LET THE RECORD SHOW THAT ALL COMMISSIONERS ARE PRESENT AND ACCOUNTED FOR, WITH THE EXCEPTION OF COMMISSIONER, COMMISSIONER LAND TRIPP.

DIRECTOR'S REPORT, DIRECTOR GRIFFIN.

GOOD EVENING.

UM, I'M REPORTING ON ITEMS THAT WERE PRESENTED TO THE CITY COUNCIL DURING THEIR DECEMBER 5TH MEETING THAT, UM, REPORTED FROM THE PLANNING AND ZONING COMMISSION.

UM, THE FIRST ITEM IS THE NORTHLINE, UH, PLANNED UNIT DEVELOPMENT AMENDMENT NUMBER TWO, THEY DID APPROVE THE SECOND READING OF THE ORDINANCE.

AND THEN THE NEXT ONE IS THE HIGH GABRIEL TOWNSHIP PLANNED UNIT DEVELOPMENT.

UM, THIS ONE, I THINK Y'ALL RECALL WE HAD QUITE A FEW NEIGHBORS THAT, UM, HAD CONCERNS, UH, ABOUT THE DEVELOPMENT.

UM, THEY DID SHOW UP TO THE, THE MEETING AGAIN TO TALK ABOUT THE CASE.

UM, AS PART OF THE UPDATE TO THE PUD, WE'RE WORKING WITH THE FIRE DEPARTMENT ON SOME OPTIONS TO DO A CRASH GATE.

SO THEY WON'T HAVE ACCESS TO RIVA RIDGE.

THEIR PLAN IS TO BUILD HIGH GABRIEL EAST AS THEIR SECONDARY CONNECTION.

UM, SO WE SHOULD HAVE, UH, THAT DOCUMENT READY FOR THE POSTING TOMORROW.

AND THEN THE NEXT ONE IS THE SIMPSON TRACK ZONING CASE.

UM, THIS ONE WAS APPROVED AND IT'S ACTUALLY NOT.

THE SECOND READING WAS THE FIRST READING, SO IT'LL GO TO COUNCIL AGAIN.

AND THEN LONE STAR LANDING, SAME SITUATION.

SO THEY, THEY ALSO BROUGHT UP, UM, CONCERNS ABOUT THE, THE ROADS AND THE, THE DRAINAGE AND THAT THOSE ARE ALL THINGS THAT WE'RE GONNA ADDRESS DURING THE, UM, SUBDIVISION PROCESS.

AND THEY REVIEWED THE ALPA TREE REMOVAL PERMIT AND APPROVED THE REQUEST.

AND THEN THEY ALSO TOOK ACTION ON THE COMPOSITE ZONING ORDINANCE.

AND I SKIPPED THIS ONE.

UM, THE SCOTTS MINE PUB WAS APPROVED.

THAT'S THE ONE THAT'S ACROSS FROM, UH, LEANDER SPRINGS.

AND THEN THEY TOOK ACTION ON THE COMPOSITE ZONING ORDINANCE, AMENDMENT, UM, SITE DEVELOPMENT AND DRY UTILITIES CHANGES TO ALLOW FOR THE EARLY GRADING AND THE UPDATES TO THE DRY UTILITY PROCESS.

WE'RE VERY EXCITED ABOUT THAT ONE.

THIS PROPERTY IS LOCATED AT THE NORTHEAST CORNER OF HERO WAY AND UH, 180 3 A TOLL ROAD.

UH, THE ORIGINAL PUD WAS ADOPTED IN 2018 AND INCLUDED 37 ACRES AND TOTAL OF THREE LOTS.

UH, SO YOU CAN SEE THIS WOULD BE ONE LOT, ANOTHER LOT AND THEN THE THIRD LOT IS UH, UP HERE.

UM, UH, LOT ONE BLOCK B IS CURRENTLY DEVELOPED AS THE HYUNDAI HONDA AND UH, FUTURE HYUNDAI DEALERSHIP, UH, LOT ONE BLOCK A IS PROPOSED TO BE A FUTURE EXPANSION OF THE EXISTING DEALERSHIP AND COMMERCIAL LOT THAT'S TO THE NORTH.

