WE'LL MOVE ON TO ITEM NUMBER THREE, RECEIVE UPDATE ON OLD TOWN PARK, CIPT 0.48, AND ADVANCED METERING INFRASTRUCTURE, A-M-I-C-I-P-W 0.42, I BELIEVE.FIRST UP, WE HAVE CIP PROGRAM MANAGER TONY BETIS.
I'M TONY BETIS, THE CIP PROGRAM MANAGER FOR THE CITY OF LEANDER.
UH, THANK YOU ALL VERY MUCH TONIGHT FOR ALLOWING US TO COME IN AND GIVE YOU ALL AN UPDATE ON THE OLD TOWN PARK.
UH, DEFINITELY WANNA REMIND EVERYBODY THAT IT IS STILL A PROJECT.
IT IS, UH, WE HAVEN'T FORGOTTEN IT.
WE STILL WANNA KEEP MOVING FORWARD WITH IT.
UH, I WANNA GIVE YOU A LITTLE UPDATE ON IT SO WE WE CAN CATCH UP TO WHERE WE ARE HAVE BEEN.
UH, FOR THOSE OF YOU WHO REMEMBER, WE HIRED PLACE DESIGNERS BACK IN DECEMBER OF, UH, 2020.
UH, THEY CAME UP WITH A CONCEPTUAL DESIGN, WHICH WAS APPROVED BY CITY COUNCIL.
WE HAD DRAWINGS PERMITTED BY AUGUST OF 2021.
UH, IN NOVEMBER, 2021, WE HAD THE FAC, WELL, WE HAD THE BRW SUBMITTED THE COMPREHENSIVE FACILITIES PLAN TO CITY COUNCIL, WHICH EVIDENTLY AFFECTED ALL OF OLD TOWN AND, AND A LOT OF OUR FACILITIES.
UH, WE DID GO OUT TO BID AT THAT SAME TIME.
BY DECEMBER OF 16, 20 21, WE HAD RECEIVED BIDS.
WE ONLY HAD ONLY RECEIVED TWO BIDS AT THAT TIME.
OUR BUDGET AT THAT TIME WAS $1 MILLION.
THEN WE HAD TWO BIDS, ONE, WHICH WAS 1.1 MILLION, WAS THE LOWEST, LOWEST BIDDER IMMEDIATELY DROPPED OUT.
UH, THE SECOND HIGHEST BIDDER WAS DISQUALIFIED.
SO WE WERE LEFT WITHOUT ANY BIDDERS.
JE REQUESTED REJECTION OF ALL BIDS AND REQUESTED THAT WE GO BACK OUT TO BED.
SHORTLY THEREAFTER, WE HAD THE, UM, THE WINTER RETREAT WITH CITY COUNCIL.
CITY COUNCIL CAME BACK TO US AND ASKED US TO REVIEW THE SCOPE AND COST OF THIS PROJECT.
UM, THEY ADVISED US TO FIND A WAYS TO REDUCE THE SCOPE ON THIS PROJECT.
UH, AND I'LL GO BACK THROUGH HERE, THE PROJECT, WHAT IT HAD ACTUALLY LOOKED AT AND WHAT WAS DESIGNED, BECAUSE A FEW OF YOU WERE NOT ON THE COUNCIL AT THAT TIME.
UH, AND I'LL SHOW YOU WHAT, HOW IT LOOKED.
BUT WE WENT BACK THROUGH AND WE LOOKED AT IT.
THEY WERE ALSO GIVEN A DIRECTIVE TO PLEASE WAIT TILL AFTER OLD TOWN MASTER PLAN WAS, UH, APPROVED.
UH, WE HAD OLD TOWN MASTER PLAN WAS APPROVED THIS PAST SEPTEMBER.
AND NOW THAT WE HAVE THAT, WE WOULD LIKE TO SEE IF WE CAN GO BACK TO THE PARK AND SEE WHAT WE CAN DO WITH THE PARK.
WE DEFINITELY NEED TO DO A A FEW THINGS.
UM, FOR THOSE OF YOU WHO REMEMBER OUR ORIGINAL SCOPE, WE HAD A SHADE STRUCTURE OVER THE STAGE.
WE HAD SOME NICE CANOPIES OVER THE ALLEYWAY, WHICH WE COULD UTILIZE, UH, INTERMITTENTLY FOR PUTTING OUT LITTLE DINING AREAS OUT THERE.
