WHEREAS THE MONARCH BUTTERFLY IS AN ICONIC NORTH AMERICAN SPECIES WHOSE MIGRATION AND LIFECYCLE FROM CATERPILLAR TO BUTTERFLY HAS CAPTURED THE IMAGINATION OF MILLIONS OF AMERICANS.
AND WHEREAS BOTH THE WESTERN AND EASTERN MONARCH POPULATIONS HAVE SEEN SIGNIFICANT DECLINES AND CITIES, TOWNS AND COUNTIES HAVE A CRITICAL ROLE TO PLAY TO HELP SAVE THE MONARCH BUTTERFLY.
AND WHEREAS THE CITY OF LEANDER IS PROUD TO TAKE PART IN THE EFFORT, AND I MAYOR CHRISTINE LYLE, SIGNED THE NATIONAL WILDLIFE FEDERATIONS MAYOR'S MONARCH PLEDGE AND HAVE OFFICIALLY COMMITTED TO TAKING MEANINGFUL ACTION TO PROTECT THE MONARCH BUTTERFLY.
AND WHEREAS EVERY RESIDENT OF THE CITY OF LEANDER CAN MAKE A DIFFERENCE FOR THE MONARCH BY PROVIDING AND RECOGNIZING A HABITAT FRIENDLY ENVIRONMENT FOR THEM.

IT'S A NATIONAL EFFORT BY THE NATIONAL, UH, WILDLIFE FEDERATION TO SUPPORT THE MONARCH BUTTERFLY THAT'S SEEN ITS POPULATION NUMBERS DROP DRAMATICALLY THE LAST FOUR DECADES.
SO WHAT WE DO IS WHEN YOU JOIN THE PLEDGE, ALONG

WITH MANY OTHER CITIES ACROSS TEXAS AND ACROSS THE COUNTRY, IS WE, UH, WE TRY TO TEACH PEOPLE, UH, ABOUT THE MONARCHS, UH, AND THEIR PROBLEM AND HOW TO SUPPORT THEM AND TAKE HOW TO TAKE ACTION TO HELP OUT.UM, AND THEN WE DO SOME NETWORKING PROJECTS WITH DIFFERENT COMMUNITY GROUPS TO KIND OF, KIND OF HELP, HELP PROMOTE THAT ALONG THE WAY.
UM, THEY INVOLVE THINGS SUCH AS ONLINE POSTS, UH, YOU KNOW, FACEBOOK, SOCIAL MEDIA.
UM, WE, LAST YEAR WE DID A, UH, WE HOSTED A SPEAKER FROM KANSAS FROM A GROUP CALLED MONARCH WATCH THAT'S VERY, VERY INVOLVED IN THIS.
UH, SHE WAS A MONARCH EXPERT AND SHE, YOU KNOW, GAVE US A, OUR RESIDENCE AND OUR ONLINE JUST A, UM, A, UM, WELL AS A TEAMS MEETING AND, UH, PRETTY WELL RECEIVED.
SO, WE'LL WE DOING MORE THINGS LIKE THAT, WORKING WITH HOAS AND, AND, UH, UM, SOME OTHER, OTHER ORGANIZATIONS TO TRY AND PROMOTE THE, YOU KNOW, UM, BUILDING HABITAT FOR THE MONARCH, WHICH IS BASICALLY NATIVE MILKWEED, THE GREEN AND ANTELOPES HORN.
WE, WE WANT PEOPLE TO PLANT THOSE.

UH, GOOD EVENING, MAYOR COUNCIL, DAN GRIMS, BOW, EXECUTIVE DIRECTOR OF INFRASTRUCTURE FOR THE CITY OF LANDER.
AND, UM, YES, A QUICK UPDATE ON THE, UH, RAW WATER LINE, UH, UH, GOOD NEWS.
SO, UM, PROBABLY UPDATE THE UPDATE A LITTLE BIT.
SO, UM, THIS IS KIND OF A, A, UM, QUICK RUNDOWN ON WHERE WE'RE AT.
UM, THEY'RE STILL ONLINE TO ACTUALLY HOPEFULLY FINISH THE END OF MARCH, EVEN THOUGH WE SAY, UM, EARLY APRIL.
UM, A COUPLE OF THE UPDATES, UH, YOU CAN SEE THE CONTRACTOR'S NOTES, UM, UM, HOW THEY, HOW THEY, HOW THEY KIND OF GIVE, YOU KNOW, BULLET FORMATS OF WHAT'S GOING ON.

