THERE WAS, UH, SEVERAL COMMENTS, UM, THAT WE RECEIVED FROM YOU ALL. AND WE WENT BACK, UH, TO THE DRAWING BOARD. WE LOOKED AT, UH, DIFFERENT THINGS, PARTICULARLY, WE LOOKED AT, UH, THE GRANT SECTION THAT WE HAD IDENTIFIED ORIGINALLY IN THE, IN THE OLD TOWN MASTER PLAN, UH, THE GRANT SECTION, UH, IF YOU RECALL, UM, HAD SEVERAL GRANTS THAT WERE LISTED THAT, UM, YOU KNOW, DIDN'T, WEREN'T SPECIFIC TO PROJECTS. SO IT WAS JUST A, A LIST, A WIDE ARRAY OF, OF GRANTS OPPORTUNITIES FOR Y'ALL TO FIND. UM, WE WENT BACK AND THOUGHT, HEY, LET'S REFORMAT, LET'S RESTRUCTURE THAT ENTIRE CHAPTER. LET'S GO BACK, UM, AND IDENTIFY SPECIFIC PROJECTS. UM, AND WE'LL GET INTO A LITTLE BIT MORE OF WHAT WE, WHAT WE DID THERE IN CHAPTER SIX. BUT THAT'S WHERE A LOT OF THE EFFORT WENT. UM, YOU SEE HERE ON YOUR SLIDE. UH, BASICALLY OUR GOAL HERE WAS TO IMPROVE THE CLARITY AND OVERALL DIRECTION OF THE PLAN. UH, SO WE WENT BACK, WE CONDUCTED TWO, UM, UH, INDEPENDENT QUALITY CONTROL REVIEWS. WE WENT THROUGH COMBED THROUGH THE DOCUMENT WORD BY WORD, UM, FROM AN INDEPENDENT PARTY, UM, WHAT WE MEAN BY INDEPENDENT PARTY PARTNERS OF US OURS, WHO DID NOT WORK ON THE PROJECT. UM, SO THEY WERE KIND OF NEW WITH FRESH EYES. WE'RE ABLE TO LOOK THROUGH AND HELP US EDIT, LOOK FOR ANY ISSUES ON GRAMMATICAL AND, AND MAPPING ERRORS. PICKED ALL OF THOSE UP. UH, WE ALSO COMBINED NOW THE APPENDIX INTO ONE SINGLE DOCUMENT. SO YOU'LL NOTICE IN YOUR TABLE OF CONTENTS THAT THE APPENDIX IS LISTED THERE. UM, PROJECTS THAT ARE LOW COST, UM, BUT HAVE A VERY HIGH IMPACT. UH, THEY REALLY ACCOMPLISH WHAT WE'RE TRYING TO ACCOMPLISH PLAN WIDE. SO YOU'LL, YOU'LL NOTICE DIFFERENT CATEGORIES THAT WE ALSO TRY TO TARGET, UH, SO THAT YOU CAN SELECT FROM WHICHEVER PROJECTS, BUT WE KNOW THAT THEY'LL HAVE A HIGH IMPACT. UM, THERE'S PROJECTS IDENTIFIED FOR SIDEWALKS, PEDESTRIAN BRIDGE TRAIL, PEDESTRIAN STREET LIGHTS, WAYFINDING, UM, INTERSECTION IMPROVEMENTS. WE HAVE A CAP METRO SHUTTLE IDENTIFIED, UH, UH, A PROGRAM IDENTIFIED GATEWAY IMPROVEMENTS, THE NORTHWEST DRIVE RECONSTRUCTION AND A PARKING DECK. UM, EACH PRIORITY PROJECTS THE WAY THAT IT'S BROKEN DOWN, UH, THE IS IDENTIFIED, UH, INDIVIDUALLY DETAILED WITH THE PROJECT BACKGROUND, A DESCRIPTION OF THAT PROJECT, A SITE LOCATION MAP, UH, REPRESENTATIVE IMAGERY TO KIND OF PAINT THE PICTURE ON WHAT, WHAT THAT PROJECT MAY LOOK LIKE, A ROUGH ORDER OF MAGNITUDE COSTS. WE WENT BACK AND, AND, UH, UH, REACHED INTO THE POOL OF OUR PARTNERS AND MADE SURE WE GAVE YOU REALLY GOOD, UH, ROUGH ORDER MAGNITUDE COSTS. WE HAVE PROJECTED TIMEFRAMES AND POTEN