IN 2024, THERE WERE 165 OFFICERS KILLED IN THE LINE OF DUTY, 165 MOMS, DADS AND UNCLES, AUNTS, COACHES, FRIENDS THAT DIDN'T GET TO GO HOME. 19 OF THOSE WERE FROM TEXAS. AND THIS YEAR IN 2025, AS OF TODAY, THERE WAS 2023 ACROSS OUR NATION. AND FOUR OF THOSE WERE FROM TEXAS. SO THERE'S EVEN FOR MYSELF, YOU KNOW, I'VE HAD TWO PEOPLE IN MY FAMILY WHO WERE KILLED IN LINE OF DUTY AS POLICE OFFICERS. I DIDN'T KNOW THEM PERSONALLY BECAUSE IT HAPPENED BEFORE I WAS ONE WAS BEFORE I WAS BORN AND ONE WHEN I WAS A LITTLE BIT YOUNGER. BUT I CAN TELL YOU, JUST GROWING UP THROUGH THAT AND JUST KIND OF HEARING OVER AND OVER, WE KEEP HEARING FROM PEOPLE. IT WAS REFERRED TO THE HOUSE COMMITTEE BACK IN LATE MARCH. AND SO AS OF NOW, I THINK THIS BILL IS AT A STANDSTILL. SO. LOTS OF ANNEXATION BILLS AND THEY'RE COMING AROUND FROM A LOT OF BIG CITIES SUCH AS AUSTIN AND HOUSTON AND HOUSE BILL 1318. THIS WOULD REQUIRE CITIES TO PAY FOR TRANSFERRED PROPERTY AND DAMAGES TO A MUNICIPALLY OWNED UTILITY SEEKING A CCN FOR WATER AND SEWER DURING ANNEXATION. THIS HAS PASSED THE HOUSE AND IT WAS REFERRED TO THE SENATE COMMITTEE LAST OR THIS WEEK. SO. ECONOMIC DEVELOPMENT BILLS, [00:50:07] SENATE BILL 878. THIS IS A BILL THAT HAS BEEN REOCCURRING IN PAST SESSIONS, AND IT WOULD RESTRICT CITIES FROM PROVIDING PROPERTY TAX ABATEMENTS, AN EXEMPTION IN ECONOMIC DEVELOPMENT AGREEMENTS. IT DID PASS THE SENATE SIMILAR TO THE LAST SESSION. IT HAS BEEN REFERRED TO THE HOUSE COMMITTEE LAST WEEK. SO WE'LL SEE. THIS MAKES IT ON FOR DEBATE FOR NEXT WEEK. IT DID PASS THE HOUSE COMMITTEE, AND IT WAS SENT TO THE HOUSE CALENDAR. SO TO PREFACE, THERE IS A HUGE BACKLOG AND HOUSE BILLS RIGHT NOW. SENATE BILL 1405 WOULD EXEMPT INTERNET ACCESS SERVICES FROM SALES TAX, AND THIS IS A HUGE PUSH TO HAVE INCREASED INTERNET AFFORDABILITY ACROSS THE STATE. IT DID PASS SENATE. IT DOES HAVE A SCHEDULED HEARING TOMORROW IN HOUSE COMMITTEE, WHICH I'LL BE BE ATTENDING TOMORROW. SIMILARLY, THERE IS SENATE BILL 9924 THAT'S RELATED TO CABLE FRANCHISE FEES, WHICH WOULD TAKE THAT OUT. AND SO THAT BILL WOULD PROHIBIT A CITY FROM COLLECTING SPECIFICALLY CABLE FRANCHISES. SO THE PURPOSE IS TO PROVIDE ASSISTANCE IN DRAFTING THE PUD SPECIFICALLY FOR THIS AREA. THE DEVELOPMENT IN THIS AREA IS INTENDED TO BE CAMPUS STYLE WITH PRIMARY EMPLOYERS. RESIDENTIAL AND RETAIL USES ARE ALLOWED, BUT IT WOULD BE TO SUPPORT THOSE PRIMARY EMPLOYERS. SO WE DO HAVE EXAMPLES THROUGHOUT. WE CAN STOP AND LOOK AT THEM AS WE GO. THESE ARE IN DALLAS AND PLANO. SOME OF THE PREFERRED USES THAT WE'VE LISTED ARE OFFICES LARGER THAN 25,000FT■!S, VERTICAL MIXED USE MULTIFAMILY, AND THEN JUST STANDALONE MULTIFAMILY AND ENTERTAINMENT, INDOOR AND OUTDOOR. AND