UM, I'M HERE TONIGHT JUST TO SHARE THAT IT IS P'S 85TH ANNIVERSARY AND, UH, IT'S THE ANNIVERSARY OF THE ELECTRIFICATION OF THE HILL COUNTRY.

WE WERE JUST CHATTING ABOUT, UH, WE WERE OFFICIALLY INCORPORATED IN MAY OF 1938.

SEPTEMBER OF 1938.

WE RECEIVED A $1.3 MILLION LOAN FROM THE RURAL ELECTRIFICATION ADMINISTRATION, AND WE BUILT OUR FIRST 1800 MILES OF LINE, UH, IN BERTRAM.

UH, TODAY, THAT NUMBER, THE TOTAL NUMBER OF, UH, MILES

OF LINE IS 24,500.

UH, OVER THE PAST 85 YEARS, WE'VE GROWN TO BECOME THE LARGEST ELECTRIC COOPERATIVE IN THE US AND WE SERVE MORE THAN A MILLION CENTRAL TEXANS IN, UH, SOME OF THE FASTEST GROWING COUNTIES IN THE US LIKE HERE IN WILLIAMSON COUNTY, WE HAVE OVER 32,000 METERS IN LEANDER.

IT'S OUR SECOND LARGEST, UH, CITY THAT WE SERVE.

AND IN THE COUNTY, WE HAVE OVER 121,000 METERS.

UH, WE SERVE ALL OR PARTS OF 24 COUNTIES, AND WE HAVE 45 FRANCHISE CITIES.

AND, UH, OVERALL WE WILL CROSS 400,000 METERS SOMETIME, UM, IN THE NEXT COUPLE MONTHS TO CELEBRATE, WE'RE PLANNING VARIOUS EVENTS AND ACTIVITIES AND, UH, WE'LL HAVE BIRTHDAY PARTIES AND, UM, WE'LL BE, UH, DOING OUTREACH, UH, ASKING MEMBERS TO SHARE HISTORICAL ITEMS, PHOTOS AND STORIES, UH, SO THAT WE CAN HAVE THEM IN OUR CO-OP ARCHIVES.

UM, ALSO PART OF BEING A COOPERATIVE IS, UH, ONE OF OUR CORE PRINCIPLES, CONCERN FOR COMMUNITY, FOCUSES ON MEMBER NEEDS, AND, UM, THAT'S BECAUSE WE ARE, UM, WE WORK FOR THE SUSTAINABLE DEVELOPMENT OF OUR COMMUNITIES.

UH, IN 2006, WE LAUNCHED OUR POWER OF CHANGE PROGRAM THAT HAS PROVIDED OVER $575,000 IN COMMUNITY GRANTS.

UH, ONE OF THOSE GRANTS THIS YEAR WENT TO FERAL LIFE, UH, GUARDS HERE IN LEANDER.

AND, UH, THEY RECEIVED $5,000 TO, UM, FUND, VIDEO AND WIFI ENABLED MONITORING STATIONS.

UH, ALSO SINCE LAUNCHING OUR SCHOLARSHIP PROGRAM 23 YEARS AGO, WE HAVE GIVEN OVER $1.4 MILLION IN SCHOLARSHIPS TO HIGH SCHOOL SENIORS AND ADULTS.

UH, THIS YEAR WE GAVE TWO ADULT AND FOUR HIGH SCHOOL, UH, STUDENTS SCHOLARSHIPS FROM LEANDER.

AND, UH, WE'RE VERY PROUD OF, UM, OF THEM AND, UH, AND EVERYONE ELSE.

IN CLOSING, WE ARE VERY PROUD OF THESE 85 YEARS AND, UM, WE LOOK FORWARD TO SERVING YOU WITH MANY MORE.

WE'VE GOT A, UM, A DISC GOLF COURSE THAT'S RECENTLY BEEN PUT IN BY PARKS AND REC, AND IT'S A NICE COURSE, GOT NO REAL PROBLEM WITH THE COURSE ITSELF, BUT IF YOU'LL NOTICE, IT'S HARD TO TELL FROM THIS, THIS, UH, PICTURE.

BUT THERE'S A LOT OF, UH, PRAIRIE GRASS AROUND IN HERE, AND IT BUTTS UP AGAINST A LOT OF VERY, UH, CLOSELY SPACED, UH, STRUCTURES.

SO AS IT TURNS OUT, FRI UH, SUNDAY WHEN WE HAD THE, UH, EXTREME WEATHER CONDITION WITH HEAVY WINDS AND ALL SURE ENOUGH, THERE'S SOMEBODY OUT IN THE, UH, IN THE PRAIRIE GRASS LOOKING FOR HIS FRISBEE WITH THE CIGARETTE IN HIS HAND.