POTENTIAL FUNDING SOURCES, AND THAT'S WHERE YOU SEE THAT GRANT INFORMATION, UH, UH, FEATHERED BACK INTO THE PLAN. SO THE FIRST ONE, SIDEWALK INFRASTRUCTURE, WE WON'T GO THROUGH EACH, UH, INDIVIDUAL ONE HERE, BUT JUST TO KIND OF GIVE YOU THE FLAVOR OF, OF WHAT EACH CHAPTER, UM, OF WHAT EACH PRIORITY PROJECT, UH, ENTAILS. IT'S CONNECTING, UH, PEOPLE ACROSS, UM, ACROSS EAST AND WEST, NORTH AND SOUTH, UH, TO REALLY HAVE THE HIGHEST AMOUNT OF IMPACT AND REALLY CREATE THAT PEDESTRIAN FRIENDLY ENVIRONMENT. UM, ON THE RIGHT HAND SIDE, YOU'LL SEE THIS IS WHERE WE GET INTO SOME ROUGH ORDER OF MAGNITUDE COSTS, GIVING BALLPARK ESTIMATES FOR HOW MUCH THOSE PROJECTS WOULD COST. UH, IN THIS CASE, THERE ARE TWO SEGMENTS. ONE IS REALLY A, A SIDEWALK PROJECT. THE OTHER IS A BRIDGING PROJECT THAT WOULD HELP, UH, GET PEOPLE NORTH TO SOUTH, [00:05:01] UM, THROUGH OLD TOWN. AND THEN, UH, POTENTIAL FUNDING SOURCES. AND IT GETS INTO SOME DETAIL AS FAR AS WHAT'S AVAILABLE, UH, TO YOU IF YOU WANTED TO DO THAT PROJECT. WHAT ARE SOME OF THE GRANTS THAT ARE OUT THERE? UM, AND WHAT IS THE, THE CYCLE? UM, MOST OF THEM ARE ON AN ANNUAL CYCLE, UH, AND SO YOU CAN REAPPLY, UH, ANNUALLY. AGAIN, THERE WAS A PEDESTRIAN BRIDGE PROJECT. UM, THIS ONE, UH, IF YOU REMEMBER, THERE WAS A BRIDGE PROJECT, A PEDESTRIAN BRIDGE PROJECT ACROSS, UH, 180 3. AND ACROSS THE RAILROAD, WE THOUGHT THAT ONE FROM A COST STANDPOINT ISN'T REALLY LOW, UH, A LOW COST. SO WE WENT, WE WANTED TO FIND SOME OTHER COST SAVINGS THAT COULD HELP ALSO GET PEOPLE ACROSS EAST AND WEST. SO THIS IS KIND OF ANOTHER WAY THAT WE, WE FOUND, UH, WITH A SMALLER PEDESTRIAN BRIDGE THAT WOULD CONNECT TO A TRAIL THAT WOULD THEN CONNECT EAST WEST, UH, SOME, A LITTLE BIT MORE LOW HANGING FRUIT, UH, FOR Y'ALL TO, TO CAPTURE. AND REALLY, THAT'S, THAT'S THE GIST OF CHAPTER SIX AND THE, THE MAJOR AMOUNT OF EFFORT, UH, THAT WENT INTO RESTRUCTURING THE PLAN. BUT NOW IT LEADS, AGAIN, YOUR IMPLEMENTATION PACKAGE REALLY LEADS WITH SOME, UM, HIGH PROFILE, LOW, LOW COST PROJECTS, UH, THAT WOULD REALLY ACCOMPLISH THE VISION, UM, OF THE OLD TOWN. UM, SO ON, IN CHAPTER FIVE, PAGE 66, UM, IS ONE OF SEVERAL PLACES WHERE YOU MAKE COMMENTS LIKE THIS, THE CHARACTER OF OLD TOWN CORE DISTRICT BRINGS LIFE TO THE CITY'S HISTORY, WHICH SHOULD BE PRESERVED IN THE CHARACTER AND STYLE OF BUILDING FRONTS. THAT SORT OF STATEMENT IS MADE OVER AND OVER AGAIN, BUT THERE ARE NO RECOMMENDATIONS TO DO ANYTHING THAT I SAW. MAYBE I'M MISSING IT, BUT I DIDN'T SEE ANY RECOMMENDATIONS TO DO ANYTHING, UM, LIKE, UM, LIKE A, A ZONING DISTRICT OR