I THINK IT IS IMPORTANT THAT FOR CRITICAL RESOURCES, THE PEOPLE WHO ALREADY HAVE BEEN PROMISED THESE RESOURCES, WE MAKE SURE THAT THEY HAVE THEM FIRST. ALL THE CITIZENS IN THE SURROUNDING AREAS. SO I THINK THAT WE'RE REALLY RUNNING SHORT OF WATER TO BE APPROVING MORE SUBDIVISIONS. THE OTHER ISSUE IS THE ROAD, NAMELESS ROAD. IT WAS A PROBLEM EVEN BEFORE TREVISO'S BACK ENTRANCE STARTED OPENING OUT ONTO IT RIGHT THERE AT A LOW WATER CROSSING, I THINK IS A HUGE POTENTIAL FOR TRAFFIC ACCIDENTS. THIS NEW DEVELOPMENT. STAFF HAS RECEIVED NUMEROUS CONCERNS REGARDING TRAFFIC SPEED AND THE SAFETY OF PEDESTRIANS CROSSING NORTH LAKELINE BOULEVARD IN THIS AREA, PARTICULARLY AT THE INTERSECTIONS OF PLANO LANE AND SONNY DRIVE, WHERE THERE ARE PAINTED CROSSWALKS WITH NO SIGNALIZATION. IN DECEMBER 2020, FOR A TRAFFIC INVESTIGATION WAS COMPLETED, WHICH INVOLVED A SURVEY OF ACTUAL MOTORIST SPEEDS DURING FREE FLOW CONDITIONS. THIS SURVEY PROVIDED THE 85 PERCENTILE SPEED OF 50 MILES AN HOUR, WHICH IS THE SPEED AT OR BELOW 85% OF YOUR MOTORIST TRAVEL. FHWA AND TXDOT GUIDELINES RECOMMEND SETTING THE SPEED LIMIT WITHIN FIVE MILES PER HOUR OF THE 85 PERCENTILE SPEED, UNLESS THERE ARE OTHER RISK CONSIDERATIONS. STAFF IDENTIFIED THE FOLLOWING FACTORS TO CONSIDER IN THIS AREA. PREVALENCE OF PEDESTRIAN TRAFFIC. CURVILINEAR ALIGNMENT OF THE ROAD. PRESENCE OF A NEIGHBORHOOD AMENITY POOL, AND THEREFORE RECOMMENDS REDUCING THE SPEED LIMIT TO 40 MILES AN HOUR. TXDOT ADVISES NOT POSTING A SPEED LIMIT LOWER THAN 10% BELOW THE 85 PERCENTILE SPEED. SINCE AN UNREASONABLY LOW SPEED LIMITS HAVE NOT BEEN SHOWN TO BE AN EFFECTIVE WAY TO CONTROL SPEED, AND WOULD BE DIFFICULT TO ENFORCE BY REDUCING THE SPEED LIMIT TO 40 MILES AN HOUR. THIS WILL INCREASE DRIVER AWARENESS AND IMPROVE SAFETY FOR THE PEDESTRIAN CROSSINGS. THIS IS FOCUSED ON BUILDERS OF HOMES WHO ARE BUILDING HOMES. SO THE PERSON WHO THE PERSON WOULD BE ENTITLED TO A REFUND OF STATE SALES TAX FOR CERTAIN BUILDING MATERIALS THAT THEY USE TO CONSTRUCT A SINGLE FAMILY HOME AND MULTI-FAMILY HOME. I WOULD LIKE TO BRING FORWARD AT THE FEBRUARY 20TH CITY COUNCIL MEETING, A RESOLUTION TO ADOPT A LEGISLATIVE PROGRAM ON HOW WE MOVE FORWARD IN TERMS OF WHAT OUR PRIORITIES, THE DIRECTION AND AUTHORIZING, YOU KNOW, THE CITY MANAGER'S OFFICE TO ACT IN REGARD TO THAT. SO BEING ABLE TO GO TO THE CAPITOL AND SPEAKING WITH OUR REPRESENTATIVES AND, YOU KNOW, REALLY PUTTING I THINK WITH US BEING HERE IN THE NORTH AUSTIN AREA AND BEING IN CLOSE PROXIMITY TO CAPITOL, WOULD REALLY WE COULD REALLY TAKE ADVANTAGE OF THAT. AND SO I JUST WANTED TO GIVE SOME PRIORITY LEGISLATIVE EXAMPLES FOR COUNCIL JUST TO THINK ABOUT. AND SO THE FIRST ONE IS SELF-GOVERNANCE. SO WE'RE SEEING THIS TREND RIGHT WITH PREEMPTING CITIES OF THEIR LOCAL AUTHORITY. THAT'S