I'M A LANDSCAPE ARCHITECT WORKING ON THIS PROJECT.

I'M HERE WITH MY COWORKERS, TREY SWAN.

HE'S OUR DESIGN INTERN AND MY, SHE'S OUR LANDSCAPE DESIGNER AND DREW HARDEN OUR VICE PRESIDENT.

SO WE'LL BE PRESENTING TONIGHT ON THE ST.

GABRIEL RIVER PARK, UM, LATER MUNICIPAL ATHLETIC COMPLEX.

SO THIS IS A PRETTY HOT BUTTON TOPIC RIGHT NOW, AND WE'RE REALLY EXCITED TO BE WORKING ON IT.

WE'VE ALREADY SO FAR, UM, COME TO Y'ALL AS WELL AS THE CITY STAFF, PARKS, PARKS BOARD TWICE, AND AS WELL AS THE PUBLIC INPUT WORKSHOP TONIGHT, OUR GOAL IS TO PRESENT TO YOU OUR REPORT ON WHERE WE AT ARE ON THE DESIGN, AND THEN SINGLE IT DOWN TO A SINGLE CONCEPT AND TALK ABOUT THE OPPORTUNITIES AND PRIORITIES THAT COME WITH THAT SINGLE CONCEPT.

UM, FIRST AND FOREMOST, WE'LL PRESENT TO YOU WHERE WE'VE COME SO FAR, UM, DESCRIBING THE BASIS FOR OUR DESIGN BASED OFF OF PUBLIC INPUT.

THEN WE'LL TAKE A LOOK AT THE MASTER PLAN CONCEPTS AND DISCUSS THE PUBLIC'S RESPONSE AS WELL AS THE PARKS BOARD'S RESPONSE TO THOSE CONCEPTS.

AND THEN LAST BUT NOT LEAST, WE'LL DISCUSS THE COST OF CONSTRUCTION AND THE PRIORITIES THAT COME WITH THAT AS WELL.

WE WOULD LIKE Y'ALL'S FEEDBACK, AND THIS IS PURELY TO GET Y'ALL'S FIRST TASTE ON HOW YOU FEEL ABOUT THE PARK AND THE DESIGN.

AND THEN WE'LL COME BACK IN TWO WEEKS AND DISCUSS WITH Y'ALL THE CHANGES THAT WE'VE MADE.

SO, STARTING OFF, I'LL LET ANN MY DESCRIBE OUR SURVEY AND THE RESULTS THAT WE RECEIVED FROM IT.

UM, SO IN BACK IN FEBRUARY, WE PUT OUT A PUBLIC SURVEY TO GET CITIZENS TO GIVE US THEIR FEEDBACK ABOUT, UH, WHAT THEY WANT US TO PR PRIORITIZE IN THIS PARK.

SO WE HAD THEM RANK PRIORITIES.

THIS IS PRIORITIES AFTER SPORTS BECAUSE, UH, WE ALL KNOW THAT THE SPORTS WILL BE THE TOP PRIORITY IN THIS PARK, BUT WE WANTED TO ALSO GET PEOPLE'S FEEDBACK ABOUT WHAT ELSE THEY WANT TO FOCUS ON BESIDES THE SPORTS.

SO, UM, AFTER SPORTS, PEOPLE WERE REALLY INTERESTED IN, YOU KNOW, FACILITIES LIKE RESTROOMS, TRAILS, ACCESS TO NATURE, AND COMMUNITY PLAYGROUNDS.

UM, WE ALSO DID SOME FREE RESPONSE QUESTIONS, AND THEY AFFIRMED THE RA, UH, RANKING EXERCISE THAT WE DID WITH OUR, UH, SURVEYS.

SO, UM, PRETTY MUCH SIMILAR, UH, REQUESTS FOR SPORTS FIELDS AND TRAILS, UM, PLAYGROUND EQUIPMENT.

AND, UM, THERE'S ALSO A LOT OF INTEREST IN DISC GOLF AND PICKLEBALL AS WELL.

UH, WE ALSO, UH, WANT TO INCLUDE CONSIDERATIONS FOR PEOPLE WHO NEED ACCOMMODATIONS, UH, VIA THE AMERICANS WITH DISABILITIES ACT.

SO, UM, THERE IS A SIGNIFICANT PORTION OF RESPONDENTS WHO, UH, EXPRESSED A NEED FOR THESE TYPES OF ACCOMMODATIONS.

