I'M REPORTING ON THE ACTION TAKEN BY THE CITY COUNCIL DURING THE FEBRUARY 15TH MEETING.

UM, ON ITEMS THAT WERE PRESENTED BY THE PLANNING AND ZONING COMMISSION, UM, THE OAKMONT P WAS POSTPONED BY THE APPLICANT, AND THAT'S GONNA BE COMING BACK TO THE PLANNING AND ZONING COMMISSION FOR REVIEW.

THEY DID APPROVE THE BAGHDAD PLAZA MARKET MINOR POD, UM, WITH THE PROHIBITION OF VAPE SHOPS.

AND THAT'S IT FOR MY REPORT.

UH, SO, UM, THIS PARTICULAR ZENI IS FOR, UH, UPDATING OUR, UH, WASTEWATER, I'M SORRY, WATER MASTER PLAN, WHICH WAS, UH, COMPLETED, UM, UH, LAST YEAR ON 2023 AND AROUND JULY.

THE EXECUTIVE SUMMARY HAS THE DATE, UM, IN THERE, BUT THIS IS, UH, AS PART OF A COMPREHENSIVE PLAN FOR THE CITY OF LEANDER.

THIS, WHAT IT HAS IS THE, UM, YOU KNOW, PROPOSED PROJECTS FOR FIVE, 10, AND 20 YEARS FOR ALL THE WATER LINES AND, UH, UH, ELEVATOR STORAGE TANKS AND, UH, THE, UM, GROUND STORAGE TANKS THAT ARE GONNA HAVE TO BE BUILT TO, UM, HELP WITH THE DISTRIBUTION OF THE WATER SYSTEM IN CITY OF LEANDER.

SO THE LAST, UH, TIME IT WAS, UM, UH, DONE WAS, WAS, IT'S OUT OF DATE NOW.

SO WE HAD TO DO IT, WE HAVE TO DO IT EVERY FIVE YEARS.

SO THIS TIME AROUND, WE, WE HAD DONE IT LAST YEAR, SO IT, WE HAVE NOT BEEN ABLE TO TAKE IT TO THE COMPREHENSIVE PLAN THROUGH THE PROCESS.

SO WE'RE JUST DOING THAT, CATCHING UP WITH IT RIGHT NOW.

SO I'M HERE TO ANSWER ANY QUESTIONS YOU HAVE.

YEAH, JUST, UH, UH, A LITTLE CATCH UP ON PURPLE PIPE IS WE ACTUALLY HAVE A PROJECT THAT IS, UH, UNDER, UM, YOU KNOW, IT'S ALREADY UNDER BIDDING RIGHT NOW, UH, WHICH IS GONNA GO TO CONSTRUCTION TO BUILD THE VERY FIRST, UH, AFTER VIS.

SO SUBDIVISION HAS THEIR OWN RECLAIMED WATER SYSTEM, WHICH IS REQUIRED BY LCRA BECAUSE THEY HAVE TO, UM, BE A ZERO DISCHARGE FACILITY OVER THERE.

BUT THAT'S, THAT'S LCRA, THAT'S , WHICH IS A DIFFERENT DISTRIBUTION SYSTEM FOR THE, OUR WASTEWATER PLANT.

OVER HERE, WE ARE GONNA BUILD A NEW, YOU KNOW, SYSTEM AND START OUR VERY FIRST, UH, YOU KNOW, TRUNK LINE FOR THE PURPLE LINE THAT'S GONNA GO TO NORTHLINE AND

WHICH WILL BE SENDING, UM, YOU KNOW, REUSED WATER FOR IRRIGATION FOR NORTHLINE.

AND THE PLAN IS TO KEEP CONTINUING THAT DISTRIBUTION SYSTEM AND TAKE IT FURTHER AS WE DEVELOP THE CITY.

SO WHEN IS THE ONE NEAR NORTHLINE GOING TO BE COMPLETED OR STARTED, OR, UH, SO IT'S, UH, IT'S UNDER, UH, IT'S, UH, THE, THEY HAVEN'T DONE THE PRE-CONSTRUCTION, BUT IT WENT THROUGH THE BIDDING ALREADY.

OKAY.

UH, AND, UH, WE HAVE THE CONTRACTOR ALREADY IN PLACE, SO, UM, I DON'T REMEMBER THE TIMELINE, BUT USUALLY I WOULD SAY THE PROJECT PROBABLY WILL TAKE ABOUT 8, 6 8, UM, ALMOST LIKE AROUND A YEAR TO FINISH.

'CAUSE THEY HAVE TO, THEY HAVE SOME WORK IN THE WASTEWATER PLANT AND THEN THE, THE PURPLE LAND RUNS ALONG, UH, 20 TO 43 AND ALONG MAIN STREET, AND THEN IT GOES TO NORTHLINE, UH, OVER THERE.