HISTORIC DISTRICT OR SOMETHING THAT WOULD REQUIRE FUTURE BUILDINGS TO HAVE SOME OF THOSE OLDER CHARACTER ELEMENTS. AND I DID SEE IN THE, UH, APPENDIX THAT TALKED ABOUT THE DIFFERENT MEETINGS, THAT WAS SOMETHING THAT, THAT CAME UP, WAS THAT IT WAS LOSING THE FEEL OF OLD TOWN BECAUSE NEW BUILDINGS DON'T LOOK LIKE OLD ONES. MM-HMM. . SO I WAS JUST WONDERING WHAT THE REASONING WAS. OKAY. DO YOU WANT TO LEAD WITH THAT, SIR? YEAH, I JUST HAD ONE THING TO ADD TO THAT. ZONE THREE HAS THE HIGHEST PARKING DEMAND, NUMBER ONE RECEIVE THE MOST VOTES FOR BEING THE BIGGEST PARKING ISSUE. THAT IS WHERE WE ARE RIGHT NOW. UM, BUILD A PARKING LOT ON THE OUTSKIRT OF DOWNTOWN OR NEXT TO MUNICIPAL HALL WHERE WE ARE NOW, UH, FULLY UTILIZE THE EXISTING PARKING SPACE. UM, AND ON STREET PARKING IS ASSUMED TO BE PARALLEL ONLY. AND, AND SO I FEEL LIKE THOSE DON'T REALLY GO TOGETHER. SO WHY ARE WE LOOKING AT PARALLEL ONLY? UM, IT'S 50 FEET AND YOU WANTED TO CONTINUE PARALLEL WITH TWO EIGHT FOOT PARKING LANES AND TWO 10 FOOT DRIVE LANES, WHY NOT JUST GO ONE WAY WITH ANGLED IN ON BOTH SIDES? SURE. AND, AND I THINK, YOU KNOW, IN THE, IN THE PARKING SECTION, I THINK WE TALKED ABOUT, UM, YOU KNOW, TAKING A MULTIFACETED APPROACH TO PARKING THAT, THAT IF WE JUST TAKE THE APPROACH OF LET'S JUST TAKE UP ALL THE RIGHT OF WAY AND USE ANGLED PARKING MM-HMM. , UM, WE STILL WOULD BE KIND OF AT A DEFICIT IN CERTAIN AREAS. UM, WE DID LOOK AT, IF YOU'RE TALKING ABOUT BRUSHY, I'M NOT SURE WE DID. I KNOW WE DID ON SOUTH STREET, UM, UH, INTERNALLY, WE KINDA WENT THROUGH AN EXERCISE LOOKING AT, YOU KNOW, WHAT'S THE SURPLUS OR WHAT'S THE, WHAT'S THE DIFFERENCE BETWEEN, UM, PARALLEL AND ANGLED. UH, BUT AGAIN, WHEN WE LOOKED AT ALL THE SAFETY FACTORS WITH LEFT HAND TURNS MM-HMM. THE STUDY COVERED ABOUT 15 INTERSECTIONS, MAJOR INTERSECTIONS, UH, ON RONALD REAGAN CORRIDOR, AND PROVIDED RECOMMENDATIONS FOR EACH ONE. THERE'S IMPROVEMENTS RECOMMENDED FOR EACH ONE, BECAUSE IT'S ONE OF OUR BUSIEST CORRIDORS, AS YOU KNOW. AND THEN IN AUGUST, MID-AUGUST OF, OF 23, NOT TOO LONG AGO, UH, BAR W RANCH OPENED, I MEAN, I'M SORRY, BAR W ELEMENTARY OPENED. SO ONE OF THE THINGS I'LL HIGHLIGHT HERE YOU'RE FAMILIAR WITH, BUT I WANNA MAKE SURE THAT, THAT OUR AUDIENCES AND ANYONE WATCHING, UH, THIS PRESENTATION, THE GREEN IN THIS, IN THIS MAP, [00:50:01] IS OUR JURISDICTION. WE DO HAVE A DEVELOPMENT AGREEMENT WITH BAR W RANCH, UM, AND WE DO HAVE SOME COOPERATION AND COORDINATION GOING ON THERE. BUT FOR THE LARGE PART, UM, WE ARE RESPONSIBLE FOR THOSE INTERSECTIONS. UM, AND SO THERE'S A