AND, UH, WE'RE HERE TO TALK ABOUT, UH, THE CAPITAL IMPROVEMENT PROJECTS FOR THE CITY OF LEANDER. UM, I WOULD SAY THERE'S SOME, SOME GOOD NEWS IN HERE FOR SURE. UM, SOME DECISIONS THAT WILL HAVE TO BE MADE, UM, THIS YEAR AND NEXT FOR SURE. AND, UH, BUT IT'S NOT ALL REESE'S AND KIT KAT BARS, WHICH ARE MY TWO FAVORITES. SO, WE'LL, UH, WE'LL GET AFTER IT HERE. UH, UH, ONE THING I'D LIKE TO TO SAY, UM, UM, BEFORE WE GET STARTED IS THAT, UM, THE, THE CIP IS, I WOULD SAY, UH, COME, COME A LITTLE WAYS OVER THE LAST COUPLE YEARS, BUT IT'S A FANTASTIC TEAM AND YOU SEE SO MANY NAMES UP THERE. UM, BUT THERE'S A WHOLE ARMY OF PEOPLE TRYING TO HELP US FACILITATE GETTING THIS, UH, MOVING FORWARD. AND, UM, AND UNFORTUNATELY IT'S A MOVING TARGET. IT, IT REALLY IS. UM, YOU'VE SEEN IT, THE CRAZINESS WITH THE PRICES THAT ARE COMING BACK, UM, WITH THE PAMINA CANAL AND THE SUE WEST CANAL, WHO KNOWS WHAT'S GONNA HAPPEN IN THE NEXT YEAR, UM, WITH PRICES AND STUFF. SO A CHALLENGE FOR SURE. ALL RIGHT, SO, UH, WE'RE GONNA START WITH MY FAVORITE, UH, WATER. AND, UM, KINDA, HOPEFULLY YOU DID SEE IT. IT'S KIND OF BROKEN DOWN INTO, UH, UH, THREE AREAS COMPLETED UNDER DESIGN, SORT OF OUT BID AND THEN UNDER CONSTRUCTION. AND, UM, UM, FOR, FOR THIS, YOU CAN SEE, UM, SOME GOOD NEWS HERE. UM, PROJECTS WE HAVE GOING, UM, THIS ONE, ESPECIALLY THE 1.5 MILLION FOR THE 12 INCH WATER LINE. UH, AS PART OF THE, UH, ROADWAY PROJECT, WE ACTUALLY USED IMPACT FEES FOR THE WATER AND DIDN'T USE THAT, UH, ROAD MONEY TO DO THE UTILITIES IN THAT CASE, WHICH WORKED OUT REALLY WELL. UM, UH, THIS IS, UH, FOR ME, EXCELLENT NEWS. UH, WE HAVE, UH, THESE TWO PROJECTS, ESPECIALLY THIS ONE ON RONALD REAGAN STORE, SINK AND PUMP STATION, UM, UNDERDESIGNED RIGHT NOW. UM, BUT THE OTHER ONES THAT ARE, UM, UNDER DESIGN, UM, OR THIS ONE'S OUT FOR RFP. UM, SO IT'LL TECHNICALLY BE UNDER THE DESIGN, HOPEFULLY WHEN WE GET A CONTRACTOR ON BOARD. AND THE SAME WITH THE RM 2243. IT'S ANOTHER, UM, WATER LINE IS 16 INCH THAT I GO FROM, UM, EAST TO EAST TO WEST IN THIS CASE, IN WHICH WILL HELP OUT MOVEMENT OF WATER THROUGHOUT THE CITY. THIS SIDE IS, UH, FOR ME, OUTSTANDING. UM, IF YOU, WHEN YOU SEE THE WEEKLY, YOU'RE GONNA SEE THAT WE ACTUALLY HAVE HEAVY EQUIPMENT ON SITE FOR THE SANDY CREEK. WE'RE TURNING DIRT. I I LOVE THAT. SO THAT ONE IS ACTUALLY LITERALLY UNDER CONSTRUCTION. THE DOWNTOWN FIRE IMPROVEMENTS IS ALMOST COMPLETED TECHNICALLY, WHERE THEY GOT, I THINK ONE MORE ROAD AND THEN THE, UM, THE BOAR UNDERNEATH THE, UH, THE RIVER THERE. AND THEN THAT PROJECT WOULD BE FINISHED. IT MOVED, IT MOVED RIGHT OUT. UM, THE SAN GABRIEL ELLIS