UM, AS YOU CAN SEE, SINCE SINCE 21, UM, AGAIN, RIGHT OF WAY ACQUISITIONS IS ALWAYS, UH, ALWAYS A CHALLENGE FOR, FOR THE CITY.
AND SO THAT TOOK A CERTAIN AMOUNT OF TIME.
UH, DESIGN WAS DONE BY WALKER PARTNERS AND THE CONSTRUCTION'S GONNA BE DONE BY CARLTON INDUSTRIALS.
UM, LIMITED, THE BUDGETED AMOUNT YOU CAN SEE IS ABOUT 2.5, AND THE CONTRACT AMOUNT CAME IN AT 1.9, WHICH IS, UM, UM, WHICH IS GOOD.
UM, IN THIS DAY AND AGE, IT'S, IT'S, IT'S HARD TO SEE THAT WE'RE GONNA BE REPLACING ABOUT 4,000 LINEAR FEED OF, UM, EIGHT INCH AND 12 INCH WATER LINES.
AND, UM, AND THAT ALSO INCLUDES SOME, UM, STEEL CASTING, STEEL CASTS THAT WILL, UM, GO UNDER THE CREEK TO PROTECT THE WATER LINE AND SOME OTHER

AND WE'RE GONNA ABANDON 'EM AND, AND GROUT FILL 'EM ALL IN PLACE, UM, AS NOT TO CAUSE ANY FUTURE, UM, ISSUES.
WE'RE ALSO GONNA REPLACE EIGHT FIRE HYDRANTS THROUGHOUT THE CITY.
SO AGAIN, IMPROVING THAT WATER FLOW AND FIREFIGHTING CAPABILITY.
AND THEN THAT INCLUDES ALL THE MISCELLANEOUS, UH, VALVES AND FIXTURES ASSOCIATED WITH, WITH THE INFRASTRUCTURE.
HOPEFULLY WE WON'T HEAR, UH, A WATER OUTAGE OR WE WON'T HAVE TO TEAR UP THAT, UH, INTERSECTION.
THAT'S WHAT, THREE TIMES OR FOUR TIMES WE'RE REPLACING THAT LINE THROUGH THERE.
SO, UM, THIS, THIS IS THE, THE PLAN OF ACTION, IF YOU WANNA SAY FOR, FOR THE PROJECT.

AND THEN IT'S NOT SEEN HERE, BUT THERE'S A WATER LINE HERE AND THEN A WATER LINE THAT GOES DOWN, UM, IN THAT SECTION.
AND SO WHAT WE'RE HOPING IS BECAUSE WE CAN ALLOW THEM TO EXPEDITE THAT, THEY'LL FINISH THE MAJORITY OF THE PROJECT BEFORE THE THIRD EVENT CITY EVENT, WHICH WILL SHOW ALL THE EVENTS HERE ON KIND OF THE CALENDAR.
SO THAT'S KIND OF THE PHASING PLAN THAT, THAT WE'RE WORKING WITH THE CONTRACTOR TO FACILITATE, MINIMIZING THE IMPACT AS BEST WE CAN.

SO THESE PROPERTIES WEREN'T CONDUCIVE TO MOVING A LAY DOWN AREA.
NOW WE LOOKED AT THIS BACK ALLEY AREA THAT MAYBE ALLOW THE PERSON TO DRIVE THE FOOD TRUCKS TO THIS BACK AREA, BUT THERE'S A, A THICK, UH, VEGETATION THROUGH HERE AND THERE'S ACTUALLY A FENCE THROUGH HERE, SO THAT WOULD ALL HAVE TO BE REMOVED.

SO YOU'RE NOT GONNA BE ABLE TO DRIVE ANY, ANY FOOD TRUCKS OR ANYTHING THROUGH THAT, THAT BACK PART OF WHAT THEY CALL, I CALL PAPER STREET, BUT A POTENTIAL FUTURE STREET, UM, WHICH WOULD BYPASS THIS, THIS OWNER.
UM, AND, AND JUST TO NOTE, THIS OWNER ACTUALLY PUT UP SOME POLES TO INDICATE THAT THEY'RE ACTUALLY PUTTING A FENCE IN FRONT OF THEIR DRIVEWAY.