CHALLENGE ABOUT DEALING WITH THE DIFFERENT ENTITIES THAT HAVE A ROLE IN THE TRAFFIC INGESTION THAT WE'RE EXPERIENCING THERE. SO CITY HAS RIGHT OF WAY LONG RONALD REAGAN, UH, DISTRICTS, MUNICIPAL UTILITY DISTRICTS, EAST AND WEST. AND THE OTHER UNIQUE FACTOR IS, THIS IS LIBERTY HILL. I T ON BOTH SIDES, NOT LEANDER, I D UM, SOMETHING ELSE YOU'LL NOTICE IS, UM, THIS IS THE ATTENDANCE ZONE MAP FOR LIBERTY HILL. I T THIS WAS UPDATED IN MARCH OF THIS YEAR, UM, IN THE BLUE THAT IS THE BAR W ELEMENTARY ZONE. AND ONE OF THE FACTORS THAT'S SORT OF DRIVING A LOT OF THE TRAFFIC IS YOU'VE GOT RESIDENTS TO THE NORTH OF 29 IN THOSE TWO AREAS ON THE MAP THAT ARE COMING SOUTH. THEY'RE TURN EITHER TURNING SOUTH ON 29 OR EVEN MAYBE EVEN COMING DOWN VIANA, UH, BOULEVARD TO GET TO THAT SCHOOL. IT'S A NEW AREA FOR EVERYBODY. IT'S A NEW DEVELOPMENT. SO EVERYONE'S LEARNING HOW TO NAVIGATE, UH, LITERALLY EVERYONE, BRAND NEW SCHOOL, BRAND NEW SUBDIVISION. EVERYONE'S LEARNING HOW TO GET AROUND AND GET THROUGH. UM, CERTAINLY THAT IS CONTRIBUTING, LIKE IT DOES AT ALL SCHOOLS IN OUR COMMUNITY. EVERY TIME WE GET TO AUGUST, IT'S A NEW SCHOOL YEAR. AS KIDS MOVE UP IN GRADE, MAYBE TRANSITION TO MIDDLE SCHOOL INTO HIGH SCHOOL, THEY'RE LEARNING A NEW CAMPUS, THEY'RE LEARNING A NEW AREA. PARENTS ARE LEARNING HOW TO NAVIGATE IN AND OUT OF EVERY CAMPUS. SO IT IS SOMETHING THAT'S SIMILAR THAT WE SEE IN OTHER PARTS OF LEANDER. I'M SORRY, ALL OF THE BLUE IS GOING TO THE SCHOOL ALL THE WAY TO THE WEST INSTEAD OF THAT IS CORRECT. UM, IT'S A, I DON'T REMEMBER, I THINK IT'S LIKE A 300, 500 PAGE DOCUMENT WITH A LOT OF DATA THAT WAS GATHERED OVER THE COURSE OF A YEAR LEADING UP TO MARCH OF 23 WHEN THIS REPORT WAS PROVIDED TO THE CITY. 15 INTERSECTIONS EVALUATED, AND THE STUDY RECOMMENDS IMPROVEMENTS AT EVERY INTERSECTION. WHAT YOU SEE HERE IS A TABLE THAT DOES SHOW A RECOMMENDATION FOR, UM, A SIGNAL IMPROVEMENT AT THAT INTERSECTION, UH, INSIDE OF FIVE YEARS. IT'S CONSIDERED A SHORT TERM IMPROVEMENT BASED ON THE EXPECTATIONS OF TRAFFIC THAT WILL BE THERE. YOU CAN SEE AT EVERY OTHER INTERSECTION THERE'S OTHER IMPROVEMENTS, OTHER NEEDS, UM, UM, OTHER PRIORITIES THAT THE CITY WILL HAVE TO ADDRESS AT SOME POINT. AND, AND MIKE, I WOULD, I'D ALSO ADD THAT THAT DOESN'T MEAN IT'S PROGRAMMED WITH MONEY IN THE C I P, ANY OF THOSE. WE, THE MASTER TRANSPORTATION PLAN HAD $328 MILLION OF IDENTIFIED NEEDS. SO WE HAVE BEEN TALKING WITH THE COUNTY AND WITH THE I S D FOR A COUPLE OF MONTHS. WE DO HAVE A PATHWAY FORWARD, BUT WE HAVE A LOT OF NEEDS ACROSS THE WHOLE CITY, INCLUDING SOME