SO WE WILL BE, UM, PRIORITIZING NON-VERBAL ASSISTANCE, UM, ADAPTIVE EQUIPMENT THROUGHOUT THE PARK, AND ALSO ENVIRONMENTAL ACCOMMODATIONS FOR THOSE WITH AUTISM AND RAMPS.

UM, WE THINK THAT AS DESIGNERS, UH, UNIVERSAL DESIGN IS REALLY IMPORTANT TO US, AND WE'RE ALWAYS TRYING TO IMPROVE ACCESSIBILITY AND WAYFINDING.

AND, UM, WE ALSO, UH, LOOKED INTO THE AGE RANGE OF RESPONDENTS AND, UM, WE HAVE A WIDE RANGE OF AGES FOR THE POTENTIAL USERS.

UH, MAJORITY OF PEOPLE WHO RESPONDED WERE, UH, RE LEANDER, RE RESIDENTS, BUT WE DO HAVE, UM, A FEW, PRETTY SIGNIFICANT NUMBER OF PEOPLE WHO WERE RESPONDING OUTSIDE OF LEANDER CITY LIMITS.

SO THIS JUST INDICATES THAT THE PARK HAS POTENTIAL USERS FOR PEOPLE WHO ARE, YOU KNOW, IN LEANDER AND ALSO OUTSIDE OF IT.

UM, WE ALSO DETERMINED THAT, UH, MOST OF THE RESPONDENTS ARE GOING TO BE COMING HERE WITH THEIR FAMILIES.

AND, UM, WE ALSO LOOKED AT WHICH PARKS PEOPLE VISITED THE MOST IN THE AREA.

SO LAKEWOOD PARK, BRUSHY CREEK SPORTS PARK, AND, UH, ROBIN BLEDSO PARK WERE THE TOP THREE, UM, OH, SORRY, ,

UH, TOP THREE PARKS THAT OUR SURVEY RESPONDENTS, UM, VISITED THROUGHOUT THE MONTH.

SO WE HOPE THAT THIS PARK CAN HELP FILL IN THE PROGRAMMING GAPS THAT THOSE PARKS DON'T MEET.

UH, OOH, THANK YOU.

THAT'S, THAT'S, THAT'S COOL.

UM, YEAH, SO WE'RE, WE'RE HOPING THAT THIS PARK CAN FILL IN THOSE PROGRAM PROGRAMMING GAPS, UM, AND THERE'S DEFINITELY A NEED FOR THIS PARK AS EVIDENCED BY THE OVERWHELMING RE RESPONSE.

WE GOT TO THIS SURVEY.

WE GOT OVER 2000, UH, 34 RESPONSES.

AND LASTLY, WE ALSO ASKED PEOPLE ABOUT THEIR INVOLVEMENT IN ORGANIZED SPORTS.

UM, SO THERE'S A LOT OF PEOPLE INTERESTED IN OBVIOUSLY, UH, SOFTBALL, THE FIELD SPORTS, AND, UM, QUITE A BIG NUMBER OF PEOPLE ARE INTERESTED IN SWIMMING AS WELL.

AND WE WANNA NOTE THAT THE C'S FOCUS IS ON SOFTBALL AND FOOT SPORTS FOR THIS PROJECT.

UM, BUT OTHER NEEDS SUCH AS SWIMMING WILL BE MET BY OTHER FUTURE PROJECTS, UM, ONGOING IN LEANDER.

SO, UH, WE WILL INCLUDE MULTIPURPOSE COURTS AND ALSO FOCUS ON, UH, MULTIPURPOSE SPORTS FIELDS AS WELL.

SO THAT WILL ADDRESS THE RISING INTEREST IN PICKLEBALL AND TENNIS, AS WELL AS SOCCER AND CRICKET EXAM.

AND I'M GONNA GET Y'ALL'S HELP REAL QUICK TO PASS THESE OUT.

SO I REALIZE THAT SOME OF Y'ALL DON'T HAVE THE ELECTRONIC VERSION, SO WE'LL HAND OUT THESE PAPER VERSIONS AS WELL.

SO JUST TO TOUCH BASE REAL QUICK AND WAS ABLE TO HELP SET THIS UP, IT WAS A TWO WEEK SURVEY, UM, IN WHICH WE RECEIVED 2034 RESULTS, UM, THAT IS A RECORD FOR OUR PERSONAL ENGAGEMENT AND ALSO A REALLY GREAT JOB, TY MEGAN OVER THERE.

