THREE, ADVANCED METERING INFRASTRUCTURE PROJECT UPDATE AND KICKING OFF THE CONVERSATION.

NEW CHIEF OF STAFF.

UM, TONIGHT'S WORKSHOP ON ADVANCED METERING INFRASTRUCTURE IS A FOLLOW UP TO A PREVIOUS STAFF BRIEFING WE PRESENTED ON NOVEMBER 2ND OF LAST YEAR, BUT THAT WAS TWO MONTHS AGO.

UM, TONIGHT'S PRESENTATION TEAM CONSISTS OF MYSELF, GINA ELLISON, PUBLIC WORKS DIRECTOR, CONTRACT MANAGER, KELLY WEZEL, AND, UH, EXECUTIVE FINANCE DIRECTOR ROBERT POWERS.

AS A TEAM, WE'RE GONNA PROVIDE SOME ADDITIONAL INFORMATION ABOUT A MI BENEFITS AND OUTLOOK IN RESPONSE TO COUNSEL'S INITIAL FEEDBACK.

BUT OUR GOAL TONIGHT IS TO ADDRESS ANY LINGERING QUESTIONS OR CONCERNS YOU MIGHT HAVE, AS WELL AS AFFIRM YOUR SUPPORT FOR THE CITY TO MOVE FORWARD WITH ISSUING A REQUEST FOR PROPOSAL TO SOLICIT BIDS FOR THE A MI PROJECT.

WE ALSO WANNA REMIND YOU THAT IN MAY OF 2023, COUNCIL AUTHORIZED THE CITY TO CONTRACT WITH OUR D GROUP CONSULTANTS TO SERVE AS OUR PROFESSIONAL SERVICES FIRM FOR A MI PROCUREMENT AND IMPLEMENTATION.

SINCE REPRESENTATIVES FROM OUR D AND ATLAS TEAM ASSISTED WITH OUR MEMBER PRESENTATION, WE HAVE TOMMY AND HECTOR, UM, BEHIND ME HERE TONIGHT AS WELL TO HELP US ANSWER ANY QUESTIONS AS NEEDED.

SO, TO KICK IT OFF, I'LL HAND IT OFF TO GINA.

AS MIKE MENTIONED, UM, THERE ARE, WELL, HE DIDN'T MENTION, BUT THERE ARE THREE PRIMARY REASONS, UH, TO ADOPT A MI AND LEANDER.

THAT'S I'M GONNA COVER, UM, THE FIRST ONE, WHICH IS MEET WATER CONTRACT OBLIGATIONS.

BUT WE ALSO, UM, WILL UTILIZE IT TO IMPROVE OUR WATER SYSTEM MANAGEMENT AND IMPROVE WATER CONSERVATION.

SO, UH, WE HAVE NUMEROUS CONTRACTS, UM, THE BIGGEST ONE BEING THAT WITH LCRA WHERE WE GET OUR RAW WATER IN LAKE TRAVIS.

SO IF YOU REMEMBER IN APRIL OF LAST YEAR, WE UP UPGRADED UP ADDED ADDITIONAL ACRE FOOT, UH, FOOTAGE FROM, UH, 24,000 TO 31,000 ACRE FEET.

SO THIS IS A, A LONG TERM 50 YEAR CONTRACT.

WE ALSO HAVE OUR, UM, B-C-R-U-A CONTRACT WHERE WE CURRENTLY RECEIVE 15 MILLION GALLONS PER DAY.

UM, BUT WITHIN THAT CONTRACT, WE HAVE A MAXIMUM PEAK FLOW OF F I'M SORRY, 10,000, UH, 500 GALLONS PER MINUTE.

UM, WE HAVE SEVERAL WHOLESALE CONTRACTS AS WELL.

UM, LIBERTY HILL IS A LONG CONTRACT.

IT'S A 40 YEAR CONTRACT THAT EXPIRES IN 2053.

UM, IT'S FOR 600 ACRE FEET.

IT ALSO HAS A GALLONS PER MINUTE, UH, MAX PEAK FLOW.

AND THEN, UH, A LESSER, UH, SHORTER TERM CONTRACT IS WITH GEORGETOWN FOR SEVEN YEARS, EXPIRING IN 2029, UH, FOR 3 MILLION GALLONS A DAY.

AND THEN KIND OF THE LESSER KNOWN ONE IS JONESTOWN.

UH, WE CURRENTLY ONLY HAVE ONE CONNECTION.

IT'S A SCHOOL, IT'S REAL SMALL, BUT THAT CONTRACT IS ALSO FOUR YEARS, UM, FOR 2000 LUE PER YEAR EXPIRING IN 2055.

SO OUR SYSTEM IS GROWING TO MEET AND UTILIZE, UM, THAT WATER FROM LCRA AND THE RAW WATER FROM THE LAKE.

SO CURRENTLY WE'RE AT ABOUT 25 MILLION GALLONS PER DAY, UH, TREATMENT CAPACITY, BUT WE HAVE MANY IMPROVEMENTS AND EXPANSIONS GOING ON.

SO, UM, WE HAVE THE SANDY CREEK, SORRY, IMPROVEMENT WHERE WE'RE DOING THE SLUDGE PROCESSING TO ADD ANOTHER 2 MILLION GALLONS, UM, OF TREATMENT CAPACITY CAPABILITY TO THAT PLANT.

