WE'RE GONNA MOVE ON TO ITEM NUMBER THREE.

SIGN ORDINANCE UPDATE.

UM, HOPEFULLY THIS IS OUR LAST SIGN ORDINANCE UPDATE AND OUR NEXT MEETING IS GOING TO BE AN ADOPTION IN AUGUST.

I HEARD THE APPLAUSE.

UM, SO , AS Y'ALL KNOW, WE'RE WORKING ON MAKING, UM, UPDATES TO REMOVE OUTDATED PROVISIONS.

WE'RE LOOKING AT NEW STANDARDS FOR DIFFERENT TYPES OF SIGNS AND I'VE CONTACTED A TON OF CITIES AND HAD LOTS OF CONVERSATIONS ABOUT SIGNS AND THEIR FAVORITE PARTS AND LEAST FAVORITE PARTS.

UM, WE'RE ALSO WORKING WITH, UH, WILLIAMSON COUNTY ON POLITICAL SIGN ORDINANCE UPDATES.

SO AT THE LAST MEETING, UM, Y'ALL HAD ASKED A QUESTION ABOUT INSTANCES WHERE THE SIGN ORDINANCE DIDN'T WORK AND WE HAD TO MAKE CHANGES.

SO THIS IS, UM, WHEN WE WOULD ADOPT A, A POD THAT WOULD HAVE STANDARDS OR A MASTER SIGN PLAN OR A VARIANCE.

SO ONE OF THE GOALS IN THIS UPDATE IS TO CREATE AN ORDINANCE THAT SUPPORTS THE THINGS THAT WE WERE COMFORTABLE ADOPTING IN THESE DIFFERENT, UM, METHODS.

SO MASTER SIGN PLANS ARE ADMINISTRATIVE, SO CLEARLY WE WERE COMFORTABLE WITH THE PLAN, SO IT SHOULD BE AN ORDINANCE REQUIREMENT TO ALLOW IT.

SO WE EVALUATED, UM, THE DIFFERENT PODS.

UM, THE MAJOR ONE WE SAW WAS THE HONDA PROJECT.

UM, THAT ONE WE DID AN INCREASE TO THE PYLON SIGNS.

SO PYLONS ARE ALLOWED ON 180 3 A AND THEY'RE CURRENTLY LIMITED TO 25 FEET.

BUT FOR HONDA, THE COUNCIL APPROVED 40 FEET.

SO WE'RE LOOKING AT UPDATING OURS TO ALLOW 40 FOOT SIGNS, UM, FOR PYLON SIGNS.

THAT'S, UM, CONSISTENT WITH OTHER CITIES.

UM, LIKE ROUND ROCK, CEDAR PARK ACTUALLY HAS A LOWER, UM, SIGN HEIGHT AND THEY DON'T ALLOW PYLONS, THEY ONLY ALLOW MONUMENTS.

UM, I THOUGHT THAT WAS INTERESTING CUZ WHEN YOU GO TO THE H E B CENTER, YOU SEE THAT GIANT SIGN.

SO I ASKED, UM, HOW'D YOU DO THAT? WELL, WHEN THEY BUILT IT, IT WAS A GOVERNMENT SIGN.

IT WAS OWNED BY CEDAR PARK, SO NO HELMED.

IT'S PRETTY COOL.

UM, ANYWAY, SO SOLVED THAT MYSTERY.

SO THIS IS SOMETHING, UM, WE'RE LOOKING TO CHANGE CUZ WE WERE COMFORTABLE WITH THE POD.

UM, ANOTHER THING WE SEE A LOT OF IS RESIDENTIAL SUBDIVISIONS.

UM, HAVING ADDITIONAL SIGNS AND MATERIALS.

SO IN OUR ORDINANCE, WHEN YOU DO A MONUMENT SIGN, YOU HAVE TO HAVE A, UM, MASONRY SURROUND.

SO IT'S EITHER YOU HAVE A, A STONE OR YOU HAVE KIND OF A BRICK LEDGE THAT GOES AROUND YOUR SIGN AND THEN YOU HAVE THE FACE OF THE SIGN.

SO WE SEE A LOT OF, UM, NEIGHBORHOOD SIGNS THAT DO ALTERNATIVE MATERIALS THAT LOOK REALLY NICE AND STAFF'S COMFORTABLE WITH THEM.

SO IF YOU LOOK AT THESE, UM, THIS RIGHT HERE IS LIKE A, A CORE TIN THAT, UM, TURNS THAT ORANGEY COLOR AND WEATHER.

IT'S NOT MASONRY SO IT WOULDN'T MEET OUR ORDINANCE REQUIREMENT, BUT IT'S A NICE SIGN AND IT'S A DURABLE MATERIAL.

