I'M REPORTING ON ACTION TAKEN BY THE CITY COUNCIL DURING THE MAY 4TH MEETING.

UM, DURING THAT MEETING, WE DID CONDUCT A BRIEFING WORKSHOP WHERE WE WENT OVER, UM, THE NEW DEVELOPMENT SERVICES DASHBOARD AS WELL AS SHORT-TERM RENTAL REGULATIONS.

WE'LL BE FOLLOWING UP WITH THE COMMISSION WITH A SIMILAR PRESENTATION ABOUT SHORT-TERM RENTALS AND THE AMENDMENTS WE'RE PROPOSING.

UM, THEY ALSO COMPLETED THE SECOND READING OF AN ORDINANCE FOR THE, UM, HERO WAY TOWNHOUSES PLANNED UNIT DEVELOPMENT, AND THEY CONDUCTED THE PUBLIC HEARING FOR THE LEANDER COLLECTIVE MINOR PUD.

UM, THAT REQUEST WAS APPROVED WITH THE COMMISSION'S CONDITION WITH THE HEIGHT, UH, RESTRICTION.

AND THAT'S IT FROM OUR REPORT.

A PUBLIC HEARING REGARDING SPECIAL USE CASE Z DASH 22 DASH 0 43 TO CONSIDER ACTION ON THE SHADY BREW GARDEN SPECIAL USE PERMIT TO ALLOW FOR A FOOD TRUCK, INCLUDING MINOR WAIVERS TO THE COMPOSITE ZONING ORDINANCE ON ONE PARCEL OF LAND, APPROXIMATELY 0.9373 ACRES IN SIZE, MORE PARTICULARLY DESCRIBED BY WILLIAMSON CENTRAL APPRAISAL DISTRICT PARCEL R 0 3 5 5 79.

THIS IS THE FIRST STEP IN THE SPECIAL USE PROCESS.

THE APPLICANT IS REQUESTING A SPECIAL USE PERMIT TO ALLOW FOR MOBILE FOOD ESTABLISHMENT PARK.

THIS REQUEST INCLUDES WAIVERS TO THE ORDINANCE REQUIREMENTS DUE TO THE TEMPORARY NATURE OF THE USE.

UH, USE IS PERMITTED IN A ZONING DISTRICT OR CLASSIFIED IN TWO WAYS.

THE FIRST TYPE OF USE IS WHAT IS REFERRED TO AS A USE PERMITTED BY RIGHT.

A USE PERMITTED BY RIGHT IS ALLOWED IN A SPECIFIC ZONING DISTRICT, PROVIDED THAT THE PROPERTY OWNER COMPLIES WITH A SPECIFIED BUILDING AND SITE REQUIREMENTS.

THE SECOND TYPE OF USE IS WHAT IS REFERRED TO AS A SPECIAL USE.

A SPECIAL USE ALLOWS FOR CERTAIN LAND USES IN A GIVEN ZONING DISTRICT AND GENERALLY REQUIRES MORE REVIEW BY PLANNING AND ZONING COMMISSION AND CITY COUNCIL IN ORDER TO ENSURE, UH, THE COMPA UH, COMPATIBILITY OF THE PROPOSED USE WITH THE SURROUNDING LAND USES.

IN THIS CASE, THE MOBILE FOOD ESTABLISHMENT PARK IS NOT A PERMITTED USE.

UM, ARTICLE FOUR SECTION 10 C REQUIRES A SPECIAL USE PERMIT FOR MOBILE FOOD ESTABLISHMENT PARKS.

THIS USE IS CONSIDERED TEMPORARY, AND THE APPLICANT IS PROPOSING TEMPORARY IMPROVEMENTS FOR THE DEVELOPMENT.

THE FOLLOWING WAIVERS ARE INCLUDED.

FOOD TRUCKS AND A PAVILION ARE ALLOWED AS TEMPORARY USES SETBACK.

LANDSCAPING SHALL NOT BE REQUIRED.

