I AM THE MANAGER FOR THE CAPITAL IMPROVEMENTS PROGRAM FOR CITY OF LEANDER.

THANK YOU VERY MUCH AND GOOD EVENING.

SO I'M HERE TONIGHT TO GIVE AN UPDATE WITH REGARDS TO RIGHT AWAY AND WOODVIEW IMPROVEMENTS AND JUMP RIGHT IN.

SO FOR THOSE WHO REMEMBER RIGHT AWAY, STARTED OUT AS COUNTY ROAD 2 71, WHICH WAS A TIGHT LITTLE BLESS YOU.

STARTED AS A TIGHT LITTLE ROADWAY GOING THROUGH THE HILL COUNTRY.

AND BACK IN 2005, WILEY WAS CONSTRUCTED.

AND IN 2008, FOLLOWING THAT, UH, RALPH'S HIGH SCHOOL WAS CONSTRUCTED.

SHORTLY THEREAFTER, WE REALIZED WE THAT ROAD'S PROBABLY TOO SMALL FOR THOSE TWO SCHOOLS.

2017, WE HAD FOLKS START MOVING INTO STEWART'S CROSSING 2018 INTO MARBELLA.

AND BY THAT TIME WE REALIZED THAT ROAD IS TOO SMALL.

SO THE CITY CAME IN AND THROUGH A BID BILL PROCESS, BID DESIGN, BID BILL PROCESS, WE HIRED CHASCO CONSTRUCTION LAST SUMMER, JULY, 2023.

AND THAT CONTRACTOR GOT TO WORK.

SINCE AUGUST, 2023, CHECO HAS INSTALLED OVER 4,400 LINEAR FEET OF NEW WATER PIPE, WHICH HELPS INCREASE THE PRESSURE AND FLOW RATE TO THAT AREA.

CHECO HAS INSTALLED OVER 32,000 LINEAR FEET OF CONDUIT FOR COMMUNICATION, FIBER AND POWER.

AND THOSE CONDUITS ARE INCLUDE CITY OF LEANERS, LICS, PS, AT&TS, VERIZONS, GRANDES SPECTRUMS, AND SUDDEN LINKS.

CHASCO IS ALSO INSTALLED IN, I CAN'T SAY THAT CORRECTLY, INSTALLED 5,000 LINEAR FEET OF STORM DRAIN AND RELATED INLETS AND SEPARATED DEVICES.

THESE ARE ALL UPDATED TO ATLAS 14 REQUIREMENTS.

CHA CHASCO HAS ALSO CONSTRICTED THREE MAJOR DETENTION PONDS AS WELL AS TWO SMALLER ONES.

THESE ARE ALSO DESIGNED AND BUILT FOR ATLAS 14 REQUIREMENTS.

AND THESE CAME WITH THEIR CHALLENGES SUCH AS US FINDING UN PREVIOUSLY KNOWN GEOTHERMAL WELLS AND GEOTHERMAL PIPES, WHICH ARE LSD USES FOR THEIR ENVIRONMENTAL SYSTEMS. WE DID HAVE TO LOWER A COUPLE OF WELLS AND RELOCATE QUITE A FEW PIPES THAT ALSO, AND JUST JUST TO LET Y'ALL KNOW, THAT DID CREATE ABOUT A FOUR MONTH DELAY ON POND NUMBER A AS WELL AS THE UH, STORM WATER SYSTEM INSTALLING OVER CHECO HAS INSTALLED OVER 17,000 SQUARE FEET OF STONE, WHICH IS USED FOR THE DETENTION PONDS.

10 POUND UP TO 1.5 MILLION GALLONS OF WATER PER HOUR.

THAT'S A LOT OF WATER.

CHACOS ALSO DEMOLISHED AND REMOVED OVER 16,000 SQUARE YARDS OF ASPHALT AND BASE, 26,000 SQUARE FEET OF SIDEWALK AND DRIVEWAYS AND OVER 4,000 LINEAR FEET OF POWER LINES.

TODAY, EVEN AS OF JULY 10TH, THEY HAVE PLACED IN CONSTRUCTED OVER 10,000 SQUARE YARDS OF HOT MIX ASPHALT AND BASE OVER 35,000 SQUARE FEET OF REINFORCED CONCRETE PAVINGS SIDEWALK AND DRIVEWAYS AND INSTALLED NEW TRAFFIC SIGNALS AND TWO CROSSWALK HAWKS.