OTHER SCHOOLS THAT WE'RE MM-HMM. JUST NOW GETTING TO THAT ARE ENTIRELY IN THE CITY IN TERMS OF THE TERMS OF THE NEIGHBORHOODS THAT ARE SERVED. THAT'S RIGHT. SO ONCE THIS REPORT DID COME TO US, UM, IMMEDIATELY WE'RE, WE STARTED PLANNING HOW, HOW DO WE BUDGET FOR SOME, IF WE CAN'T COVER ALL OF THEM, HOW DO WE BUDGET FOR SOME, HOW DO WE FORECAST OTHERS? AND WE'RE STILL IN THE PROCESS OF THAT. UH, WE DID HAVE STAFF AT THE INTERSECTION THIS MORNING EVALUATING TRAFFIC AS IT HAPPENED, THEY WERE THERE, UM, 7:00 AM BETWEEN SEVEN AND 8:00 AM WATCHING THE NORTHBOUND, THE SOUTHBOUND, THE CROSSES, UH, THE PICTURES YOU SEE HERE ARE DIFFERENT SNAPSHOTS OF, UH, WHAT WE SEE WERE, UM, LARGE AND, AND, AND SMALL VOLUMES OF TRAFFIC AT, AT DIFFERENT POINTS IN TIME. THE TWO NEGATIVES THAT WERE KIND OF TAKEAWAYS ON THIS WAS, UM, OBVIOUSLY IT'S NEGATIVE TO HAVE THOSE VEHICLES STACKING IN THE MEDIAN. UM, IT DOES CREATE A, A, A VULNERABILITY ISSUE FOR VEHICLES NOW TRYING TO JUMP EITHER ACROSS, LEAVING BAR W TO GO NORTH OR COMING SOUTH, AND THEN TRY AND GO INTO RANCHO SIENNA, UM, FROM SOUTHBOUND TRAFFIC ON, ON REAGAN TURNING MOVEMENTS IN ALL DIRECTIONS. UH, WE KNOW THAT THAT IS, THAT IS THE MAKEUP OF THAT INTERSECTION, BUT SOME POSITIVES, UM, WE WERE FOLLOWING AND TRACKING THE KAUFMAN SIGNAL CHANGES. AND WHEN THAT SIGNAL DID TURN RED, WE SAW LARGE ENOUGH GAPS TO PROVIDE RELIEF FOR THE VEHICLES THAT WERE TRYING TO EITHER MOVE NORTH OR SOUTH. AND WE DID SEE A SIGNIFICANT DISSIPATION AFTER PEAK DROP OFF TIME. SO CLOSER TO THAT EIGHT O'CLOCK HOUR CREEPING INTO EIGHT 30, WE SAW A BIG CHANGE IN TRAFFIC. SO IT, IT DID CONFIRM SOME [00:55:01] OF OUR, UM, ASSUMPTIONS ABOUT DROP OFF BEING A REAL PEAK TIME THERE. SOMETHING ELSE THAT, UM, WE, IN OUR DISCUSSIONS WITH THE COUNTY AND THE DISTRICT HAD IDENTIFIED AS A POTENTIAL, UH, SIGNIFICANT SOLUTION FOR RELIEF ON TRAFFIC IS, UH, THE ADOPTION OF SADDLE TREE PASS. UM, OUR ROLE IN THAT, WE DO HAVE SOME REVIEW ROLE, UH, ALONG WITH THE COUNTY. UM, WE KNOW THE BAR W DEVELOPMENT HAS SUBMITTED PLANS FOR OUR REVIEW AND THE COUNTY'S REVIEWING AS WELL. COUNTY'S REQUESTED UPDATES FROM THE DEVELOPER ON PLATT DOCUMENTS AT THIS TIME. BUT WA WATER AND WASTEWATER INFRASTRUCTURE HAS BEEN TESTED. INSPECTIONS ARE STILL PENDING, AND THE ROAD PAVING IS STILL IN PROGRESS, SO IT'S NOT QUITE THERE, BUT WHEN IT IS DONE, IT'S GONNA PROVIDE RELIEF FOR A LOT OF THOSE VEHICLES LEAVING THE SCHOOL, TRYING TO GET NORTHBOUND, GET BACK ON THAT COFFIN LOOP AND GET TO 29. SO THE CITY AND THE COUNTY AND THE SCHOOL DISTRICT, OUR STAFF TEAMS ARE