UM, THIS ISN'T YOUR TYPICAL RESIDENTIAL WHERE YOU HAVE SINGLE FAMILY HOMES BACKING UP TO A COMMERCIAL DEVELOPMENT.
SO THE COMMISSION HAD RECOMMENDED DOING A 35 FOOT SETBACK FROM THE DUMPSTER TO THE BUILDING.
UM, WE ONLY HAD FOUR COMMISSIONERS PRESENT, AND, UM, THEY DIDN'T AGREE.
UM, THEY ALSO ALSO MOTIONED, UM, TO APPROVE IT, UM, WITH THE REGULAR SETBACK, AND THAT MOTION ALSO FAILED.
SO THEY MOVED FORWARD WITH NO ACTION.
SO, UM, STAFF DID THINK IT WAS A, A GOOD IDEA WITH THE, LIKE, WHERE THE COMMISSION WAS GOING, AND WE LOOKED AT THE SITE PLANS.
UM, THIS, THIS FIRST ONE WOULD NOT WORK BECAUSE THE DUMPSTERS WITHIN 25 FEET OF THE BUILDING.

UM, THIS IS AN EXAMPLE OF THEIR UPDATED SITE PLAN THEY SHARED WITH US.
UM, IT'S, IT'S FLIPPED FROM WHAT I SHOWED YOU, SO THAT MAKES IT A LITTLE COMPLICATED.

SO, HARMONY PUBLIC SCHOOLS IS A TEXAS TOP RANK CHARTER SCHOOL AT THE MOMENT, AND MY COLLEAGUE ISAAC AND MYSELF, WE ARE WITH GENETIC ARCHITECTS.
WE ARE A FAMILY OWNED AND OPERATED, UM, BUSINESS OUT OF CORPUS CHRISTI, TEXAS, WHICH, UH, YES WAS THE PLACE WITH THE MANY WATER LEAKS.
AND, UH, THE PROJECT THAT'RE REPRESENTING TONIGHT IS A NEW ELEMENTARY SCHOOL CAMPUS, AND IT WOULD SERVE 450 STUDENTS IN THE COMMUNITY OF LEANDER, AND IT WOULD CREATE BETWEEN 80 AND, UH, 90 NEW JOBS.
AND ITS PROPOSED LOCATION IS 32 50 HERO WAY NOW.
UM, I WANTED TO START WITH AN AERIAL OF THE PROJECT SO WE CAN SEE SPATIALLY, UM, WHERE WE ARE LOCATED VERSUS WHERE WE ARE RIGHT NOW.
AND THEN ZOOMING IN ON OUR PARTICULAR, UM, PROPERTY WITH, UH, AS YOU'RE COLLEAGUE MENTIONED, IT IS AN INTERESTING PROPERTY.
WHEN WE FIRST STARTED LOOKING AT THE PROPERTY IN 2019, WE DID A SURVEY INITIALLY AND WE SAW THAT THERE'S TWO BODIES OF WATER AND SEVERAL TREES ON IT.
SO, UH, WE MOVED ON WITH OUR FIRST DESIGN.
THIS WAS THE ORIGINAL DESIGN, EARLY 2020.
AND THE PLAN WAS TO HAVE A SCHOOL THAT WAS CLOSE TO HERO AWAY, OF COURSE TO THE MAIN STREET WHERE IT'S LOCATED AT, AND TO ALSO BE CLOSE TO THE UTILITIES.
SO AS WE MOVED ON WITH OUR CONSTRUCTION DRAWINGS, UM, WE FOUND OUT THAT OVER TIME SOME NEW SITE AND CONSTRAINTS HAD COME UP AND DEVELOPED.
THE FIRST WAS THAT IN 2021, A NEW FEDERAL LAW, WHICH WAS INTRODUCED, WHICH MADE THE TWO BODIES OF WATER ON OUR PROPERTY TO BE, UH, PROTECTED BODIES OF WATER.
AND YOU CAN SEE THEM HERE, UH, IN THE RED CIRCLES.
THEN ADDITIONALLY, UM, WE HAVE, UM, DISCUSSED A RIGHT AWAY EXPANSION FROM TXDOT INTO OUR SITE, WHICH IS THE RED LINE THAT YOU CAN SEE.
AND, UM, IN REVIEWING THE PROJECT WITH THE CITY OF LEANDER, WE HAVE UNDERSTOOD THAT WE NEED TO ADD MULTIPLE LANES FOR QUEUING AND STACKING.
SO WE DO NOT AFFECT, UH, WE DON'T WANT ANY MORE TRAFFIC BACKING ONTO HERO WAY, WHICH IS ALREADY A BUSY STREET.