UH, HE WAS ABLE TO HELP DISTRIBUTE THAT.

SO IN THESE HANDOUTS THAT Y'ALL ARE RECEIVING, UM, YOU HAVE THE WHOLE PRESENTATION, AND THIS WILL HELP YOU LOOK AT THE CONCEPTS A LITTLE BIT BETTER AS WELL.

SO I THINK IT'S ON THE, POTENTIALLY ON THE THIRD PAGE.

SO THESE ARE THE TWO CONCEPTS WITH A LITTLE BIT REVISION.

AFTER TALKING TO THE CITY STAFF, UM, WE ACTUALLY PRESENTED EARLIER CONCEPTS TO BOTH THE PUBLIC AT THE PUBLIC INPUT WORKSHOP AND THE PARKS BOARD.

UM, WE'VE ACTUALLY REVISED THE ENTRY AFTER SOME CONVERSATION ABOUT SAFETY AND ACCESS.

UM, THIS IS RELATED TO CT RMA RUNNING 180 3 A ON THE SIDE, THE WEST SIDE OF THIS PROJECT.

WE WANTED TO ENSURE THAT OUR MAIN ENTRY ALLOWED A D CELL LANE AND AS WELL AS EMERGENCY ACCESS.

UM, CURRENTLY THIS PARK RUNS, UM, A LITTLE BIT OF A RISK OF ONLY HAVING ONE ACCESS POINT.

WE'RE IN THE WORKS OF COMMUNICATING WITH, UH, ADJACENT DEVELOPER ON THE NORTH SIDE TO TALK ABOUT DOING A POTENTIAL ACCESS TO THEIR PROPERTY AS WELL, TO ENGAGE IN TWO POINTS OF ACCESS, AS WELL AS IN ENABLING EMERGENCY ACCESS SHOULD ANYTHING HAPPEN ON SITE.

UM, ANOTHER ITEM THAT WE CHANGED REAL SMALL, YOU MIGHT NOT EVEN NOTICE IT, UM, BUT WE SWITCHED OUT THE PICKLEBALL COURTS, WHICH IS, IF YOU NOTICE ON THE SURVEY, A SMALL PERCENTAGE OF RESPONDENTS SAID THAT THEY WERE INVOLVED IN PICKLEBALL.

WELL, AS A GREATER PERCENTAGE SAID THEY'RE INVOLVED IN TENNIS.

UM, THE GREAT NEWS IS THAT THEY'RE BOTH RACKET SPORTS AND CAN USE THE SAME KIND OF SLAB.

UM, SO THIS IS A MULTI-PURPOSE DESIGN, WHICH ENABLES THREE PICKLEBALL AND THREE TENNIS COURTS.

SO, TAKING A LOOK AT THIS, UM, CONCEPT, CONCEPT A FOCUSES PRETTY SIMILARLY TO CONCEPT B ON THE WEST SIDE, ALLOWING A NATURE CENTER IN THE NORTHWEST QUADRANT, A PASSIVE LAWN SPACE IN SPORT COURTS IN THE SOUTHWEST QUADRANT, AND THEN OF COURSE, CONNECTION TO THE SOUTH FORKS AND GABRIEL TRAIL, UM, THROUGH CT RMAS, THE SMALL, UH, KIND OF SPAGHETTI NOODLE RIGHT HERE THAT RUNS WEST AND UNDERNEATH THE HIGHWAY, THAT WILL BE CONNECTED AS WELL IN THIS CONCEPT.

UM, ONE ITEM THAT WE REALLY WANTED TO ADDRESS WAS THE WAYFINDING TO NATURAL AND HISTORICAL, UM, MARKERS IN THE REGION.

SO THE DINOSAUR TRACKS, AS Y'ALL MAY KNOW, IS ABOUT ONE MILE WEST OF THIS SITE, AND WE WANTED TO MAKE SURE THAT THAT WAS LOCATED IN THE DESIGN ON THE TRAIL.

THIS MASTER PLAN DIFFERS FROM CONCEPT B IN THAT IT PROPOSES THE SIX SOFTBALL FIELDS IN THE NORTHEAST QUADRANT, AS WELL AS A PASSIVE GREEN SPACE IN THE NORTH QUADRANT AS WELL.