THEY'RE INSTALLING THE REST OF THE, UH, SUPPORT STRUCTURES TO, UH, UM, HOLD THE PIPES IN PLACE.
THEY ACTUALLY DID THE TEST ON THOSE TO ENSURE THAT THE, THEY WOULDN'T BE PULLED IN ON ANY PARTICULAR DIRECTION.
SO WHAT THEY CALL THE PULL TEST IS COMPLETED.
UM, AND LET ME SWITCH TO THIS 'CAUSE IT'LL HELP, UH, THERE, THIS IS SOME, SOME PHOTOS OF THE, OF THE CREWS PUTTING IN, UM, THE STICKS OF PIPES IN THIS CASE.
THIS IS A, UM, UM, A BALL JOINT AREA FOR ALLOWING THE PIPE TO HAVE FLEXIBILITY.
UM, THIS IS, UH, ONE OF 24 VALVES THAT WERE REPLACED IN THE AIR RELIEF VALVES.
AND, UH, SOME OF IT HAD TO DO BECAUSE, UH, THEY DIDN'T WORK.
BUT ANOTHER THING IS THAT, THAT SOME OF THESE ARE, ARE DOWN SIX OR SEVEN FEET IN A MANHOLE.
UH, AND WHAT WE DID TO MAKE IT SAFER IS WE HAVE THE VALVES CONFIGURED AND WE WILL PUT LINKAGE TO THE SURFACE SO THEY CAN ACTUALLY OPERATE THE VALVE FROM THE SURFACE.
UH, 'CAUSE IF THE AIR RELIEF VALVE GOES, THE MANHOLE FILLS UP WITH WATER AND THEN, UM, YOU'D HAVE TO GO DOWN AIR TO OPERATE SAID VALVE.
AND SO, UM, THAT WAS ONE OF THE UPGRADES, UM, THAT, UM, WE THOUGHT WAS NEEDED AND IT WAS A GOOD TIME TO DO IT.
AND THEN THIS IS A GREAT, A GREAT PHOTO SHOWING A DIVER COMING OUTTA THE WATER.
AGAIN, I ALWAYS REMIND PEOPLE 40, 50 FEET DEEP.

THE LAST ONE TO REPORT, UM, AND HOPEFULLY YOU'LL SEE IT IN A WEEKLY, THERE'S A PHOTO OF THE 78 INCH BUTTERFLY VALVE THAT WE'RE INSTALLING.
AND, UM, THIS IS A, UH, A VIEW OF OF WHAT'S BEING REPLACED.
UH, THIS ONE IS THERE CURRENTLY, AND THERE WAS A, AT THE END OF THIS PIPE WAS A, A BULKHEAD.
AND YOU'VE SEEN PICTURES OF THAT.
IT'S THE BIG WHITE ONE WITH ALL THE, UM, NUTS AND BOLTS IN PLACE.
THEY REMOVED THAT, AND THEN THEY OPERATED THIS VALVE HERE TO MAKE SURE THAT IT WORKED.
HAS IT BEEN OPERATED IN A WHILE? IT DID.
THEY PUT IN A SHUT DIRECTION, AND THEN THEY'RE INSTALLING THE NEW BUTTERFLY VALVE AT THE END OF THE PIPE HERE.
WHY IS THAT NEEDED? UH, WE NEED, WHEN WE TIE IN THE PIPE, UM, THERE'S AN INTERNAL BULKHEAD THAT'S PROTECTING THIS RIGHT NOW.
'CAUSE IT DOESN'T HAVE WATER, UM, IN CASE THE, UH, AREA WAS THE FLOOD, AND WE DON'T WANNA GET WATER IN THERE.
SO WHEN A PERSON HAS TO GO IN HERE, THIS IS THE, UM, ACCESS POINT TO GET INSIDE HERE.
TO REMOVE THAT, YOU HAVE TWO VALVE PROTECTION.
SO THE PURPOSE WAS TO ENSURE THAT WE HAD PROPER PROTECTION FOR ANYBODY WORKING INSIDE THE, UH, INSIDE TO TRANSITION PIPE.
SO WITH THAT SAID, UH, AGAIN, WE'RE ON TIME, ON SCHEDULE AND, AND THINGS ARE MOVING FORWARD.
AND, UM, ANY QUESTIONS, COUNSEL? ANYTHING? PERFECT.

