TONIGHT [3. City Manager Richard B. Beverlin, III farewell reception.] IS A FAREWELL TO OUR CITY MANAGER, RICK, BE, THIS IS HIS LAST MEETING WITH US BEFORE HE LEAVES FOR THE BEAUTIFUL CITY OF NADOS. AND SO, UM, WE'VE GOT A GIFT FOR YOU, BUT FIRST, UH, WE'RE GONNA JUST GO DOWN THE LINE AND, UM, JUST, JUST SAY OUR GOODBYES. SO COUNCIL MEMBER ROSS, YOU WANNA START US OFF? SO I GET TO GO FIRST, AND I JUST WANNA THANK YOU FOR YOUR TIME, RICK. UM, YOU KNOW, I KNOW THE LIFE IN A CITY MANAGER. THERE'S ALWAYS SOME SORT OF CRISIS, BUT AS I THINK OVER YOUR TIME AS CITY MANAGER, WE'VE HAD A FEW UNPRECEDENTED STORMS. A VIRUS THAT RAN AMUCK AND, YOU KNOW, AND SEVERAL OTHER THINGS, UM, LOSING WATER AND ALL SORTS OF FUN THINGS. SO I APPRECIATE YOUR, UM, SERVICE UNDER, UNDER THE PRESSURE. AND, UM, I WISH YOU THE BEST OF LUCK AND NECK THIS WAY. YEAH. SO RICK, UM, YEAH, I THINK THAT THE BEST WAY TO SUMMARIZE THAT IS LIKE BAPTISM BY FIRE COMING, COMING, COMING HERE AT JUST THE RIGHT TIME. AND SO, UM, YOU KNOW, NOT EVERYBODY IS, UH, IS, IS, IS, UH, IS MEANT TO DO THAT JOB. AND I CAN IMAGINE HAVING TO DO THAT JOB, UH, DURING THE TIME PERIOD OF WHICH YOU'VE DONE IT HERE AT THIS CITY. SO, ON BEHALF OF MYSELF AND, AND THIS ENTIRE CITY, I WANNA SAY THANK YOU ALSO JUST FOR YOUR FRIENDSHIP AND FOR, UM, ALLOWING ME TO KNOW YOUR FAMILY AND FOR GIVING YOURSELF. THERE'S ONE THING I NEVER DOUBTED ABOUT YOU IS THAT YOU CARED AND THAT YOU, YOU ALWAYS TOLD ME THE TRUTH. AND, UM, AND JUST THAT YOU, THEY, THEY, THEY, YOU HAD A HEART FOR IT. SO, UM, I HOPE THAT YOU HAD THAT SAME PASSION WHEN YOU GO TO NACODOCHES. I THINK THEY'RE GONNA GET A GREAT CITY MANAGER, AND WE WERE SO GLAD FOR THE TIME THAT WE GOT TO SPEND TOGETHER HERE. AND SO JUST THANK YOU AGAIN ON BEHALF OF COUNCIL, ON BEHALF OF THE CITY AND MY FAMILY. THANK YOU. WELL, RICK, THANK YOU FOR YOUR SERVICE TO THE CITY AND TO OUR COMMUNITY. THANK YOU FOR EVERYTHING. I KNOW YOU PUT YOUR HEART AND SOUL INTO BEING HERE AND WE APPRECIATE ALL OF THAT. AND THANK YOU FOR YOUR SUPPORT, UM, OF COMMUNITY EVENTS AND INITIATIVES THAT, UM, I HAD TO HEAD UP. SO THANK YOU FOR YOUR HELP WITH THAT. UM, AND I WISH YOU ALL THE BEST IN YOUR NEW ADVENTURE. YEAH. SO RICK, I JUST WANNA SAY THANK YOU FOR, I'M THE NEWEST MEMBER UP HERE. AND, UH, THE TRANSITION FROM OUT THERE TO UP HERE, YOU MADE THAT VERY EASY. ANYTIME I HAD QUESTIONS, YOU WERE ALWAYS AVAILABLE. UH, IT JUST, UH, REALLY NICE TO GET TO KNOW YOU AND I DON'T THINK EVERYBODY REALLY UNDERSTANDS ALL THAT YOU DO OUTSIDE OF NORMAL EIGHT TO FIVE HOURS WITH THE E O C DURING HOLIDAYS AND DURING THOSE WEATHER EVENTS, UH, YOU REALLY, REALLY WERE COMMITTED TO OUR CITY. AND I MEAN, WORKING FOR A CITY GOVERNMENT AND HAVING THAT COMMITMENT AS WELL, I MEAN, PEOPLE JUST DON'T ALWAYS APPRECIATE IT. BUT I, I APPRECIATED IT AND I THINK IT WAS NOT ALWAYS RECOGNIZED ENOUGH, UH, AND UNDERSTANDING HOW MUCH EFFORT AND, AND EVERYTHING THAT YOU GAVE AND EVEN SACRIFICE WITH YOUR FAMILY DURING THOSE TIMES. SO I JUST WANNA SAY THANK YOU. UH, THANK YOU FOR YOUR SACRIFICE AND FOR YOUR SERVICE AND, UH, BEST OF LUCK AND NEDOS. THANK RICK. I'M GONNA MISS YOUR STORIES OF TEXAS. 