I WOULD LIKE TO START OFF THIS INVOCATION BY DOING AN ACT OF CHARITY AND KINDNESS BY PLACING SOME MONEY INSIDE OF A CHARITY BOX.

GOOD EVENING, HONORABLE MAYOR, MAYOR, PRO TEM, AND CITY COUNCIL MEMBERS ALMIGHTY GOD, MASTER OF THE UNIVERSE, THE MEMBERS OF THIS COUNCIL CONVENE HERE TO FULFILL ONE OF THE SEVEN COMMANDMENTS, WHICH YOU FIRST ISSUED TO ADAM AT THE TIME OF HIS CREATION 5,784 YEARS AGO, AND THEN REISSUED TO NOAH AND HIS SONS AFTER THE GREAT FLOOD, THE COMMANDMENT TO GOVERN BY JUST LAWS AND ORDINANCES.

WE FIND OURSELVES IN A TIME WHERE THE FORCES OF DARKNESS AND DICTATORSHIP AROUND THE MARCH, THE HOLIDAY OF HANUKKAH, WHICH WE HAVE JUST CELEBRATED, TEACHES US THAT ALTHOUGH AT TIMES THE WORLD MAY SEEM TO BE FULL OF DARKNESS, WE EACH HAVE THE ABILITY TO LIGHT A CANDLE OF HOPE AND WARMTH TO ILLUMINATE THE DARKNESS.

LIGHT IS ALWAYS VICTORIOUS BECAUSE IN THE PRESENCE OF LIGHT, DARKNESS HAS NO PLACE.

WE CAN EACH LIGHT A SMALL CANDLE IN OUR PERSONAL AS WELL AS PUBLIC LIVES BY INCREASING IN ACT OF GOODNESS AND KINDNESS.

MAY MAL ALMIGHTY BESTOW UPON LEADERS OF THIS GREAT CITY, THE WISDOM AND UNDERSTANDING TO CONTINUE IN THE PATH OF JUSTICE AND GOODNESS THROUGH THE ENACTMENT OF JUST LAWS, MADE IT CITY OF LEANDER CONTINUE TO AS SERVE AS A BEACON OF LIGHT FOR PEOPLE OF ALL FAITH AND WALKS OF LIFE TO ACHIEVE THE GOAL SO POWERFULLY STATED IN OUR PLEDGE OF ALLEGIANCE, SO THAT AMERICA IS TRULY ONE NATION UNDER GOD, INDIVISIBLE, WITH LI LIBERTY AND JUSTICE FOR ALL.

OH, WASNT, UM, NOVEMBER 18TH, WE HAD THE VERY FIRST VICTORIAN CHRISTMAS AT THE MASON HOMESTEAD.

AND, UH, IT WAS VERY, VERY SUCCESSFUL.

WE HAD, UH, 303 PEOPLE SHOW UP, WHICH DOES NOT COUNT ANY OF THE VOLUNTEERS OR THEIR FAMILY THAT IS JUST PEOPLE COMING TO, TO VISIT AND, WHICH I THINK IS VERY SUCCESSFUL.

WE WERE, UH, WE WERE, WE ONLY HAD A FOUR HOUR WINDOW AND 303 PEOPLE THROUGH THERE, AND FOUR HOURS WAS PRETTY GOOD.

UM, SO THIS IS A REQUEST TO REMOVE 10 HERITAGE TREES AND 15 SIGNIFICANT TREES.

UM, THIS PROJECT IS A COMMERCIAL PROJECT, UM, AND THE CITY'S WORKED REALLY HARD WITH THE DEVELOPER TO COME UP WITH A GOOD PLAN.

THEY'VE SAVED A LOT OF, UM, GOOD TREES, UM, IN AREAS WHERE WE FEEL LIKE THEY WILL SURVIVE.

UM, THIS WAS REVIEWED BY THE PLANNING AND ZONING COMMISSION AND, UM, THEY DID UNANIMOUSLY APPROVE THE REQUEST, UM, WITH RELUCTANCE 'CAUSE THEY STILL LOVE THE TREES, BUT THEY UNDERSTOOD THAT, UM, IT'S AN APPROPRIATE DEVELOPMENT.

I WANTED TO SPEND A LITTLE BIT OF TIME TALKING ABOUT SOME OF THE SITE CONSTRAINTS THAT WE HAD AND SOME OF THE DESIGN DECISIONS THAT WE MADE IN ORDER TO TRY TO SAVE AS MANY TREES AS POSSIBLE.