UM, AND PUTS A MULTIPURPOSE POD, WHICH IS FIVE ACRES, INCLUDING TWO SOCCER FIELDS AND ONE CRICKET FIELD.

THIS WOULD ENABLE MULTIPLE DIFFERENT FOOT SPORTS TO PLAY IN THIS AREA, AND OF COURSE, ENABLE A TOURNAMENT FOR DIFFERENT LEAGUES OF SOCCER.

THE ONE KEY TAKEAWAY FROM THIS IS THAT IT'S A SMALLER, LESS PROGRAMMED, UM, DESIGN THAN CONCEPT B AND ENABLING MORE IN BETWEEN SPACE OR SOFT SPACES, AS WE CALL THEM.

LOOKING AT CONCEPT B, THIS IS THE MAXIMIZATION CONCEPT.

UM, IT TAKES THE MOST ADVANTAGE OF OUR 76 ACRES ON THE NORTH SIDE OF LANDER AND THE NORTH SIDE OF THE SAN GABRIEL RIVER.

UM, THE GOAL OF THIS CONCEPT WAS TO EFFICIENTLY AND EFFECTIVELY MEET THE NEEDS OF THE C I P BY PROVIDING THE MOST FOOT SPORTS POSSIBLE, AS WELL AS CLEVERLY PLACING THE SIX SOFTBALL FIELDS IN A WAY THAT WOULD ALLOW MODULARITY AND, UM, SENSITIVITY TO THE GEOGRAPHY OF THE SITE.

SO MOST OF THE SITE IS SLOPED TOWARD THE RIVER, AND THAT MEANS A HUGE IMPACT IF YOU'RE PUTTING IN A LARGE FIVE ACRE SPORTS FIELD, UM, TO THE TOPOGRAPHY.

SO WE WANT TO MAKE SURE WE WERE WORKING WITH THE TOPOGRAPHY IN THIS ONE.

UM, THESE FIVE ACRE FIELDS ARE UP ON A HIGHER AREA AND ALLOW FOR GREATER FLAT SPACE TO PUT IT SIMPLY, WHEREAS THE DIAMONDS WILL HAVE TO SLOPE AWAY FROM THEIR PITCH.

UM, MEANING THAT YOU NEED TO WORK WITH A LITTLE BIT OF A TOPOGRAPHY TO ENABLE THAT TO WORK.

UM, SO THIS CONCEPT PERSONALLY AS A DESIGNER IS THE BETTER CONCEPT BECAUSE YOU'RE MAXIMIZING THE SITE AS WELL AS WORKING WITH THE NATURAL SITE AS WELL.

UM, ADDITIONALLY, ONE THING TO NOTE IS THAT THIS CONCEPT ALSO INCLUDES OVER A HUNDRED MORE SPACES FOR PARKING.

THIS IS GREAT FOR ACCESSIBILITY, IF YOU THINK ABOUT IT.

UM, WE'VE HEARD A LITTLE BIT OF FEEDBACK ABOUT LAKEWOOD PARK BEING A WONDERFUL PARK, A GREAT PARK FOR EVENTS.

IF YOU COULD DO IT OVER AGAIN, THE MAIN THING THAT WOULD CHANGE IS ACCESSIBILITY, UM, MAKING SURE THERE'S MORE PARKING, MAKING SURE THERE'S MULTIPLE WAYS IN AND OUT.

WE WANNA MAKE SURE THAT WE'RE CONSIDERING THAT AS WELL ON THIS SITE.

UM, SO MORE PARKING, AND AGAIN, TALKING ABOUT THE ACCESS POINTS.

UM, ONE OTHER THING TO NOTE IS THAT WE DID WANNA MAXIMIZE THIS CONCEPT.

MAKE, YOU KNOW, CONCEPT A IS THE BREAD AND BUTTER.

CONCEPT B IS THE WHOLE SANDWICH.

UM, SO YOU GOT THE COMMUNITY PLAYGROUND AS WELL.

THIS WOULD SERVE THE REGION, UM, NORTH LEAN AS WELL AS OUTSIDE OF LANDER IF NECESSARY.

BUT A COMMUNITY PLAYGROUND IS A GREAT FEATURE TO HAVE.