SO OUR CONCERNS ARE ABOUT THE CLOSING OF THE LOW WATER CROSSING AS WE'RE TALKING ABOUT ON 1 77.
ALTHOUGH WE ARE EXTREMELY AWARE OF THE PROBLEMS WITH THAT CROSSING AT THIS POINT, IT PROVIDES AN ALTERNATIVE SECOND EXIT FOR, UM, UH, OUR, OUR PEOPLE FROM OUR CAMPUS OTHER THAN RONALD REAGAN.
UH, WE BELIEVE THAT BY SHUTTING OFF THE LOW WATER CROSSING AT THIS POINT, IT WOULD CAUSE A SERIOUS SAFETY ISSUE FOR US, UM, AS WELL AS A SEVERE TRAFFIC ISSUE.
SO SHOULD THERE BE AN EMERGENCY AT OUR CAMPUS OR MAYBE ONE OF THE SURROUNDING HOMES OR AREAS IN OUR NEIGHBORHOOD THERE, AND WE NEED TO EVACUATE FROM OUR CAMPUS AND RESIDENTS HOMES, UH, RESIDENTS FROM THEIR HOMES AT THE SAME TIME.
AND WITH THE THOUGHT OF FIRST RESPONDERS TRYING TO GET IN AT THE SAME TIME INTO THE AREA AS PEOPLE ARE TRYING TO GET OUT, THAT'S A BIT OF A SOBERING THOUGHT FOR US.
UM, GOD FORBID THAT SOMETHING WOULD HAPPEN AT OUR CAMPUS LIKE WE'VE SEEN IN OTHER PLACES IN TEXAS AND AROUND OUR NATION, BUT IT CAN HAPPEN.
AND OUR CONCERN IS A SAFETY CONCERN.
SO ON MANY SUNDAYS OF THE YEAR RIGHT NOW, WE ARE OFTEN BACKED UP ALL THE WAY PAST OUR OWN EXITS NOW, UM, JUST TRYING TO GET OUT ONE WAY OR THE OTHER.
AND THE EXIT ACROSS THE LOW WATER CROSSING BECOMES THE ONLY OTHER EXIT FOR PEOPLE TO USE TO GO A DIFFERENT WAY WHEN YOU CAN'T GET ONTO RONALD REAGAN.
UM, SO CLOSING THE LOW WATER CROSSING WOULD CREATE A HARDSHIP FOR US AS A CHURCH AND LITERALLY BE CUTTING US OFF FOR MORE THAN 200 PEOPLE, UM, IN OUR COMMUNITY THAT LIVE IN THAT BACK AREA THAT WORSHIP WITH US ALREADY.
UM, SO I'M HERE REPRESENTING THE SAFETY OF OUR CHURCH CONGREGATION.
HOWEVER, I'M ALSO THINKING ABOUT THE SAFETY OF OUR NEIGHBORS AND THE PROBLEM OUR CHURCH COULD CAUSE FOR OUR NEIGHBORS AS OUR CHURCH WAS TRYING TO GET OUT.
UM, AND ASKING THAT WE NOT CLOSE DOWN THE LOW WATER CROSSING, UM, UNTIL THERE'S AN ALTERNATIVE OPPORTUNITY AND ROUTE OTHER THAN JUST RONALD REAGAN.

AND IN YOUR ORDINANCE, YOU STATE COUNTY ROAD 1 77 IS NOT NECESSARY FOR USE BY THE CITY, THE GENERAL PUBLIC OR THE LANDOWNERS ADJACENT THERETO AS AN ALLEY OR STRAIGHT STREET.
THIS STATEMENT IS UNEQUIVOCALLY NOT TRUE.
I TRAVEL DAILY EASTWARD TO WILCO PARK AND TO GEORGETOWN.
THIS WOULD BE A DRASTIC CHANGE FOR ME, ESPECIALLY TRYING TO GO SOUTH ONTO RONALD REAGAN AT SEVEN 30 IN THE MORNING.
IT WILL DECREASE THE SPEEDING OF ALL THE PEOPLE FROM PARKSIDE, BUT IF YOU CLOSE THE LOW WATER CROSSING, IT SENDS ALL THAT TRAFFIC TO JOURNEY, AND THEN THEY HIT REAGAN AND TURN NORTH, AND THEN THE TRAFFIC STILL INCREASES.
YOU HAVEN'T DECREASED THAT AMOUNT OF TRAFFIC.
THE INCREASE IN THE TRAFFIC WILL RAISE THE INCIDENT OF BLOCKING THE BOX AT 1 77 IN REAGAN.
AND THEN THE PEOPLE, WE HAVE THE PROBLEM OF THE PEOPLE GETTING INTO THE TURN LANE AND TRYING TO GET TO CRYSTAL FALLS, AND THAT IS JUST A NIGHTMARE.
AND I DOUBT IF ANY OF YOU HAVE BEEN ON THOSE ROADS AT SEVEN 30 IN THE MORNING TRYING TO GET OUT OF 1 77 EITHER NORTH OR SOUTH.
AND NOW WE HAVE THE NEW CONSTRUCTION OF A GAS CONVENIENCE STORE AT THE SOUTHEAST CORNER.
SO WE'VE GOT NEW PROBLEMS. ONCE AGAIN, THE CITY REFUSES TO ADDRESS THE REAL ISSUE THAT NEEDS TO BE SOLVED.
THE INTERSECTION OF CRYSTAL FALLS AND RONALD REAGAN, THAT INCLUDES COUNTY ROAD 1 77 CLOSING THE LOW WATER CROSSING DOES NOTHING TO SOLVE THE PROBLEM.