UM, WE HAVE NUMEROUS, UM, B-C-R-U-A EXPANSIONS THAT WILL ULTIMATELY GET LEANDER 50 MILLION GALLONS A DAY.

, UH, A MI WILL BE A TOOL FOR US, UM, TO HELP MANAGE AND, UM, BEST UTILIZE THESE TREATMENT CAPACITIES BOTH CURRENTLY AND IN THE FUTURE.

UH, I MENTIONED ON THE LAST SLIDE THAT THE B-C-R-U-A CONTRACT, UM, STIPULATES THAT WE ARE REFRAMED TO THAT 10,528 GALLONS PER MINUTE, AND EACH DELIVERY POINT SHOULD, UM, BE DESIGNED TO THAT CAPABILITY.

SO THERE'S A, UH, CURRENT PROJECT THAT'S KICKED OFF THAT, UM, IS UPGRADING AND UPDATING A LOT OF THE CONTROL VALVES WITH LEANDER CEDAR PARK AND ROUND ROCK.

PHASE ONE WILL HAVE, UM, PART OF OUR ROUND ROCK DELIVERY POINT UPGRADED, AS WELL AS, I'M SORRY, RONALD REAGAN DELIVERY POINT, AS WELL AS ROUND ROCK'S DELIVERY POINT.

AND THAT IS TO BE COMPLETED IN THE SUMMER OF 24.

AND THEN THE REMAINING UPGRADES TO THE REST OF LEANERS CEDAR PARKS, UH, WILL BE DONE IN PHASE TWO.

THAT WILL BE DONE BEFORE THE SUMMER OF 25.

SO, A MI WILL HELP US, UM, IDENTIFY IN REAL TIME USAGE, HIGH USAGE WATER,

MAIN BREAKS, ANYTHING LIKE THAT, THAT WILL BEST HELP US MEET THOSE, UM, B-C-R-U-A CONTRACT AS WELL AS OUR WHOLESALE CONTRACT, UH, OBLIGATIONS.

AND THEN I'M GONNA PASS IT OFF TO MIKE, WHO'S GONNA KEEP GOING AND EXPLAIN SOME MORE ABOUT A MI.

I KNOW WE'VE COVERED THIS A FEW TIMES WITH COUNSEL, BUT IT'S ALWAYS GOOD TO, TO REFRESH, UM, AND TALK ABOUT WHAT A MI IS.

UM, FOR US AND FOR ANYBODY WITH AN A MI SYSTEM.

UM, THIS TECHNOLOGY IS APPLIED TO THE WATER METER AT, AT THE END USER, UH, OUR RESIDENTIAL AND COMMERCIAL END USERS, TYPICALLY ON THE WATER METER, THAT DATA IS ENCRYPTED, IT'S PASSED ON TO US AND SIMULTANEOUSLY PASSED ON THROUGH, UH, A CUSTOMER PORTAL, WHICH IS WHAT WE INTEND TO DO WITH THIS A MI PROJECT.

MAKE A CUSTOMER PORTAL AVAILABLE TO EACH CUSTOMER SO THAT THEY TOO, LIKE US, CAN SEE THE, THE WATER DATA THAT'S PASSED THROUGH A MI TECHNOLOGY, UM, IN A LOT OF WAYS, THIS, THIS CAN COLLECT, UM, BY THE MINUTE, BY THE HOUR.

AND TO GIVE YOU A SENSE OF HOW REALLY IMPORTANT THAT IS, AS FAR AS DATA COLLECTION, WE'RE GONNA GET INTO SOME OF THE BENEFITS IN A LITTLE BIT, BUT RIGHT NOW WE'RE COLLECTING 12 DATA POINTS PER USER.

WE'RE GOING BY CHECKING A METER ONCE A MONTH, 12 DATA POINTS EVERY YEAR WITH A MI TECHNOLOGY.

HAVING THIS AUTOMATED, HAVING THIS STRUCTURED, UH, IN A WAY THAT THAT BENEFITS OUR SYSTEM.

WE COULD GET UP TO 8,700 DATA POINTS PER USER.

THAT GIVES US A LOT OF, UM, DATA TO WORK WITH TO MAKE, UH, PLANNING DECISIONS WITH, TO MAKE STRATEGIC DECISIONS WITH IN REAL TIME.

SO IT IS AN ABSOLUTE GAME CHANGER IN HOW WE CAN MANAGE OUR SYSTEM AND WHAT WE CAN DO WITH IT.

UM, AND YOU SEE THERE, AS OF SEPTEMBER, 2021, I'M SURE THIS NUMBER'S HIGHER NOW, BUT 68% OF UTILITIES HAVE A MI INSTALLED OR PLANNED.

SO FOR WATER UTILITIES IN PARTICULAR, BECAUSE ELECTRIC UTILITIES LIKE PERELLIS ELECTRIC HAVE IMPLEMENTED A MI ALREADY, MANY OF THEM HAVE.

BUT FOR WATER, WHAT'S WHAT'S IMPORTANT, THIS CAME FROM AN EPA, UM, UH, BOOKLET THAT KIND OF TALKED IN, IN BREADTH ABOUT A MI BENEFITS TYPICALLY.