AND WHILE YOU'RE DEVELOPING THE NORTH SIDE, MAKING SURE THAT YOU'RE BUILDING AHEAD OF THE HOUSEHOLDS THAT WOULD START TO COME AND USE THIS PARK.

SO THESE ARE THE, THE REFINED VERSIONS OF THE CONCEPTS THAT WE PRESENTED TO THE PUBLIC, UM, AT THE PUBLIC INPUT WORKSHOP ON MARCH 30TH, AND THEN AS WELL AS THE PARKS BOARD ON, UM, APRIL 11TH.

SO AT THE PUBLIC INPUT WORKSHOP, WE HAD CLOSE TO 70 ATTENDANCE, UM, JUST A ROUND NUMBER.

AND THEN WE HAD 43 WRITTEN RESPONSES.

SO THIS WAS ESSENTIALLY TO GIVE AN OPPORTUNITY THAT TO THOSE WHO WOULD LIKE TO COME AND VOICE THEIR, UM, INPUT PRIORITIES AND CONCERNS AS WELL AS GIVE AN ADDITIONAL SUPPORT FOR THE RESPONDENTS THAT WE GAVE OR WE RECEIVED IN THE SURVEY ELECTRONICALLY.

UM, THIS IS ALSO A GREAT OPPORTUNITY TO LOOK AT CONCEPT A AND CONCEPT B, WHICH THEY HADN'T SEEN SO FAR IN THESE RESPONSES.

UM, MOST THE MA MAJORITY, UM, REALLY LIKED CONCEPT B, WHEREAS A FEW PEOPLE LESS LIKED CONCEPT A.

YOU CAN SEE IT'S PRETTY CLOSELY DIVIDED.

UM, BUT B WAS FAVORED.

SOME OF THEIR REQUESTS WERE TO ADD MORE PICKLEBALL, UM, A POOL, WHICH AGAIN, WE WILL REITERATE IS NOT AN OPTION ON THIS SITE CURRENTLY.

UM, PARKING, WHICH WE MENTIONED IS A HIGH PRIORITY WITH MOBILITY AND ACCESSIBILITY PLAYGROUNDS.

SO GOING BACK TO THE COMMUNITY PLAYGROUND ON CONCEPT B, HIGH PRIORITY TENNIS COURTS, UM, DISC GOLF NATURAL TRAILS, WHICH WAS SOMETHING WE AS DESIGNERS REALLY WANTED TO INTEGRATE AS WELL.

UM, THIS IS A BEAUTIFUL SITE.

A LOT OF NATURAL FEATURES PROVIDING ACCESS TO THOSE ARE INCLUDED IN THE MASTER PLANTS.

UM, AND THEN THERE WERE CONCERNS ABOUT HOW THE PARK WOULD BE USED AND THE INTERACTION WITH THE WATER AND THE ST.

GABRIEL RIVER AND ADJACENCY TO NEIGHBORHOODS.

UM, WE'VE PLACED MOST OF THE PROGRAMMING IN A WAY THAT WE WOULD BE ABLE TO IN CONSTRUCTION DESIGN WORK AROUND THESE ISSUES.

UM, MAINLY NOISE POLLUTION, SAFETY, ACCESS TO OTHER PEOPLE'S PROPERTIES IN ALL PARKS THAT WE DO.

WE THINK ABOUT THESE THINGS AND, UM, MAKE SURE THAT THEY'RE COVERED AND THAT THERE'S A LOT OF BUFFER AND SAFETY INVOLVED.

UM, AND THEN LAST BUT NOT LEAST, THERE WERE PRIORITIES PLACED AROUND, YOU KNOW, THIS IS A HISTORICAL SITE AND PEOPLE HAVE USED IT WELL BEFORE IT WAS A PARK.

UM, SO JUST MAKING SURE THAT WE RESPECT THAT IN CONTAINING THE USE IN A WAY THAT IS FAVORABLE.

SO ULTIMATELY, UM, IN OUR PARKS BOARD MEETING ON APRIL 11TH, WE DISCUSSED THESE, UM, FEEDBACK FROM THE PUBLIC INPUT WORKSHOP AND THE SURVEY AND CONCEPT B WAS MOTION TO BE THE MOST FAVORABLE AND ACCEPTED,

UM, BY THE PARKS BOARD.

SO WE PROCEEDED WITH PLANNING OUT AROUND CONCEPT B, UM, ADDRESSING THE PRIORITIES AND THE COST TO CONSTRUCT.