AND WE WANT TO BUILD COALITIONS LIKE THE MAYOR AND LIKE THE MAJORITY OF COUNCIL ARE DOING, UM, SO THAT WE BRING THE COMMUNITY WITH US SO THAT THE CITIZENS AND HOMEOWNERS AND TAXPAYERS AND FAMILIES HERE, UM, KNOW THAT THEY ARE WELCOME, KNOW THAT THEY ARE INCLUDED AND BELONG.

AND WE APPRECIATE THE WORK THAT YOU'RE DOING IN THAT REGARD.

I'VE COME EVERY ONCE IN A WHILE TO TALK ABOUT WITH THE BOARD, AND THAT'S THE IDEA THAT PUBLIC SAFETY, UM, AND PROTECTION OF ALL THE DIFFERENT COMMUNITIES THAT MAKE UP THIS GREAT CITY OF LEANDER, UH, IS A NONPOLITICAL ISSUE AND SHOULD BE SEEN AS NONPOLITICAL.

UH, SOME OF US WERE VERY DISAPPOINTED WHEN WE HEARD, UH, IN THE RECENT CITY COUNCIL RETREAT, SOME COMMENTS THAT SEEMED TO SUGGEST THAT, UM, JUNETEENTH OR PRIDE IN PARTICULAR WERE POLITICAL IN NATURE AND NOT NON-POLITICAL.

AND I JUST WISH TO POINT OUT SOME REASONS WHY THAT IS NOT THE CASE AND WHY THAT IS SO UPSETTING TO SO, SO MANY PEOPLE.

PART OF IT IS THAT THE KIND OF BIGOTRY, UH, AND HATE AND VIOLENCE THAT HAS BEEN INFLICTED ON BLACK PEOPLE IN THE NAME OF SLAVERY AND JIM CROW WAS ALSO INFLICTED ON L G B T Q PEOPLE ON MANY OF THE SAME EXCUSES.

THINGS LIKE THEY'RE DEPRAVED, THEY'RE HYPERSEXUAL, THEY'RE INFERIOR, THEIR GOD DISAPPROVES, AND SO ON AND SO FORTH.

SO WHILE THE DIFFERENT HISTORICAL CIRCUMSTANCES THAT ARE THERE, THE COMMONALITY IS THE HATRED THAT LED TO THE NEED FOR THESE COMMUNITIES TO PROCLAIM THEIR PRIDE IN THEIR COMMUNITIES.

AND THAT DECLARATION IS NOT AT ALL POLITICAL.

IT'S BESEECHING EVERYONE ACROSS THE ENTIRE POLITICAL SPECTRUM TO RECOGNIZE THE BASIC HUMANITY OF GROUPS THAT HAVE BEEN ATTACKED AND OPPRESSED AND KILLED AND TERRORIZED, AND ARE AGAIN, TODAY IN LEANDER AND IN TEXAS AND ACROSS THE NATION, TARGETED FOR ELIMINATION.

AND WE SAW THAT IN THE CITY COUNCIL MEETING THAT WAS SAID TO BE POLITICAL WHEN 25 PEOPLE CAME.

ONE WAS THE FATHER OF A YOUNG WOMAN WHO WAS KILLED IN A NEIGHBORING TOWN.

SHE'S BLACK AND L G B T Q, AND HER FATHER HAD NOT YET LAID HER TO REST, AND THERE WERE 24 OTHER PEOPLE THERE AS WELL WHO WERE SPEAKING.

AND HE SPOKE ELOQUENTLY AMONG THE MOST ELOQUENT SPEECHES I HAVE EVER HEARD OF, LOVE AND FORGIVENESS FOR THE MAN WHO MURDERED HIS DAUGHTER.

AND 24 OTHER PEOPLE SPOKE IN SUPPORT OF THAT KIND OF RECOGNITION.

AND FOR MANY OF US AS CHRISTIANS, WE SPOKE OF THAT, OR OUR CHILDREN SPOKE OF THAT, AND WE HEARD BACK FROM SOME OF THE SPEAKERS, AND I DO APPRECIATE YOU SPEAKING ABOUT OUT AGAINST THEM, THAT THAT WOMAN OR THE PEOPLE WHO SUPPORTED HER AND HER FAMILY DESERVED WHAT CAME TO THEM OR DESERVED DEATH.

JUST AS A REMINDER FOR EVERYONE, THE SALES TAX THAT CAP METRO COLLECTS AS A 1 CENTS SALES TAX VOTERS APPROVED THAT IN 1985.