WHAT I'VE GOT FOR YOU RIGHT NOW ARE A COUPLE OF VIDEOS, WHICH SHOWS YOU AS OF JULY 10TH, THE PROGRESS.

I WANTED TO SHARE YOU WITH THESE 'CAUSE IT'S A BIRD'S EYE VIEW IS ACTUALLY GIVES YOU A LITTLE BIT BETTER DETERMINATION.

YOU CAN SEE RIGHT HERE THAT WE DEMOLISHED THE WEST HALF OF THE ROAD AND HAVE CONSTRUCTED TWO LANE WIDTH SECTION.

YOU CAN SEE WHERE THERE IS, OH, THERE WE GO.

IT'S A LITTLE HARD MOVING TOO FAST FOR ME.

WE'VE GOT THE STORM WATERS, STORM DRAIN SYSTEMS IN, UH, WE'VE BUILT AND CONSTRUCTED CONCRETE APRONS FOR ALL THE DRIVEWAYS ON THE LEFT HAND SIDE OR THE WEST SIDE.

WE'VE CONSTRUCTED HALF OF THE DRIVEWAYS AND ACTUALLY AT THIS POINT IN TIME, WE CONSTRUCTED ALL THE DRIVEWAY APRONS ON THE EAST SIDE AS WELL.

YOU CAN SEE THOSE, THOSE ARE THE HAWKS, THOSE SIGNAL LOOKING THINGS RIGHT THERE.

THOSE ARE FOR CROSSWALKS.

AND WE HAVE TWO OF THOSE.

SO AS YOU CAN SEE, ALL THE POWER LINES ARE GONE.

EVERYTHING'S UNDERGROUND AT THIS POINT IN TIME.

WE HAVE SINCE MOVED OVER AND CHASCO STARTED DEMOLISHING THE NORTH LANE.

IT IS THE BASE THAT GOES UNDER CONCRETE.

CONCRETE HAS ACTUALLY BEEN INSTALLED OVER THIS.

AND SO NOW THIS LANE IS CURRENTLY DRIVABLE.

AND THIS IS VERY IMPORTANT BECAUSE WHAT'S GONNA HAPPEN NEXT IS FOR US TO PROGRESS, TO MOVE FORWARD.

WE ACTUALLY NEED TO COME IN AND WE NEED TO DEMOLISH THIS HERE, THIS WHAT WE CALL A QUADRANT.

SO THIS IS THE SOUTHWEST QUADRANT.

WE NEED TO DEMOLISH THE NORTHWEST QUADRANT AND THE SOUTHEAST QUADRANT.

THAT ALLOWS US TO BUILD UP THREE QUARTERS OF THE ROUNDABOUT.

WHEN WE DO THAT, IT HELPS US GET BACK TO OPENING UP ALL THE LANES AND HAVING TRAFFIC THAT CAN MOVE THROUGH THIS SECTION.

SO SINCE JULY 10TH, THOSE VIDEOS WERE JULY 10TH.

SINCE JULY 10TH, CHASCO HAS CONSTRUCTED THE SOUTHWEST QUADRANT OF THE ROUNDABOUT.

YOU CAN SEE ALL THE CONCRETE THERE ON THE RIGHT HAND SIDE THAT IS NOW DRIVABLE LANE AND CARS ARE NOW DRIVING ON THAT LANE.

THEY HAVE PAVED FROM 180 3 A.

THAT IS WOODVIEW THAT YOU SEE.

THOSE ARE THE SOUTH LANES ON WOODVIEW AND DEMOLISHED THE, UH, NORTH LANES ON WOODVIEW.

AND THEY'VE PAVED ALL THE WAY DOWN TO JUST SHY OF CRYSTAL FALLS PARKWAY.

WE DO HAVE A LITTLE BIT OF A PINCH POINT RIGHT THERE, AND WE'RE TRYING VERY HARD TO GET THAT DONE AND OPEN BEFORE SCHOOL OPENS.

IT'S, IT'S A LITTLE IFFY, BUT WE'RE TRYING VERY HARD TO GET THERE.

WE'RE CURRENTLY WAITING ON A DRY UTILITY TO GET RELOCATED.