WE HAD A, A NICE WATER TOWER WITH A CLOCK AND A RAIN CURTAIN.
WE WERE HOPING TO DO SOMETHING THAT WOULD PRODUCE SOME SORT OF, UH, ITEM, SOME SORT OF LANDMARK FOR THE, THE CITY.
WE HAD A BOCCE BALL COURT INFORMATION KIOSK.
THERE'S PLENTY OF SIDEWALKS, RAMPS, PAVER AREAS, OUTDOOR SEATING, LANDSCAPING, IRRIGATION, SITE LIGHTING, UM, YOU KNOW, ADA PARKING, STREET PARKING.
AND THEN WE HAD SOME, SOME WAYS TO CLOSE OFF THE ALLEY WITH SOME BOLLARDS TO ACTUALLY MAKE IT IN THEIR LITTLE AREA WHERE PEOPLE CAN GET BACK IN THERE, UH, AFTER WE REDUCED THE SCOPE.
WHAT WE'RE TRYING TO DO, AND WE'D LIKE TO COME BEFORE Y'ALL AND SAY, WE'D LIKE TO GO AHEAD AND CONTINUE WITH THE PARKING AT THIS POINT IN TIME INTERIM.
AND WE'D LIKE TO GO AHEAD AND PUT THE SHADE STRUCTURE OVER THE STAGE.
WE'D LIKE TO COME IN, PUT SOME CRUSH GRANITE PARKING NEXT TO THE STAGE TO HELP US GET SOME EXTRA PARKING IN THIS AREA.
UM, NOT IMMEDIATELY, BUT SOON FOLLOWING, WE'D LIKE TO DO SOME ON STREET PARKING ALONG BADDA STREET HEAD IN, BUT WE'D LIKE TO INCLUDE THAT WITH A SOUTH STREET PROJECT.
UH, WE BELIEVE IT WOULD GET A MUCH BETTER, UH, COST AND A MUCH BETTER PRODUCT.
AND WE'D ALSO LIKE TO DO THE, UH, SIDEWALKS ALONG WITH BADDA STREET AND SOUTH STREET AT THAT POINT IN TIME.
FOR THOSE WHO DO REMEMBER, THIS WAS THE ORIGINAL CON CONCEPT HERE.
UH, LET'S SEE IF I CAN ACTUALLY DO THIS.
WE HAD THE WATER TOWER WITH CLOCK.
THIS ACTUALLY HAD, UH, SHOWERS, RAIN CURTAIN THAT CAME OFF OF IT.
WE HAD OVER HERE, UM, WATER CANNONS.
UH, EVIDENTLY WE HAD GR UH, NICE GREEN AREAS, TREES ADDED IN, UH, SHRUBS, BEAUTIFUL LANDSCAPING, LOTS OF SIDEWALKS, SEATING AREAS.
THERE WERE SEATING AREAS AROUND THIS, SEATING AREAS.
OVER OFF THE SIDE, THERE'S A BOCCE BALL COURT

OVER HERE TO THE SIDE.WE HAD ALL THIS EXTRA AREA BACK AND BACK, AND YOU CAN SEE THESE LITTLE CANOPIES THAT HAD LITTLE DINETTE SETS, LITTLE DINING AREAS UNDERNEATH THEM.
AND THEN WE HAD BOLLARDS THAT WE COULD POP UP AND CLOSE OFF THE AREA.
AT THAT POINT IN TIME, THE DESIGNER PLACE DESIGNERS CAME BACK AND GAVE US A COST ESTIMATION OF 2.4 MILLION.
UM, EVIDENTLY THERE WAS A LITTLE BIT MORE THAN WE WANTED TO DIGEST AT THAT POINT IN TIME.
SO WE'RE PULLING BACK THE SCOPE TO SEE WHAT WE CAN ACTUALLY GET TO ACTUALLY MAKE THIS A AN ENJOYABLE PART, SOMETHING WE CAN UTILIZE.
SO WHAT WE'RE LOOKING AT RIGHT NOW AND WHAT WE'RE REQUESTING PERMISSION TO DO IS WE'D LIKE TO GO AHEAD AND PUT THE, UM, SHADE SHELTER OVER THE STAGE SINCE IT GETS SO BOILING HOT ON THAT STAGE IN THE SUMMER, COME IN, PUT IN SOME CRUSH GRANITE PARKING AREAS.