AND THAT 1 CENT IS THE SAME FOR LEANDER AND THE SIX OTHER MEMBER CITIES THAT MAKE UP THE CAP METRO SERVICE AREA.

IT MIRRORS THE SALES TAX THAT YOU COLLECT AS A MUNICIPALITY.

WHAT WE'RE SHOWING ON THE SCREEN ARE THE CALENDAR YEAR COLLECTIONS OF SALES TAX ACCORDING TO THE COMPTROLLER OF PUBLIC ACCOUNTS.

AND WE WANTED JUST TO HIGHLIGHT THAT AS A REMINDER FOR EVERYONE.

LEANDER REENTERED OUR BUILD CENTRAL TEXAS PROGRAM IN 2022.

AND WE WANNA TALK A LITTLE BIT ABOUT WHAT THAT FUND IS, HOW IT'S CALCULATED, AND THE USES THAT THAT FUND HAS HAD, AS WELL AS GOING INTO SOME OF OUR RIDERSHIP STATISTICS OVER THE NEXT FEW MINUTES.

AND OF COURSE, TECHNOLOGY IS WONDERFUL WHEN IT WORKS AND TERRIFYING WHEN IT DOESN'T.

SO LET'S TALK A LITTLE BIT ABOUT RIDERSHIP FOR A MOMENT.

UM, WE MAY HAVE TO JUMP BACK AND TALK ABOUT B C T, I'M SORRY, BUILD CENTRAL TEXAS JUST A COUPLE MINUTES AFTER THIS.

WE'RE NOT UNIQUE IN SEEING RIDERSHIP HAVING CHALLENGES ACROSS THE COUNTRY.

IT'S REPLICATED HERE.

BUT WHAT WE ARE SEEING IS RIDERSHIP IS RECOVERING AT A VERY RAPID PACE.

WHAT WE'RE SHOWING ON THE SCREEN IS THE COMBINED RIDERSHIP FROM OUR PICKUP SERVICE, METRO ACCESS, THE EXPRESS ROUTE, AND METRO RAIL WITHIN THE CITY OF LEANDER.

NOW, YOU'LL SEE EACH YEAR WE HAVE PIP, UH, PEAKS AND VALLEYS IN OUR RIDERSHIP DATA THAT IS SEASONAL IN NATURE.

I THINK WE CAN ALL AGREE WAITING IN, I BELIEVE WE'RE AT OVER 40 DAYS OF A HUNDRED PLUS DEGREE HEAT MAY DISCOURAGE YOU TO WAIT LONG FOR A TRIP WHEN SCHOOL'S OUT AS WELL.

WE ALSO SEE A LITTLE BIT OF A DIP, BUT WE ARE SEEING, AGAIN, HIGHER RIDERSHIP THAN WE'VE SEEN IN THE PAST FEW YEARS, AND WE DO APPRECIATE THAT.

WE'LL DIVE IN TO PICK UP MY APOLOGIES, UH, WHATEVER THE TECHNICAL GLITCH IS ON OUR BUILD CENTRAL TEXAS NUMBER.

LET ME PAUSE FOR A MOMENT AND JUST ADDRESS THAT BEFORE WE GO FURTHER INTO PICKUP.

'CAUSE I KNOW THAT IS OF COURSE OF IMPORTANT AND INTEREST.

THE PROGRAM THAT YOU ALL ENTERED INTO IN APRIL OF 2022, ESTABLISHED A FRAMEWORK ON HOW WE RETURN FUNDING TO YOU.

THAT IS THE DELTA BETWEEN THE SALES TAX COLLECTED AND THE VALUE OF THE SERVICE THAT'S BEING PROVIDED.

SO FOR THIS CURRENT FISCAL YEAR, FOR FISCAL YEAR 23, THE FISCAL YEAR 2022 SALES TAX THAT WAS COLLECTED WITHIN THE CITY OF LEANDER FOR PUBLIC TRANSIT WAS APPROXIMATELY $10.8 MILLION.

AGAIN, THAT'S THAT 1 CENT SALES TAX.

AND FOR THE FISCAL YEAR BASIS, IT MIRRORS WHAT YOU'VE HAD IN YOUR FISCAL YEAR.

THAT 10.8 MILLION WAS THEN SET AGAINST THE TOTAL COST OF SERVICE PROPORTIONALLY ALLOCATED WITHIN LEANDER, INCLUDING HOURS OF SERVICE FOR RAIL PICKUP ACCESS AND THE EXPRESS SERVICE THAT WE OPERATE, AS WELL AS VAN POOLS COMING OUT OF LEANDER AND HAD A TOTAL COST OF SERVICE OF $9.3 MILLION BASED ON THE PER HOUR COST FROM FY 2022 THAT LEFT A REMAINING BALANCE OF 1.5 MILLION, WHICH WAS RETURNED BACK TO THE CITY THROUGH THE BUILD CENTRAL TEXAS PROGRAM.

