Y'ALL KNOW ME MOST OF THE TIME.

UM, I WOULD LIKE TO MAKE A FEW COMMENTS ON THE CITY COUNCIL RETREAT ON FRIDAY, JULY 28TH.

FIRST, I WAS HAPPY TO HEAR ABOUT SOME OF THE CAPITAL IMPROVEMENT PROJECTS MR. GBO HAD TO PRESENT.

I KNOW HE GETS VERY EXCITED ABOUT THE WATER PROJECTS, BUT I WAS ALSO HAPPY TO BE HERE ABOUT THE SENIOR CENTER GOING OUT TO BID SHORTLY.

THE ACTIVE ADULT COMMITTEE HAD A VISIT FROM TONY BETAS AND RUSSELL ALBERTO ALTRO IN MAY, SAYING THE BID WAS SCHEDULED FOR RELEASE IN JUNE OR JULY WITH IT GOING BEFORE COUNCIL IN AUGUST OR SEPTEMBER.

I GUESS IT'S A FEW MONTHS BEHIND SCHEDULE.

LET'S HOPE WE HAVE SHOVELS IN THE GROUND BEFORE THE END OF THE YEAR.

I WANT TO THANK THE C I P DEPARTMENT FOR THE LIGHT AT SUNNY AND BAGHDAD.

IT IS MUCH EASIER TO CROSS AND OR GET ON BAGHDAD FROM MASON HILLS NEIGHBORHOOD.

ONE MORE REQUEST WOULD BE TO LOOK AT THE LAKELINE AND SUNNY INTERSECTION.

THERE HAVE BEEN A NUMBER OF ACCIDENTS AND OUR NEIGHBORHOOD HAS ASKED FOR ASSISTANCE IN CROSSING THE STREET, SIMILAR TO THAT IN FRONT OF LEANDER HIGH SCHOOL WITH WARNINGS ON LAKELINE ON THE LAKELINE CURVE.

I WAS A LITTLE SURPRISED AT THE REACTION FROM THE MAYOR ON THE SAN GABRIEL PRI PARK PROJECT.

THE B EXHIBIT HAD BEEN APPROVED BY ALL COUNCIL ON MAY 18TH MEETING.

YET NOW, THE MAYOR WAS A LITTLE HESITANT TO COMMIT TO THE PROJECT.

YES, THE BRIDGE IS A HUGE EXPENSE ON THE PROJECT, BUT IT WILL BE NEEDED FOR THE FIELDS TO BE BUILT.

THE FIELDS ARE NEEDED FOR PARKS AND REC PROGRAM AND THE CITY.

ONE LAST THING, TO KEEP OUR SALES TAX GROWING IN LEANDER, IF WE COULD GET A TARGET, A MARSHALLS, A TJ MAXX, AND A WALMART IN OUR CITY, I WOULD NOT BE SPENDING MY MONEY IN CEDAR PARK.

THE CURRENT MAYOR VOTED NO, THANK GOD.

BUT WE, THE VOTE PASSED AND WE'RE GIVEN WATER THAT WE NEED IN LEANDER TO GEORGETOWN.

I ALSO WANT TO COME BACK TO CITY PROCLAMATIONS AND SPECIFICALLY THE PRIDE PROCLAMATION.

UM, Y'ALL MAY NOT KNOW IT LIKE IT, WHATEVER.

THERE ARE LOTS OF LGBTQ PLUS PEOPLE THAT LIVE HERE IN LEANDER.

WE PAY OUR TAXES, WE VOTE, WE DONATE COMMUNITY CAUSES.

WE WORK WITH COMMUNITY CAUSES, AND WE DESERVE RESPECT BY THIS COUNCIL WHEN WE HAVE A PRIDE PROCLAMATION AND YOU EITHER DON'T STAND WITH US AND TAKE A PICTURE OR YOU ACTUALLY LEAVE THE ROOM OR A MOTHER PULL, POUR HER HEART OUT TO YOU HOW HER SON HAD COMMITTED SUICIDE.

AND AT THE SAME TIME, AKIRA ROSS'S FAMILY WAS HERE, A BLACK

UM, SO ONE NOTABLE EXAMPLE HERE WOULD BE THE CONSIDERATION OF THE APPROVAL OF A PROFESSIONAL SERVICES AGREEMENT WITH, UM, THE ENGINEERING COMPANY HERE.

UM, I'M SURE THEY'RE FANTASTIC.

VERY WELL QUALIFIED ENGINEERING COMPANY, YOU KNOW, SPECIALIZING THE PLANNING, DESIGN, ENGINEERING SERVICES.

UM, AND, YOU KNOW, THEY'RE CURRENTLY ENGAGED IN SOME PROJECTS HERE IN TOWN.