ELEVATED SOURCE TANK. UM, HOPEFULLY YOU'LL SEE SOME PHOTOS AND THE WEEKLY FOR THAT, UM, THEY'VE ACTUALLY DID THE FIRST RING AND THEY'RE WORKING ON THE SECOND RING AND, UM, AND THE THIRD RING. SO, UM, THAT PROJECT IS OUTSTANDING. UM, AND THE LAKELINE, UH, WATER LINE, UM, IS ANOTHER ONE THAT, UH, SHOULD BE TURNING DIRT. I THINK WE'RE JUST WAITING FOR THE, FROM THE BONDS AND, UH, DO A PRE-CONSTRUCTION MEETING. AND THEN, UM, THAT ONE WILL BE UNDERWAY. UH, ONE, THIS, THE, THE, THE RAW WATER BARGE INTAKE, UM, THAT, THAT PROJECT IS UNDER CONSTRUCTION. UH, THE GOALPOSTS OR THE, UH, FOUNDATIONS ARE BEING PUT, ACTUALLY WATER LINES BEING PUT IN, UH, IT'S BEEN DELIVERED. UM, I, I WILL REMIND FOLKS ON THIS ONE THAT, UM, IF YOU SEE DER'S AMOUNT, THAT IS FOR THIS PARTICULAR PROJECT, WE DID SPEND A MILLION DOLLARS TO FIX IT BEFORE THIS FIX . UM, BUT IF YOU'RE ASKING 6.7 AND, AND OUR AMOUNT, UM, THE, THE COUNTY PROVIDED, UH, THE BCRA $5 MILLION IN APA MONEY FOR THAT PROJECT. AND THEN THE REST OF IT WAS SPLIT WITH THE, WITH THE THREE CITIES. AND SO OUR PORTION OF THIS PARTICULAR PROJECT WAS ONLY, UM, $800,000. UM, AND THEN, UM, OF COURSE YOU ALREADY KNOW THAT, UH, PHASE TWO AND PHASE 1D ARE, ARE BOTH UNDER CONSTRUCTION AND, UH, AND MOVING OUT. SO IT IS AMAZING. AND THEN LASTLY, I I, I'D LIKE TO SAY THIS ONE, WE DIDN'T TRACK THOSE AS WELL, UM, FROM A CIP STANDARD. UM, BUT WE HAVE THOSE ON BOARD NOW BECAUSE WE HAVE SEVERAL DEVELOPMENTS THAT ARE NEEDING TO DO THAT. SO, YOU KNOW, WE INCORPORATED IT. AND SOME EXAMPLES OF DEVELOPERS THAT ARE AGREEMENTS IN THIS CASE IS, UM, HILLTOP LEANER ESTATES, UM, GREATWOOD SOUTH ARE SOME EXAMPLES THAT ARE DEVELOPERS THAT ARE UPSIZING LINES THAT WE NEED FOR THE FUTURE. SO WE BUDGETED MONEY FOR THAT. SO JUST IN WATER, THAT IS A LOT GOING ON. YOU CAN SEE. MR. SO THE FIRST PART WOULD BE TO MOVE THE BARGES AND STUFF, BUT THE CONTRACT IS GONNA BE IN IT SUCH A MANNER THAT IF WE DID GET RAIN AND, AND THERE'S STILL RAIN IN, UH, FORECAST, HOPEFULLY IN OUR AREA, THAT THE CONTRACT WOULD IMMEDIATELY STOP AND THEN, YOU KNOW, WE WOULDN'T SPEND ANY MORE MONEY ON IT. SO WE'RE TRYING NOT TO DO THAT. THE PROBLEM IS, IS THAT IT TAKES SIX MONTHS TO BUILD THIS EMERGENCY BARGE. AND IF WE DON'T HAVE IT READY, WHEN, WHEN WE, THE WORST CASE SCENARIO, NO RAIN AND THE LAKE LEVEL GET DOWN TO THE LEVEL AND, UH, THE SEPTEMBER, UM, TIMEFRAME, UM, ALL THE BARGES WILL, AND THERE'LL BE NO RAW WATER. AND SO YEAH. THAT, THAT WOULD BE VERY BAD. SO IT'S KIND OF LIKE A NO CHOICE. WE, WE HAVE TO DO IT. UM, SO THAT WAS A LITTLE BIT, I'M GONNA TALK A LITTLE BIT ABOUT THAT. THERE'S A