UM, AND SOME OF THESE DON'T NECESSARILY APPLY TO US, BUT THEY WOULD APPLY OVER TIME.

UM, POTENTIAL REVENUE LOSS.

THIS IS A BIG ONE FOR US.

WE NEED TO BE ABLE TO CAPTURE WATER LOSS, UM, NON-REVENUE, WATER LOSS FROM LEAKS IN OUR SYSTEM AND RESIDENTS INDIVIDUALLY FROM LEAKS IN THEIR SYSTEM THAT THEY MAY NOT BE AWARE OF OVER TIME.

THEY MAY COME TO KNOW, AND I'M, I KNOW COUNCIL MEMBERS HAVE SHARED SOME ANECDOTES ABOUT CUSTOMERS WHO SEE THAT SPIKE IN THEIR WATER BILL AND THEN GO BACK AND LOOK.

THEY'VE HAD A LEAK FOR ABOUT 30 DAYS.

UM, THIS COULD SHORTEN THAT TIMEFRAME TO A MATTER OF 24 HOURS.

UM, EVEN FOR US, UM, THERE'S, THERE'S LEAKS THAT WE CAN DISCOVER AND, AND MITIGATE, UH, BEFORE IT BECOMES A REAL DISASTER, UM, AGING INFRASTRUCTURE, UH, IN CERTAIN AREAS OF OUR CITY.

YES, THIS COULD BE AN ISSUE BY AND LARGE.

UM, A LOT OF OLDER CITIES MAY HAVE THIS AS MORE OF A PRIORITY FOR INSTALLING A MI.

FOR US, IT'S SOMEWHAT OF AN ISSUE PROBABLY IN OUR, UM, COUNTY GLEN HERNANDEZ LOOP, SOME OF THOSE AREAS THAT, UH, ARE GETTING TO THE POINT WHERE SOME OF THAT INFRASTRUCTURE NEEDS TO CHANGE.

IF WE HAVE THIS TECHNOLOGY WILL CERTAINLY, UH, ALLOW US TO IDENTIFY WHERE THESE LEAKS WERE COMING FROM A LITTLE BIT FASTER, GROWING CONCERNS ABOUT SCARCITY.

UM, WE WILL COVER IT A LITTLE BIT, THE, THE STATEWIDE CONCERN, BUT CERTAINLY YOU'RE AWARE OF, UH, OUR ISSUES AND THE COMPETITION FOR WATER AT LAKE TRAVIS AND, AND THESE OTHER SOURCES OF WATER AROUND THE STATE.

UM, WATER MANAGEMENT CAPABILITIES, UM, WE WILL COVER AS A MAIN POINT FOR US MANAGING OUR WATER SYSTEM.

THE DATA THAT WE'LL COLLECT WILL ABSOLUTELY HELP US MAKE QUICKER, FASTER, MORE EFFICIENT DECISIONS.

UM, WATER LEAKAGE AND PRESSURE, WE DID TALK ABOUT THAT A LITTLE BIT GREATER BILL ACCURACY AND IMPROVING CUSTOMER SERVICE.

ALSO A BIG ONE.

AND IT'S NOT JUST WITHIN THE CUSTOMER POOL.

IT'S ALLOWING OUR STAFF TO TAKE PROACTIVE MEASURES TO ENGAGE OUR CUSTOMERS, UH, ON WATER DATA.

AND THEN OF COURSE, LEVERAGING, UH, A MI SYSTEM BENEFITS ALREADY IN PLACE.

A LOT OF THIS IS, IS SORT OF STARTING FROM SCRATCH.

WE DO HAVE A MR, UM, BUT THIS IS AN ENTIRELY NEW SYSTEM.

SO, MOVING ON A LITTLE BIT, UM, ONE OF THE THINGS WE ASKED OURSELVES WAS, OKAY, WHAT, WHAT ARE OUR PEER CITIES DOING? IT'S ALWAYS A QUESTION THAT, THAT COMES UP.

AND SOME OF OUR PEER CITIES ARE AHEAD OF US IN THEIR INFRASTRUCTURE.

OTHERS ARE A LITTLE BIT BEHIND.

SO THIS GIVES YOU AN IDEA OF OUR PEER CITIES WHO DO HAVE THIS TECHNOLOGY WITHIN THEIR SYSTEM AND ARE USING IT.

CERTAINLY BOTH OUR BCRA PARTNERS ARE USING THIS.

UM, AND IT'S SOMETHING THAT'S BENEFICIAL.

IT IS THE FUTURE, UM, OF WATER SYSTEM MANAGEMENT AND, AND A MI DOES TAKE US THERE.

SO WHAT DO WE HAVE NOW? WE HAVE A COMBINATION OF MANUAL AND A MR METERS, AUTOMATED METER READING, IT'S RADIO SIGNAL.

WE CAPTURE THAT DATA BY PROXIMITY TO THE METERS.

UM, WE DO DIGITAL DRIVE-BYS AND OUR MANUAL METERS.

WE HAVE TO GO FLIP OPEN THE LID, AND WE'RE LOOKING AT THOSE PERSON BY PERSON.

UH, WE HAVE TECH TEAMS THAT DO THAT.

UH, THAT DOES TAKE TIME AND TO COVER THE WHOLE CITY.

WE'RE ONLY ABLE TO COLLECT WATER DATA MONTHLY.