BUT, UH, THE IMPORTANT MESSAGE TONIGHT, I REALLY WANTED TO SAY, UM, IT IS HUMBLING TO SIT IN THIS CHAIR AND THIS WEEK HAS BEEN JUST ESPECIALLY HUMBLING.
AND I KNOW I'VE SAID THAT BEFORE, BUT, UM, WE COME ACROSS THESE POINTS WHERE, YOU KNOW, THE PUBLIC, I THINK THEY JUST BARELY SEE THE SURFACE OF WHAT EVERYBODY HERE DOES IN THE ORGANIZATION.
AND THERE IS SO MUCH HARD WORK AND DEDICATION AND WORKING INTO THE NIGHT.
AND THERE HAVE BEEN SO MANY OF THOSE THINGS THIS WEEK, UM, THAT HAVE IMPACTED SO MANY OF OUR RESIDENTS.
AND SO WE'VE GOT THE, UM, THE, THE PIPE REPLACEMENT AT B-C-R-U-A AND THE CREWS THERE ARE LITERALLY WORKING 24 HOURS A DAY IN THE WATER.
AND EVERYBODY AT OUR WATER TREATMENT PLANTS THAT'S MAKING SURE THAT THINGS ARE RUNNING, WE'RE GOOD, THE TAPS ARE TURNING ON.
AND, UM, AND THEN TO OUR RESIDENTS AS WELL.
BECAUSE SEEING ALL OF OUR, OUR SOCIAL MEDIA POSTS THAT ARE ALL IN GREEN, THAT'S INCREDIBLE.
AND, UM, OUR RESIDENTS ARE FANTASTIC.
UM, BUT, BUT MORE FANTASTIC STUFF FROM STAFF.
THE, UH, TITAN DEVELOPMENT TONIGHT.
IT'S SUCH AN EXCITING TIME FOR LEANDER AND I KNOW THAT IT TOOK A LOT OF WORK FROM A LOT OF OUR STAFF TO MAKE THAT HAPPEN.
AND IT'S GONNA BE SO GOOD FOR, FOR OUR CITY, UM, FOR YEARS AND YEARS TO COME.
AND THAT'S SUCH A GREAT GET AND I CAN'T THANK Y'ALL ENOUGH.
I KNOW I SCARED Y'ALL LAST WEEKEND WHEN, UH, MESSAGING STARTED GOING OUT THAT THERE WAS A TOWN HALL, I AGREED TO A PTA MEETING
I DID NOT KNOW IT WAS GOING TO BE BILLED AS A TOWN HALL.
UM, BUT I WAS SO HONORED AND HUMBLED WITH HOW MANY OF YOU CAME OUT TO SUPPORT THAT AND TO ANSWER THE RESIDENTS QUESTIONS AND TO GIVE UP YOUR EVENING.
AND I KNOW THERE WERE A TREMENDOUS AMOUNT OF HOURS OF WORK THAT WENT INTO PREPARING THOSE PRESENTATIONS AND MAKING SURE THAT YOU WERE ABLE TO ANSWER EVERY LITTLE QUESTION THAT ANYBODY HAD.
AND I CANNOT THANK YOU ENOUGH.
I WENT HOME FROM THAT LAST NIGHT AND I WAS SO HUMBLED TO WORK WITH EVERY SINGLE ONE OF YOU.