ON THE SITE, ON THE SCREEN, YOU SEE AN AERIAL OF THE SITE.

I HAVE IT ROTATED.

SO NORTH IS FACING LEFT JUST TO MAKE IT EASIER TO FIT EVERYTHING ON THE SCREEN.

THE SITE IS PRETTY HEAVILY WOODED TOWARDS THE, THE BACK, WHICH IS PLAN LEFT ON HERE AS WELL AS A, A MORE HEAVILY WOODED AREA IN THE MIDDLE TOWARDS WHERE THE EXISTING HOME WAS.

AND THESE WERE THE MAIN AREAS THAT WE FOCUSED ON TO TRY TO SAVE AS MANY OF THOSE TREES AS POSSIBLE.

HERE I HAVE A PLAN WITH OUR LAYOUT OVERLAID ON TOP OF THAT AERIAL.

SO WE HAVE SEVERAL WAREHOUSE BUILDINGS SPREAD THROUGHOUT THE SITE.

ALL OF THE GREEN CIRCLES ARE THE VARIOUS TREES ON SITE.

THE ONES WITH THE LITTLE BLUE DASHES ON IT ARE THE ONES IN PARTICULAR THAT WE'RE DISCUSSING TODAY.

THE ONES THAT ARE SHOWN IN AN ORANGE DASH LINE ARE ONES THAT WERE FOUND TO BE DISEASED DYING, UM, OR AN IMMINENT HAZARD.

SO THEY WERE GONNA BE REMOVED BUT DIDN'T REQUIRE MITIGATION AS PART OF THEM.

AND I'M NOW GONNA ZOOM IN TO SPECIFIC AREAS OF THE SITE JUST TO TALK ABOUT SOME OF THOSE ITEMS. SO HERE TOWARDS THE BACK OF THE SITE, WE HAVE A COUPLE OF ITEMS THAT WE DID IN ORDER TO TRY TO SAVE AS MANY OF THE TREES.

ONE IS WE INCLUDED SOME PRETTY SIGNIFICANT RETAINING WALLS SO THAT WAY WE COULD KEEP THE LIMITS OF OUR SITE AS FAR OUT OF THE FOOTPRINT OF ALL OF THOSE HEAVILY WOODED AREAS.

TOWARDS THE BACK, WE WENT THROUGH A LOT OF CONSTRUCTION CONVERSATIONS WITH OUR GENERAL CONTRACTOR TO MAKE SURE THAT THE FOOTPRINT THAT WE WERE SHOWING AND THE OFFSET FROM THAT WALL WAS GONNA BE APPROPRIATE DURING CONSTRUCTION SO THAT WE WOULDN'T BE CAUSING STRESS OR DAMAGING ANY OF THE TREES DURING THAT PORTION OF IT.

WE DO HAVE AN OFFSITE BYPASS S WHEEL THAT WE HAD TO INCLUDE IN OUR DESIGN.

THE RESIDENTIAL SUBDIVISION TO THE WEST OF US.

HAVEN OAKS HAS A DETENTION POND THAT HAS A POINT DISCHARGE DIRECTLY ONTO OUR SITE, AND SO WE NEEDED TO PICK THAT UP AND ROUTE IT AROUND THE DEVELOPMENT.

AND THAT GOES THROUGH AN AREA THAT IS RELATIVELY WOODED.

NONE OF THOSE ARE SIGNIFICANT OR HERITAGE TREES, BUT I DID WANNA MENTION THAT THOSE ARE SOME TREES THAT WE WERE LOOKING AT AS WELL, THAT HAD TO BE REMOVED, MOVED.

OUR SITE IS WITHIN THE EDWARDS AQUIFER, AND SO WE HAD TO PROVIDE ADDITIONAL WATER QUALITY FOR THAT.

SO WE HAVE A WATER QUALITY WET POND.

THE ENTIRE SITE SLOPES TOWARDS THE BACK TOWARDS THIS HEAVILY WOODED AREA.

SO THIS WAS THE AREA THAT REALLY NEEDED TO BE USED FOR THE POND, BUT WE DID TRY TO PLACE IT IN AS CLEAR OF AN AREA AS POSSIBLE.