NOW, THE DATA THAT WE'RE TALKING ABOUT, AND I APOLOGIZE THAT THIS ISN'T ON THE SCREEN AT THE MOMENT, WE DO LOOK A YEAR IN ARREARS.

PERFECT.

I'M GLAD EVERYONE HAS A HARD COPY OF THE PRESENTATION.

UH, WE DO LOOK A YEAR IN ARREARS, SO WE DO FINISH FISCAL YEAR 23.

WE'LL CALCULATE THAT COST OF SERVICE AND THEN ESTABLISH WHAT THE FISCAL YEAR 2024 ALLOCATION FOR BUILD CENTRAL TEXAS IS.

IN ADDITION TO THE BUILD CENTRAL TEXAS PROGRAM, WE ALSO HAD IN THIS IS PERFECT, WE CAN STAY RIGHT THERE.

UH, IN ADDITION TO THE BUILD CENTRAL TEXAS PROGRAM IN FISCAL YEAR 2022, THE CAP METRO BOARD OF DIRECTORS ALSO AUTHORIZED A $10 MILLION ALLOCATION TO GO TO OUR SUBURBAN MEMBER COMMUNITIES TO ASSIST WITH INFRASTRUCTURE.

AS OUR LARGEST MEMBER CITY OUTSIDE OF THE CITY OF AUSTIN.

LEANDER RECEIVED $7.4 MILLION FROM THAT FUND.

SO WHAT WE'RE SHOWING UP ON THE SCREEN TODAY REFLECTS THE PROJECTS THAT WERE IDENTIFIED THROUGH BOTH THE BUILD CENTRAL TEXAS AND THE INFRA TRANSIT SUPPORTED INFRASTRUCTURE FUND IN FISCAL YEAR 22, REPRESENTING $9.3 MILLION IN FUNDING THAT WE RETURNED BACK TO THE CITY OF LEANDER TO HELP WITH PROJECTS THAT ARE TRANSIT AND TRANSPORTATION SUPPORTIVE IN THE COMMUNITY.

YOU FINISHED FFY 2020 TWO'S ALLOCATION WITH A LITTLE REMAINING BALANCE.

UH, YOU SUBMITTED $9.2 MILLION WORTH OF PROJECTS.

SO WHEN WE LOOK AT FY 23, WE DO CARRY THAT FORWARD.

WE APPLY THE 1.5 MILLION

IN ADDITIONAL FUNDING THAT WAS GENERATED BEYOND THE COST OF SERVICE TO REBATE BACK TO YOU FOR YOUR, UH, USE.

WHEN WE COMBINE THAT WITH REMAINING ALLOCATION FROM 2020 TWOS BUILD CENTRAL TEXAS, AS WELL AS THE TRANSIT SUPPORTED INFRASTRUCTURE PROVIDED THIS YEAR, 1.618 MILLION IN AVAILABLE FUNDING AND 1.6 MILLION OF THAT HAS BEEN ALLOCATED TO SUPPORT EXPANSION AND WORK ON HERO WAY.

SO AGAIN, WE ARE PROVIDING SERVICE AND RETURNING FUNDS BACK TO THE COMMUNITY TO ENSURE THAT TRANSPORTATION INVESTMENT CONTINUES TO GROW.

WE RECOGNIZE THE IMPORTANCE OF A MULTIMODAL SYSTEM ACROSS THE REGION, AS MS. WATKINS MENTIONED, BUT WE ALSO UNDERSTAND THAT TRANSPORTATION MOBILITY IS ESSENTIAL IF YOU'RE GOING TO HAVE ECONOMIC AND ACTUAL MOBILITY.

SO THIS IS TRULY A PARTNERSHIP.

WE ARE VERY PLEASED OF BEING ABLE TO HAVE THIS TYPE OF STRUCTURE.

UH, OUR RECENT, OUR RECENT PREVIOUS FIVE TO 10 YEAR TRANSIT PLAN CONNECTIONS 20 20 20 25 IS WHAT WE CALLED IT YIELDED OUR MOST RECENT TRANSIT SYSTEM REDESIGN CAP REMAP THAT INCREASED IN THE FREQUENCY AND RELIABILITY OF OUR SERVICES AND RESULTED IN A MONTH OVER MONTH, YEAR OVER YEAR INCREASE IN RIDERSHIP FROM JUNE, 2018, UH, UNTIL MARCH, 2020.