WE'RE NOT ABLE TO GO EVERY DAY TO LOOK AT EVERYONE'S METER.

THAT WOULD BE

UM, AND AGAIN, MANUAL DATA FOR SOME OF OUR METERS IN OUR INFRASTRUCTURE, THAT'S, THAT DOES TAKE MORE TIME AND MORE, UH, PERSONNEL.

THE NEW TECHNOLOGY DANCE FOR DATA TRANSFER IS AUTOMATIC.

IT COMES STRAIGHT INTO OUR SYSTEMS AND WE CAN START ANALYZING IT RIGHT AWAY.

UM, IT'S AVAILABLE POTENTIALLY IN MINUTES, DEPENDING ON WHAT SYSTEM WE COULD BE COLLECTING PER HOUR, PER 15 MINUTE SEGMENTS.

UM, THAT'S SOMETHING WE ANTICIPATE BIDDERS, UH, WITH OUR SOLICITATION, THEY'LL PROVIDE TO US AND GIVE US AN IDEA OF HOW OFTEN WE COULD COLLECT BASED ON THE TECHNOLOGY THEY PROPOSE.

AND THEN THE OTHER MAJOR BENEFIT IS THAT CUSTOMERS CAN SEE THAT DATA IN REAL TIME ALONG WITH US WHEN WE'RE ENGAGING THEM ON ANY BILL DISPUTES OR TALKING ABOUT WATER CONSUMPTION.

THEY'RE ABLE TO LOOK AT THAT THROUGH THEIR PORTAL IF THEY'RE ACCESSING IT, UH, ALONG WITH US.

SO I WANNA FOCUS ON THIS FOR A MINUTE.

UM, AND WE'VE, WE'VE TWEAKED THIS A FEW TIMES.

THERE'S SO MANY BENEFITS, UM, TO A MI WE DIDN'T WANNA OVERWHELM YOU WITH, WITH ALL THE BULLET POINTS OF POTENTIAL BENEFITS.

WE JUST KIND OF WANTED TO HIGHLIGHT SOME HEADLINES HERE.

UH, MOST IMPORTANTLY, AND THIS COVERS PRETTY MUCH EVERY CATEGORY, DATA IN REAL TIME.

AND WHAT THAT DOES TO HELP US BECOME MORE EFFICIENT, NOT ONLY, UM, IN MANAGING OUR SYSTEM, REDUCING LEAKS, REPAIRING LEAKS, BUT ENGAGING THE CUSTOMER, BEING ABLE TO ADDRESS ISSUES AND SPOT FLAGS AND, AND DISCUSS WITH THEM ABOUT WATER CONSUMPTION AND HELP THEM UNDERSTAND THEIR BILL, POTENTIALLY REDUCE THEIR BILL, UM, AND JUST MANAGE THEIR WATER IN GENERAL.

UM, AGAIN, METER OPERATIONS.

THE, THE KIND OF REPORTS WE GET WILL HELP US IN EVERY WAY POSSIBLE IN HOW WE MANAGE OUR SYSTEM.

AND THEN SOME OTHER BENEFITS, UH, WE CAN, I CREATE SOME FLAGS WITHIN OUR SYSTEM.

THIS, THESE ARE AUTOMATED FEATURES, UH, OF A MI TECHNOLOGY WHERE WE CAN IDENTIFY POTENTIAL TAMPERING.

IF WE SEE PRESSURE DROPS OR LITTLE BLIPS IN PRESSURE WITHIN CERTAIN SYSTEMS THAT WE'RE MEASURING, THAT CAN BE A SIGN OF TAMPERING AND WE CAN GO OUT AND CENTIMETER TECH OUT TO ADDRESS THOSE.

TYPICALLY, WE'RE NOT ABLE TO LOOK AT THOSE BECAUSE WE'RE LOOKING AT OUR DATA HOLISTICALLY IN 30 MONTH OR 30 DAY TIMEFRAMES.

UM, SO THAT'S A, IT'S, IT'S KIND OF A HUGE, UH, BENEFIT.

WE DON'T REALLY KNOW THE SCOPE OF THAT BENEFIT UNTIL WE IMPLEMENT THE TECHNOLOGY, BUT IT'S CERTAINLY SOMETHING THAT OTHER CITIES HAVE REPORTED SAYING THAT THAT'S A, A BIG PLUS ONCE THEY'VE IMPLEMENTED THE SYSTEM.

UM, CUSTOMER SERVICE WANTED TO HIGHLIGHT HERE, TRANSPARENCY.

CUSTOMERS BEING ABLE TO SEE THEIR WATER USE, SEEING THE SAME DATA THAT WE SEE, AND BEING ABLE TO HAVE A CONVERSATION, CONVERSATION WITH THEM ABOUT THAT.

PARTICULARLY ADDRESSING LEAKS.

UM, WHEN THEY SEE SPIKES, AND WE'LL GET TO THIS IN A MINUTE, UM, WE'RE ABLE, WE SHOULD BE ABLE TO PROVIDE SOME ALERTS, SOME NOTIFICATIONS THAT WHEN THEY HIT A CERTAIN THRESHOLD OR AMOUNT, WE CAN SET SOME FORMULAS THAT SENDS AUTOMATIC RESPONSES TO THEM THROUGH THAT PORTAL, ALLOWS THEM AT ANY TIME TO ACCESS THAT INFORMATION.