UM, AND THIS PROJECT RIGHT HERE, UM, JUST WANTED TO POINT OUT, UM, JUST LAST WEEK FOR EXAMPLE, UM, THAT SAME ENGINEERING COMPANY WAS MAKING A RECOMMENDATION TO, TO INCREASE THE IMPACT FEES.

AND SO I THINK IT, IT MIGHT BE BENEFICIAL FOR US AS WE CONSIDER WHO WAS PRESENTING BEFORE THE CITY COUNCIL.

UM, JUST THE OPTICS OF, OF THAT, UM, IN MAKING THOSE DECISIONS, I'M SURE, UM, THAT THEY'LL DO AN EXCELLENT JOB.

AND SOME OF THE TERMS THAT, UH, ARE PROMINENTLY DISCUSSED AND IMPORTANT IN ARE THE, WHAT'S CALLED THE NO NEW REVENUE TAX RATE, WHICH IS THE, IF YOU TAKE, UH, LAST YEAR'S LEVY AND DIVIDE IT BY, UH, THIS YEAR'S CERTIFIED VALUES MINUS ANY NEW GROWTH, THAT GIVES YOU A TAX RATE.

SO THAT'S THE NO NEW REVENUE TAX RATE.

THE VOTER APPROVAL RATE TAKES THE NO NEW REVENUE RATE JUST FOR OPERATIONS.

IT EXCLUDES THE DEBT SERVICE COMPONENT AND ALLOWS TAXING ENTITIES TO INCREASE THAT BY 3.5% SO THAT THAT RATE FOR OPERATIONS PLUS YOUR DEBT RATE, PLUS ANY UNUSED INCREMENT FROM THE PRIOR THREE YEARS GIVES YOU THE VOTER APPROVAL RATE.

AND THAT'S THE MAXIMUM RATE THAT THE TAXING ENTITY, UM, CAN VOTE TO PROPOSE.

AND THAT IS WHAT TONIGHT'S AGENDA WILL BE, BUT THAT'S THE MAXIMUM RATE THAT THE ENTITY CAN, UH, CONSIDER.

AND IF, UM, OTHERWISE IF IT GOES OVER THAT RATE, IT WOULD, UH, BE FORCED TO HAVE AN ELECTION.

SO, SO SOME OF THOSE RATES THAT I, I MENTIONED, UH, THE CURRENT TAX RATE FOR THE, UH, CURRENT FISCAL YEAR IS 43.23 CENTS.

UH, THE CITY MANAGER'S PROPOSED BUDGET IS BASED ON A RATE OF 41.73 CENTS.

AND THE, THE, THE RATES BELOW THOSE STUDENT NUMBERS ARE, UM, THE RATES CALCULATED BY THE, UH, THE TAX OFFICE, AND THEY'RE THE OFFICIAL CALCULATED RATES, WHICH WILL BE ONE OF THE ITEMS THAT YOU WILL, UH, VOTE TO ACCEPT THIS EVENING.

BUT FOR THE CITY OF LEANDER FOR THE UPCOMING FISCAL YEAR, THE NO NEW REVENUE RATE WOULD BE 0.40 CENTS.

UM, I'VE HIGHLIGHTED IT IN, IN YELLOW.

IF, IF THE CURRENT RATE WERE APPLIED TO THE AVERAGE, UM, HOME VALUES RESIDENTIAL HOMESTEAD VALUES THIS YEAR, UH, THOSE RESIDENTS WOULD SEE AN INCREASE IN WILLIAMSON COUNTY.

IF THERE WERE WILLIAMSON COUNTY ADDRESS, THE AVERAGE, UH, TAX BILL WOULD INCREASE $185 AND 5 CENTS.

THOSE ARE THE IN, IN YELLOW FOR TRAVIS COUNTY RESIDENTS WITH HIGHER, UH, AVERAGE PROPERTY VALUES, THAT INCREASE WOULD BE $312 AND 23 CENTS IN THE BLUE.

UH, THAT IS THE MAXIMUM RATE.

UM, IF, IF THE, IF THAT WERE THE ADOPTED RATE, EVENTUALLY, UH, WILLIAMSON COUNTY TAXPAYERS ON AVERAGE WOULD RECEIVE A $238 AND 60 CENTS INCREASE, AND IN TRAVIS IT WOULD BE $400 AND 81 CENTS.

SO THAT'S JUST FOR SOME, PUTTING THINGS IN, IN PER PERSPECTIVE, HOPEFULLY.

UM, THE, THE NEXT SEVERAL SLIDES ARE YOU, YOU SAW AT THE, UH, RECENT RETREAT.

UH, THEY'VE BEEN SLIGHTLY ADJUSTED IN SOME CASES BASED ON THE, THE FINAL NUMBERS THAT WE RECEIVED FROM THE, UH, THE TAX OFFICE.

BUT THIS IS JUST A 10 YEAR, UH, CHART OF GROWTH IN LEAN OVER THE, UM, OVER THE YEARS.