THE UPCOMING SERVICE PLANNING EFFORT WILL CULMINATE IN A DETAILED IMPLEMENTATION AND VISION PLAN TO COORDINATE AND IMPLEMENT ALL CURRENT AND FUTURE CAP METRO SERVICES IN A WAY THAT ALIGNS WITH COMMUNITY NEEDS.

SO, UM, THAT'S WHEN THESE SCHOOLS CONSOLIDATED WITH LEANDER I S D WHO LEANDER, THIS IS OUR SCHOOL THAT, UH, SCHOOL BUILDING THAT, UM, RIGHT THERE ON THE CORNER WHERE OUR ADMIN BUILDING IS NOW, THIS IS WHAT WAS THERE PREVIOUSLY.

IT WAS BUILT IN 1893.

AND THIS BUILDING IS VERY, VERY DIFFICULT TO DISTINGUISH BETWEEN THE BUILDING THAT WAS BUILT IN 1870 IN BAGHDAD.

AND I AM HIGHLY SUSPICIOUS THAT WHAT THEY DID IS THEY TOOK THE ROCKS, TOOK THE BUILDING APART, AND JUST MOVED IT OVER HERE.

THAT'S WHAT THEY DID WITH THE METHODIST CHURCH.

SO FOR, FOR TONIGHT, THE, UM, UH, YOU'VE EACH RECEIVED AN ELECTRONIC COPY OF THE, UH, PROPOSED, UH, BUDGET, ALL 310 PAGES.

SO TONIGHT WE WANTED TO, TO MAKE SURE YOU HAD AN OPPORTUNITY IN, UH, UH, TO, UM, ASK QUESTIONS, DISCUSS YOUR PRIORITIES AMONGST YOURSELF OR WITH THE CITY STAFF, BUT ALSO THE, BASED ON THE ACTION TAKEN BY THE COUNCIL ON YOUR MEETING AUGUST 3RD, UH, WHERE YOU VOTED TO PROPOSE A MAXIMUM TAX RATE OF THE CURRENT RATE, WHICH IS 43.23 CENTS.

UM, UH, THAT'S A DIFFERENCE OF OVER ONE AND A HALF CENTS BETWEEN WHAT THE PROPOSED BUDGET THE CITY MANAGER'S PROPOSED BUDGET IS BASED ON.

UH, SO THAT CERTAINLY IS SOMETHING, UM, FOR, UH, Y'ALL TO, UH, DISCUSS THIS EVENING IF YOU, IF YOU WISH.

SO, AND JUST TO, TO HIGHLIGHT THOSE, UH, TAX RATES THAT ARE IN, IN, UM, THE PROPOSED RATE THAT YOU SET ON AUGUST 3RD IS THE 43.23 CITY MANAGER'S BUDGET WAS BASED ON A SLIGHTLY LESS, UH, LESSER RATE OF 41.7282.

UM, AND JUST AS REFRESHER THE SLIDE THAT YOU SAW AT THE LAST MEETING, UH, THE IMPACT ON AN AVERAGE, UH, PROPERTY, OF COURSE WE ALL KNOW ABOUT AVERAGES, BUT IT'S WHAT WE HAVE.

AND THE, THIS TABLE SHOWS YOU THE, UM, IMPACT OF A, OF A RESIDENTIAL PROPERTY IN, IN WILLIAMSON COUNTY IN LEANDER OR VERSUS TRAVIS COUNTY, UH, BETWEEN THE TWO DIFFERENT, UH, TAX RATES THAT ARE OUT THERE.

OF COURSE, JUST TO REITERATE, THIS IS A VERY LARGE BUDGET, THAT'S WHY IT'S 300 AND SOMETHING PAGES, BUT IT IS OVER $317 MILLION IS THE GENERAL FUND IS $67.5 MILLION.

BUT, UM, IT'S PRETTY MUCH FLAT AS YOU CAN TELL BETWEEN, UH, THE GENERAL FUND 23 BUDGET VERSUS THE PROPOSED BUDGET IN 24.

UH, AGAIN, WE ARE NOT RECOMMENDING TO ADD, UM, POSITIONS THIS YEAR.

THEY'RE ONLY, UH, ONE FULL-TIME POSITION AND THEN A COUPLE OF PART-TIMES CONVERTED TO A FULL-TIME POSITION.

AND THEN WE'VE, UM, SHOWN YOU WHAT ARE SOME OF THE NEW ITEMS THAT ARE IN THE PROPOSED BUDGET THAT ARE NOT IN THE, IN THE BASE BUDGET, BUT THESE ARE FUNDED IN THE, IN THE PROPOSED BUDGET.