WORKING TOGETHER RIGHT NOW. UM, THE COUNTY IS PREPARING A DRAFT AGREEMENT FOR, UH, ALL OF THE STAFF REVIEW, WHICH INCLUDES JOINT COST PARTICIPATION ON A TRAFFIC SIGNAL AT REAGAN AND BAR W VIA SIENNA. UM, THE COUNTY AND THE DISTRICT DESIRE A TEMPORARY SIGNAL AS WELL TO TRY AND GET SOMETHING ON THE GROUND SOONER. UH, WE DO HAVE A DESIGN PROPOSAL FOR THAT. UM, WE HAVE REQUESTED THAT THE COUNTY AND DISTRICT CONSIDER IF THERE IS COST SHARE, UM, OUR LONG-TERM OBLIGATIONS FOR, UM, FOR OWNING AND OPERATING THAT SIGNAL ONCE IT IS IN PLACE, UM, ONCE IT'S IN, IT'S OURS AND IT'S OURS FOREVER. SO WE DID ASK FOR THEM TO CONSIDER THOSE OBLIGATIONS WHEN REVIEWING THE, THE PROPORTIONS OF, OF WHAT THEY WOULD LIKE TO SEE IN A COST SHARE. AND THE DISTRICT IS WORKING WITH THE COUNTY ON OPENING SADDLE TREE PASS. WE THINK THAT WILL BE A SIGNIFICANT RELIEF. UM, AND WE'RE, WE'RE STANDING BY WITH THEM TO, TO HELP FURTHER THAT ALONG TO, TO SUPPORT THE DISTRICT AND THE COUNTY YOUR CONSIDERATIONS. UM, AT SOME POINT WHEN WE'VE GONE THROUGH SOME DRAFT LANGUAGE ON THE INTERLOCAL AGREEMENT, WE, UH, WILL BRING THAT TO YOU FOR CONSIDERATION. THE COUNTY WILL DO THE SAME. THE SCHOOL DISTRICT WILL DO THE SAME. UM, ONE THING WE DO WANT TO NOTE, AND THIS HAS BEEN VERY UPFRONT IN OUR DISCUSSIONS RIGHT NOW, THE BAR W SIGNAL IS NOT IN OUR F Y 24 PROPOSED BUDGET. THE DISTRICT AND THE COUNTY HAVE EXPRESSED INTEREST IN POTENTIALLY COVERING THOSE COSTS UP FRONT AND LOOKING AT A REIMBURSEMENT AS PART OF AN AGREEMENT. WHEN WE SEE THAT, UH, WE'LL REVIEW THAT IN THE DRAFT LANGUAGE OF THE AGREEMENT, MAKE SURE THAT'S SOMETHING THAT'S, UH, HIGHLIGHTED FOR COUNCIL FOR YOUR CONSIDERATION. UM, ONE OF THE SIGNALS THAT IS, AND, AND, UH, RICK MENTIONED THIS A MINUTE AGO, COLLABORATIVE WAY IN BAGHDAD ROAD THAT IS ON OUR CAPITAL PROJECTS LIST FOR THIS YEAR. AND AGAIN, THAT IS NEXT TO A SCHOOL IN LEANDER ID THAT HAS SEEN SIMILAR ISSUES BECAUSE OF THE, THE LACK OF A SIGNAL AT THAT LOCATION. SO THAT IS PART OF OUR BUDGET THIS YEAR. IF THERE'S AN AGREEMENT THAT, UH, DEVELOPS A COST SHARE OR ESTABLISHES SOME PARAMETERS FOR THAT, IT WILL BE SOMETHING THAT WILL ASK COUNSEL TO LOOK AT. AND WE, WE WILL LOOK AT OURSELVES FOR EITHER LATER IN THE YEAR IF THERE'S, UM, FUNDS AVAILABLE OR CERTAINLY THE NEXT BUDGET YEAR. SO, UM, TO GIVE YOU AN IDEA OF THE COSTS, BECAUSE, UM, THE COUNTY AND THE DISTRICT ARE INTERESTED IN A TEMPORARY SIGNAL, WE ARE EVALUATING DESIGN PROPOSALS FOR THAT. THE TOTAL COST WOULD BE ABOUT 250,000. THAT MEANS THAT, UM, THAT TEMPORARY SIGNAL WOULD BE IN PLACE ABOUT 15 