UH, AS WE BRIEFED YOU LAST MONTH, UM, B C R U A IS REPLACING APPROXIMATELY 1400 LINEAR FEET OF, UM, DUCK IRON PIPELINE, UM, THE, OF THE 36 INCH UNDERWATER PIPELINE THAT WE'VE BEEN WORKING ON OVER THE PAST YEAR AND A HALF. UM, AND WE ARE, UH, WANTING TO EXPEDITE THAT PROJECT. UM, SO WHAT WE'RE PLANNING TO DO IS, UM, HAVE B C R U A PRE-PURCHASE THE PIPE MATERIALS WHILE WE ARE GETTING, COMPLETING THE DESIGN ON THE ACTUAL CONSTRUCTION OF INSTALLING THAT PIPELINE. AND THAT WILL SAVE US A FEW MONTHS ON THE TOTAL CONTRACT PERIOD. UM, SO WHAT WE'VE DONE IS WORKING THROUGH BUYBOARD, UM, WHICH IS A VENUE, UH, PURCHASING COOPERATIVE, UM, THAT MUNICIPALITIES CAN USE, UM, THAT'S ALREADY, UM, RUN COMPETITIVE PROCUREMENT PROCESSES FOR THE VENDORS THAT THEY USE. AND WE HAVE, UM, IDENTIFIED A COMPANY, SMITH PIPE COMPANY THAT CAN PROVIDE US THE, THESE MATERIALS. AND, UM, THIS ITEM WOULD BE TO ALLOW STAFF TO MOVE FORWARD WITH A CONTRACT WITH SMITH PUMP TO PROCURE THE PIPELINE. UM, THAT WILL ALLOW US TO, UM, PROBABLY REDUCE THE CONSTRUCTION SCHEDULE BY ABOUT THREE MONTHS. UM, THE, UM, COST OF THE PIPELINE IS, UM, THAT YOU'LL SEE IN YOUR PACKET IS, UM, 2.26 MILLION, UH, DOLLARS, BUT THEY ARE, WILL OFFER US A 3% REDUCTION THAT WOULD BRING IT DOWN TO 2.16 MILLION IF WE MAKE PAYMENT WITHIN 10 DAYS OF THE INVOICE. UM, AND I'VE ALREADY ALERTED OUR ACCOUNTING, UH, STAFF FOR, TO LOOK FOR THAT. UM, OUR CONSTRUCTION, UM, WITH THIS WOULD ALLOW US, UM, WE WOULD BE PURCHASING THE PROJECT, UM, PURCHASING THE MATERIALS IN MAY, AND THEN WE'LL, UM, CONCURRENTLY BE, UH, MOVING FORWARD WITH PUTTING OUT THE ACTUAL CONSTRUCTION OF THE PIPELINE REPLACEMENT PROJECT, UM, THIS YEAR WITH A GOAL OF GETTING IT ALL COMPLETED BY, UM, MARCH OF 2024 BEFORE OUR WATER DEMANDS INCREASE, UM, DUE TO MOVING TOWARDS THE SUMMER. UM, THIS ITEM IS TO ALLOW, UM, B C R U A TO OBTAIN, UM, LOANS, LOAN INTEREST LOANS FROM THE TEXAS WATER DEVELOPMENT BOARD. UM, THE REASON THAT WE ARE SEEKING THESE ADDITIONAL FUNDS, [00:05:01] OR IS TWOFOLD, UM, WHEN WE HAD ACTUALLY PROCURED PROPOSALS FROM THE PHASE TWO DEEP WATER INTAKE, UM, WE, IT DETERMINED THAT THE COST OF THE CONTRACT WAS GOING TO USE ALL OF THE, UH, CONTINGENCY FUNDS THAT WE HAD AVAILABLE FOR THIS FIVE YEAR PROJECT. UM, SO THE OPERATING COMMITTEE DELIBERATED ON, UM, WHAT WE MIGHT WANNA DO TO MAKE SURE THAT WE DID HAVE FUNDS AVAILABLE FOR, UM, YOU KNOW, POTENTIAL CHANGES IN THE CONTRACT. UM, NOT THAT WE'RE WE'RE ANTICIPATING ANYTHING, BUT, UM, IN, IN A LENGTHY CONTRACT, YOU COULD UNDERSTAND THAT THINGS MIGHT CHANGE. AND THEN WE ALSO REALIZED THAT THE OTHER TWO PROJECTS THAT WERE INCLUDED IN THE ORIGINAL LOAN PROCUREMENTS, UM, THE PHASE ONE D WATER TREATMENT PLANT, AND THEN THE PERMANENT POWER PROJECT, UM, FOR THE PHASE TWO, UM, WITH, UH, THAT WITH PRONOUNS ELECTRIC