'CAUSE ONE OF THE FEW NATIVE TEXANS ON THIS CITY COUNCIL. I KNOW WE KIND OF BONDED ON TEXAN STUFF, SO, UM, THANK YOU FOR EVERYTHING YOU DID FOR THE CITY. UH, LIKE EVERYONE SAID, I MEAN, THERE'S BEEN JUST DISASTER AFTER DISASTER PLUS THE GUESTS PRESSURE AND WEEKLY UPDATES AND LETTING THE CITY COUNCIL AND YOUR STAFF, YOU KNOW, JUST BEING THERE FOR THEM. SO WE'RE GONNA MISS YOU, AND I WISH YOU LUCK IN NACODOCHES. THANK YOU. YOU READY? ? UM, A LOT OF IT HAS ALREADY BEEN SAID, BUT I'M JUST GONNA READ YOU WHAT I WROTE BECAUSE I I DIDN'T WANNA FORGET. UH, IT'S QUITE A WILD RIDE THAT YOU'VE HAD SINCE YOU GOT HERE. WE WELCOMED YOU TO LEANDER WITH OLD TOWN FESTIVAL AND SHORTLY AFTER WE'RE HIT WITH COVID SNOW APOCALYPSE IN ENDLESS BROKEN PIPES JUST TO NAME A FEW. NONE OF THIS WAS YOUR FAULT, BUT YOU ROLLED UP YOUR SLEEVES AND YOU DID WHAT YOU COULD TO HELP US FIGHT THE BATTLES AND TACKLE THE CHALLENGES FOR THAT ALONE. YOU WERE MUCH APPRECIATED, BUT YOU DID SO MUCH MORE THAT PEOPLE WILL NOT KNOW WITHOUT RECOGNITION. YOU WERE SO EXCITED AND ENTHUSIASTIC TO COME TO LEANDER AND HELP US MANAGE GROWTH. LEAD US IN THE RIGHT DIRECTION. I KNOW YOU AND YOUR FAMILY SACRIFICED A LOT [00:05:01] TO COME HELP US. YOU PUT ON A STRONG FRONT, BUT YOU HAVE A HEART THE SIZE OF TEXAS THAT WILL NEVER BE FORGOTTEN. AND I'M GRATEFUL TO HAVE HAD HAD THE OPPORTUNITY TO WORK WITH YOU. THANK YOU FOR EVERYTHING. KEEP SMILING. OKAY, ONE OTHER LITTLE THING TO READ YOU AND THEN I HAVE SOMETHING FOR YOU THAT IS, UM, A LITTLE UNIQUE. AND JUST AGAIN, SO I DON'T FORGET, , I FEEL IT'S IMPORTANT TO SEND YOU OFF WITH SOMETHING. NOT TO REMIND YOU OF WHERE YOU'VE BEEN, BUT WHERE YOU ARE. YOU ARE MOVING TO MY HOMETOWN, THE OLDEST TOWN IN TEXAS. I HAVE SOMETHING FOR YOU THAT TO MY KNOWLEDGE, ONLY 10 PEOPLE HAVE AND THEY'RE ALL FAMILY MEMBERS. SO I HAD ONE MADE FOR YOU AND FOR GOOD MEASURE, ROSEMARY. TWO MAY THESE ALWAYS REMIND YOU OF WHERE YOU ARE. IT'S HOME AND IT'S SPECIAL JUST LIKE YOU. AND BECAUSE ONLY MY FAMILY HAS THESE, IT'S KIND OF MAKES YOU FAMILY TOO . SO DON'T EMBARRASS ME. . I EXPECT A PICTURE OF YOU AT YOUR DESK IN HISTORICAL NACODOCHES, TEXAS WITH THIS THAT I'M ABOUT TO GIVE YOU. . IS IT A CULT REVOLVER? IT IS NOT A CULT REVOLVER BECAUSE YOU PROBABLY ALREADY HAVE ONE . AND THOSE ARE DO'S DRAGONS COLORS. BY THE WAY, AM I SUPPOSED TO OPEN THIS RIGHT NOW? YES, OF COURSE. AND IT'S NOT WHISKEY, RIGHT? IT'S NOT WHISKEY, YEAH. THIS IS NUMBER 11 AND 12. I HAVE THE OTHER ONE WITH ME, BUT JUST ONE IN THE BAG. THIS IS TO REMIND YOU OF WHERE YOU ARE, NOT WHERE YOU'VE BEEN. AH, WE ALWAYS HAD TO HAVE OUR COFFEE WAS IT SAID, IT SAYS WE HAVE A KNACK FOR THAT. PUT YOUR, PUT IT BACK ON. THERE WE GO. WE HAVE A KNACK FOR THAT. . AND WHY IS THAT? WHY DO, WHY IS IT KNACK NACK? EVERYBODY CALLS NACODOCHES. EVERYBODY SHORTENS IT. SO, SO THESE, THIS IS A STICKER. THAT'S AS FAR AS I KNOW, NOBODY HAS MUGS. AND MY SISTER WANTED TO HAVE SOME MADE FOR THE FAMILY 'CAUSE SHE JUST THOUGHT THEY WERE SO CUTE. IT'D BE COOL TO HAVE A MUG. AND BY THE WAY, THAT IS AGGIE COLLARS, BUT THAT WAS NOT INTENTIONAL . UM, IT SHOULD BE PURPLEISH FOR