SOMETHING WE DEFINITELY WANT TO PRESERVE AND DEFINITELY WANT TO FIGHT FOR. AND THIS IS ALSO A COMMON THEME AMONGST OTHER CITIES IN TEXAS AS WELL. SO JUST, YOU KNOW, BEING ABLE TO OPPOSE LEGISLATION THAT WOULD ERODE OUR AUTHORITY, ANY BILLS THAT WOULD IMPOSE AN UNFUNDED MANDATE THAT WOULD, YOU KNOW, BE BURDENSOME TO OUR CITIZENS. AND SO REALLY FOCUSING ON OUR SELF-GOVERNANCE. ANOTHER THING IS FINANCIAL STABILITY. SO WE'RE SEEING A LOT OF THOSE PROPERTY TAX RELIEF BILLS, A LOT OF THESE OTHER SALES TAX RELATED BILLS THAT COULD REALLY AFFECT US. AND REALLY JUST ADVOCATING FOR THOSE BILLS THAT WOULD ENHANCE OUR ECONOMIC DEVELOPMENT AND OPPOSING THOSE BILLS THAT WOULD IMPOSE, YOU KNOW, STATE, STATE, YOU KNOW, UNFUNDED MANDATES ON OUR CITIZENS AND ANOTHER KIND OF REVENUE AND TAX CAPS AS WELL. AGAIN, DEVELOPING AUTHORITY, AS YOU SAW, WITH ALL THE LAND USE AND ANNEXATION RELATED BILLS, BEING ABLE TO CONTROL HOW WE DEVELOP OUR OWN COMMUNITIES. AND THAT'S EVERYTHING FROM THE ANNEXATION TO EMINENT DOMAIN TO ZONING. I THINK THERE WAS A NEW BILL THAT CAME UP THAT'S FOCUSED ON STRIPPING THE STRIPPING CITIES ABILITY TO PURSUE EMINENT DOMAIN IN SOME CASES. AND SO REALLY BEING ABLE TO BE IN CONTROL IN TERMS OF DEVELOPMENT.AND ALSO HIGH QUALITY OF LIFE, YOU KNOW, SUPPORTING THOSE LEGISLATION THAT PROVIDES FUNDING TO CITIES, YOU KNOW, FOR DIFFERENT WATER SYSTEMS, TRANSPORTATION SYSTEMS, ROADWAYS, ECONOMIC DEVELOPMENT, PUBLIC SAFETY, YOU KNOW, ALL THOSE ALL THOSE THINGS THAT, YOU KNOW, MAKE COMMUNITIES THRIVE. AND SO, YOU KNOW, THOSE ARE JUST SOME EXAMPLES OF DIFFERENT PRIORITIES FOR Y'ALL TO THINK ABOUT. AND SO LIKE I MENTIONED, I'D LIKE TO BRING FORWARD THE RESOLUTION. I WOULD LOVE TO SEE SOMETHING LIKE, YOU KNOW, TRANSPORTATION, JUST SUPPORT OR OPPOSE THINGS THAT WOULD ADVANCE LEANDER'S POSITION FOR FUTURE INTRODUCTION AND PASSAGE OF CHANGES TO TRANSPORTATION LAW THAT WOULD BE IN OUR INTEREST. AND I DON'T KNOW HOW WE WANT TO PHRASE THAT, BUT I WOULD LOVE TO JUST HAVE THAT AUTHORITY TO SPEAK ON BEHALF OF THE CITY, TO OUR LEGISLATORS OR ANY OTHER LEGISLATORS THAT WE JUST FIND RIGHT, AND REACH OUT TO AND JUST TALK ABOUT THE NEED FOR COMPREHENSIVE TRANSPORTATION AND SHARED COST. YEAH. AND THAT IS A DISCUSSION TOO, THAT I'VE HAD WITH A LOT OF CITIES. SO GEORGETOWN HAS, YOU KNOW, BEEN A BIG PLAYER IN THE NORTH AUSTIN AREA. AND SO I'VE BEEN HAVING THOSE CONVERSATIONS WITH THEM TOO, IN REGARDS TO TRANSPORTATION AND THE WATER SYSTEM. YOU KNOW, IT'S A REGIONAL IT'S A REGIONAL SOURCE AND REALLY IDENTIFYING WAYS THAT WE NEED TO COLLABORATE BECAUSE EVERYBODY'S AFFECTED. SO ABSOLUTELY. AND GETTING ALL OF THAT TOGETHER AND JUST BEING, YOU KNOW, REGIONALLY HAVING OUR STUFF TOGETHER, ALL OF US, IT'S GOING TO MAKE AUSTIN THE WHOLE AREA JUST A POWERHOUSE. YEAH, RIGHT.