THIS LANDSCAPING SHALL BE INSTALLED AT THE TIME OF A, UH, OF THE DEVELOPMENT OF A PERMANENT USE ALLOWANCE OF FARMER'S MARKET ALLOWANCE FOR LIVE MUSIC ALLOWANCE FOR PRIVATE EVENTS, AND ALLOWANCE FOR TWO TEMPORARY RESTROOMS FOR UP TO 12 MONTHS.

THERE WAS A T UH, TYPO IN THIS FOR THE SIDEWALKS THAT WAS NOT SUPPOSED TO BE INCLUDED.

UM, AND WE'LL, WE'LL ADJUST THAT.

MOVING FURTHER.

UM, A DEVELOPMENT MEETING WAS HELD WITH STAFF ON DECEMBER 13TH, 2021.

NO CHANGES WERE MADE TO THE DEVELOPMENT PROPOSAL PRIOR TO THE OFFICIAL SUBMITTAL OF THE SPECIAL USE PERMIT.

BUT WE HAVE UPDATED OUR ORDINANCE TO INCLUDE A SECTION ON, UH, MOBILE FOOD TRUCK ESTABLISHMENT PARKS.

UH, THAT WAS, UH, MAY 5TH, 2022 UNDER ORDINANCE NUMBER 22 DASH 42 DASH ZERO ZERO.

UM, PUBLIC NOTICES HAVE BEEN MAILED OUT ON BEHALF OF THE CITY TO ALL RESIDENTS, UH, ARE ALL PROPERTY OWNERS WITHIN 200 FEET.

AND THE AGENT HAS PERFORMED A NEIGHBORHOOD OUTREACH TO ALL, UM, OWNERS OF LOT ZDA, SINGLE FAMILY OR ANY PROPERTIES USE A SINGLE FAMILY IN ANY HOMEOWNER'S

ASSOCIATIONS WITHIN 500 FEET.

AND THAT'S, UH, INCLUDED IN, UH, ITEM EIGHT, IF YOU WANNA LOOK AT THAT FURTHER.

AND, UH, WILL BE ADDING A PAVILION THAT'LL, UH, SOMEWHAT ATTACH TO THAT, UH, 720 SQUARE FOOT BUILDING.

THAT'S GONNA BE OUR VISION.

VERY SIMPLE PICNIC TABLES KIT, SPACE DOG PARK, VERY FAMILY FRIENDLY.

BRING THE DOGS TOO.

AND LIKE I MENTIONED BEFORE, WE'LL HAVE CRAFT BEER ON TAP ICE, COLD BEERS ON TAP WITH SOME OF YOUR LOCAL FAVORITES.

WE'LL BE OFFERING WHITE, RED, SPARKLING AND FROZEN WINE.

AND THEN HOT ICE AND DECAF COFFEE AND TEA FOOD TRUCKS WILL BE ON SITE PROVIDING A VARIETY OF TASTY TREATS FOR GUESTS TO ENJOY.

THERE IS PARKING THERE THAT HAS BEEN USED FOR YEARS.

UM, WE CAME UP WITH A CONCEPT TO AD PARKING, BUT IT WAS, I DON'T WANNA SAY DENIED, BUT, UH, AT THE MOMENT, UH, THEY'D MENTIONED THAT, UM, MAYBE IT WOULDN'T BE NECESSARY BECAUSE OF THE ABILITY TO MAYBE USE BAGHDAD STREET THROUGH A USER LICENSE AGREEMENT.

UM, WITH OUR BUDGET WE'RE WORKING ON RIGHT NOW, WE'VE INCLUDED ADDING, UM, STRIPING ALONG BROAD TO ENCOURAGE, UH, HEAD END PARKING TO ADD MORE SPACES ALONG THE ROAD.

SO THE ONLY DIFFERENCE BETWEEN YOUR REQUEST IS YOU WANNA BE OPEN TO ABOUT 10 ON FRIDAY AND SATURDAY NIGHT, IT WOULD JUST BE FRIDAY AND SATURDAY NIGHT UNTIL 10.

I THINK THE ONLY THING THAT WOULD CHANGE IS MAYBE THE HOURS WE OPEN AS WE BRING IN MORE COFFEE.