MONTHS. THAT WOULD COVER THE ENTIRE PROCUREMENT PERIOD FOR A PERMANENT SIGNAL. CONCURRENTLY WE'LL BE SEEKING DESIGN PROPOSALS FOR A PERMANENT SIGNAL AND THEN ANTICIPATING, UH, CONSTRUCTION BID THAT MAY RANGE ANYWHERE FROM 800,000 TO 1.2 MILLION IN TOTAL COSTS. AGAIN, ALL THESE TOTAL COSTS, THE, THE THREE PARTIES ARE LOOKING AT HOW THAT, HOW THE SHARING OF THAT COST IS GONNA BE BROKEN UP. SO THAT'S SOMETHING TO LOOK FOR IN A POTENTIAL AGREEMENT. AND THEN I'LL ENTERTAIN QUESTIONS. UM, I ACTUALLY JUST HAVE A LITTLE BIT OF AN UPDATE ON THAT. THAT DOESN'T MEAN THAT ANY OF THE OTHER PROJECTS THAT WE KNOW ARE RECOMMENDATIONS ARE, ARE ANY LESS OF A PRIORITY. BUT, UM, THE COST SHARE DOES HELP. UH, BUT MIKE MOVE THAT PROJECT IN PARTICULAR ALONG THE, [01:05:01] THE, THE LONG-TERM. SO Y'ALL DO, YOU'VE DONE TWO THINGS, BEST PRACTICES THAT YOU WOULD NOW HAVE IN PLACE. ONE, THE IMPACT FEE STUDY AND THE IMPACT FEES. NOW GRANTED, PERFECT WORLD, IT WASN'T DEFERRED IN DOING IT, BUT THAT'LL GIVE YOU TIME THAT YOU'LL COLLECT MORE FROM THE DEVELOPERS. AND THE OTHER PIECES WITH YOUR RESOLUTIONS, AND HOPEFULLY THAT'S A LONG-TERM STAY, IS DON'T APPROVE MUDS, DON'T, DON'T APPROVE MUNICIPAL UTILITY DISTRICTS. UH, DON'T APPROVE PUBLIC IMPROVEMENT DISTRICTS. GROW IT FROM THE MIDDLE, GROW IT OUT. DON'T LET THE DEVELOPERS DRIVE YOU ON IT. AND TWO, YOU'LL BE ABLE TO KIND OF PLAN AROUND THESE THINGS AND KNOW WHEN THEY'RE COMING AND COLLECT ENOUGH SO YOU CAN PUT THEM IN OR PROGRAM THEM IN YOUR C I P ON THE FRONT END INSTEAD OF KIND OF ROB PETER TO PAY PAUL. EFFECTIVELY, YOU'RE PULLING STUFF THAT YOU ALREADY HAVE THAT'S UNDERFUNDED TO FUND THIS, AND THEN THAT'LL BE THE NEXT THING THAT GETS PUSHED. MOST OF THEM WHEN THEY MOVED IN DIDN'T EVEN KNOW THE DIFFERENCE. BUT THAT'S THE PRE-PLANNING PART. THAT'S THE DIFFERENCE IS, UH, $210 VERSUS 312. SO JUST TO PUT IT IN CHECKBOOK TERMS, THIS IS THE, THE, THE LARGE FUND SUMMARY OF THE ENTIRE BUDGET. WE, WE FOCUS OBVIOUSLY ON, UH, THE GENERAL FUND AND THE UTILITY FUND, BUT THE CITY HAS A LOT OF OTHER CAPITAL PROJECT FUNDS AND SPECIAL REVENUE FUNDS THAT DON'T HAVE ANY PEOPLE. BUT, UH, AND, UH, YOU'VE ALREADY TALKED ABOUT SOME OF THOSE, UH, PROJECTS OF CAPITAL PROJECTS, BUT, UH, THE PROPOSED BUDGET IS OVER $317 MILLION. IT IS A SLIGHT DECREASE FROM THE ADOPTED, UH, CURRENT YEAR BUDGET, BUT THAT PRIMARY DECREASE IS THAT WE'RE SPENDING THE CAPITAL PROJECT DOLLARS DOWN. SO, UH, IN, IN ESSENCE, THAT'S A GOOD SIGN. UH, BUT AS YOU CAN SEE ON THE TOP LINE, THE GENERAL FUND IS ESSENTIALLY FLAT FROM, UM, THE, UH, CURRENT YEAR.