UM, ONE OF THE THINGS THAT KIND OF CONCERNS ME IS THAT WHEN WE HAD A RECENT, UH, DISCUSSIONS, I THINK IT WAS PROBABLY WITH THE ZONING COMMISSION ABOUT, UH, REZONING, UH, THE AREA NORTH OF 1 1 77, THE, THE BRIDGE WAS ACTUALLY BROUGHT UP AS AN ALTERNATIVE ROUTE FOR PEOPLE LEAVING, UH, THAT NEIGHBORHOOD OR THAT PROPOSED NEIGHBORHOOD.
SO IT'S KIND OF WEIRD THAT NOW, WHAT, SIX MONTHS LATER OR SO, WE'RE CLOSING IT DOWN.

THERE'S BEEN A COUPLE OF CAR ACCIDENTS, UH, OF RECENT, UH, MONTHS AND WHATNOT.
I DO THINK THAT WOULD RETURN THE AREA TO A LITTLE BIT MORE OF A PEACEFUL COMMUNITY.
UH, AND, AND KIND OF CALM THINGS DOWN.
THERE'S THE, UH, LARGE DEVELOPMENT THAT WE'RE ALL TALKING ABOUT ACROSS THE BRIDGE WHERE THE TOLL BROTHERS COMMUNITY IS SUPPOSED TO GO IN.
AND I CAN'T IMAGINE IF YOU HAVE ABOUT TWO CARS PER HOUSEHOLD ON MINIMUM, HOW MUCH THAT'S GONNA CONTINUE TO ADD, UH, TO THIS GROWING PROBLEM.
SO I ENCOURAGE THE CITY TO CONTINUE TO LOOK FOR LONG TERM, UH, ALTERNATE SOLUTIONS, BUT I AM SUPPORTING THE CITY IN ITS ORDINANCE TO CLOSE THE WATER CROSSING.