UM, I DON'T KNOW IF YOU'VE, UM, ACCESSED YOUR PEC UH, CUSTOMER PORTAL BEFORE, BUT, UH, VERY SIMILAR FEATURES.

UH, WITH PEC, IT MAY NOT BE SOMETHING THAT WE WOULD DO IN PARALLEL NECESSARILY.

WE'VE STILL GOTTA WAIT FOR BIDS TO COME IN AND SEE WHAT THE SOLUTIONS ARE THAT ARE BEING OFFERED.

BUT THERE'S, THERE'S SO MANY, UH, POTENTIAL BENEFITS TO IT.

AND CERTAINLY THINGS THAT IF WE DON'T HAVE ALL OF THE BELLS AND WHISTLES, UH, INITIALLY, WE CAN BUILD ON THAT KIND OF PLATFORM.

UH, WITH, WITH OUR CUSTOMER BASE, AS IT CONTINUES TO GROW, UH, FOR OUR EMPLOYEES, IT HELPS US RAISE EFFICIENCY.

UH, WE CAN REDUCE DEPLOYMENT OF VEHICLES.

WE DON'T HAVE TO GO HOUSE BY HOUSE TO DO THESE MEASUREMENTS.

WE CAN ACTUALLY REDIRECT OUR, OUR FOLKS TO ADDRESS LEAKS, UH, RESPOND TO CUSTOMERS AND DO SOME OF THAT WORK THAT RAISES THAT CUSTOMER SERVICE LEVEL JUST A LITTLE BIT.

AND THEN SUSTAINABILITY, UH, IN GENERAL, IF WE'RE NOT SENDING VEHICLES ON THE ROAD, WE'RE REDUCING THAT FUEL CONSUMPTION AND EMISSIONS.

UH, OVERALL, A MI THE POTENTIAL BENEFIT IS TO ENCOURAGE WATER CONSERVATION.

WE WILL HIGHLIGHT SOME OF THOSE FEATURES AS WELL.

AND, UH, JUST HAS SO MANY BENEFITS.

AND, AND SOME OF THESE ARE JUST A TOUCH POINT FOR THAT.

UM, DATA TRENDS AND OUTLIERS AS FAR AS WATER SYSTEM MANAGEMENT, AGAIN, UM, I HAD MENTIONED THIS BEFORE, AND ON THE RIGHT YOU CAN SEE WHAT A CUSTOMER MIGHT SEE ABOUT, UH, WATER USE.

THERE'S A SPIKE IN USAGE.

THEY GET AN ALERT THAT SAYS, UM, THEY SHOULD INVESTIGATE A POSSIBLE LEAK BECAUSE THAT SPIKE IN USAGE HAS, UH, GENERATED THE SYSTEM TO RESPOND BACK TO THEM.

THAT MAY JUST BE IRRIGATION COMING ON FOR THE FIRST TIME.

IT COULD MEAN SOME OTHER THINGS THAT MAYBE THE CUSTOMER'S AWARE OF.

I DON'T KNOW WHAT OUR SYSTEM WOULD LOOK LIKE.

UM, AGAIN, NOT, I DON'T KNOW IF IT'S SOMETHING THAT OUR SYSTEM WOULD NECESSARILY MIMIC IN THE WAY THAT FORT WORTH HAS, BUT PROACTIVE NOTIFICATIONS IS ABSOLUTELY A CUSTOMER SERVICE BENEFIT THAT I THINK IMPLEMENTING AN A I SYSTEM WOULD ALLOW US TO DO.

UM, GENERALLY I DON'T DO WELL WITH COLORS, BUT THESE COLORS ACTUALLY DO MATTER, UH, WHEN WE GET TO THE, TO THE NEXT, UH, SLIDE.

BUT, UM, ON THE A MI PROJECT, WE HAVE A PRELIMINARY ESTIMATE FROM, FROM THE ENGINEERS AND OUR CONSULTANTS THAT SAID, UM, POTENTIALLY IT COULD BE AS MUCH AS $15 MILLION.

UH, I WOULD DEFER TO THEM IN TERMS OF, OF, OF HOW, UM, SOFT OR HARD THAT ESTIMATE IS.

BUT THAT'S WHAT WE ARE LOOKING AT IN TERMS OF THIS, UM, UH, DEBT OUTLOOK.

AS YOU KNOW, WE DO HAVE FEDERAL FUNDS FROM THE ARPA ACT THAT WE RECEIVED, UM, LAST YEAR.

UH, WE HAVE MORE THAN $5 MILLION PUT ROUNDING FOR $5 MILLION.

SO TO BORROW THE FUNDS FOR THIS PROJECT, WE WOULD NEED TO BORROW $10 MILLION.

UM, B-C-R-U-A, UH, THE FIRST BULLET IN YELLOW, THE PHASE TWO SYSTEM EXPANSION, THAT $40 MILLION IS PLANNED TO, UH, BE, UM, ISSUED IN NOVEMBER OF THIS YEAR.

YOU MAY RECALL THAT THIS CITY IS OBLIGATED FOR $120 MILLION OF THAT PROJECT, AND WE'VE TAKEN OUT TWO TRANCHES FROM THE WATER DEVELOPMENT BOARD OF 80 MILLION.

