AND WHEREAS THE CITY OF LEANDER IS A PARTNER IN THE ENVIRONMENTAL PROTECTION AGENCY'S WATER SENSE PROGRAM, WHICH PROMOTES WATER SAVING PRACTICES AND PRODUCTS IN COMMUNITIES ACROSS THE UNITED STATES.
AND WHEREAS LANDSCAPE IRRIGATION IS A MAJOR CONTRIBUTOR TO LEANDER WATER CONSUMPTION ACCOUNTING FOR TWO THIRDS OF THE CITY'S WATER USE IN JULY AND AUGUST.
AND WHEREAS ABOUT ONE THIRD OF ALL WATER THAT ENTERS SPRINKLER SYSTEMS IS WASTED DUE TO EXCESSIVELY LONG RUN TIMES PIPE LEAKS, BROKEN IRRIGATION HEADS RUNNING AT THE WRONG TIME OF DAY OR TOO SOON AFTER RAINFALL.
AND WHEREAS MORE KNOWLEDGE AND ATTENTION ON THE PART OF IRRIGATION SYSTEM OWNERS CAN SIGNIFICANTLY REDUCE THESE UNNEEDED IRRIGATION WATER LOSSES.
AND WHEREAS WATER SENSE PROMOTES SMART IRRIGATION PRACTICES THROUGH WATER CUSTOMER EDUCATION IN JULY OF EACH YEAR.

UM, OVER TIME WE'VE HAD A LOT OF REQUESTS FROM DEVELOPERS WHERE THEY WANNA SEE MORE OPTIONS FOR OUTDOOR ENTERTAINMENT.
AND IT'S, UM, ALSO ONE OF THE, UM, ACTION ITEMS FROM OUR COMPREHENSIVE PLAN IS TO, UM, ENCOURAGE MORE ENTERTAINMENT STYLE DEVELOPMENT.
UM, STAFF HAS DONE SOME RESEARCH AND WE FOUND, UM, SOME COMMUNITIES, UH, IN THE NORTH TEXAS AREA.
THEY'VE CREATED THIS OPTION WHERE YOU ADD AN OVERLAY TO A SPECIFIC AREA.
UM, SO STAFF HAS WRITTEN AN ORDINANCE THAT, UM, IT WOULD ALLOW FOR A PROPERTY OWNER TO REQUEST AN OVERLAY THAT GIVES SOME RELAXATION IN STANDARDS.
SO IT MAKES CHANGES TO HOURS OF OPERATION.
IT CAN ADD, UM, USES, ALLOW FOR OFF-PREMISE CONSUMPTION OF ALCOHOL, ALTERNATIVE LIGHTING AND SOME PARKING RELIEF.
AND, UM, THE INTENT IS, UH, EACH, EACH AREA WOULD BE A SEPARATE OVERLAY.
SO IF YOU HAD A DEVELOPER COME IN AND, UM, THEY'RE SURROUNDED BY RESIDENTIAL AND THE COMMUNITY IS NOT EXCITED ABOUT OUTDOOR NOISE, WELL, PART OF THEIR OVERLAY COULD PICK AND CHOOSE THINGS FROM THE LIST.
AND YOUR, YOUR HEARING PROCESS WOULD BE TO ACCOMMODATE THE NEIGHBORS AND STILL ENCOURAGE THE OUTDOOR ENTERTAINMENT.

TWO, I WANTED TO THANK THE PARKS FOR LIBERTY FEST AND IT WAS A GREAT TIME AND UH, THE MUSIC WAS GOOD AND IT JUST IS WELL RUN AND EVERYTHING.
I MEAN ALL THE CITY STAFF, EVERYONE THAT WAS THERE, PUBLIC WORKS, PARKS, FIRE, POLICE, I MEAN, WE GOT SOME INCREDIBLE, INCREDIBLE PEOPLE THAT WORK FOR THIS CITY AND UH, I'M JUST HAPPY TO LIVE HERE AND BE ABLE TO PARTICIPATE AND BE AT THOSE EVENTS WITH THESE FOLKS.
SIX, GLAD TO BE HERE AGAIN AND EVERYBODY HAVE A GOOD NIGHT.
UM, WE ISSUED A CERTIFICATE OF RECOGNITION FOR EDUCATION CONNECTIONS, 15TH ANNIVERSARY IN THE INTERIM BETWEEN OUR MEETINGS.