SO OVER THE LAST MONTH, WE'VE BEEN PRICING OUT THE INDIVIDUAL COST TO CONSTRUCT THIS PARK AND ANALYZING THE FE FEASIBILITY OF IT SINCE IT IS THE MORE MASTER PLANNED PROGRAMMED PARK.

SO TAKING A LOOK AT Y'ALL'S BUDGET FOR THIS PROJECT BASE, ONE WAS TO INCLUDE ROUGHLY 10 MILLION TO MEET THAT.

UM, FIRST YOU WOULD NEED TO MAKE SURE THAT YOU INSTALL THE BASELINE UTILITIES ROAD INFRASTRUCTURE ACCESS TO THE SITE AND BASELINE PREP WORK TO PREPARE THE FIELDS.

UM, THIS WOULD INVOLVE ESSENTIALLY CLEARING AND GRUBBING, REMOVING, YOU KNOW, DANGEROUS PLANTS, UM, TREES THAT WOULD BE IN THE WAY OF FUTURE CONSTRUCTION AND GRADING OUT THE SITE TO BE FEASIBLE FOR SPORTS FIELDS.

UM, SO LOOKING AT THIS, IT WOULD COST ROUGHLY AROUND 8.348 MILLION OR, YEAH, SO THIS IS JUST TO GET ACCESS TO THE SITE, PROVIDE PARKING INFRASTRUCTURE AND UTILITIES TO ADD ON THE AMENITIES, WHICH WERE PRIORITY IN THE CIP P.

UM, WE PRICED IT IN A WAY THAT WAS FAVORABLE TO THE 10 MILLION BUDGET.

UM, BUT WE ALSO WANTED TO BE REALISTIC IN Y'ALL'S PRIORITIES AND GET SOME FEEDBACK.

TONIGHT.

IN THIS CURRENT PROPOSAL, WE'RE PRICING FOR ONLY FOUR SOFTBALL FIELDS, BUT THESE ARE FULL SYNTHETIC FIELDS, UM, WHICH TEND TO GO UP IN COST.

UM, WE FEEL LIKE, UH, SHORT-TERM RENTAL IS A STRUCTURE THAT'S RENTED FOR A PERIOD OF LESS THAN 30 CONSECUTIVE DAYS.

UM, WE WANTED TO CONFIRM THAT.

UM, IT DOES NOT INCLUDE THINGS LIKE A BED AND BREAKFAST, A HOTEL OR A SPECIAL EVENT, UH, VENUE.

WE DID SOME, SOME RESEARCH AND, UM, WE FOUND THAT, UH, THE AUSTIN AREA IS A HOTSPOT.

IT HAS THE HIGHEST OCCUPANCY RATE IN TEXAS, WHICH WAS KIND OF INTERESTING.

UM, THE PEAK TIME IS MADE OF JULY AND UM, THE COST IS BETWEEN 1 59 TO TWO 17 FOR DIFFERENT ROOMS. UM, WE LOOKED AT THE FORECAST FOR THE UNITED STATES AND IT'S INCREASING.

AND THEY'RE SAYING THAT AUSTIN IS THE FASTEST GROWING MARKET AND WE WOULD FALL WITHIN THAT MARKET.

UM, WE DID FIND THAT SHORT TERM RENTALS EXIST IN THE CITY OF LEANDER.

UM, THEY SHOULD BE PAYING THE, THE HOTEL OCCUPANCY TAX.

CURRENTLY THEY ARE NOT.

UM, WE WERE APPROACHED BY A COMPANY THAT RESEARCHES SHORT TERM RENTALS AND THEY FOUND, UM, LAST YEAR IN FEBRUARY, THEY WERE 50.

UM, THEY, THEY SAID THAT WE HAD A PEAK SEASON IN FEBRUARY.

WANTED TO KNOW IF WE HAD A VALENTINE'S DAY EVENT OR SOMETHING.

WE DIDN'T, BUT IT WAS, IT WAS INTERESTING.

UM, BUT I IMAGINE THAT'S INCREASING OVER TIME.

I DID GO ONLINE AND DID THE FREE STATISTICS.

UM, THIS IS NOT A VERY GOOD REPRESENTATION BECAUSE I DIDN'T PAY FOR IT.

UM, BUT IT IS SHOWING AN INCREASE IN THE NUMBER.

UM, OVER TIME.