FEW THINGS THAT, UM, UM, I PROBABLY DIDN'T THINK THROUGH ENOUGH, ALTHOUGH WE HAVE A COUPLE MOVING PARTS AND, UM, OVER THIS PAST COUPLE YEARS, AND I'LL TALK ABOUT THE HERO AWAY UTILITY PROJECT AND A COUPLE OF THOSE THAT, UM, PROBABLY COULD HAVE DID A LITTLE BIT BETTER. BUT CONSIDERING WHERE WE'RE AT NOW, NOT TOO BAD. UM, YOU KNOW, SO THIS IS, THIS IS THE, THIS IS THE KIND OF THE DECISION SLIDE, UM, FOR THE WATER. SO, UM, WHAT, WHAT WE'RE SAYING HERE IS THAT FOR THESE PROJECTS, WE'RE GONNA HAVE TO INITIATE DEBT. AND RIGHT NOW FOR THE BAGHDAD TERMINUS, UM, WE HAVE, UH, 10 MILLION, UM, THAT WE'RE USING, UH, IMPACT FEES. UM, AND I HAVE THE COST WITH ME, BUT THE COSTS, UM, BY THE ENGINEERS AT THE 90% DESIGN CAME BACK AT, UM, 10 MILLION FOR JUST THE, THE WATER, THE WATER LINE, 'CAUSE IT'S TWO AND 24 INCH AND A 12 INCH. AND ABOUT, UH, 8 MILLION ISH, SEVEN TO EIGHT FOR THE, UH, THE PUMP STATION ITSELF, WHICH IS A ONE AND A HALF MILLION GALLON, UM, TANK, AND ANY APPROPRIATE PUMP STATIONS MAINTAINING THE PUMPS. SO, SO THAT CAME IN HIGHER THAN, YOU KNOW, WHAT [00:10:01] WAS THOUGHT, YOU KNOW, FIVE YEARS AGO WHEN THIS WAS KIND OF FIRST PUT ON THE, UM, FIRST PUT ON THE, UH, CIP, ONE OF THE REASONS WHY IT WENT AHEAD OF THE RONALD REAGAN, IF YOU'RE PROBABLY ASKING WHY, 'CAUSE THE RONALD REAGAN'S SUPER IMPORTANT IS THAT WE OWN THE LAND FOR THAT AND THE PUMP STATION, AND THEN THE RIGHT OF WAY IS GOING TO GO DOWN THE ROAD. SO IT WAS KIND OF A NO BRAINER ON THE MASTER PLAN. YOU WOULD SEE THAT THE RONALD REAGAN WASN'T EVEN GONNA HAPPEN UNTIL LIKE 2035, BUT BECAUSE OF ALL THE GROWTH WE'VE HAD IN THE LAST 10 YEARS, UH, NOT ONLY IS THIS PROJECT, BUT THE RONALD REAGAN HAD TO BE PUSHED UP. WHAT HAPPENED WITH THE RONALD REAGAN PUMP STATION, WHICH IS JUST INCREDIBLE, IS THAT WE FOUND THE ACTUAL PIECE OF PROPERTY IN THE PERFECT LOCATION. UM, AND WE'RE ABLE TO PURCHASE IT IN SHORT ORDER AND HAVE THE DESIGN NOW GOING. SO IT'S MOVING UP AND GONNA MAKE, MAYBE MAKE THAT THREE, THREE YEAR TIMELINE. WE THOUGHT THAT WE WOULD SHOOT FOR, FOR ME PERSONALLY, UM, A YEAR AND A HALF TO HAVE THE PROPERTY AND THE DESIGN GOING IN CONSTRUCTION, MAYBE STARTING A YEAR. THAT'S PRETTY FAST. UM, BUT THE PIECES HAS KIND OF FELL ONLINE, UM, FOR THAT. SO, UM, RIGHTLY SO. I, I, I DID HAVE A LETTER AND I DON'T KNOW IF IT GOT SENT TO YOU, UM, BUT WE DID HAVE A TECHNICAL MEMO FROM KAY FREEZE THAT EXPLAINS WHY BOTH THESE PROJECTS ARE NEEDED. THE RFP ACTUALLY WAS, UM, VERY WELL WRITTEN AND, UH, THEY WERE ABLE TO SEE WHAT WE LEANDER MIGHT NEED. SO, SO GOOD ON THAT ONE. THIS IS ONE, UM, WHERE I, I TALKED ABOUT, UM, I, I