THAT. YES, BUT THAT'S THE STICKER. AND SHE'S TEXTING ME IN THE MIDDLE OF THE NIGHT. CAN, CAN YOU FIND THAT STICKER? YOU SEND ME THE PICTURE OF IT AND SHE MAKES THESE MUGS. IT'S OKAY. I HAVE TO HAVE TWO MORE. SO THAT'S, THAT'S, AND, AND Y'ALL ALSO HAVE THE BORN AND NACK THING. B I N, WHICH WAS ALSO LIKE GALVESTON'S. B B O I. YEAH. SO, YES. AND THEN I GUESS Y'ALL GONNA HAVE TO START THIS. ONCE ST DAVID'S OPENS, YOU'RE GONNA HAVE TO DO A B I L OR SOMETHING LIKE THAT. AND OH, ENJOY YOUR COFFEE AT YOUR NEW DESK. AND I, I EXPECT TO SEE A PICTURE. OKAY. THANK YOU FOR THAT. THANK YOU. AND THEN WE HAVE SOMETHING FOR YOU AS WELL. UM, AND I JUST WANNA SAY, I THINK, UH, COUNCIL MEMBER ROSS ACTUALLY SUMMED IT UP REALLY WELL. UM, YOU HAVE HAD THE MOST INTERESTING TIME HERE IN LEAN ANDREW'S HISTORY, I FEEL LIKE. UM, AND, AND I DON'T ENVY, UM, YOUR TIME HERE AT ALL. AND I KNOW THAT YOU'VE COME OUT A MUCH STRONGER CITY MANAGER AND A STRONGER LEADER. UM, FOR THOSE OF YOU WHO DON'T KNOW, MR. BEVERLY CAME TO US LIKE TWO MONTHS BEFORE COVID . SO JUST AS YOU'RE, YOU KNOW, GETTING YOUR FEET WET AND MEETING EVERYBODY, EVERYTHING SHUTS DOWN. AND, UM, I DON'T KNOW HOW YOU DID IT, BUT I'M GLAD THAT YOU WERE ABLE TO SEE US THROUGH THAT. AND ALL OF THE TROUBLE WITH B C R U A AND WATER AND FREEZES AND NO GAS IN TREVISO TWICE. UM, AND WE ARE ALL VERY APPRECIATIVE OF YOU. AND, UM, ONE THING THAT, UM, I'VE ALWAYS REALLY RESPECTED AND ADMIRED ABOUT YOU IS HOW SO MANY STAFF MEMBERS WOULD SAY THAT EVEN ON THEIR WORST DAY, THEY FELT LIKE YOU HAD THEIR BACK MORE THAN ANYBODY AND THAT YOU ACTUALLY CARED. AND THAT IS A TREMENDOUS THING FOR SOMEBODY WHO SITS IN THE TOP SEAT TO BE ABLE TO, UM, GIVE PEOPLE THAT FEELING THROUGHOUT THE ORGANIZATION. THANK YOU SO MUCH FOR THAT. I WISH YOU ALL THE BEST TO YOU AND YOUR FAMILY, AND I HOPE THIS IS A WONDERFUL TRANSITION FOR YOU AND THAT YOU REALLY ENJOY ALL OF THOSE TREES, . THAT'S AND WATER. AND WATER. RUB IT IN. UM, AND SO, UH, WE'VE GOTTEN YOU AN AWARD, JUST LIKE WE GIVE FOR, FOR OUTGOING COUNCIL MEMBERS PRESENTED TO RICHARD B BEVERLY III IN APPRECIATION OF OUTSTANDING SERVICE, VALUABLE CONTRIBUTIONS, AND AN UNFAILING COMMITMENT TO THE CITY OF LEANDER, TEXAS WHILE SERVING THE CITY MANAGER FROM 2019 TO 2023. THANK YOU SO MUCH. [00:10:06] WE'RE GONNA LET HIM TALK. DID YOU WANNA SAY ANYTHING? I I DON'T KNOW IF MR. BEVERLY WANTS TO TALK. HE DOESN'T TALK MUCH. CAN , DO YOU? I'LL TRY TO BE BRIEF AND TRY NOT TO CRY AT THE SAME TIME. UM, 'CAUSE TOMORROW I PROB I MIGHT, I JUST WANTED TO SAY THAT, UM, STAFF COUNSEL, I, AGAIN, THERE WAS NO HIGHER HONOR THAN BEING HERE. UH, AND TO HAVING BEEN HERE DURING THOSE TIMES, UM, YOU KNOW, I'VE BEEN SOME OTHER PLACES DURING THEIR TOUGH TIMES TOO, STORMS AND THINGS. AND I FULLY BELIEVE THAT GOD PUTS US EVERYWHERE WHERE WE'RE SUPPOSED TO BE AT A GIVEN TIME. AND THAT, THAT HOPEFULLY GOT Y'ALL THROUGH IT WITH REALLY THE STAFF GETTING Y'ALL THROUGH IT. AND, YOU KNOW, 25,000 PEOPLE MOVED HERE IN THAT SAME AMOUNT OF TIME. WE'VE SET A LOT OF THINGS IN MOTION THAT'LL BE GOOD FOR THE CITY THAT Y'ALL HAVE APPROVED FOR DECADES TO COME. AND, YOU KNOW, IT'S