AND YOU'LL NOTICE THE POND IS KIND OF A, A FUNKY SHAPE THAT WE USE TO TRY TO BE ABLE TO SAVE AS MANY OF THOSE TREES AS POSSIBLE.

AND THEN WE ALSO HAVE A MEANDERING ACCESS PATH THAT GOES THROUGH THOSE SIGNIFICANT HERITAGE TREES THAT WE'RE SAVING.

THIS IS BOTH AN AMENITY FOR THE FOLKS WHO ARE GOING TO BE WORKING AT THESE BUILDINGS AS WELL AS AN ACCESS PATH FOR THE MAINTENANCE POND.

SO A REQUIREMENT WITH TCEQ FOR THAT POND.

NOW, IF WE MOVE OVER TO THE RIGHT HAND SIDE OF THE SITE, THIS IS THAT MORE HEAVILY WOODED AREA AROUND THE EXISTING HOME.

AND ONCE AGAIN, WE HAVE A LITTLE MEANDERING ACCESS PATH.

IN THIS CASE, IT IS THE ACCESS DRIVE.

SO RATHER THAN A MORE TRADITIONAL STRAIGHT DRIVE THAT'S CONNECTING ALL THESE WAREHOUSES, WE ARE LOOPING THROUGH THIS AREA TO TRY TO SAVE AS MANY TREES ON EITHER SIDE OF IT.

ONCE AGAIN, WE HAVE RETAINING WALLS THAT ARE BEING USED TO SAVE ALL OF THOSE TREES, THE EXISTING ELEVATIONS VERSUS WHAT WE HAVE TO DO TO BALANCE THE SITE WOULDN'T BE CONDUCIVE TO SAVING THE TREES ON ITS OWN.

SO WE'RE GONNA BE ADDING ADDITIONAL RETAINING WALLS TO CREATE TREE WELLS OR ELEVATE THE TREES TO PROTECT THEM AND PROTECT THE ROOT SYSTEM.

AND THEN WE ALSO INCLUDED A RAIN GARDEN BY RETENTION AREA.

THIS IS ALSO TO PROVIDE WATER QUALITY.

IT HELPS TO ENHANCE THE AESTHETICS IN THIS AREA FOR THE TREES THAT WE ARE SAVING.

AND IT ALSO HAS THE BENEFIT OF ALLOWING US TO MAKE THAT WATER QUALITY WET POND A LITTLE BIT SMALLER TO SAVE MORE OF THE TREES IN THE BACK BY HAVING THIS SORT OF TIERED SYSTEM.

AND THEN I JUST WANTED TO BRING UP OUR LANDSCAPE PLANS SO YOU COULD GET A BETTER IMAGE OF HOW WE ARE GOING TO BE REPLANTING THE SITE TO

MAKE UP FOR SOME OF THOSE AREAS WHERE WE WERE REMOVING TREES, WE WERE REALLY FOCUSING ON ONE, MEETING THE COMPLIANCE REQUIREMENTS FOR THE LANDSCAPING ON OUR SITE, BUT ALSO MAKING SURE THAT IT MAKES SENSE AND IS FILLING IN SOME OF THOSE AREAS WHERE WE HAD TO REMOVE TREES.

SO HERE IS THE LEFT HAND SIDE AND HERE IS THE RIGHT HAND SIDE.

AND I'LL LEAVE THIS UP ON THE SCREEN AND I'M HERE FOR ANY QUESTIONS.

UM, THE COUNTY, THE, UH, THE SCHOOL DISTRICT, AND THE, UH, AND THE CITY, UH, TO TRY TO ALLEVIATE, UH, TRAFFIC CONCERNS THAT WERE CREATED IN THIS AREA RIGHT HERE.

UM, AND, UM, WITH, WITH THAT SAID, THE, THE, THE COST OF THE TRAFFIC LIGHT WAS ESTIMATED TO BE, UH, ABOUT $900,000.

THE, UH, RECENTLY ADOPTED PUBLIC SAFETY, UH, STEP PLANS.

THE STEP, UH, PUBLIC SAFETY STEP PLAN IS A FIXED ANNUAL, UH, PERCENT INCREASE BETWEEN THE STEPS.

OTHER EMPLOYEES, UH, NOT ON THE PUBLIC SAFETY STEP PLAN, ARE SUBJECT TO THE CITY'S MERIT PROGRAM.