HAVE TO TAKE A, TAKE A HIT HERE. THIS IS PHASE TWO. AND, AND, AND WE'RE GOING TO NEED TO FACILITATE DOING A CO TO GET THE DESIGN MONEY FOR THAT. NOW, WE'VE TALKED ABOUT, THAT'S GONNA BE AROUND A $60 MILLION PROJECT AT SOME POINT IN THE FUTURE. AND THE ONLY THE CITIES THAT ARE DOING THIS IS ROUND ROCK AND LEANDER. SO IT'S JUST US TWO. THAT PROJECT WILL BRING US, UM, 12 MILLION GALLONS A DAY. THAT'S ALL OF SANDY CREEK, UM, RIGHT, RIGHT THEN AND THERE. AND, AND IT'S GONNA HAPPEN IN THREE YEARS IF WE STAY ON SCHEDULE, WHICH AGAIN IS IMPRESSIVE. UM, WE'RE TRYING TO GET IT COMPLETED, UM, THE SAME TIME AS THE, UH, PHASE TWO COMES ON. WHAT, WHAT I DIDN'T DO WAS I KNEW WE HAD TO TAKE OUT A CO FOR IT BECAUSE IT'S A LARGE AMOUNT OF MONEY. I DIDN'T THINK ABOUT PUTTING THE DESIGN PART IN THE CIP FOR FY 24, STRICTLY SPEAKING. 'CAUSE I WAS THINKING THE WHOLE, THE WHOLE PROJECT CONSTRUCTION. SO REALLY WHAT THE THOUGHT PROCESS AND, AND WE TALKED WITH, UH, WALKER PARTNERS IS THAT WE'LL GET THE DESIGN DONE THIS YEAR, AND IT'S GONNA PROBABLY COME BACK IN MARCH, AND IT SHOULD HAPPEN OF MARCH OF THIS YEAR TO MARCH OF NEXT YEAR. AND THEN IT'LL GO OUT FOR, UM, CONSTRUCTION. SO NEXT YEAR WE'LL HAVE TO COME BACK. AND THAT'S THE KIND OF THE PHASE TWO OF, HUH, LITERALLY THE NEXT PHASE OF PHASE TWO A WOULD BE THEN TO DO THE CONSTRUCTION. UM, WE'LL HAVE TO SEE WHAT THE PRICE COMES BACK AT. UM, RIGHT NOW WE'RE, WE'RE BASING ON KIND OF WHAT THE $60 MILLION RANGE IS FOR RIGHT NOW, BUT THAT'S AN ABSOLUTE PROJECT THAT, THAT, THAT'S ABSOLUTELY NEEDED. SO I'D LIKE TO, TO STEP BACK AND, AND TALK ABOUT REAL QUICK, A LITTLE BIT MORE ABOUT THIS. SO WHEN, WHEN THEY WERE FIRST DESIGNING PHASE TWO AND I, THIS, I DID BRING UP 'CAUSE THINKING THROUGH, [00:15:01] THEY ONLY BUILT IT BECAUSE INITIALLY PHASE 1D WAS SUPPOSED TO BE BUILT WITH PHASE TWO. UH, IT HAPPENS, SO HAPPENS THAT THE BARGE CAN SUPPORT PHASE 1D AND WE'RE GONNA GET THAT BENEFIT HERE IN, IN NEXT YEAR, IN THE SUMMER OF 25. WHAT THEY DIDN'T THINK ABOUT IS THAT PHASE TWO IS GONNA COME ON MUCH FASTER. AND SO WE'RE, WE HAVE TO PROBABLY INITIATE BUYING SOME MORE ACTUAL PUMPS FOR THE PUMP STATION FOR PHASE TWO. NOW, I ASK THAT QUESTION BECAUSE WHAT WE DON'T WANT IS THAT WE'LL HAVE THE CAPACITY TO TREAT 62 MILLION GALLONS, BUT WITH THE PUMP CONFIGURATION THAT THEY CURRENTLY HAVE, THEY COULD ONLY SUPPLY, UM, 60 MILLION GALLONS. WELL, WE'RE 12 MILLION GALLONS OF THAT. SO THAT'S ONLY 48 MILLION GALLONS OF RAW WATER THAT COULD BE TAKEN. WELL, ROUND ROCK AND I ARE LIKE, AND OF CEDAR PARK, BECAUSE REMEMBER, THEY'RE NOT REALLY PART OF THIS, BUT IF