEN CONGRESS AUTHORIZED AND REQUESTED THE PRESIDENT TO PROCLAIM THE WEEK BEGINNING MARCH 7TH, 1982 AS WOMEN'S HISTORY WEEK IN 1987 AFTER BEING PETITIONED BY THE NATIONAL WOMEN'S HISTORY PROJECT, CONGRESS DESIGNATED THE MONTH OF MARCH, 1987.
AS WOMEN'S HISTORY MONTH PRESIDENTS HAVE ISSUED ANNUAL PROCLAMATIONS EVERY YEAR SINCE CELEBRATING THE

THIS INCLUDES OUR MAYOR, MAYOR, PRO TEM, CITY COUNCIL MEMBERS, AND THE PAST FEMALE CITY COUNCIL MEMBERS.

UH, WHEREAS THE CAPITOL AREA COUNCIL OF GOVERNMENT'S CAP COG IS A POLITICAL SUBDIVISION OF THE STATE SERVING BASTROP BLANCO, BURNETT CALDWELL, FAYETTE HAYES, OL TRAVIS, AND WILLIAMSON COUNTIES ANNE.

AND, UH, THAT'S THE SOUND OF MONEY YOU'RE HEARING RIGHT THERE, SO, ALL RIGHT, LET'S SEE IF I CAN.
SO, UM, I'M HERE TO GIVE A UPDATE ON THE, UH, WHERE WE ARE WITH THE, UH, RAW WATER LINE FOR THE B C R U A.
SO THIS WAS A, I ADDED A FEW, UH, PHOTOS, BUT THIS WAS BASICALLY THE PRESENTATION THAT WAS PROVIDED TO THE B C R A BOARD, UM, AT, AT THAT TIME ACTUALLY.
SO A LITTLE BIT OF HISTORY, UM, WHEN THE RAW WATER LINE WAS INSTALLED.
AND YOU CAN SEE THAT NOVEMBER 11TH, UH, THE FIRST, UH, FAILURE OCCURRED, UH, DECEMBER OF 2020, ALMOST AT CHRISTMAS.
IT TOOK, UM, A PERIOD OF TIME TO FIX LIKE FIVE MONTHS, UM, TO FIX IN IT, CUZ IT'S, WE'VE DISCUSSED IT BEFORE.
IT WAS, IT'S A COMPLICATED, NOT ONLY PIPE, BUT LOCATION AND, UH, LOGISTICS AND JUST GETTING THE PARTS.
UH, SO, UM, WE STARTED IMMEDIATELY, UM, AFTER THAT THE DESIGN FOR THE REPLACEMENT, UM, THROUGH TO MAKE THE REPAIR OF THE, THE LINE THAT'S, UH, UM, COM BEEN COMPROMISED, IF YOU WANNA SAY POTENTIALLY.
SO, UM, IN AUGUST WE HAD A SIGNIFICANT LEAK AND, UM, SO BECAUSE THE, UH, REPAIR THAT WAS DONE THE FIRST TIME, UM, WAS DONE THE BEST THAT THEY COULD AT THE TIME, UM, OF GETTING THE PARTS AND THE, AND THE EQUIPMENT THAT THEY WERE USING, THE BARGES AND SO FORTH, UM, WE DECIDED WE'D GO AHEAD AND DO A FULL REPAIR.
AND SO A AGAIN, IT WAS, UM, FULLY REPAIRED.
AND THEN THIS PAST FEBRUARY, UM, THE PIPE, UH, DID FAIL AGAIN AT THAT LOCATION.
OKAY, SO, SO I'LL SPEND A MOMENT ON THIS.
THIS IS, THIS IS THE REPAIR SECTION BETWEEN THE TWO GREEN LINES AND YOU CAN SEE THE ORIGINAL PIPE.
SO IT'S COMING FROM THE BARGE, UH, TO THE, UH, UH, B C R A PLANT.
AND YOU'VE SEEN THAT PICTURE WHERE I'VE SHOWN YOU INTO THE LAKE GOING UP THE HILL.
SO WHAT HAPPENED WAS, THIS IS WHERE IT FAILED AND, AND YOU'RE SEEING TWO VIEWS FROM THE TOP AND THEN FROM THE SIDE, UM, SA SAME, SAME LOCATION.
AND WHAT HAPPENED WAS, UM, AND YOU'LL SEE SOME PICTURE OF THIS, BUT THIS IS AT THE MEGA LUG JOINT RIGHT HERE, AND THE PIPE LITERALLY PULLED AWAY FROM THAT.
AND SO IT SEPARATED COMPLETELY RIGHT THERE.
WHAT YOU'RE SEEING HERE IS ALL THE REPAIR CONSISTED OF WAS RE REPLACING THAT AND THE FLANGE THAT GOES WITH THAT, ALL THIS IS STILL IN PLACE.
SO ALL THIS WAS REPLACED WHEN WE HAD THAT MAJOR LEAK AND IT CAME IN AND PUT IN A DOUBLE BALL JOINTS AND THEN A DOUBLE BALL JOINT RIGHT HERE WITH THE, WITH THE BARREL SO WE COULD HAVE EXTENSION.
AND THEN THEY PUT IN ALSO THESE EXTRA SUPPORTS LOCATED HERE AND HERE.
AND THEN THESE EXTRA SANDBAGS OR GROUT BAGS LOCATED HERE, UM, THEY KEEP IT ALL STABLE.
UM, SO, SO THAT'S WHAT WHAT WE HAD INITIALLY.
SO WHY DID IT FELL? WELL, RIGHT NOW THERE'S NO, UM, REAL SMOKING GUN.
IT'S KIND OF THE, THE, THE WEAK LINK THERE.
ALTHOUGH IT, IT WAS, IT WAS HARD AND PRETTY WELL.
SO THESE ARE THE FACTORS THAT THEY'RE LOOKING AT.
WAS IT A MECHANICAL JOINT? UM, WAS IT THE ACTUAL MEGA LUGS DID NOT HAVE ENOUGH, UM, HOLDING POWER?