KIND OF LIKE LIFE. YOU, YOU DO HAVE DIFFERENT CHAPTERS. YOU MEET NEW PEOPLE. I WILL NEVER FORGET ANY OF Y'ALL IN THE TIME HERE. UM, UH, IT'S, AGAIN, IT WAS A DIFFERENT TIME. THE WORLD'S DIFFERENT. AS WE SEE KIND OF THE, MY ONLY KIND OF WORDS OF WISDOM TO EVERYBODY AND EVERYBODY AT HOME AND EVERYBODY WATCHING IS THAT AS YOU CAN SEE, LIFE IS CAN, IS SHORT AND FRAGILE AND JUST, UH, LOVE EACH OTHER. AND, UH, JUST KNOW THAT I LOVE ALL Y'ALL TOO AND THE FAMILY DOES. AND, UH, LOOKING FORWARD TO THE NEXT CHAPTER. AND, UM, DON'T STAY STRANGERS. BUT THANK Y'ALL FOR EVERYTHING. THANK YOU SO MUCH. OKAY. HOWELL, PLEASE GIVE YOUR NAME AND ADDRESS. YOU'LL HAVE THREE MINUTES. GOOD EVENING AT KAT HOWELL WITH THE PICKLE MASON HOUSE. UM, I'M NOT ON THE AGENDA THIS EVENING, SO I THOUGHT I WOULD JUST COME IN AND GIVE YOU A LITTLE UPDATE. WHAT'S GOING ON, UM, FOR MY PROGRAM NEXT MONTH, WHICH IS WHAT I WAS GONNA DO TODAY, UH, WE HAVE A COUPLE OF AWARENESS THINGS GOING ON. UM, THIS MONTH OF OCTOBER HAS 137 NATIONAL AWARENESS ITEMS FOR THE MONTH, NOT THE DAYS, THAT'S JUST THE MONTH. UM, [00:15:01] BUT ONE OF THEM IS SIGNIFICANT FOR US. IT'S OCTOBER 28TH, AND THAT'S NATIONAL FIRST RESPONDERS DAY. SO IT'S NATIONAL RESPONDERS MONTH, AND IF YOU GET THE NEWSLETTERS AND ALL THAT STUFF. UM, SO THAT'S WHAT I'M GONNA BE TALKING ABOUT NEXT MONTH BECAUSE WE'VE HAD SOME VERY GREAT FIRST RESPONDERS HERE IN THE LEANDER AREA. UM, WHAT ELSE I WANTED TO TALK ABOUT IS THE LEAN HISTORICAL PRESERVATION COMMISSION. WE ARE WORKING ON A VICTORIAN CHRISTMAS AT THE MASON HOMESTEAD. YES, MA'AM. AND, UM, MAYOR DELLY, UH, WE WERE SPEAKING IN, IN, UM, THE SPRINGTIME ABOUT NEEDING TO OPEN UP THE HOME FOR MORE PEOPLE, AND SHE SUGGESTED A VICTORIAN CHRISTMAS AND EVERYONE LOVED THE IDEA. AND SOMEHOW, UM, I'M IN CHARGE OF THAT NOW. SO, UH, I'M VERY STRESSED ABOUT THAT. UH, WE HAVE, UM, MASON HERITAGE FOUNDATION IS HELPING US. THE SAN GABRIEL D A R CHAPTER IS HELPING US. UM, MARTIN WELLS D R T CHAPTER IS HELPING US. THE ACTIVE ADULTS ARE HELPING A WHOLE LOT. THERE ARE SOME LADIES THERE THAT ARE MAKING, UM, A LOT OF ORNAMENTS AND THEY'RE BEAUTIFUL. AND THEN, UM, WHAT, UH, I'VE HAD MULTIPLE VOLUNTEERS VOLUNTEER THEIR CEDAR TREES. I AM NOT IN NEED OF CEDAR TREES, BUT WE WILL NEED CEDAR. LOTS OF IT. UM, AND, BUT IF ANYONE KNOWS ANYONE THAT KNOWS HOW TO KNIT, WE'RE LOOKING FOR 10 HAND KNITTED STOCKINGS TO HANG FROM THE, UM, MANTLES. IF, IF ANYONE IS INTERESTED IN KNITTING, CROCHET YEAH. OR KNIT, UH, YOU KNOW, SOMETHING, SOMETHING THAT WOULD BE MORE LIKE THE PERIOD THEY WOULD'VE BEEN, THEY WOULD'VE BEEN HANDMADE. AND, UM, THAT'S WHAT THEY WOULD'VE HUNG FROM THE MANTLES RATHER THAN WHAT WE HANG NOW. SO THAT'S WHAT WE'RE LOOKING FOR. AND, UM, Y'ALL COME OUT ON, IT'S, UH, NOVEMBER 18TH FROM 11 TO THREE, AND WE WILL HAVE, UM, ORNAMENTS FOR SALE. AND PLEASE COME OUT. THANK YOU. THANK YOU. AND WHILE PUBLIC COMMENT IS NOT OUR TIME FOR BACK AND FORTH, SINCE I WAS NAMED, I FEEL LIKE I CAN MAKE A STATEMENT OF FACT. I LOVE THIS AND I CANNOT KNIT, BUT I'M WILLING TO HELP WITH WHATEVER YOU NEED. CALL ME . THANK YOU SO MUCH FOR THIS. THANK YOU. UH, I DO NOT