UH, WE HAVE BEEN WORKING CLOSELY WITH OUR PARTNERSHIP OF LISD AND C-T-R-M-A.

EVIDENTLY, AS WE GO THROUGH THIS PROCESS, WE ARE CAUSING IMPACT TO OUR NEIGHBORS, TO THE CHURCHES, THE SCHOOLS, THE, THE, UM, RESIDENCES.

AND WE'VE BEEN TRYING VERY HARD TO, TO WORK WITH THESE GROUPS, PARTNERING WITH THEM, AND WE DISCUSS THE CHALLENGES.

WE, WE TRY TO DISCUSS THE DETOUR PATTERNS AND TRAFFIC FLOW.

WE TRY TO WORK CLOSELY WITH CTMA, EVIDENTLY WE AFFECT THEM GREATLY, WHATEVER WE CHOOSE TO DO, INCLUDING SIGNALS AND ANY KINDA DETOUR CHANGES.

AND WE DO ACCEPT FEEDBACK AND HAVE BEEN ACCEPTING FEEDBACK FROM THE NEIGHBORHOODS, THE PROPERTIES, UH, THE PARENTS AND STUDENTS.

WHAT I'M SHOWING HERE IS THAT ORIGINALLY OUR CONTRACTOR HAD DONE A SMASH UP JOB KILLING TO KEEP THIS PROJECT OPEN TWO WAYS AS FAR AS THEY COULD.

FOR THE LONGEST TIME IN MARCH, 2024, WE DID HAVE TO CLOSE OFF WOODVIEW TO ONE WAY SO WE COULD DEMOLISH THE SOUTH LANE OF ONE WOODVIEW TO ALLOW US TO CONSTRUCT THAT NEW LANE YOU'VE ALREADY SEEN.

AND WE KEPT MAINTAINED TWO WAY TRAFFIC ON RIGHT WAY UP UNTIL THE END OF MAY.

SO RIGHT AT THE 1ST OF JUNE, THEN WE SWITCHED OVER TO ONE WAY NORTHBOUND ON RIGHT WAY.

NOW WITH THERE ARE YARDS TO ALL THIS MAJOR CONSTRUCTION.

OF COURSE WE CAUSE DISRUPTIONS.

WE KNOW THAT AND WE ARE GREATLY APOLOGIZE, BUT WE'RE TRYING TO MITIGATE AS MUCH AS POSSIBLE.

THE BIG LINCHPINS THAT I HAD STATED IS THE ROUNDABOUT.

THE ROUNDABOUT IS THE MAIN THING THAT MAKES EVERYTHING WORK AND IT ALSO CREATES THE GREATEST DISRUPTION.

SO WE'VE BEEN WORKING VERY HARD TRYING TO GET THAT ROUNDABOUT GOING, BUT IT DOES REQUIRE SIGNIFICANT EXCAVATION.

WE HAVE TO DROP IT IN SOME PLACES AS MUCH AS TWO FEET.

UH, IT CAUSES A LOT OF REDIRECTION AND ROUTE CHANGES.

UH, SADLY BECAUSE WOODVIEW DRIVE AND RAIDER WAY, WHICH WAS COUNTY ROAD 1 72, THERE WAS NO OTHER

WAYS IN AND OUT.

SO WE HAVE LIMITED ACCESS TO THOSE NEIGHBORHOODS AND TO THE SCHOOLS, WHICH CAUSES US GREAT IMPACTS AND IT MAKES THOSE IMPACTS MUCH MORE SEVERE.

UH, AND THEN EVERY TIME WE TRIED TO, AS WE'RE WIDENING THE ROAD, OF COURSE WE TRY TO WORK AND MITIGATE WITH DRIVEWAYS, THE PEOPLE MOVING IN AND OUT AND BEING ABLE TO HELP EVERYBODY GET TO WHERE THEY NEED TO GO.

SO IT CREATES A STOP, STOP START APPROACH.

AND SO IT, IT'S, IT'S KIND OF SEEMS LIKE WE'RE MOVING BACK AND FORTH, BUT IT'S, IT'S TRYING TO MAKE SURE THAT WE CAN GET PEOPLE IN AND OUT AS MUCH AS POSSIBLE.