CO-OP, THAT THOSE COSTS WERE ALSO GOING TO ESCALATE FROM WHAT WE HAD ORIGINALLY ESTIMATED. UM, SO WE ARE IN THIS, UM, TOTAL PROPOSAL OF ADDITIONAL FUNDING. WE HAD IDENTIFIED ADDITIONAL 4 MILLION FOR PHASE ONE D, $6 MILLION FOR THE PERMANENT POWER PROJECT, AND 35 MILLION FOR, UH, PHASE TWO. UM, BECAUSE THIS IS A MULTI-YEAR PROJECT, UM, WHAT THE OPERATING COMMITTEE WANTED TO DO IN CONSULTATION WITH ALL THE FINANCIAL DIRECTORS WAS TO GO AHEAD AND PLAN FOR AN ADDITIONAL 30 MILLION, UM, FOR STARTING IN 2024. UM, THAT, AND THAT WE WOULD HAVE TIME, UM, IF IT DID LOOK LIKE COST ESCALATED BEYOND THAT, IF WE NEEDED MORE, WE COULD GO BACK IN FOR ADDITIONAL SWIFT FUNDING. IN ADDITION, ROUND ROCK HAD PREVIOUSLY PLANNED FOR THEIR PORTION OF, UM, THIS FUNDING TO USE, UM, THEIR CASH FUNDS, AND THEY HAVE NOW DETERMINED THAT THEY WOULD LIKE TO, UH, COME BACK IN FOR WATER DEVELOPMENT BOARDS, UH, FUNDING FOR ALL, UH, FOR WHAT THEY HAD PREVIOUSLY PLANNED ON FOR CASH. SO THAT IS THE, UM, THE BOND FUNDING THAT WE WILL BE APPLYING FOR. UM, RIGHT NOW LEANDER INTENDS TO USE FOR THIS ADDITIONAL FUNDING THAT WE, I JUST TALKED ABOUT, THEY'RE PLANNING TO USE LOCAL FUNDS FOR THAT. UM, AND CEDAR PARK INTENDS TO USE LOCAL FUNDS FOR ITS SHARE PHASE ONE D AS THEY HAVE A ARPA GRANT FOR THAT. SO THE REMAINDER, UM, IS, UM, CEDAR PARK, UM, APPLYING FOR SEVEN POINT, UM, 6 MILLION AND ROUND ROCK APPLYING FOR ABOUT 90 POINT, UH, $5 MILLION. AND ROUND ROCK IS GONNA BE A MULTI-YEAR LOAN. UM, SO TO TALK ABOUT THE PROCESS THAT WE'RE ABOUT TO GO THROUGH, WE HAVE OUR FINANCIAL ADVISOR, UM, GARY KIMBALL FROM SPECIALIZED PUBLIC FINANCE HERE. UM, AND GARY'S GONNA TELL US WHAT TO EXPECT. UM, THIS IS A CONTINUATION OF, UH, A PROCESS THAT, THAT STARTED LONG AGO, UH, OF GOING AND GETTING TEXAS WATER DEVELOPMENT BOARD MONEY, UH, WHENEVER IT MAKES SENSE TO DO SO. AND IT DEFINITELY DOES NOW, ESPECIALLY, UH, FOR THE ROUND ROCK PIECE THAT HAD OTHERWISE, UH, BEEN EARMARKED, UH, TO BE PAID FOR BY CASH. YOU KNOW, THAT WAS WHEN CASH WAS EARNING A QUARTER OF A PERCENT, AND NOW IT'S EARNING ALMOST 5%. UH, THE WATER DEVELOPMENT BOARD MONEY, UH, IF WE WERE TO CLOSE IT TODAY WOULD BE 3% MONEY. UH, SO IT MAKES A LOT MORE SENSE TO GO AHEAD AND GET SOME OF THAT LOCKED IN, UH, AT PRETTY ATTRACTIVE RATES. UM, IF YOU TAKE THE SUBSIDY THAT'S, UH, OFFERED BY THE TEXAS WATER DEVELOPMENT BOARD FOR THE SWIFT FUNDS, UH, IS PRETTY SIGNIFICANT. SO, UH, FOR A 25 YEAR BOND ISSUE, WHICH IS WHAT THE CITY OF ROUND ROCK'S, UH, MULTI-PHASE, UH, TAKEDOWNS, UH, ARE ENVISIONED TO BE, THERE'S A 14% STATE SUBSIDY TO WHATEVER THE PREVAILING BOND MARKET RATE IS AT THE TIME. UH, WE'VE RUN THE NUMBERS ON THE ROUND ROCK PIECE, AND THAT'S, UM, A $5.2 MILLION NET PRESENT VALUE BENEFIT. UH, ALL THINGS BEING EQUAL, SO KIND OF A NO-BRAINER. UH, IF YOU ADD