DISCUSSION REGARDING THE COMPREHENSIVE PLAN, IMPLEMENTATION SCHEDULE, AND OLD TOWN MASTER PLAN IMPLEMENTATION AND CONSIDER ACTION ON RECOMMENDATIONS FROM THE PLANNING AND ZONING COMMISSION FOR THE FISCAL YEAR 24 25 BUDGET, AND CIP PLAN STAFF PRESENTATION.

DURING THE LAST MEETING OF FEBRUARY 8TH, THE COMMISSION DID VOTE UNANIMOUSLY TO POSTPONE ACTION TO THE MEETING OF THE SEC, THE 22ND TO ALLOW COMMISSIONERS TIME TO REVIEW THE IMPLEMENTATION PLAN.

WE'RE JUST HERE TO BRING IT BACK AND SEE IF YOU HAD ANY DISCUSSION, ANY IDEAS, SO YOU CAN MAKE A MOTION.

THE, UH, THE LACK OF SIDEWALKS BETWEEN HERO AND, UM, COMING ALL THE WAY DOWN TO OLD TOWN IS, UH, I THINK, UM, EVENTUALLY IF WE WAIT FOR ALL THAT LAND TO DEVELOP, IT'S GONNA BITE US.

SO I, I, I WOULD LIKE TO MAKE A, I WOULD LIKE TO RECOMMEND THAT WE REALLY REVISIT THAT WE, WE KEEP KICKING THAT CAN DOWN THE ROAD.

COMMISSIONER MAY LIKE TO REITERATE ABOUT THE HIGH SPEED INTERNET THROUGH THROUGHOUT THE TOWN.

I KNOW IT'S NOT A CITY BUDGET ITEM, BUT THERE'S MANY NEIGHBORHOODS, ESPECIALLY THE OLDER NEIGHBORHOODS WHERE THEY'RE STRUGGLING WITH DSL AT VERY LOW SPEEDS AND ALL THE NEW NEIGHBORHOODS.

WE'VE GOT NICE FIBER INTERNET WITH THE GIG SPEEDS AND LIKE TO SEE THAT, UH, PUSHED A LITTLE BIT BY THE CITY.

CAN I RESPOND TO THAT REAL QUICK? SURE.

UM, WE'VE ACTUALLY JUST HAD, UH, QUITE A FEW MEETINGS.

UM, I KNOW THAT SPECTRUM IS GOING INTO EXISTING NEIGHBORHOODS AND ADDING, UM, THEIR SERVICE.

SO WE ARE SEEING AN INCREASE IN THAT.

UM, AND WE'RE TRYING TO WORK WITH THEM TO HELP 'EM THROUGH THE PROCESS.

SO I THINK IT'S GOING THE RIGHT DIRECTION.

BEFORE I, UH, GIVE YOU MY IDEAS ON THAT, DID, DID YOU RECEIVE SOME SUGGESTIONS FROM COMMISSIONER OLIVER? HE WAS GOING TO SEND THEM TO YOU? OKAY.

UM, I WOULD LIKE TO SEE, UH, A PRIORITY ON TRAFFIC SIGNALS AND TURN LANES.

WE'VE GOT SOME AREAS WHERE IT'S GETTING OUTTA HAND AND AS THE GROWTH CONTINUES, I'D

LIKE TO SEE US PRIORITIZE THAT AND STAY AHEAD OF IT.

UM, LOOKING THROUGH THE OLD TOWN MASTER PLAN FOR SOME OF THE SUGGESTIONS THAT THEY HAVE, I THINK THAT, UH, WITH THE WATER EXPENSES BEING WHAT THEY ARE FOR THE NEXT FORESEEABLE FUTURE, I, I WANTED TO MAYBE DO ONE OR TWO OF THOSE, LIKE SPECIFICALLY THE, UH, MOVING THE 180 3 STUDY INTO THE TRANSPORTATION MASTER PLAN SO THAT IT KIND OF ALL GETS INCORPORATED WITH THE OLD TOWN AS YOU'RE LOOKING AT THAT TOGETHER.

AND THE PEDESTRIAN BRIDGE, I THOUGHT WAS VERY IMPORTANT, THE OLD TOWN PEDESTRIAN BRIDGE TO KIND OF CONNECT THE AREA ACROSS THE RAIL RAILROAD TO THIS PART OF, OF TOWN.

SO THOSE ARE MINE.

AND DOES ANYONE HAVE ANYTHING ELSE THEY'D LIKE TO ADD FOR CIP? OH, PARDON.