UH, IN JUNE AT THE START OF SUMMER, WE DID SWITCH TO ONE WAY ON RIGHT OF WAY THAT ALLOWED US TO CLOSE OFF THE WEST LANE OR WEST HALF OF RIGHT OF WAY, DEMOLISHED IT.

AND WE CONSTRUCTED THAT TWO LANE WIDTH THAT I SHOWED YOU IN THE, IN THE FLYOVER.

WE DID HAVE CERTAIN CONCERNS WHEN WE DID THIS.

UM, THERE'S A SEE HERE, EVIDENTLY WE HAVE CONCERNS AT, AT, UM, AT CRYSTAL FALLS AND WE HAVE CONCERNS OVER HERE WITH TRAFFIC COMING OUT ONTO THE, THE ACCESS ROAD.

NOW, AS WE'RE GOING THROUGH, I POINTED OUT AND I SHOWED Y'ALL THAT D UH, THE, I'M SORRY, THE ROUNDABOUT.

ROUNDABOUT IS A LINCHPIN AND I NEED TO BRING THAT UP AGAIN BECAUSE AS WE GO THROUGH AND WE START TO DEMOLISH THAT IT CREATES GREATER HEADACHES AND MORE CONCERNS AND WE'RE TRYING TO MOVE THROUGH THAT AS QUICKLY AS POSSIBLE SO WE CAN MITIGATE AND GET BACK TO TWO-WAY TRAFFIC AS QUICKLY, AS QUICKLY AS POSSIBLE.

SO WHAT WE'RE HAVING TO DO IS WE'RE HAVING TO SWITCH THE TRAFFIC.

AND WE'VE BEEN WORKING WITH THE RESIDENTS AND SCHOOL OFFICIALS WHO WERE VERY CONCERNED ABOUT MERGING ONTO, UM, RIGHT THERE.

AS WE HAVE THAT CONCERN, THERE WAS A CONCERN ABOUT THE MERGING ONTO THERE AND THE WAY THE TRAFFIC GOES UPWARDS TOWARDS 2243.

SO WE HAVE CHOSEN TO SWITCH THAT TRAFFIC PATTERN TO THE NEW CLOCKWISE PATTERN.

NOW WE DO ADD CAUTION BECAUSE THIS IS CURRENT DETOUR.

DETOUR HAS NEVER BEEN TESTED, SO WE'RE NOT EXACTLY SURE HOW IT'S GONNA WORK, WHICH MEANS WE NEED TO MONITOR IT CLOSELY AND MAKE ADJUSTMENTS AS WE NEED TO WHEN NEEDED.

UH, WE ARE GONNA HAVE AN OFF-DUTY POLICE PRESENCE THERE TO HELP IMPROVE WITH FLOW AT CRITICAL LOCATIONS AND FOR ANY KIND OF EMERGENCY RESPONSES AS NEEDED.

AND AS I SHOW YOU, THIS IS THE NEW FLOW PATTERNS.

WE DO HAVE A COUPLE OF CONCERNS COMING UP AS WE SHOWED, THERE IS A PINCH POINT CURRENTLY RIGHT HERE, WHICH FORCES TRAFFIC TO SLOW DOWN A LITTLE BIT AND BACK UP.

WE'RE GONNA TRY TO GET TO A POINT WHERE WE OPEN THAT UP AS QUICKLY AS POSSIBLE.

ONCE WE GET THE, UH, DRY UTILITY OUT OF THE WAY, WE HAVE A SECOND CONCERN THAT AT PEAK WE DO NOT KNOW EXACTLY HOW FAR THESE CARS WILL BACK UP.

WE DON'T KNOW IF THESE CARS WILL ACTUALLY BACK UP ONTO THE ACTUAL ACCESS ROAD.

AND IF THEY DO, WE'RE CONCERNED ABOUT THE SAFETY CONCERNS OF THAT.

ALSO, WE'RE CONCERNED THAT IF IT DOES BACK UP, WE HAVE THIS APARTMENT SYSTEM HERE, WE DON'T KNOW HOW FAR DOWN IT MIGHT BACK UP ON THAT ROAD.

SO IT'S SOMETHING WE'RE GONNA HAVE TO CONTINUE MONITORING AND WE'LL HAVE TO MAKE ADJUSTMENTS ON THE FLY.