VEHICLES HAVE IGNORED ALL THE SIGNS HAVE DRIVEN DOWN TO THE BARRIER, AND THEN TRIED TO TURN AROUND IN MY DRIVEWAY.
AND IN DOING SO, THESE DRIVEWAY CONTINUE TO DAMAGE MY GATE, DAMAGE MY PILLARS, AND DAMAGE MY FENCING.
UH, SOMETIME BACK, CITY PERSONNEL FINALLY AGREED TO PUT A TEMPORARY BARRIER AT THE INTERSECTION OF COUNTY ROAD 1 77 AND VALLEY VIEW DRIVE, UH, WHEN THE MAIN BARRIER, UH, CLOSED.
AND THIS DOES PROVIDE SOME INCREMENTAL RELIEF, BUT THE PROBLEM STILL EXIST.
I DON'T KNOW WHY DRIVERS, UH, INSIST ON IGNORING THE MANY SIGNS WHICH THE CITY HAS POSTED.
MAYBE THEY CAN'T READ, UH, MAYBE THEY DON'T BELIEVE THE SIGNS OR THEY JUST DON'T CARE.
BUT CLOSING THE BRIDGE WON'T MAKE THESE PEOPLE ANY SMARTER.
AND CLOSING THE BRIDGE, UH, WON'T CHANGE THEIR BEHAVIOR.
NO MATTER HOW MANY SIGNS THE CITY INSTALLS ON THE ROAD, IF THE CITY CLOSES THE BRIDGE PERMANENTLY, WHAT IS CURRENTLY AN OCCASIONAL PROBLEM FOR ME WILL BECOME A PERMANENT PROBLEM.
SECOND, WHEN I HAVE TO LEAVE MY HOUSE AND TRAVEL DURING PEAK TRAFFIC PERIODS, I GO AROUND THE BLOCK TO THE LIGHT AT JOURNEY PARKWAY AND RONALD REAGAN.
I THINK THIS OPTION IS FASTER AND MUCH SAFER THAN TRYING TO ACCESS RONALD REAGAN FROM COUNTY ROAD 1 77.
IF THE CITY CLOSES THE BRIDGE, THE CITY WILL CONDEMN ME AND ALL OTHER RESIDENTS ON COUNTY ROAD 1 77 EAST OF THE BRIDGE TO TRY TO ACCESS RONALD REAGAN AT COUNTY ROAD 1 77.
I BELIEVE THIS IS UNSAFE DUE TO THE VOLUME OF TRAFFIC ON RONALD REAGAN DURING PEAK TRAFFIC HOURS.
THIRD, THE ROADWAY FROM THE BRIDGE TO THE TOP OF THE HILL EAST OF MY PROPERTY IS A FAVORITE DUMPING GROUND, UH, SINCE IT'S ISOLATED.
ALTHOUGH I BELIEVE THAT CLEANING THE RIGHT OF WAY SHOULD BE THE CITY'S RESPONSIBILITY.
MY WIFE AND I PERIODICALLY PICK UP TRASH ALONG THE PROPERTY LINE.
UH, IF THE CITY CLOSES THE BRIDGE, I BELIEVE THAT THIS AREA WILL BECOME A PRIME DUMPING AREA DUE TO ITS HIGHLY, UH, ISOLATED LOCATION.
FINALLY, ON SEVERAL OCCASIONS WHEN THE BRIDGE IS CLOSED, PEOPLE STOP NEAR THE BARRIER DURING EVENING AND EARLY MORNING HOURS TO DO WHATEVER IT IS PEOPLE LIKE TO DO IN ISOLATED AREAS AT NIGHT, WHICH INCLUDES PARTYING, AND SOME OF THE PARTIES ARE PRETTY NOISY.
WHILE THIS HAS BEEN A PROBLEM FOR US ON A LIMITED BASIS, I BELIEVE THAT ONCE MORE PEOPLE KNOW THAT THE BRIDGE IS PERMANENTLY CLOSED, THESE ACTIVITIES DOCTRINALLY WILL BECOME MORE FREQUENT.
SO, AS FAR AS I CAN TELL, WHILE THE CITY IS PROPOSING TO CLOSE THE BRIDGE, THEY HAVEN'T CONSIDERED OR AREN'T PROPOSING SOLUTIONS TO ANY OF THESE PROBLEMS. THANK YOU.

UM, AND THEN I THINK I MENTIONED WE'VE HAD VANDALISM TO THE GATES WHEN WE DO CLOSE AND LOCK THE GATES, THAT, THAT, UM, OFTENTIMES THEY'RE CUT BECAUSE PEOPLE GET IMPATIENT, UM, AND THINK IT'S SAFE TO CROSS.
OR WHEN WE WERE DOING THESE IMPROVEMENTS HERE, UH, THE CONCRETE WAS CURING AND, AND THEY STILL CUT THE GATES AND WENT THROUGH.
SO, UM, SOME OF THE DEVELOPMENTS IN THE AREA, THE, UM, THE WILD SPRINGS DEVELOPMENT IS AT 1 77 AND 1 75.

SO THESE TWO DEVELOPMENTS WILL ADD APPROXIMATELY 400 HOUSES, UM, IN PHASES THAT THAT WOULD, UM, POTENTIALLY ACCESS COUNTY ROAD 1 77.
UH, OUR PROPOSED SIGNAGE PLAN SHOULD, UM, WE CLOSE THE CROSSING WOULD INCLUDE, UM, CURRENTLY THERE ARE TWO, UM, SIGNS RIGHT HERE THAT SAY NO TRUCKS WE WOULD ON, SORRY, ON NORTHBOUND AND SOUTHBOUND RONALD REAGAN.
SO WE WOULD CHANGE THOSE TO NO OUTLETS.
UM, THESE TWO ALONG 1 77 GOING EASTBOUND ARE CURRENTLY FLIPPED DOWN SIGNS THAT WE FLIPPED DOWN WHEN THE, THE CROSSING IS CLOSED.