HAVE ANYBODY ELSE SIGNED UP TO SPEAK. WAS THERE ANYBODY WHO WISH TO SPEAK TONIGHT? ALL RIGHT, WE'RE GONNA MOVE ON TO [7. Recognitions/Proclamations/Visitors. Breast Cancer Awareness Month (October) Domestic Violence Awareness Month (October)] ITEM NUMBER SEVEN, RECOGNITIONS, PROCLAMATIONS AND VISITORS. FIRST IS BREAST CANCER AWARENESS MONTH WITH, UH, COUNCIL MEMBER MAC LONGORIA, CITY OF LEANDER PROCLAMATION. WHEREAS OCTOBER IS RECOGNIZED NATIONALLY ACROSS THE UNITED STATES AS BREAST CANCER AWARENESS MONTH. AND WHEREAS BREAST CANCER IS A NUMBER ONE CANCER IN WOMEN AND THE MOST DIAGNOSED CANCER IN TEXAS WOMEN AND THE SECOND LEADING CAUSE OF DEATH. AND WHEREAS PREVENTATIVE SCREENING HELPS FIND BREAST CANCER EARLIER WHEN IT IS MORE EASILY TREATED. AND WHEREAS MAMMOGRAPHY AND X-RAY OF THE BREAST IS RECOGNIZED AS THE SINGLE MOST AFFECTED METHOD OF DETECTING BREAST CHANGES LONG BEFORE PHYSICAL SYMPTOMS CAN BE SEEN OR FELT. AND WHEREAS THE US PREVENTATIVE SERVICE TASK FORCE RECOMMENDS A SCREENING MAMMOGRAM EVERY OTHER YEAR FOR WOMEN AGES 50 TO 74 YEARS OLD, WHO ARE AT AVERAGE RISK FOR BREAST CANCER AND ADVISE WOMEN IN THEIR FORTIES TO DISCUSS SCREENING WITH THEIR DOCTOR BASED ON PERSONAL RISK. AND NOW THEREFORE, I MAY OR CHRISTINE DELAL DO HEREBY PROCLAIM OCTOBER AS BREAST CANCER AWARENESS MONTH IN THE CITY OF LEANDER AND WITNESS THEREOF. I HAVE HEREON TO SET MY HAND AND CAUSE THE SEAL OF THE CITY OF LEANDER TO BE AFFIXED ON OCTOBER 19TH, 2023. AND, AND OUR CHIEFS HAVE SOMETHING TO SAY ABOUT BREAST CANCER AWARENESS. THANK YOU. THANK YOU. UH, THANK YOU MAYOR AND COUNCIL FOR THIS RECOGNITION. THE, UH, BREAST CANCER AWARENESS IN WOMEN IS, UH, MORE THAN JUST AWARENESS. WE'D ENCOURAGE WOMEN TO TAKE ACTION THIS MONTH AND NOT JUST BE AWARE OF THE HAZARDS WITH IT. STATISTICALLY, OVER A HUNDRED WOMEN IN LEANDER WILL GET DIAGNOSED WITH CANCER THIS YEAR. UH, SO THE, THE GOOD NEWS IS, IS THAT EARLY DETECTION AND TREATMENT, THOUGH, WILL INCREASE THAT SURVIVAL RATE. AND, UH, STATISTICALLY LESS THAN 20 WOMEN THEN WOULD DIE FROM CANCER, UH, THAT WOULD, UH, END UP TAKING THEIR LIVES. SO WE WOULD ENCOURAGE NOT JUST AWARENESS OF, OF BREAST CANCER AWARENESS THIS MONTH, BUT ALSO ACTION TO, UH, TO PREVENT, UH, THE, THE SPREAD OF THAT. SO, THANK YOU. I WAS, SO OUR NEXT PROCLAMATION IS FOR DOMESTIC VIOLENCE AWARENESS MONTH WITH COUNCIL MEMBER MCDONALD CITY LANDER PROCLAMATION. WHEREAS NEARLY ONE IN THREE WOMEN AND ONE IN FOUR MEN IN OUR COUNTRY HAVE SUFFERED [00:20:01] PHYSICAL VIOLENCE BY AN INTIMATE PARTNER. AND DOMESTIC VIOLENCE IMPACTS PEOPLE OF EVERY AGE, ETHNICITY, NATIONALITY, ECONOMIC STATUS AND BELIEF. AND WHEREAS VICTIMS OF DOMESTIC VIOLENCE ARE DEPRIVED OF AUTONOMY, INSECURITY, FACE THREATS TO THEIR HEALTH AND SAFETY, AND IN MANY INSTANCES FIND THEMSELVES LEFT WITH SIGNIFICANT FINANCIAL INSECURITY. AND WHEREAS CRIMES LIKE DOMESTIC VIOLENCE INHIBIT OUR COMMUNITY FROM REACHING ITS FULLEST POTENTIAL. AND ALL THOUGH GREAT PROGRESS IS BEING IS AND BRINGING AWARENESS TO AND PROVIDING PROTECTION AGAINST DOMESTIC, DOMESTIC VIOLENCE HAS BEEN MADE, MUCH WORK REMAINS. AND WHEREAS THE CITY REAFFIRMS ITS DEDICATION