THIS IS WHERE WE HAVE TO START REALLY DISCUSSING BECAUSE WE ARE GOING TO, AS I SHOWED Y'ALL THAT THAT OVERHEAD PHOTO OF THE ROUNDABOUT RIGHT THERE, RIGHT NOW CURRENTLY WE HAVE THIS SOUTHWEST QUADRANT CONSTRUCTED, SO TRAFFIC CAN EASILY FLOW THROUGH THERE FOR US TO GET AS QUICKLY AS POSSIBLE BACK TO TWO-WAY TRAFFIC.

WE NEED TO DEMOLISH BOTH THE NORTHWEST AND THE SOUTHEAST QUADRANTS AND GET THOSE CONSTRUCTED.

NOW WE'RE THINKING THAT SHOULD TAKE US ABOUT TWO MONTHS.

IT COULD TAKE US A LITTLE LONGER.

WE'RE THINKING WE'LL HAVE THAT OPEN SOMETIME IN MID TO LATE AUTUMN.

BUT BECAUSE OF THAT, BECAUSE IT CLOSES OFF RIGHT AWAY, IT IS GONNA FORCE US TO REQUIRE A DETOUR.

AND THE ONLY CLEAR DETOUR THAT WE HAVE IS THE DETOUR THAT'S COMING BACK DOWN THROUGH STEWART'S CROSSING.

CAMPO PARTNERS WITH LOCAL JURISDICTIONS TO PRODUCE A COORDINATED PLAN.

THIS IS A FLOW CHART OF THE RTP PROCESS.

CAMPO OPENS THE CALL FOR PROJECTS JURISDICTIONS SUCH AS CITIES, COUNTIES, TXDOT, C-T-R-M-A, USE PLANS AND STUDIES TO PROVIDE A LIST OF POTENTIAL PROJECTS.

THESE PROJECTS ARE SUBMITTED TO CAMPO FOR CONSIDERATION.

THE APPLICANT PROVIDES INFORMATION ON A VARIETY OF PERFORMANCE MEASURES TO INCLUDE SAFETY, MOBILITY, EQUITY, STEWARDSHIP, ECONOMY, AND INNOVATION.

APPLICATIONS ARE DUE AUGUST 16TH, 2024.

AND CAMPO ULTIMATELY DECIDES WHICH PROJECTS WILL BE INCLUDED IN THE RTP.

THESE ARE THE PROJECTS THAT STAFF HAS LOOKED AT, UM, WITH THE EXCLUSION OF THE US 180 3 PROJECTS.

AND THOSE ARE THE ONES THAT KIMBERLY HORN IS LOOKING AT, UH, AS PART OF THEIR CORRIDOR STUDY.

SO, UH, MY PROJECTS WILL EXCLUDE THOSE.

WE, WE PUT IT HERE JUST FOR THE VISUALIZATION.

WE CAN EASILY CHANGE ON THE APPLICATION BROAD STREET, SAY HERO STREET, UM, YOU KNOW, THAT'S ALL A PART OF THE FUTURE DESIGN WOULD DETERMINE THAT EXACT LOCATION.

BUT WE COULD ALSO INCLUDE ONE FURTHER NORTH NEAR METRO AS WELL.

THAT CONSIDERATION, I'D JUST LIKE TO SAY ON THAT SPOT RIGHT THERE, THERE IS, THAT IS A BRIDGE RIGHT THERE THAT GOES UNDER AND THERE IS A, A RAIL BRIDGE THERE.

SO JUST WANT TO REFRESH, UH, THAT A LITTLE BIT.

BUT, UH, ESSENTIALLY THE LAW, UH, REQUIRES AN ELECTION IF A TAXING JURISDICTION ADOPTS A MAINTENANCE AND OPERATING TAX RATE GREATER THAN 3.5% ABOVE WHAT'S CALLED THE, THE M AND O, NO NEW REVENUE RATE.

WE'LL GET INTO THAT IN A MINUTE.

UH, THE NO NEW REVENUE RATE IS THE RATE THAT WOULD BRING IN THE SAME AMOUNT OF REVENUE ON PROPERTIES THAT WERE ON THE ROLL LAST YEAR, UM, AND THIS YEAR.

SO IT EXCLUDES ANY NEW CONSTRUCTION, UM, DURING THE YEAR.