UM, AND WE'RE TAKING THE THIRD AND FINAL, UH, IN NOVEMBER, UH, OF THIS, UH, COMING YEAR.

SO THAT'S, WE'RE COMMITTED TO THAT ONE.

WE KNOW, WE KNOW THAT ONE IS, IS ON THE BOOKS.

UM, PHASE TWO A CONSTRUCTION, THAT'S THE NEXT, UH, EXPANSION OF THE TREATMENT CAPACITY.

IT'S CURRENTLY UNDER DESIGN.

IT'S NOT BEEN, UM, APPROVED TO MOVE FORWARD WITH CONSTRUCTION.

THAT WOULD BE A-A-A-A-B-C-R-U-A BOARD AND, AND COUNCIL MEMBER CITIES, UH, UH, DECISION.

BUT FOR A LOT OF REASONS IN TERMS OF PRODUCTION CAPACITY, THAT IS AN IMPORTANT PROJECT THAT IF THERE ARE NO DELAYS, THE DESIGN, UH, WILL BE FINISHED, UH, EARLY NEXT YEAR.

AND, UH, BIDS COULD BE TAKEN, UH, IN FY 25.

THE ESTIMATE AT THIS POINT ON THE CITY OF LEANER SHARE OF THAT PROJECT, WHICH WOULD BE SHARED WITH ROUND ROCK CEDAR PARK, IS NOT A PART OF THAT PARTICULAR PHASE.

OUR ESTIMATE WOULD BE $25 MILLION FOR THAT PROJECT.

TWO OTHER, UH, CITY PROJECTS THAT ARE CRITICAL AND, AND N-R-C-I-P AND, UH, IN THE NEXT, UM, TWO TO THREE YEARS.

ONE IS THE BAGHDAD PERMANENCE, UH, BAGHDAD, TERMINUS PUMP STATION.

IT ALSO INCLUDES SOME GROUND STORAGE.

UM, AND I WOULD, AGAIN, DEFER TO GINA ON, UH, UH, THE EXPAND, UH, EXPLANATION OF THE, THE SIGNIFICANCE OF THAT PROJECT.

BUT THAT IS CURRENTLY UNDER DESIGN.

AND WOULD, THE DESIGN WILL BE FINISHED THIS FISCAL YEAR THAT WE'RE IN.

AND SO, UH, IF WE HAD THE, THE FUNDS, WE, WE DO HAVE SOME MONEY BUDGETED, BUT NOT ENOUGH TO COVER THE CURRENT, UH, CONSTRUCTION ESTIMATE.

IF WE HAD THE ADDITIONAL $10 MILLION, WE COULD, UM, LET THAT PROJECT, UH, START, UH, THIS YEAR.

THE, THE LAST PROJECT ON THE LIST, THE RONALD REAGAN PUMP STATION, AGAIN, THAT ALSO INCLUDES SOME GROUND STORAGE, WHICH IS CRITICAL TO THE MANAGING THE CONTRACT WITH THE B-C-R-U-A IN TERMS OF, UH, UH, HOURLY AND, AND, AND DAILY, UH, LIMITS.

THAT IS CURRENTLY UNDER DESIGN.

UH, IT SHOULD BE, THE DESIGN SHOULD BE FINISHED, UH, AT SOME POINT NEXT YEAR.

SO IT WOULD BE READY TO, UH, BID AND START CONSTRUCTION, UH, NEXT YEAR AS WELL, IF, IF WE HAD THE FUNDS AVAILABLE.

SO JUST IF YOU KEEP TRACK OF THOSE COLORS.

BUT I'M WONDERING WITH SOME OF THESE OTHER PLACES THAT HAVE DONE IT, WHAT HAVE THEY SEEN IN SAVINGS, UM, FROM DETECTING THE LEAKS AND HOW DOES THAT COMMUNICATE? BECAUSE YES, WE'RE POSSIBLY LOOKING AT A $15 MILLION ISH PROJECT, BUT I KNOW THAT WE'RE GONNA SAVE MONEY ON THE BACKEND.

I MEAN, OBVIOUSLY IT'S NOT GONNA OFFSET IMMEDIATELY, BUT I'M CURIOUS AS TO WHAT SAVINGS AND AS FAR AS PAYROLL AND THINGS LIKE THAT, THAT WE'VE GOT OUR TEAMS THAT CAN DO OTHER THINGS AND NOT DRIVING AROUND CHECKING METER.

SO CURIOSITY MORE THAN ANYTHING, BUT, WELL, I WONDER IF THAT SAVINGS WOULD BE MORE IN THE GALLONS PER DAY VERSUS THE DOLLARS, BECAUSE IF PEOPLE ARE USING LESS, THEY'RE SPENDING LESS INTO A SYSTEM, WELL, YOU'RE SAVING MONEY THERE, BUT YOU'RE ALSO, YOU'RE LOSING REVENUE.

YOU'RE NOT BUYING GAS.

YOU ARE GOT, THAT'S TRUE PUBLIC WORKS.

PEOPLE THAT CAN GO DO DIFFERENT THINGS INSTEAD OF DRIVING MY CHECK IN METERS.

I MEAN, THERE'S LOTS OF INDIRECT COSTS THAT WE'RE GONNA, ARE GONNA ADD UP INTO SOME SIGNIFICANT OFFSET, I THINK IN THE LONG RUN.