IN THE CEDAR PARK MONEY, UH, THEY ACTUALLY GET A 25% STATE SUBSIDY BECAUSE THEY'RE DOING SHORTER TERM FINANCING THROUGH THE PROGRAM. UH, IT GETS US UP TO ALMOST $6 MILLION WORTH OF NET PRESENT VALUE BENEFIT, AND THAT EQUATES TO ALMOST $10 MILLION WORTH OF ACTUAL DOLLARS SAVED, UH, BECAUSE OF THE, THE INTEREST RATE SUBSIDY. SO, UM, MAKES, MAKES A LOT OF FINANCIAL SENSE. UH, THE PROCESS, UM, ACTUALLY GOES BACK TO JANUARY WHEN, UH, AARON'S FIRM SUBMITTED, UH, THE, THE ABRIDGED APPLICATION, UH, TO GET US IN LINE FOR CONSIDERATION OVER THE TEXAS WATER DEVELOPMENT BOARD. UH, WE WERE SELECTED, UH, TO, UH, MAKE A FULL APPLICATION. [00:10:01] THAT APPLICATION IS DUE MAY THE EIGHTH. AND THIS ACTION ALLOWS US TO GO AHEAD AND SUBMIT THAT APPLICATION. WATER BOARD WILL TAKE ACTION THIS SUMMER, UH, EXPECT THAT THAT'LL BE IN JULY TO APPROVE OUR APPLICATION OR NOT. UH, AND THEN IN AUGUST, WE'LL BE BACK IN FRONT OF YOU, UH, BECAUSE THE WATER BOARD WILL THEN ASK US TO PROMISE THAT WE'RE GONNA TAKE THE MONEY FROM THEM IF THEY RUN OUT TO THE BOND MARKET AND SELL THE BONDS, UH, TO FUND OUR PIECE. UH, SO THIS IS STEP TWO IN WHAT WILL BE SEVERAL MORE ACTION ITEMS, UH, FOR THE BOARD TO CONSIDER BEFORE YOU ACTUALLY GO INTO DEBT, UH, FOR, FOR THESE APPLICATIONS. UM, V C R U A TREATS AND DISTRIBUTES FINISHED WATER TO THE CITIES OF CEDAR PARK, LEANDER, AND ROUND ROCK, UM, FROM OUR TREATED WATER DELIVERY SYSTEM THROUGH SIX EXISTING DELIVERY POINTS. AND ROUND ROCK IS PLANNING ONE ADDITIONAL DELIVERY POINT, AND THEN THERE'S ALSO, UM, WE DELIVER, UM, UNTREATED WATER TO, UM, LEANDER AS WELL THROUGH ANOTHER DELIVERY POINT. UM, THE SIXTH AMENDMENT TO THE MASTER AGREEMENT, UM, THAT YOU ALL APPROVED IN DECEMBER OF 2021, UH, SPECIFIED THAT THE DELIVERY POINT IMPROVEMENTS, UH, WOULD BE MADE, UM, TO ALLOW BCR TO REGULATE AND CONTROL THE RATE OF FLOW, UM, AND TO PROVIDE BACKFLOW PREVENTION DEVICES IN ALL OF THESE DELIVERY POINTS. UM, WE, THE MASTER AGREEMENT ALSO, UM, UH, ALLOWED THAT B C U A WOULD STANDARDIZE, UM, THE TYPES OF EQUIPMENT BETWEEN ALL THESE DELIVERY POINTS BECAUSE WITH EACH CITY HAVING BUILT THEM, UH, FOR THEIR OWN USE, UM, WE REALLY DON'T HAVE A COORDINATED TYPES OF MATERIALS OR, UH, CONTROL SYSTEMS, UH, FOR ALL OF THESE, UM, DELIVERY POINTS. SO WE CONTRACTED WITH WALKER PARTNERS IN JULY, UM, TO PROVIDE PRELIMINARY ENGINEERING TO ASSESS EACH ONE OF THESE DELIVERY POINTS, AND THEN IDENTIFY IMPROVEMENTS THAT WOULD BE NEEDED TO BOTH ADD THE CONTROLS AND, UH, STANDARDIZE THE, UM, EACH THE EQUIPMENT WITHIN THE, THE, EACH OF THESE TAKE POINTS. UM, AND THE INITIAL CONTRACT WAS, UM, JUST UNDER $50,000. UH, THIS SUPPLEMENTAL AGREEMENT ONE, UM, INCLUDES AN ENGINEERING SERVICES FOR DESIGNING THE IMPROVEMENTS THAT HAD BEEN IDENTIFIED. UM, WALKER PARTNERS HAD PRODUCED A PRETTY LENGTHY TECHNICAL