I'M REPORTING ON ITEMS THAT WERE, UM, FORWARDED TO THE CITY COUNCIL BY THE PLANNING AND ZONING COMMISSION FROM THE JANUARY 2ND MEETING.

UM, THE COUNCIL DID CONDUCT THE SECOND READING OF THE PIONEER FARMSTEAD, UM, JANUARY 2ND, AND IT'S BEEN A WHILE SINCE THE UM, COMMISSION HAS SEEN THAT ITEM.

THEY DID REMOVE ALL OF THE RESIDENTIALS, SO THEIR ZONING CASE FOCUSED ON THE COMMERCIAL PORTION.

UM, THEY ALSO REVIEWED THE, UM, PAG LEANDER AMENDMENT TWO, UM, AND RECOMMENDED APPROVAL.

SO THEY'LL HAVE THE SECOND READING ON THE NEXT AGENDA.

AND THEN THEY, UM, REVIEWED THE WIRELESS COMMUNICATION FACILITIES PLAN, UH, OR ORDINANCE AMENDMENT AND RECOMMENDED APPROVAL.

CONSIDER ACTION REGARDING ZONING CASE Z DASH 24 DASH 0 1 4 7 TO AMEND THE CURRENT ZONING OF INTERIM S FFR ONE B, SINGLE FAMILY RURAL TO SFE TWO, A SINGLE FAMILY ESTATE, UH, WITH THE REST AS DESCRIBED, UH, IN THE AGENDA HERE.

UM, SO THIS IS TO DISCUSS AND CONSIDER ACTION ON TWO CASES.

IT IS A COMPREHENSIVE PLAN, AMENDMENT AND THE ZONING CASE.

AND THE APPLICANT HAS SUBMITTED A REQUEST TO CHANGE THE DESIGNATED FUTURE LAND USE CATEGORY AND THE ZONING DISTRICT OF THEIR PROPERTY IN ORDER TO DEVELOP A LARGE LOT SINGLE FAMILY RESIDENTIAL DISTRICT.

AND THE APPLICANT HAS SUBMITTED A PETITION FOR ANNEXATION OF THIS TRACK AS WELL.

THE PROPERTY IS SUBJECT TO THE ANNEXATION DEVELOPMENT AGREEMENT THAT REQUIRES THAT THE PROPERTY IS ANNEXED INTO THE CITY LIMITS WHEN REDEVELOPED WHEN REDEVELOPMENT IS PROPOSED.

THE APPLICANT HAS SUBMITTED THE ANNEXATION REQUEST FOR REVIEW AND IT MUST BE APPROVED BEFORE THE ZONING REQUEST MAY BE APPROVED BY THE CITY COUNCIL.

THE RESOLUTION TO ADOPT THIS ANNEXATION IS SCHEDULED TO BE HEARD ON THE MARCH 6TH.

UM, SO I'M SORRY, THE RESOLUTION IS FEBRUARY 6TH AND THE PUBLIC HEARING WILL BE ON MARCH 6TH.

UM, THE RESOLUTION THAT WAS ADOPTED BY THE CITY COUNCIL IN OCTOBER OF 22 THAT LIMIT THE CON LIMIT CONSIDERATION OF ZONING REQUEST TO SEEK TO ADD RESIDENTIAL LOTS.

UM, THIS RESOLUTION PRIORITIZES LARGE LOT LOW DENSITY RESIDENTIAL DEVELOPMENT SUCH AS S-F-R-S-F-E AND SFS.

AND THE APPLICANT HAS PRESENTED A DEVELOPMENT PROPOSAL REVIEW FOR THIS REQUEST.

DURING THE JULY 18TH, 2024 MEETING, UM, THE CITY COUNCIL SUPPORTED THE PROPOSAL REGARDING THE RESIDENTIAL DEVELOPMENT LOCATED NORTH OF THE INTERSECTION OF 1 75 AND CARTHAGE STREET.

UM, THE PROPERTY IS LOCATED, I'M GONNA PULL UP THE AREA HERE.

UM, IT IS LOCATED EAST OF 1 75 AND NORTH OF THE EDGEWOOD SUBDIVISION.

TO THE WEST OF THE SIDE IS THE SINGLE FAMILY RESIDENCE.

THE AREAS THAT ARE TO THE NORTH AND THE SOUTH ARE MOSTLY UNDEVELOPED.

THERE'S THE GREEN, UM, GRASS PATCH.

INK IS LOCATED DIRECTLY TO THE EAST OF THE SIDE AND LOCATED OUTSIDE OF THE CITY LIMITS.

AND LET'S SEE WHAT ELSE WE HAVE.

THE CITY COUNCIL HEARD THAT DEVELOPMENT PROPOSAL FOR THE COMPREHENSIVE PLAN AMENDMENT TO CHANGE THE SITE FROM THE EMPLOYMENT CENTER TO RESIDENTIAL RESIDENTIAL, NEIGHBORHOOD RESIDENTIAL AND VOTED TO SUPPORT THE REQUEST.

SO THE REQUEST FOR SFE TWO A IS COMPATIBLE WITH THE PROPOSED NEIGHBORHOOD RESIDENTIAL FUTURE LAND USE CATEGORY.