UM, IT, IT WOULD BE DIFFICULT FOR US TO MAYBE QUANTIFY THAT NOW, BUT, UM, THERE ARE EXAMPLES WE CAN PROVIDE SOME, SOME PROBABLY BACKUP DOCUMENTATION OF CASE STUDIES.

I KNOW WE CAN PULL SOME OF THAT AND, AND TOMMY AND HIS TEAM CAN CERTAINLY HELP WITH THAT AND JUST GIVE YOU AN IDEA OF, OF WHAT THAT DOLLAR AMOUNT LOOKS LIKE.

TO YOUR POINT, , UM, MY TWO HUGE CONCERNS, UM, WITH IT ARE ALWAYS THE COSTS ARE WE REALLY, REALLY CERTAIN THAT 15 MILLION IS ABOUT BALLPARK WHERE WE'RE GONNA BE AND WE'RE NOT GONNA GET DOWN THE ROAD AND IT'S GOING TO EXTEND TO 25, BUT WE'VE ALREADY SUNK 15 IN, AND SO WE HAVE TO COME UP WITH THIS EXTRA 10.

WHAT'S ONE OF THOSE QUESTIONS, MADAM MAYOR? THAT IT DEPENDS, RIGHT? BUT NO, THE ANSWER IS, THE ANSWER IS NO.

THE, WHAT WE HAVE IS, UH, FIRST AND FOREMOST IN THE MARKET, YOU SEE A LOT OF DIFFERENT IMPLEMENTATIONS.

AND SO YOU HAVE A PER METER TYPE COST THAT YOU HAVE A LITMUS TEST OF THIS IS WHAT IT'S GONNA COST.

AND FOR A PROJECT THIS SIZE, ALL OF THEM WERE SIGNIFICANTLY LOWER IN THE 15 MILLION.

SO WHAT WE DID IS JUST TO BE CONSERVATIVE IS TO SAY, WE THINK THAT WE DON'T THINK I'LL BE MORE ADAMANT, WE'RE PRETTY CONFIDENT THAT THIS IS GONNA HAPPEN.

THEN SECOND, I MEAN, THE OTHER EFFORTS THAT WE'RE GOING ARE UNDERTAKING TO TRY TO PROTECT THIS IS ONE, YOU KNOW, I'M CURRENTLY RIGHT NOW WORKING ON THE PRICING TABLES AND ALMOST TO THE POINT WE'RE GONNA SEND 'EM OVER TO KELLY AND LET THE TEAM REVIEW THEM.

BUT WE'RE BEING VERY SPECIFIC ABOUT ALL THE DIFFERENT COSTS THAT WE WANNA BE ACCOUNTING FOR AND OVER THE LIFE CYCLE, AS MICHAEL TALKED ABOUT, YOU KNOW, WE LOOK AT, WE LOOK AT THIS OVER 20 YEAR PERIODS.

WE LOOK AT IT AS AN IMPLEMENTATION COST AS WELL AS AN ONGOING SUSTAINABLE OPERATION COST.

SO WE'RE GONNA LOOK AT IT COMPLETELY IN THAT PROCESS.

THERE ARE A LOT OF ASSUMPTIONS THAT WE'RE ASKING THEM TO IDENTIFY AND SAY, WE WANT A PROJECTED NUMBER OF FAILURES.

WE WANT IT BOTH WARRANTED AND NON WARRANTED FAILURES.

WE WANT ALL THESE DIFFERENT THINGS THAT WE'VE GAINED THROUGH OUR EXPERIENCE.

SO AS WE DEFINE THAT, THAT GETS A, A REALLY GOOD SOLID COST.

AND WITHIN THAT COST, WE'VE ALSO PROVIDED BACKGROUND TO THEM.

WE'RE ALSO GOING TO PROVIDE THEM THE OPPORTUNITY TO GO OUT AND DO SITE VISITS WITH US.

AND SO THERE'S ALL THIS INFORMATION THAT'S GOING IN AND THE MORE INFORMATION WE GIVE THEM, THE BETTER THE PRICING WILL BE AT THE POINT OF PROPOSAL.

NOW THE RISKS REALLY ARE LACK OF INFORMATION, AND THAT IS WHAT IS THE METER CONDITION.

LIKE FOR EXAMPLE, IF WE THINK THAT WE NEED TO REPLACE 5,000 METER LIDS AND WE END UP REPLACING 10,000 METER LIDS, THAT VOLUME IS JUST W WOULD BE SIGNIFICANT.

BUT EVEN IN THAT R REALM, FIRST OF ALL, I DON'T THINK IT'S GONNA BE THAT BAD BECAUSE WE HAVE A PRETTY GOOD FEEL OF WHAT LIDS ARE METAL IN THE CITY AND NOT, AND THAT TYPE OF THING.

BUT SECONDARILY, IT'S ONLY NOMINAL COMPARED TO THE OVERALL COST OF THE PROJECT.

OKAY.

AND I, YOU KNOW, I, YOU KNOW, NOT TO READ INTO OTHER QUESTIONS, BUT I'LL BE MORE THAN HAPPY TO ANSWER ALL THE OTHER QUESTIONS.