UM, NOT IN ANY ORDER OF IMPORTANCE I DON'T THINK, BUT, UM, OUR CHAIR HAD MENTIONED THE, THE NEED FOR, FOR SOME SAFETY ELEMENTS, LIGHTS, STOP SIGNS AND THINGS LIKE THAT, UH, GOING FORWARD AND, YOU KNOW, LOOKING AT THE, THE IMPLEMENTATION PLAN GOAL IN THE COMPREHENSIVE PLAN, PRIORITIZE STREET SAFETY ELEMENTS AND UPCOMING CIP PROJECTS, I, I'D RECOMMEND MAKING A PROJECT OUT OF THAT ITSELF.

AND SPECIFICALLY ABOUT THE, THE MEDIAN LANDSCAPING ON, UH, CRYSTAL FALLS PARKWAY.

UM, I KNOW THERE'S SOME WORK BEING DONE NOW BY PUBLIC WORKS AND PARKS DEPARTMENT TO CLEAN THAT UP AND IMPROVE THE AESTHETICS AND EVERYTHING, BUT LIVING OVER ON THAT SIDE OF LEANDER, UM, I SEE THE TRAFFIC PATTERNS AND I SEE HOW DANGEROUS THE LEFT TURNS ARE OUT OF THERE ON BOTH SIDES.

MAINLY TURNING FROM THE SOUTH SIDE OF, OF CRYSTAL FALLS PARKWAY TO HEAD, UH, WEST ON, ON OR ON ON CRYSTAL FALLS PARKWAY OFF OF GRAND LAKE PARKWAY.

UH, BUT LEFT TURNS THERE ALMOST UP AND DOWN THAT STRETCH, UH, THAT RUNS EAST OF TOLL 180 3 IS, IS HAZARDOUS.

SO IN ADDITION TO THE MAINTENANCE OF THOSE PLANTS, MOWING AND THE AESTHETICS AND WHATNOT, UM, I WOULD LOVE TO SEE A PROJECT MADE OF SOME REMOVAL OF PLANTS AND MAYBE REPLACEMENT WITH BOULDERS OR TURF GRASS OR SOMETHING THAT IMPROVES THE SIGHT LINES IN BOTH DIRECTIONS.

UM, I DRIVE THAT ROAD EVERY DAY AND KINDA LIVE IN THAT, THAT ENVIRONMENT.

AND THERE'S A LOT OF DISCUSSION IN THE NEIGHBORHOODS OVER THERE, AND I DON'T KNOW HOW MANY PEOPLE CONTACT THE CITY ABOUT IT.

UH, BUT I THINK IT'S, IT'S, IT WOULD BE A VERY WORTHWHILE PROJECT.

UM, AND ON THAT SAME LINE, THE, UH, THE SOUTH SIDE OF CRYSTAL FALLS PARKWAY, NEAR CRYSTAL SPRINGS AND COLD SPRINGS, UM, ALL THERE, THERE'S A LARGE TRACT OF LAND THERE, SEVERAL OF THEM THAT ARE KIND OF RIPE FOR DEVELOPMENT.

AND I, I, I DON'T KNOW IF IT'S POSSIBLE, BUT I WOULD ALMOST LIKE TO SEE APPROVAL OF DEVELOPMENT IN THOSE AREAS CONTINGENT ON WHAT WE'RE GONNA DO WITH SOME OF THE TRAFFIC SAFETY ELEMENTS.

UH, LIKE THE STOP SIGNS AND THE, THE, UH, STOP LIGHTS AND TURN LANES.

UM, IT'S, IT'S PRETTY HAZARDOUS JUST LEAVING TO TAKE KIDS TO SCHOOL IN THE MORNING OR GOING TO WORK RUSH HOUR, UH, CAN STACK CARS UP ON, ON GRAND LAKE PARKWAY OUT OF COLD SPRINGS FOR QUITE A WHILE, TURNING LEFT ONTO, ONTO, UH, CRYSTAL FALLS, UH, HEADED WEST.

AND, UM, I THINK LIGHTS OR SIGNS ARE, THEY'RE AN EVENTUALITY I THINK IN THERE AND I'D, I'D LOVE FOR US TO BE PROACTIVE ABOUT THAT.

UM, AND THEN FINALLY, UM, THIS REALLY HAS TO DO WITH ARCHITECTURE.

LOOKING AT THE, THE COMPREHENSIVE PLAN AND, AND THE, THE PLAN GOAL, 10.1 0.1, ENCOURAGE A VARIETY OF MARKET MARKET DRIVEN HOUSING TYPES.

UM, AND I WOULD LOVE TO MAKE A PROJECT OF THAT AS WELL, LOOKING AT, UH, ALL OF THE ORDINANCE AND THE REGULATIONS THAT, UM, IN SOME WAYS LIMIT WHAT CAN BE BUILT.