TO PROVIDING THE COMMUNITY WHERE NO ONE SUFFERS THE PAIN AND HARDSHIP CAUSED BY DOMESTIC VIOLENCE AND RECOGNIZES THE ADVOCATES, VICTIMS, SERVICES PROVIDERS AND ORGANIZATIONS WHO WORK TIRELESS TO PREVENT DEC DOMESTIC VIOLENCE AND EXTEND HOPE AND HEALING TO SURVIVORS AND VICTIMS OF DOMESTIC VIOLENCE. NOW, THEREFORE, I'M MAYOR CHRISTINE AL DELAL DUE, HEREBY PROCLAIM OCTOBER AS DOMESTIC VIOLENCE AWARENESS MONTH IN THE CITY OF LANDER, WITNESS BY SIGNATURE THEREOF. CHIEF, THANK YOU VERY MUCH. I, UH, I I WANT TO KEY IN ON THE WORD AS WHAT CHIEF SAID EARLIER WAS THE WORD AWARENESS ON DOMESTIC VIOLENCE. UH, YOU KNOW, THE STATS THAT YOU READ AND, AND, AND I TOOK THE SAME NOTES, WERE 20 PEOPLE ARE PHYSICALLY ABUSED EVERY SECOND. IF YOU THINK ABOUT THAT, THAT'S OVER. AND ACCORDING TO THAT, IT'S OVER 10 MILLION PEOPLE, UM, A YEAR ARE, ARE ABUSED. UH, IF YOU THINK ABOUT IT, YOU KNOW, COMING FROM A POLICE OFFICER'S PERSPECTIVE, I MEAN, THOSE AREN'T NUMBERS THAT WE SEE EVERY DAY. THESE ARE NUMBERS. 'CAUSE THESE ARE CALLS THAT OFFICERS THAT ARE GOING TO AND THAT ARE HAVING TO, UH, INTERJECT THEMSELVES INTO. AND, UM, IF YOU THINK ABOUT EXACTLY WHAT YOU SAID BEFORE, IT DOESN'T MATTER WHO YOU ARE OR HOW MUCH YOU HAVE OR DON'T HAVE, YOU CAN BE SUBJECT TO THAT SAME TYPE OF VIOLENCE. UH, YOU KNOW, DOMESTIC VIOLENCE IS THE NUMBER ONE, UM, WOULD BE ONE OF THE NUMBER ONE CALLS THAT WE DEAL WITH EVEN IN OUR OWN COMMUNITY. AND THIS ISN'T JUST LEANDER, THIS HAPPENS ALL OVER THE COUNTRY, HAPPENS OUTSIDE OF OUR COUNTRY AS WELL. AND THE PROBLEM ABOUT IT IS, IT'S SOMETIMES IT'S GENERATIONAL. THESE THINGS ARE GOING TO BE PASSED ON AND PASSED ON BECAUSE WE HAVE BEEN TO THESE HOMES WHERE THERE ARE CHILDREN WATCHING THE, A FATHER ABUSING A MOTHER AND A SON MAY THINK THIS IS WHAT, THIS IS HOW WE'RE SUPPOSED TO DO THIS, BUT BRINGING AWARENESS AND TEACHING AND TRYING TO REDIRECT AND HELP BREAK THOSE GENERATIONAL THOUGHTS COULD HELP BRING THIS DOWN. SO IT'S, IT'S A TERRIBLE THING BECAUSE EVEN OUR OWN, UH, DISPATCHER ROWENA, UM, SHE WAS KILLED, UH, IN A DOMESTIC VIOLENCE SITUATION. SO EVEN THOUGH AS A DEPARTMENT, AS A POLICE DEPARTMENT, AND AS AN A EMPLOYEE OF OUR DEPARTMENT, SHE WASN'T EVEN SAFE FROM THAT. SO, UH, I THANK YOU FOR, FOR HAVING THIS PROCLAMATION, AND I APPRECIATE YOU AND THANK YOU GUYS FOR, FOR BRINGING THAT AWARENESS BECAUSE THE MORE WE CAN GET THIS OUT, THE MORE WE CAN TRY TO HELP BREAK THIS, UH, CYCLE. SO THANK YOU VERY MUCH. THANK YOU, CHIEF. I WANTED TO SAY SOMETHING ON THIS ONE TOO. UM, THIS IS SOMETHING NEAR AND DEAR TO MY HEART, AND I APPRECIATE THAT YOU, YOU DID THIS, WHAT YOU SAID, CHIEF IS SPOT ON. IT CAN HAPPEN TO ANYBODY, WHETHER YOU ARE STRONG AND HAVE YOUR STUFF TOGETHER WHEN YOU'RE OUT AND ABOUT AND YOU SEEM LIKE YOU ARE IN A HAPPY RELATIONSHIP, YOU HAVE NO IDEA WHAT GOES ON BEHIND PEOPLE'S CLOSED DOORS. AND NOT EVERYBODY CALLS THE POLICE. SO, YOU KNOW, WATCH FOR SIGNS OF CONTROL AND TO ANYBODY WHO'S IN A RELATIONSHIP LIKE THAT, UM, IT'S SCARY TO LEAVE, BUT IT'S SO MUCH BETTER ON THE OTHER SIDE. IT'S, THANK YOU. YES, WE ARE. ALL RIGHT. MOVING [ CONSENT AGENDA: ACTION] ON TO OUR CONSENT