AND THE PRIMARY GOAL WAS TO REDUCE THE AMOUNT OF RESIDENTIAL THAT, UM, IS ENCOURAGED AS PART OF THE LAND USE CATEGORIES.

SO WHEN A, A DEVELOPER COMES TO THE, THE CITY AND THEY'RE RESEARCHING THEIR PROJECT AND PREPARING THEIR PLANS, THEY START WITH THE ZONING OF THEIR PROPERTY.

AND IF THEY DON'T HAVE THE RIGHT ZONING, THEY LOOK TO THE COMPREHENSIVE PLAN TO UNDERSTAND, UM, WHAT THE CITY IS LOOKING FOR.

SO TODAY, WHEN WE HAVE CATEGORIES THAT, UM, INCLUDE RESIDENTIAL ZONING DISTRICTS, THEY THINK THAT THE CITY WANTS TO SEE RESIDENTIAL.

SO THE PURPOSE IN THIS AMENDMENT IS, UM, TO MAKE AN UPDATE TO COMMUNICATE, UM, WHERE WE'RE AT AS A CITY.

UM, SO THE FIRST THING THAT, UM, IS CHANGING IN THE PLAN IS WE UPDATED THE, THE BREAKDOWN, UM, OF THE LAND USE CATEGORIES.

THIS IS A LITTLE CONFUSING BECAUSE, UM, I SAID 2021, SO THAT'S WHEN IT WAS ADOPTED.

AND THEN THE 2023 PROPOSED.

UM, IT'S NOT THAT THIS CHANGES THE MAKEUP, IT'S UPDATING IT BECAUSE OF ALL THE CHANGES WE'VE MADE THROUGH PUBLIC HEARINGS.

UM, SO THERE IS ONE, UH, MAP CHANGE THAT'S PART OF THIS REQUEST, UM, THAT DEALS WITH THE, UH, URBAN MIXED USE CATEGORY.

SO THAT THAT WILL COME UP.

WE'LL TALK ABOUT THAT IN A MINUTE.

SO DON'T THINK THAT WE'RE CHANGING THE MIX WITH THIS CHANGE 'CAUSE WE DIDN'T NOTIFY FOR THAT.

UM, THE NEXT THING THAT WE UPDATED IS OUR NEIGHBORHOOD RESIDENTIAL CATEGORY.

UM, WE ADDED A REFERENCE TO THAT WATER RE RESOLUTION THAT PRIORITIZES A CERTAIN LOT SIZE.

UM, WHEN WE ACHIEVE OUR GOALS WITH WATER AND, UM, FEEL LIKE WE CAN REMOVE THE RESOLUTION, WE'LL DO AN AMENDMENT TO THIS PLAN TO TAKE THAT REFERENCE OUT.

BUT STAFF FELT LIKE IT WAS IMPORTANT TO INCLUDE IT SO THE THE COMMUNITY WOULD KNOW WHAT OUR EXPECTATION IS.

SO THE NEXT, UM, CATEGORY THAT WE UPDATED WAS THE ACTIVITY CENTER.

UM, SO IN THE ACTIVITY CENTER, WE CLARIFIED THAT THE ONLY TIME, UM, RESIDENTIAL WOULD BE SUPPORTED IS IN INSTANCES WHERE IT'S A VERTICAL MIXED USE DEVELOPMENT.

SO, UM, THINGS LIKE TOWNHOUSES WOULD NOT BE AN ACCESS ACCEPTABLE USE.

UM, ONE THING THAT IS DIFFERENT FROM YOUR PACKET, THERE WAS A TYPO.

UM, IT, I BELIEVE IT SAYS THE DESIRED MIX IS 70 TO A HUNDRED AND ZERO RESIDENTIAL.

AND THAT WAS CONFUSING.

SO WE HAD CHANGED IT TO A HUNDRED PERCENT FOR THE ORDINANCE UPDATE.

UM, SO THAT'S THIS PART RIGHT DOWN HERE.

AND THEN ON THE NEXT SECTION OF THE ACTIVITY CENTER, THIS IS WHERE WE REMOVE THE TOWNHOUSE, UH, USE COMPONENT AND THE DIRECTION TO CREATE MIDDEN MULTIFAMILY DISTRICT AND THE REFERENCES TO THE RESIDENTIAL DISTRICTS.

SO WHEN WE SEE FUTURE PROJECTS AND ACTIVITY CENTERS, WE WON'T, UM, ANTICIPATE STANDALONE RESIDENTIAL USES.

SO WE WERE VERY GLAD TO HAVE THEM PROVIDE THAT FEEDBACK.

AND, UM, WHAT WE CHANGED ABOUT THIS CATEGORY IS THAT, UH, RESIDENTIAL IS ALLOWED, UM, WHEN YOU'RE DOING THE VERTICAL MIXED USE COMPONENT.

AND, UM, WE ALSO REMOVED THE CREATION OF MIDDEN MULTIFAMILY DISTRICT.

UM, ONE THING I WANTED TO BRING UP IS IN THIS CATEGORY WE DON'T HAVE A LOT OF PROPERTIES THAT ARE ZONED FOR URBAN MIXED USE.

UM, SO SOMETHING THAT WE'RE LOOKING AT FROM A STAFF PERSE PERSPECTIVE IS MAYBE A FUTURE AMENDMENT TO THE ACTUAL LAND USE PLAN.