AND THE TAXABLE BASE.

UH, OUR TAX TAXABLE BASE, UH, TAX BASE FOR NEXT YEAR IS $13.8 BILLION, WHICH IS OVER 11% INCREASE, UH, FROM THE CURRENT YEAR.

THIS IS JUST A, UH, A SUMMARY OF ALL THE DIFFERENT FUNDS THAT WE MAINTAIN IN THE CITY OF LEANDER.

THE GENERAL FUND OBVIOUSLY IS, UM, WHERE MOST OF THE EMPLOYEES ARE, AND IT IS, UM, THE ONE THAT, UH, RECEIVES THE TAX RATE.

SO, UH, IT IS JUST A, A SLIGHT DECREASE OF 0.5% FROM, UM, THE, THE CURRENT BUDGET.

UH, I DID STAR THE SPECIAL REVENUE FUNDS BECAUSE THAT HAS CHANGED FROM WHAT YOU SAW AT THE RETREAT.

THE BOTTOM LINES HAVE NOT CHANGED, BUT, UH, THE ALLOCATION BETWEEN, UH, SOME OF THE FUNDS, UH, DID.

AND IN A, IN THE ACCOUNTING WORLD, THE SPECIAL REVENUE FUNDS ARE, UM, ARE GRANT FUNDS AND SPECIAL PURPOSE FUNDS.

AND SO THE INITIAL CHART YOU SAW OVER THE RETREAT WEEKEND INCLUDED THE CAPITAL METRO FUNDS AND SOME OF THE FEDERAL ARPA FUNDS IN THE CAPITAL PROJECTS FUND.

SO THIS, UM, RECONCILED, UH, THOSE, THOSE CATEGORIES.

SO THE BOTTOM LINE DIDN'T GROW, BUT IF THAT, THOSE ALLOCATIONS SEEMED HIGH, IT'S BECAUSE, UH, CAP METRO, UH, WHICH IS OVER $9 MILLION, UH, FOR THIS COMING FISCAL YEAR.

AND THE FEDERAL ARPA GRANT, WHICH IS OVER $5 MILLION, UH, TO THE CITY OF LEANDER AND THE COUNTY ARPA FUNDS THAT, UM, THE COUNTY IS GONNA SHARE WITH US, THAT'S, UH, ANOTHER THREE AND A HALF MILLION DOLLARS.

THIS IS THE SLIDE YOU SAW AT THE RETREAT JUST IN THE, THE GENERAL FUND, UM, UH, EMPLOYEE COUNT OVER THE LAST FIVE YEARS.

THESE ARE SOME OF THE, UH, CHANGES IN THE, UH, CITY MANAGER'S PROPOSED GENERAL FUND BUDGET.

RECURRING COSTS ARE THOSE THINGS THAT IF THEY STAY AND ARE APPROVED, UH, WOULD, WOULD BE IN, IN THE BUDGETS, UM, UH, AFTER NEXT YEAR.

SO MOST OF THE TIME THAT IS PERSONNEL, BUT SOMETIMES IT, IT, UH, INVOLVES PROGRAMS THAT IF FUNDED ONCE WOULD, WOULD BECOME PART OF THE SUBSEQUENT BASE BUDGETS.

THEN THERE ANOTHER CATEGORY WE LOOK AT ARE WHAT WE CALL ONE TIME, UH, CHANGES TO THE BUDGET.

AND THOSE WOULD BE PRIMARILY FOR, UM, PURCHASES OF EQUIPMENT AND VEHICLES, UH, UH, THAT SORT OF THING THAT WOULDN'T HAVE NECESSARILY A RECURRING COST.

UM, I'LL JUST, UH, HIGHLIGHT TWO, TWO JUST TO TO, TO POINT IT OUT FOR THE, FOR THE COUNCIL.

UH, IN THE CITY MANAGER'S BUDGET, THERE'S A, UM, RECOMMENDATION TO FUND A, AN EFFICIENCY STUDY, UH, RELATED TO LOOK AT THE POLICE AND, AND, AND FIRE DEPARTMENTS.

UM, ANALYSIS OF, UM, THE, THE, THE, THE, THE BEST WAY TO USE THE RESOURCES THAT WE HAVE, GIVEN THE DRAMATIC POPULATION

OTHER FUNDS, UH, THE PRIMARY GOLF AND UTILITY FUNDS, UH, THEY HAVE THEIR OWN, UH, SUPPLEMENTS.

THEY, THESE DO NOT AFFECT THE TAX RATE, SO I WON'T SPEND ANY TIME ON THAT, BUT WE'RE HAPPY TO ANSWER ANY QUESTIONS.

THEN AS YOU SAW AT THE RETREAT, THERE'S A LONG LIST AND IT'S USUALLY, UM, THIS WAY EVERY YEAR.