AT THIS POINT IN TIME, WE DON'T SHOW THAT WITH ANY KINDA TREES IN THIS AREA, BUT WE'D LIKE TO ADD IN SOME ADDITIONAL TREES FOR SOME ADDITIONAL SHADE AS WELL.
THE NEAR FUTURE, WHEN I SAY NEAR FUTURE WILL BE IN THE NEXT TWO YEARS, WE'D LIKE TO PUT IN SOME HEAD END PARKING OVER HERE WITH THE SOUTH STREET PROJECT, AS WELL AS PARALLEL PARKING HERE.
AND AT THAT POINT IN TIME, WE'D LIKE TO COME BACK IN AND PUT IN SIDEWALKS AS WELL.
SO WHAT WE'RE THINKING ON THE PROJECT TIMELINE IS RIGHT NOW, WE'D LIKE TO START GOING TOWARDS PROCURING A SHADE STRUCTURE.
THERE'S PROBABLY A LONG LEAD ON THESE ITEMS. UH, SO IT, I WOULD REALLY HOPE THAT WE WOULD HOPEFULLY BE ABLE TO PUT THE SHADE STRUCTURE IN BY MAY, HOPEFULLY BEFORE OLD TOWN FESTIVAL HAVE SOMETHING THERE IN PLACE.
NOW, I HAVE TO PUT A CAVEAT OUT BECAUSE THERE'S BEEN SO MANY LONG LEAD ITEMS ON MATERIALS.
I DON'T KNOW IF THERE IS GOING TO BE ANY DELAYS ON THAT, BUT WE'D LIKE TO AT LEAST GO DOWN THAT PATH AND SEE IF WE CAN GET THAT.
UH, WE'D LIKE TO SOLICIT WORK TO CONSTRUCT THE CRUSH GRANITE PARKING, UH, IN SPRING.
SO WE COULD INSTALL THOSE OR CONSTRUCT THAT IN THE SUMMER FOLLOWING, UM, OUR, UH, OLD TOWN FESTIVAL.
WE ARE CURRENTLY IN DESIGN FOR SOUTH STREET WEST DRIVE.
HOPEFULLY MAKE IT SOMETHING NICE THAT MATCHES ALONG THE LINES OF BRUSHY STREET.
UH, WE DO ANTICIPATE HAVING THE DRAWINGS READY, BEING ABLE TO GO OUT AND SOLICIT IMPROVEMENTS BY SUMMER OF 2025.
AT THAT POINT IN TIME, WE'D LIKE TO INCLUDE THE HEAD END PARKING, THE PARALLEL PARKING AND SIDEWALKS ALONG THE SOUTH STREET.
UH, AND HOPEFULLY BY THAT TIME WE COULD BEGIN DOING SOME CONSTRUCTION.
HOPEFULLY BY AUTUMN OF 25, IT'D BE MINIMAL CONSTRUCTION.
BUT WE'D START AND HAVE ALL THIS CONSTRUCTION FINISHED BY SPRING OF 2027.
AND I'LL ASK IF THEY HAVE ANY QUESTIONS.
BUT MY GOAL HERE IS TONIGHT IS TRY TO GET PERMISSION THAT WE ALLOW US TO GO AHEAD AND CONTINUE WITH SOUTH, UM, WITH THE PARK.
SORRY, BUT IF, DOES ANYBODY HAVE ANY QUESTIONS AT THIS POINT IN TIME? THANK YOU, COUNSEL.
SO THE CRUSH GRANITE, HOW LONG DOES THAT TYPICALLY LAST DUE TO EROSION AND, UH, UNDERSTAND, AND YOU'RE QUITE CORRECT.
THAT IS A GOOD QUESTION TO ASK BECAUSE IT, IT, IT MIGRATES SO TO SPEAK, AS YOU HAVE TIRES COME OVER, IT PICKS IT UP, PULLS IT, MOVES IT, IT'S, IT, DEPENDING UPON THE AMOUNT OF TRAFFIC WE HAVE AND ANY KINDA HEAVY DOWNPOURS, IT COULD NEED TO BE RENEWED WITHIN TWO YEARS.
UH, IT IS ONLY AN INTERIM PARKING AREA.