THE COMPREHENSIVE PLAN INCLUDED GOALS FOR FUTURE GROWTH AND DEVELOPMENT, AS WELL AS AN ACTION PLAN FOR IMPLEMENTATION.

UH, ESTABLISHING OLD TOWN AS A DESTINATION FOR ARTS, SHOPPING AND ENTERTAINMENT IS LISTED AS GOAL SIX IN THE COMPREHENSIVE PLAN, UH, WITH STRATEGY 6.1 0.1, TO DEVELOP A DETAILED MASTER PLAN FOR OLD TOWN LEANER.

UH, THE COMPREHENSIVE PLAN ADVISORY COMMITTEE IDENTIFIED OLD TOWN AS A HIGH PRIORITY TOPIC AND STRESSED THE NEED TO CREATE A CLEAR VISION FOR OLD TOWN.

OLD TOWN AS A DESTINATION WAS ALSO LISTED AS ONE OF THE KEY TAKEAWAYS FROM THE PUBLIC OUTREACH SURVEYS CONDUCTED DURING THE COMPREHENSIVE PLAN DEVELOPMENT PROCESS, UH, CITY COUNCIL DIRECTED STAFF TO ISSUE AN RFQ AND COUNCIL APPROVED A CONTRACT WITH KIMLEY HORN, UH, TO PREPARE THE OLD TOWN MASTER PLAN STAFF WORKED WITH KIMLEY HORN TO COMPILE A LIST OF COMMUNITY REPRESENTATIVES TO MAKE UP THE OLD TOWN ADVISORY COMMITTEE.

UH, THE PURPOSE IN THE COMMITTEE WAS TO ALLOW THE COMMUNITY, UH, THE OPPORTUNITY TO PR OPPORTUNITY TO PROVIDE FEEDBACK DURING THE OLD TOWN MASTER PLAN PROCESS.

UH, THE ADVISORY COMMITTEE WAS MADE UP OF 19 MEMBER STAKEHOLDER GROUP ASSIGNED TO WORK WITH KIMLEY HORN, UH, THROUGHOUT THE UPDATE PROCESS, UH, THE OLD TOWN ADVISORY COMMITTEE ALSO CONDUCTED TWO MEETINGS, UH, ONE IN JUNE AND ONE IN SEPTEMBER.

UH, THERE WERE TWO COMMUNITY MEETINGS, UH, ONE IN AUGUST AND ONE IN OCTOBER.

UH, SOLICIT INPUT FROM LEANER CITIZENS AND STAKEHOLDERS.

AND IN ADDITION TO THOSE MEETINGS, THERE WAS ALSO, UH, PUBLIC OUTREACH CONDUCTED DURING THE OLD TOWN STREET FESTIVAL, AS WELL AS THE LIVING LEANER EXPO.

UH, THE CONSULTANTS HAVE PROVIDED THE FINAL DRAFT OF THE OLD TOWN MASTER PLAN FOR REVIEW.

UH, STAFF RECOMMENDS APPROVAL OF THE OLD TOWN MASTER PLAN.

AS FAR AS THE FRAMEWORK PLANE GOES, UM, THESE ARE WHERE THOSE CHARACTER DISTRICTS, THIS IS WHAT I LIKE TO CALL THE KIND OF ALL IN ONE MAP.

UM, SO THE FOUR, FOUR AREAS OF TOWN IS THE, THE CORE THAT'S BOUND BY BROAD STREET, WEST STREET, SOUTH STREET, AND 180 3.

WE HAVE THE EAST SIDE CALLED RAILWAY EAST.

UH, AND IT HAS SOME, SOME THEMATIC THINGS THERE AROUND TRYING TO INTEGRATE WITH THE RAILROAD THAT'S ON THE EAST SIDE OF 180 3.

UM, AND THEN WE HAVE OLDTOWN NORTH, WHICH IS NORTH OF BROAD STREET.

UH, AND THEN THE TRANSITIONAL AREAS, WHICH I LIKE TO CALL THE FINGERS OF OLDTOWN KIND OF STICKING OUT ALMOST LOOKS LIKE A HAND WHEN YOU THINK ABOUT IT.

