THAT IS THE COST OF THE ITEM PLUS $6 PROCESSING. AND THAT IS 90 DAYS AFTER THE FINAL DUE DATE. UM, LET'S SEE, A LOST OR DAMAGED DVD OR PLAYAWAY CASE IS $6. MISSING TAGS AND WHATNOT, A DOLLAR PER ITEM. UM, THE, THE OVERDUE FINES REALLY ARE MEANT TO ENCOURAGE LIBRARY USERS TO BRING THINGS BACK SO THAT ALL LIBRARY USERS CAN USE WHAT WE HAVE. IT DOES NOT REALLY WORK THAT WELL. UM, SO AS WE GO ON HERE, LEMME SEE. WE HAVE WHAT WE HAVE CURRENTLY, UM, WITHIN OUR BOOKS, OVERDUE ITEMS ON OUR BOOKS. WE HAVE 67,000 A HUNDRED, $132 IN CHANGE. AND THAT IS UNCOLLECTED PROCESSING CHARGES $27,534. REPLACEMENT COSTS $80,185. SO A TOTAL 1 74 852 AND CHANGE. SO THIS IS ALL OF OUR FINES THAT DATE BACK. AS FAR AS OUR CURRENT RECORDS ALLOW, UM, 115,644 OF THAT, OR 66% IS OVER THREE YEARS OLD. SO IT'S VERY UNLIKELY THAT WE WOULD COLLECT THAT MONEY. UM, A LIBRARY ACCOUNT IS BLOCKED WHEN A PATRON HAS $10 OR MORE OF CHARGES ON THEIR ACCOUNT. THE LIBRARY CURRENTLY HAS 996 OVERDUE ITEMS. 3,112 LIBRARY ACCOUNTS ARE CURRENTLY BLOCKED DUE TO A BALANCE OF OVER $10. AND THOSE PATRONS ARE UNABLE TO USE THEIR LIBRARY CARDS. AND THEN THE QUESTION, WHY, WHY WOULD WE DO THIS? UM, WHY WOULD WE ELIMINATE THESE FINES? LIBRARIES ACROSS THE COUNTRY HAVE ELIMINATED FINES. SO WE'RE, IF WE WOULD DO THIS, WE'D BE FOLLOWING A TREND. UM, AND IT'S DUE DILIGENCE TO OUR COMMUNITY BECAUSE THEY WANT US TO FOLLOW THE TREND. UM, SO AFTER REMOVING FINES, MANY LIBRARIES ARE FINDING THAT PATRONS COME BACK. THEY RETURN THEIR ITEMS THAT THEY HAVE HAD, THAT THEY'VE BEEN HOLDING ONTO BECAUSE THEY DIDN'T WANNA PAY THOSE OVERDUE FINES. UM, AND THE STAFF AT THESE LIBRARIES DO REPORT THAT THE CONVERSATIONS ARE CHANGING, THAT PEOPLE ARE GRATEFUL. AND I CAN TELL YOU FIRSTHAND EXPERIENCE THAT IF WE WERE TO DO THIS, WE WOULD HAVE MANY, MANY HAPPY PEOPLE IN LEANDER. STUDIES DO FIND THAT FI FIND THAT FINDS, DO NOT ENCOURAGE PATRONS TO RETURN MATERIALS, FINDS DISCOURAGED, USE OF THE LIBRARY AND TEND TO FALL IN THE MOST VULNERABLE. AND THE PROCESSING TIME WITH THESE FINES TAKES A SIGNIFICANT AMOUNT OF OUR STAFF ENERGY. THE LOSS OF REVENUE. UM, THE LIBRARY DID COLLECT $16,824 IN FINES AND FEES IN FISCAL YEAR 22, 11,078 OF THAT WAS OVERDUE FINES. THAT IS 1.6% OF LI THE LIBRARY'S FISCAL YEAR 22 BUDGET. IF WE WERE TO DO THIS, THERE IS A PHASED APPROACH THAT COULD BE TAKEN. THIS IS WHAT MANY LIBRARIES HAVE DONE. UM, THERE COULD BE AN AMNESTY PERIOD FOLLOWING PATRON, ALLOWING PATRONS TO RETURN ITEMS AND ELIMINATE ACCRUED LATE FEES ON THE RETURNED ITEMS. REMOVE CURRENT AND ELIMINATE FUTURE FINES IN ANY YOUTH CARD, OR REMOVE ALL FINES AND MAINTAIN FEES FOR ANY LOST OR DAMAGED ITEMS. AREA LIBRARIES THAT ARE ALSO FINE FREE ARE CEDAR PARK, GEORGETOWN, LIBERTY HILL, AND AUSTIN PUBLIC LIBRARY. UM, OTHER AREAS THAT ARE FARTHER AWAY. ABILENE, HOUSTON, FORT WORTH, FRISCO, SAN MARCOS, NEW BRAUNFELS AND SAN ANTONIO ARE ALL FINE. FREE. IS IT OKAY TO TALK ABOUT IT AT THIS PART? YEP. BECAUSE THAT WAS THE END OF THAT PART. . I THINK THE COUNCIL HAS TWO CHOICES TO CONSIDER CONCERNING THE CLOSURE OF THE BRIDGE, AND NEITHER OF THEM ARE GOOD. ONE OPTION IS TO ALLOW THROUGH TRAFFIC AND ALLOW EVERYONE TO MAKE THEIR OWN PERSONAL CHOICES CONCERNING THEIR TRAVEL, SAFETY AND CONVENIENCE. THIS OPTION ALSO ALLOWS FOR TWO ACCESS POINTS FOR EMERGENCY VEHICLES TO THE ENTIRE AREA. THE SECOND OPTION IS TO DENY THROUGH TRAFFIC AND ALSO DENY EVERYONE THE OPPORTUNITY TO CHOOSE A ROUTE EITHER ACROSS THE BRIDGE OR TO RONALD REAGAN AS IT SUITS THEIR SAFETY CONCERNS AND THEIR CONVENIENCE. UNDER THIS OPTION, EVERYONE MUST GO TO RONALD REAGAN AT ALL TIMES TO BEGIN THEIR TRIPS, WHICH IS WHAT I STATED BEFORE CAN BE VERY PROBLEMATIC.