SO THAT'S SOMETHING WE'VE APPROVED WITH, UM, MASTER SIGN PLANS AND PODS.

UM, SAME THING WITH, UH, THE CRYSTAL SPRINGS.

SEE HOW YOU HAVE THIS PIECE RIGHT HERE THAT'S, UM, I BELIEVE IT'S A PLASTIC, BUT IT'S NOT MASONRY.

SO THAT DOESN'T MEET THE ORDINANCE.

SAME THING WITH THIS ONE.

THERE'S NO SURROUND AROUND THE SIGNED FACE, BUT AS UM, THE TECHNOLOGY'S ADVANCED, WE'RE FINDING THAT IT'S OKAY.

SO THAT, THAT'S ONE OF THE CHANGES THAT WE'RE LOOKING AT WITH THE ORDINANCE.

SO IT'S GONNA BE IN THE ORDINANCE THAT'LL ALLOW IT.

SO THEY WOULDN'T HAVE TO COME BACK AND DO THE OKAY.

SO YOU HAVE THIS SURROUND TO KIND OF COVER THE EDGES.

BUT THESE ARE, UM, OPTIONS THAT, UM, I FOUND ONLINE THAT DON'T LOOK BAD, BUT THEY DON'T MEET THE ORDINANCE.

BUT I THINK WE WOULD SUPPORT THEM.

UM, SO THE OTHER THINGS THAT WE'RE SEEING IS, UM, THE HALO LIT CHANNEL LETTERS, WHICH I THINK EVERYBODY WAS COMFORTABLE WITH, IS JUST A NEWER TECHNOLOGY.

UM, THE LIGHT DOESN'T SHINE OUT.

UM, AND THE FLAGS THAT HAVE THE, THE NAME, UM, OF LIKE THE, THE BUILDER AND THEN, UM,

UM, IT'S A MORE AFFORDABLE SIGN TYPE AND IT'S SOMETHING THAT WE WOULD SEE ON A SMALLER BUSINESS, UM, WHERE IT'S NOT PART OF A, A MASTER PLANNED, UM, CENTER.

SO WE WERE GONNA ADD THIS TYPE OF SIGN TO THE ORDINANCE.

COULD THAT BE, UH, INCORPORATED WITH LIKE NONPROFITS AS WELL? SURE.

AND WE WEREN'T GONNA LIMIT IT BY THE, THE USE OF THE, THE PROPERTY, BUT JUST KINDA IT'S A MORE AFFORDABLE OPTION.

YEAH.

SO YOU COULD STILL HAVE A WALL SIGN, BUT THIS WOULD BE IN LIEU OF A MONUMENT SIGN.

AND THEN WE HAD, UM, A BIG DISCUSSION WITH A LOT OF PEOPLE ABOUT WHAT TO DO ABOUT THE TEMPORARY SIGNS.

SO WE CAME UP WITH A EVENT SIGN PACKAGE AND THIS WOULD BE TREATED SIMILAR TO THE BANNER SIGN THAT WE DO TODAY.

BUT YOU WOULD SUBMIT, UM, A PACKAGE.

SO I'M HAVING A GRAND OPENING OF MY BUSINESS.

I WANT SUPER FLAGS, BANNERS, HUMANS DANCING WITH SIGNS, UM, ALL THE FUN THINGS.

SO YOU WOULD SUBMIT THIS PACKAGE, IT WOULD BE A ONE PERMIT SUBMITTAL AND WE WOULD APPROVE IT FOR TWO WEEKS, FOUR TIMES A YEAR TO HELP THEM CELEBRATE SOMETHING THAT'S HAPPENED, A GRAND OPENING OR UM, A SALE.

ALL OF THOSE FUN THINGS.

QUICK QUESTION, WHAT IS THE THINKING BEHIND MAKING THAT TEMPORARY? WHY COULDN'T SOMEBODY HAVE LIKE HUMAN SIGNS EVERY WEEKEND OR SO? UM, HUMAN SIGNS HAVE BEEN SEEN AS, UM, AN ISSUE WITH SAFETY CUZ YOU HAVE 'EM CLOSE TO STREETS AND IF WE DID AN EVENT PACKAGE, YOU WOULD HAVE, UM, KNOWLEDGE OF WHERE THE SIGN'S GONNA BE.

THEY'RE IN THE RIGHT PLACE.

IT'S EASIER FOR CODE ENFORCEMENT TO KNOW THEY'RE IN THE RIGHT PLACE.

SAME WITH THE POLICE DEPARTMENT.