SOMETHING HAPPENED TO ANYONE, ANYBODY ELSE'S PLANT TO INCLUDE OURS, YOU WANT THE FULL CAPACITY OF THE PLANT. THAT MEANS IF IT HAS THE CAPACITY TO TREAT 62 MILLION GALLONS, YOU WANT TO BE ABLE TO PUMP 62 MILLION GALLONS OR WALL WATER TO HAVE THAT FULL AMOUNT BECAUSE THE DAY THAT SOMETHING HAPPENS AND THEN SOMEBODY ASKS YOU, WELL, YOU CAN TREAT 62, BUT YOU CAN ONLY PUMP 42. YOU KNOW, WHAT WAS YOUR THINKING THERE? SO KIND OF AN UNFORESEEN, AND THIS IS ONE OF 'EM, IS THAT WE ARE GONNA GO AND ASK WHAT THE PRICE IS FOR THE SMALLER PUMP, WHICH IS 15 MILLION GALLONS AND A LARGER ONE, WHICH IS 30, TO DETERMINE WHAT CONFIGURATION WE NEED TO BETTER SUPPORT THE PHASE TWO AND OUR, AND OUR PLAN AS WELL. CEDAR PARKS HAVE ESSENTIALLY, BECAUSE OF THE LOCATION, THEY HAVE THEIR OWN PUMPS. IT, IT WAS PULLED OFF VERY WELL IN THE COLD AND WE JUST APPRECIATE EVERYBODY THAT WAS INVOLVED IN THAT. AND THE RESIDENTS WHO CAME OUT. IT WAS COLD , IT WAS COLD. UM, BUT, UM, BUT IT'S, YOU KNOW, IT'S A GOOD CAUSE AND, AND PEOPLE CAME TOGETHER AND THAT WAS BEAUTIFUL TO SEE. AND THEN WE ALSO HAD, UM, A LOT OF THE PUBLIC DOESN'T KNOW THIS. WE HAD A STRATEGIC MEETING LAST WEEK WITH ALL OF COUNCIL AND THEN WITH COUNCIL AND, AND OUR DIRECTORS. AND, UH, IT WAS WONDERFUL. AND I'M, I'M VERY HUMBLED AND PROUD OF EACH OF YOU AND, UM, I THINK WE GOT A LOT OF GOOD COMMUNICATION AND I AM LOVING ALL OF OUR STRATEGIC VALUE, OUR CORE VALUES FROM OUR STRATEGIC PLAN AND, UM, STAFF. I DON'T KNOW IF YOU KNOW THIS COUNCIL HAS OUR CORE VALUES AND YOURS UP HERE ON THE DAAS TONIGHT. AND I HOPE THAT WE'RE GONNA CONTINUE WITH THIS EVERY MEETING BECAUSE, UM, I KNOW I'VE ALREADY LOOKED BACK ON AND BEEN LIKE, OH YEAH, I, I KEEP TO MY CORE VALUES, UM, AND AND RESPECT OUR PROCESS. IT'S NOT IN LEANDER, BUT IT SERVES LEANDER. UM, TEXAS CHILDREN'S HOSPITAL IS THE BIG CHILDREN'S HOSPITAL THAT IS IN HOUSTON. AND OVER THE LAST 10 YEARS, THEY FOUND THAT 30,000 CHILDREN FROM THE GREATER AUSTIN AREA HAVE GONE ALL THE WAY OUT TO HOUSTON FOR THEIR CARE BECAUSE THEY COULDN'T GET THE LEVEL OF CARE THAT THEY NEEDED HERE. AND SO FOR THE FIRST TIME, UM, SOME OF THOSE KIDS ARE GONNA BE TREATED RIGHT HERE, 15 MINUTES AWAY BY LAKELINE MALL. AND THEY ACTUALLY IN THEIR OPENING TODAY, FEATURED, UM, A HIGH SCHOOLER RIGHT HERE FROM LEANDER WHO IN A HEART SCREENING, FOUND OUT HE HAD AN ISSUE AND HE NEEDED SURGERY AND HAD TO GO ALL THE WAY OUT TO HOUSTON. AND OH, IT'S A LOT. AND, UM, SEEING THE FAMILIES TODAY, JUST HAPPY THAT THEY DON'T HAVE TO MAKE THAT DRIVE, THAT'S GOING TO SERVE A LOT OF OUR RESIDENTS REALLY WELL. SO WE'RE HAPPY THAT THEY'RE HERE.