MEMO THAT LOOKS AT EACH DELIVERY POINT, UM, AND IDENTIFIED WHAT SORT OF IMPROVEMENTS WE WOULD BE MEANING, SUCH AS, UM, A LOT OF, UH, CONTROL WORK AS WELL AS VALVING AND, UM, NEW JUNCTION BOXES THAT THE OPERATING COMMITTEE HAS BEEN A REVIEWING, UM, OVER THE PAST FEW MONTHS. UM, SO WHAT WE ARE NOW READY TO DO IS, UM, IDENTIFY WHICH OF THE IMPROVEMENTS ARE GOING TO BE MADE. UM, WE ARE PLANNING TO MOVE FORWARD RIGHT NOW WITH ALL OF THE CONTROL PORTIONS OF THE IMPROVEMENTS, AND THE OPERATING COMMITTEE IS STILL DELIVERING ON WHICH OF THOSE STANDARDIZATION IMPROVEMENTS WILL BE D DONE NOW OR VERSUS, UH, DEFERRED, UM, FOR A LATER TIME. UM, SO WE, UM, IN THE SUPPLEMENTAL AGREEMENT, NUMBER ONE, UM, THE, UH, THE DESIGN WOULD BE COMPLETED. UM, THE GOAL WOULD BE TO GET THAT DONE IN SEPTEMBER. UM, THEN THE OPINIONS OF, UH, PROBABLE CONSTRUCTION COSTS WILL BE DEVELOPED, UM, AND WE WOULD RETURN TO YOU TO, UM, ALLOW US TO BE ABLE TO OPEN PROPOSALS IN OCTOBER. UM, WE, THE FULL SCOPE OF THE WORK LOOKS LIKE IT MIGHT TAKE UP TO A YEAR, AND WE'LL LOOK AND SEE WHICH OF [00:15:01] THOSE, UH, IMPROVEMENTS COULD BE DONE, UH, EXPEDITED SO WE COULD, UM, STAGE THEM AND GET THEM DONE AS QUICKLY AS POSSIBLE. AND WE'LL BE WORKING ON THAT, UH, OVER THE NEXT COUPLE OF MONTHS. SO THE TOTAL COMPENSATION FOR SUPPLEMENTAL AMENDMENT NUMBER ONE IS, UH, $371,987, UM, WHICH WOULD INCREASE THE TOTAL, UH, LUMP SUM FOR THE THIS. UM, ALL THIS WORK THAT'S BEEN DONE TODAY IS 421,629. UM, WE HAVE WALKER PARTNERS HERE TO ANSWER ANY QUESTIONS. OPERATING COMMITTEES, LIKE I MENTIONED, BEEN VERY HEAVILY INVOLVED AND CAN ALSO HELP ANSWER ANY QUESTIONS YOU MIGHT HAVE. AND SO, OH, GO AHEAD. I WAS GONNA SAY, I WAS GONNA SAY, SO THIS, THIS IS IMPORTANT SO THAT WE'RE ENSURING THAT EVERYONE IS WITHIN THEIR CONTRACTUALLY STIPULATED USAGE, CORRECT? THAT'S RIGHT. OKAY. SO THE, AS WE WERE GOING THROUGH ALL THE IMPROVEMENTS, IT LOOKED LIKE THEY WERE GOING TO BE QUITE COSTLY, AND WE KNEW THAT THE, WITH THE DISCUSSIONS WITH THE BOARD, THAT WE WANTED TO HAVE THE, MAKE SURE THAT WE HAD THE ABILITY TO CONTROL THE FLOWS, UM, TO, UH, ADHERE TO OUR CONTRACT REQUIREMENTS. UM, BUT IN TERMS OF MAKING SURE THAT ALL THE EQUIPMENT WAS PRETTY MUCH THE SAME AT EACH, UM, LOCATION SINCE THERE HAD ALREADY BEEN A PRETTY HEAVY INVESTMENT IN THE, UH, EQUIPMENT, UM, YOU KNOW, SOME OF THEM ARE SEVERAL HUNDRED THOUSAND DOLLARS, UM, THE OPERATING COMMITTEE WERE, BEGAN DISCUSSING WHETHER WE COULD FIRST TRY TO ACHIEVE THE FLOW CONTROL GOAL AND THEN MAYBE JUST DUE TO COST, UM, DEFER SOME OF THE STANDARDIZATION TYPE, UM, IMPROVEMENTS UNTIL WE, YOU KNOW, SO THEY, IT COULD BE INCLUDED IN THE CIS AND PLAN FOR, UM, AT THE COST THAT WE'RE SEEING. OKAY. AND I KNOW I, TALKING WITH THE CEDAR PARK OC FOLKS, LIKE, I KNOW THIS IS A HIGH PRIORITY FOR US.