UM, WE WOULD SEE A LOT OF RISK WITH HAVING THEM JUST ANYTIME EVERYWHERE.

AND THE SWOOPER FLAGS, UM, SWER FLAGS DON'T AGE WELL.

SO YOU SEE A LOT OF, UM, DEGRADED ONES WHERE THEY'RE, THEY'RE AFRAID AND THEY'RE UGLY.

UM, YOU SEE FIELDS OF THEM WHERE THEY PUT LIKE 20 SUPER FLAGS ON THEIR PROPERTY.

BUT THE IDEA WAS IT WOULD BE A SPECIAL EVENT, UM, WHERE YOU WOULD NEED THE SUPER FLAG TO GET ATTENTION.

AND THIS WOULD BE A SITUATION WHERE YOU'RE APPLYING FOR ONE PERMIT FOR THE EVENT.

SO YOU DON'T HAVE TO GET INDIVIDUAL SIGNED PERMITS FOR EVERY SINGLE SIGN TYPE.

IS THERE A COST ASSOCIATED WITH THE SIGN PACKAGE? IT'LL BE SIMILAR TO THE BANNER SIGNS.

WHAT IS THAT? UM, I DON'T KNOW OFF THE TOP OF MY HEAD, BUT I COULD GET THAT INFORMATION.

AND AS A UNITARIAN UNIVERSALIST, I BELIEVE STRONGLY IN THE INHERENT WORTH AND DIGNITY OF EVERY PERSON.

AND WHEREAS IN DECEMBER, 1982, THE 10,000 TO 13,000 YEAR OLD REMAINS OF A PALEO INDIAN FEMALE WERE DISCOVERED IN THE LEANDER CEDAR PARK AREA AND UNEARTHED, ALTHOUGH SHE IS OFTEN REFERRED TO AS LEANDER THAL LADY RESEARCHERS RECOMMEND USING THE INDIGENOUS NAME, A POT SAI PEEL, WHICH MEANS ANCIENT ONE IN THE KATH LANGUAGE.

I, JENNIFER WILL CORRECT ME ON THAT, I'M SURE .

UM, WHEREAS LEANDER LEGACY HONORING A POT SAI PEEL SYMPOSIUM WILL BE HELD ON FRIDAY, JULY 21ST AT AUSTIN COMMUNITY COLLEGE, SAN GABRIEL CAMPUS TO EDUCATE THE PUBLIC ABOUT THE INDIGENOUS AND NATIVE AMERICAN HISTORY OF OUR AREA.

NOW THEREFORE, I, CHRISTINE LYLE, MAYOR OF LEANDER, TEXAS TO HEREBY RECOGNIZE AND HONOR LEANDRO'S INDIGENOUS ROOTS.

AND I URGE THE PEOPLE OF LEANDER TO GAIN A GREATER UNDERSTANDING ABOUT INDIGENOUS CULTURES AND THEIR IMPACT ON OUR REGION.

UM, FOR THOSE OF YOU WHO DON'T KNOW, THE PTA CLOTHES CLOSET COLLECTS CLOTHING ALL YEAR LONG FOR, UH, KIDS IN NEED, KIDS WHO NEED THINGS.

AND SO, UM, WITH THIS BEING BACK TO SCHOOL TIME, THEY HAVE AN EVENT COMING UP AND SOME NEEDS.

CLOTHING SEEMS LIKE SUCH A SIMPLE PART OF LIFE, BUT ACCESS TO CLOTHES IS LIMITED FOR MANY LEANDER FAMILIES.

THE L I S D PTA, CLOSED CLOSET HELPS FILL THIS BASIC NEEDS SO OUR STUDENTS CAN EXPRESS THEMSELVES, FEEL SAFE AND CONFIDENT IN THEIR OWN SKIN, WHICH HELPS THEM FOCUS ON SCHOOL AND BOOST THEIR MENTAL AND EMOTIONAL WELLBEING EVERY YEAR.

THE L I S D PTA CLOSED CLOSET MARKS THE BEGINNING OF THE NEW SCHOOL YEAR WITH THEIR BACK TO SCHOOL BASH.

LAST YEAR, 667 STUDENTS WERE ABLE TO SHOP FOR OUTFITS, NEW SHOES, AND SCHOOL SUPPLIES FOR THE NEW SCHOOL YEAR.

THE NEED FOR OUR SERVICES IS HIGH AND CONTINUES TO GROW, WHICH IS WHY THE L I S D PTA CLOSED CLOSET IS SEEKING ASSISTANCE WITH COLLECTING SCHOOL SUPPLIES AND NEW SHOES FOR THEIR JULY 29TH BACK TO SCHOOL EVENT.