THE DENSITY IS ALSO CONSISTENT WITH THE WATER RESOLUTION ORDINANCE, WHICH PRIORITIZES LARGE LOT RESIDENTIAL AND NEIGHBORHOOD RESIDENTIAL FUTURE LAND USE CATEGORY.

SO STAFF DOES RECOMMEND APPROVAL OF BOTH THE COMPREHENSIVE PLAN AMENDMENT AND THE ZONING, UM, ZONING REQUEST

CONTINGENT ON THE ANNEXATION BEING APPROVED.

SO THERE WILL BE A DELAY ON THE ADOPTION OF THE ZONING CASE, BUT THE COMPREHENSIVE PLAN WILL PROCEED WITH THE SCHEDULE THAT WAS POSTED.

WE, UM, BROUGHT THIS BEFORE COUNCIL JUST TO KIND OF GET THEIR PULSE.

WE PURCHASED THIS LAND A LITTLE OVER A YEAR AGO WITH THE INTENT TO BRING IT IN AS EMPLOYMENT DISTRICT AND AS WE'VE BEEN, UM, COMMUTING BACK AND FORTH TO THE SITE, IT, IT QUICKLY BECAME APPARENT THAT IT WOULD BE A LITTLE BIT TRAGIC TO, TO CLEAR IT FOR COMMERCIAL USE.

AND SO WE, WE PROPOSED TO COUNSEL THE IDEA OF TAKING IT TO LARGE LOT RESIDENTIAL.

UM, THIS IS THE, A PRELIMINARY LAYOUT THAT WE'VE COME UP WITH.

OBVIOUSLY THERE'S GONNA NEED TO BE SOME CHANGES AS WE GO THROUGH IT WITH ENGINEERING, ET CETERA.

BUT THIS WAS THE, THE PRETTIEST REPRESENTATION WE HAD.

UM, IT'S 20 ACRES LOCATED AS WAS MENTIONED, JUST EAST OF COUNTY ROAD 1 75 AND JUST NORTH OF, UM, WILD, WILD LEAF SUBDIVISION.

I THINK IT'S CALLED EDGEWOOD.

AND THEN PARKSIDE ON THE RIVER, OBVIOUSLY JUST EAST OF US.

EVERYTHING UP ALONG 2243 IS UNDEVELOPED.

UM, AND I THINK WAITING TO BE DEVELOPED AS THEY LOOK AT PROPOSALS TO, UM, TO WIDEN 180 3 AND CONNECT IT TO HERO WAY, ET CETERA.

SO THIS IS THE CURRENT, UM, FUTURE LAND USE PLAN.

AS YOU CAN SEE OUR PROPERTY.

DOES THIS HAVE A POINTER? YEAH, THERE WE GO.

IS THIS LITTLE OFFSHOOT OF THE RESIDENCE OF THE, UM, COMMERCIAL EMPLOYMENT CENTER.

AND SO OUR PROPOSAL WOULD JUST KIND OF CUT THIS LITTLE SECTION THAT GOES DOWN TO 1 75 AND REMOVE IT AND TAKE IT RESIDENTIAL, YOU KNOW, CONSISTENT WITH THE AREAS TO THE NORTH AND TO THE SOUTH EXCEPT LARGER LOT.

SO, UM, THIS IS THE CURRENT STATE OF THE PROPERTY.

THERE'S JUST A LOT OF REALLY BIG TREES.

AND THEN TOPOGRAPHY WISE, IT'S A REALLY, REALLY PRETTY SITE.

IF YOU EVER HAVE A CHANCE TO GO OUT THERE, IT'S VERY PRETTY.

BUT, UM, THERE'S A RESIDENTIAL HOME ON IT RIGHT NOW, AND THEN WE'D LOOK AT PUTTING IN APPROXIMATELY 40 TO 45 LARGE LOTS.

UH, MY ONLY QUESTION IS DID THE REACH OUT TO THE NEIGHBORS AROUND IT AND I GUESS MOSTLY THE ONES TO THE EAST AND THE SOUTH THAT ARE GONNA BE SANDWICHED IN BETWEEN RESIDENTIAL.

YOU KNOW, I DIDN'T KNOW IF THEY HAD OTHER VISIONS FOR THEIR PROPERTY AND, YOU KNOW, KIND OF COMPREHENSIVE PLAN.

AND IF WE, THE CITY DOES AND THE THE COMMISSION UPDATES THE COMPREHENSIVE PLAN, YOU KNOW, IT KIND OF MAKES SENSE THAT THEY WOULD GET LUMPED IN WITH THIS CHANGE TO THE COMPREHENSIVE PLAN AND WE, SO IT WOULD BE GREAT IF THEY WOULD'VE, UM, COORDINATED WITH THEM, BUT IT'S NOT SOMETHING THE CITY WOULD HAVE INITIATED ON THEIR BEHALF.

THEY DO HAVE TO SUBMIT THAT REQUEST.

UM, IF WE DID INITIATE IT, IT IS A LONGER PROCESS FOR US.

