[1. Open Meeting.]
GOOD EVENING.WELCOME TO THE AUGUST 24TH, UH, 2003, REGULARLY SCHEDULED MEETING OF THE LEANDER CITY PLANNING AND ZONING COMMISSION.
THE TIME IS SEVEN O' OH SIX O'CLOCK.
THANK YOU, LAURA, FOR DOING THAT TO ME.
UH, THE TIME IS 6:00 PM AND I WILL CALL THIS MEETING TO ORDER.
UH, LET THE RECORD REFLECT THAT ALL COMMISSIONERS ARE PRESENT WITH THE EXCEPTION OF COMMISSIONER COSGROVE AND COMMISSIONER OLIVER.
UH, NEXT WE WILL MOVE ON TO OUR REVIEW OF MEETING PROTOCOL.
IT'S ON THE BOARD FOR THOSE IN THE AUDIENCE.
[4. Director’s report to the Planning & Zoning Commission on actions taken by the City Council at the August 17, 2023 meeting.]
ONTO THE DIRECTOR'S REPORT.I'M REPORTING ON ACTION TAKEN BY THE CITY COUNCIL DURING THE AUGUST 17TH, UM, MEETING ABOUT CASES THAT THE PLANNING AND ZONING COMMISSION REVIEWED.
UM, THE COUNCIL COMPLETED THE SECOND READING OF THE ORDINANCE FOR THE HIGHWAY 29 COMMERCIAL MINOR POD, AND THEY APPROVED THE ZONING CHANGE AND THEN THEY ALSO COMPLETED THE PUBLIC HEARING FOR THE HOME DEPOT PLAN UNIT DEVELOPMENT, AND THEY RECOMMENDED APPROVAL.
AND THAT SECOND READING IS GONNA BE ON THE AGENDA FOR SEPTEMBER 7TH.
[5. Citizen Comments: Three (3) minutes allowed per speaker. [Please turn in speaker request form before the meeting begins.] ]
WE MOVE ON TO OUR CITIZEN COMMENTS.WE DO HAVE SOMEONE SIGN UP TO SPEAK, UH, GARY HAMPTON.
MR. HAMPTON, PLEASE SPEAK YOUR NAME AND ADDRESS INTO THE MICROPHONE AND YOU'LL HAVE THREE MINUTES TO SPEAK.
UH, WANNA TALK ABOUT HERITAGE TREES VERY QUICKLY.
I'LL KEEP IT UNDER THREE MINUTES.
OH, NO, I ALSO, I WAS WONDERING ABOUT THAT, BUT WE'LL TALK LATER.
UM, SO HERITAGE TREES, UM, THE CURRENT MITIGATION FEE IS $300 HERE IN LEANDER.
JUST WANNA SHARE WITH THE COUNCIL OR THE, THE COMMISSIONERS SINCE YOU GUYS DO HAVE THE ABILITY TO RAISE THE PRICE, WHICH I THINK SHOULD BE DONE.
LIBERTY HILL CURRENTLY CHARGES $450, SEE TO PARK CHARGES, $450 ROUND ROCK, ALSO CHARGES FOUR $50.
AND PLEASE CHECK MY NUMBERS, BUT LAST TIME I CHECKED, THESE ARE CORRECT.
CITY OF AUSTIN CHARGES $600 AND THEN GEORGETOWN CHARGES $225.
SO BEING THAT WE ARE A GROWING CITY, UH, AND THAT WE ARE LOSING MORE LAND DUE TO THE DEVELOPMENT, I THINK IT'LL BE FAIR TO GO FROM 300 TO 400 OR WHATEVER Y'ALL SEE FIT, BUT DEFINITELY WANNA BRING IT TO YOUR ATTENTION.
AND I WILL BE HERE ON AND ON AND ON UNTIL Y'ALL DECIDE ON SOMETHING.
ALSO, WANNA MAKE A NOTE SINCE I'M ON THE RECORD, UH, THIS IS A FINE GROUP OF COMMISSIONERS, UH, MS. GRIFFIN AND ELLEN.
I'D LOVE THE WORK THAT Y'ALL DO HERE FOR THE CITY, SO I DEFINITELY APPRECIATE WHY EVERYTHING Y'ALL DO.
UH, WE DON'T HAVE ANYONE ELSE SIGNED UP TO SPEAK.
IS THERE ANYONE ELSE THAT WOULD LIKE TO SPEAK ON AN ITEM THAT IS NOT ON THE AGENDA AND WHAT IS GOING ON? YEAH, THAT'S, IT'S, I'M HAVING A DAY TODAY.
[ CONSENT AGENDA: ACTION]
CONSENT AGENDA.UH, I WOULD LIKE FOR THE COMMISSIONERS TO NOTE THAT ITEM NUMBER NINE IS BEING PULLED FROM THIS WEEK.
IT'S ACTUALLY JUST BEING POSTPONED TO ANOTHER CONSENT AGENDA BECAUSE THERE'S AN ERROR ON THE PLATT, SO WE WILL NOT BE VOTING ON NUMBER NINE.
BUT FOR ITEM 6, 7, 8, AND 10, IT IS AN ACTION ITEM.
SECOND, WE HAVE A MOTION TO APPROVE BY COMMISSIONER MAY, SECONDED BY VICE CHAIR TROOP.
ALL THOSE IN FAVOR? ALL RIGHT, IT PASSES UNANIMOUSLY.
NEXT ITEM ON THE AGENDA IS ADJOURNMENT.