AGENDA. UH, WE'LL BE CONSIDERING CONSENT. AGENDA ITEMS EIGHT THROUGH 22. COUNSEL, THIS [00:25:01] AN ACTION ITEM. MOTION TO APPROVE SECOND MOTION. A SECOND. IS THERE ANY DISCUSSION? ALL THOSE IN FAVOR PASSES UNANIMOUSLY. UH, ITEM NUMBER 23 HAS BEEN POSTPONED DUE TO A NOTICE ERROR ITEM 24 HAS BEEN POSTPONED BY THE APPLICANT. ITEM 25, [25. Conduct a Public Hearing regarding Zoning Case Z-23-0085 to amend the current zoning of SFR-1-B (Single-Family Rural) and SFS-2-B (Single-Family Suburban) to SFS-2-B (Single-Family Suburban) on two (2) parcels of land approximately 15 acres ± in size, more particularly described by Williamson Central Appraisal District Parcels R082172 and R082171; and more commonly addressed as 300 Private Road 921, Leander, Williamson County, Texas. EXECUTIVE DIRECTOR OF DEVELOPMENT SERVICES, GRIFFIN. GOOD EVENING. GOOD EVENING. THIS IS, UH, A PUBLIC HEARING FOR THE, UM, PROPOSED GLORY HILL SUBDIVISION LOCATED TO THE EAST OF THE INTERSECTION OF RAIDER WAY AND WOODVIEW. UM, THE APPLICANT IS PROPOSING A SINGLE FAMILY SUBURBAN ZONING DISTRICT. UM, THIS DISTRICT WILL ALLOW FOR THE DEVELOPMENT OF LOTS THAT, UM, ARE A MINIMUM OF 70 FEET IN WIDTH. UM, THIS PROPOSAL IS IN COMPLIANCE WITH THE WATER RESOLUTION AND IT WAS REVIEWED BY THE PLANNING AND ZONING COMMISSION, UM, DURING THE SEPTEMBER 28TH MEETING, AND THEY UNANIMOUSLY RECOMMENDED APPROVAL. UM, I'LL BE GLAD TO ANSWER ANY QUESTIONS AFTER THE PUBLIC HEARING AND THE APPLICANT'S ALSO HERE, UM, TO MAKE A PRESENTATION. THANK YOU. THANK YOU. GOOD EVENING. GOOD EVENING FOLKS. I'M JOHN LORE WITH THE TRUE LIFE COMPANIES. WE'RE THE APPLICANT. UH, I, I THINK THAT IT'S A PRETTY STRAIGHTFORWARD, UH, RECOMMENDATION FROM STAFF AND, AND THE PLANNING COMMISSION. WE THINK IT, UH, IT'S A PERFECT FIT WITH THE ADJOINING, UH, DEVELOPMENTS THAT'S TAKING PLACE OUT IN THE AREA. AND WE'RE, UM, GLAD TO ANSWER ANY QUESTIONS YOU MIGHT HAVE. THANK, THANK YOU. ALRIGHT, THE PUBLIC HEARING IS NOW OPEN. WE DON'T HAVE ANYBODY SIGNED UP TO SPEAK ON THIS ITEM. WAS THERE ANYBODY WHO WISH TO SPEAK? ALL RIGHT. PUBLIC HEARING IS NOW CLOSED. WE'LL NOW DISCUSS AND CONSIDER ACTION REGARDING ZONING CASE Z DASH 23 DASH 0 0 8 5 AS DESCRIBED PREVIOUSLY. COUNSEL, I JUST HAVE ONE QUESTION AND IT'S JUST MORE CURIOSITY. I SEE THERE ARE HOMES ON THE PROPERTY, UM, IT LOOKS LIKE, IS IT THREE OR FOUR? ARE THOSE TO BE REMOVED OR, SO IT'S OKAY. HE'S HE'S SHAKING HIS HEAD YES, . THERE'S JUST A PORTION THAT, NOT EVERYTHING, IT'S JUST THE STUFF THAT'S IN THE RED. MM-HMM. THERE'S A PORTION THAT'S OUTSIDE OF THAT THAT WILL REMAIN. YEAH. SO THERE WILL BE A, A LOT, UH, BACK HERE THAT REMAINS, IT'S NOT PART OF THE PROJECT. RIGHT. AND THEY WILL HAVE ACCESS BACK THROUGH THAT PROGRAM. THEY STILL HAVE ACCESS. OKAY. CORRECT. AND THEN WHILE YOU'RE THERE, UH, ROBIN, WHAT SIZE LOTS ARE THEY BACKING UP TOO? RIGHT NOW? UM, IT'S MARBELLA AND I BELIEVE THEY'RE EITHER 60 OR 70 OR 70, SOMEWHERE IN THAT RANGE. SO IT'S NO WHAT WE'RE, WHAT WE'RE SAME, IT'S, NO, IT'S THE SAME OR MORE CORRECT. OKAY. GOT IT. THANK YOU. I JUST HAVE MORE OF A COMMENT THAN A QUESTION, BUT I JUST HOPE THAT THE WE'LL DO A T