SO AT THE END OF THIS, UM, ITEM, THE CITY COUNCIL WILL NEED TO TAKE A, A RECORD VOTE, UM, AND TO CONSIDER A PROPOSED TAX RATE.

NOW, THE PROPOSED TAX RATE IS, UH, THE STATE'S TERMINOLOGY, BUT ESSENTIALLY IT SETS THE MAXIMUM RATE THAT THE COUNCIL CAN CONSIDER GOING FORWARD.

IT DOESN'T SET THE RATE TONIGHT, IT DOESN'T, UM, DO ANYTHING MORE THAN SET THE CEILING FOR WHAT YOU CAN CONSIDER, UH, DURING THE REST OF THE PROCESS WHEN YOU WOULD VOTE IN SEPTEMBER.

UH, AS I MENTIONED, THE NO NEW REVENUE, NO NEW REVENUE RATE IS THE RATE THAT WOULD PRODUCE THE SAME AMOUNT OF REVENUE IF APPLIED TO THE SAME PROPERTIES IN LAST YEAR.

AND THIS YEAR, THE VOTER APPROVAL RATE IS THE HIGHEST RATE YOU CAN ADOPT BEFORE TRIGGERING AN AN ELECTION, UH, BY THE VOTERS.

AND THAT RATE IS COMPRISED OF TWO SEPARATE PARTS.

THE FIRST PART IS THE, UM, VOTER APPROVED MAINTENANCE AND OPERATIONS RATE, WHICH IS ESSENTIALLY THE NO NEW REVENUE RATE PLUS THREE POINT A HALF PERCENT.

AND THEN IT ALSO INCLUDES, UH, THE DEBT RATE.

AND THE DEBT RATE IS WHATEVER THE RATE IS THAT IS NEEDED TO PAY YOUR EXISTING DEBT, YOU CAN'T FORECAST ANY NEW DEBT AND SET A RATE BASED ON FORECASTED DEBT.

SO, UH, THIS, UH, SLIDE IS, IS, UH, A LITTLE DIFFERENT THAN WHAT WAS PRESENTED TO YOU AT THE, UH, RECENT CITY COUNCIL, UH, RETREAT.

UH, WE HAVE RECEIVED THE FINAL CALCULATIONS FROM WILLIAMSON COUNTY TAX OFFICE THAT, UM, UM, UH, TELLS US WHAT THE OFFICIAL NUMBERS ARE.

AND SO THE CITY MANAGER'S PROPOSED RATE, UM, FOR TONIGHT FOR YOUR CONSIDERATION IS TO TAKE ADVANTAGE OF THE, OF THE MAXIMUM TAX RATE, UH, AS YOU WORK THROUGH THE BUDGET BETWEEN NOW AND SEPTEMBER WITHOUT GOING OVER THE ADOPTED RATE.

SO THERE, THE, UM, BY LAW, THE COUNCIL TONIGHT COULD VOTE TO CONSIDER AN EVEN HIGHER RATE, BUT THE, THE CITY MANAGER'S RECOMMENDATION IS THAT, UM, BETWEEN THE M AND O AND THE, UH, DEBT RATE, THAT THE TOTAL RATE NOT EXCEED THE CURRENT RATE, WHICH IS, UM, THIS AREA RIGHT HERE, 41 72, 82 IS THE, IS THE CURRENT RATE.

THE, UM, MAINTENANCE AND OPERATIONS RATE IS SLIGHTLY HIGHER THAN WHAT, UH, YOU SAW ON FRIDAY OF LAST WEEK DURING THE RETREAT.

AND, UH, AS A RESULT THAT PRODUCES, UH, ADDITIONAL REVENUE IN THE GENERAL FUND.

AND, AND I'LL GET TO THAT, UH, DURING MY PRESENTATION.

BUT, UH, IN TERMS OF WHAT HOMEOWNERS CAN EXPECT, UM, THIS IS INFORMATION THAT IS BASED ON, UM, HOMESTEAD PROPERTY.

AND THEN THE BLUE, WHAT WE SHOWED YOU LAST WEEK WAS $4.3 MILLION TRANSFER FROM THE GENERAL FUND SURPLUS RESERVES INTO THE CAPITAL PROJECTS FUND WITH THE HIGHER, UM, UH, M AND O RATE THAT GENERATES MORE PROPERTY TAX REVENUE.