UH, THE APPLICANT HAS SUBMITTED THIS REQUEST IN ORDER TO DEVELOP THE LOT TWO BLOCK B AS A NEW AUTOMOBILE DEALERSHIP AND REMOVE THE LIMITATION ON OUTDOOR STORAGE.

THE ORIGINAL PUD UH, RELAXED THE STORAGE AND SCREENING REQUIREMENTS SPECIFICALLY FOR LOT ONE BLOCK B UH, WHERE THE CURRENT DEALERSHIP ACTUALLY IS, UH, AND APPLIED THE, THE REST OF THE BASE ZONING DISTRICT STANDARDS, UH, TO THE REST OF THE PROPERTY.

UH, THIS PROPO PROPOSAL IS A REQUEST TO MATCH THE USE IN OUTDOOR STORAGE FROM THE ORIGINAL PUD, UH, OF LOT ONE BLOCK B TO LOT TWO BLOCK B, UH, WHICH IS TO THE SOUTH.

BUT, UM, SPECIAL CONSIDERATIONS.

SO, UH, ONE OF THE REASONS IS IN THE TYPE FOUR UH, SITE COMPONENT.

UH, THEY WOULD BE LIMITED TO 60% OF THE GROSS FLOOR AREA OF THE PRIMARY BUILDING FOR OUTDOOR STORAGE.

UH, AND I LOOKED IT UP RIGHT BEFORE THIS, IT LOOKS LIKE, UH, THAT WOULD BE ABOUT THE GROSS FLOOR AREA WAS 36,000 SQUARE FEET.

SO, UM, THEY'D BE LIMITED TO 22%, 22,000 SQUARE FEET, UH, FOR OUTDOOR STORAGE.

UM, IF YOU LOOK ON SHEET TWO OF THE PLANNING ANALYSIS, UH, THERE'S AN EXAMPLE OF THE RIGHT OF WAY THAT'S GOING TO BE TAKEN FOR THE EXPANSION OF HERO WAY AND 180 3 A TOLL ROAD.

SO A SIGNIFICANT PORTION

OF THIS PROPERTY IS ACTUALLY GOING TO BE FUTURE RIGHT OF WAY.

UM, SO IF YOU'RE THINKING THE ENTIRE AREA WOULD BE UM, CAR DEALERSHIP, IT'S ACTUALLY GONNA BE HALF OF THIS PARCEL.

UM, SO THE PROPOSED USE WITH THE IS COMPATIBLE WITH THE BASE ZONING DISTRICT OF GC FOUR A.

UH, IT'S ALSO COMPATIBLE WITH THE SURROUNDING LAND USES OF THE REGIONAL, UH, COMMERCIAL BUSINESSES.

UH, SO STAFF RECOMMENDS APPROVAL OF THIS P AMENDMENT AND THE APPLICANT IS HERE.

I'M CARINA CASTILLO WITH THE PLANNING DEPARTMENT.

THIS REQUEST IS THE FIRST STEP IN THE ORDINANCE PROCESS.

THE CITY HAS BEEN ACTIVELY WORKING TO IMPROVE THE WIRELESS COMMUNICATION FACILITY ORDINANCE TO HELP IMPLEMENT THE COMPREHENSIVE PLAN THROUGH FACILITATING BROADBAND AND WIRELESS SERVICE.

UH, WCF, THE WIRELESS COMMUNICATION FACILITY IS COMMONLY KNOWN AS A CELL TOWER AND DIS ASSOCIATED STRUCTURES.

THE CITY HAS NOT UPDATED THIS ORDINANCE IN OVER 20 YEARS AND THERE IS A NEED TO UPDATE THE REQUIREMENTS TO ADDRESS NEW TECHNOLOGIES.

STAFF HAS WORKED WITH THE COMMUNI WITH A COMMUNICATIONS PROVIDER THAT HAS SUPPLIED A MODEL ORDINANCE FOR THE WCF FROM THE WIRELESS INFRASTRUCTURE ASSOCIATION AND HAS REVIEWED ORDINANCES FROM THE SURROUNDING COMMUNITIES.