SO WHEN WATER CHANGES DIRECTION, UM, YOU CAN GET EXTRA FORCES.
UM, AND THAT'S WHY FIRE HYDRANTS AND STUFF HAVE THRUST BLOCKS UNDERNEATH THERE BECAUSE WHEN, WHEN THEY ALL OF A SUDDEN HOOK THE HOSE UP AND LET THE WATER GO, IT THRUSTS THRUSTS THE BACK.
AND THAT'S WHY YOU PUT THOSE DEVICES IN TO KEEP THE WATER HAMMER FROM DAMAGING THE, THE PIPES.
SO HYDRAULIC FORCES OR WHAT WE CALL WATER HAMMER AND THEN SYSTEM OPERATIONS.
DID WE OPERATE THE PLANT IN A MANNER THAT WAS MAYBE CONDUCIVE TO CAUSING, UM, SUCH WATER HAMMER, UM, LEADING TO A POTENTIAL FAILURE? UNFORTUNATELY, AGAIN, IT'S A REPAIR AND THE PIPE WAS ALSO COMPROMISED, SO IT COULD BE ANY COMBINATION OF THESE, OF THESE ITEMS. SO, SO WHAT ARE WE, AND IT'S, AND, AND JUST SO WE KNOW, UM, BY THE NEXT SLIDE, IT'S ALREADY BEEN REPAIRED, BUT WHAT DID THEY DO? SO AT THE REPAIR, OF COURSE, THEY CUT SIX INCHES OFF AND THEY ADDED NOT ONLY THE ORIGINAL, WELL NOT THE ORIGINAL, BUT A NEW ONE.
THEY ADDED A DOUBLE, WHAT THEY CALL A DOUBLE MEGA, UH, MEGA LUG, AND THEN A TRIPLE ONE WITH, UM, UM, EXTENDED TIE RODS.
SO ESSENTIALLY THAT'S LIKE THREE SUSPENDER BELTS IF YOU'RE HOLDING YOUR PANTS UP INSTEAD OF JUST THE ONE IF YOU WANT TO SAY.
AND WHAT THEY DID ON THIS SIDE IS THEY ALSO, UM, DOUBLED UP, UH, EVEN THOUGH THIS DIDN'T HAVE ANY INDICATIONS, THEY WENT AHEAD AND DOUBLED UP THIS SIDE.
UM, WITH THE MEGA LUGS, THAT'S QUITE A BIT OF, THAT'S QUITE A BIT OF FORCE ON THERE.
AND, AND YOU'LL UNDERSTAND THAT HERE IN A MINUTE.
THIS, THIS IS KIND OF A PICTURE OF, OF WHAT IT LOOKS LIKE.