THIS, UH, YEAR, THE BUDGET, UM, BUDGETED AMOUNT FOR MERIT RAISES WAS BUDGETED AT 2.5%.

TYPICALLY IN THE PAST, WE BUDGETED, UH, AN AVERAGE OF 4% FOR EMPLOYEES.

UM, BUT DURING THE DEVELOPMENT OF THE BUDGET AND THE FORECASTING OF REVENUES AND EXPENSES, UH, WE DID NOT THINK THAT, UH, THAT WE HAD THE, UH, THE ROOM TO, UH, UM, STICK WITH THE 4%.

UM, THE, UM, MERIT RAISES AND THE STEP PLANS GO INTO EFFECT, UH, OF JANUARY OF EVERY YEAR.

SO THE DEPARTMENTS HAVE RECENTLY FINISHED THEIR EVALUATIONS OF ALL THEIR EMPLOYEES, AND THE PUBLIC SAFETY SET PLAN IS, IS, UM, PROGRAMMED AS WELL IN, IN JANUARY.

BUT BECAUSE OF THE RECENT DISCOVERY AND THE FORECASTING ERROR IN THE PROPERTY TAX, UH, REVENUE ESTIMATE,

BUT ANYWAY, UM, UH, SO WHAT WE WOULD LIKE TO RECOMMEND TO THE COUNCIL IS TO AMEND THE CURRENT, UH, FISCAL YEAR BUDGET TO USE SOME OF THOSE ADDITIONAL, UM, PROPERTY TAX REVENUE ESTIMATES TO RESTORE THE AVERAGE OF 4% FOR CITY EMPLOYEES.

NOW, IF THAT IS APPROVED, UH, THAT CREATES, UH, AN INEQUITY BETWEEN THOSE ON THE MERIT PROGRAM AND THE STEP PLANS.

SO, UH, THE OTHER PART OF THIS RECOMMENDATION IS THAT, UH, THOSE, UH, ON THE POLICE AND FIRE STEP PLANS ALSO GET AN ADDITIONAL, UH, PAY BUMP, SO TO SPEAK, SO THAT THE COMBINATION OF MOVING THEIR STEPS PLUS THEIR INCREASE THAT THEY GET GOING FROM A STEP ONE TO A TWO OR A TWO TO A THREE EQUALS THE SAME 4% THAT, UM, OTHER EMPLOYEES WOULD, WOULD GET, UH, TO, TO ACHIEVE HOPEFULLY EQUITY ACROSS ALL EMPLOYEES IF APPROVED.

THE ESTIMATED COST TO THE GENERAL FUND IS $350,000.

AND SINCE THIS WOULD IMPACT OR AFFECT ALL EMPLOYEES, INCLUDING THOSE IN THE UTILITY FUND AND THOSE THAT WORK AT THE GOLF COURSE, THE ADDITIONAL COST IN THE UTILITY FUND WOULD ES IS ESTIMATED AT $30,000.

AND THE ESTIMATED IMPACT TO THE GOLF COURSE, UH, FUND IS $7,500.

THANK YOU TO BALLET AUSTIN WHERE WE GOT TO REPRESENT WITH THE NUTCRACKER THIS WEEKEND.

UM, AND THEY, THEY LET ME KNOW THAT A LOT OF THE PEOPLE THAT ARE GOING AND VISITING ARE FROM LEANDER 'CAUSE THEY KNOW THE ZIP CODES AND SO GOOD ON YOU LEANDER.

UM, AS ALWAYS, WE ALWAYS PICK UP DINNER FROM SOMEPLACE THAT IS LOCAL TO LEANDER BECAUSE WE LIKE TO KEEP OUR ECONOMY GOING.

UH, WE KNOW THAT WHEN YOU SPEND MONEY WITHIN THE CITY, ABOUT 70% STAYS HERE, PAYING WAGES AND DOING MORE SHOPPING AND FUNDING ALL OF THE THINGS THAT WE ALL LOVE TO HAVE.

UM, SO TONIGHT WE PICKED UP DINNER FROM RANDALL'S AND WE JUST ENCOURAGE YOU AS YOU GO THROUGH THIS HOLIDAY SEASON TO SHOP LOCALLY WHENEVER YOU CAN.

UM, WE HAVE A LOT OF GREAT BUSINESSES HERE THAT WOULD LOVE TO HAVE YOU IN.