UM, AND JUST AS A NOTE THAT THE TRANSITIONAL ARE THE ONLY AREAS THAT WEREN'T IN THE ORIGINAL PLAT, WHICH WAS BOUND BY EAST, WEST AND, UH, SOUTH AND THE, THE, THE CREEK TO THE NORTH.

UM, SO THERE, THERE ARE SOME, SOME NEAR TERM THINGS TO ADDRESS THAT IN THE CORE AREA, UH, BUT REALLY LOOKING AT THAT AS AN OPPORTUNITY.

UM, AND THEN IN ADDITION, GOING THROUGH MORE DETAILED STUDY ON THE FEASIBILITY OF THE GARAGE, THERE WERE A COUPLE DIFFERENT LOCATIONS IDENTIFIED IN THE PLANNING PROCESS.

UM, BUT THE NEXT STEP WOULD BE ACTUALLY SELECTING SITES AND, AND KIND OF LOOKING AT HOW MUCH COULD BE PUT IN AND, AND COST AND THINGS LIKE THAT IN MORE DETAIL.

UM, ANOTHER OPPORTUNITY OR, OR POSSIBLE THOUGHT WOULD BE IN CERTAIN AREAS LOOKING AT, AT CHANGING THE PARKING REQUIREMENTS TO MEET THE DEMAND.

UH, AND THEN, LIKE I SAID, THE, THE SHARED PARKING AND TO EXPLAIN SHARED PARKING, THAT'S BASICALLY A CONCEPT THAT SAYS DIFFERENT USES HAVE DIFFERENT INTENSITIES IN DEMANDS AT DIFFERENT TIMES OF THE DAY.

SO HOW DO YOU POSITION COMPLIMENTARY LAND USES, UM, THAT WOULD NOT NECESSARILY OVERLAP WITH THEIR PEAK DEMANDS AND, AND SHARE PARKING SPACES THAT WAY.

UM, BROAD STREET IS ACTUALLY, UH, CURRENTLY FAIRLY WIDE AND IT'S BEING CONSIDERED TO BE ADDING THE ANGLE PARKING THAT'S IN THE PLAN AS EARLY AS NEXT FISCAL YEAR.

UM, I'M NOT SAYING IT'S FUNDED, I'M NOT SAYING THE CITY'S COMMITTED TO THAT, BUT IT IS, IT IS BEING CONSIDERED RIGHT NOW.

UM, AND THAT ONE IS A LITTLE BIT SIMPLER IN THE SENSE THAT IT'S, UM, IT'S MORE OF A, A, A PAINT EFFORT THAN A NECESSARILY A GO IN AND BUILD A WHOLE LOT OF NEW, UM, CONCRETE OR ASPHALT.

UM, SOUTH STREET IS ALSO CURRENTLY IN DESIGN.

UM, I DON'T HAVE EXACT TIMETABLES ON, ON THE, THE COM THE COMPLETION OF THE DESIGN OR THE, THE CONSTRUCTION FUNDING STATUS.

BUT, UM, THROUGH THIS PROCESS WE'VE WORKED IN TO MAKE SURE THAT THERE IS, UM, PARALLEL PARKING, UH, AT, AT CERTAIN LOCATIONS.

AND THEN THERE'S SOME TURN LANES THAT ARE NEEDED FOR TRAFFIC.

BUT WE TRY TO MAXIMIZE AS MUCH PARKING AS WE COULD ON THOSE WITH THE RIGHT OF WAY CONSTRAINTS.

UH, AND THEN THE US 180 3 CORRIDOR STUDY IS ALSO, UM, HOPEFULLY KICKING OFF IN THE NEXT YEAR OR SO, UH, IN THE NEXT FEW MONTHS.

OTHERWISE IT'S GONNA BE SEPARATED FROM ONE WAY OR ANOTHER, OR IT'S GONNA CAUSE BIGGER PROBLEMS THAT WE JUST DON'T WANT TO HAVE ACROSS, ACROSS OUR, UH, LIKE I SAID, A MAJOR THOROUGHFARE THROUGH THE CITY.