WE DO HAVE TO GET ALL THE PROPERTY OWNERS TO SIGN OFF ON IT AND WE DO CHANGE THE CATEGORIES.

UM, BUT WE COULD ALWAYS CONSIDER IT AT THE COMPREHENSIVE PLAN WHEN WE REDO THE, THE MAP.

IT'S, IT DOES SEEM APPROPRIATE, BUT YEAH, IT DOES PUT A COUPLE PROPERTIES IN A SET, A UNIQUE PRECEDENT THAT THEY'RE GONNA, THEY COULD, THEY'RE TECHNICALLY STILL DOES NOT ALIGN WITH THE COMPREHENSIVE PLAN IF THOSE OWN PROPERTY OWNERS WANT WANTED TO GO A DIFFERENT WAY.

SO I'M ACTUALLY IN FAVOR OF THIS.

YOU KNOW, MY ONLY CONCERN WOULD BE IF, IF THE COMPREHENSIVE PLAN STAYS AS IT IS, THEN WE HAVE THIS NEIGHBORHOOD OF PEOPLE WHO'S GONNA COME BEFORE US.

ANYTIME ANYBODY TRIES TO DEVELOP BUSINESS AROUND THEM IN THE EMPLOYMENT CENTER AND SAY, YOU KNOW, WELL WE DON'T WANT THAT BUSINESS BEHIND US.

THE TYPE FOUR SITE COMPONENT ALLOW ALLOWS OUTDOOR DISPLAY WHEN LOCATED ON THE SAME SITE AS A PERMANENT BUSINESS THAT IT IS ASSOCIATED WITH.

THIS REQUEST IS TO ALLOW FOR THE VEHICLE INVENTORY PARKING ASSOCIATED WITH THAT TO OCCUR ON A LOT WITHOUT, WITH, WITH THE NEIGHBORING DEALERSHIP, UM, WITHOUT A PRIMARY BUILDING THAT'S HOUSING THE BUSINESS.

THE PROPOSED PHASE TWO IS INTENDED TO DEVELOP AS RETAIL AND OR COMMERCIAL USES IN THE FUTURE.

UM, THIS ZONING CASE IS TITLED AS AMENDMENT NUMBER TWO.

THESE, THESE ZONING CASE THAT IS TITLED AS AMENDMENT NUMBER TWO IS SCHEDULED FOR APPROVAL BY THE CITY COUNCIL ON JANUARY 16TH.

THEY JUST KIND OF WENT OUT OF ORDER JUST BASED ON HOW THE REVIEW TIME WENT.

THE PROPERTY IS LOCATED AT THE INTERSECTION OF AUTO PARK DRIVE AND 180 3 TOLL ROAD.

AND IT IS, UM, TO THE SOUTH IS THE HONDA AND THE HYUNDAI DEALERSHIPS PROPERTIES TO THE NORTH AND THE EAST ARE CURRENTLY UNDEVELOPED.

THE PROPERTIES TO THE WEST ARE CURRENTLY ZONED FOR A GAS STATION AND A HOME IMPROVEMENT BUSINESS, WHICH ARE QUICKTRIP AND THE HOME DEPOT.

AND THERE HAVE BEEN TWO OTHER CASES, WHICH IS THE ORIGINAL PUT THAT WAS APPROVED IN DECEMBER OF 2018.

AND THEN THE AMENDMENT NUMBER TWO, WHICH IS, UM, SCHEDULED TO BE APPROVED ON THE 16TH OF THIS MONTH.

AND THEN THERE'S ALSO SOME SUBDIVISIONS THAT HAVE, UM, APPLICATIONS THAT HAVE BEEN APPROVED.

THE CONCEPT PLAN AND THE PRELIM PLAT WERE APPROVED ALSO IN 2018 WITH THE PUD AND THE FINAL PLAT IS CURRENTLY UNDER REVIEW.

SO THAT ONE HAS NOT BEEN FINALIZED YET AND THE PROPERTY IS PART OF THAT ORIGINAL, UM, PUD, WHICH INCLUDED A RANGE OF WAIVERS ASSOCIATED WITH THE AUTOMOTIVE, AUTOMOTIVE MOBILE DEALERSHIP ON LOT ONE BLOCK B.

THE ZONING REQUEST DOES NOT CHANGE THOSE PREVIOUS CONTENTS OF THE PUD.

THE REQUEST WOULD ALLOW FOR THE STORAGE OF VEHICLES OF THE AUTOMOTIVE DEALERSHIPS WITHOUT THAT PRIMARY BUILDING.

AND THE PHASE TWO OF THE SITE IS PROPOSED TO BE, UM, RETAIL AND OR COMMERCIAL USES IN THE FUTURE.

THE PROPOSED USES ARE COMPATIBLE WITH THE BAY ZONING DISTRICT OF GC FOUR A AND IS COMPATIBLE WITH THE SURROUNDING LAND USES AS A REGIONAL COMMERCIAL BUSINESS.

STAFF DOES RECOMMEND APPROVAL OF THE PUT AMENDMENT AND THE APPLICANT IS AVAILABLE FOR ANY QUESTIONS.