IT IS MEANT TO BE A USABLE SPACE ONCE WE ACTUALLY COMPLETE THE PARK TO BE A, A, A PUBLIC SPACE, NOT NECESSARILY PARKING.
I WOULD IMAGINE THAT AFTER ABOUT TWO YEARS, WE'D BE LOOKING AT REFRESHING THAT CHRIS GRANITE.
MY QUESTION WAS REALLY ABOUT HOW THIS PROJECT WOULD BE IMPACTED BY THE FIRE IMPROVEMENTS WE'RE DOING ALREADY, BUT YOU ADDED THE TIMELINE, SO THAT MAKES SENSE.
IF YOU START IN 24, YOU WOULDN'T ACTUALLY START CONSTRUCTING UNTIL THE SUMMER.
AND WHEN YOU SAY A LONG LEAD TIME, WHAT EXACTLY DOES THAT MEAN? 12 MONTHS? YES.
UH, FOLLOWING COVID, WE HAD A LOT OF SITUATIONS, AND PROBABLY SOME OF YOU HAD SEEN THIS, WHERE ITEMS THAT WOULD NORMALLY TAKE US MAYBE SIX WEEKS TO OBTAIN AFTER A SOLICITATION PROCUREMENT, THEY'RE TAKING AS MUCH AS THREE MONTHS, SIX MONTHS, SOME OF THESE, TAKING AS MANY AS 12 MONTHS OKAY.
I JUST HAVE A, A COUPLE OF QUESTIONS JUST KIND OF A REMINDER.
SO THIS WAS ALL FUNDED THROUGH THE PARKLAND DEDICATION FEES, CORRECT? YES, MA'AM.
AND THAT CAME OUT TO A ROUGHLY A MILLION OR A LITTLE OVER A MILLION.
THAT'S, SO THAT 2 MILLION JUST PUT IT WAY OUT OVER THE BUDGET.
SO THE, I KNOW WE, WE ALL AGREED THAT THAT'S NOT SOMETHING THAT WE COULD DO RIGHT NOW.
UM, BUT THAT'S SUCH A DIFFERENCE WHAT YOU JUST SHOWED.
AND THE ORIGINAL PLAN, UH, DO WE HAVE, AND, AND THIS IS WHERE I NEED THE REMINDER, DO, DO WE HAVE, UM, LIKE A LONG-TERM PLAN TO GET TO THAT? I WOULD LIKE TO SAY YES.

WHAT I REALLY DIDN'T WANT IS FOR US TO BUILD THIS BEAUTIFUL PARK AND THEN TURN AROUND AND RIP IT DOWN IN 10 YEARS OR WHATEVER THE TIMELINE IS.
SO HAVING THIS AND GIVING US KIND OF WHAT WE NEED, IT'S NOT AS PRETTY AS WE WOULD LIKE.
BUT ONCE WE KNOW WHAT THAT PIECE OF GROUND IS GONNA ACTUALLY LOOK LIKE, THAT WE CAN ACTUALLY, THAT WE CAN MAKE SOMETHING NICE OUT OF IT.
SO, I LIKE THIS, WHAT WE'RE DOING.
I WOULD IMAGINE THE DIAGRAM THAT YOU SHOWED OVER THE ILLUSTRATION WAS MUCH LOWER THAN OUR INITIAL BUDGET.

THAT WOULD BE MUCH LOWER THAN OUR ORIGINAL BUDGET, CORRECT? YES, SIR.

BUT I'M JUST WANNA MAKE SURE WE'RE, WELL, WELL, WELL BELOW WHAT, YES, THIS OVERALL PROJECT SCOPE WAS.
SO AS FAR AS I'M CONCERNED, LIKE, JUST SPEAKING IN MY MIND, I WANT TO SEE SOMETHING MOVE FORWARD AS LONG AS WE'RE DOING THE RIGHT WAY.
SO IF YOU'RE ASKING FOR PERMISSION TO MOVE FORWARD WITH, WITH CONTINUING THE DISCUSSIONS TO HAVE A PARK IN THIS LOCATION, I THINK WE'LL ALL PROBABLY SAY YES TO THOSE THINGS.