THIS UPDATE IS AN OVERHAUL OF THE ORDINANCE THAT WILL ACCOMMODATE FOR NEW TECHNOLOGIES AND HELP WITH THE EXPANSION OF THE BROADBAND AND WIRELESS SERVICE FOR THE CITY.

THE AMENDMENTS INCLUDE THE ADDITION OF DEFINITIONS INCLUDING NEW TECHNOLOGIES, CLARIFICATION REGARDING PERMITTED USES, LOCATIONS, SORRY.

UH, REMOVAL OF THE WIRELESS COMMUNICATION DEVELOPMENT PLAN ESTABLISHES AN ADMINISTRATIVE APPROVAL PROCESS WITH AN APPEAL OPTION TO THE COMMISSION AND COUNCIL INCREASES THE TOWER HYPE AND CLARIFICATION ON THE DEVELOPMENT STANDARDS FOR WCF.

FOLLOWING THE POSTING OF THE AGENDA, WE DID MAKE SOME CHANGES.

WE WERE COMMUNICATING WITH ONE OF OUR PROVIDERS, UM, TO GET SOME FEEDBACK AND THEY, THEY DID PROVIDE SOME FEEDBACK FOR US AND WE JUST ADDED SOME ADDITIONAL LANGUAGE THAT THEY SEE NECESSARY FOR, FOR THEM.

UM, AND WE JUST MADE SOME CLEAN UP ON SOME OF THE ITEMS, SO YOU'LL SEE THAT IN THE HANDOUT THAT WAS GIVEN TO YOU.

AND I WILL BE AVAILABLE IF YOU GUYS HAVE ANY QUESTIONS.

AND WITH THAT WE WILL, CAN I SAY SOMETHING REAL QUICK? ABSOLUTELY.

SO, UM, I'VE, I'VE BEEN WITH THE CITY SINCE, UM, 2008 AND, UM, WE HAVE IMPLEMENTED THE ORDINANCE, UM, ONE TIME TO ADD ON TO AN EXISTING ENCLOSURE.

AND, UM, SINCE THEN WE HAVEN'T HAD APPLICATIONS AND WE'VE HAD A LOT OF, UH, CONCERNS AND COMPLAINTS FROM PROVIDERS BECAUSE IT IS SO DATED.

AND THE WIRELESS COMMUNICATION FACILITIES PLAN BECAME A CUMBERSOME PROCESS FOR THEM.

'CAUSE IT WAS ALMOST LIKE DOING A DUPLICATE SITE DEVELOPMENT.

SO YOU'D PRESENT A PLAN AND THEN THEY NEVER GOT PAST THAT PLAN SUBMITTAL 'CAUSE IT WAS A LOT OF WORK.

SO I THINK, UM, THIS ORDINANCE IS GONNA BE VERY HELPFUL TO ENCOURAGE, UM, MORE ACTIVITY.

AND WE DID HAVE A, A MEETING WITH SOME PROVIDERS WHERE THEY SAID WE HAVE SOME DEFINITE, UM, UH, DARK SPOTS AND THEY'RE TRYING TO COME UP WITH LOCATIONS AND WE'RE TRYING TO WORK WITH THEM TO, UM, EXPAND THE SERVICE.

'CAUSE IT IS A, IT'S A BIG NEED FOR THE CITY.

UM, I THINK THAT KIND OF STRUCTURE IN AN ORDINANCE AND, AND, AND A PIECE OF COMMUNICATION MATTERS, UH, WHEN PEOPLE LOOK AT IT.

SO I WOULD, I WOULD ENCOURAGE COUNSEL, UH, TO TAKE A LOOK AT THAT AND, AND MAYBE CHANGE THAT.

AND THAT TO ME IS A PIECE OF THIS ORDINANCE THAT, THAT REALLY COMMUNICATES FLEXIBILITY BUILT INTO IT.