THEN WE DO HAVE ADDITIONAL USES THAT ARE LISTED, AND THOSE WOULD BE WITH CONTINUOUS BUILDING FRONTAGE. SO WE WOULDN'T HAVE ANY PAD SITES OR ANY DRIVE THRUS PERMITTED. SO THAT PICTURE ON THE BOTTOM WHERE IT'S THE SHOPS AT LEGACY IN PLANO, IT WOULD BE SOMETHING LIKE THAT. WE'VE SAT ON MULTIPLE PRE-DEVELOPMENT MEETINGS ON SOME LOCATIONS THAT ARE NOT ON THAT MASTER AGREEMENT, IF WE CAN GET THAT APPROVED, THERE ARE TWO LOCATIONS ON CITY OWNED PROPERTY RIGHT NOW THAT WE'RE DOING SOME PRE WORK ON RIGHT NOW, SO THAT IF WE CAN GET THIS MASTER AGREEMENT DONE, THEN HOPEFULLY WE CAN TRY TO GET THOSE TWO LOCATIONS BUILT BY THE END OF THE YEAR. WE HAVE BEEN PROMISING THE CARRIERS THAT THAT WE THINK WE CAN GET THAT DONE. SO JUST TO TALK ABOUT THE MASTER AGREEMENT ITSELF, JUST ON A HIGH LEVEL. SO THE MASTER AGREEMENT IS A THE MASTER AGREEMENT IS A PRE-NEGOTIATED AGREEMENT THAT HANDLES A LOT OF THE GENERAL TERMS, SO THAT I BELIEVE LAST YEAR WE SHARED A LIST OF APPROXIMATELY 20 LOCATIONS AROUND THE CITY THAT ARE EITHER ON ON CITY OWNED PROPERTY OR ISD OWNED PROPERTY. AND IF WE HAD TO NEGOTIATE FOR A YEAR AND A HALF EACH TIME FOR ALL OF THOSE 20 AGREEMENTS, THEN WE WOULDN'T GET ANYTHING DONE. THE CARRIERS THEY WOULD WOULD PULL BACK THE FUNDING, OR THEY WOULD WOULD WANT TO MOVE THE LOCATION. AND SO THIS MASTER AGREEMENT PUTS A LOT OF THOSE TERMS. IT PUTS A LOT OF THOSE TERMS IN PLACE SO THAT THAT IT DOESN'T HAVE TO BE RENEGOTIATED EACH TIME. WHAT WOULD HAPPEN IS THAT ONCE YOU GUYS APPROVE, THEN WE'RE ABLE TO GET A LIST OF THE CITY LOCATIONS AND SHARE THAT WITH THESE MAJOR CARRIERS, AND THEY WOULD COME BACK TO US AND LET US KNOW RIGHT NOW WHICH WHICH LOCATIONS ARE MOST OF INTEREST AND WHICH ONES WE COULD MOVE QUICKLY ON. WE WOULD GET A SLIGHT SKETCH ON A PROPOSAL FOR EACH OF THOSE LOCATIONS AND COME BACK TO YOU, PROBABLY WORKING WITH KENT OR SOMEONE, AND YOU GUYS WOULD GIVE US A THUMBS UP OR THUMBS DOWN ON THOSE LOCATIONS. IN MARCH OF 2024, THE STATE OFFICE OF ADMINISTRATIVE HEARINGS ADMINISTRATIVE LAW JUDGE FOUND THAT AFTER THAT HEARING PROCESS AND CONSIDERING ALL THE EVIDENCE, FOUND THAT LEANDERS APPEALED, RATES WERE JUST UNREASONABLE. RECOMMENDED THAT THE PUC AFFIRM LEANDRA'S DECISION AFFECTING THE RATES, AND AUTHORIZED LEANDER TO RECOVER EXPENSES INCURRED IN DEFENDING ITS RATES. IN JANUARY OF 2025, THE PUBLIC UTILITIES COMMISSION APPROVED THAT ALJ ORDER AND AUTHORIZED THE CITY TO RECOVER RATE CASE EXPENSES IN THE AMOUNT OF $630,000, $630,635 AND $0.60 OUT OF THE 757, 499 82 AND EXPENSES THE CITY HAD INCURRED, AND AUTHORIZED THE CITY TO RECOVER THOSE EXPENSES THROUGH A 36 MONTH SURCHARGE APPLIED AGAINST THE OUTSIDE, ALL OF THE OUTSIDE CITY LIMITS CUSTOMERS.