UM, AND JUST THE, THE TIMING OF WHICH, WHICH COUNCIL MEMBER ROSS WAS TALKING ABOUT TOO, JUST MAKING SURE THAT WE'RE, WE ARE MAKING SURE THAT WE HAVE ENOUGH FLEXIBILITY IF WE NEED THE, THE SPACE FOR SOMETHING ELSE TOO.

UM, SO A MINUTE AGO WHEN, WHEN THE DISCUSSION TURNED TO THE INTERPRETIVE PANELS, UM, THAT STRUCK ME AS SOMETHING LIKE WE'VE TALKED ABOUT A FEW TIMES MM-HMM.
IS THAT A POSSIBILITY FOR THIS PARK TO TAKE ITEMS LIKE THAT THAT COULD BE DONE AND DONATED BY PUBLIC GROUPS OR PEOPLE AND HAVING LIKE A LIST AND SAYING, OOH, THAT WOULD BE A NICE IDEA? I THINK SO.
THAT MIGHT BE A WAY TO GET THE PANELS A LITTLE FASTER, PERHAPS.
WELL, I THINK THE HISTORICAL, UM, COMMISSION WAS WORKING ON THAT, UM, A LITTLE BIT.
SO, AND I KNOW JUST COMMUNICATION, I THINK JUST SO THERE'S NOT OVERLAP OR REDUNDANCY, WE YEAH, THAT WOULD BE GREAT.
AND EVEN IF IT'S STUFF LIKE FLOWER PLANTING AND WHATEVER, JUST THINGS THAT THE PUBLIC CAN DO TO INVEST IN THE PARK AS WELL, I THINK WOULD BE GREAT.
AND THEN, UM, YOU TALKED ABOUT SOME INFRASTRUCTURE IMPROVEMENTS WITH PARKING.
IS THE ENTIRE SCOPE THAT YOU SHOWED US TONIGHT, IS ALL OF THAT COMING OUT OF PARKLAND DEDICATION? NO, NOT ALL OF IT.
WE TRIED TO GET SOME OF THIS WITH REGARDS TO THE HEAD END PARKING AND PARALLEL PARKING WOULD BE PART OF THE SOUTH STREET WEST DRIVE PROJECT.
UH, AT THIS POINT IN TIME, I CAN'T TELL YOU SPECIFICALLY WHICH OF THOSE FUNDS WOULD, THOSE WOULD BE OKAY.
BUT I NOT 100% SURE THAT THOSE WOULD BE PARKED ON DEDICATION.
SO WOULD THE FUNDING ALREADY BE ALLOCATED AT THIS POINT IN TIME? NO.
SO IF WE SAY GO AHEAD AND MOVE FORWARD WITH THIS, THEN, THEN IT GOES OFF TO OUR BUDGET WIZARD AND WE FIGURE OUT FUNDING

BUT THE DESIGN FOR THAT IS NOT FINISHED UNTIL, UNTIL NEXT YEAR, 2025.
SO THERE'S A POTENTIAL THAT, THAT WOULD INCREASE THAT, UH, SCOPE WITH THE SOUTH STREET.
SO WHAT WAS THE TIMELINE ON THAT AGAIN? I'M SORRY.
WE'RE ANTICIPATING THAT, UH, WE'D HAVE, UH, SOUTH STREET COMPLETED BY, UH, WINTER SPRING 2025 FOR THE DRAWINGS PERMITTED, HOPEFULLY READY TO GO, UH, PUT IT OUT TO SOLICIT BID.
AND WE'D LIKE TO ANTICIPATE THAT IT'S GONNA BEGIN CONSTRUCTION IN, IN AUTUMN 2025.

SO THIS IS THE FIRST YEAR UNDER THAT AGREEMENT THAT WE CAN APPLY THAT, THAT INCREASE, WHICH CALCULATES TO, UH, A NEW RATE OF $3 AND 11 CENTS PER THOUSAND.
SO THAT'S THE ACTION ITEM IN THE, THE ORDINANCE.

SO YOU CAN SEE THAT, UM, THIS IS WHERE THE POND IS ACTUALLY GOING OUTLINED IN RED.
AND YOU CAN SEE THE, THE PIPING UNDERNEATH THERE.
UM, YOU CAN ALSO SEE IT'S OVER HERE.
AND SO WHEN YOU PUT THAT TYPE OF SYSTEM IN, UM, IT TAKES A LOT OF GROUND AS YOU CAN SEE.