UM, I'M BIG ON ARCHITECTURAL DIVERSITY IN ANY KIND OF COMMUNITY AND, UM, BECAUSE OF SOME OF OUR RESTRICTIONS, YOU KNOW, THE, THE, THE EXTENDED GARAGES FOR EXAMPLE, UM, EVERYTHING'S KIND OF BECOMING FLAT FRONT.

UH, THE FACING THE FACES OF, OF HOUSES ARE ALL KIND OF FLAT IN THE FRONT.

AND I DON'T THINK IT WOULD BE BAD TO ADD SOME OF THE ARCHITECTURAL DIVERSITY THAT COMES IN WITH, WITH ALTERNATIVE PLANS THAT CURRENTLY CAN'T BE BUILT IN LEANDER.

SO I'D LOVE TO SEE A, UM, A A A PROJECT WHERE WE SURVEY BUILDERS ALONG WITH SURVEYING OUR OWN ORDINANCES AND, UH, AND WORK TOWARDS BETTER ARCHITECTURAL DIVERSITY ON THE NEW THINGS THAT CAN BE BUILT.

UM, THOSE ARE REALLY THE THREE TOP OF MIND THINGS.

UM, SO EVERY YEAR, I ALWAYS SAY THIS SINCE I'VE BEEN A COMMISSIONER, UM,

I REALLY FEEL THAT WE NEED TO TAKE SOME PERSONAL, LOCAL INVESTMENT IN OUR TRANSPORTATION WITHIN LEANDER.

AND SO WE, WE PUT IT OUT TO A VOTE.

WE HAVE A HUGE INVESTMENT IN CAP METRO THAT GETS OUR REGIONAL CONNECTION, BUT ALL OF OUR DEVELOPMENT, WE HAVE NO INTERCONNECTEDNESS WITHIN LEANDER.

AND WE HAVE, UH, A POPULATION THAT JUST CAN'T GET TO ALL THESE GREAT THINGS THAT WE'RE BUILDING NORTHLINE, UM, OLD TOWN, ANY OTHER DEVELOPMENT THAT WE HAVE.

AND SO WHAT I'VE SAID EVERY YEAR IS THAT WE NEED TO DO A PARTNERSHIP WITH, UH, CAP METRO AND LET'S BUILD BUS STOPS WITHIN A HALF MILE TO A MILE OF EVERY HOME IN LEANDER, RIGHT? THAT'S OUR PART OF IT.

AND THEN WE GET CAP METRO TO RUN BUSES CONTINUOUSLY ON A SCHEDULE THAT CONNECTS PEOPLE TO HEB, TO UH, UM, OH GOSH, THE HOSPITAL, UH, THE, THE POST OFFICE, YOU KNOW, ALL THE PLACES THAT PEOPLE WANT TO GO, UH, AS WELL AS OUR DEVELOPMENT.

AND I THINK THAT THAT WOULD BE A KEY PROJECT TO DO.

IT'S KIND OF SIMILAR TO 1.4 ON THE, ON THE, UM, CONNECTIVITY AND MOBILITY, BUT THAT'S ONLY TALKING ABOUT A CAP METRO SHUTTLE, WHICH IS ONLY BENEFITING PEOPLE COMING FROM SOMEWHERE ELSE.

IT'S NOT REALLY BIT BENEFITING LEAN LEANNA RESIDENTS.

'CAUSE WE WANT PEOPLE TO BE ABLE TO TAKE CAP METRO TO US AND THEN GO VISIT OLD TOWN AND THEN IT GOES BACK TO CAP METRO AND THEN THEY LEAVE US AGAIN.

WHAT I WANT TO DO IS HELP OUT LEANDER RESIDENTS THROUGH THIS.

AND SO THAT'S, UM, LIKE I SAID, I'VE SAID IT EVERY YEAR AND IT'S GOTTEN AS MUCH TRACTION AS YOU GUYS KNOW.

SO THEN IT DOESN'T COME TO PNZ WHERE WE GET A LOT OF CONSTERNATION FROM THE COMMUNITY BECAUSE THEY'LL COME AND VOICE THEIR OPINION AGAINST SOMETHING AND WE STILL HAVE TO VOTE FOR IT.

AS LONG AS IT DOESN'T REQUIRE ANY VARIANCES OR WAIVERS.

STAFF COULD APPROVE THAT AND IT WOULD NEVER COME HERE.

UH, AS, BUT PRELIMINARY PLATS AND FINAL PLATS, BECAUSE OF THE WAY THAT LOCAL GOVERNMENT CODE IS WRITTEN, THOSE WOULD STILL HAVE TO COME HERE.

SO I'M ONLY TALKING ABOUT CONCEPT PLANS AND, AND, UM, MINOR PLATS.