AND, UH, AS I MENTIONED, THAT ADDITIONAL REVENUE IS $2 MILLION.

SO THE CITY CITY MANAGER'S RECOMMENDATION IS TO TAKE THAT ADDITIONAL REVENUE AND PUT IT INTO THE CAPITAL PROJECTS FUND.

UH, AND THAT TIES INTO THE, THE LARGER DISCUSSION REGARDING, UH, PLANNING AND MANAGING CAPITAL PROJECTS.

UM, UH, GOING, GOING FORWARD.

HERE'S ANOTHER SNAPSHOT OF THAT, BUT, UM, THE, UM, OF THE 6 MILLION, $6.3 MILLION OF, OF CAPITAL FUNDS IN THE GENERAL FUND AVAILABLE, UH, THE CITY MANAGERS, UH, CHECKED A, UH, SEVERAL OF THE REQUESTS THAT THE DEPARTMENTS HAVE HAVE ASKED FOR.

WE'VE MODELED THOSE, LOOKED AT THOSE FUTURE CONDITIONS.

UM, A FEW POTENTIAL NEWS SIGNALS OR NEW TREATMENTS.

UM, A FEW CROSSWALKS, UM, SOME SORT OF SIGNALIZATION FOR THE CROSSWALK, EITHER A RAPID FLASHING BEACON OR A PEDESTRIAN HYBRID BEACON LIKE THE HAWKS THAT YOU SAW AS A PART OF THE RAIDER WAY, UM, PRESENTATION, UM, ENHANCEMENTS TO THE RAILROAD GRADE CROSSINGS WHERE WE'RE SH WHERE WE'RE ADDING SHARED USE PATHS IN ALIGNMENT WITH THE RED LINE TRAIL.

UM, RIGHT.

SO IF YOU HAVE MANY PEOPLE WALKING AND BIKING ACROSS THE RAILROAD TRACKS, PROVIDING GATE ARMS FOR THOSE AND, UH, FILLING IN THE GAPS IN THE SIDEWALK,

UM, BUT THE ULTIMATE LINE ITEM ON THE RTP IS JUST GOING TO BE THE ROADWAY ENHANCEMENT WITH THOSE, UM, TYPES OF IMPROVEMENTS CALLED OUT MORE GENERALLY ACROSS THE CORRIDOR.

UM, AND SO THERE'S OPTIONS IN THE FUTURE FOR THAT TO BE AMENDED OR CHANGED.

UM, IF THERE ARE ASPECTS OF IT THAT WE WANT TO TAKE OUT TO REDUCE THE POTENTIAL FUTURE COST OF THOSE, WE COULD, UM, BUT AS EMILY WAS SAYING, UM, BETTER TO SORT OF MAKE SURE WE'RE PROVIDING WHAT WE WOULD THINK WOULD COVER THE PROJECT OVERALL.

AND WE EVALUATED THREE DIFFERENT SCENARIOS.

ONE WAS JUST THE EXISTING CONDITION.

ONE WAS IF WE LOOKED AT A SIX LANE, UM, UH, CROSS SECTION INSTEAD OF THE CURRENT FOUR THROUGH LANES.

AND THEN WE LOOKED AT FOUR LANES WITH A MEDIAN, UM, TO PROVIDE, YOU KNOW, LEFT TURN, UH, PROTECTIONS AND, UH, MORE UNIFORM TRAFFIC FLOW, TAKING SOME OF THE CHAOS OUT.

AND THE FOUR LANE PERFORMED, UH, SIMILARLY TO THE SIX LANE.

AND WHAT WE FOUND WHEN WE DID OUR SMALLER ANALYSIS AT THE INTERSECTION LEVEL, UM, USING THOSE PROJECTED VOLUMES, THAT REALLY INTERSECTION IMPROVEMENTS WITH ADDING TURN LANES, IMPROVING SIGNAL TIMING ONCE THAT CAPACITY IMPROVEMENT WAS THERE, WAS REALLY WHAT WAS MOVING THE NEEDLE TO IMPROVE TRAFFIC CONGESTION.

SO I THINK, UM, SOME OF THIS IS, IS STILL A LITTLE BIT PREMATURE BECAUSE THE, THE WHOLE PROJECT IS NOT DONE RIGHT.