IN 1999, TEXAS BECAME THE FIRST STATE TO PASS A SAFE HAVEN LAW, ALSO KNOWN AS THE BABY MOSES LAW.

THIS LAW ALLOWS INFANTS, 60 DAYS OR OLD, YOUNGER, TO BE GIVEN UP TO AN EMERGENCY MEDICAL SERVICES PROVIDER WITHOUT PROSECUTION FOR ABANDONMENT OR NEGLECT.

THE CHILD IS GIVEN MEDICAL ATTENTION AND TAKEN INTO CUSTODY BY THE STATE.

HOWEVER, INFANT ABANDONMENTS CONTINUE TO TE TO CONTINUE IN TEXAS IN MARCH, 2022, CBS'S INVESTIGATIVE TEAM FOUND THAT INFANT ABANDONMENTS IN TEXAS SINCE 2018 HAVE BEEN ALMOST DOUBLING EACH YEAR, LEADING TO AN ALL-TIME HIGH LAST YEAR WITH 22 ILLEGAL INFANT ABANDONMENTS IN TEXAS ALONE.

THE TRUTH IS THAT THE PUBLIC IS NOT WELL EDUCATED ABOUT OUR SAFE HAVEN LAW.

MANY WOMEN ARE SCARED THAT THEY'LL BE PROSECUTED, SO HAVE SUCCUMBEDED TO ABANDONING THEIR INFANTS.

THIS LEGISLATIVE SESSION, SENATOR HUGS, FILED SE SENATE BILL SEVEN 80.

THIS AMENDS OUR SAFE HAVEN LAW BY ADDING A NEWBORN SAFETY DEVICE AS A WAY FOR A CHILD TO BE GIVEN UP.

IT HAS ALREADY PASSED THE SENATE 30 TO ZERO AND THE HOUSE HEALTH SERVICES COMMITTEE EIGHT TO ONE WITH NO AMENDMENTS.

IT IS CURRENTLY AWAITING ITS SECOND READING IN THE HOUSE.

A NEWBORN SAFETY DEVICE OR BABY BOX LEGALLY ALLOWS A YOUNG ILL-EQUIPPED OR IN CRISIS MOTHER TO SAFELY AND ANONYMOUSLY SURRENDER HER UNWANTED NEWBORN AS A LAST RESORT.

THE BOX IS INSTALLED IN THE WALL OF EMERGENCY CARE PROVIDER LIKE A FIRE STATION OR A HOSPITAL.

SAFE HAVEN BABY BOXES ARE HIGH QUALITY DEVICES THAT CONTAIN MULTIPLE SILENT ALARMS THAT DISPATCH 9 1 1 1 AND ALERT FIRST RESPONDERS TO THE BABY BOX AS IT IS OPENED AND THE BABY'S PLACED INSIDE.

IT IS IMPORTANT TO NOTE THAT THIS IS A POLITICALLY NEUTRAL ISSUE.

IT IS NOT PRO-LIFE AND IT IS NOT PRO-ABORTION.

UM, I'VE KNOWN HER, LIKE I SAY, FOR ALL THESE YEARS, AND SHE'S BEEN A WOMAN OF INTEGRITY.

UH, SHE'S HIGHLY RESPECTED.

MOST OTHER CITIES THAT I HAVE WORKED WITH OR WORKED FOR HAVE FOLLOWED A SIMILAR PROCESS.

THERE'S KIND OF A, TYPICALLY IN ANY GIVEN REGION, THERE'S A LIMITED NUMBER OF ACTIVE JUDGES, MUNICIPAL AND JP I'VE ACTUALLY WORKED AT ONE CITY WHERE OUR MUNICIPAL JUDGE WAS ALSO THE JP, UH, FOR THAT, FOR THAT AREA.

UH, I KNOW MOVING FORWARD WE'RE LOOKING AT, AT SOME OF THE OTHER KIND OF MODERNIZATION THINGS, MAYBE ADDING ANOTHER HALF DAY, THEN EVENTUALLY ANOTHER FULL COURT DAY.

YOU KNOW, WE'RE APPROACHING A HUNDRED THOUSAND PEOPLE.

UM, WE ALSO HAVE THE OTHER ISSUE OF, YOU KNOW, A COURT OF RECORD IF THAT IS, IF, IF WE WANNA CROSS THAT BRIDGE AS WELL.