SO THE PIPE INDICATES THAT IT'S, THAT THAT INDICATED THAT THE MEGAS WERE PUT ON, RIGHT? SO THIS IS A MEGA LUG.
AND WHAT IT IS, IS THAT IF, IF YOU LITERALLY HAD LIKE MY BELT AND I PUT IT IN HERE AND I TWISTED IT BACKWARDS, THE BELT WOULD GO OUT FURTHER AND FURTHER AND THIS IS WOULD TIGHTENED AGAINST ME.
WHAT'S THE SAME THING? SO THAT THAT'S, THERE'S A BELT AND YOU'LL SEE IT.

THEY DID HAVE, UM, MULTI-FAMILY AS PART OF THOSE ENTITLEMENTS ON THE WEST SIDE OF RONALD REAGAN, AND THEY WERE ABLE TO MOVE IT TO THE EAST SIDE.
THEY DID A SWAP FOR COMMERCIAL PROPERTY, SO THEY'RE KEEPING THE SAME AMOUNT OF DENSITY THAT WAS APPROVED AT THAT ORIGINAL AGREEMENT.
SO IN THIS SITUATION, THE UM, WATER RESOLUTION IS NOT IN PLAY CUZ THEY ALREADY HAVE THOSE ENTITLEMENTS IN PLACE.
UM, THIS REQUEST WAS REVIEWED BY THE PLANNING AND ZONING COMMISSION, UM, DURING THE JANUARY 12TH, UH, MEETING.
UM, DURING THAT MEETING, THEY RECOMMENDED APPROVAL OF THE REQUEST AND WE HAD A PRETTY LONG DISCUSSION ABOUT THE DRIVEWAY LOCATIONS.
THEIR REQUEST WAS THAT THE DRIVEWAYS WERE THE THIRD DRIVEWAY WAS REMOVED AND WE ONLY LOCKED INTO, AND THEY ALSO, UM, REQUESTED THAT THE RESIDENTIAL BUILDING HEIGHT WAS LIMITED AT 55 FEET.
AFTER THE PLANNING AND ZONING COMMISSION MEETING, WE DID HAVE MEETINGS WITH THE, THE APPLICANT, WITH OUR ENGINEERING DEPARTMENT, AND WE CAME TO AN AGREEMENT ABOUT THE DRIVEWAYS.
WE AGREED TO THE, THE THIRD DRIVEWAY.
UM, THEY'RE GOING TO DO A TRAFFIC IMPACT ANALYSIS AND WITH THAT ANALYSIS IT COULD CHANGE HOW THE, UM, DRIVEWAY FUNCTIONS.
SO THAT MEANS THERE MIGHT BE A MEDIAN OR IT MIGHT BE RIGHT IN RIGHT OUT.
UM, BUT THEY'LL HAVE THE DRIVEWAY.
IT'S JUST ONCE WE LOOK AT THAT TRAFFIC, IT MIGHT CHANGE HOW IT WORKS.

UH, WILLIAMSON COUNTY IS DISCUSSING GOING TO 2 25, UH, JUST FOR THE RATES WE'VE CUT OUT A LOT OF THE EXTRA COST AND WE WENT THE FLAT RATE OF TWO 50 PLUS AN HOURLY RATE FOR THOSE EXTENDED FOR THOSE EXTENDED SAINTS.
SO I WAS HEARING HIM JUST FINE.
SOME OF, SOME OF THE FEES, LIKE RYAN SAID IT, THEY WILL CHARGE A BASE FEE AND THEN EVERY LITTLE THING THAT THEY DO, THEY WOULD CHARGE ANOTHER FEE TO THAT WEDNESDAY AND ALL THAT GOOD STUFF.
SO AS PART OF THE AUDITING PROCESS, UH, SERGEANT DOLE AND HIS TEAM WOULD HAVE TO GO BACK, MONITOR THAT AND ACTUALLY WATCH EVERYTHING THAT THEY DID TO MAKE SURE THEY WERE CHARGING THE PERSON CORRECTLY FOR THE, THE USES OF THE EQUIPMENT THEY WERE PULLING OFF THE TRUCK.