I A INSTEAD OF JUST PAYING THE FEE AND IN LIEU OF JUST 'CAUSE THE ROAD'S SO SMALL AND WE'RE JUST KIND OF ADDING TO THAT AREA, I'LL MAKE MOTION TO APPROVE. I'LL SECOND MOTION AND SECOND, IS THERE ANY FURTHER DISCUSSION? ALL THOSE IN FAVOR PASSES UNANIMOUSLY. THANK YOU. MOVING INTO OUR REGULAR [26. Discuss and consider action on ratifying the City Manager's appointment of Jana K. McCown as Municipal Court Presiding Judge and administer the oath of office.] AGENDA, ITEM 26, DISCUSS AND CONSIDER ACTION ON RATIFYING THE CITY MANAGER'S APPOINTMENT OF JANET KAY MCOWEN AS MUNICIPAL JUDGE, UH, MUNICIPAL COURT PRESIDING JUDGE, AND ADMINISTER THE OATH OF OFFICE EXECUTIVE DIRECTOR OF FINANCE POWERS. GOOD EVENING. THANK YOU, MAYOR. UH, IT'S MY PLEASURE TO INTRODUCE THE, UH, CITY MANAGER'S RECOMMENDATION FOR THE NEXT, UH, PRESIDING JUDGE FOR THE LAND OR MUNICIPAL COURT. JUDGE MCCOWEN, YOU MAY KNOW HER, YOU APPOINTED, UH, HER TWO YEARS AGO, A LITTLE OVER TWO YEARS AGO AS AN ASSOCIATE JUDGE. AND, UM, UH, SPEAKING ON BEHALF OF MYSELF AND THE MUNICIPAL COURT STAFF, WE WHOLEHEARTEDLY ENDORSE AND SUPPORT MR. BEVERLY'S, UH, UH, APPOINTMENT OF, OF MS. MCCOWN. SHE COMES WITH A WEALTH OF EXPERIENCE, UH, BOTH IN THE PUBLIC SECTOR OVER ALMOST 20 YEARS WITH THE WILLIAMSON COUNTY DISTRICT ATTORNEY'S OFFICE, BUT ALSO IN PRIVATE PRACTICE. SO, UH, WE'RE HAPPY SHE, UH, HAS JOINED US AND WE'RE HAPPY THAT SHE, UH, WANTS TO TAKE THIS, UH, POSITION AND, UH, WE'RE HONORED TO PRESENT HER FOR THE, UH, OATH THIS EVENING. THANK YOU. THANK YOU. I'LL MAKE A MOTION TO APPROVE SECOND MOTION. A SECOND. ANY FURTHER DISCUSSION? ALL THOSE IN FAVOR PASSES UNANIMOUSLY. CONGRATS. I DO. OKAY. GO AHEAD. DO YOU WANNA ADMINISTER THE OATH? DO YOU WANNA DO THE OATH FIRST OR COMMENT? LET'S DO THE OATH FIRST. ALL RIGHT, LET'S DO IT. OKAY. I JANA KAY. I JANA KAY MCOWEN, DO SOLEMNLY [00:30:01] SWEAR OR AFFIRM DO SOLEMNLY SWEAR OR AFFIRM THAT I WILL FAITHFULLY EXECUTE THE DUTIES OF THE OFFICE THAT I'LL FAITHFULLY EXECUTE THE DUTIES OF THE OFFICE OF THE CITY OF LEANDER MUNICIPAL COURT, PRESIDING JUDGE OF THE CITY OF LEANDER MUNICIPAL COURT. PRESIDING JUDGE OF THE STATE OF TEXAS. OF THE STATE OF TEXAS, AND WILL DO TO THE BEST OF MY ABILITY AND WILL DO TO THE BEST OF MY ABILITY, PRESERVE, PROTECT, AND DEFEND THE CONSTITUTION, PRESERVE, PROTECT, AND DEFEND THE CONSTITUTION AND LAWS OF THE UNITED STATES AND OF THIS STATE. SO HELP ME, GOD AND LAWS OF THE UNITED STATES AND OF THIS STATE TO HELP ME. GOD, THANK YOU VERY MUCH. SO, YOU KNOW, THEY SAY THAT LAWYERS GET PAID BY THE WORD, BUT Y'ALL ARE SO EFFICIENT. I'M GONNA TRY TO KEEP THIS SHORT. IN 1994, MY FAMILY MOVED TO WILLIAMSON COUNTY AND IT WAS A SIGNIFICANTLY DIFFERENT PLACE BACK THEN, UH, ALL OF THESE CITIES WERE SMALLER. WE DIDN'T HAVE TOUCHING EXTRATERRITORIAL JURISDICTIONS. AND SO THERE'S WATCHING THE CHANGES OVER THESE YEARS AND THE GROWTH AND THE HANDLING OF THAT GROWTH, IT'S BEEN VERY IMPRESSIVE. AND THE CITY OF LANDER WAS A.AS FAR AS I WAS CONCERNED BACK AT THAT TIME. BUT HAVING BEEN HERE FOR THE LAST TWO YEARS, IT'S BEEN, UH, REALLY EYE-OPENING ABOUT WHAT A GOOD JOB YOU ALL ARE DOING.
